This Bureau of Mines report and its companion report (Information Circular 9074) have been prepared as a complete reference on underground coal mine lighting. This report discusses the fundamentals of light and its interrelationship with the visual process. The purpose of the report is to insure an understanding of the numerous complex and interrelated factors that must be considered to design and implement a mine lighting system that will satisfy human needs for good vision and comfort. Topics include history, objectives, and technical considerations of coal mine lighting; light physics; light and vision relationships; and disability and discomfort glare.

Information on oil and water production, volume of water injected, core analyses, and well completion data was collected on 28 Red Fork sand water-flood projects for comparison and evaluation of results. An average water injection efficiency of 35 percent, an average water-injected to oil-produced ratio of 16.8:1, and an average loss outside the flood pattern of approximately 45 percent of the injected fluid resulted in an oil recovery to January 1, 1969, of only 5.6 percent of the pore volume, or 9.1 percent of the initial stock-tank oil in place. The principal causes of poor oil recovery from these projects are the losses of large quantities of injection water from the flood patterns through oriented, natural fracture systems or zones of high permeability and excessive channeling of injection fluids from input wells to oil wells. For more efficient operation and a higher percentage of oil recovery from the Red Fork sand and other low-permeability-sand waterflood projects, directional orientation of both induced-and natural-fracture systems should be determined during early development. The success of a low-permeability-sand waterflood project depends to a large extent upon the orientation of the injection wells with the fracture system.

The Bureau of Mines has developed structural design data for unreinforced concrete tunnel linings in the form of stress and deflection coefficients from which bending, axial, shear, and boundary stresses, moments, thrusts, and shear forces, and structural deflections can be determined at any point on the lining. Results were obtained by structural analyses of nine concrete-lined tunnel configurations subjected to 22 biaxial load conditions. The tunnel configurations include three basic shapes, circular, rectangular, and horse-shoe, with dimensions based on designs evolved by the mining industry. These analyses were made by the direct stiffness matrix method, a computer-oriented procedure. Numerical results agree closely with those obtained experimentally.

Significant portions of the present Federal regulations for certification of closed-circuit breathing apparatus (42 CFR 84) are not quantitative. The human-subject testing portion of the regulations specifies activities rather than metabolic work rates; however, heavy human subjects have higher oxygen consumption, CO2 production, and ventilation rates than lighter human subjects performing the same activities. This means that apparatus certified using different human subjects have effectively passed different tests. In addition, apparatus performance is monitored only during selected intervals of testing, and always during rest, rather than during the entire performance period. Further, testing is arbitrarily terminated at specific rated durations, leaving unknown the performance during the remaining duration. Duration itself is misleading to users who believe that the apparatus will last a certain time no matter how much they weigh or how hard they work. The actual duration obtained from an apparatus, however, is highly variable, being inversely proportional to the work rate at which it is used. In this report, recommendations are made to (1) replace the present regulations for certification of closed-circuit breathing apparatus with quantitative tests specifying metabolic work rate rather than activity,(2) continuously monitor relevant physiological stressors, (3) continue testing until exhaustion of the oxygen source, and (4) classify closed-circuit breathing apparatus by quantity of usable oxygen, i.e., capacity, rather than by duration. Physiology-based stressor levels are suggested as well.

The Bureau of Mines sole-heated oven has been used for studying coal expansion for some 20 years. During the period before 1940 emphasis was placed on studies of the mechanism of coal expansion and the effects of variations in operating conditions on the results. Since 1940 emphasis has shifted to a survey of the expansion properties of various coking coals. Because additional information concerning a number of unsolved problems in connection with the earlier studies appeared highly desirable, this investigation of the use of sole-heated ovens for studying coal expansion was undertaken. The principal findings, in order of their discussion in the text, may be summarized as follows. 1. Expansion results for binary blends of coking coals exhibit nonadditive behavior, both positive and negative deviations from additive behavior being noted, depending on the particular coals tested. Additive behavior can be achieved, however, either by charging the blend components in separate layers (which indicates that the observed phenomena are not characteristic of the particular expansion oven used) or by testing relatively coarse sizes of coal (which suggests that the effects of crushing on the expansion properties of coking coals may be even more complex than is generally recognized).

The manufacture of lubricating oils from wax-bearing crude petroleums involves the removal and recovery of the paraffin wax contained in the lubricating distillates. During this process several intermediate products are formed, among them the mixture of waxes and oils known to the refiners as "foots oil." Because of its complex character, foots oil is little understood, and therefore methods of handling it in refineries are often inefficient. The Bureau of Mines is studying the manufacture of lubricating oils, and during the work has investigated the redistillation of foots oil. This report gives in brief the results of the investigation, and recommendations based upon it.

Oil-yield data are presented for core samples from Colorado Corehole No.1, drilled by the Bureau of Mines and the Atomic Energy Commission in a previously untested oil-shale area near the northern edge of Colorado's Piceance Creek Basin. Continuous oil shale 2068 feet thick, averaging 18.41 gallons of oil per ton of shale and representing 1.8 billion barrels of oil per square mile, occurs at the core site.

THE South Asian countries of India, Ceylon, Pakistan, Afghanistan, Nepal, Bhutan, and Sikkim have a large variety of mineral resources; however, in spite of mineral industry growth during 1964, development of resources remained far short of possible development, and, in terms of value of trade in minerals, the area remained a sizeable net importer. India's mineral industry is by far the most significant; its minerals production in 1964 accounted for more than 90 per cent of the total value of all minerals produced in the area. The total value of all minerals produced in South Asia in 1964 was only about 1 percent of the area's estimated gross national product of $55,125 million. Despite the rather small current contribution of minerals to the economy, development of mineral resources figures prominently in plans for the industrial development of the nations of this area.

The mine pager phone to public telephone interconnect system permits mine paging telephones to be interconnected with the public phone system, thereby providing emergency and off-hours communications. The system, a push-to-talk, push-to-listen system, is compatible with any mine paging system utilizing dc voltage on the line to enable paging. A tone generator of the proper frequency enables an outside caller to page over mine pager system loudspeakers. A caller inside the mine can make an outgoing call to a preselected, preprogramed number with the use of a proper frequency tone generator. The system includes an automatic hangup timer that restricts the time off-line due to a wrong number or incorrect hangup to 20 seconds and 6 minutes, respectively.

This report describes the results of a Bureau of Mines investigation in which an elastic inclusion, orebody, or mining system is replaced for purposes of analysis with an imaginary effective inclusion of rectangular shape that encloses the region. This effective inclusion has averaged physical properties that are directly related to the average inclusion stresses. The results were in excellent agreement with those predicted by Donnell's theory (2)2 for an isotropic elliptical inclusion in a state of plane strain for all height-to-width ratios and for all degrees of inclusion hardness from very soft to very hard. The results are exact for an isotropic circular inclusion and provide an easy method of evaluating the stresses obtained by cylindrical inclusions in boreholes when the Poisson's ratio for both host and inclusion equals 0.25 for plane strain or 0.333 for plane stress. The theory was also used to predict the average stresses in 48 finite-element models of single transversely isotropic inclusions of ovaloid and rectangular shape. An interesting and useful observation from this work was that the forces on elliptical inclusions in the x and y directions, produced by applied uniaxial stresses in the y and x directions, respectively, were equal in magnitude but opposite in sign when the applied stresses were equal. This occurred when the plane strain condition was used with a Poisson's ratio of 0.25. The practical usefulness of the method is given by treating a variety of mining problems: (1) The average stresses in an orebody of irregular shape; (2) the average stresses in single-level room-and-pillar mining systems; (3) the average stresses in multiple-level room-and-pillar mining systems; (4) the effect of mining sequence on the average stresses produced during mining; (5) the stresses in cylindrical borehole plug related to host rock stresses as a function of plug hardness; and (6) methods for simplifying finite-element analysis of complex structures.

This Bureau of Mines report details a technique for aiding the engineer with the long-range design of an underground mine. The method is based upon the assumption that sufficient data are available to assign numeric values to some finite number of mineralized blocks; assignment of numerical values is problem dependent. By assigning appropriate weighting schemes, the algorithm developed in this report may be used to solve the optimal end-of-life underground mine layout, design least-cost electrical layout networks and efficient material handling networks, find least risk escape routes in the event of an accident, etc. The method is based upon the assumption that sufficient cost and geologic data is available to build a detailed mineral block inventory of the mineral deposit. It is further assumed that the cost assigned to any minable unit is independent of the neighboring blocks. The basic approach relies upon concepts and ideas from the theory of networks. To make the approach user oriented, a computer program is included and discussed. The computer code is written for an orthogonal, three-dimensional set of blocks. Computational costs and experience indicate that the program could be of great benefit in evaluating large complex mineral properties from the viewpoint of predesigning an underground mine layout.

Available statistics on 1989 worldwide consumption of selected nonfuel minerals shown in table 5 show increases for 11 of 14 listed nonfuel mineral commodities with 1 unchanged from the 1988 level, a departure from the pattern of the past 2 years, in which each of the listed commodities registered gains. The 1989 results, however, were better than those for 1986 when only seven listed nonfuel mineral commodities recorded gains with one un- changed from 1985. Consumption of the two ferrous metal raw materials listed advanced as functions of increased output of pig iron and crude steel. The increase in iron ore consumption exceeded the increase in iron ore output, suggesting a slight drawdown of world iron ore inventories. The estimated in- crease in iron and steel scrap consumption was slightly greater than the minuscule increase in world steel production, but it is believed that there was little change in the ratio of iron ore to scrap in steel plant feed on a global basis.

Natural gas was the only economically significant mineral produced. A significant amount of the gas output was consumed in the production of nitrogen fertilizer and electric power. Proved reserves of natural gas were abundant and at least sufficient to supply most of the country's industrial and domestic needs for many decades to come. Other mineral production was of little importance to the Bangladesh economy, although there were prospects for developing some of the nonmetallic minerals. The flat river-delta terrain comprising nearly all of Bangladesh made the potential for discovering major, economically exploitable mineral deposits poor. The deep sediments, however, have good potential for crude oil or additional natural gas discoveries.

This publication contains analyses and related source data for 165 natural gas samples from 21 States and 1 foreign country. Of the total samples, 155 were collected during calendar year 1988. The remainder were collected earlier, but releases granting permission to publish were not received until 1988. All samples were obtained and analyzed as part of U.S. Bureau of Mines investigations of the occurrences of helium in natural gases of countries with free market economies. This survey has been conducted since 1917. The analyses published herein were made by mass spectrometer and chromatograph.

This report (Safety File Guidance 6.0) is the eighth in a nine-part series of recommendations and guidance addressing the functional safety of processor-controlled mining equipment. It is part of a risk-based system safety process encompassing hardware, software, humans, and the operating environment for the equipment’s life cycle. Figure 1 shows a safety framework containing these recommendations. The reports in this series address the various life cycle stages of inception, design, approval and certification, commissioning, operation, maintenance, and decommissioning. These recommendations were developed as a joint project between the National Institute for Occupational Safety and Health and the Mine Safety and Health Administration. They are intended for use by mining companies, original equipment manufacturers, and aftermarket suppliers to these mining companies. Users of these reports are expected to consider the set in total during the design cycle. • 1.0 Safety Introduction (Part 1).—This is an introductory report for the general mining industry. It provides basic system/software safety concepts, discusses the need for mining to address the functional safety of programmable electronics (PE), and includes the benefits of implementing a system/software safety program. • 2.1 System Safety (Part 2) and 2.2 Software Safety (Part 3).—These reports draw heavily from International Electrotechnical Commission (IEC) standard IEC 61508 [IEC 1998a,b,c,d,e,f,g]and other standards. The scope is “surface and underground safety-related mining systems employing embedded, networked, and nonnetworked programmable electronics.” System safety seeks to design safety into all phases of the entire system. Software is a subsystem; thus, software safety is a part of the system’s safety. • 3.0 Safety File (Part 4).—This report contains the documentation that demonstrates the level of safety built into the system and identifies limitations for the system’s use and operation. In essence, it is a “proof of safety” that the system and its operation meet the appropriate level of safety for the intended application. It starts from the beginning of the design, is maintained during the full life cycle of the system, and provides administrative support for the safety program of the full system. • 4.0 Safety Assessment (Part 5).—The independent assessment of the safety file is addressed. It establishes consistent methods to determine the completeness and suitability of safety evidence and justifications. This assessment could be conducted by an independent third party. • Safety Framework Guidance.—It is intended to supplement the safety framework reports with guidance providing users with additional information. The purpose is to assist users in applying the concepts presented. In other words, the safety framework is what needs to be done and the guidance is how it can be done. The guidance information reinforces the concepts, describes various methodologies that can be used, and gives examples and references. It also gives information on the benefits and drawbacks of various methodologies. The guidance reports are not intended to promote a single methodology or to be an exhaustive treatment of the subject material. They provide information and references so that the user can more intelligently choose and implement the appropriate methodologies given the user’s application and capabilities. Massive roof overlying the working seam in longwall operations can cause hazards if it does not cave readily behind the face supports. The overhang thus formed can overload the supports and endanger personnel when it collapses suddenly as a large rock mass. This Bureau of Mines report proposes the use of a concentrated load, either strip or point loading, applied onto the roof with the help of the upward thrust of the face supports. An experiment was conducted in the laboratory to obtain information about break characteristics and the values of significant parameters of three sedimentary rocks. The results were used to determine the breaking load requirement for a strong roof possibly encountered in typical longwall operations. The results show that the roof slab of moderate thickness can be fractured within the load capacity of off-the-shelf powered supports.

Research investigations conducted on five ore samples show the applicability of heavy liquid separation (HLS) techniques to mineral processing. Under proper operating conditions, semicontinuous tests in small fluid cyclones yielded 90 percent sink-float concentrates with recoveries exceeding 90 percent on minus 35-mesh ore samples of kyanite, potash, spodumene, fluorspar, and beryl. Although none of the ores were examined in detail, their response to this novel concentration method provides basic examples that are typical of the process. Various aspects of cyclone design and operational characteristics of heavy liquid cyclone circuits were studied which demonstrated the flexibility of HLS by using multiple units connected in series. A comparison of two heavy liquid solutions, tetrabromoethane and methylene bromide, exhibited their individual advantages and limitations. Unique problems relative to this process are discussed including liquid viscosity, mineral composition of the ore, toxicity, and material handling hazards.

Areal distributions for ash, total sulfur, and sulfur forms were developed for the top 12 inches, the middle section, the bottom 8 inches, and the total seam of Pittsburgh coal in southwestern Pennsylvania. The sulfur and ash exhibit an apparent high local variability. As a general rule, both the sulfur and ash show high concentrations in the top 12 inches and in the bottom 8 inches of the seam relative to the concentrations observed in the middle section of the seam. The high-low sulfur and ash concentrations in the top 12 inches of the seam are not coincident with the high-low sulfur and ash concentrations in either the middle section or the bottom 8 inches of the seam. With respect to sulfur and ash, it is suggested that the top and bottom sections of the Pittsburgh coal may reflect both a syngenetic and epigenetic origin. Present data support the belief that paleotopography controlled Pittsburgh seam deposition. Evidence is presented to show that channels were cut at various times into the semilithified sediments that buried the Pittsburgh seam. In this channeling process, portions of the Pittsburgh coal may have been eroded away. Following channel development, the lower part of the Pittsburgh sandstone filled the complex system of braided channels to produce the "want areas" encountered in present mining operations. In localized areas of the Pittsburgh seam, impingement of Pittsburgh sandstone may be responsible for the lateral displacement of the coal. Information of this type becomes important in the assessment of exploration data, in the development of a quality control system for mine output, and in mine life planning.

This Bureau of Mines report deals with water infusion of coalbeds, which can control methane emission at face areas during developmental mining and which may sometimes suppress dust. Studies show that water infused into the coalbed flows through the fracture system and displaces the methane in the fractures and prevents migration from the solid coal. Displaced gas migrates away from the face area that has been water infused and enters the return ventilation airways. A gradual decrease in methane emission is observed from the start of infusion until the infused zone is mined through. Depending on the permeability of the coalbed, infusion pressures ranged from 300 to 2,200 lb/in2. Face emissions in the Upper Kittanning coalbed were reduced by 89 pct; reductions of 38 to 79 pct were measured in the Pittsburgh coalbed depending on the relationship between the face cleat direction and mining direction. Respirable dust levels were reduced by about 75 pct on a longwall section in the Pocahontas No. 3 coalbed and by about 50 pct on a development section in the Upper Kittanning coalbed, but no statistically reliable reduction was found in the respirable dust levels in the Pittsburgh coalbed.

Exposure to excessive noise over time can cause permanent hearing loss. Workers in the mining industry are frequently exposed to A-weighted sound levels in excess of 90 dB. The A-weighted sound level at the roof bolter operator’s location can exceed 100 dB while drilling. The National Institute for Occupational Safety and Health (NIOSH) measured the sound pressure at the roof bolter operator’s position and utilized a phased array of microphones with beamforming software to identify noise sources on a roof bolting machine while drilling. The test data indicates the sound level at the operator’s position is dominated by the 2000 Hz through 5000 Hz one-third­octave-band sound levels. The beamforming results indicate that the drilling noise is primarily from two areas: the portion of the drill steel just below the rock and the drill steel-chuck interface. This paper will discuss the methods used to identify the primary noise sources.
