The New York State Department of Transportation recently commenced highway widening and drainage improvement projects in Clarence and Amherst, NY. Drainage improvements including the installation of storm sewer lines required excavation to a depth of 2.5 m (8.2 ft). In September 2002, NYSDOT stopped further blasting when 800 ppm CO was detected in the basement of a house near the blasting site. At the insistence of NYSDOT, the general contractor developed a new blast plan with the assistance of an environmental consultant. The plan provided for the installation of multi-gas monitors in buildings of special concern and/or with basements and residential type CO monitors in all other buildings within 100m (330 ft) of the blast. The multi-gas monitors would be remotely monitored. The plan provided action levels which would ensure public safety. The blast design was also modified to allow for better venting of CO. Blasts were limited to 20 ft lengths. The overburden was to be removed from the rock and blasting mats put in place to prevent flyrock. Approximately twenty feet of trench adjacent to the blast was left open to allow ground movement and gas release. The use of CO monitors was effective to alert occupants of a building to the presence of CO. The most effective appeared to be the residential type CO alarms with digital readouts. They were simple and easy to use and allowed the public to participate in the process. False alarms were repeatedly received with the more sophisticated instrumentation. Residential type CO monitors are preferable to warn people near blast sites. More sophisticated instrumentation should be avoided unless personnel are experienced in its use. A general overview of the blasting and monitoring is presented and discussed. The use and effectiveness of residential type CO monitors and multi-gas monitors are discussed.

One of the goals of the Bureau of Mines is to develop metallurgical pro-cesses that conserve energy and/or that take advantage of abundant domestic energy sources. Western lignites and subbituminous coals can be used for firing pellet induration and metallization furnaces. However, the refractory linings of these furnaces must be able to withstand attack from corrosive alkali metal oxides present in the ash of many of the low-rank fossil fuels. The Bureau of Mines conducted dynamic and static slag tests on high-alumina and alumina-silica refractories to determine their resistance to lignite ash slags. The investigations showed that increased alkali content in the lignite ash caused increased corrosion and erosion of the tested refractories. The degree of corrosion decreased with increasing alumina content, with the 99-percent-alumina refractories having the highest resistance. In general, the matrix phase was attacked preferentially to the alumina grains. Also, porosity reduction and tar impregnation enhanced the corrosion and erosion resistance. The 90-to 99-percent-alumina refractories are recommended for use as furnace linings in alkali slag environments.

This report (System Safety Guidance 5.1) is the sixth in a nine-part series of recommendations and guidance addressing the functional safety of processor-controlled mining equipment. It is part of a risk-based system safety process encompassing hardware, software, humans, and the operating environment for the equipment’s life cycle. Figure 1 shows a safety framework containing these recommendations. The reports in this series address the various lifecycle stages of inception, design, approval and certification, commissioning, operation, maintenance, and decommissioning. These recommendations were developed as a joint project between the National Institute for Occupational Safety and Health and the Mine Safety and Health Administration. They are intended for use by mining companies, original equipment manufacturers, and aftermarket suppliers to these mining companies. Users of these reports are expected to consider the set in total during the design cycle. • 1.0 Safety Introduction (Part 1).—This is an introductory report for the general mining industry. It provides basic system/software safety concepts, discusses the need for mining to address the functional safety of programmable electronics (PE), and includes the benefits of implementing system/software safety program. • 2.1 System Safety (Part 2) and 2.2 Software Safety (Part 3).—These reports draw heavily from International Electrotechnical Commission (IEC) standard IEC 61508 [IEC 1998a,b,c,d,e,f,g]and other standards. The scope is “surface and underground safety-related mining systems employing embedded, networked, and nonnetworked programmable electronics.” System safety seeks to design safety into all phases of the entire system. Software is a subsystem; thus, software safety is a part of the system’s safety. • 3.0 Safety File (Part 4).—This report contains the documentation that demonstrates the level of safety built into the system and identifies limitations for the system’s use and operation. In essence, it is a “proof of safety” that the system and its operation meet the appropriate level of safety for the intended application. It starts from the beginning of the design, is maintained during the full life cycle of the system, and provides administrative support for the safety program of the full system. • 4.0 Safety Assessment (Part 5).—The independent assessment of the safety file is addressed. It establishes consistent methods to determine the completeness and suitability of safety evidence and justifications. This assessment could be conducted by an independent third party. • Safety Framework Guidance.—It is intended to supplement the safety framework reports with guidance providing users with additional information. The purpose is to assist users in applying the concepts presented. In other words, the safety framework is what needs to be done and the guidance is how it can be done. The guidance information reinforces the concepts, describes various methodologies that can be used, and gives examples and references. It also gives information on the benefits and drawbacks of various methodologies. The guidance reports are not intended to promote a single methodology or to be an exhaustive treatment of the subject material. They provide information and references so that the user can more intelligently choose and implement the appropriate methodologies given the user’s application and capabilities. A method for concentration of the nickel-cobalt-bearing mineral, siegenite, from a table middling has been developed by the Bureau of Mines at Rolla, Mo. The table middling is composed of a complex series of sulfide minerals, occurring in mill operations in the southeast Missouri "lead belt." In these operations the siegenite is lost as a separate concentrate, being diverted to other products. The procedure also includes recovering commercial-grade concentrates of copper and lead. A low-grade zinc concentrate, a potential coproduct, was also made.

The data obtained from this study cover test areas that are gassy to ultragassy and pillared areas of different sizes and degrees of tightness. The methods of controlling ventilation, applying bleeders, and supporting bleeder entries varied in the different test areas. It was not possible to study all conditions likely to be encountered in coal mines. Undoubtedly, there are areas where bleeder entries, even though properly planned and maintained, might prove unsatisfactory. However, on the basis of this study, the following observations were made: 1. Tests showed that each bleeder system studied provided some movement of air through the pillared area; the quantities of air delivered to the pillar line, ranged from 23 to 82 percent, depending mainly on the extent to which bleeder re-turns were used as main returns from the section. 2. Pressure measurements taken across pillared areas showed maximum pressure drops ranging from 0.05 inch of water for a shallow gob to 2.69 inches for a very deep gob. The pressure differentials varied with the size and tightness of the gob but proved adequate to induce airflow across worked-out areas or through fringes of the gob to the bleeder return system.

The mineral industry of Bangladesh was totally dominated by natural gas production and its downstream uses. A small amount of cement was produced, and clays were used locally for ceramics and construction materials. Nitrogenous fertilizer was produced from natural gas and a modest, scrap-based steel industry produced steel for local consumption. The country has been developing and using its abundant and inexpensive gas reserves as fast as practical. The population, however, was predominantly dependent on agriculture for its livelihood. The industrial sector accounted for 10% of the economy, and most of the industrial output was directly associated with agricultural products jute, tobacco, and textiles. Industrial expansion, even with the availability of gas, was severely constrained because of limited domestic demand, lack of skilled work force and management, poor infrastructure, and a low rate of domestic savings. To put greater emphasis on the industrial sector, the Government established a National Committee for Industrial Development in July. The Committee instituted policy reforms in the areas of trade and investment. One important step was to move from a positive import list to a negative list, thereby permitting imports of items not restricted or banned. The system for recovering and approving new domestic or foreign industrial investments was streamlined to expedite what had become a cumbersome, bureaucratic exercise. To encourage industrial development in areas away from the crowded urban centers, several economic incentives reportedly were adopted. These included a reduced tax rate on imported machinery, exemption of import license fees, a reasonable debt equity rate, and a 9-year income tax exemption period.2 In the trade sector, imports increased 12% in fiscal year (FY) 19843 mainly

Chalcopyrite (CuFeSz) concentrates produced on the Lead Belt of Missouri typically contain 28 pct Cu and from 0.5 to 1.5 pct each of nickel and cobalt. Most of the nickel and cobalt are present as the mineral siegenite, (Ni,Co)3S4, almost none of which is recovered presently. The Bureau of Mines, U.S. Department of the Interior, has been conducting research on the chalcopyrite to produce a marketable fraction enriched in cobalt and nickel. Ferric chloride leaching of various chalcopyrite (copper) concentrates has yielded residues containing from 10.2 to 16.2 pct Ni and 8.3 to 11.4 pct Co with recoveries of approximately 79 pct. In another approach, laboratory froth-flotation tests have been conducted to investigate the effects of regrinding, roasting, baking, and steaming prior to flotation, with a variety of reagents. The best laboratory results were obtained after regrinding the copper concentrate to 94 pct minus 400 mesh and floating the chalcopyrite at natural pH (6.5) with 0.48 pound of sodium diethyldithiophosphate and 0.01 pound of sodium cyanide per ton of concentrate. This procedure yielded a tailings assaying 20.4 pct Cu, 5.2 pct Ni, and 3.45 pct Co. The tailings contained 67.2 pct of the nickel and cobalt and 15.9 pct of the copper originally in the copper concentrate; the remainder of the values reported to the flotation concentrate, which analyzed 29.6 pct Cu. To verify the laboratory flotation results, a 60 kg/hr process demonstration unit (PDU) was constructed in the Cominco American Magmont mill, Bixby, Mo.

Computer-related accidents have caused injuries and fatalities in numerous applications. Normal Accident Theory (NAT) explains that these accidents are inevitable because of system complexity. Complex systems, such as computer-based systems, are highly interconnected, highly interactive, and tightly coupled. We do not have a scientific methodology to identify and quantify these complexities; specifically, NAT has not been operationalized for computer-based systems. Our research addressed this by operationalizing NAT for the system requirements of safety-related computer systems. It was theorized that there are two types of system complexity: external and internal. External complexity was characterized by three variables: system predictability, observability, and usability -the dependent variables; internal complexity was characterized by modeling system requirements with Software Cost Reduction dependency graphs, then quantifying model attributes using 15 graphtheoretical metrics the independent variables. Dependent variable data were obtained by having 32 subjects run simulations of our research test vehicle: the light control system (LCS). The LCS simulation tests used a cross-over design. Subject perceptions of these simulations were obtained by using a questionnaire. Canonical correlation analysis and structure correlations were used to test hypotheses 1 to 3 - the dependent variables predictability, observability, and usability do not correlate with the NAT complexity metrics. Five of 15 metrics proposed for NAT complexity correlated with the dependent data. These 5 metrics had structure correlations exceeding 0.25, standard errors < 0.10, and a 95% confidence interval. Therefore, the null hypotheses were rejected. A Wilcoxon signed ranks test was used to test hypotheses 4 to 6 - increasing NAT complexity increases system predictability, observability, and usability. The results showed that the dependent variables decreased as complexity increased. Therefore, null hypotheses 4 to 6 were rejected. Lastly, this work is a step forward to operationalize NAT for safety-related computer systems; however, limitations exist. Opportunities addressing these limitations and advancing NAT were identified. Lastly, the major contribution of this work is fundamental to scientific research - to gain knowledge through the discovery of relationship between the variables of interest. Specifically, NAT has been advanced by defining and quantifying complexity measures, and showing their inverse relationship to system predictability, observability, and usability.

If resin-grouted roof bolts are not installed correctly, mine roof reinforcement can be affected, and roof falls can result. A bolt installation variable that is readily controlled by the mine operator is annulus thickness. The objective of this U. S. Bureau of Mines investigation was to study the effect of annulus thickness variations on the integrity of 3/4-in-diam resin-grouted bolts. Forged-head test bolts, 2 and 1 ft long, were installed in concrete blocks that had been drilled with 1-, 1-1/8-, 1-1/4-, 1-3/8-, and 1-1/2-in-diam bits. Standard pull tests were performed; then the concrete was broken away from the bolts so that grout mix quality could be inspected. It was found that the optimum annulus thickness is 1/8-in (l-in-diam drill hole), and as annulus thickness increases from the optimum, there is a corresponding decrease in grout mix quality, effective grout ratio, and axial stiffness.

A method of determining the strength of a mine roof layer in place is described in this report. The method was tested on a limestone roof layer 50 feet wide, 100 feet long, and 20 inches thick. In place measurements were accomplished by introducing air under pressure into a separation between the layer and the overlying roof, and as pressure was increased, the corresponding strain and deflection of the roof layer were measured until the roof failed. The ultimate strength of the roof agreed with the tensile strength of the roof rock (modulus of rupture) as determined in the laboratory; the modulus of elasticity as measured in place did not agree with the laboratory-determined values; the deflection and tensile strain in the layer in place showed good agreement with the theory of a body-loaded beam clamped at both ends. This procedure for determining the strength of a mine-roof layer is safer and less costly than successively widening a roof to failure. For example, it would have been necessary to mine the room to a width of 114 feet and a length of 228 feet to produce failure in this roof layer. The method is not necessarily limited to limestone; any thinly bedded rock type can be tested by this procedure when there is an open parting over the mined area.

This U.S. Bureau of Mines study found that the performance of the active noise cancellation hearing protector in a reverberant field was mixed. The performance varied when the conditions changed from ideal to nonideal. The active noise cancellation (ANC) component provided substantial additional noise reduction from 125 to 500 Hz for all testing conditions (broadband noise or pure tones both with and without safety glasses). While the ANC under ideal conditions provided additional attenuation from 500 Hz and below, under nonideal pink noise conditions the ANC amplified noise below the 125-Hz third octave band. There was a middle band of frequencies at which the ANC amplified noise levels ranging from 630 to 4,000 Hz. The results for pure tones showed that attenuations were higher but that they followed the same general trend.

It?s school vacation time again, and kid?s thoughts turn from textbooks and term papers to fun and play, includ­ing outdoor adventures. Old quarries can become swimming holes on hot summer days; sand and gravel piles look like interesting playgrounds; aban­doned mine shafts beckon explorers. But, for the unaware, all three mean danger. Already this year we have seen two stark reminders that mines and minors don?t mix. In Oklahoma, a 13-year-old girl drowned while swimming with friends in an inactive strip mine. In Maryland, a six-year-old boy playing on a quarry site, plunged more than 100 feet to the bottom of the quarry. Playing at such sites may seem like harmless fun, but every year dozens of children and adults are seriously hurt or fatally injured while playing on active and abandoned mine property. These accidents sometimes happen in traditional mining areas like the coal fields of Appalachia and the remote areas of the west. But the threat is anywhere there are active or abandoned quarries, sand and gravel pits, underground mines, or other mining operations.

Researchers at the National Institute for Occupational Safety and Health (NIOSH) are studying the time-dependent response of rock stressed along weakness planes. The objective is to improve mine safety by reducing the number of roof falls that cause injuries and fatalities to miners. Researchers conducted direct-shear tests on mudstone overcored from a coal mine roof. Results showed frictional strength weakens with displacement along the shearing planes. Results of direct-shear creep tests also showed time-dependent deformation. Test measurements were compared to classical analytical models. Results suggest that risk of roof collapse may be decreased through layout and support design to reduce creep rates and thus slow progression toward failure.

The Bureau of Mines conducted research to evaluate superplastic behavior in commercial magnesium-base alloys AZ6IA, ZK60A, ZW3, AZ3IB, ZWI, and an experimental Mg-12 pct Al alloy. Strain-rate sensitivity indices (m-values), maximum elongations, and effects of superplastic elongation on tensile properties were determined on fine-grained sheet. Inert-gas-pressure hemisphere-forming tests were conducted on selected sheet stock of the five alloys. Formability trials on AZ31B alloy sheet were conducted on industrial equipment for comparison with commercial superplastic forming of Zn-AI alloy. Closed-die-forming tests were performed on extruded ZK60A rod. All alloys exhibited well over 100-pct elongation, indicating superplasticity, at temperatures and strain rates near the maximum m-values. Tensile properties were generally reduced following 100-pct superplastic elongation, but not to an extent that would preclude use of the commercial alloys in the superplastically deformed condition. The potential for industrial superplastic forming of AZ31B sheet was indicated by hemisphere forming in the laboratory and substantiated in industrial forming trials.

"Solution of most engineering problems requires, in addition to vast ·numerical calculations, substantial use of practical judgement and expertise. With advances in applied mathematics and computer technology, the numerical aspects of problem solution have reached a considerable level of maturity; However; it is only .recently that approaches like the expert systems methodology have been developed to ·incorporate the Judgemental aspects as well. For rapid development and prototying of expert systems, expert system building tools or ""shells"" have become widely available. For the expert system developer, identification of the key characteristics of the problem domain and selection of the right expert system tool are of crucial importance. In this paper, the important attributes required in an expert system shell for use in the development or a mine ventilation planning expert system are discussed. These attributes are general in that most engineering problems in mining would have these requirements. Also, the results of an exercise undertaken to evaluate commercially available shells for application to mining engineering problems are presented.INRODUCTIONExpert systems (ES) are interactive computer programs which use high quality specialized knowledge in some narrow problem domain to solve complex problems in that domain. These complex problems lack structured and/or standard ways of solution and involve substantial use of subjective and experience based knowledge. One of the first expert systems was MYCIN, developed in 1974, in which subjective and heuristic knowledge of expert physicians was used to diagnose infectious diseases and provide antimicrobial therapy (Buchanan arid Shortliffe, 1984). Since MYCIN, expert systems applications have appeared in other areas such as mineral prospecting (Gaschnig, 1982), configuration of computers (McDermott, 1982) and structural engineering (Bennett and Englemore, 1979)."

The U.S. Bureau of Mines has developed a computer model to describe a flotation process. Coal data from conventional flotation has been converted to a simple, two-parameter kinetic model developed by Reuter and van Deventer (1,2)3. Each set of coal data was represented by two constants, a and ß, and an average flotation rate. The success of the model was demonstrated when the calculated and experimental recoveries showed good correlation. The two-parameter model allows complex data to be defined much more efficiently than traditional knowledge-based models.

"INTRODUCTION A soluble mediator has been described which is released from activated rabbit leukocytes and induces histamine secretion from rabbit platelets (Barbaro and Zvaifler, 1966; Siraganian and Osler, 1971). This factor has been isolated, characterized and named platelet activating factor, PAF (Bcnveniste et. al., 1972). PAF has since been chemically identified as l-0-alkyl-2-acetyl-sn-glyceryl-3-phosphocholine (Benveniste et. al., 1979; Demopoulous et. al., 1979).PAF is a lipid mediator of broad biological activity. It causes smooth muscle contraction, contraction of lung tissue and decreased FEV 1; while enhancing capillary permeability thus causing edema (Pinkard, 1983). In addition, PAF is a chemoattractant and can lead to inflammation.PAF has been reported to stimulate the release of lysosomal enzymes, leukotriene B,, and lipid metabolites from neutrophils (Smith et. al., 1983; Shaw et. al., 1981; Lin et. al., 1982; O'Flaherty et. al., 1984). The objective of the present investigation was to further characterize PAP-induced stimulation of granulocytes and to develop a bioassay, i.e. chemiluminescence, for screening PAF receptor antagonists and inhibitors of PAP-induced activation of granulocytes. The possible use of the chemiluminescence assay to monitor PAF synthesis by human granulocytes is also described.METHODSBlood was drawn from healthy volunteers into a blood storage bag containing CPD anticoagulant. Granulocytes were partially purified by dextran sedimentation and further purified by centrifugal elutriation as described previously (Jones et. al., 1980). Granulocytes obtained by this procedure were approximately 95 percent pure. The number of granulocytes in this preparation was determined using an electronic cell counter (Coulter Model Z1, Coulter Instrument Co., Hialeah, FL). Isolated granulocytes were used to monitor membrane potential, hydrogen peroxide and superoxide release, oxygen consumption, calcium uptake and, in some cases, chemiluminescence. Studies of PAF receptor antagonists were conducted using neutrophils isolated by density centrifugation. Briefly, blood was layered onto Mono-Poly-Resolving Medium (Flow Laboratories, McLean, VA) and centrifuged at 22 °C and 300 g for 30 min. Neutrophils collected from the second band of this gradient were at least 90 percent pure."

Pulverized high- volatile A bituminous coal was gasified with oxygen and superheated steam in a pressure - gasification pilot plant equipped for steampickup feeding . The pilot plant operated satisfactorily at relatively high steam- to - coal ratios , but steam- to - coal ratios could not be reduced much below 0.5 lb / lb without condensation of steam or softening of the coal . Carbon gasified , gas composition , and coal and oxygen requirements were essentially the same as for a pilot plant equipped with a fluidized coal feeder . Average results from the pilot plant equipped for steam- pickup feeding were coal requirement , 37.3 lb/M ( 1,000 ) scf of CO + H₂ produced ; oxygen requirement , 358 scf /M scf CO + H₂ produced ; and carbon gasified , 87.7 percent .

Recent advances in the commercial separation of gases using membranes have renewed interest in the possibility of applying this technology to the recovery of methane ( CH4 ) from mining operations . This Bureau of Mines report briefly reviews the history of the development of membranes for gas separation , the theory of how they work , and their application to the separation of methane from air and associated problems . However , methane -air mixtures are difficult to separate with membranes because the pertinent gas couples , 02 - N2 , 02 - CH4 , and N2 -CH4 , have poor separation characteristics , as indicated by their separation factors of about 3 or less . Even if these separation factors were substantially higher , there is doubt that methane could be recovered economically from the low concentrations in mine ventilation exhaust ( 2 vol pct or less ) . The exhaust pressures are not sufficient for adequate separation . The power cost of compressing the methane recovered . these mixtures would far exceed the value of New discoveries could make separation of gob hole methane - air mixtures practical . These mixtures have much higher concentrations of methane (from 30 to 100 vol pct ) ; however , for safety reasons , be limited to gob gas with 60 vol pct CH4 or more .

The question of earth models has repeatedly arisen in our work. An accurate representation of the seismic properties is required for three reasons: 1.To be able to determine from a set of received arrival times, the location of a seismic source in the earth, and secondly the degree of accuracy required in the model used for calculating source location from the set of arrival time differences. 2. To be able to determine the expected arrival times at an array of geophones produced in response to a hypothetical source in the earth. 3. To be able to estimate received signal strengths more accurately. The work reported here on earth models is based on information from sever- al consultants and from others who expressed an interest in the problem and supplied information to us. II. COAL MINE GEOLOGY On one of our earlier assignments for the Bureau of Mines, Earth Science Research Inc. of Cambridge, Massachusetts prepared for us a short description of the lithology to be expected at coal mine sites. This description follows, together with the ranges of compressional seismic velocities (Figure I*) associated with typical materials comprising the layered structure of a coal mine area. Coal is primarily associated with fresh water sediments including sandstones, shales, and clays, and occasionally may be metamorphased to varying degrees. In the Appalachian Basin the coal beds occur within cyclical sequences of non-marine shales, sands tones, conglomerates, limes tones, and clays. The beds range in thickness from a few inches to 60 feet, averaging between 2 feet and 10 feet. They have generally broad areal extent, occasionally up to 5,000 square miles, and have an overall tabular or lens-like shape. Within a particular lens, local changes in thickness are normal.
