In addition to explosion-proof enclosures, the IEC has published recommendations: 1. 79-2 Pressurized Enclosures, 2. 79-3 Intrinsic Safety, 3. 79-5 Sand-Filled Apparatus, 4. 79-6 Oil-Immersed Apparatus, and 5. 79-7 Increased Safety. All these are valid methods of electrical hazard reduction and find wide use in industries other than mining. Magison (52) discusses in detail each technique and, therefore, such an examination will not be repeated. Two other systems, lamina and labyrinth, are but variations of common explosion-proof enclosures and, therefore, will not be cov¬ered. (34,35,46,53,54,61) By examining other national authorities' opinion, the following will investigate each system's applicability to coal mining. Intrinsic safety applies to any system which is incapable of re¬leasing sufficient energy to be an electrical hazard. (49) Not one foreign country contacted disagreed with the concept, and they find these systems totally acceptable. Only South Africa does not accept oil-immersed apparatus, but no reasons were given. (62) Healy (27) stated that Queenlands, Austrailia would accept all techniques, yet some were still to be employed. Japan specifications allow for all but sand filled. Purpose: Marras et al. developed a technique to evaluate sincerity of effort during dynamic trunk motion performance. The validity and reliability of the technique have not been evaluated. Therefore, the objective of this study was to first determine whether or not a sincerity of effort measure correctly identified those giving a sincere effort in a blinded randomized control trial and second to quantify inter-rater and test-retest reliability. Methods: This article reports the findings of a two phase study. In phase one, the blinded evaluation, participants were randomly assigned to either a sincere or insincere performance condition. An examiner tested participants without knowledge of the participant's group membership. In the second phase, two examiners evaluated each participant twice to quantify inter-rater and test-retest reliability. Results: In the blinded phase the specificity was 100% and sensitivity was 90% for identifying sincere and insincere effort, respectively. Phase two results showed no significant difference in probability of sincere effort between raters or between testing sessions. Conclusion: A performance criterion that accurately identifies sincere vs insincere group membership during functional evaluations was identified. There were no significant differences between raters or between testing sessions. These findings indicate that this test is reliable and possesses good predictive validity in assessing sincerity of effort.

The Bureau of Mines conducted laboratory beneficiation tests on four samples of waste. granite sludge to devise a method of recovering silicon carbide (SiC). Froth flotation using creosote as a collector in an alkaline circuit resulted in concentrates containing over 91 pct SiC from each of the samples. Recoveries ranged from 43.1 to 86.6 pct. Single-stage flotation of sample A using a column flotation cell produced a concentrate containing 92.0 pct SiC with a recovery of 71.4 pct. Flotation using petroleum sulfonate as a collector in an acid circuit resulted in a concentrate containing 95 pct SiC from one of the waste granite products with a recovery of 97.5 pct .?

As part of the Bureau of Mines program to broaden utilization of abundant low-quality mineral materials, the Tuscaloosa Metallurgy Research Laboratory conducted beneficiation studies on two Alabama clays. The main purpose of these studies was to develop improved plasticity and green strength in both clays and compare these improved properties with those of a typical ball clay. Whiteness of the clays was also considered. The results indicated that by adjusting the pH of the kaolin to approximately 9, a substitute for ball clay could be obtained. The investigation also showed that by a combination of attrition grinding and sodium dithionite leaching to remove iron, the underclay could be upgraded to a ball clay material.

Researchers at the U. S. Bureau of Mines conducted investigations to evaluate the potential for ground water contamination by mine waste used as backfill. Samples of cemented waste backfill and water discharging from drillholes and seeps were collected to use in chemical analyses and laboratory tests to determine the physical and chemical factors that control release of heavy metals to ground water. Greater water retention by cemented backfill (as compared to uncemented sandfill) reduces the surface are aexposed to oxidation, which in turn reduces the amount of acid produced. The acid is neutralized by the cement and minerals contained in the backfill. The grain-size distribution of tailings used for backfill affects the structural integrity of cemented backfill under attack by acidic water; breakdown of the backfill structure releases neutralizing materials faster. Backfilled stopes in rock with low hydraulic conductivities will constitute preferential flow paths after mine flooding; however, the rate of flow through backfill will be much slower than when the stope is partially saturated during mine operation. Considering all factors, acid generation and release of metal ions from cemented backfill should be less than in uncemented sandfill.

6.1 Summary This report deals with the investigation carried out to select, test, and implement a method of evaluating coal deposits and reserves. Cognizance is taken of the inherent characteristics of coal and the legislation covering aspects of health, safety, environment, and ecology applicable to the coal mining industry. Further, the method is computerized and provides information that is meaningful and readily available to other programs and sub¬systems within the concept of the Master Design Simulator. The Geology and Reserves Sub-system interface with the total system is provided by a geological data library which is structured to hold and make accessible all the data required by the system. The output from the program is accurate and useful to users with a wide variety of computer experience, knowledge, hardware and storage capacity. The sub-system is designed to function as a separate unit or an integral part of the total system and, there¬fore, an interface to or with the system has been established. A package of bench design programs is being publicly released by the National Institute for Occupational Safety and Health (NIOSH). These programs are designed to provide a probabilistic estimate of the likelihood that various widths of catch bench will be retained. Program modules address the mechanisms of plane, plane step path, and wedge failure. Results are drawn from statistical and geostatistical descriptions of fracture characteristics and other input parameters, and reported as the statistical chance that a given width of catch bench will survive, that is, that a catch bench will remain wide enough to catch rolling and sliding material and prevent such material from posing hazards to miners operating below. The capabilities and application of this software are demonstrated through a case example. Comparing bench width estimates obtained using geologic data with actual widths is a key step in verifying that a program is appropriate for particular site conditions and that proper statistical descriptions of fracture parameters for that site have been developed. Such verification efforts improve confidence, and hence usefulness, of this method for designing future slope benches. Development and release of these programs appears particularly timely given recent progress in photoanalysis methods, which promise to greatly reduce the cost of collecting fracture data.

A major focus of ground control research presently being conducted by the Spokane Research Laboratory of the National Institute for Occupational Safety and Health (NIOSH) is to incorporate weak rock masses (such as are associated with operations in the Carlin Trend in Nevada) into existing design relationships. The original database that led to most of the empirical design relationships presently employed in hard-rock mining was derived from fair-to-good-quality rock. In this study, the relationship between weak rock quality and opening design (non-entry/entry methods) is being investigated. The common factor in all mines is a weak back or wall. This work attempts to provide tools that will enable a mine operator to make economic decisions that will also ensure a safe working environment. The twelve latexes listed in Table XI penetrated A horizon soil as shown by elution through a laboratory soil column and gave good sealing efficiency. See details in Table XII. High elution through laboratory soil columns of 4 to 6 inches depth is desirable because it predicts penetration of latex to a greater depth in the field. No definite correlation was evident between penetrating ability and particle size, surface tension, or pH. Most of the materials, however, were characterized by low surface tensions in the 36 to 53 dynes/cm range while particle sizes were usually in the intermediate range of about 1500 to 2500 Å. Naugatex J-3471 (a highly crosslinked styrene-butadiene copolymer) was the most promising of this group for stability, penetrating ability; and sealant efficiency. It also showed utility with [B] profile soil. Many of the other latexes tested in this investigation showed good sealing efficiency but were judged unsatisfactory because they gave low penetration or formed surface films with & horizon top soil. In general, latexes containing cationic surfactants were not satisfactory because they formed a heavy surface film. This is due to neutralization of the positive latex charge by the negatively charged soil particles.

Powered haulage has been, and continues to be, a major source of severe accidents and fatalities at metal/nonmetal surface mines. Between 1986 and 1997, truck drivers accounted for63% of the lost-time injuries in surface haulage. This project was undertaken to reduce the number and severity of lost-time injuries among operators of these trucks. Work involved measuring shock acceleration at a western surface mine during representative work cycles on two types of trucks and collecting data from cab floors using a triaxial accelerometer and from operator seats using a seat pad accelerometer. NIOSH researchers also used the mine’s GPS systems to locate shock events on a mine map in real time. Shock tests were also run at Caterpillar, Inc.’s, proving grounds in Green Valley, AZ, to determine the magnitude of shocks resulting from controlled rock drops onto the bed of a haulage truck.

NIOSH has developed an automated PC-based seismic monitoring system for use in mine ground control studies. The distribution and coordination of data acquisition and processing functions across a local area network (LAN) is a central feature of the system. Design requirements include (1) the use of lowcost, off-the-shelf, data acquisition and computer hardware, (2) the capability of automatically merging waveform data sets from different types of monitoring systems, (3) delivery of raw and processed data underground and on the surface, as well as to remote sites, and (4) automated data collection and processing over long periods of time without the need for human intervention. Current mine-wide installations utilize multiple, autonomous seismic networks located both underground and on the surface and provide 20 to 40 stations within a radius of several kilometers. Event locations, magnitude estimates, and other processed data are distributed for display and analysis on network nodes both underground and in the offices of mine engineers and managers. This paper describes the system's hardware and software components, examples of installations in hard-rock and coal mines, and a few observations from western U.S. longwall coal mines.

The mineral industry of Benin continued to be confined to the production of cement, crude oil, salt, and sand and gravel. Only crude oil and cement were exported, with the value of crude oil exports and cement exports constituting about 20% and 2% of export revenue, respectively. The value of crude oil exports was less than the cost of imports of refined petroleum products. Production of crude oil was unchanged from 1986, averaging 5,500 barrels per day (bbl/d). The Government managed the facilities at the Semé Oilfield while actively seeking a new manager to replace Pan Ocean Oil Co. of Switzerland, whose contract was canceled in 1986. Recoverable reserves of crude oil were estimated to be between 18 and 30 million barrels.

The coal deposits in Alaska occur in several major coal fields or basins. The deposits underlie about a quarter of the state, an area larger than Montana. Approximately 60 percent of the coal is bituminous and 40 percent is subbituminous. Less than one percent is lignite or anthracite. Although known coal reserves are estimated at only 6.1 billion tons (about 1.25 percent of U.S. reserves), estimates place the hypothetical reserves at 5.5 trillion tons and the identified reserves at 170 billion tons. The differences are due to limited exploration programs within the state. Conditions affecting mining and reclamation are unique to Alaska because of its extreme northern latitude. For example, permafrost occurs in about 75 percent of the state; tundra vegetation occupies vast treeless regions; and the climate is characterized by extremely cold winter weather and a short summer season. In addition, hydrologic conditions are considerably different from those in other states; major streams fed by silt-laden glacial melt water contain greater concentrations of natural sediment than the effluent discharge limits permitted by federal regulations. Also, some coal field locations are subject to potentially high seismic risk. These factors make coal mining and reclamation in Alaska more difficult than in other states. Alaska's program to regulate surface coal mining was approved May 2,1983. The Abandoned Mine Lands program was approved December 23,1983.

Public interest in atmospheric pollution by automobile exhaust gas and in the ventilation of vehicular tunnels makes it desirable to ascertain whether the use of modern automobile fuels is tending to change the amount and composition of the products of combustion. The Bureau of Mines, in cooperation with the Ethyl Gasoline corporation4, has completed a series of testis to determine whether any significant difference exists in the carbon monoxide content of the exhaust gas produced by an internal-combustion engine when its fuel is changed from straight gasoline to the same gasoline containing Ethyl fluid whose active ingredient is tetraethyl lead. In the tests data was sought relative to the composition and mount of the gas produced by ordinary comparatively low-compression motors as well as by higher-compression motors in which distinct detonation occurred with straight gasoline, but which operated without detonation when using the same gasoline containing tetraethyl lead.

This paper summarizes fly rock and blast area security fatalities from 1989 to 1999 and examines the causative factors. Coal and nonmetal mining used about 43 billion pounds of explosives and blasting agents between1989 to 1999. A majority of this consumption was used at surface mines. Accident data indicates that fly rock and lack of blast area security were the primary causes of blasting related injuries in surface mining. Fatal injuries due to lack of blast area security were attributed to: failure to clear blast area; failure to follow instructions; inadequate guarding; inadequate blasting shelter; and unsafe location. Seven fatalities due to fly rock and lack of blast area security were reported in surface coal mines and six in nonmetal mines. Out of these, two fatalities (one each in coal and nonmetal mines) occurred outside the mine property. In the coal mining sector, two fatalities were attributed to fly rock, and five to lack of blast area security. In the nonmetal mining sector, three fatalities were attributed to fly rock, and three to lack of blast area security. Preventive measures include: ensuring that all personnel have evacuated the blast area during shot firing; using adequate blasting shelters for employees whose presence is required in the blast area; controlling and monitoring all entrances to the blast area; ensuring that the blast is properly designed, drilled, and loaded; and emphasizing education and training to enhance skill levels for implementation of engineering control techniques.

The large amount of computer code required for this simulation model dictates that reasonable limitations be placed on some of the input variables. The program permits the following maximum sizes: 1. Ten mine car stations 2. Twenty track intersections 3. Three hundred mine cars 4. Eight motors 5. One hundred profiles 6. Twelve intersections between stations 7. Forty-five profile changes between stations 8. Thirty station pairs (routes) These may be changed by the user providing the particular computer in use has available core storage. Major Array Descriptions This section is a detailed description of four of the major arrays used in the rail haulage simulator for data storage and logical control. MULSIM/NL (multiple scams, nonlinear) is a three-dimensional boundary-element method (BEM) program developed at the U.S. Bureau of Mines for stress and displacement analysis of coal mines and thin metalliferous veins. It can analyze one to four parallel seams that can have any orientation with respect to the Earth's surface. Three main new features distinguish MULSIM/NL from its predecessors: (1) nonlinear material models, (2) multiple mining steps, and (3) energy release and strain energy computations. MULSIM/NL has six material models for the in-seam material: (1) linear elastic for coal, (2) strain softening, (3) elastic plastic, (4) bilinear hardening, (5) strain hardening, and (6) linear elastic for gob. Detailed checks show that numerical stress and displacement calculations compare well to known analytic solutions for simple problems. The total energy release calculated by MULSIM/NL is comprised of three basic terms: (1) strain energy release from the mined-out material, (2) linear kinetic energy release due to change in gravitational potential over the mined-out area, and (3) nonlinear kinetic energy release due to nonlinear materials in the total backfill and gob area. The strain energy release term is modified to account for nonlinear stress-strain behavior in the unmined materials. Comparisons of these numerical energy release rate calculations with known analytic solutions show excellent agreement.

This report has presented a literature review of explosion proof¬ing of coal mine electrical equipment. The international "state-of¬the-art" is an extremely difficult definition to quantify but, from the preceding paragraphs, it is evident the international community be¬lieves that it is represented by the International Electrotechnical Commission's Publications. Five questions were set forth during the beginning of this report. Each will be evaluated in light of the preceding discussion. 1. Can Schedule 2G specifications on explosion-proof containers be substantiated? Literature was found in the three main problem areas, surface temperature, mechanical strength, and explosion transmission, to determine this. Surface temperature requirements are adequate except for equipment that can normally overload, and the required intern¬al pressure does afford some margin of safety. However, in terms of safety, gap dimensions are about ten times smaller than that needed. 2. Is it possible to replace the Schedule's design requirements with performance specifications? Two primary areas were determined as mechanical strength and explosion transmission. As was mentioned, for present flange and gap standards, the 150 psig requirement is adequate. Furthermore, it is the authors' opinion that the level cannot be re¬duced if the present gap requirements are retained. The Schedule now requires that 16 tests be run, but the literature suggests that only from three to six examinations are necessary. "Transportation of explosives in mines is extremely hazardous, and where electric haulage is employed the danger is intensified. Insulated mine-car couplings have been adopted by at least five companies in Alabama and Pennsylvania - and undoubtedly in other States - to prevent an electric current passing from a mine locomotive to a car or between care joined by this coupling. The need for such protection is recognized in the report of an explosion.""Four hundred kegs of black blasting powder had been loaded into four mine cars at the railroad, to be hauled to the magazine, upgrade, by a trolley locomotive. On starting, the motorman put sand on the rail and a grounded circuit passed through the hitchings and so exploded the powder. No insulation was used between the locomotive and cars."" When used on man trips the insulated coupling further serves the purpose of guarding the men against shock. Four couplings are described so that a clearer understanding may be obtained of the details of construction.ConstructionThe general principles of construction are similar in all insulated couplings. The piece containing the hole for the coupling pin is made of steel and the steel parts are separated by an insulating material, such as fiber or wood. The coupling is either rigid or semirigid to prevent the bumpers of the mine cars from coming in contact and to keep the cars insulated from one another at all times."

"The Bureau of Mines, in its investigations of as masks for use in mines and allied industries tests masks that are voluntarily submitted by manufacturers for examination, and issues approval certificates for masks that meet the bureau's specifications. This paper describes the tests that were conducted on an ammonia gas mask by the Bureau of Mines, which successfully met all requirements and tests for ammonia, masks. The mask tested, known as the GMD ammonia gas mask, is manufactured by the Mine Safety Appliances Co., Pittsburgh, Pa. This ammonia gas mask, which forms a pocket over the face and allows breathing through the nose, consists of a face-piece with non-shatter eyeglasses; this is attached by means of a corrugated rubber tube to a canister supported on wearer's chest by a harness. The canister is green in color and is of tinplate construction. It was a disc valve at the bottom to prevent exhalation through the canister. The filling of the canister consists of a specially impregnated activated charcoal, about 750 c.c. in volume and weighing about 520 grunn. The material is supported above the check valve by a dome of wire screen covered with toweling. Above the granular material is a filter of absorbent cotton screens, and all materials are hold firmly in place by pressure from strong"
