Liquid carbon dioxide can be used as a replacement for organic solvents in the extraction of anionic platinum group metal complexes from an aqueous phase. However, because conventional extractant-metal complexes are not soluble in liquid carbon dioxide, this can be achieved only if highly carbon dioxide-soluble extractants are developed. For example, trioctylamine-gold chloride is not soluble in liquid carbon dioxide, although trioctylamine is CO2 soluble. The novel CO2-soluble extractants presented in this paper have a CO2-philic fluorinated tail to enhance solubility and a conventional amine head group for extraction of metals. Both the extractant and the extractant-metal complex are soluble at ambient temperature at pressures from 7 to 35 MPa. Efficiency factors as high as 2.23 have been measured using 1,1,2-trichlorotrifluoroethane (TCTFE), a low pressure screening liquid for carbon dioxide, indicating that these compounds will strongly bind the metal chloride. For example, 84% of Pt-chloride was extracted into TCTFE using a 3.5:1 ratio of a double¬tailed fluoroalkyl amine extractant: metal chloride. An 88% recovery of Pt-chloride into high-pressure liquid carbon dioxide was achieved using the same extractant at a 3.5:1 ratio. Therefore, it appears possible to replace organic solvents with liquid carbon dioxide during the extraction of platinum chlorides if highly carbon dioxide-soluble extractants agents are employed.

The U.S. Bureau of Mines (USBM) and Diesel Controls Limited evaluated a new diesel emission control system on an underground mine vehicle. The system was a catalyzed ceramic wall-flow diesel particulate filter (CDPF) combined with an catalytic converter, or diesel oxidation catalyst (DOC). This paper describes the design and installation of the system on a load-haul-dump (LHD). The results of screening tests conducted by the USBM are also given. The screening tests were conducted to determine if the device's particulate collection efficiency, regeneration temperature, and effect on gaseous hydrocarbon (HC) and carbon monoxide (CO) emissions changed over the period it was being used. The system was removed from the LHD and evaluated in the laboratory after operating for 308 and 1200 hours. After 308 hours of operation, laboratory testing revealed its particulate collection efficiency varied from 41.0 to 93.5 percent, depending on engine operating conditions. Its regeneration temperature was about 415° C. It reduced HC emissions by up to 97.6 percent, and CO by up to 95.0 percent. When tested in the laboratory after operating for 1200 hours on the vehicle, no significant change in performance was observed.

THE PLANNED MAINTENANCE PROGRAM All concentrators should start with a planned maintenance program from day one. Every- body thinks they have a program in place before start-up, but in reality, most have only a fraction of what is needed to avoid the "Post Start-up Disaster" (PSD) - two years for start-up is not that uncommon. An effective program has all of the following: (1) Good people. (2) Area Maintenance. (3) Good PM Checklists. (4) Daily Work Schedules. (5) Written Work Orders. (6) Equipment Histories. (7) Backlog Control. The installation of a workable program takes hard work, talent, and commitment. You have to know what you are doing (hard work will not replace talent). Good People Good people are available in any location if you make the effort. Always check references carefully (both superiors, peers and subordinates). Was the last concentrator they worked at successful? Was it clean? Find out! Success or failure follows people around. I know people who are experts on PSD because they have lived through it three or four times. You need some college trained people with hands-on experience. There are no secrets, you have to make the effort. If you make a mistake in hiring (and you probably will), make the tough decision necessary to rectify it quickly. Area Maintenance Area maintenance refers to organization of supervision such that one person is uniquely accountable for every inch of ground and piece of equipment. Avoid overlapping authority if at all possible. You must have a planner as a staff position. A foreman cannot effectively plan and

An underground mine fire can seriously threaten the lives of all personnel in the mine. This fact makes fire emergency planning a high priority in the mining industry. The optimum warning alarm must be fast and able to reach all miners, regardless of their location or work activity. Current means of fire warning are varied, and include such methods as stench, telephones, and word-of-mouth (messengers). Unfortunately, none of these methods are entirely satisfactory. A novel fire warning alarm which enables instantaneous warning of all underground personnel, the Canary Nine Messenger System, has been developed by VLF Magnetic Systems Inc. in conjunction with Noranda Technology Centre and the U.S. Department of the Interior - Bureau of Nines. The warning is sent by an electromagnetic signal which penetrates through mine rock to receivers housed in the battery packs which also power each miner's cap lamp. A loud buzzer in the integrated battery/receiver unit and the flashing of the cap lamp alerts miners to incoming messages. Testing of prototype equipment has demonstrated that the transmitted signal is capable of penetrating through over a mile of mine rock and activating the receiver. This report describes the theoretical basis for through-the-rock ultra-low frequency electromagnetic transmission, and the design of recently available transmitter and receivers.

This paper describes a two-part program funded by the Florida Institute of Phosphate Research and performed by Jacobs. The first part of the program was to examine the application of ultrasonic treatment to clean phosphate particle surfaces. Florida phosphate pebble and rougher flotation feeds were treated in an ultrasonic trough to remove clays. Also, the de-oiling of rougher concentrates by ultrasonic treatment was tested. In order to improve the clay removal efficiency, viscosities of primary cyclone overflow from six beneficiation plants were studied in the second part of the program. Viscosities for different samples at the same clay % solids vary significantly, and increase exponentially with clay % solids content for the same sample. A method of controlling cyclone operation using on-line viscosity measurements and pump box level sensors is proposed to logically improve primary cyclone performance.

Mineral sands mining for ilmenite, rutile, and zircon will disturb over 2,500 ha of prime agricultural farmland in Virginia and North Carolina (USA) over the next 20 years. Mining of the Virginia deposit was initiated in 1997 and approximately 750 ha have been disturbed to date with approximately 150 ha reclaimed to support a mix of agricultural post-mining land uses. While considerable university research and corporate effort were devoted to developing environmental management systems and reclamation protocols for these lands, specific indicators of sustainability and restoration success were lacking. By 2003, it became apparent to the mining operator (Iluka Resources), local land-owners/farmers, local government, and the regulatory authority that testable indicators of reclamation success were essential for long-term sustainability. Virginia Tech worked cooperatively with all stakeholders to review the pre-existing research base and to propose reasonable expectations of post-mining soil productivity levels. The state regulatory authority reinforced its position on a number of associated issues including necessity of topsoil return and specific comparative crop yield targets. Virginia Tech, Iluka Resources, and a local leaseholder (Carraway-Winn family) agreed to jointly manage a 45-ha research demonstration farm where the effects of alternative soil reconstruction practices are being rigorously monitored for both row crops (corn and wheat) and forage production. All mined land crop yields are also compared to an adjacent undisturbed exceptional quality prime farmland soil. Corn and wheat yields in 2005 and 2006 were significantly above county average yields (regulatory target level) and approximately 75% of undisturbed adjacent prime farmlands. This cooperative effort allows all clientele groups to objectively assess the post-mining productivity of these mined lands while providing an invaluable educational opportunity for the mining industry.

Over the past several years, Newmont Gold Company (previously Santa Fe Pacific Gold Corporation) developed a new technology for the flotation of refractory auriferous sulfide minerals which is referred to as the N2TEC flotation process. Starting in April 1997, the first commercial flotation plant utilizing N2TEC technology was successfully commissioned at the Lone Tree Mine near Valmy, Nevada. The Lone Tree flotation plant was designed to process 4,085 mt/d of ore producing 494 mt/d of sulfide concentrate. A flotation tails leach CIP circuit was added to recover cyanide-soluble gold from the flotation tails. A portion of the flotation concentrate is blended with whole ore feed to the Lone Tree autoclave, up to the limit imposed by the current oxygen plant capacity. The remainder of the concentrate is shipped to either the Twin Creeks autoclaves or the Carlin roaster for subsequent oxidation and gold extraction. This paper discusses the results achieved in the commercial flotation plant compared to pilot plant testing and engineering design flotation modeling. Capital and operating cost information are also presented.

Nevada now has, or will have, 35 pit lakes resulting from open-pit mining below the water table. State regulators are requiring that the ultimate pit lake water quality be predicted as part of the permit application process. Water balances/pit lake filling rates must be esti¬mated in support of the geochemical modeling. In Nevada, analytical and numerical methods have been employed for the study of pit lakes. In the current work, analytical solutions are investigated for one pit lake, the Getchell south pit lake, which previously filled be¬tween 1968 and 1982 during a hiatus in mining. Water levels vs. time are available for this lake and these data have been fitted with a hyperbolic curve. This water-level-vs.-time curve was used in simple water-balance computations to find the net inflow rates by forcing computed water levels and volumes to match those of the known water levels and volumes through time. The model described here provides realistic volume fluxes into and out of the lake on a monthly basis as the pit lake filled.

The Central Florida Phosphate District, one of the most productive phosphate districts in the world, has been mined principally within Polk and Hillsborough Counties, Florida. Recent development is extending the district southward into Hardee, Manatee, and DeSoto Counties. This area is known as the Southern Extension. The combined area of these two phosphate-bearing areas encompasses about 2,000 square miles. Structurally, the district and its Southern Extension lie at the southern end of the Ocala Arch and are flanked by the Hillsborough High to the northwest. South of this area is the South Florida Embayment. The Osceola Low lies to the east. The phosphorite within the Central Florida Phosphate District generally dips very gently (<0.1°) to the south. The boundaries of the central Florida Phosphate District are generally defined by thinning of the phosphorite due the adjacent structurally high areas to the north, west, and east, and by increased clay, CaO, and MgO content reflecting lithologic differences to the east and south. The Bone Valley Member of the Peace River Formation and reworked sediments of more recent age were the primary ore-bearing horizon in the Polk-Hillsborough County area. As those reserves are depleted, the less desirable phosphorites of the Peace River Formation are being exploited in the Southern Extension.

The increased use of continuous miners to extract thicker coal seams has necessitated the use of enhanced ventilation systems in the headings. Due to the increased face size, more ventilation is required to effectively dilute the liberated methane down to acceptable levels. If more air is directed to the face an increase in the entrainment of dust creates an increased potential for workers to be exposed to dust. To enable the ventilation systems to reduce the methane levels and the levels of the airborne dust the ventilation systems in the heading have to be carefully designed. The matter is made more complicated through the use of other ventilation methods like jet fans, air-moving sprayfans on the continuous miners and high capacity scrubbers on the continuous miners. To enable the design of a balanced ventilation system in seam heights of over five metres requires methods that consider the system in a three- dimensional manner rather than in a two-dimensional fashion. Through the use of computational fluid dynamics (CFD) coupled with appropriate methods of taking underground face ventilation readings these problems can be solved in a cost effective way. Using computer modelling, ventilation methods can be designed and assessed instead of using costly underground trials to test the alternatives. Use of this system has led to a higher level of ventilation design as well as a more effective method to combat the health and safety hazards in coal mine headings.

A pilot-plant investigation in a NIMCIX contactor has shown that activated carbon can extract more than 93% of the gold in return-dam solutions. The average gold concentration in the barren solution was less than 0.003 mg/L from a feed averaging 0.048 mg/L. The carbon was eluted by the Zadra procedure. The operating conditions of the elution-electrowinning circuit are reported, and the elution of the gold and other metals is discussed. The reactivation of the carbon by use of the Rintoul kiln is described, together with the results of reactivation. The consumption of reagents in the process cycle is presented in sufficient detail to allow the economic viability of this technique to he evaluated for the recovery of gold from low-grade solutions.

INTRODUCTION Coal is forecast to be an increasingly important and economical source of energy for the future as the supply of oil and gas declines relative to overall energy demand and perhaps in absolute quantities produced. With the decline in productivity, especially in underground mining, in the early seventies coinciding with the need to produce greater quantities of coal for market, a gradual change from room-and-pillar mining to longwall mining has been taking place in the United States. Consolidation Coal Company (Consul) produces about 50 million tons of coal per year with approximately 66% being from underground mines. Most of the mines are located in the Appalachian Region in the States of Pennsylvania, West Virginia and Virginia, and in Ohio and Illinois. Coal is produced by the room-and-pillar mining method with continuous mining machines in addition to an increasing number of longwall mining faces. Continuous mining machines will continue to be used for driving longwall development entries as well as in areas where partial extraction must be practiced in order to support the overburden rock because of surface structures or in areas that cannot be subsided, or where unfavorable geologic conditions limit the application of the longwall mining methods. ROOM-AND-PILLAR MINING METHOD Some background in the room-and-pillar mining method may be helpful to provide perspective. This method has been widely practiced since the beginning of coal mining in the region. It is a flexible system because it can provide either partial or nearly complete extraction, and coal pillars can be left where needed to support surface structures or oil or gas wells or because of unfavorable geologic conditions (Choi, Dahl and McCain, 1980).

A plant trial of a new on-line pressure vessel rheometer for slurries, developed at Michigan Technological University, was carried out at a nearby copper concentrator. The rheometer measured the flow curves (shear stress vs. shear rate) of chalcocite slurries. Viscosity of non-Newtonian slurries changes with shear rate and so, for such slurries viscosity measurement at a single shear rate (often seen in the literature for grinding and classification studies) cannot be correlated to process performance. For these slurries, viscosity at various shear rates can be measured from flow curves generated by the pressure vessel rheometer. Other rheological properties, such as flow type and yield stress can be determined by this rheometer to better characterize the slurries. The slurry at the copper concentrator consisted of ground chalcocite ore. The solids content in the slurry varied between 30-60 % by weight. Top size of the particles was 125 micron, and 80% passing size was 34 micron. Measurements by the pressure vessel rheometer showed that most of the slurries had pseudoplastic flow at shear rates below -3000 sec-l, where the viscosity of the slurry decreased with increase in shear rate. Above -3000 sec-l, like a Newtonian fluid, the viscosity of the slurry remained steady. Flow curves and viscosity from the pressure vessel rheometer were verified with a Brookfield viscometer and a vibrating sphere viscometer, and the results were found to be accurate.

Characterization of the size, shape, chemical composition, and mineralogical content of mine airborne dusts generally requires a larger mass of dust particles than is typically collected using traditional sampling devices. In this paper, the general design of a passive dust collector is described and the field results are presented. The collector was constructed of galvanized sheet metal duct with a resin-coated honeycomb to provide an elutriation-type system for particle collection. Several versions of the collector were used in the field portions of the research. The dust samples collected from underground coal mines were found to possess angular particle shapes, relatively consistent size distributions, and elemental compositions that showed relatively little variation, at least for the more prevalent elements. In addition, the distributions of particles sizes obtained from the passive dust collector appear to be similar to those of samples collected at the same time in a conventional personal sampler except that the passive device seems to collect a larger quantity of coarse, non- respirable particles. Conclusions on the suitability of this dust collector for collecting characterization samples are presented. In addition, the potential for using such a dust collection system for supplying dusts for biomedical research is discussed.

Jurist, educator and historian Neil Reynolds will be the keynote speaker at the National Mining Hall of Fame&apos;s 11th annual induction banquet on Sunday, Oct. 11,1998 at the Pointe Hilton Resort in Phoenix, AZ. Reynolds is Municipal Court Judge for the City of Leadville, CO, home of the National Mining Hall of Fame & Museum, and a fifth-generation resident of the community. His family staked mining claims on nearby Mount Massive in 1862. Judge Reynolds is a fulltime faculty member at Colorado Mountain College, Chairman of the Lake County Historic Preservation Advisory Board and practices law in Leadville. In announcing the speaker, Board Chairman Richard Moolick said seven inductees into the National Mining Hall of Fame will join 138 mining greats previously honored in the annual ceremonies. This year&apos;s inductees will be enshrined by Thomas Falkie, president and chief executive officer of Berwind Natural Resources of Philadelphia, PA. Moolick also announced that Jeffrey Clevenger will be the master of ceremonies for the induction banquet. Clevenger is executive vice president of Cyprus Amax Minerals, Englewood, CO and president of Cyprus Climax Metals, Tempe, AZ. Recycled materials are increasingly being used in road construction to supplement natural aggregate derived from crushed stone, sand, and gravel. An understanding of the amount of substitution that is taking place, its economics, and factors affecting the level of substitution is useful in estimating the potential for recycling and in assessing the total supply of aggregate. While U.S. consumption of recycled aggregates from crushed concrete is estimated to have increased 160 percent between 1994 and 1996; it comprised less than 5 percent of total aggregates consumed in 1995. Construction waste supply is regional, and is determined by infrastructure decay and replacement rates. Aggregate recycling rates are greater in urban areas where infrastructure is being replaced, natural aggregate resources are limited, disposal costs are high, or strict environmental regulations prevent disposal. Recycling is expected to increase as construction contractors attempt to save on transportation, disposal, and new material costs. Aggregate producers include recycled material as an option to consumers in order to prolong the life of their reserves and improve their range of products. Recycled aggregates can be a supplement for natural aggregates in selected applications, but their use should be evaluated locally based upon relative cost, quality, and market factors Because aggregate recycling is often affected by local and regional transportation systems, disposal and tipping fees, resource supply, the market for specific products, and municipal support, costs for three representative fixed site operations of different sizes were modeled. Under study conditions, all were found to be profitable, but highly dependent upon local tipping fees and market prices, which can differ significantly by location. Smaller operations were found to have different operational dynamics, often requiring creative marketing or incentives to maintain profitability.

This work applies the definition of "separation function" already introduced in the paper presented at the XVIII IMPC. This &apos;function" (defined for a certain size distribution after comminution of an ore) refers to the recovery distribution of a mineralogical species in a product made up of all the particles having at least a given content of that species. Many tests would be required to determine the liberation function for each mineralogical species, particularly for complex ores. Several stages of comminution would need to be examined and the mineralogical composition of the particles of each grain size class would need to be analyzed for each process step. A quick and dirty method is shown for obtaining the "separation function". It is based on the processing of data from topological maps of polished and/or thin representative sections of ore. By superimposing grids of different sizes over these maps and with appropriate combinations of mesh sizes, it is possible to simulate the grain size distributions linked to different stages of comminution and then evaluate the mineralogical composition of each grain. The procedure is carried out full automatically and can simulate a complete treatment circuit, imposing cut-off grades for the products at each separation phase. It is also possible to predict the results of treatment processes that involve grinding phases. The procedure has been successfully applied to complex ores containing several useful components.

The xanthate adsorption mechanism on pyrite was investigated with an emphasis on solubility studies. Additionally, adsorption studies, Eh and infrared spectrophotometer measurements were performed. Pyrite floats at pH levels between 3 and 6 using ethyl and amyl xanthates with a maximum at pH 4. The solubility of pyrite in the absence and presence of xanthate was investigated in detail with respect to pH and conditioning time. Experimental results showed that the solubility of pyrite increases from 60 to 120 ppm (10-3 to 2x10-3 mol/ L) in the presence of xanthate at pH 3. Fourier transform infrared (FTIR) spectra of ferric xanthate, dixanthogen and pyrite conditioned with xanthate indicated that dixanthogen is the only species that can be determined on the pyrite surface. Adsorption tests showed that the highest level of xanthate adsorption was in the acidic range; yet higher adsorption densities were detected in neutral solutions compared to alkaline conditions. Electrochemical data suggest that the doubling of the iron concentration is due to the reduction of ferric ion to ferrous by xanthate while xanthate is oxidized to dixanthogen. Dixanthogen formation together with the hydrophobic iron hydroxy-xanthate complex on the surface is proposed to be responsible for pyrite flotation. INTRODUCTION R&D activities are needed, at a minimum, for a company&apos;s competitive survival followed in importance by the growth and diversification of the company. For most industrial companies, however, R&D is the business area that has been the most difficult relative to confident long-range financial commitments and effective control and relative to its value as a long-term investment. Investors look not only at the current profitability of the company but increasingly at the plans, actions, and quality of the personnel in position to improve the market position and profitability of an organization. "The strongest predictor of investment value is the degree of innovation of the &apos;company.&apos; I believe this is true of both strategic planning and R&D activities." R&D is the lifeblood of a company&apos;s future. If this basic premise-R&D for survival and growth-is believed to be true, why is it necessary to "Sell R&D in your organization? My personal experience, in a number of organizations, is that R&D budget is perceived as a business element area that could be delayed or reduced to improve the bottom line during difficult business conditions. I believe the following quote speaks volumes about this subject-"There is only one thing I know for certain about research, and that is it costs money-lots of it." -Unnamed, Hard- headed Financial Executive. A business must make money and be profitable in order to maintain and create jobs, pay taxes, cover working capital and costs of goods sold, and most importantly, create value for its shareholders. The foremost element of selling R&D, therefore, is to consistently demonstrate the R&D group&apos;s contribution to the bottom line.

Traditionally, production volume has been considered the major determinant of cost. As volume increases, total cost increases but unit cost decreases. This concept has been so widespread in industry that many of the tools used to analyze costs are based on production volume as the sole measure of activity and driver of unit cost-fixed and variable costs, cost-volume-price and breakeven analysis, contribution margin, flexible budgets, and others. Clearly, volume is a driver of cost. It is important in both a tactical sense (to the manager at an operating mine) and a strategic sense (as one determinant to the firm&apos;s overall cost position). However, many other factors influence costs as well, even though they have not been studied to the same extent. For example, production managers know that their costs will be reduced if the workforce does not have accidents. Safety costs are to a large extent independent of volume. Other cost components increase as volume increases, such as some environmental charges. Some costs may or may not reflect volume changes. Maintenance, for example, may appear as either a fixed or variable cost, as can operating labor in facilities that are highly automated. In the strategic sense, where the firm is selecting a strategy to pursue competitive advantage and increased profitability, all costs are variable. This reflects both the strategic intent and the long-term time frame associated with strategic positioning. Tactically, on a month-by-month basis, some costs are essentially fixed. Cost driver analysis must therefore consider the relevant time frame.
