Finnish mining traditions date back 400 years. The country was then one of Europe's major iron producers. Most of the mines in current operation, however, were started during the last 20 to 30 years. The Finnish mining industry must make do with limited resources. Deposits are usually low grade and small in size. Open-pit methods are used where possible. But thin ore bodies and harsh winters can impose severe restrictions. Underground mining is often the only option. Despite these handicaps, Finnish metal miners produce copper, nickel, zinc, vanadium, iron ore, cobalt, and ferrochrome. Ironically, the success of Finnish mining is rooted in a crisis the industry faced several decades ago. Mining costs were rising. High grade mineral deposits were nearly exhausted. It was vital that Finland develop new mining machinery and methods that afforded higher productivity. Cooperation between the Finnish mining industry and its equipment manufacturers was good. Partly as a result, the Finnish mining industry has turned itself into one of the most modern and efficient in the world. The Finns did this while continuing to meet the stringent safety and environmental requirements in force in the Nordic countries. Today, the share of domestic raw materials used by the Finnish metallurgical industry is decreasing. So the country increasingly depends on imports of ores and concentrates. To better provide these imports, Finnish mining companies have expanded their foreign operations. And, while importing raw materials, the mining industry has been exporting its technological and equipment know-how and expertise. Mining methods Conventional mining methods and machinery are used in surface mines. Drilling is the exception. It is done with Tamrock hydraulic track drills and 100 to 150 mm-diam (4 to 6-in.-diam) drill holes. Pumpable slurry explosives are used in larger open pits. Underground, sublevel stoping with open stopes is the most common mining method. It accounts for about 80% of all underground stoping. The main benefits of this method are low production costs, high mechanization, and easy control. The best productivity figures exceed 10 t (11 st) per man-hour, including all mining personnel. The development of cable bolting has made it possible to use sublevel open stoping even in relatively weak rock. Cut-and-fill methods, such as concrete-pillar stoping, inclined-wall stoping, and traditional cut-and-fill have also been used, combined with sublevel caving and room-and-pillar methods, according to local demands. Various fill materials and stabilization components have been investigated and tested for cut-and-fill methods. Sublevel open stopes are often later filled, to stabilize the surface or to allow pillar recovery.

On-line analyzers have made possible the use of fuzzy logic control (FLC) for local control applications in coal preparation plants. This includes FLC of heavy media vessels, cyclones and froth flotation. These circuits can be controlled in real time in a feedback control loop with an on-line analyzer. Control strategies can be developed using statistical process control (SPC) techniques that are first applied offline in manual mode through the use of control charts. This process is then brought on line using FLC in conjunction with an on-line analyzer to automate the circuit. The advent of programmable logic controllers into preparation plants has enabled the implementation of regulatory control. As shown in Fig. 1, regulatory control is the first level of process control as applied in a processing facility. This involves: ? The logic sequences for start-up and shutdown procedures and all the necessary interlocks for safety purposes. ? The systems to control individual parameters and individual units. Various sensors provide information that is useful to plant operators, while some can be used as signals to simple control loops (Couch, 1996). This is the foundation of process control. It must be performed well if there is to be any success in supervisory control (level 2). Supervisory control involves overseeing and directing the operation of unit operations, or of the whole plant. This includes more complex loops with cascade control. And it may involve feed forward and feedback systems. There have been some applications of this kind of control to thickeners and flotation circuits in coal preparation plants. In addition, there are supervisory controls on some dense medium circuits and, in a few cases, on jigs. These are implemented with proportional integral- derivative (PID) controllers that are available in the PLC or distributed control system (DCS) operating soft ware. In a coal preparation plant, there might exist 200 to 400 PID loops. In a coal-pro¬cessing plant, this number is increased to 2,000 loops or more. It is important to use the correct algorithm or function to control a process variable to the point where automatic control shows a markedly decreased variability over manual mode. This is where fuzzy logic and neural networks have an advantage over traditional model-based expert systems. Because dynamic models of coal preparation unit operations do not exist, model-based expert systems that are prevalent in minerals processing cannot work. Not enough is known about the dynamics of the gravity separation processes employed in coal preparation. Therefore, an artificial intelligence (AI) system consisting of a subset of fuzzy logic, genetic algorithms and neural networks must be applied in coal preparation plants if a supervisory control system is to be successful across a range of feed characteristics and variable set points.

It is not often that the Interior Department's Bureau of Land Management, Office of the Solicitor, and Interior Board of Land Appeals (IBLA) jointly act to do the mining industry a good turn. That happened, however, in the recent decision, Schlosser v. Pierce, 92 IBLA 109 (1986). It was ruled that the theorized "independent mine requirement" was not a part of the discovery standard for mining claim validity under the 1872 Mining Law. The phrase "independent mine requirement" would require the mineral reserves within the boundaries of each individual mining claim in a claim group to support an independent economic mining operation. This, without regard to the fact that reserves on adjacent claims could be mined in a group operation, resulting in greatly reduced mining and marketing costs per ton of ore. Such a rule would render invalid under the 1872 Mining Law mining claims for almost all low-grade, high-tonnage, commercially valuable mineral deposits. Until the Schlosser case, no judicial or administrative decision had addressed the issue of the independent mine requirement. Nonetheless, a series of Interior decisions in the 1970s implied such a rule. Even the Rocky Mountain Mineral Law Foundation reluctantly concluded in 1984 that, "each claim to be valid must be capable of being operated at a profit independently of any other claim," the Foundation did criticize the rule as "excessively stringent" and urged the adoption of a "more realistic rule." Fortunately, the IBLA did just that in Schlosser when it ruled that the "application of a requirement that each claim be independently capable of being mined and marketed at a profit is rejected," 92 IBLA at 134. Now, a year after the 1986 decision, there remains some unwarranted confusion over the issue resolved in, and the meaning of, the Schlosser decision. There is no need for this confusion. The Interior Department's decision is a clear and legally sound victory for the mining industry. Grazing rights vs. mining claims The Schlosser case was an unusual mining claim contest. A private contest was brought before the Interior Department. Schlosser was a federal grazing lessee and surface owner. He filed against Pierce, the locator of a group of mining claims for bentonite over the same lands. At a hearing before interior's administrative law judge (alj), Schlosser's counsel began laying the foundation for the independent mine requirement. Counsel asked the mining claimant's expert whether he would go through the permitting procedure, road building, and reclamation just to mine the amount of bentonite on any one claim in the group. Schlosser's counsel proceeded with this line of questioning for each of the 16 claims in the group. Pierce's mining expert testified that the tonnages of mineral on any individual claim could not be mined, processed, and marketed at a profit if only one individual claim was considered. However, if the claims in the group were operated jointly, all the mineral could be mined, processed, and marketed at a profit.

Improperly designed support systems have led to unplanned roof falls in longwall tailgates. To prevent such falls requires appropriate support and adequately designed support systems. The National Institute for Occupational Safety and Health (NIOSH) is currently developing a standing support design methodology based on the ground reaction curve. To design the support system with this methodology requires a quantitative assessment of the ground and support interaction, which is developed from instrumented test sites installed in longwall tailgates. To compliment and expand the field data results and to optimize the support design, numerical modeling is also conducted. The models are calibrated from the test site data. In the present study, data was obtained from a longwall tailgate in the Illinois basin. The test site was located in the Herrin No. 6 coal seam at a depth of 500 ft. At the site, the immediate roof was a weak shale overlain by a competent limestone. Above the limestone, sandstone formed the intermediate roof. The floor consisted of a weak underclay. In the study, the performance and interaction with the surrounding rock mass of two different standing supports, an engineered crib and a conventional 4-point wood crib were monitored. The two cribs have similar load-displacement characteristics at least through 6 in of displacement. Beyond 6 in, the engineered crib becomes unstable and begins to strain soften and shed load. The measurements and developed ground reaction curves indicated that the tailgate at the mine was a low convergence environment until well inby the face. Because the convergence was well below their capacity, both supports provide more than adequate levels of support to the tailgate. Significant convergence and support loading did not occur until 90 to 100 ft inby the face. The results of this study were also compared with results from similar studies conducted in the Pittsburgh seam to further advance the development of the ?ground reaction curve? based support system design.

"Water inrush is a serious geological accident in underground coal mines. This paper focuses on the method of the bow tie analysis based on fuzzy reliability to assess the risk of water inrush in coal mines. First, post failure probability and repair probability of initiating events are divided into 5 levels. Then triangular fuzzy numbers are adopted to quantify experts’ language and to acquire the reliability rate which close to the actual values by defuzzification and calculation. According to dynamic bow-tie analysis model, using the method of moments to fit the reliability time of events by Weibull distribution and offering the random sampling rule of failure and repair time for illustrating the feasibility of fuzzy reliability evaluation. To demonstrate the effectiveness of the proposed assessment approach, bow tie analysis model of water inrush in coal mines is taken as an example.Introduction Dynamic bow tie (DBT) analysis is composed of dynamic fault tree and dynamic event tree analysis, and considers the impact of the time factor upon risk assessment of a system. There are many algorithms applied to calculation of the probabilities of node accident and accident consequence of dynamic bow tie analysis: Hidden Markov Model, Bayesian Network (Khakzad et al 2013), Integral Algorithm (Amari et al 2003) and Monte Carlo Simulation (Kim et al 2016). In terms of simulated time and practicability, the Monte Carlo Simulation has an advantage over other methods. DBT requires mass data in quantitative analysis, including the failure rates and the repair rates of the basic events of the Fault Tree (FT) and the subsequent events of the Event Tree (ET) at different time points, i.e., the distribution of failure time and repair time. In practical analysis, it is hard to obtain a large amount of exact historical statistical data, which is a major problem of risk assessment. Due to the difficulty of obtaining the exact data and historical failure data of the basic events and the subsequent events, the FT and ET analysis is stuck with the study of minimal cut sets, minimal diameter sets, structural importance and qualitative analysis (Liu and Zhang 2010, Yan et al 2012, Wang et al 2009, Li and Wang 2011). This paper will use fuzzy numbers and the defuzzification method to transform the experts’ language into the failure rates and repair rates of basic events and subsequent events, solving the problem that it is difficult to obtain a large amount of historical statistical data, and will use the method of moment to conduct Weibull fitting of the reliability time to provide the random sampling criteria of event failure and repair time in Monte Carlo simulation."

ERIC GUTIERREZ, Knowledgescape: Our next speaker is Randy Ynchausti. He's the director of development, Knowledgescape systems division, of EIMCO Process Equip- ment Company. The title of Randy's talk is "An Expert Control System for Phosphate Beneficiation." RANDY YNCHAUSTI: System integration. How does the systems integrator survive when caught between plant engineers, plant management, and third-party engineering firms, and stay within the budget of the corporate goals? I'm not sure that anyone knows how to do all of that on one project. Results are critical when we talk about how systems integrators work with operating people, how the operating people want systems integrators to work with them, and how both groups work together so that at the end of a project, you have been provided with solutions that meet your needs and solve your problems at a fair price. How does the integrator's role change when working with different types of professionals, such as plant managers, plant engineers, engineering firms, or other system integrators? Finally, what is the dynamics of people working with machines and providing services and solving needs? The average number of employees per pound of copper processed has decreased significantly during the past 15 years. I would dare to generalize and say that the average number of employees per whatever unit of measure we have in whatever industry we work in has decreased over the last 15 years. From a system integrator's perspective, there are some clients who lack a bit of internal expertise as corporate downsizing occurs, and that's one reason why we go out to system integrators or third-party vendors and buy things from them to solve our problems. Downsizing really amounts to savings, but more than that, I think Brian expressed this and I agree with him, it also amounts to a cost. Unfortunately, most of us count the savings and none of us count the cost in that approach. It's easy to count the savings, which is one reason why we count it so quickly. Maybe that also accounts for why we set our pencils down so quickly after we get that dollar value. Maybe we should pick that pencil up every once in awhile and refigure the expense, the cost to us, and determine what we're going to pay during the next year or two or three in losing that expense, or that staff. SUMMARY La Granja copper deposit, in terms of volume, is among the five largest deposits in the world and represents reserves of three thousand million tones. The field consists of a 40 m. thick layer of copper lying over the secondary ore and further down the primary copper. The flotation process has indicated a recovery rate of 88 to 90 percent and concentrates of 27 to 32 percent of copper. The acid leaching process of low grade ore produces financially acceptable results. To carry out the project, it is necessary to build long distance pipelines and a port. Both the Feasibility Study and the Environmental Impact Study on the project have been approved by the Peruvian government. INTRODUCTION La Granja is located in the district of Querecoto, province of Chota, in the department of Cajamarca, in the Northwest of the country (Figure 1). Geographically it is situated on the eastern slopes of the Andean mountains at an altitude of 2,000 to 2,700 m.a.s.1. (Figure 1). The site is an 8 hour car ride from the city of Chiclayo, capital of the department. The first 60 km. are over a paved road and the remaining distance is over a narrow hard dirt road. The copper porphyry of La Granja was discovered between 1969 to 1971 during some geochemical prospecting activities carried out by the State mining institution, Ingeomin (currently Ingemmet). From 1978 to 1982, Ingemmet continued with its geochemical and geophysical studies supported by a German technical assistance program. A total of 19 bore- holes were drilled (5,814 m.) and a 90 m. long tunnel made. This study calculated reserves of 175 million MT. In 1993, Minero Peru drew up a technical-financial study based on the above studies and proposed a 12 year extraction operating program: 20,000 MT daily using the leaching process, followed by 13 years of operation using the flotation process with the same daily volumes. INTRODUCTUCTICN The coal seams at Bobov dol basin are highly prone to spontaneous combustion in Bulgaria. The risks of endogenous fires (SPONCOM) exist mainly in gob area. During the last 15 years three different technologies for preventing and fighting SPONCOM have been applied in underground mines of this basin: pulp from hard material and water, foam and inerting with nitrogen. On the basis of experimental application of these technologies as well as theoretical and experimental research a new technology - Foam Pulp Technology (FPT) was worked out. It is very effective in difficult to reach places in a gob. BACKGROUND AND THE NEED OF FPT Application of the three methods mentioned above showed advantages as well as some disadvantages, allowing determination of their effective application scope depending on geological and working conditions. Their advantages can be summarized as follows: - Foaming: high viscosity at low density, which allows forming a thick layer; good surfactant wetting properties; excellent effective cooling during evaporation in high temperature zones. - Pulping with mixture of solid particles (e.g., fly ash) and water from surface installation: easy to apply in a mine; low operational and energy costs due to gravity transport from the surface to the gob: good ecological results because the waste material is returned back underground. - Inerting with nitrogen: volumetric action which doesn't restrict the thickness of treated coal pile; easy to apply in a mine; controllable nitrogen delivery depending on fire hazard conditions. Main disadvantages of the same three methods are: - Foaming: rapid disintegration due to intrusion into heterogeneous and porous media and high costs due to the need of frequent large volume foam flows (short foam's life); - Pulping: inapplicable for coal piles with high thickness which is of great importance in the cases of seams with ununiform hypsometry (rapid and frequent changes in a seam configuration) and/or great volumes of coal or ore piles particularly heated to a high temperature; strong dependence on gob floor declination; water draining of the working face area which impedes the movement of supports and chain conveyor's. - Inerting: relatively high costs hardly depending on the rate of face advance (fig.1) in comparison with the other methods; it is difficult to ensure sufficient oxygen at the exit end of the face. This problem is crucial in faces with a high level of methane emissions; accelerating of the oxidation and spontaneous heating of the pile after turning off the nitrogen supply. The outlook for coal continued to improve in 1980, fueling expectations that a long-awaited boom is at hand. The surprising surge in coal exports contributed to the latest wave of optimism. Overseas exports hit 66 Mt in 1980, buoyed by a significant increase in demand for steam coal, up from 1979's 2.3 Mt to 15 Mt in 1980. US coal production rose 6.9% to 750 Mt in 1980 and total coal consumption increased 8.1% to about 725 Mt, due primarily to higher world oil prices and setbacks in the US nuclear power industry. Yet the industry is beset with problems-both internal and external. Although demand for US coal is growing, the industry's excess productive capacity is estimated at over 90 Mt/a. Public utilities, where real increases in coal consumption must come, are still moving slowly, blaming delays on antipollution equipment costs. Coal supplies are uncertain, subject to the vagaries of the UMW. For the sixth time since 1964, the coal industry and UMW failed to renew their labor contract without a national strike, reinforcing the perception held overseas that the US is not a reliable supplier. The expected boom in coal exports will, in part, depend on our ability to assure foreign buyers that US sources are dependable. The US industry is also plagued by inadequate facilities linking mines and consumers: inadequate rail systems, coal ports, and barges, For US producers to be competitive, ports must be expanded, rail lines improved, and harbors dredged to allow 136-kt ships to load coal. The im¬provements will require an enormous commitment and investment. Despite these major problems and unresolved issues, two factors continue to favor an increased reliance on coal as an energy source: abundant US reserves and coal's comparative price advantage. Coal's performance in the 1980s may at last exceed its promise.

Particle-size Distribution Specifications for Particulates. Feed to and finished products from size-reduction operations are defined in terms of the particulate sizes involved. It is also well to know whether the ultimate individual particle is being measured, or, if any aggregation or agglomeration of particles exists, whether this has been created by the size-reduction operation. The most complete description of a powder is given by its particle¬size distribution. This can be plotted in terms of cumulative percent oversize or undersize in relation to the diameters of particles, or it can be plotted as a distribution of the amounts present in each unit of diameter against the several diameters. It is common to employ a weight basis for percentage, but there are some data in the literature where frequency, or number of particles, is used. The basis of percent¬age, whether weight, frequency, or some less commonly used factor, should be specified, as also should be stated the diameter, its units, and preferably whether determined by sieve, settling velocity, or other¬wise. Fig. I presents two sets of distributions-ore cumulative and the other in unit intervals. The slopes of the 5-µ intervals of the cumulative curves are converted to percent per micron and plotted as a block, or histogram, from which smooth curves are derived. Powder A has a narrower, or tighter, size range for the bulk of its weight than powder B. Both materials have the same weights below and above the size marked by the arrow. Simpler treatments of distribution are possible. In some cases the significant value is the top size. Since the 100% point is dubious, some amount, as 95 or 98%, so specified, can be called top size. In other cases the percent on some sieve helps define coarseness. Merely stating that all, or all but a small percentage, passes a given sieve is inadequate for defining the true fineness or a material. Complete parti¬cle-size analysis to show the distribution is essential for most compari¬sons and calculations. Particle-Size Equations. A number of equations have been pro¬posed to correlate the quantity of a particulate material with its parti¬cle size to obtain a distribution relationship. Introduction Raise boring is the most accepted form of mechanized hard rock boring in the mining industry. It appeared logical to take this mechanization one step further by introducing computers. Atlas Copco Jarva has produced a series of raise boring models that use an integrated computer. The company decided to use electronics and computerization, not for marketing purposes, but to make its equipment more cost-effective. Basis of Cost-Effective Design From the manufacturer's standpoint, it is possible for the equipment owner to reduce the cost of putting in raises by: • Replacing existing components with less expensive components that produce the same results; • Replacing existing components with more expensive components that make the equipment more productive; • Mechanizing equipment to reduce associated labor costs; and • Combining the above. Analysis of a standard raise boring machine (RBM) system showed that little could be done with less expensive components. It appeared, however, that the RBM could be more productive by transmitting more horsepower through the expensive drill string, while being precisely controlled by computers. An RBM system includes a basic machine, drill pipe, accessories, reamer, and cutters. The approximate percentage cost of various components on a standard system capable of boring 300 m (985 ft) long and 3-m-diam (10-ft-diam) aises in medium to hard rock is shown in Table 1. Also shown is the increased cost above standard of the Jarva computerized machine, and the productivity of both. Increased Productivity Penetration is important during the reaming cycle for more productive raise boring. This is possible by increasing the cutter load with constant rpm or increasing the rpm with constant cutter load. To increase thrust and maintain rpm requires increased capacity in the cylinders, drive train, main thrust bearings, drill string, electrical motors, and power units. To increase rpm and maintain cutter load requires only increased capacity in the electrical motors and power units. This is possible because the torque requirement remains constant for a constant thrust load. Only the horsepower increases, proportional to rpm. Since cutter costs are a big factor in raise boring, changes in machine performance must be analyzed to assess the effect on cutter performance. With a standard or typical carbide cutter, as used on raise boring machines, the effects of increased thrust or rpm are shown in Table 2. The assumption is made that the base data is the current rpm and thrust range where the cutters are now operated. It is also assumed one variable is held constant while the other increases. The result of this comparison, approximately, is that a 50% penetration increase can be achieved with little or no increase in cutter cost if rpm is increased 50% and cutter load is maintained constant. A similar 50% penetration increase can be achieved with a 45% increase in cutter cost, if the cutter load is increased by 20% and maintained constant. From an equipment standpoint, it is significantly less expensive to increase rpm 50% than it is to in-

My qualification to speak on the globalization of the the mining industry comes from having worked in the industry in Europe, North and South America, Africa and Australasia in positions ranging from exploration geologist to chief executive. For about a third of my career I have lived and worked in the Southern Hemisphere. And for much of the rest of my career I have been involved in or responsible for activities in the Southern Hemisphere. This has given me the opportunity to experience globalization from the sharp end, as it were. This means speaking English with an Australian accent, Spanish with a Chilean accent, French with a West African accent and Dutch with an English accent. My topic is globalization, especially of the mining industry from a Southern Hemisphere perspective and specifically the experience and history of Gencor in that context. First, I will say a little about what globalization means to the southern part of the world: How and why the South differs from the North and how the challenge of globalization affects a south-based company differently than a northern one. I will also detail how Gencor has made significant progress in globalizing through the acquisition of mining assets from Shell. As Fig. 1 shows, I have divided up the world into northern and southern components, rather than hemispheres. The southern world comprises mainly countries that have emerged from the status of economic - if not political - colonies of nations such as England, Spain, Portugal, France, the Netherlands and, surprisingly, Italy and Germany. I have not considered the Indochinese and Arabian peninsulas in my southern world. The emergence of the. former is still in its early stages while the latter is clearly a part of the northern economic system. Large parts of Africa and South America are geometrically in the Northern Hemisphere but economically in the southern world. The reverse is the case for the IndoPersian peninsula. With the distinguished exception of Australia and South Africa, most of these countries nationalized their mining industries and mineral patrimony after attaining political independence. A major element of the globalization of the mining industry is related to the privatization of the mining industry in these countries and to the opening up of their min¬eral patrimony to non-national exploitation. The Southern Hemisphere is the watery part of the world. It is almost three quarters ocean as against a slight preponderance of land in the north. Economically, ocean areas have only a fraction of the productivity of land, except in a few oil-rich areas like the Gulf of Mexico and the North Sea. The consequence is that even on an economically level playing field we would expect the south to generate only about one third of the world's economic product.

Over 10 million tourists have visited Vietnam in 2016. Travel and tourism accounted for 9.3% of the country’s Gross Domestic Product (GDP) in 2014. At the same time, as with many other resource-rich developing countries, Vietnam has been developing its extractive resources sector as a means of promoting the country’s social and economic development. In 2015, mining was the third largest contributor to GDP, and accounted for 8% of Vietnam’s gross domestic product. Vietnam is the third largest mineral producer in SE Asia. Although it produces zinc, nickel, bauxite, and manganese, coal mining is its most developed sector. The country has over two hundred coal mines, and total reserves of approximately 6 billion tons. Quang Nihn Province, where the World Heritage Site Ha Long Bay is located, is a very important tourism destination. It is also a coal-rich region where mining extraction and processing have been active since the early 20th century. Vietnam is signatory of the United Nations Sustainable Development Goals (SDGs). The country is aware of the importance and the challenges involved in managing the extractive sector in a way that does not undermine its tourism industry and yet that contributes to the country’s sustainable development. To this end Vietnam is taking actions towards implementing more advanced coal-mining extraction and processing techniques. The country is furthermore promoting a responsible mining sector, and is investing in programs that foster environmental protection and sustainable tourism. This paper examines the case of the Ha Long Bay region and the project involved in relocating the Hong Gai coal preparatory factory from a seafront area to a mountainside area. This paper provides a preliminary review of the initiatives adopted by the government of Vietnam to address the existing challenges that have resulted from a focus on promoting the country’s socio-economic development through the exploration of its rich coal endowment. Furthermore, it also describes Vietnam’s legal and policy frameworks. In conclusion this study identified that Vietnam has drafted a National Action Plan to implement the Sustainable Development Goals. The country is also taking an integrated approach to implementing the SDGs agenda and that it is assigning responsibility to a variety of ministries to achieve SDGs’ specific targets. Furthermore the country is changing policies and the legal framework in order to facilitating the execution of the work of agencies that are responsible for implementation, regulation and enforcement. In this respect, the approval of the National Action Plan on Sustainable Development Goals is another important step in that direction. While the decision of supplying its internal market with high quality coal helps minimize negative environmental impacts in Vietnam, exporting low quality coal to other countries does not help resolve the problem of CO2 emissions globally. With respect to the 2030 Agenda, this may be considered a temporary solution since to achieve the SDG goals, Vietnam will have to consider other sources of cleaner energy in order to align with the Sustainable Development Goals # 7 on affordable and clean energy.

Introduction Most primary molybdenite producers use a selective flotation process in which molybdenite is floated from the ore while other sulfide and nonsulfide gangue minerals are depressed in the same step. The process was developed at the Climax mill. Reagents used in the rougher flotation stage include vapor oil (collector), syntex (surfactant), pine oil (frother), and occasionally sodium cyanide and Nokes reagent (depressant). Rougher concentrate is upgraded by cleaner flotation to produce market-grade molybdenite concentrates. Reagents used in the cleaner flotation stage are Dowfroth 250, vapor oil, sodium cyanide, and Nokes reagent. The development of the flotation reagent scheme at Climax and the role of the reagents have been well described by Born et al. (1976) and Malhotra et al. (1976, 1977a, 1977b, 1977c, 1980). The hydrocarbon collector, vapor oil, accounts for approximately 50% of the total molybdenite flotation reagent cost. Because vapor oil sources are limited, and the cost of vapor oil has increased significantly over the last decade, several studies have been done to evaluate alternate oil-based collectors and/or blends of collectors that would produce similar metallurgical results at a reduced cost, or increase the overall molybdenite recovery at the same cost (Smit and Bhasin, 1983; Hahn, 1969; Smith and Bhappu, 1971). The approach taken in the present study was to evaluate alternate nonoil-based collectors and collector systems that are less expensive than vapor oil. A series of potential nonoil-based collector classes were identified and evaluated in the laboratory against the current collector system. The metallurgical performance of these collector classes was related to their chemical structures. The results of this study are discussed. Collector classes A survey of sulfide mineral collectors was performed with the objective of identifying and selecting potential collectors for molybdenite flotation. The available reagents were categorized into 10 general classes. Table 1 summarizes these collector classes, their chemical formulas, the manufacturers, and selected commercial collectors in each class that were evaluated in the present study. Experimental procedure A Climax ore sample, assaying 0.3% MoS2, 2.2% FeS2, 0.007% Cu, 0.003% Pb, and 0.03 oz per ton Ag, was used for this study. Standard laboratory rougher flotation test procedure involved grinding a 2-kg ore charge in a rod mill at 60% solids. Reagents were added to the rod mill including a collector, syntex (0.005 kg/t), pine oil (0.03 kg/t), lime (to adjust pH to 8), and sodium silicate (0.15 kg/t). The ground pulp was transferred to a 1000-g cell, and flotation was performed at 35% solids and 1800 rpm using a Denver D-1 flotation machine. Concentrate was collected for a flotation time of six minutes. Operators depend upon the success of backfilling programs to ensure that mine activities run continuously (Archibald et al, 1993) where backfilling is an integral part of the mining cycle. In order to ensure that the backfill is prepared and delivered to the stope possessing the required engineering properties, as designed, and that the backfilling process is safe, mine operators at all stages of the backfilling system must be adequately trained for their tasks and be aware of how their work affects other backfilling stages, both up- and down-stream of their station. Mine operator training is primarily based on learning on-the-job from experienced supervisors or training personnel. Classroom training and the availability of reference manuals are less common. While in use by many industries for some time now, computer-based training (CBT) is becoming more readily accepted by the mining industry for a wide variety of training. It is not intended to replace on-the-job training, but to augment it. CBT offers many advantages to enhance operator learning by utilizing multimedia presentations, interactions and on-line testing to teach complex concepts and relationships. Discussions with many operations revealed that there is an industry need for a backfill guide for frontline operator training and as a reference manual for operators and mine engineers. Sponsored by the mining industry and the CIM, "Mine Backfill, An Operator's Guide" has been developed by the Departments of Mining Engineering at Queen's University and McGill University to fulfil this need. "Mine Backfill, An Operator's Guide" is an interactive multimedia package that incorporates high quality colour images, animations, sound, and video with text to review the main backfill methods employed in Canada, including hydraulic/slurry, paste and rock fill. The Guide is divided into training and reference primer sections. When in training mode, the operator is guided through a presentation of common mining and backfill practices and technologies so that he/she may become more familiar with different aspects of backfill processes. To ensure that key concepts have been learned during training, the operator will be tested after each section using a series of multiple choice and true/false questions. When in reference mode, alternatively, the operator may browse through the information in a more detailed and independent fashion through a series of interactive menus. The Guide focuses on the following main topics: resources, surface preparation, distribution, stope activities, health and safety, and quality control. Special features included in the Operator's Guide are a Buyer's Guide, a Trouble Shooting Guide, and an interactive glossary of backfill and mining terms. Concepts in interactive and computer-based learning are also reviewed in this paper.

"Seeing the elephant" was a term often heard from 1849 to 1859, the period of the great California Gold Rush. The phrase was used by those who dreamed of instant wealth that was believed could be found in California's virgin earth and mighty rivers. When news of fabulous gold strikes throughout the Mother Lode reached far away places, thousands of gold seekers left home and family to join in this incredible adventure. The barren, placid state of California soon became one of the most bustling, populous areas in the West. Before the Rush Before 1848, Mexico ruled California. It was then a remote region, isolated from the urbane world of the East by 2900 km (1800 miles) of scorching desert and impassible mountains. By sea, it was 29 000 km (18,000 miles) via Cape Horn. Spaniards and Mexicans settled the coastal lands on tracts donated to them by the Mexican government. The inland area was the domain of Indians and a few settlers who also had been granted estates by the government. Among those settlers was Captain John Sutter. He had been fortunate enough to obtain about 11 leagues of land (spanning 100 km or 60 miles in length) from Governor Alvarado of Mexico. Sutter was somewhat of a visionary and possessed a gifted tongue. He managed to receive most of what he desired with minimal trouble. Enchanted with Sutter's personality, Alvarado promised him Mexican citizenship. Alvarado also commissioned him to become "representative of the government and officer of justice on the Northern frontier." With uncanny foresight, Sutter began building a fortress on his land in the Sacramento Valley. It later became known as Sutter's Fort. It was more than just a fort, however. It also became a stopping place and home for many foreigners and Americans who traveled to California, and it eventually became the mecca for overland pilgrims. Sutter engaged in many projects. These included a cattle ranch, fur trade and trapping, and the construction of an irrigation system. With the influx of immigrants over the years, the community around the fort grew rapidly. Lumber was much in demand and Captain Sutter agreed to supply the necessary capital for a community sawmill. The site chosen was some 72 km (45 miles) northeast of the fort on the south fork of the American River in the town of Coloma. During the course of its construction, Sutter's carpenter, James Marshall, discovered a problem with the tailrace on the mill. First Strike Early in the morning on Jan. 24, 1848, Marshall was checking the tailrace. He noticed an object shining in a foot of water at the bottom of a ditch. He reached down and picked it up. His heart began to thump wildly as he realized he was holding a gold nugget. Sutter planned to keep the find a secret for as long as possible. Introduction Although innovative coal extraction technology can be approached from many angles, this paper focuses on three: innovation in response to rising costs, to changing mining conditions, and to regulatory issues. Before exploring these three subjects, however, a basic question needs to be raised. Why Innovation? Coal is widely heralded, and quite correctly so, as the United States' "ace in the hole." It has been said that the U.S. is to coal what the Arabs are to oil. The implication is that we have nearly inexhaustible reserves - that coal is cheap, plentiful, and easy to extract. Indeed, because our current productive capacity is estimated to be 15-20% greater than demand, we have been given a false sense of security about the ease of future coal extraction. Therefore, innovative measures are being concentrated on developing technologies for the demand side of coal, including power generation, synthetic fuels, and industrial applications. What is often forgotten is that the unit cost of producing energy from these new technologies depends critically on the cost of the coal feedstock -in some cases the coal consumed accounts for more than one-third the total cost. Thus, while the developers of the end-use technologies struggle to improve the overall thermal efficiency of their process by one or two per¬centage points to make the energy produced competitive in the marketplace, they often are unaware of the risk of a 3 to 6% increase in coal costs wiping out the expensive, hard-earned results of their research. Energy planners are just beginning to realize that coal is not a uniform commodity available at low cost in infinite quantities. Coal is a heterogeneous material whose cost and quality vary widely with local conditions. To produce the massive amounts of projected coal-based energy at reasonable costs, we urgently need devel¬opments in extraction technology, as well as in end-use technology. Thus, coal extraction, coal conversion and utilization, and end -use energy consumption must be viewed as highly interdependent parts of an energy supply network (Fig. 1). And current emphasis on conversion and utilization must be balanced by more emphasis on upstream technologies, including coal extraction. Even more important, the impacts of innovation (or the lack thereof) in any one technology area in the energy supply network need to be discussed and understood by those working in each of the other areas. Why innovation in coal ex¬traction technology? Figuratively, we are all in the "coal boat" together - geologists, miners, transporters, processors, power producers, distributors, and consumers. Innovation is required from each of these sectors to overcome the obstacles that prevent greater use of our most abundant national energy resource. All other links in the coal energy supply network depend on large volumes of coal produced at reasonable costs. Declines in productivity, therefore, must be reversed; the more difficult mining conditions that will be encountered call for new methods and equipment, and regulatory issues must be resolved if the coal ex¬traction link is to be a strength rather than a weakness in the planned U.S. transition to an economy based more on coal and less on imported petroleum. The methods of evaluation of industrial minerals occurring on Federal lands have different meanings if the evaluations are done by a company rather than a government agency. For example, when the Bureau of Land Management (BLM) conducts an examination of mining claims, this is commonly referred to as a "validity examination," whereas it is an "economic evaluation" when performed by a company. Not only is there a difference in nomenclature in these evaluations, but there is a general lack of expertise in the Federal government on industrial minerals in general. A metallic mentality still prevails in the U.S. Forest Service (USFS) and the BLM. Because of this, many validity exams on industrial-mineral deposits commonly just skim the surface concerning economics and marketability. The BLM and USFS place a high amount of emphasis on past administrative case law pertaining to the validity of industrial minerals under the 1872 Mining Law and, rightly so, on marketability, which also is heavily addressed in case law. When the BLM considers marketability, only the marketability of a particular industrial mineral for only the primary use for which it was located is considered and any value-added markets cannot be included. The BLM defines marketability based only on the value of the mineral material in its in situ or raw state, rather than value-added through processing. Another difference in the evaluation of industrial minerals by government and industry is the question of by-products. When a company evaluates a mineral material it looks at all the markets. The BLM looks only at that market for that locatable mineral for which the claim was located. In other words, sales from non-locatable by-products cannot be used to support marketability or the prudent-man rule (i.e., oversize silica sand from a glass-sand claim being sold for construction sand, road base, fill, etc.). The question of reserves also can present conflicts. An industrial-mineral company will often try to identify all the reserves available for a possible future development. They must do this for financial backing and support from upper management. The BLM, however, will limit their validity examination only to those reserves that meet the prudent-man rule and marketability tests. The BLM will validate reserves sufficient to last 25-30 years, based on available market. The development of industrial minerals on Federal lands is a difficult process, and, if the 1872 Mining Law is changed, it could become not only more challenging but also more costly. The industry must become more tolerant of the mineral specialists in the BLM and the USFS. On the other hand, the government mineral examiners must become more aware of the importance of industrial minerals in everyday living, and the economic evaluation of these materials.

2.1 INTRODUCTION This chapter provides the reader with a sense of how a heap leach project may make an orderly, and hopefully non-traumatic, transition from discovery or acquisition to project construction. In making this transition a project can pass through several project development phases (i.e. ore definition and delineation, conceptual engineering, detailed engineering, and ultimately on to project construction and operation). "Go" or "no go" decisions may occur at any point in each of these phases. The transition from ore definition to detailed engineering should be accomplished via a well thought out program of interdisciplinary studies and an integrated, interdisciplinary project team. This chapter also describes, in general terms, a "roadmap" approach to the project evaluation process that must occur as project planning and development progress. It is the experience of the authors, as well as a myriad of companies who have been through the heap leach project development process, that a systematic approach will save many headaches, and many dollars. In fact, it is safe to say that a project with no formalized system of "objectives setting" and "milestone charting" may well flounder along the way, even if an economic ore body exists. Many papers and technical articles have been written about various aspects of mineral resource appraisal, economic evaluation, and mine development. Most of these invoke the same general philosophy of a systematic approach to project evaluation and development, although methods cited for attaining goals are quite variable. This is undoubtedly appropriate, given the fact that there is great variation in approach to project development (e.g., climatic considerations, ore body size and physical ore characteristics, permitting constraints, etc.). For the purposes of this chapter, two primary sources of information have been used to highlight the "road map" approach previously alluded to. These sources are cited throughout the text as Mackenzie (1980) and Snow and Michel s (1986). A brief summary of each of these sources is provided below: Brian GJ.
