Gravel lithology affects the quality of aggregate because different rock types in gravel have different physical and chemical properties. The lithologic composition of alluvial gravel reflects the composition of its source terrane and the variable effects of weathering and transport on each rock type. This report discusses lithologic controls on aggregate quality in the mountain-front environment of the Colorado Front Range. Lithologic controls on aggregate quality of gravels were evaluated using pebble count data. Gravel lithology along the Front Range shows both temporal and regional variation. The principal variable in gravel lithology is quartz plus quartzite, of which quartzite is commonly more abundant. Large quantities of metaquartzite derived from the mountain front southwest of Boulder, Colo., were dispersed northeastward during deposition of the oldest Front Range gravels. Average quartz plus quartzite is greatest in the oldest gravels. Aggregate quality is probably enhanced by large quantities of quartzite. Abundant volcanic rocks in gravel may enhance aggregate quantity, but such occurrences are local in extent. Abundant sedimentary rocks in gravel, mainly sandstone near the mountain front, may decrease aggregate quality.

The objective of the experiment was to investigate the efficiency of hindered-settling column in recovering carbon from anthracite. Two types of Korean anthracites were prepared for feed materials. Each sample was crushed and classified by size, and washability analyses were performed. Separation efficiency was evaluated under various operating conditions using a laboratory scale hindered settling column. Results showed that the carbon recovery was higher for the smaller sizes, but the purity of the product was better for the larger sizes. In, overall, 2-0.21mm particles of 40-45 % ash could be processed into about 20 % ash products.

Agnico Eagle (Cadillac Quebec, Canada) selected the new Eimco PEC E – CAT™ clarifier thickeners for their counter-current decantation circuit, which handles approximately 200tph leached gold/silver ore. The E-CAT is based on rakeless ultra-high rate thickening technology that originated in South Africa. Four 9m diameter and two 10m EIMCO E – CAT ultra high rate, rakeless thickeners were installed in the fall of 2000. Thickening and clarification performance has been excellent. Problems with level control have been resolved and the plant personnel continue to improve the operating control techniques. The CCD circuit is critical to the success of the operation and good recovery. Data will be presented showing the wash ratios and recovery achieved. A brief history of the operation and the decision to utilize the CCD system will be presented.

Over the past seven years a large database of coal self-heating rates under adiabatic conditions has been developed at The University of Queensland. Coals have been tested from Australia (Queensland and New South Wales), New Zealand (North and South Island), Indonesia and more recently the United States. As a result of this work, definitive relationships and trends have been established for the effects of various intrinsic coal properties on self-heating rates and anomalous coals have also been identified. Previously held views on the effects of coal rank, type and inorganic constituents are examined in this paper. Many of the published relationships do not hold true in terms of coal self-heating rates. A propensity rating scheme has also been developed which is routinely used in Australia for assessing coals and identifying appropriate mining analogues for spontaneous combustion management planning. A selection of examples will be presented in the paper, which shows the significance of this assessment strategy.

The observation method is a design optimization approach for the drill and blast method in tunneling. This method includes first identifying the hazard scenarios through site investigation, formulating suitable solutions, obtaining feedback during construction, and finally using that data to optimize the design methods. This paper illustrates the application of the observational method for T-48, a railway tunnel project in the Himalayas. It is a 10.2 km long tunnel with a parallel escape tunnel and 26 cross passages. The use of observational methods in this project optimized the overall tunnel design and considerably saved the overall project cost.

Improved metals and other commodity prices have caused the mining industry to open new mines, re-evaluate development opportunities at potential mines and increase production at existing ones. This sense of renewed optimism is being seen at operations and development projects around the world. Except in the United States. The regulatory structure there has not allowed the domestic industry to share much in mining’s resurgence. It can still take up to 10 years to permit a new mine. And, while Clinton-era regulations regarding mill sites have been put on hold, existing mines that wish to expand operations still face significant regulatory and environmental hurdles. But things may begin to improve in the United States.

Underground mining method selection (UMMS) is one of the most important issues in mining engineering. Underground mining method should be primarily selected to make use of underground resources optimally. It is nearly impossible to change the mining method once selected by the reasons of rising costs and mining losses. Because of these reasons, UMMS process is extremely important in mine designs and economics. The strategy of underground mining method selection has been studied by different researchers in the literature. Boshkov and Wright (1973) proposed a classification system; Morrison (1976) suggested a selection chart; Laubscher (1981) proposed a selection methodology; Nicholas (1981) presented a classification system; Hartman (1987) developed a selection chart and Miller-Tait et al. (1995) modified the Nicholas? system and developed the UBC mining method selection process. In reality, UMMS is one of the important Multiple Attribute Decision Making (MADM) problems and mining engineers have always some difficulties in making the right decision in the multiple criteria environment. To make a right decision on UMMS, all known criteria related to the mining method selection should be analyzed and the problem solved according to suitable decision making techniques. A review of the literature reveals that decision making techniques have been used for UMMS applications. Kesimal and Bascetin (2002), Bitarafan and Ataei (2004), Bascetin et al. (2006), Alpay and Yavuz (2007), Karadogan et al. (2008) and Samimi Namin et al. (2008) used decision making techniques in UMMS applications. In this paper, two different MADM methods: Analytic Hierarchy Process (AHP) and Fuzzy Multiple Attribute Decision Making (FMADM) are applied to select the optimal underground mining method for a chromite mine and final solutions are then compared. THE AHP METHODOLOGY The AHP method developed by Saaty gives an opportunity to represent the interaction of multiple factors in complex unstructured situations (Triantaphyllou, 2000). The method is based on the pair-wise comparison of components with respect to attributes and alternatives. A pair-wise comparison matrix n×n is constructed, where n is the number of elements to be compared. The method is applied for the hierarchy problem structuring. The problem is divided in to three levels: problem statement, object identification to solve the problem and selection of evaluation criteria for each object. After the hierarchy structuring, the pair-wise comparison matrix is constructed for each level where a nominal discrete scale from 1 to 9 is used for the evaluation as shown in Table 1 (Saaty, 1980; Saaty, 2000). The next step is to find the relative priorities of criteria or alternatives implied by this comparison. The relative priorities are worked out using the theory of eigenvector. For example, if the pair comparison matrix is A, then, [Amax=××- [1] ] To calculate the eigenvalue ??max? and eigenvector w=(w1, w2,..., wn), weights can be estimated as relative priorities of criteria or alternatives. [ ] Since the comparison is based on the subjective evaluation, a consistency ratio is required to ensure the selection accuracy. The Consistency Index (CI) of the comparison matrix is computed as follows: [CImax--= [2] ] where ?max is maximal or principal eigenvalue, and n is the matrix size. Every mineral project or mine is based on a geologic entity-an ore (mineral) deposit. A well-defined mineral deposit and its associated geologic characteristics are the only aspects of a project that cannot be altered. Mine plans can be modified to exploit the deposit using alternative approaches and yielding similar results. A variety of processing methods also are often available producing generally comparable results. Major modifications can be made to other aspects of the project without substantially changing project economics. However, all engineering and metallurgical aspects of a mine must be accommodated to the spe¬cific location and geologic characteristics of the deposit. Geologic data and interpretations form the foundation for both mine evaluation and mine production by providing esti¬mates of reserves and essential information for mine planning and process design or control. Proper geologic work requires a keen awareness of and an ability to anticipate the technical requirements of geotechnical engineers, hydrologists, mining engineers, metallurgists, and other specialists. Additional field evaluations of a modified continuous miner using a new spray system and modified scrubbers have been conducted by the authors. In this demonstration, a comprehensive package for dust control on a continuous miner which included previously developed modifications to the scrubber, scrubber intakes and the innovative chassis spray system was demonstrated. Side-by-side comparisons of the modified miner and regular miner indicated that the miner operator with the modified miner was exposed to 62% less respirable dust. Ram car operators with the modified miner had 38% less respirable dust exposure and the return air on the modified miner had 19% less respirable dust. The mining conditions during side-by-side testing were very comparable. These results support the findings of the modified spray system studies conducted earlier at different mines in Illinois on four occasions and the modified scrubber system field evaluation studies.

The deployment of large machinery for low cost, bulk surface mine production operations has resulted in high-impact shovel loading operations (HISLO). In extreme cases, shovels load large dump trucks with 100-ton (or more) passes generating high-impact forces under gravity. HISLO generates high-frequency shockwaves that cause severe truck vibrations exposing operators to whole body vibrations (WBV). Current research study in this area has established that the vibration levels affecting the operator?s seat, lower-back, lumbar and cervical regions fall within the extremely uncomfortable zone compared to the ISO 2631 comfort zone. These results pose health threats to truck operators over long-term exposure to these vibrations. In this paper, the authors will examine engineered solutions to mitigate these health threats.

A conveyor belt fire presents a serious safety hazard in an underground coal mine. A review of underground coal mine fires involving conveyor belts which occurred within the past two decades was made by the Mine Safety and Health Administration (MSHA). Belt fires that occurred during this period of time have burned as much as 610 m of belting before the fire was extinguished. In an effort to improve safety, MSHA has undertaken a program to study the flammability of conveyor belts in large and small-scale tests. Large-scale tests were conducted on various types of mine conveyor belts using a range of airflows from 0 to 6.1 m/s. Data were obtained to evaluate the effect of airflow on flame spread and other combustion properties of the conveyor belts. The results from the large-scale tests were utilized to develop a new MSHA laboratory-scale test for evaluating the flame resistance of conveyor belts used in underground coal mines. Agreement of results based on a pass/fail criterion was obtained between the large-scale test and new laboratory-scale test. A summary of test results from the new test is shown for different conveyor belt formulations. MSHA also performed a series of fire tests with wood samples using the new laboratory-scale tunnel apparatus. These tests were conducted at airflows from 0.5 to 5.1 m/s to determine the effect on flame spread and burn damage. The data were also analyzed to determine if wood could be used as a calibration standard. The results indicate the flame spread behavior of the wood follows trends similar to results obtained with conveyor belts. The data did not show the precision needed to use wood as a calibration standard. MSHA intends through rulemaking procedures to replace the "20g" conveyor belt acceptance test with the new laboratory-scale test. MSHA also plans to implement a voluntary acceptance program. Under this program, a. conveyor belt manufacturer could obtain an MSHA acceptance for belts meeting the new test criterion. A belt accepted under the voluntary program could then be used underground. Use of conveyor belts meeting the new test would limit the propagation of fire and reduce the probability of igniting other combustibles in the belt entry.

D.A. Dahlstrom In the paper, a comparison was made between flowsheets using the screen bowl centrifuge and disc filters, respectively, as the primary dewatering device. The authors very effectively show that by raising feed temperature, mechanical dewatering is enhanced through reduced viscosity of the water. When a final coal moisture of 10% is required, the net effect of heating the feed is a reduction in thermal requirements because of the lower evaporated load on the dryer. The flowsheet comparison on this, however, was not completely correct. Disc filters do not generally utilize enhanced mechanical dewatering through increased temperature. Horizontal belt filters, through the optimal use of steam heating of the filter cake, have shown significant cost reductions over disc filters where steam is not used. In addition, the authors forgot to mention that there is a certain fraction of the feed that is so fine that it cannot be recovered by the centrifuge economically. That is the function of the filtration device shown in Fig. 4. In subbituminous pipeline coals, this fraction represents more than 10% of the feed. Even after flocculation and belt pressing, the moisture content in the fine fraction is 30%-40. Recent tests on a subbituminous pipeline coal slurry, compared an Eimco-Extractor horizontal belt filter with the screen bowl centrifuge flowsheet shown in Fig. 4. Mechanical dewatering was enhanced through the use of a steam dry zone after the initial dewatering zone. Vacuum pump horsepower was reduced by more than 50% through the use of condensors, and heat recovery was utilized to minimize thermal costs. Thermal drying to 10% moisture by weight was required in both flowsheets. The 0.5 wt% fines in the filtrate were flocculated and recycled to the filter, thus eliminating the belt press and solids mixers. When the three major operating costs (which normally account for 50%-75% of the coal operating costs) of steam, electricity, and flocculants at current prices were calculated, the flowsheets utilizing the Eimco-Extractor had cost savings vs the centrifuge flowsheet of 89¢/t (81o; per st) of surface dry coal. This advantage increases with increasing thermal and electricity prices. I congratulate the authors for the strides made with the screen bowl centrifuge. However, filtration flowsheets continue to be improved and their simplicity and low thermal and electrical requirements should not be so quickly dismissed. ? Reply by N.D. Policow From a technical standpoint, a number of extensive test programs have demonstrated that by raising the feed temperature, mechanical dewatering is enhanced whether it be centrifuges or filters performing the separation. Economic constraints usually become the over-riding issue. If an inexpensive source of thermal energy is available, i.e., waste steam, etc., the approach becomes commercially acceptable. For the specific case of coal slurry pipelines, since the dewatering plants will be located close to power generation stations, the preheating approach becomes especially attractive. The cost comparison shown in Fig. 7, which was prepared by a major West Coast engineering firm, contrasted screen bowl centrifuges and disc filters. In both alternatives, a thermal dryer was specified to produce a contract moisture of the final product. Sizing of the thermal dryer on the screen bowl alternative was substantially smaller than that of the filter, since the screen bowl was credited with a four to six percentage point decrease in product moisture compared to the disc. This comparison was made at ambient temperatures and reflected solely the mechanical dewatering capabilities of the two devices. No preheating of the feed was included in this particular comparison. Early generation screen bowl centrifuges operated under the principle of maximum bulk tonnage throughput. Second and third generation machines have followed the trends dictated by the coal industry calling for higher one-pass recoveries than previously demanded. The current generation of high-speed, long-bowl centrifuges permit recoveries of ultrafine solids directly comparable to commercial filter operation. On typical coal preparation plant feeds with nominal 600 E. an X 0 (28 mesh X 0) clean coal, recovery levels in excess of 99% are now obtained. The material that does escape the centrifuge and reports to the main effluent is typically -10 µm, high ash material. We have documented substantial beneficiation effects in screen bowl centrifuge performance with the cake product containing lower ash levels than the feed. On the referenced pipeline, coal tests performed on Western subbituminous coal, we found that the percentage of -10 µm material in the feed was six to eight times greater than normally encountered on eastern Appalachian seams. Our 45-t/h (50-stph) production centrifuge was never set up to maximize recovery. It was used as part of the two-stage dewatering circuit that had been chosen by designers of the proposed pipeline. Recoveries up to 95% were recorded. With field adjustments, that performance could most certainly have been improved. In contrast, manufacturers of the horizontal belt filter provided a small pilot-scale unit that operated on a side stream at the test facility. Numerous combinations of chemical additions were evaluated to determine those that had the best impact on filter performance. Whereas the screen bowl centrifuges operated without chemical addition, producing a dry, fluffy cake, the belt filter required two stages of chemical addition to attain satisfactory performance and high recovery levels. This geometallurgical study examines the gangue mineral variability at the Bingham Canyon porphyry copper mine in Utah. Understanding an orebody?s mineralogy is important for mine and mill planning because it provides information on the size, texture, and distribution of ore minerals, the relationship between ore and gangue minerals, and the extent and type of alteration. Quantification of the mineralogical variability and properties of an orebody provides valuable input to the ore model and may have a significant effect on recovery optimization. This study was designed to be carried out on an initially detailed scale in order to develop a robust methodology for measuring and quantifying specific parameters, such as the distribution of mineral phases, alteration assemblages and fractures from key ore domains at the Bingham Canyon mine (Figure 1). Details of the methodology are reported below. This technique can be applied to testing the impact of mineralogy on a number of processing parameters. [ ] Figure 1. The samples for this study were collected from the northwest part of the deposit circled on the map. PROJECT BACKGROUND Geology The Bingham Canyon deposit is a large porphyry Cu-Mo-Au deposit with associated skarn and base-metal replacement deposits mined in an open-pit mine measuring about 2.5 miles across and 4,000 feet deep. The deposit is hosted by the Bingham Stock, a Late Eocene to Mid-Oligocene intrusive complex. The skarn is hosted by the Late Carboniferous-age Bingham Mine Formation, which is comprised of quartzites and basal limestones (Babcock Jr. et al., 1998). The Bingham Stock is a composite intrusive complex that was emplaced over a period of about two million years. The oldest phase is described as a fine-grained equigranular monzonite (MZ), which intruded the country rocks at 39.8 ± 0.4 Ma (U-Pb zircon TIMS age) (Parry et al., 2001). Subsequently, the quartz monzonite porphyry (QMP) was emplaced, followed by intrusion of a latite porphyry (LP). The final intrusive phase, which forms narrow dikes that crosscut the Bingham Stock, is represented by a quartz latite porphyry (QLP), which is dated to 37.5 ± 0.4 Ma by 40Ar/39Ar dating of sanidine (Deino and Keith, 1998). Also present, are a minette dike in contact with a QLP dike (Waite et al., 1998; Deino and Keith, 1998), and a biotite porphyry (BP), a quartz latite porphyry breccia (QLPbx), and a pebble dike (Redmond, 2002). The copper orebody is centered above the Bingham Stock and forms an inverted cup shape with three high-grade copper zones extending to depth. Molybdenite mineralization occurs within and extends below the copper orebody, but is not correlated with copper mineralization. The main sulfide assemblage is chalcopyrite, bornite, molybdenite, and pyrite. Gold is locally intergrown with chalcopyrite and bornite (Babcock Jr. et al., 1998; Phillips et al., 1998). The surrounding country rocks host skarn deposits with three main ore types - garnet skarns, massive sulfides, and iron oxides. The garnet skarns contain chalcopyrite and pyrite with magnetite veins. In the massive sulfides chalcopyrite and pyrite occur either in banded sulfides or in unconsolidated microbreccias. The iron oxides contain disseminated chalcopyrite with minor chalcocite and bornite (Harrison and Reid, 1998). The deposit is overprinted by several stages of alteration. Potassic alteration is concentrated at the center of the deposit. It is surrounded and partially overlapped by a propylitic alteration zone. Both zones are overprinted by sericitic alteration. In the northern part of the deposit evidence for argillic alteration can be found (Bowman et al., 1987). Similarly, the skarn deposit was also overprinted by several stages of alteration: wollastonite, idocrase, and garnet in cherty limestones, and quartz and diopside forming in calcareous quartzites. Distally, diopside was replaced by talc, tremolite, dolomite, secondary calcite, and pyrite, and quartz and sulfide veinlets with biotite and actinolite selvages are present. Andradite garnet, diopside, quartz, magnetite, hematite, and copper sulfides were overprinted by wollastonite (Babcock Jr. et al., 1998). Because the monzonite, quartz monzonite porphyry, latite porphyry, and quartz latite porphyry host the bulk of the mineralization, our research is focused on these lithologic units. Geometallurgy On the basis of geological (lithology, alteration assemblages, fracture density, copper mineralization) and metallurgical properties, the deposit has been divided into 33 ore domains by mine geologists and metallurgists (Figure 1). In map view, these domains cross geologically defined boundaries (MZ, QMP etc.). These domains reflect regions of the deposit that have particular, mapable attributes or properties. They reflect a combination of geological and mineralogical characteristics that combine to impact processing. Alteration, for example, as shown by talc mineralization, is one such key feature. Continuous mining machines are extensively used in the underground coal mining industry. These machines are typically remote-controlled, and severe injuries and fatalities occur every year when a miner is struck or pinned by the machine. Proximity detection systems offer a means to prevent these types of injuries and fatalities by sensing the presence of a miner and disabling machine motion. Researchers at the National Institute for Occupational Safety and Health (NIOSH)have developed the Intelligent Proximity Detection (iPD) system to provide enhanced protection while minimizing false alarms. The iPD system uses a set of pre-defined rules to determine which machine motions are safe and which would present a potential hazard, and automatically disables only the potentially hazardous motions. This system has been installed and tested on a Joy 14CM continuous mining machine at the NIOSH Office of Mine Safety and Health Research in Pittsburgh. Under laboratory conditions, the achievable accuracy and performance of the iPD system has been quantified with respect to a number of variables including position of the conveyor boom, presence of the machine?s trailing cable, and orientation of the miner-wearable component. Ion flotation shows great promise for recovering and removing metal ions from dilute process streams, either for environmental compliance or to recover values. This technique uses an ionic collector to concentrate non-surface active colligend ions of the opposite charge from a bulk solution at the solution?vapor interface. With a sufficiently large solution?vapor interfacial area (provided, for example, by sparging gas through the solution), the colligend can be concentrated and removed along with the collector in a foam phase. A key limitation on using the technique in the minerals industry, where many process streams contain a variety of ions and have relatively high ionic strengths, is the need to control which ions are interacting with the collector. Here the effect of three different chelating agents, namely dodecyldiethylenetriamine (Ddien), ethylene diamine tetraacetic acid (EDTA) and triethylenetetraamine (Trien), on the selectivity of copper, nickel and cobalt, or copper and alkaline earth metal ions, is reported. The results are discussed in terms of their implications for adoption in the minerals industry.

Diffusion phenomena in mine airways are important to trace gas and dust introduced into mine ventilation flows. Authors have carried out tracer gas measurements to check mine ventilation using concentration-time curves measured in mine airways, however dispersion mechanism to enhance effective diffusion have not been cleared. A numerical model using discrete tracer points dosed into tube flow has been presented to simulate their movements in consideration of turbulent velocity profile and fluctuation. Numerical simulations have been carried out to predict distributions of dosed points in tube flows with turbulent velocity profile, turbulent intensity profile and Reynolds stress. The numerical simulation results show that a combination of turbulent velocity profile and fluctuation creates extremely large dispersion of points in longitudinal direction and concentration curve with long tail was observed. This dispersion by velocity profile and fluctuation contributes large effective diffusion coefficient compared with original diffusion coefficient dominating in uniform velocity fields. Furthermore, the effect of Reynolds stress on the concentration-time curves is discussed.

The design requirements for mine ventilation seals have undergone a radical transformation in recent years, and these revisions have greatly increased the cost of the seal designs and their construction. For example, in the past two years, new federal regulations have increased the minimum design requirement to withstand explosion pressures from 138 kPa (20 psig) to 345 kPa (50 psig) or 827 kPa (120 psig), depending on whether the sealed mine volume is monitored continuously or not. Moreover, there is still a possibility that under certain conditions (such as detonations) even higher pressure requirements may be necessary. The ability of a monolithic, stand-alone mine seal to reliably withstand the full range of current and future pressures is becoming increasingly difficult and expensive. In an effort to develop a practical alternative, the West Virginia Office of Miners? Health Safety and Training (WVOMHST) and the National Institute for Occupational Safety and Health (NIOSH) have collaborated in a research effort to develop a practical, economic, and safe mine sealing technique that can enable mines seals to meet the full range of new explosion pressure design requirements. The basic idea is to use a barrier of common mine gob and rubble in combination with a conventional mine seal so that the pressure resulting from a gas explosion is reflected, absorbed, and attenuated, so the pressure on the ventilation seal is reduced. This paper discusses some concepts and preliminary test results for a ?Passive Mine Blast Attenuator? Numerical models and full-scale experiments conducted at the NIOSH Lake Lynn Laboratory Experimental Mine (LLEM) show that the use of a PMBA can signficantly reduce the blast pressure and impulse on conventional ventilation seals. On Nov 1, 2007 House Resolution 2262 ? The Hardrock Mining and Reclamation Act of 2007 ? was passed by the U.S. House by a vote of 244-166. HR-2262, among other things, would impose a 4-per-cent royalty on existing mines with commercial production and an 8-percent gross royalty on all new claims. Not surprisingly, this possible new law was one of the hottest topics of discussion at the Northwest Mining Association?s conference that this year returned to Spokane, WA for its 113th annual meeting on Dec. 3-7. More than 1,800 delegates attended the conference that was held under the banner theme of ?Mining ?. For today and tomorrow.? Northwest Mining Association executive director Laura Skaer was one of many speakers during the three-day conference to respond to the threat to the industry posed by HR-2262 with a presentation titled ?Potential changes to the 1872 Mining Law.? In the presentation that she first unveiled at the Alaska Miners Association?s convention and trade show on Nov. 8, Skaer laid out a comprehensive list of problems with HR-2262. In addition to the association?s obvious concerns about the proposed royalty, Skaer noted that the bill includes a mine veto provision that would allow the Secretary of the Interior the authority to deny an operations permit to a project if the secretary determines that the operation would cause undue degradation to public lands and resources. Potential massive withdrawals from mineral entry are also included in HR-2262. Among the lands that could be off limits to miners under HR-2262 are wilderness study areas, areas of environmental concern and 23.6 hm2 (58.5 million acres) identified as Roadless Rule. States, political subdivisions and Indian Tribes would also have more authority to withdraw lands, she said. To combat the proposed changes, Skaer made 10 trips to Washington D.C. on behalf of NWMA members in 2007. In her presentation at the annual meeting, she also objected to provisions that include no life-of-mine permits and uncertain permit renewals and new and duplicative environmental standards that she said are vague, ambiguous and inconsistent with current federal and state environmental laws. Debra W. Struhsacker, an environmental permitting and government relations consultant, also spoke on the issue of HR-2262 with a presentation titled ?The House mining law bill ? Rip van Winkle is back ? and he?s meaner than ever.?

The Factorial Model Experimenters are often interested in systems that are multi-factorial. A multi-factorial system is one whose output is believed or known to be dependent on the particular settings of several inputs, or factors. We can think of these factors as defining a space, with each point in this space corresponding to a particular set of factor settings. Experimenting can be thought of as exploring this space - finding out how the response of the system changes as factor settings are changed. There are several challenges in this exploration, among which are deciding what region to explore, designing an experiment that explores it most effectively, and describing the results of the exploration. This paper deals principally with the last of these; it shows how the factorial model can be used to describe how the response of the system changes as factor settings are changed. A strength of the factorial model is that it treats the factors as causes of change in the system's response and focuses on relations among these causes. In particular, the factorial model focuses on whether causes act independently on the system (in a sense to be explained below), or whether they interact. This is important because the experimenter generally seeks to control the system, and because control based on causes that act independently of other causes is relatively simple, whereas control based on causes that interact is more challenging. Also, mapping the space - finding out how the response of the system changes as factor settings are changed - will require less work if, during the exploration, it can be determined which of the causes act independently. For the sake of example, let us assume that the space we are exploring is three-dimensional, and that we have already defined, for each of the three factors, the range of interest. Let us consider all the ways in which the response of the system might depend on the settings of these three factors. In the simplest case, the response in this region does not depend on any of the factors. The response is constant throughout the space, at say, 80 units.

The 2000 inductee, guest of honor and featured speaker at the banquet will be Ronald C. Cambre, chairman and chief executive officer of Newmont Mining. He will be honored for his role in positioning Newmont as an innovative and key player in the gold mining industry.
