The Homestake Gold Mine at Lead, South Dakota, has been proposed as the host site for the Deep Underground Science and Engineering Laboratory. The laboratory will house neutrino experiments in mine workings at the 7400-foot depth, as well as research in geomicrobiology, rock mechanics, and ground-water flow. Initial plans for the laboratory were developed in 2000 after Homestake Mining Company announced the closing of the underground gold mine. Homestake’s owner, Barrick Gold Corporation, had agreed to donate the mine for a laboratory if it could be protected from environmental liability. That initial agreement was delayed, and Barrick turned off the mine’s pumps in 2003, allowing lower levels of workings to begin to flood with water. In early 2004, the Governor of South Dakota signed an agreement with Barrick that would indemnify the company and eventually transfer ownership of the mine to a state laboratory authority. South Dakota’s governor also announced plans to ask the state legislature for funds to help in the initial construction of the laboratory. A consortium of scientists from several states is currently preparing a detailed laboratory proposal for the National Science Foundation.

Introduction Atlas Consolidated Mining and Development Corp. (ACMDC) started gold production at its Masbate gold mine early in 1980. This involved an open-pit mine and a 3.5-k/d (3850-stpd) carbon-in-pulp processing facility (Pizzaro and Antonio, 1981). When this operation started, the mine began stockpiling sub-grade milling material averaging 1 g/t (0.029 oz per st) gold. Furthermore, geologists estimated that there were additional low grade reserves within the ultimate pit limits. These amounted to 2.4 Mt (2.6 million st) with an average grade of 1.1 g/t (0.03 oz per st) gold. The success of low cost heap leaching prompted an investigation to determine if this tech¬nique would be applicable for the low grade Masbate ore. The findings were favorable and a series of laboratory tests were undertaken. These tests indicated the amenability of this subgrade milling ore to heap leaching. Depending on ore size, gold extractions of more than 60% were obtained. To further define operating parameters for a commercial heap leaching plant, a 400-t (440-st) batch pilot plant was built and operated. These test results were used to design the first commercial heap leaching plant in the Philippines. One design concern was the control of solutions during the rainy season. Due to the material's low grade, every effort was made to minimize capital and operating costs. To this end, surplus mining equipment from the copper operations of ACMDC and used machinery in the crushing circuit were considered. Location: The Masbate gold heap leaching operations are located on the northeastern part of Masbate Island, Philippines. This is about 480 km (300 miles) south-east of Manila. Climate: The climate is moderate with two distinct periods. The dry season runs from January through June, and the rainy season extends from July through December. During the wet season, the rainfall at the mine site averages 300 mm/m (11.8 in. per month) for a total of about 2000 mm/year (78 in. per year). However, heavy downpours in excess of 100 mm/h (4 in. per hour) can occur. Geology: Four distinct rock types have been identified in the pit area. They are tuffaceous agglomerates, andesitic agglomerates, metasedimentary rocks, and hornblende augite andesitic porphyry. The tuffaceous agglomerate occupies the northern and western flanks of the mine. Andesitic agglomerates are localized distinctly in the central portion of the volcanic plug within the mine site. The eastern boundary of the mine is occupied by metasedimentary rocks, whereas, the hornblende augite andesitic porphyry occurs as an intrusive within the andesitic agglomerate and tuffaceous agglomerate. Some areas of the pit contain high proportions of clay minerals, requiring an agglomeration step in the flowsheet. This ensures satisfactory percolation through the heaps. Gypsum wallboard manufacturers in the United States shipped 3.18 billion m2 (34.2 billion sq ft) of wall-board products during 2004 versus 2.93 billion m2 (31.5billion sq ft) in 2003. Following a historic high production of gypsum wallboard products in 1999, production decreased in 2000. But it has steadily increased during2001 through 2004. Wallboard production in the United States increased about 8.6 percent in 2004 from 2003. Following several years of a “building boom” of new wallboard plants and the expansion of the manufacturing capacity of several existing plants, 2004 was a relatively quiet year. However, several new plants and capacity expansions were announced or are in progress during 2004.

To keep Homestake's Bulldog Mountain silver and lead mining and milling operation in southwestern Colorado workable, natural ground water and decant water from the mine's sand backfilling operation must be continually pumped from the workings. Left untreated, this water exceeds maximum allowable levels for various contaminants that may be discharged to the environment. To comply with regulations, a National Pollutant Discharge Elimination System (NPDES) permit was obtained and a mine water treatment plant for heavy metals removal was constructed in 1977. Due to equipment capacity and operational problems, and the lack of on-site technical personnel and analytic equipment, the first water treatment plant could not consistently meet permit limits. In 1979, Homestake entered into a consent decree with EPA and the Colorado Department of Health, calling for the construction of a water treatment facility to meet NPDES permit limits. Initial construction began in the spring of 1980 and the plant now produces effluent acceptable for discharge.

Nuclear power currently produces about 20% of the electricity in the US, with 104 nuclear power plants located in 31 states. The commercial US nuclear industry contributes over $4 billion annually to US workers in salaries and wages. 25,000 new jobs need to be filled in the next 5 years. There are over 30 new power plants under consideration by US utilities. The operating reactors use uranium oxide fuel enriched to about 4% U235 and fission is the process used to generate heat to form steam to drive the turbine generators. Nuclear energy is an important element in the US generation portfolio and represents the largest producer of nearly emission-free electricity. Most, if not all, of the operating plants will secure an extended 20 years of operation or more. The last plant constructed was ordered in 1978. New smaller, modular reactors are under design to provide less expensive, expandable generation options.

How does SME-AIME cope with profound changes in technology, markets - and most importantly - in employment patterns facing its membership today? This is the question that prompted the Society's Board of Directors to appoint a Long-Range Planning Commission (LRPC) (see ME, Feb. 1984, pp. 118 and 128). This is also the question addressed most particularly by the LRPC's Scope Committee. The Committee started its deliberations by asking such basic questions as "Who are we?" and "What is our business?" The Scope Committee then reviewed the findings and recommendations of other more specialized committees to develop and integrate their concepts of the Society's business for the next 10 years. The policy-making suggestions of the LRPC were reviewed and acted upon by the Board of Directors at its open meeting in Los Angeles on Feb. 26, 1984. At the Oct. 23-26, 1984 SME Fall Meeting in Denver, the Board will again review LRPC recommendations. In answer to the question "Who are we?" the Scope Committee proposed description, which was accepted by vote of the board of directors: . . A technical and professional organization that consists of individual members, namely those mining engineers, metallurgists, geologists, earth scientists, economists, managers, educators, and other professionals concerned with all facets of exploration, production, distribution, and using of mineral commodities. "These mineral commodities include all metals; industrial minerals, including construction materials and fertilizers; coal, oil shales, tar sands, and other mined fuels. Among the earth's mineral resources, only wellpumped oil and gas lie outside the Society's specific purview. "Traditionally, SME members work in the fields of engineering, technology, exploration and discovery, development, construction, mining, quarrying, beneficiation and processing, handling and transport, equipment manufacturing, sales and marketing, data processing, safety, land reclamation, environmental protection, taxation, administration, and management of these elements. "Members practice their professions in industry, in universities and research institutions, and in government. They may be operators, manufacturers, sales persons, contractors, consultants, analysts, researchers, educators, advisors, regulators, or members of supporting staffs. "The members of the Society are leaders in dedication to their crafts, in innovation, and in the pursuit of excellence. Among their numbers they count the most distinguished of engineers, applied scientists, and managers. "The Society is based in the United States, is active on a worldwide basis, and is open to nationals of any country. Certain qualifications must be met for attaining and maintaining membership." Purpose of the Society As to the question "What is our business?" the Scope Committee restated our purpose in light of current practice and the constitution of AIME and the bylaws of AIME and SME. KEECO has developed the Silica Micro Encapsulation (SME) technology for the treatment of acidic, metal-laden waters. Utilizing a silica-based chemical formulation that entails chemisorption and micro-encapsulation of heavy metals in a permanent silica matrix, encapsulated particles settle quickly and are effectively isolated from the surrounding environment, producing a stable sludge that is characteristically non-hazardous. In a number of independently-verified pilot and full-scale applications (including the Bunker Hill Mine, Leviathan Mine, Wheal Jane Mine, and Meldon Quarry), SME has been proven highly effective. The technology has been featured in a number of mining publications and selected for innovative technology awards.

Traditional risk quantification methods provide little information on the sources of risk, and tend to produce static over-conservative evaluations, which do not account for changes in the performance of the project. Capital investment decisions for large mining projects require of more complex risk evaluation models, that include the value of flexibility and the different risk levels associated with uncertainty on project variables (price, grade, dilution, production rates, among many other). In this context, Real Option Valuation (ROV) methods have proven potential to quantify the risk associated with such variables and integrate alternative scenarios and management strategies into the evaluation process. In this paper, a risk quantification model is developed, which successfully quantifies the risk associated to dilution, as a function of production rate. This model is then validated in a case study on the Chuquicamata Underground Mining Project.

The author attempted to concurrently apply the US Uniform Standards of Professional Appraisal Practice and the Australian VALMIN Code to a complex mineral property appraisal assignment. This led the author into many severe difficulties. These difficulties included the high standards needed in the work of others, and information and statements needed from the client. The exercise also highlighted many positive features of both documents. Some conflicts were found between the two documents. Implications and thoughts regarding the development of a set of US minerals appraisal standards are discussed.

The fall of small pieces of rock between roof bolts causes over 80 pct of the ground fall injuries in underground coal mines. Roof screen, if installed on the bolting cycle, can significantly reduce the number of these injuries. As the surface of the roof fails, the screen will have to retain the broken rock without failing or excessive deformation. Welded wire screen is the most common type of screen material used for roof surface control in underground coal mines. The load-deformation characteristics and the load capacity of welded wire screen were evaluated in the laboratory in a specially built test frame. In the frame, the square screen sections were held in place by bolts and bearing plates at the four corners while a center load was applied to the screen. The parameters evaluated included the wire gauge and configuration, the bearing plate loads and bolt spacing. The wire gauge of the tested screen was 4, 6, 8, 9 and 10. Maximum screen capacities for both load and displacement were developed for each of the wire gauge sizes along with the screen stiffness. This information can be used for screen selection and for the evaluation and determination of screen performance. "The development of indicators to assess the sustainability of mineral raw materials operations is amajor task with respect to its actuality and difficulty. This holds true even more when dealing withenvironmental indicators.The use of existing environmental indicators in the mineral raw materials industry leads to false orat least distorted results. Therefore the Institute of Mining Engineering I from the RWTH AachenUniversity developed indicators and an assessment system for the mineral raw materials industryon operation, company and sector level on behalf of the Federal Ministry of Economics and Labour(Bundesministerium für Wirtschaft und Arbeit, BMWA) and the Federal Institute for Geosciencesand Natural Resources (Bundesanstalt für Geowissenschaften und Rohstoffe, BGR).In total 30 indicators were defined and designed to assess the performance of the mineral rawmaterials industry in terms of sustainable development, 10 indicators for each pillar (economical,ecological and social pillar).The following paper describes some of the results focussing on the development of environmentalindicators. These had to be adapted or completely new designed in order to match the specificcharacteristics of the mineral raw materials industry."

There is a large economic opportunity associated with improving metallurgical performance in mineral processing plants that use process control. Thus, future control systems will be developed towards more sophisticated user friendly, computer-based systems that use powerful software analysis and control techniques. Auto-tuning, adaptive control and process models will gain expanded use because of their transparent availability to the system designer. Control of individual unit operations will be optimized and coordinated through expert systems that monitor economic conditions and management directives and direct operations accordingly. Plant areas, once considered cost centers, will be integrated into plant-wide control systems for economic control and optimization. This article looks at new control hardware, process sensors, control strategies and software development tools. It also looks at the economics driving the continued development of advanced process control systems. Process control systems routinely used in the mining industry were born when the microprocessor was invented. They have continued along an evolutionary path from vendor specific processing hardware and proprietary operating systems to computer industry standard "open architecture" systems. The many economic forces that drive the development and functionality of these process control systems will cause this evolutionary process to continue. This paper presents the results of column flotation of a fine feed sample of Florida phosphate. A central composite design is used to study the main and interaction effects of parameters affecting column efficiency. The statistical design is also used to determine the optimum conditions. The results indicate that, depending on the experimental conditions, it is possible to achieve a concentrate of high grade and recovery. A concentration of 15 ppm of non-ionic frother is found to be enough to maximize the recovery at the pH of 9.5.

Myanmar Ivanhoe Copper Company Ltd. (MICCL) has been operating the Sabetaung- Kyisintaung (S&K) Project producing LME Grade A Copper Cathode using the Heap Leach-SX-EW Process since 1998. The mineralization is mainly Chalcocite and the mine has a life of 20 years at the designed annual production of 25,000 tonnes of cathode copper. Design capacity was achieved within two of months of start-up. The mine is among the world’s lowest cost, Heap Leach-SX-EW operations. Information regarding plant design and operation are presented along with the challenges lying ahead and the latest developments. Daniel Kunz is President and Chief Operating Officer of Ivanhoe Mines, and a director of MICCL. He has more than 20 years’ experience in mining, construction and engineering. Prior to joining Ivanhoe Mines in 1996, Mr. Kunz was Vice President and Controller of Morrison Knudsen Corporation, a major international mining and construction company. He was also President and Chief Executive Officer of MK Gold Company, a public mining company listed on NASDAQ.

Simulator technology has advanced to the point where the cost of mining equipment simulators is beginning to make commercial sense. Simulator-based evaluation allows operators or potential employees to be assessed in a pseudo-real environment under surface and underground mining conditions. Simulator training also allows operators to be exposed to emergency and advanced situations such as brake or steering failure or a tireblowout. ThoroughTec, of South Africa, provides simulator equipment to the mining industry. The company’s various packages of simulator products provide an unbiased evaluation score that removes human error from the assessment process. This same evaluation score is also presented at the end of normal training or refresher training sessions. In this way, the simulator helps eliminate bad habits and improve efficiencies.

Six potential locations along the west shore of Lake Mead were evaluated to site anew water intake pumping station for the SNWA. The evaluations were based upon geotechnical exploration results and conceptual intake pumping station designs. The exploration included geologic mapping, geophysical testing, underwater ROV inspections and borings. Ground surface and underground chamber pumping station designs were considered. Sites at Saddle Island, Black Canyon and Hoover Dam are geotechnically suitable. A Saddle Island site was selected because it has the most favorable conditions for the intake pumping station and the aqueduct to the Las Vegas valley.

To preserve Washington Group International's quality of service in the mine operations area, the company has established a Supervisor Training Program to provide all levels of supervision with the required skills to meet objectives and guarantee consistent, excellent performance for each of our projects. A need developed to establish this training program internationally. The first international training session was held at the APEX San Cristóbal Mine in Bolivia. This paper discusses the program’s development, execution, results, and lessons learned with an emphasis on multicultural environments.

Asset availability has been a longstanding objective in mining and mineral processing plants around the world. Enormous resources in both dollars and manpower are invested in improvement efforts to achieve higher asset availability. One dimension of asset availability is the time equipment is out of service for large scale planned maintenance activity: grinding mills, kilns, furnaces, mobile equipment, shovels and draglines are all regularly taken out of service for extended repairs and service. The speed, cost and quality of these planned outages provide an opportunity to increase asset availability. Equipment shutdowns are projects that are executed in a compressed time period. This paper will describe how the overall time and cost of equipment shutdowns were significantly reduced at Cliffs Natural Resources Michigan Operations (CNRMO) through the introduction of the Critical Chain Project Management techniques.

In the flotation of Zn-Pb ores, sphalerite is floated following copper sulfide activation. In this type of sulfide ore, pyrite is commonly treated as a gangue, and poor selectivity between sphalerite and pyrite/quartz is often reported. But pyrite may also appear in association with gold, and flotation of such auriferous sulfides is of great importance in many countries (e.g. South Africa, Australia). In the cationic flotation of sulfide ores with dodecyl amine, sphalerite can be floated while depressing quartz and pyrite. While in a well-aerated pulp in the presence of lime (especially after oxidation with H2O2) the cationic flotation of pyrite is depressed, oxidation of pyrite in the presence of Na2S makes it floatable with amines even in very alkaline environment.

"Hydrothermal systems are a major component of the processes that shape the composition and structure of the ocean crust, providing a major pathway for the exchange of heat and elements between the Earth’s crust and oceans, and a locus for prolific biological activity on the seafloor and underlying crust. On the other hand, the structure and composition of hydrothermal systems are the result of complex interactions between heat sources, fluids, wall rocks, tectonic controls and even biological processes.Ultraslow spreading ridges, including the Southwest Indian Ridge and the Gakkel Ridge, are most remarkable end member in plate-boundary structures (Dick et al., 2003), featured with extensive tectonic amagmatic spreading and frequent exposure of peridotite and gabbro. With intensive surveys during the last decades, it was suggested that ultraslow ridges are several times more effective than faster-spreading ridges in sustaining hydrothermal activity. This increased longevity can be attributed to deep mining of heat and even exothermic serpentinisation (Baker et al., 2004).Distinct from faster spreading ridges, one characteristics of hydrothermal mineralization on seafloor in ultraslow spreading ridges, including the active Dragon Flag hydrothermal field at 49.6 degree on the Southwest Indian Ridge, is the abundant and pervasive distribution of lower temperature minerals (such as Fe-silica or silica, Mn (Fe) oxides, sepiolite, pyrite, marcasite, etc.) in the hydrothermal fields. Structures formed by lower temperature activity in active and dead hydrothermal fields can also be identified. High temperature minerals such as chalcopyrite are rare or very limited in hydrothermal chimneys at ultraslow spreading ridges. The distribution of diverse low temperature hydrothermal activity is consistence with the deep heating mechanisms and hydrothermal circulations in the complex framework of ultraslow spreading tectonics. On the other hand, deeper and more extensive mineralization at certain locations along the ultraslow spreading ridges can be reasonably presumed."
