The World Bank Group (WBG) believes that extractive industries can make significant contribution to sustainable development and poverty reduction, providing that environmental, social, and corporate governance issues are properly managed. The WBG recognizes that stakeholders have legitimate concerns about the impact of extractive industries, and management proposals are built around the central theme that investments and policy advice in the extractive industries should lead to poverty reduction. To help governments create appropriate policy and regulatory frameworks, this paper focuses on the linkages between overarching policies and laws and the management / governance of extractive industries at the local communities. It encourages the use of new instruments designed to help ensure that local communities benefit from extractive industries.

After the successful breakthrough at the end of 2006 of both TBMs into the multifunctional site Faido (MFS), in the middle of 2007 the two tunnel boring machines resumed the 12 km long section between Faido and Sedrun. In the roughly a 10 month interval both approximately 465 m long tunnel boring machines were partly dismantled, pushed through the 2.5 km long MFS, rebuilt for the new larger diameter of 9.5 m and reassembled to be ready for operation. In the rebuilding phase, improvements were made to the equipment, especially as a result of experience gained from the previous 14 km long drive in the section Bodio and taking into account the latest information regarding the upcoming 14 km section Faido. Both TBM drives are currently in the rock formations of the Lucomagno gneiss, which stretch over a section of 3.5 km from the MFS Faido to the predicted Piora Syncline. This section is divided into two fold axes of the Chièra Synform, where the Lucomagno gneiss pass from a sub-horizontal into vertical bedding. The drives, with current rock overburdens exceeding 1,500 m and, as known from the excavation phase of the MFS, in part highly disturbed rock formations, are characterized by the locally intense rock squeezing conditions with large convergences in the vicinity of the driving TBM as well as backwards due to the interaction of the two drives. High expenditure for the support measures, reduced driving performances together with extensive extra work associated with deadlines and increased costs are the result. In the paper the previous experience with the TBM drives in the section Faido and the challenges still awaiting us are presented and discussed.

SUMMARY Commitment by all parties to partnering goals established early in the contract aided Affholder, Inc. in constructing 2,360m (7,700') of soft ground tunnel in Rancho Cordova, CA. Despite two zones of known contamination, encountering a zone of loose cobbles and boulders in a matrix of flowing sand, some perched water tables and a flooded tunnel after 2 upstream safety plugs failed, the Contractor finished the work 33 days early and only 1.91% over his original bid.

Many mining operations generate seismic signals. They come from blasting and from underground mine failures such as rockbursts, longwall first caves, coal bumps and pillar collapses. Traditionally, seismic motions have been of concern on a local scale because they could create damage to structures at the mine site or at neighboring locations. Recently, there has been much interest in the Comprehensive Nu-clear-Test-Ban Treaty (CTBT). It prohibits any kind of nuclear explosion, anywhere. So distinguishing signals of mining operations from a possible nuclear explosion becomes important. An international monitoring system (IMS) is being implemented to verify the Treaty when it is ratified. It includes a large number of seismic stations capable of recording signals at regional (200 to 2,000 km or 124 to 1,240miles) and teleseismic (more than 2,000 km or 1,240 miles) distances.

Two complex copper concentrates and one arsenical nickel concentrate were oxidized in simulated flash smelting conditions using a laminar-flow furnace. The concentrates contained tetrahedrite as Sb-bearing mineral and arsenopyrite and gersdorfite as As-bearing minerals. At high temperatures and low oxygen potentials, Sb tended to vaporize, but with high oxygen potentials it was captured in mixed oxide phases with copper and iron. Arsenic was found to follow antimony in copper concentrates, although with less sharp contrast between low and high oxygen potentials. In the nickel concentrate studied, arsenic was found to vaporize from the gersdorffite particles and, subsequently, condense on the other particles.

In order to address the difficulty of accurate segmentation of froth images of different sizes, a method of froth image segmentation based on highlight correction and parameter adaptation is proposed. First, a machine vision system on a single-cell flotation machine is built to collect froth images. Homomorphic filtering is used to improve the uneven brightness and shadow of the images. Fuzzy c-means (FCM) clustering is then utilized to classify similar highlights that belong to the same froth. After Otsu threshold segmentation, a parameter-adaptive morphological operation is used to extract the marker points and edge bands and correct the froth edges in the original image. Finally, the modified image is filtered by morphological reconstruction, and the highlight mark is used as the local minimum point for watershed segmentation. Three sizes of froth images are segmented in comparative experiments. The results show that the proposed method is suitable for the segmentation of froth images of different sizes. The position of the extracted segmentation line is close to reality, with average over-segmentation and under-segmentation rates for froth images of 2.6% and 6.8%, respectively. The froth image segmentation performance is stronger than that of the other methods examined.

Libby, Montana is the site of a large vermiculite deposit that was mined between 1920 and 1990 to extract vermiculite for commercial applications such as insulation, gardening products, and construction materials. The Libby vermiculite deposit also contains amphibole minerals including tremolite, actinolite, richterite, and winchite. Historically, Libby mine workers experienced high exposures to amphibole structures, and, as a group, have experienced the health consequences of those occupational exposures. It has been suggested that Libby residents also have been and continue to be exposed to amphibole structures released during the vermiculite mining operations and therefore are at increased risk for disease. The Agency for Toxic Substance and Disease Registry (ATSDR) conducted two epidemiological-type studies of residents living in Libby and the surrounding areas to assess these risks. The Environmental Protection Agency (EPA) collected and analyzed exposure data in Libby and used those data to project risks of asbestos-associated disease for Libby residents. The EPA has placed the Libby Asbestos Site, which includes the mine and the town of Libby, on its National Priority List of hazardous waste sites in need of clean up. This article presents a review of the exposure studies conducted in Libby and an analysis of health risks based on the data collected in those studies. Libby mine workers have experienced elevated levels of asbestos-associated disease as a consequence of their occupational exposures to amphibole structures. The use of a thickener, without filtration, to produce a non-settling paste (also called thickened tailings) with non-Newtonian rheology has been practiced in Australia for many years for the disposal of red mud. The application of paste thickening technology outside of alumina is relatively new. Interest and installations in paste thickening are rapidly growing. Water shortages and environmental pressures make consideration of thickening tailings to solids concentrations within the paste range necessary in most new tailings projects. The paste thickeners at the DeBeers CTP plant in Kimberley, South Africa are the latest example of paste tailings disposal on the surface, also called “stacking”. Houman (2003) The use of a paste thickener as an alternative to filtration for mine paste backfill is a more recently developed application. This paper describes the principles of design and general operating characteristics of a paste thickener compared to the conventional and high-rate thickener. The application and operating performance of paste thickeners in mine backfill is discussed as an example. An integrated approach to process design is described that matches the performance of the thickener, pumping system, and application on a common rheological basis to ensure that none of these steps prevents achieving process performance targets.

The methodology used to obtain fly ash subsamples of different sizes is generally based on wet or dry sieving methods. However, the worth of such methods is not certain if the methodology applied is not mentioned in the analytical procedure. After performing a fly ash mechanical dry sieving, the authors compared those results with the ones obtained by laser diffraction on the same samples and found unacceptable discrepancies. A preliminary study of a wet sieving analysis carried out on an economizer fly ash sample showed that this method was more effective than the dry sieving. The importance of standardizing the way samples are handled, pretreated and presented to the instrument of analysis are suggested and interlaboratory reproducibility trials are needed to create a common standard methodology to obtain large amounts of fly ash size fraction subsamples.

INTRODUCTION Bratislava is located at the intersection of important traffic routes, including motor-ways, roads, railways, air traffic, trading, and inland waterway with an important harbour. The construction of the D2 Motorway Bratislava, Lamacska cesta Stare grunty was the last missing section of D2 Motorway and its completion linked the Czech Republic through Bratislava to the Hungarian Republic. Traffic was obliged until its completion to use the Lamacska Road and Mlynska Dolina, which were the most heavily trafficked roads in the city. The section of D2 Motorway to be completed in 2006 was 3,300m in length, of which the SITINA Tunnel was approximately half the length. After putting into operation the transit traffic(motorway) and urban traffic was separated. Transit traffic by passing the town was eased. The junctions D2 with Lamacska Road (Harmincova) and Mlynska Dolina also allowed better use of the motorway for the urban traffic The tunnel construction was specified by the features with the highly weathered and thermally altered granitic rock formation with the overburden of Quaternary sediment of 2?4 m thick, very thin overburden, severely controlled deformation limit and environmental protection. The tunnel had to be excavated beneath and nearby the academic complex area and the zoo, where sensitive facilities exist and animals live in. The tunnel consisted of two tunnels (Tunnel A and B) with the length of 1,415 and 1,440 m, respectively. The overburden thickness was in the range from 10?30 m. The standard cross-section and the one with invert arch were 79.5?81.5 m2 and 92.1?93.3 m2. The excavation took 21 months from September 2003 to May 2005. The construction was based on the concept of NATM. The SITINA Tunnel was the third application of NATM in Slovakia, following the BRANKISKO Tunnel (commenced in July 2003) as the first and the HORELICA Tunnel (in October 2004) as the second NATM practice. To protect the surrounding structures and citizens from tunneling operations, seismic monitoring was performed in association with blasting. The allowable limit of blasting vibration was fixed to be under the particle velocity of 15 mm/sec. The tunnel excavation cleared this limit as expected before construction. In driving through the difficult geological situation the excavation work hit 49 faults, and some of them occasionally caused serious face instability. In principle, the rock formation has been affected by the high hydrothermal effect and the resultant clay filing along faults and joints. The auxiliary reinforcement with the 4?8 m long pipe roofing was needed to protect the vicinity of mining face area. This operation extraordinarily required additional works and time which had not been expected before construction.

Introduction In preparing this paper considerable time was spent attempting to find some upbeat data about the mining industry, so those of us in the field could feel somewhat better about future prospects. Much to my regret, I failed to uncover substantial evidence that our near-term or, for that matter, our long-term opportunities appear all that bright in North America. That is certainly not the kind of assessment anyone likes to hear or accept as even a possibility. Those remarks may, on the surface, appear far too pessimistic. This industry will experience a recovery and most likely will see conditions begin to improve later this year or early next. The kind and degree of recovery, however, will more than likely differ from those experienced in the past. Fundamental Changes Clearly, the fundamentals on a world scale of our business have undergone important changes. In recognizing these fundamental changes, mining authorities believe productivity advances are needed to change the direction mining has taken in recent years. The really tough question is whether increases in productivity will be enough to change the course of events that has dominated the mining sector for the past decade. Before one can provide an honest answer, an appraisal of what has and is happening now is necessary. Here are some changes and events that have taken place that effect domestic mining and will probably continue: • Mineral-rich lesser developed countries (LDCs) in Africa, South America, and Asia-Pacific have reached a point where they have developed the needed mining infrastructure to not only produce at a high rate, but in many instances, at a lower cost than fully developed countries. Just as importantly, these countries, even if they do not enjoy lower costs, will produce for world export with government subsidies because min¬ing products are key in obtaining badly needed foreign exchange. • These producing countries also have the distance advantage of lower labor, environmental, and other important regulatory costs. If that were not enough, these same countries have minerals with considerably higher grade ore and, in some cases, much lower cost accessibility. • Exporting North American commodities is impaired by a dollar that continues to strengthen against other important currencies around the world. There are other impediments to overcome, but these represent some of the realities our industry faces. Can those obstacles be overcome through improving productivity? In the past, this industry has offset the impact of these events to a sizeable degree through innovations of mining techniques, equipment and processes, and by increasing the size of its individual operations to reduce costs. Will further enhancements along these lines be enough to alter this changing balance in the future? While there is no answer, it is apparent that if we do not mount a full-scale assault in some key areas, our prospects will not be encouraging. Productivity improvements throughout the entire chain of the mining industry most certainly rates as a high priority. Every link in that chain from mine planning, equipment selections, and transportation considerations needs to be examined and reexamined to assure the lowest effective cost is developed. Quality, while oftentimes costing a little more initially, is still the most cost effective purchasing decision to make. Regulations Another area of concern is regulations, be they environmental or those that dictate what must or must not be done in running our business. The Yung-Chung-Tunnel in Taiwan, constructed for the Taiwan-East Railway Bureau, collapsed during construction when a water bearing, fractured marble zone was intersected. The inflow was approximately 4,000 liters/second. In spite of 30 relief holes the total inflow into the tunnel remained constant. The pre-excavation grouting through the re-aligned tunnel had to be conducted under extreme flow-conditions. A hot bitumen grouting program was selected for technical and economical reasons out of 13 international proposals. The technical challenges were: grouting under severe flow conditions high formation water pressures to be injected with hot bitumen at high temperatures and pressures The hot bitumen grouting program resulted in a dramatic reduction in the hydraulic conductivity and stabilization of the formation and facilitated a problem-free excavation.

Hydrometallurgical recovery of rare earth elements (REE) from NiMH battery waste can be performed using sulfuric acid leaching followed by selective precipitation as double salt (REENa(SO4)2·H2O) by adding Na2SO4 as a precipitating agent. The formed double salts can then be further converted with NaOH solution to form REE hydroxides. However, present literature has paid little attention to how to minimize the consumption of reagents in this recovery process. In the current study, a process model was built using HSC Sim software, and metamodeling of the simulated flowsheet was conducted with the design of experiments (DOE), after which the basic functionality of the flowsheet was verified by experimental work, starting from sulfuric acid leaching of spent batteries. As the process is based on chemical circulation internally in the process, the objective was to investigate the accumulation of the elements in solution, specifically Na+ , K+ , SO4 2− ions and impurities liberated in the NaOH conversion step. It was found out that metamodeling could be utilized in obtaining first estimate of the process behavior, prior to any experiments. Flowsheet functionality with circulated solution was confirmed, obtaining at best 96.9% La recovery.

Caterpillar has introduced its 5090B front shovel, to work with 40 to 70 st (36 to 63 t) trucks. The new unit replaces Cat’s 5080 hydraulic excavator. The 5090B offers more engine horsepower, higher flow, greater digging forces, higher swing torque, faster swing speed and more drawbar pull than its predecessor. It can also handle larger bucket sizes than the previous model. These improvements enhance productivity and make the 5090B a high-volume material handler for hard rock and aggregates producers.

Numerical modeling was used to design the pillars and bolting plan for a mine with weak roof and multi-seam stress condition. Previous mining experience, pillar/roof yielding and in-situ horizontal stress were considered in the models. By modeling the upper seam yielding and vertical stress transfer, a multi-seam influence zone was obtained. Appropriate pillar sizes were designed for conditions with and without upper seam stress influences. Roof support for the track and belt entries, using fully-grouted resin bolts and cable bolts, was proposed and implemented in the model. The bolting plan was evaluated under the weak roof condition.

The North Shore Connector Project for the Port Authority of Allegheny County involves TBM mining a pair of subway tunnels through soil and rock under the Allegheny River and a narrow city street. Along the tunnel alignment are a historic building on shallow foundations and modern buildings on deep foundations, one constructed directly over the alignment during the latter phases of design. This paper provides an overview of the general site conditions, and technical basis for excavation support and tunneling decisions. Deformation limits, ground improvement, monitoring and mitigation plans, geotechnical baseline report development, and risk management will also be discussed.

Dumper operators are frequently exposed to whole body vibration (WBV) in surface mines. Surface mining activities involve the amalgamation of comparatively high intensity of vibration and extended exposure durations. Efficient risk reduction mandates knowing of important phases of a task that poses a threat to health of dumper operators. So far in India very limited studies have been reported on WBV exposure with regard to surface mines. This paper evaluates WBV of dumper operators based on ISO 2631-1:1997 Standards and European Union (EU) Directive 2002 for different phases of job cycle. Six dumpers were considered for this study and the vibration measurements were made for all the four phases of the job cycle by placing the triaxial accelerometer on the operator’s seat-surface and at the seat-back, independently. The findings of the study revealed that the haulage task (loaded travel and empty travel) remains the chief contributor to vibration exposure according to seat-surface and seat-back measurements. Maximum frequency weighted root mean square (RMS) of 1.12 m/s2 and 1.09 m/s2 were reported for empty travel task for seat-surface and seat-back measurements, respectively. For seat-surface measurements based on RMS, Z axis remains as the dominant axis of vibration for all the dumpers during haulage task, whereas for seat-back measurements, the dominant axis varies between X and Y. Exposure action value (EAV) based on RMS has exceeded the threshold value of 0.5 m/s2 for all the dumpers during loaded travel and empty travel for seat-surface as well as for seat-back measurements.

This study provides an effective determination process of the interface microstructural parameters in the numerical modelling of the mechanical interaction between two different geomaterials involved with frictional-bonded interfaces, such as the interaction between backfill columns and the surrounding rocks, or the soil-structure interaction, by using the coupled finite-difference and discrete-element (FD-DE) method. Three-dimensional numerical direct shear tests were conducted on the coupled FD-DE model of the combined rock-cemented rockfill (R-CRF) specimens with the frictional-bonded interface. With the microstructural parameters determined, the macro-mechanical properties of the interface of the coupled model were calibrated to well fit with the theoretical values of the combined specimen under the direct shear condition assumed according to the Mohr–Coulomb strength criterion. Evident elastoplastic shear behaviour was observed on the interfaces, and excellent agreement was attained between the shapes of the theoretical and simulated shear stress-displacement curves of the coupled models at different servo-controlled normal stresses. Particulate-scale force chains inside the DE model of the CRF specimen were highly consistent with the force contour on the FD model of the rock specimen, demonstrating the shear stress evolution of the coupled model at different shear displacements. Parametric studies verified the effects of the deformation properties of the interface parallel bonds on the shape of shear stress-displacement curves of the coupled models. The test results validated the feasibility and rationality of the coupled FD-DE method for modelling the combined specimens with frictional-bonded interfaces or joints. Furthermore, this study provides valuable numerical modelling experience for investigating the shear behaviour at the interface between cemented backfill columns and surrounding walls by using the coupled FD-DE method.

Machine-related injuries are one of the major safety concerns in underground coal mines. Severe injuries and fatalities occur when a miner is struck, crushed, or pinned by mining equipment such as a continuous mining machine (CMM), shuttle car, or a scoop. Proximity detection systems (PDSs) have been applied in mining to reduce these types of injuries and fatalities. All of the PDSs that are currently approved by the Mine Safety and Health Administration (MSHA) for use in underground coal mines are magnetic-field based and could be affected by metallic objects such as trailing cables. Researchers from the National Institute for Occupational Safety and Health (NIOSH) investigated the influence of trailing cables on the performance of PDSs. In particular, the magnetic field coupled from proximity system generators to a de-energized trailing cable was characterized. The results show that significant energy can be coupled from the proximity system generators to a trailing cable when there is a closed loop in the cable. The effect on PDS performance from the magnetic field radiated around an energized trailing cable was also quantified for different current amplitudes in the cable. It is shown that the magnetic field caused by the electric current in the trailing cable mainly consists of a 60-Hz signal and its harmonics which causes little interference to the PDS. The results presented in this paper can help PDS manufacturers to design better systems that are more immune to these effects.
