"PROJECT OVERVIEW Crossrail, Europe’s largest construction project, will increase London’s transportation capacity by 10% when it opens in 2018. The Crossrail scheme is a combination of surface and underground railway that stretches 118km east-west through central London from Reading, Berkshire and Heathrow airport in the west to Shenfield, Essex and Abbey Wood in the London Boroughs of Greenwich and Bexley in the east. Crossrail will serve 40 stations, ten of which are new, and bring 1.5 million people within 45 minutes commuting distance of London’s key central business districts. 21km of the Crossrail route comprises twin-tunnels beneath the heart of central London. It is the central section of the route, and the challenges that had to be overcome to construct its tunnels under the historic capital that forms the subject of this paper. The route of the Crossrail tunnels can be seen in Figure 1. These tunnels weave their way through the city’s underground landscape, linking eight new underground stations which connect to the existing London Underground network, providing interchanges with nine existing lines as well as the National Rail and Docklands Light Railway networks.Crossrail began construction of enabling works in May 2009 and launched the first of eight tunnel boring machines (TBMs) in May 2012. 42km of major tunneling work was completed in May 2015, and included 11km of sprayed concrete lined tunnels at the five mined stations (Bond Street, Tottenham Court Road, Farringdon, Liverpool Street and Whitechapel) in addition to the bored tunnel sections. The remaining three sub-surface stations at Paddington, Canary Wharf and Woolwich were constructed as large open boxes prior to the TBMs passing through. Crossrail, Ltd. is a special purpose company formed by the project’s joint sponsors, Transport for London and the Department for Transport, to manage design, construction and commissioning of the project. In 2009, Crossrail engaged Bechtel Ltd. as its delivery partner and a joint venture, Transcend (comprised of CH2M, AECOM and the Nichols Group), as its programme partner. The project is being managed by an integrated programme management team which is staffed by Crossrail and its partners. The railway, when opened, will be operated by Rail for London. With tunneling completed in accordance with the project’s master control schedule, the new railway is scheduled to commence dynamic testing in late 2017, with a phased opening of the tunneled sections and stations through Central London in 2018."

? A helper stands beside a continuous miner as the operator is at the controls. The operator means to push the stop button but hits the drum rotation start button by mistake. The drum begins to turn and the bits catch the helper's clothing. He is thrown violently to the ground and suffers multiple contusions. ? A farmer's wife helplessly watches her husband drawn into the claws of farm machinery while she frantically and unsucessfully searches for the control to stop the machine. ? A mechanic on the night shift replaces plugs in the lubrication systems of all three engines of an airliner following routine maintenance. In doing so', he fails to notice that "0" ring seals have not been mounted on the plugs. A few hours later, as the fully loaded airliner is cruising high over the ocean, oil pressure on one engine drops precipitously. The pilots quickly shut down the engine and turn for home. Almost immediately, the two remaining engines lose their oil and fail.

M.S. Azun The authors' paper did not explain the facts and reasons why state companies are established and what their role is in international industrial mineral trading. Also, I do not agree with the conclusion implying that the main goal for state companies is to capitilize natural resources. Almost all state companies are founded by certain laws and their activities are arranged by state regulations. Their only aim is to operate mineral deposits for their people and to protect the rights of the people. Although some ore deposits, such as nonstrategic or small, may be exploited by privately owned companies, the state has the right to control the operation and production. Activities of state companies may or may not be widened because of the character of the deposits and the importance of the mineral market involved. For some countries, although governments may occasionally change hands, the policy of the mineral trading system is not affected by this change. There is no doubt that any government desires to make more earnings to increase GNP, when it is involved in operating and trading mines. It wants to produce and sell the finished products, instead of unprocessed ones, if possible. When it is known that some mineral deposits are relatively rare, such as Turkish boron deposits, the government can nationalize the mines to control production and affect the market. If there is an abundance of a certain mineral in the market, the government can cut production and set a floor price, such as Canadian potash. Also, when production of a specific mineral is unique, such as Turkish chromite, the price of such mineral may be set by correspondant government. One may add that if some governments with their state companies produce a certain mineral in a larger amount, they may decide to establish a cartel to protect their production and price. These are the facts followed by government-owned state companies and partially government-owned companies. The reason being charge of many deposits by the state companies is always the same: "protect" the mineral rights of the people.

This paper discusses the overall challenges to construct a two-lane highway tunnel located in southwestern Colorado on U.S. Highway 160 for the Colorado Department of Transportation by the Kiewit Western Company. The purpose of this project is to provide the excavation and temporary support for a highway tunnel 280 m (916 feet) long. The tunnel cross section is 14.3 m (47 feet) wide by 8.5 m (28 feet) high, 105 m2 (1,130 SF).Construction methods include conventional drill and blast excavation with rockbolt and shotcrete ground support. This unique tunnel is being constructed under alpine tunnelling conditions and in the immediate vicinity of active highway traffic.

Historically, as for most reagents used in flotation, the wide-spread use of dialkyl dithiophosphinates as collectors in practical applications has preceded a detailed scientific understanding of how they work. Dialkyl dithiophosphinates are a technologically and commercially important class of collectors used in the flotation processing of Cu-Au, complex polymetallic, and precious metal ores. Plant usage has demonstrated that dithiophosphinates exhibit higher selectivity and flotation rates for Cu sulfides, galena, and precious metal values in the presence of other gangue sulfides, than the traditionally used collectors such as dialkyl dithiophosphates and xanthates. They also have an attractive health, safety, and environmental (HSE) profile. Although dithiophosphinates received little attention in the past in the flotation research community, recently, there has been significant interest in this chemistry, and numerous studies have been conducted to understand the fundamental interactions of dithiophosphinates with several base metal sulfides and precious metals. A critical overview of fundamental studies, laboratory ore flotation, and plant practice of dithiophosphinates is given in this paper. The findings from these studies are rationalized and explained by drawing on concepts and insights from coordination chemistry. A comparison between the interactions with various minerals and metals of dithiophosphinate and dithiophosphate analogues brings out some of the subtleties that seemingly minor changes in collector chemistry can make. The critical overview and analysis given here is useful in identifying gaps in knowledge regarding this important class of compounds. This in turn can provide a basis for the design of studies to advance our understanding of dithiophosphinate flotation performance.

Allis Mineral Systems' GRATE-CAR agglomeration/induration/reduction process is currently being operated to process ilmenite at Tinfos Titan & Iron KS in Tyssedal, Norway. In this process, balled ilmenite concentrate is fed to a traveling grate where pellets are dried and preheated, using fully oxidized kiln exhaust gas. Hot preheated, semi-indurated pellets are fed directly to a ported kiln where reduction of the ilmenite's iron oxide fraction occurs in the presence of lump coal. The reduced pellet sand coal char are discharged from the kiln to an indirect rotary drum cooler. Cooled pellets and char are screened and magnetically separated prior to their further processing in a downstream smelting operation. The pellets are melted and the titanium dioxide and iron are separated. Operation commenced in late 1986.

The need to provide better mine roof support and control in longwall tailgate entries prompted the Bureau of mines to search for a replacement product for wood cribs. Their search isolated steel-fiber-reinforced concrete (SFC) as the most effective replacement. Through successful laboratory and underground mine tests, handmade SFC cribs proved to be a viable and more effective roof support system. However, to ensure wider usage, U. S. Steel Mining Co. initiated a joint development and evaluation program with Burrell Construction Company in order to mass produce SFC blocks of reasonable dimension, weight, and cost. Small specimens and full-size cribs were evaluated during this program to determine their compressive strength and post failure characteristics. After considerable testing and adjusting of various concrete mixtures, a final formulation for the SFC crib blocks was selected. That formulation permitted the construction of SFC cribs possessing a nominal crib strength of 3200 psi (22.1 x 106 Pa) and a nominal modulus of elasticity of 1.0 x 106 psi (6894.76 x 106 Pa). These SFC cribs can support from 3.5 to 14.5 times as much load as a wood crib, depending on the size of the wood crib being replaced. Both laboratory and limited mine tests, conducted by U. S. Steel Mining Co. have shown the SFC crib to be an economical and effective means of roof control.

The experimental results of some wet batch and continuous grinding experiments carried out in a 40 x 40 cm grate discharge ball mill have been analyzed for the variation of the grinding rate parameters, Si, with various operating conditions using a linearized population balance model. The wet grinding tests were carried out under conditions which were very similar to those encountered in the actual practice in plant operation. Well distributed -4 and -20 mesh feeds of two complex pyritic ores were used. The volume-percent solids in the pulp ranged from 30-40, the particle load from 5-8 kg, and the solids feed rate from 70-1 10 kg/hr.

One of the most important applications of material handling engineering technology occurs in iron ore pelletizing plants. Although the total installed value of material handling systems in such plants, as well as in many other modern process plants, is a relatively small percentage of the value of the plants (5 to 10% perhaps), their significance is considerable. Indeed this significance equals that of the more expensive process equipment in the plant, since the failure of any component of any system causes, shutdown of the entire plant. It is because of this increased consequence of failure that design criteria for process plants are more conservative than for conventional material handling applications. A second unique characteristic of material handling technology applied to process plants in general is the variety of materials being handled and the wide range of problems this variety presents. One extreme encountered is the stickiness of filter cake. Here the entire design effort is aimed at keeping the material flowing through transfer points and preventing it from building up on components. Another extreme is the conveying of fired pellets - hard spheres with a very flat angle of repose and abrasive characteristics severe enough to make conventional wear plate materials impractical.

We have searched and analyzed several modern technologies aiming at the best applications of environmental management, the studying of quarrying ? mining as well as the excavation sites ? utilization ? rehabilitation. We have used long-range reflectorless laser surveying systems, so as to achieve the fastest and most accurate surveying of the extractive work sites. We also used them, in order to collect field data, measure distances, surveying monitoring stations and environmental parameters ? data. Furthermore these systems can make the field work quite faster, more reliable and credible and have low cost in collecting data even in dangerous and non-approachable areas. We have used and processed on the field data in G.I.S. applications, in order to create 2-D and 3-D digital ground models. These G.I.S. applications present the existing relief and the management of the final stage of the area. The suggested techniques and works needed, for reclamation and utilization of the areas, could be tried, evaluated and well presented. The evolution and utilization of these ?smart? modern tools for the effective environmental management of quarrying ? mining ? extractive activity sites, will be presented by using case histories from the Hellenic territory.

Comminution represents one of the major costs of mineral recovery from low-grade ores. Efficient mineral recovery in a typical low-grade ore grinding-flo¬tation process depends on grinding the ore small enough to liberate mineralization without producing excessive slimes, which would result in higher power and flotation reagent costs. Size criteria for efficient grinding should be stated in terms of the distribution of mineralization sizes, but as the mineralization-size distribution is difficult to determine, less desirable criteria of absolute particle-size distribution (PSD) are used in practice. Thus, there is considerable incentive to be able to analyze and predict the PSD performance of grinding circuits for control and optimization of the process. Any realistic model of a grinding circuit must account for recycle of oversize material; such oversize recycle adds to the total mill load and limits total production rate. Simulation of such closed-circuit operation to study grind factors affecting total throughput can be done in a straightforward fashion provided recycle calculations can be added to an accurate input-output model of PSD in the grinding mill itself. Such a total simulation of mill performance is of obvious practical value in assessing the practicality and benefits of various over-all mill control schemes and/or modes of operation. For example, considerable interest has been shown in the development of continuous on-line particle-size sensors and such instruments should be an operating reality in a few years. A total closed-circuit PSD model of this type would be invaluable in the utilization of, and in predicting the pay-out from, such an on-line particle-size sensor. The purpose of this paper is to present a new approach to the development of an input-output PSD model of a grinding mill. The model is continuous in the par¬ticle size coordinate, L, and is based on the principle of a particle population balance along the particle size coordinate. For a variety of reasons, the need for automation of underground mining equipment is growing dramatically, e.g., improved safety and health, availability of labor, deeper mines, and desire for more focused excavation. While there has been tremendous progress made in this direction, much needs to be done to reach the holy grail of an autonomous mining machine. This paper reviews a number of technological developments and presents research and development needs for future development. A report on our current project for the Western Mining Resource Center at CSM is included.

The Peñasquito deposit in Mexico is one of the largest grassroots precious metal discoveries to be developed in recent years Minera Peñasquito, S.A. de C.V., a wholly owned subsidiary of Goldcorp Inc. has developed the Peñasquito property to produce an average annual production of 120 kilo tonnes of lead containing 0.5 million oz gold and 30 million oz silver and 250 kilo tonnes of zinc containing 20 thousand oz gold and 1.5 million oz silver.. The Peñasquito property covers a 39,000 hectare area in the western half of the Concepción del Oro district in the northeast corner of Zacatecas State, Mexico, approximately 24°45'N latitude/101°30'W longitude. The sulfide reserves are 1,009 million tonnes containing 3.33 million tonnes of lead, 7.26 million tonnes of zinc, 16.5 million ounces of gold and 1,000 million ounces of silver. This paper describes the work to justify the installation of HPGR to process the crushed SAG mill pebbles. The SAG mill-Ball mill and Cone crusher (SABC) grinding circuit is an accepted grinding circuit to optimize power consumption relative to throughput. The installation of a HPGR to process the Cone crusher product is the next step in optimizing the power consumption relative to throughput. The concern expressed by some on not moving on this change in grinding circuit was the capital and operating cost of a HPGR. The pebbles from the SAG mill can be the more abrasive and are the harder particles of the ore. Goldcorp investigated the wear and processing costs of installing a HPGR to treat the crushed pebbles. The conclusion was the installation would be a very positive economic factor in the operation of Peñasquito. This is the first application of the use of HPGR to process crushed pebbles. Minera Peñasquito and M3 Engineering selected Polysius to provide a Polycom 2417 with twin 3,000 kW drives. A comprehensive test program at Polysius has shown for 7% higher circuit power it is possible to get approx 23% higher tonnage. This coupled with full utilization of the SAG and Ball Mill available energies and with proper control of the transfer size from the SAG to Ball mill circuit there is the potential to achieve 65,000 mtpd per line or a 30% total capacity increase. The cost of power for this increase in grinding capacity is 4.8 kWh/tonne.

In many developing countries, asbestos is still used for friction products, insulation, and asbestoscement products. However, there is very limited modern data evaluating the airborne concentrations of asbestos fibers in operating asbestos plants. We have conducted an Industrial Hygiene survey, using state of the art PCM and TEM analysis, of a Bolivian asbestos cement plant that uses crocidolite during the production of roofing shingles and water tanks. The study is the first to use modern analytical measurements in an uncontrolled asbestos environment. Thus, this study offers insight into the historical airborne exposures at asbestos plants operating before modern dust control measures were introduced or airborne fiber levels regulated. The results suggest that fiber concentrations are far in excess of those for which current models would predict the onset of asbestos disease and mesothelioma. Significantly, the plant and community do not have an elevated incidence of asbestos disease or mesothelioma. Airborne fiber levels during comminution and fiber sizing ranged from 100 to as much as 1,000 f/cc. Fiber levels in the mixing, forming and finishing areas ranged from 0.5 to 9 f/cc. Based on the number of overloaded samples and estimates of their concentration, historical estimates of exposure may be underestimated by an order of magnitude. Also, an excellent correlation (1:1) between the PCM and TEM fiber concentrations (for fibers _0.25 um diameter) were obtained, raising questions about the conventional wisdom that the PCM systematically undercounts fibers. The results of this study further indicate that current models may overestimate the risk of asbestos disease and mesothelioma.

The Meikle Mine is located in the northeastern part of Nevada in the gold-rich Carlin Trend. First discovered in 1989, Meikle is being developed into a 2.2-kt/d (2,500-stpd) underground mine that will open during the second half of 1996. Work has already been completed on the mine’s cooling plant, a necessary item due to the high rock temperature and the hot ground water. In North American mines, there has been little need for refrigerated cooling. Therefore, Barrick needed to draw on experience from elsewhere in the world — particularly South Africa — to meet these requirements. The history of cooling mines using mechanical refrigeration dates back to the 1920s at Morro Velho in Brazil and 1936 at Ooregum in India (Dobson,1940 and Biccard, 1946). From 1940 to 1960, several cooling plants were installed on the deep level gold mines on the Witwatersrand in South Africa. These were followed by similar installations on the mines in the Klerksdorp, Welkom, Evander, Rustenburg and Thabazimbi areas. The first mine cooling plant in Germany was built during 1976.

The chemistry of the element uranium enables industry to employ either an acid or alkaline carbonate leach solution for most uranium ores. Either method my be used for conventional, in-situ, or heap leaching. Uranium recovery in the leaching process depends both on the solubility of the uranium minerals and, on the access of the leach reagent to them. The uranium leaching rate is proportional to the liberated mineral surface area and the chemical reactions involved in the dissolution step. The dissolution of U(VI) and the oxidation of u(IV) to U(VI) are the basic chemical reactions in the leaching process. The active surface area is a function of the effective porosity and the particle size of the ore (1). Ore pieces, with a high porosity and high permeability, may provide a large active surface area even in coarser fractions. This type of ore might be suitable for heap or in-situ leaching techniques. Nonporous and impervious ores are usually more amenable to conventional milling where the active mineral surface is exposed by grinding the ore down to the liberation size of the mineral.

A modeling, simulation and optimization study of a complex industrial fluorspar beneficiation plant (Kadipani, Gujarat, India) with fourteen/ten flotation banks is carried out to find an optimum/near-optimum circuit for the given quality of feed ore. The phenomenological flotation model developed by Mehrotra and Kapur (1974) is used for circuit optimization. Two different optimization problems are formulated and solved. The first optimization problem involves a single objective function, which uses available plant data to estimate the feed-characterizing parameters, i.e., the flotation rate constants, by minimizing the weighted sum-of-square errors between the computed and plant values. The second optimization problem involves two objective functions to obtain several simplified circuits. The number of non-linking streams and the overall recovery of the concentrate, i.e., the acid-grade product, are maximized simultaneously in this problem. The single-objective variant (SGA-II-mJG) of the binary-coded elitist non-dominated sorting genetic algorithm with the jumping gene adaptation, NSGA-II-mJG, is used for the first problem, while NAGA-II-mJG (Guria et al., 2005 a) is used for the second problem. Simplified circuits with a few split streams are proposed on the basis of the present optimization study, which enhance the recovery of the acid-grade product without affecting its quality, for a given total volume of the flotation cell-bank. Even though the optimal solutions have certain drawbacks, they suggest a meaningful direction in using an iterative fitting of parameters to such optimal circuits, followed by re-optimization. Nuclear radiation systems for gauging solids content in process slurries and level in crushers has demonstrated acceptance in ore processing. The use of nuclear radiation for moisture analysis of bulk materials is presently receiving acceptance in beneficiating and agglomerating processes. On the horizon is the use of nuclear activation methods for continuous, qualatative and quantitative analysis of concentrate. The common characteristics of these uses of radiation is the non-contacting nature of the measurement. Unquestionably, this is the dominant reason for acceptance of nuclear methods in level and slurry-gauging. Moisture activation analysis of a product using nuclear methods retain this advantage. However, and: more importantly, they offer new solutions to old problems. The nuclear method in addition to being non-contacting, is non-destructive and provides a continuous measurement of the process variable. The system responds: to the fundamental makeup of matter, mass and elemental composition, not to secondary properties such as temperature, resistivity, or dielectric constant. Measurement is a volume rather than a surface phenomenon, thus the results can provide a truer pricture of the measured variable.

For the first half of the 21st Century the USA will rely on the same mix of fuels as for the past 50 years: Petroleum will cost more and availability will decline as developing nations modernize. Increased use of natural gas for electric power generation will result in severe stress on gas supply. Coal will be the fuel of last resort. More than half the petroleum used is imported, about the same amount as used for transportation. Only coal can provide relief by fueling railroads through electrification while encouraging ‘piggy-back’ trailer haulage, co-generation for manufacturing and expanded passenger service.
