INTRODUCTION "Most people would probably agree that some degree of government control and regulation is essential in modern society, and it will likely continue as an important part of our social organization for the foreseeable future. But most of us tend to be ambivalent about it. In one situation or another we are likely to see government commitment to social benefit programs or regulatory devices either as an expanding encroachment on the freedom of the individual or as an undue interference with private enterprise or with the rules of the market place. But even where there is agreement as to the desirability of government initiatives, either in general or in a particular context, it by no means follows that there will be approval of the mechanisms or procedures used or the means of carrying them out." The above statement is taken from a 1980 Working Paper of the Law Reform Commission of Canada prepared in connection with its study of the exercise of administrative law in Canada and the practices and procedures of administrative tribunals. The Atomic Energy Control Board (AECB) is one such administrative tribunal, and as the federal nuclear regulatory authority, it is responsible for licensing the production, possession and use of nuclear materials, equipment and facilities and enforcing compliance with licence conditions governing the health, safety, security and environmental aspects of the activities involved. Although the AECB was established 35 years ago with the passage in August 1946 of the Atomic Energy Control Act, like many administrative tribunals its role and functions and the regulatory process which it applies have evolved significantly during this period. The changes which have taken place over the years reflect not only the vast scientific and technological developments which have occurred but also the marked differences between contemporary society and the social milieu of the mid-1940s. However, the basic philosophy of nuclear regulation in Canada and the underlying principles of the regulatory process have changed very little. Certainly, the process is far more open in terms of the general public, it has become appreciably more comprehensive and systematic in terms of the depth and extent of both the pre- and post-licensing technical evaluations which are conducted and the ensuing compliance program. Furthermore, it now applies to the whole of the nuclear fuel cycle as well as the industrial, agricultural and medical applications of radionuclides. Nevertheless the following fundamental principles remain unchanged: a. primary responsibility for achieving high standards of nuclear safety and environmental protection in the design, construction, commissioning and operation of nuclear facilities resides with the licensee; b. the credibility of the nuclear regulatory process depends not only upon its technical correctness and practicability, but also upon acceptance by the public-at-large of its perceived effectiveness and efficiency; c. regulatory criteria and principles should be concise, clearly stated and understandable; d. regulatory decision-making should be based upon stated criteria and principles taking into account pertinent scientific and technical facts only; e. fairness and impartiality must characterize all regulatory decision-making; f. the regulatory process should be subject to a comprehensive periodic review and evaluation to ensure that it continues to produce the desired results at justified costs. EXPLANATORY NOTES The mere statement of a set of principles is a relatively simple task. Far more difficult is the explanation of what these principles mean in practical terms. To stipulate that a licensee bears the primary responsibility for achieving and maintaining high standards of nuclear safety and environmental protection may be regarded by some as an attempt by the regulatory agency to evade the responsibilities assigned to it. However, this is not the case. It is unrealistic for anyone to claim that a licensee only complies with accepted norms of public and occupational health and safety and of environmental protection because of the fear of prosecution. "Testing of the roof bolter canopy air curtain (CAC) designed by the U.S. National Institute for Occupational Safety and Health (NIOSH) has gone through many iterations, demonstrating successful dust control performance under controlled laboratory conditions. J.H. Fletcher & Co., an original equipment manufacturer of mining equipment, further developed the concept by incorporating it into the design of its roof bolting machines. In the present work, laboratory testing was conducted, showing dust control efficiencies ranging from 17.2 to 24.5 percent. Subsequent computational fluid dynamics (CFD) analysis revealed limitations in the design, and a potential improvement was analyzed and recommended. As a result, a new CAC design is being developed, incorporating the results of the testing and CFD analysis.IntroductionExposure to respirable coal mine dust can cause coal workers’ pneumo-coniosis (CWP), also known as black lung. If silica is present in the dust, the miner may develop silicosis in addition to CWP. CWP and silicosis are occupational respiratory diseases that are ultimately fatal and have no cure. The only method of prevention is to eliminate exposure to respirable coal mine dust and crystalline silica, or quartz. The occupational exposure limit on a Mining Research Establishment (MRE) basis for respirable coal mine dust had been 2 mg/m3 during each shift that a miner is exposed in the active workings of the mine or in mine facilities. Under recently enacted legislation, this standard was changed in August 2016 to 1.5 mg/m3 for a full working shift (The Office of the Federal Register, 30 CFR 70.100, 2015). When respirable quartz is present, the mine must maintain its average concentration at or below 0.1 mg/m3. If the mine exceeds the 0.1 mg/m3 respirable quartz dust concentration, then the applicable respirable dust standard is reduced, calculated as 10 divided by the percentage of quartz present (The Office of the Federal Register, 30 CFR 70.101, 2015).The sources of exposure to respirable coal mine dust for roof bolting occupations include infrequent maintenance and cleaning of the vacuum dust collection system and operating the bolter downwind — in the return air — of the continuous miner (Good-man and Organiscak, 2003). Recent studies have demonstrated that vacu-um dust collection systems are effective in capturing bolter-generated dust if maintained and operated correctly and if proper face ventilation techniques are used. However, most expo-sure to respirable coal mine dust for a roof bolter occurs when the roof bolter machine is operated downwind of the continuous miner (Potts, Reed and Colinet, 2011; Colinet, Reed and Potts, 2013). Because of this higher exposure downwind of the continuous miner, the roof bolter is often limited to working downwind of the miner only once during a production shift."

Reviewing the development of resin-in-pulp (RIP) technology for the extraction of gold in the world, especially in South Africa and USSR, and the chemistry of interaction between aurocyanide ions and anion-exchange resins. RIP benchtest and pilot plant investigations show that the resin of the weak-base and strong-base can absorb gold in the cyanide pulp and gold can be eluted from the strong-base resin by electro-elution. The possibility of future application of RIP technology in China fa also briefly discussed.

Gold Quarry is a sediment-hosted, epithermal disseminated gold deposit located along the Carlin Trend. Gold, hosted by allochthonous Ordovician siltstones and cherts, is localized at the intersection of structures sympathetic to the major Good Hope and Gold Quarry faults. The magnitude of Gold Quarry was discovered in 1979 by surface exploration and by percussion holes drilled near the Maggie Creek orebody. Four years of development drilling delineated an open pit mineable gold deposit that contains 130 Mt (144 million st) of ore at an average 1.68 g/t (0.049 oz per st) of gold and includes a high-grade core of 46 Mt (51 million st) that average 2.64 g/t (0.077 oz per st) gold. Milling of the higher-grade portion began in 1985.

Researchers at the Bureau of Mines, U.S. Department of the Interior, developed and tested equipment to measure corrosion rates on a commercial-scale mill. Bench-scale experiments were also designed for duplicating ore grinding conditions closely enough that realistic rate determinations can be made in laboratory tests. Rates measured in a laboratory system compared favorably with those measured in the field. Cast steel was found to have corrosion rates in a copper mill and laboratory test cell of 22 and 21 mpy, respectively. Corrosion was found to account for less than 5 pct of the total grinding media wear in the operations studied.

Catalyzed diesel particulate filters (CDPFs) are used for reducing diesel particulate matter (DPM) concentrations in underground mines. The U.S. Bureau of Mines is conducting research on how catalyzed diesel particulate filters perform. Two CDPFs, with two different catalysts, are used on vehicles in two mines. The CDPFs are periodically removed from service and evaluated in the laboratory to determine their DPM collection efficiency, regeneration temperature, and effects on gaseous hydrocarbon (HC) and carbon monoxide (CO) emissions. This report summarizes the results of the laboratory evaluation, and the mines' experience with the CDPFs. Both CDPFs have operated over 2,000 h. One was evaluated after 1,646 h; its collection efficiency at one operating condition was 87.3 pct. After 2,135 h of operation it was removed from service because it was damaged. The second CDPF continues to be used after 2,328 h of service. The laboratory evaluation indicated its collection efficiency decreased after 1,584 h of use and its regeneration temperature increased from 405' C to 420' C. The mines' experiences with the two CDPFs varied. While being used on mine vehicles, both CDPFs became plugged with DPM on a number of occasions because of insufficient regeneration. CDPFs are capable of lowering DPM concentrations in diesel exhaust. They can also lower emissions of CO and HC, depending on the type of catalyst used. In this study, the performance of the CDPFs changed with use. Recommendations are given in this report for proper use of CDPFs in mines.

Copper has been mined in the Philippines since at least as early as the Ming dynasty (1368 A.D. to 1644 A. D.). The principal source areas of this early production were in Camarines Norte (Paracale), in the Mountain Province, which now boasts the largest number of Philippine porphyry copper deposits, in Masbate and in Surigao, The Spanish Era began in 1521. Although they were primarily interested in gold, the Spaniards operated several copper mines including the San Remigio mine on Panay and the Lepanto mine in northern Luzon, beginning in 1842 and 1865 respectively. Prior to World War II most of the Philippine copper production was supplied by these same two mines together with the Hixbar mine, Rapu Rapu Island which began operation in 1939. The Hixbar and San Remigio mines are cupriferous pyrite deposits and the Lepanto is a vein-¬form replacement deposit (Kinkel et al. ,I 1956). No significant copper production was derived from porphyry copper occurrences prior to world War II.

Mine planners must select a single pit for design with the knowledge that the grades on which this selection is made are uncertain. This uncertainty is often ignored through the use of deterministic models of grade. This makes the mine planner?s job simpler but does not necessarily lead to the ?correct? or ?best? selection. Grade uncertainty is typically modeled with conditional simulation, which generates multiple possible realizations of grade that are equally probable (or improbable). M ethods for incorporating grade uncertainty into mine planning to date have either been perceived as being too complicated, not accessible or too time-consuming. This paper proposes a simple and efficient modeling approach to incorporating conditional simulation into pit optimization, which would be able to be applied in currently commercially available software. An example for R esolute M ining Ltd.?s Syama gold project in M ali shows the range of ore, grade and value outcomes associated with generating pits through a variety of methods.

Qualitative and interpretative information as obtained from geological and/or geophysical studies, in addition to precise measurement, is incorporated into the estimation process through an indicator variable. The indicator conditioned estimator is formulated as a cokriging and its expression is data value dependent as opposed to that of the traditional kriging estimators. The solution of the dual cokriging system pro-vides simultaneously an estimate of the unknown and an estimate of the conditional probability that the unknown belongs to a specific population or class. Being an unbiased and minimum-error-variance estimator by construction, the indicator conditioned estimator is better in the least square sense than the ordinary kriging estimator because it uses additional information carried by the indicator data.

The Royal-Mountain King Project is 7.2 kilometers (4.5 miles) northwest of Copperopolis, California. Reserves of 8,250,000 t (9,100,000 st) at 2.32 g/t (0.068 oz/st) gold will be processed at 2500 t/d (2750 st/d) from three pits. Production is scheduled to begin the first quarter of 1989. District geology consists of northwest trending sequences of Jurassic meta-sedimentary and meta-volcanic rocks. Three ore bodies are located along the Hodson fault which trends northwest and dips 40 degrees northeast. The Gold Knoll and North Pit ore bodies are hosted in carbonate and silica altered meta-volcanic rocks whereas the Skyrocket ore body is hosted in quartz stockwork zones in meta-sedimentary rocks. Gold is present as inclusions and micro-veinlets in pyrite.

This paper presents a case study of two major Australian infrastructure projects that used digital engineering to facilitate design delivery: WestConnex Project (Rozelle Interchange), and Sydney Metro West (Eastern Tunnelling Package). The paper presents project overviews and building information modeling (BIM) execution and focuses on modeling techniques, software utilization, data management strategies and how the digital models helped the design-build team mitigate impacts to schedule by identifying clashes between disciplines before the execution of work. Finally, it demonstrates the positive and transformative impact of digital engineering on the design and construction of large underground infrastructure projects and highlights its role in asset management throughout the project lifecycle.

Kaiser Resources Ltd. operates a coal mining complex in Southeastern British Columbia. A large surface mine, a conventional underground mine, and an innovative hydraulic underground mine are presently in operation. The products of these mines are fed to the Elkview plant. This coal has to be prepared to 9. 5% ash and 6'o total moisture for export from the port of Roberts Bank near Vancouver, British Columbia to Japan at a rate of 4. 5 Mltpy. The moisture requirement for the coal product was recently increased to 8. 0% total moisture. The entire operation has been described in various publications (1), (2), (3). Details of the venture will not be repeated in this paper. In this paper we hope to describe the modifications made to the original coal preparation plant in order to satisfy market requirements for quality and quantity of coal.

1.1 The purpose of this paper is to show the way by which estimates are made of the tonnage and grade of iron ore and taconite reserves of Minnesota. 1.2 The procedures include those of estimating the open pit reserves of: (a) Natural iron ore, and (b) Taconite 1.3 The methods of estimation which will be discussed are primarily based on the information from exploring iron ore deposits. They consider the geology of the deposit as well as the contained mineral of potential value. 2.0 Some geologic, engineering, and economic principles. 2.1 Ore 2.11 "In the broad economic sense, and from a legal standpoint as well, ore is mineralized rock, which under appropriate conditions of time, space, technology, economics, and politics, can be mined, processed, and made to yield a saleable metal , or other mineral products at a profit."(Parks, 1957) Stated differently, metallic ore is rock material from which presently known methods of beneficiation, a merchantable concentrate, suitable for use in the manufacture of metals at a profit, can be produced. Crude ores as low as 0.38% metal, as in the case of copper and even lower in the case of the precious metals.

The Nuclear Regulatory Commission (NRC) regulation 10 CFR 60 requires that the ventilation system for the geologic repository be designed to: (1) control the transport of radioactive particulates and gases, (2) assure continued function during normal operations and under accident conditions, and (3) separate the ventilation of excavation and emplacement areas. The ventilation system design should take into account thermal loading; maintenance of the retrieval option and-the separation of the development and emplacement ventilation circuits. An analysis was performed by NRC's contractor, Engineers International on the ventilation system design described in the Department of Energy's conceptual design for Nevada. The ventilation analysis is of a preliminary nature. The conclusions presented in this paper reflect the views of the authors and may not represent the views of the NRC. In this analysis, available Nevada Nuclear Waste Storage Investigation (NNWSI) ventilation design information was reviewed and a ventilation network analysis was performed.

The consistent occurrence of organic carbon early in the paragenesis of Mississippi Valley-type sulfide deposits suggests a genetic link between organic carbon and the sulfide ores. Reduction of sulfate in the mineralizing solution by organic carbon at the sites of mineralization is commonly proposed as the precipitation mechanism for these deposits, but inorganic sulfate reduction is too slow to be important to the chemistry of the ore zone, and bacteria, which catalyze sulfate reduction at low temperatures, are not known to survive at the temperatures of mineralization. Sulfate reduction with or without bacteria is not consistent with the sulfur Isotope evidence. Sulfur isotope studies also indicate that the derivation of sulfur from hydrocarbon at the sites of mineralization is unlikely. Organometallic complexing may be involved in the transport of metals, but no plausible mechanism for breaking these complexes at the sites of mineralization has been proposed. Reduction of partly oxidized sulfur species in the mineralizing solution by organic carbon at the sites of mineralization is a possibility which deserves further scrutiny.

Despite its great potential utility, ion exchange has only achieved limited application in hydrometallurgy. To a significant extent this is due to the limitations of conventional ion exchange process design as well as the properties of the ion exchange resins themselves. Over the past decade several new ion exchange resins have been introduced with properties that make them potentially very useful for various hydrometallurgical separations. In addition, a novel ion exchange process called Reciprocating Flow Ion Exchange or Recoflo, which has been employed in the metal finishing industry for the last dozen or so years for chemical recovery and effluent treatment, has been shown to offer a number of unique and significant advantages over conventional I.X. technology.

In early March 2011, a 6.2 m (20.3 ft) diameter Rob-bins Double Shield tunnel boring machine (TBM) crossed the finish line in Sochi, Russia. The machine completed a 4.5-km- (2.8-mile-) long section of tunnel that will ultimately become part of the transportation infrastructure for the 2014 Winter Olympic Games. The TBM advanced through difficult ground at aver-age rates of 100 to 120 m/week (330 to 390 ftpw) for contractor OJSC Bamtonnelstroy, a division of the SK Most Company. The section of tunnel will ultimately become a service tunnel for Complex #3 - a section of Sochi?s transportation infrastructure under construction, which includes road and rail tunnels. A second, 10 m (32.8 ft) diameter Robbins Double Shield TBM is currently excavating the parallel 4.6-km- (2.9-mile-) long main railway tunnel using a continuous conveyor system for efficient muck removal. A 13.2 m (43.3 ft) diameter highway tunnel is also under construction. The 6.2 m (20.3 ft) Robbins TBM achieved high rates despite difficult conditions. The tunnels run through mixed ground including massive to completely fractured limestone with clay seams. Some sedimentary rock including sandstone and siltstone is present, along with fault zones consisting of breccias and conglomerates. In May 2010, the machine was stopped after encountering a significant fault zone consisting of broken rock and running soft ground. Field service personnel and crew successfully freed the machine by excavating a bypass tunnel around the TBM, freeing the cutterhead. Following the restart, a combination of continuous probe drilling and ground treatment with cement silicate and foam kept the machine moving forward.

Since the interpolation of exploratory data 1 can be no better than sampling procedures, a series of field experiments were conducted in an effort to determine whether hand-cut channel or core washability determinations best represent continuous miner produced run of mine coal. By obtaining a core drilled to within a few feet of channels taken from an underground face and then overmining both locations; core, channels and run-of-mine coal allocations were obtained from a common sample and all allocations were subjected to identical washability determinations. In order to compare results, basic rules2,3 previously anticipated and later published by the writer were employed. The first rule states that "For any full seam washability determination, the sulfur versus ash function for increasing cumulative specific gravity float coal fractions is linear". The second rule states that "For any full seam washability determination, the recovery versus ash function for increasing cumulative specific gravity float coal fractions is logarithmic".

Mine managers need better information to locate new opportunities and then to assess the effect of their decisions. We are developing the Intelligent Decision Support System (IDSS) and its two major modules, the Pattern Recognition System (PRS) and the Knowledge Representation Subsystem (KRS) to automatically provide the information from monitoring system sensors. So far, we have developed and reported on algorithms that automatically produce accurate time-study reports of continuous miner data from kilowatt sensors at the Deserado Mine, and we are extending the system to accept other types of sensor data input. This paper focuses on AI techniques that improve accuracy of the numerical algorithms in the PRS module. Additional AI work for the KRS module is summarized in this paper.
