Regulation of mineral property valuation methodology by governments and others is due to frauds, condemnation and takings, banking industry problems, and litigation. Definitions of "reserves," "resources," and "qualified person" continue to evolve, along with guidelines to the data and disclosure required to support valuations. A less recognized but vital issue relates to the regulatory acceptability of alternatives to the comparable sales method. Comparable sales generally work well for surface real estate, and sometimes for precious metal deposits, but not at all for most industrial mineral properties. Alternative methods, such as net present value, or a geoscience rating system, often provide better valuations. Yet US regulations dictate comparable sales as the preferred method. The task of convincing regulators of the inapplicability of comparable sales to mineral properties, particularly those lacking reserves, may be as important as the valuation itself.

INTRODUCTION Homestake Mining Co. owns and operates the Bull¬dog Mountain mine near Creede, CO. Lead-silver con¬centrates are produced from ores extracted from narrow veins which dip from 1.04 to 1.39 rad (60 to 80°). An¬nual mill throughput is approximately 90 700 t (100,000 st). Ore shoots average 2 m (7 ft) in width and the ore is often weak, muddy, and poorly consolidated. Walls can be either strong or highly fractured along the strike of the veins. Cut-and-fill methods were initially selected to mine the deposit and considerable overhand mining occurred during the initial stages of the mine. Because of un¬stable ground conditions, mine management recognized that other methods would have to be employed. Undercut-and-fill mining was adapted to extract the loose ore from narrow veins and is presently the primary method used. Approximately 80% of the annual pro¬duction is extracted by this system. Loading ramps are positioned along the strike of the vein on 90-m (300-ft) intervals to allow for 45-m (150-ft) long cuts in each direction from the extraction raise. This interval was selected for efficient slusher operation and stope cycling. Loading ramps rather than chutes were selected for ore movement into 4.5-t (5-st) Granby-type cars because of extremely sticky ore conditions. Mined-out areas are filled with deslimed mill sands. Sand is pumped from the mill into two mine storage dams where the water is decanted. Each dam has a 544-t (600-st) capacity. Sand is pumped into the mine at a 30 to 40% slurry through 2195 m (7200 ft) of 51-mm (2-in.) thick wall pipe. When called for, sand is reslurried within the dams to a density of 55 to 65% and pumped to the particular mine opening requiring fill. Dry cement is added to the slurry prior to pumping. The capacity of the mine fill system is 20 t/h (22 stph). DEVELOPMENT Vertical development below the main adit level oc¬curs on 61-m (200-ft) intervals from an internal winze. Main haulage drifts or laterals are 2.7 x 2.7 m (9 x 9 ft) in section and driven parallel to the vein structures. Ground conditions generally dictate that better progress can be realized in the footwall than in the hanging wall. A distance of approximately 21 m (70 ft) is maintained between vein and drift openings to accommodate a smooth 18-m (60-ft) radius curve for crosscuts which are driven on 91-m (300-ft) intervals. Approximately 18 m (60 ft) of tail room is driven past the vein inter¬section to accommodate train loading. Ore and waste are hauled using diesel or electric driven locomotives operating over 18-kg (40-Ib) rail [762-mm (30-in.) gage]. Loading ramps are established above each crosscut¬ vein intersection. Scram drifts are then driven in the vein to determine the width and grade of the ore. If a prior decision to mine the block had been reached, then the scram is driven only far enough [about 12 m (40 ft)] to establish a drawpoint and scraper tail room. In most cases, the drawpoint is a 2.1 x 2.1-m (7 x 7-ft) cutout driven about 2.4 m (8 ft) into the footwall. On the level above, a raise bore station is established in the footwall to one side of the crosscut-vein inter¬section. The station is of sufficient size to accommo¬date a Robbins 41R raise boring machine. Support for the station is accomplished with 1.2 and 1.8-m (4 and 6-ft) roof bolts and wire screening. Once completed, a 152-mm (6-in.) concrete slab is poured and the raise drill set in position to center the 1.5-m (5-ft) diam hole approximately 1.8 m (6 ft) from the vein footwall. A 229-mm (9-in.) pilot hole is then drilled to the scram cutout below and reamed back to full diameter (see Fig. 1). STOPING Initial mining in a typical undercut-and-fill stope be¬gins from the top of the borehole. The initial cut can be either immediately beneath the track level or the old scram drift depending upon the particular situation. Cuts vary but are generally 2.4 to 3 m (8 to 10 ft) high. Support is accomplished by square-set timber, overhead caps, or roof bolts and screening depending upon ground conditions. Once the initial cut is removed, underhand timber and screen is installed and cemented sand fill placed. The stope is then ready for undercut mining. Prepara¬tion work begins with sinking 4.5 to 6 m (15 to 20 ft) on the borehole plus cutting a slot to the vein. As sinking progresses, hanging sets are installed to provide man¬way and service facilities. Hanging sets 1.7 m (5 ft 8 in.) long and 1.6 x 2.2 m (5 ft 4 in. x 7 ft 4 in.) in section are installed with steel hangers similar to shaft sets. Framed 203 x 203-mm (8 x 8-in.) timbers are made up in advance and shipped to the stope during sinking operations. When manway and service facilities are completed to the floor of cut to be mined, generally 3.65 to 4.3 m (12 to 14 ft) below the previous sand fill, the ore is removed to the hanging wall plus a round each way along the vein. Levelers or long stringers are then installed over the raise opening to support the work deck, slusher, and grizzly opening. All waste and ore from the sinking process is fed by gravity to the raise (see Fig. 2). Once the stope is equipped, mining pro¬gresses outward in each direction from the grizzly open¬ing. Stope equipment consists of 907 kg (2000 lb) pull air tuggers, timber skips, 11-kW (15-hp) ventilation fans, 15 to 22-kW (20 to 30-hp) electric slushers, 762 to 1270-mm (30 to 50-in.) scrapers, 67-mm (25/a-in. ) jackleg drills, as well as other drilling and blasting supplies. In narrow stopes [generally less than 2 m (7 ft) wide], no support is required for the underhand caps of the previous fill. Where wide sections in the vein occur, segment braces are installed beneath the caps to insure that the sand support cannot slip away from the hanging wall. Most modern crushing and grinding facilities are automated to some degree. Some, of course, have a very minimum of automatic control whereas others utilize very complex control equipment. However, with very few exceptions, the re has not been a new basic control philosophy applied in this field in the past seven years. The philosophy has been broadened in scope and applied to larger plants, some of them with data logging and so- called computer control, but almost always the same tried and proven basic control philosophy is the basis for the control system. New types of control devices to better implement the automatic control have been developed and are continuing to be developed. These devices and their application will be explained and the advantages and disadvantages of each will be discussed. Automatic lubrication of plant equipment is most essential, but this paper will not cover these systems. The use of data logging and computer analysis of the data obtained is fairly recent and it is hoped that by careful analysis of this information that new and better basic control philosophy will be forthcoming. This paper will describe the basic philosophy applied in its simplest form to several types of crushing and grinding equipment, and it will describe how it is being expanded to more complex systems. Some of the economics with regard to first cost, return on investment and maintenance will be covered.

The town of Tayoltita, Durango is located at the bottom of the 2000 m. deep Rio Piaxtla canyon on the axis of the rugged Sierra Madre Occidental mountain range. Throughout most of the year access to the town is restricted to travel by mule or STOL aircraft. Silver and gold have been produced from epithermal veins in the north side of the canyon since 1757. During the last seventy-three years more than 4,588,000 kg. of silver and 76,322 kg. of gold have been produced from approximately 6,000,000 metric tons of ore. The Tayoltita mine is developed within a fault block bounded by normal faults which strike north-northwest and have opposing dips. A thickness of at least 1300 meters of late Cretaceous or early Tertiary volcanic rocks is exposed in the mine. These range in composition from andesite to rhyolite. Andesite predominates in the upper 750 meters of the section. The volcanic rocks were passively intruded by quartz-monzonite and andesite stocks during middle (?) Tertiary time. Mineralization spatially and temporally (?) related to the stocks occurs along the east boundary fault and in intersecting footwall fissures which strike east-west and northeast. Ore was deposited over a vertical range of up to 600 m. prior to tilting of the volcanic rocks 35 to 45° to the east. With few exceptions, the ore bodies are found within the lower 400 to 500 m. of the andesite. Argentite (acanthite), stromeyerite, jalpaite, electrum and native silver are the principal ore minerals. They occur in gangue composed of one or more of the following: quartz, calcite, bustamite, adularia, chlorite, and albite. Base-metal sulfides make up less than 1.5 percent by weight of the ore.

"The seventh annual Mineral & Metallurgical Processing Division (MPD) student poster contest was held last February at the SME Annual Conference & Expo in Phoenix, AZ. A total of 21 students entered the poster competition. The students were required to submit one-page abstracts, which were reviewed by the judges, after which they prepared posters to display their work. A panel of judges went to each student and listened as the student explained his/her research in five minutes.The students worked hard at their research and then set aside time to complete all the necessary steps to enter the competition. Recognizing the effort required to participate, the MPD provided monetary rewards to all participants. First place received $1,000; second, $500; and third through seventh, $200. All remaining entrants received $100 each. The winners have their abstracts published in this issue of Mining & Metallurgical Processing. As in past years, there were separate levels of competition for undergraduates and graduates.Now for the winners:Graduate winnersJoseph Halt won first place for research on the use of additives to starch binders to create iron ore pellets. Vivek Agarwal received second for working on using solvent extraction to concentrate lanthanum. Jordan Rutledge placed third for utilizing tannins to depress calcite in fluorite flotation. Fourth through seventh places were Vu Truong, Jacob McDonald, Hunter Sceats and Doug Schriner.Undergraduate winnersLaura Nugent won first place for using high-frame-rate cameras to follow bubbles as they moved from the pulp to the froth in flotation cells. Taylor Graham earned a second-place finish by researching how to acid leach low-grade manganese carbonate.Although its cliché to say everyone’s a winner, everyone can benefit from attending the MPD Student Poster contest. All the students were able to display their work to potential future employers, and industry professionals could talk to the up-and-coming engineers. Pellets are the preferred ironbearing feed for blast furnace ironmaking. Starch has been proposed as a binder because it has good adhesive properties, does not contaminate pellets and is relatively cheap. However, starch binders typically lead to weak pellets with rough surfaces, and these can cause high levels of dust within process equipment and when pellets are handled and shipped (Halt and Kawatra, 2014). Our research shows that by adding a small quantity of other additives, pellets made with starch binders become smooth and strong. The newly designed binder leads to significantly lower levels of fines when pellets are handled."

Methane drainage on a mine-wide scale is a relatively new technology to South African coal mines. Shallow seams and apparently low methane contents have been assumed to result in less methane problems than experienced in other countries. The introduction of deeper mines however, has now resulted in methane drainage taking on a higher priority. Methane contents in the region of 12 m3\t have resulted in one colliery introducing drainage as a ventilation support. Although a low seam permeability initially indicated reduced potential for drainage, early borehole flows of 90 m3\m\year have since increased to 450 m3\m\year. Rapid inflow of methane into goafs and sealed areas from seams surrounding the main production seam at another colliery have warranted extensive evaluation of the methane properties of these seams with the projected introduction of predrainage from surface. Methane pressures in excess of 1000 kPa and contents in the region of 10 m3\t again give methane volumes suitable for drainage. Coal seam drainage ahead of mining is becoming more significant and is likely to see an increase in the near future. INTRODUCTION Methane gas is an everpresent hazard associated with underground coal mining. Safe working levels of methane in the mine atmosphere are normally maintained by ventilation practises, ensuring sufficient dilution of the gas. However in some cases the ventilation must be assisted by methane drainage, either from the mined seam, or from adjacent seams and strata, or from goafed areas. South African collieries have practised only limited methane drainage until now. Relatively shallow mining depths, and apparently low in-seam methane contents have been assumed to result in fewer problems with methane than are the normal for other countries. This is now being shown to not necessarily be the situation. Work carried out by the Coal Mining division of COMRO (Cook and Erwee, 1991) indicates South African production coal seams have very similar methane retention properties to those of coals in other countries, with seam gas contents of up to 12 m3/t. This awareness, as well as greater mining depths, and higher degrees of mechanisation, has resulted in higher priority being given to methane emission problems throughout the industry. Increased levels of safety, as well as possible commercial applications, are the main reasons for the interest now being shown in methane drainage. Not only is there possible applications in the present production coalfields, but South Africa has vast areas of coal reserves which are presently non-mineable, now being seen as possible alternative energy sources. Limited methane drainage is practised within the industry, but only on collieries that have identified specific methane problems that can be alleviated by drainage. Historically this has been restricted to surface drainage of longwall goafs, reducing emissions onto the faces. More recently, horizontal in-seam holes have been drilled, until now for bord and pillar sections, but the results are being evaluated for later application to shortwall faces. Adjacent seams pose problems at some sites and vertical and cross measure boreholes are now being considered.

"A spatially-discretized heap leach simulation model was developed within the GoldSimTM modeling framework for the Coeur Rochester Mine, Nevada. The model is being evaluated by Rochester as a means of improving forecasting of silver and gold production on an actively loaded valley fill heap leach facility. Optimization of future heap leach operations and crusher product size is also being evaluated with this software. Simulation modeling incorporates metallurgical data such as mine planning, particle size distribution of placed ore, stacking plans, pad geometry, and leaching dynamics. The heap leach model is represented as a discretized matrix with lifts providing vertical separation to form 19,840 spatially discrete cells. Each cell is quantified with regard to ore properties and metal content. The model tracks solution and cyanide-complexed silver and gold within each cell as a function of time based on pad operations, unsaturated flow properties, and kinetic rates. Practical heap leach management and daily operation will be discussed as it relates to the simulation and forecasting model. INTRODUCTION The Rochester mine, and associated valley fill heap leach facilities, is an open-pit silver and gold mine located in Pershing County, Nevada. In 2015 Rochester produced approximately 4.6M troy oz silver (Ag) and 52K troy oz gold (Au) through combined cyanide heap leaching of the Stage II, III and IV heap leach pads with recovery via a Merrill Crowe process plant. Rochester is actively stacking and leaching ore on the Stage III Heap Leach Pad. The Stage III pad contains approximately 70M tons of ore in a valley fill configuration and is forecasted to receive an additional 20M tons of ore by the life-of-pad in 2019. The ultimate height of the pad is permitted to be 400 ft above the liner and solution collection system. Approximately 80 percent of the ore loaded on the Stage III pad is produced from tertiary crushing split from two crushing circuits that produce a nominal 80 percent passing 3/8” product. The remaining material consists of run-of-mine (ROM) from off loads of re-mined waste rock stockpiles. Metallurgical testing of the ore indicates low variability in geologic properties and high variability of both Ag and Au extraction rates for the various particle size distributions. Historically the valley fill configuration provided metal forecasting challenges that could not be predicted as the leach pads grew. Forecasting metal production and leach optimization of the Stage III pad became challenging due to the extreme variation in heap leach pad depth, application of available barren leach solution and the variability of Ag and Au extraction rates for the various ore particle size distributions. To assist with understanding and optimizing metal production forecasting with these factors for the Stage III pad, Hatch developed a spatially-discretized heap leach simulation model using GoldsimTM dynamic simulation software. The model incorporates metallurgical data such as mine planning (tonnages and grade), particle size distribution, ore crushing, ore stacking plan, pad geometry, and both leaching dynamics and kinetics to forecast metal production from a consolidated mine plan."

I was very glad to see an article on alkali-silica reactivity of concrete aggregate in Mining Engineering. It is a topic that should be reexamined every 45 or 50 years. The last paper (that I am aware of) that examined this topic in Mining Engineering was Rexford (1950), who, at the time, was chief of the Petrography Section, South Pacific Division Laboratory, Corps of Engineers, Los Angeles, CA. The paper was presented at the AIME meeting in Los Angeles in October 1948. Professor Leming's discussion generally reflects the current state-of-the-art; but it provides no references for more detailed information. I wrote a paper titled "How to avoid excessive expansion of concrete due to alkali-aggregate reaction," which was included in the Proceedings of the Second International Conference on Alkali-Aggregate Reactions in Hydroelectric Plants and Dams (Mather, 1995). In it, I emphasized that it was the hydroxide ion (not the alkali ion) that caused the pore fluid in the concrete to dissolve reactive silica, producing alkali-silica gel capable of taking up water, thereby, causing swelling and rupturing of the concrete. Excessive expansion will not occur unless there is a sufficient amount of potentially expansive alkali-silica reaction product and water. However, this will not occur unless there is a sufficient quantity of reactive aggregate and unless there is a mechanism by which the pH of the pore fluid can get well above the normal value of about 12.6. In many cases it is sufficient that the cementitious medium not only contains portland cement but also contains ground granulated blast-furnace slag (GGBFS) or a pozzolan such as fly ash, silica fume, metakaolin, volcanic glass or calcined shale - any of which may have been included for economic reasons. If, however, the person selecting the ingredients for concrete knows that the aggregate is reactive (with no alternate nonreactive aggregate available) and if the person knows that the only available portland cement has a high alkali content (i.e., more than 0.6% Na2O.; Na2e = % Na20 + 0.658 x % K20), then it becomes irresponsible not to establish what reasonable precaution one should take. Professor Leming suggests using one of the following: 30% Class F fly ash, 50% GGBFS or 7% to 10% silica fume. My view is that one should prepare test specimens with the cement and aggregate to be used and then expose these both with and without at least two dosages of each of the various alternative materials (slag, pozzolan and lithium salts), so that the required dosage. to control the expansion is established. Then, economic considerations can dictate the final selection. I would point out to the author that GGBFS is not a pozzolan and is not an admixture, but, rather, it is a latent hydraulic cement. An admixture is, by definition, a material other than hydraulic cement. I commend him for suggesting that aggregate producers should become more active in knowing about the reactivity of their products and the precautions needed to permit those products to be safely used in concrete.

Introduction A computer program was developed for analyzing drum-type hoists before modifying an existing system or designing a new one. Its use permits the preliminary evaluation of a system before seeking technical assistance from mine hoist designers and manufacturers. The user-friendly program accepts a variety of data and analyzes hoisting systems for any balance state. The program can be used to calculate skip capacity to yield a desired production rate, solve for drum face width, select a permissible wire rope, estimate total horsepower of the hoist plant, and estimate annual power cost. Whether required for a large mining complex or for a relatively small operation, a hoisting system must be carefully designed to ensure the efficient, reliable, and safe flow of material. Because shaft sinking and hoist installation can total between 2.5% and 3% of the cost of opening a deep mine, proper hoist selection is critical. Today's mining engineer has at his disposal the most powerful design and analytical aid ever, the micro- computer. There is, unfortunately, limited software for the study of hoisting systems, unlike that for other materials handling equipment (Manula and Albert, 1980; Prelaz et al., 1964; Bucklen, 1969; Thompson, 1985). HOIST reduces a time-consuming set of calculations to a concise package of interrelated subprograms. A literature review revealed no common-user pro- grams to analyze hoisting systems, although at least four major hoist designers/manufacturers/installers have their own in-house programs. To provide a tool with which the mining engineer could preliminarily analyze a materials hoisting system or could check the calculations of a hoist contractor, a computer program was developed. HOIST was written in BASIC for the IBM-PC for ease of program adaptation and to en- courage field use on compatible systems. Details of program development are omitted, since the basic principles of hoisting analyses are relatively straightforward, simple, and readily accepted (Har- mon, 1973; Nordberg, n.d.; Adler, 1957). Program features, intended usage, and benefits of the com- puterized solution are emphasized over theory development and mathematical rigor. Background The mine hoist system that is selected and installed at a mine is the "lifeline" of that mine, with installations lasting 20 years or more. Thorough study is warranted to ensure that productivity demands are met at a minimum cost per ton. The increased cost of a large, powerful, high-speed hoist must be offset by increased production to justify its selection. To optimize this tradeoff, an extensive hoisting analysis should be performed. The analyses to properly size the skip (or cage ) , the drum, and the hoist drive are conducive to computerization, permitting rapid evaluation of changeable operating and design parameters, such as velocity, acceleration, state of balance, and productivity demand. The program is particularly useful in conducting sensitivity trials, such as investigation into the effect of change of productivity on skip capacity and on horsepower of the hoist drive. HOIST is currently limited to the study of drum-type hoists with cylindrical drum(s). However, only minor changes to the program would permit analysis of friction hoists and conical drum configurations. Model development and testing The program is based on accepted equations and physical relationships. Examples of manual calculations formed the basis for decision points and program branching. Data is input in the order that it would be needed if the problems were solved manually. The choices are arranged likewise. HOIST was developed in sections, with manual solutions performed to check program logic. The testing became more rigorous as sections were completed. Output from one section becomes input for following sections, as appropriate. The simplified flow diagram of HOIST is given in Fig. 1.

Discussion by F.W. DeVries Comments on natural cyanide attenuation. The paper by Botz and Mudder in the November 2000 issue of Minerals and Metallurgical Processing had one disappointing aspect. Table 1 (p. 229) failed to include a significant species - neutral copper cyanide (CuCN). This compound has been most trouble-some in many plant-scale cyanide cleanup processes, includ- ing acidification-volatilization- reneutralization (AVR), hy- drogen peroxide cleanup and air/SO2 cleanup. It has also plagued many pilot efforts to use ion-exchange (IX) resin technology. This author elucidated the concept that, under some conditions, copper cyanide failed to precipitate out of treated effluents and appeared to exist as a filterable colloid that reported as copper and cyanide, with the latter measured as WAD (weak-acid-dissociable) cyanide in that analytical method. The concentrations measured were very near the levels of 0.2 ppm, often the regulatory limit for WAD cyanide. The copper concentration, using the 1 : 1 ratio for this com- pound, would then be more than 0.4 ppm, which could also be unacceptable. We discovered that it was unsafe to assume that the Cu(CN),- would surrender both cyanide ions simultaneously and allow cupric copper to be removed subsequently as, say, cupric ferrocyanide (Hatchett's Brown). This compound could be ignored as safely as the "iron blues," as essentially an inert solid, stable in geologic time if not exposed to sunlight. Under poorly controlled oxidation of the cyanocuprite ions (copper with four, three or two cyanides complexed to the copper), CuCN could well be formed and could not be assumed to precipitate out as a solid. The authors of the paper, by failing to include the CuCN species in their model, may have left users of the model prone to ignore the possible occurrence of the colloidal(?) form in the discharge, thus finding an effluent that failed to meet regulatory limits. (See addendum below.) This somewhat ephemeral material may well have been responsible for some large-scale failures of cyanide destruction technology to succeed at sites in North America and elsewhere. Two specific references alluding to this occurrence may be found: Griffiths et al., 1987, "The detoxification of gold-mill tailings with hydrogen peroxide," Journal of the South African Institute of Mining and Metallurgy, September, p. 282. DeVries, 1989, "Improved understanding in detoxification of cyanide leach liquors using peroxide" Rand01 Gold Conference, Sacramento CA, p. 15 1. It is advisable for workers in this area of cyanide removal or recycle to avoid assuming that CuCN will, with certainty, precipitate out of solution, or that the dicyanocuprite ion will part simultaneously with both cyanide ions and allow cupric copper to be dealt with by other reactions. One further piece of work may be incomplete. That is, a definitive study of the long-term behavior of CuCN that does precipitate when exposed to other compounds present in neutralized tailings. Addendum. The extremely complex reaction of cupric ion on cyanide- which, of course, results in oxidation of cyanide to cyanate, probably through the intermediate stage of forming cyanogen [(CN)2] from oxidation of HCN with its hydrolysis to cyanate and cyanide ion - involves two cyanide moieties and the reduction of the cupric ion back again to the cuprous state. This, then, can form the CuCN potential "solid" that was already the undesirable species. Part 2 of this article continues with a discussion of features that distinguish contemporary investment analysis in mining from earlier methods. Part 1 traced the evolution of evaluation methodology from the traditional and discounted cash flow methods to the present. Quantitative investment models of the past 20 years played an important role in mine evaluation, but a new integrated approach to mine investment decision-making is now developing because of growing economic, technical, and political uncertainties. One of those uncertainties -inflation-was discussed in Part 1. Increased Risk At a time when mineral production technology and analytical evaluation tools have never been more sophisticated, it may seem anomalous to claim that mining ventures are riskier. Whereas technical risk has, indeed, been notably reduced, business risk the chance of a major loss due to market factors-has increased. This has been caused by two factors: the rapidly rising capital requirements of new projects and increasingly unpredictable future economic conditions. These difficulties are compounded by the long lead times of large, new mining projects. Rising Capital Requirements A $100 million investment is no longer considered to be a large mining project in most cases. For a large metal mining project, the total cost of the concentrator alone can exceed $100 million. Amoco Minerals' Thompson Creek molybdenum mine being developed in Idaho will cost over $350 million, for a relatively modest sized (23-kt/d or 25,000-stpd) ore operation with no extraordinary features. For a major grass roots copper operation producing blis¬ter or refined copper, the capital requirements are billions of dollars, not millions. Project costs are higher for two reasons. One, the projects themselves are larger; and two, the capital cost per unit of production is rising rapidly. Projects are larger because lower grade ores, yielding smaller margins, must be mined in greater volume-particularly in view of the high fixed costs of modern technology. When analysts contemplate any capital project, an important consideration is the minimum economic size of the facility. This is the smallest size that can be built and still be competitive on a total unit production cost basis. In the conventional copper smelting business, for example, a production rate of at least 91 kt/a (100,000 stpy) of blister copper is about the absolute minimum for reducing unit fixed costs to competitive levels. Clearly, many variables affect the minimum economic size of a mining facility, but with few exceptions that size continues to grow. Unit capital costs of new mining projects also are continuing to rise. The accompanying table shows that the capital costs in primary copper production have risen faster than the cost of living. Of particular note is the capital charge of over $1.70/kg (77411b) required for a new, fully integrated facility in 1981. Thus, the mid-1982 copper price would not even cover the cost of capital for a new copper producing complex without considering the direct operating costs for such a facility. The breath-taking costs of new mining projects are caused by factors such as increasingly complex technology, the rising social costs of creating attractive living and working conditions for employ¬ees, and the expenditures re¬quired for environmental protec¬tion. For whatever reasons, how¬ever, unit capital costs in mining continue to exhibit staggering growth rates. Future Economic Conditions Risk is not only a function of the size of the potential loss-an im¬portant measure of which is the capital intensity of mining dis¬cussed above-but also of the like¬lihood of incurring the loss. It is here that the ever increasing lead times of mining projects and the glaring limitations of economic forecasting are so important. In comparison to nearly all other in¬vestments, mining has more capi¬tal at stake for a longer period of time before commercial uncer¬tainty is resolved by distant eco¬nomic conditions that are subject to high forecasting errors. A sobering example of the pre¬ceding points occurred with the Lakeshore copper mine in south¬ern Arizona that Hecla Mining Co. undertook to finance and manage in 1969. The project was a joint venture of Hecla and the El Paso Natural Gas Co. and included two mines-one producing oxide ore and a second in the sulfide zone¬and a complex processing facility producing both electrowon cop¬per cathodes and copper precipi¬tates. INTRODUCTION This chapter on underground rotary drills briefly describes the equipment features, selection or applica¬tion criteria, safety features, and relative costs of both face and roof drills. After a brief description of the basic components, the application, safety, and cost con¬siderations will be explored. ROTARY DRILL COMPONENTS As illustrated in Fig. 1, an underground rotary drill consists of five basic components. These components are the energy system, chassis, boom, feed assembly, and operator's station. Energy System The energy system of a typical underground drill con¬sists of an electric motor, driving a hydraulic pump or pumps. Usually, the drill is equipped with a cable reel to store the trailing power cable from the portable power center in the mine. A simple control box is supplied to house electrical switchgear and protective devices. In addition to the pump, the hydraulic portion of the energy system includes the hydraulic cylinders, hydraulic tram motors, relief valves, control valves, etc., necessary to actuate the various machine functions. Chassis The chassis provides the frame or support structure for the other four basic components of the drill. Fre¬quently, it incorporates an oil reservoir for the hydraulic system. The chasis provides the support for the trans¬mission, which drives rubber tires or, in the case of some foreign machines, the crawler tracks. The steering link¬age and steering tires also may be considered as parts of the chassis. Boom The boom is the structure that supports the feed assembly; it is either hinged or pivoted on the front of the chassis. Hydraulic cylinders on the boom are used to lift or swing the boom relative to the chassis and to swivel or "roll" the feed assembly. Feed Assembly The feed assembly is made up of the support struc¬ture with an integral thrust mechanism, a rotation unit, centralizers to stabilize the auger, and a hose handling arrangement. In addition, most drills have an extension frame with a tilt device to aid in positioning the feed. Operator's Station The operator's station is the area from which the miner operates the drill. UNDERGROUND ROTARY DRILL APPLICATIONS Underground Face Drills Underground face drills are used in mining opera¬tions that utilize the conventional mining system. The face drill is used to drill holes in the exposed face of the material, and the face is then "shot" by means of explo¬sives or high pressure air. The loose material then is ready for loading and transporting from the face to the preparation plant. Typical specifications for under¬ground face drills are listed in Table 1. Certain parameters should be established as to where the drill is to be used and what is expected of it. To create an awareness of some of the considerations that too often are overlooked, some questions are listed that should be asked in conjunction with the selection or application of the proposed drills. Energy System: Can the drill be supplied with the proper voltage to match the available or proposed elec¬trical power system of the mine? Is the system 250, 460, 500, 550, or 950 v; dc or ac; 3-phase; 60 or 50 Hz? Is the drill equipped with an adequate electric motor to handle the proposed duty cycle? Typical motor power on a single-boom drill would range from 25 to 40 kW (35 to 50 hp); the nominal power for a dual-boom

BP Minerals America (BPMA) has completed its $400 million modernization of Kennecott Utah Copper's Bingham Canyon mine. Modernized facilities include the in-pit crusher, conveyor, ore storage area, concentrator, ore pipe-line, and tailings pipeline. With modernization, Kennecott will achieve substantial cost reductions. Bingham Canyon is now one of the lowest cost copper producers in the world. And the mine will continue to provide jobs and income in Utah for another 30 years or more. The Modernization Project began in February 1986. The work took 33 months. In late 1987, the construction force peaked at 1100 workers. Kennecott Utah Copper now employs a permanent work force of 2100 employees. Less equipment and more efficiency The modernization work has increased the scale of the facilities that transport and process copper ore. A large, continuous transport system has replaced multiple haulage units. Fewer but larger pieces of equipment have replaced many crushing, grinding, and flotation units. The result is less maintenance, fewer employees, and improved metal recoveries. About one-third of the $400 million modernization project is directed at improving ore movement by eliminating rail transport. The new concentrator accounts for the remaining two-thirds of the modernization investment. The modernized plant was started up in stages. In February, ore was fed to the crusher. By the end of March, the three grinding lines were operating and the flotation circuit was producing copper concentrate. In July, the design through-put rate of 70 kt/d (77,000 stpd) was reached. October saw the achievement of targeted metal recoveries that corresponded to the fully modernized operation. It is estimated that Bingham Canyon will annually produce 181 kt (200,000 st) of refined copper, 9.3 t (300,000 oz) of gold, 71 t (2.3 million oz) of silver, and 5.4 kt (12 million lb) of molybdenite. Current Bingham Canyon production is about 97 kt/d (107,000 stpd) and a similar amount of overburden. Some 70 kt/d (77,000 stpd) of ore are processed through the in-pit crusher and 27 kt/d (30,000 stpd) of ore are transported by rail. The Bingham Canyon mine has yielded more than 11 Mt (12 million st) of refined copper. In 1863, precious metals - silver-bearing lead - were first discovered in Bingham Canyon. What was once a mountain is now a huge open pit. In fact, the mine is the world's largest man made excavation. The pit is some 4 km (2.5 miles) wide and 0.8 km (0.5 miles) deep. Since the pit began operating in 1906, more than 4.5 Gt (5 billion st) of material have been removed. Modernized facilities Electric 21 m3 (27 cu yd) or 23 m3 (30 cu yd) shovels are used to load the haulage trucks. Both 154 t (170 st) and 181 t (200 st) trucks are used to haul the ore to a mobile, in-pit crusher. The crusher replaces three crushers located at the old concentrators. There are two dumping locations at the new crusher, which can handle two trucks a minute. The 1.5 x 2.7 m (60 x 109 in.), 745 kW (1000 hp) Allis-Chalmers gyratory crusher reduces the ore to 254 mm (10 in.) size or less and delivers it to the conveyor. The crusher and conveyor systems are capable of handling 9 kt/h (10,000 stph) of ore.

Service vehicles, often called support vehicles or auxiliary vehicles, are used in secondary functions to support production activities such as loading, drilling, and timbering. Probably the most common support vehicles are the personnel carriers used to move miners to and from work areas. Utility designs are used to transport supplies and various less mobile equipment. Specific application designs are used for special work such as explosives transportation and loading, equipment maintenance, and equipment lubrication. PERSONNEL CARRIERS Personnel carriers are available in a wide variety of sizes and configurations. Some are two-wheel drive, though most are four-wheel drive. Smaller versions carry at least two men and usually have sufficient capacity to carry a small payload of supplies or equip¬ment. The American Motor's 05 Jeep, equipped with an optional diesel engine, has been adapted successfully for this light duty. Larger personnel carriers with ca¬pacities of 12 to 20 or more men currently are available, as shown in Fig. 1. The designs often are customized to the operating characteristics of each mine. All meet the latest federal requirements for rollover protection, emergency brake systems, etc. UTILITY VEHICLES Utility vehicles are adaptable to numerous duties. Probably the most common are ordinary haulers with a flat bed or low-sided box. They are used for hauling supplies and equipment from one point to another. Some occasionally are used for towing and may pull one or more trailers. Fig. 2 shows a typical utility truck. SPECIAL-APPLICATION VEHICLES Special-application vehicles are possibly the most important of all support types since these vehicles di¬rectly support and maintain production equipment. Such vehicles are available in a wide variety of sizes, mechanical functions, and operating specifications. Most versions are four-wheel drive and articulated. Among the more common vehicles are explosive haulers and loaders, mechanic's trucks, lubrication trucks (Fig. 3), and special carriers. TYPICAL APPLICATIONS Development Utility haulers are essential in trackless operations to bring supplies to advancing headings. Some utility haulers may be dedicated to bringing in steel sets and may be equipped with boom lifts to unload heavy sup¬ports or even place them as required. A rockbolt hauler may have a boom-mounted operator's basket which can be used for bolt installation or inspection. Various mechanic's trucks and pipe trucks service the heading to keep power, air, water, and ventilation at the face and to keep face equipment at maximum utilization. Production Production operations require a variety of support equipment. Because of the larger crew size brought about by the addition of the production force, personnel carriers play a greater role. Correspondingly, steel¬support hauling equipment and bolting trucks usually see limited application. PRODUCTION UNITS Capacity Personnel carriers are available to carry almost any number of people desired. Likewise, other types of carriers or haulers can and are built to fit specific re¬quirements. Physical size, capacity, and operating char¬acteristics can be varied to fit any size of opening and operating condition. Generally, articulated models offer greater maneuverability than straight frame-axle steer designs. Most vehicles of this type are lower in power than production units, generally under 74.6 kW (100 hp). Operating performance still compares favorably to that of production equipment, i.e., the support vehicles can travel at equivalent speeds on the various mine gradients. Manpower Auxiliary vehicles should require only a single opera¬tor. Specific application vehicles may require more than one person. For example, ventilation trucks usually require a crew of two where pipe must be installed.

The South African mining industry currently installs about 6 km per month of plastic pipes for conveying compressed air and water. Plastic pipes have a number of desirable properties and are favoured by many mining engineers because of their low mass, which facilitates ease of erection and assembly, and their excellent corrosion resistance and durability. However, they are combustible, and if involved in an underground fire can contribute to the overall toxicity of the combustion gases emitted. Furthermore, plastic pipes have the potential to conduct a fire from one part of a mine to another, and, by so doing, exacerbate an already hazardous situation. The limitations of small scale tests and the need to establish a large facility where underground conditions could be simulated was recognized by the South African mining industry. This paper briefly describes the Industry's full scale fire test facility and presents the conclusions drawn as a result of a number of full scale combustibility tests conducted on pipes manufactured from unplasticized Poly Vinyl Chloride (uPVC) and High Density Polyethylene (HDPE). Based on these findings, some practical solutions to prevent the spread of fire along the length of pipe columns of various pipe diameters and suspension configurations are presented. Recently some new and exciting developments in the field of intumescent coatings have occurred which are proving effective in minimizing the incidence of fire underground on South African mines. The potential benefits of these coatings are briefly discussed. INTRODUCTION Plastic pipes used underground on mines are predominantly in the form of protective cladding on insulated chilled water pipes and as service pipes for the conveying of water and compressed air to the workings. Plastic pipes have found wide use in the aggressive environmental conditions encountered underground due to their favourable properties relative to steel; these include being lightweight, easily installed and virtually immune to corrosion. However, plastic pipes are inherently combustible and can contribute to the overall hazard in three ways: (i) they are easily ignitable and can provide the initial fuel for a fire. (ii) once ignited, they can propagate a fire along their length and by so doing ignite other combustibles in their path, thereby contributing significantly to the overall conflagration. (iii) they can contribute to the overall heat, smoke and toxic gas emissions from a fire. While conscious of the value of small scale fire tests, the South African mining industry recognized the need for full scale testing to determine the combustion characteristics of plastic pipes under conditions closely approximating those underground and, as a consequence, a full scale fire tunnel test facility was commissioned with the objective of being able to (a), accurately evaluate the potential hazard of the various types of the plastic pipes found in mines, (b) use this information to suggest suitable fire engineering practices to minimize the hazard and (c), to practically verify the efficacy of the practices suggested. THE FIRE TUNNEL The fire tunnel is situated on a mine in the Western Transvaal and is 40 m long with a cross section of 3 m x 3 m which is typical of many haulages currently in use in South African gold mines. The ventilation drawn through the tunnel is provided by a 110 kW centrifugal exhaust fan and air velocities can be varied from 0 to a maximum of 5,8 m/s.

The studies conducted by Laplante and coworkers (1983,1984) with flotation of galena and quartz, showed that the rate of flotation reaches a maximum value for a certain intermediate value of the air flow rate. A similar, though less pronounced, effect of the air flow rate on the selectivity was also observed. Luttrell and coworkers (1985) showed that the size of air bubbles has a significant effect on both rate and selectivity of coal flotation. These two studies used flotation tests in which no froth layer was formed. This note describes effects of the air flow rate and bubble size on the rate constant and selectivity of coal flotation, using a mechanical laboratory machine with a froth layer allowed to form. Experimental A raw, dry ground Illinois coal was used in flotation tests. Tap water with a natural pH of 7.0 to 7.8 was used throughout the tests. No other reagents were used. The starting concentration of coal in the pulp was 86 g/L. A standard flotation machine with the pulp volume of 5 L was used in experiments. Three different air flow rates were employed, resulting in three air escape velocity values of 14, 30, and 70 cm/min. The air escape velocity (AEV) was calculated as the ratio of air flow rate (Qa) to the slurry surface (Ss) in the machine. For a comparison, the upper limit of air escape velocity values used in commercial size flotation machines is between 70 and 100 cm/min (WEMCO, 1983). A machine consisting of a generator of fine bubbles and a separatory column, described elsewhere (Szatkowski and Freyberger, 1985), was used for some tests where bubble size lower than that generated in the standard machines was required. Prior to a flotation test, a batch of coal was mixed with water in the flotation cell for at least 10 minutes to ensure that all coal was thoroughly wet. Then the specified amount of fuel oil was added and the pulp was conditioned for five minutes. The specified amount of MIBC was added 15 seconds before the end of conditioning. After air flow was opened, flotation products were collected for 0 to 30, 30 to 60, and 60 to 120 second intervals. Content of the combustible material in samples was determined by subtracting the ash content from 100%. A photographic technique was used to determine initial distributions of bubble size generated by the flotation machines. Bubbles generated in water containing the prescribed amount of the frother but no solids were photographed against a black background. The average diameter and standard deviation were then calculated for each set of flotation conditions. The method gives results reproducible within k 5% of the average bubble size. Table 1 contains information about the measured bubble size distributions expressed by the average bubble diameter (Db) and the standard deviation ( SD ) . We will bet you that, without prior programming within 10 minutes, we can design and simulate a 10,000 unit operation separation circuit. We will even do it at your place. We do it all the time. [ ] There are no tricks; we do it in a spreadsheet. We do it in those user friendly spreadsheet such as Quattro Pro. Spreadsheets must be user friendly. Accountants use them as do managers, business men, lawyers, doctors and salesmen. What these users seldom realize, is how powerful a mathematical tool a spreadsheet is. Among their other capabilities, spreadsheets can do a finite element analysis. That is why they are useful for accounting. That is also why they are more useful to engineers in the mineral industry. Spreadsheets are ideally suited for the engineering problems in the mineral industry. We have used then for solving problems in: a) mine ventilation; b) circuit design and optimization of dense media, flotation and sizing; c) comminution circuit design; d) shaking tables; e) Humphrey spirals; f) sluice ways and channel flow; g) lock particle and liberation problems; h) tunnel and shaft stress problems; i) cascadograph simulation; j) complex heat transfer problems; k) flow in porous media; and sheet flotation (Figure 1). Mineral industry problems presented on or with a spreadsheet are an excellent teaching instrument, problem statement and solution tools and sales devices. Spreadsheets answer easily, quickly and reliably many mineral industry engineering problems. What makes spreadsheets so useful to the mineral industry. The short answer is: they are easy to use; mineral industry problems fit the spreadsheet format. Those reasons are part of the answer. The real answer lies with the structure of the spreadsheet itself. Essentially, a spreadsheet is a "finite element analysis" form of computer software. Many mineral industry problems are readily solved by finite element analysis techniques. While some in the mineral industry may think they have never heard of finite element analysis, most use it weekly if not daily. Any profit and loss statement is essentially a finite element instrument. In fact, any array of numbers where one number is related to another may be construed as a finite element analysis product. Finite element analysis is a common daily activity. To get an appreciation of a finite element analysis, think of a monthly sales forecast for the next year. For each product and for each month, there exists a dollar figure for the forecasted amount of sales. In the forecast statement, for a given product in a given month, there is a "box" where the forecasted figure is presented. The forecast figure in that box was arrived at through some type of formula. The formula probably required some information from other neighboring boxes in the master forecast statement. Voila, one has a finite element analysis. Today the analysis would be done in a spreadsheet. A typical mineral industry problem is ventilation in an underground mine. Think of a rectangular room and pillar mining operation. Each room has air entering at a given pressure and velocity and air leaving at another pressure and velocity. During steady state, the air entering and leaving the room is determined by conditions in the adjacent rooms. One can readily model the room and pillar mine layout in a spreadsheet, and then find the flow in and out of each room at steady state. Change the flow by moving a brattice cloth or blocking off a path way and one gets a new air flow profile. Change the numbers on the spreadsheet that reflect

Ground freezing was selected to provide excavation support and ground water control for the construction of a 457 cm diameter tunnel between two underground structures for a major sewer project in Milwaukee, Wisconsin. Initial plans called for installing horizontal refrigeration pipes around the perimeter of the tunnel. Due to the possibility of difficult conditions associated with horizontal drilling, the contractor elected to drill inclined pipes from the surface. The surface location, however, crossed a city thoroughfare with an extensive system of buried utilities. This paper discusses drilling techniques and utility protection, as well as tunneling methods and production.

Color video or digital cameras have been installed over flotation cells to monitor color, bubble size, froth movement, and other characteristics. These systems are designed so that the camera provides flotation performance information just as any other sensor might. Factorial tests have been run to monitor and measure the variation in froth characteristics as a function of flotation control settings. Ultimately, it is envisioned that froth image sensors can be used to monitor and control the flotation performance as effectively and for less cost than current analytical systems.

It permits retrievals using a number of spatial functions as well as direct relational logic, and enables statistical analysis within the system. Specified for use by non-EDP oriented staff, HOARDS also offers functions to subset, transform points to polygons of influence, and to calculate polygon overlap, enabling ready and efficient conversion of databases containing point oriented sample data to area/volume mine planning format. Both the design and implementation to date, and proposed enhancements are discussed.
