As a result of concern for the citizens of the State of Illinois who owned structures above underground mine workings, the Illinois State Legislature passed House Bill 158 in 1978. This bill amends the Illinois lnsurance Code and creates the Mine Subsidence Reinsurance Fund which is an insurance pool that is to receive a state appropriation of $500,000 as "start-up" money. One hundred thousand dollars has been paid to the fund as of October, 1982. The Fund is to return this appropriation to the State and is to remain self-supporting from premiums. The Fund utilized a pre-existing institution, which also was an insurance pool, the "Fair Plan Facility" and its governing Board, consisting primarily of insurance executives, to administer the program. The Mine Subsidence lnsurance Act went into effect October 1, 1979, and the bill provides that property owners in the State of Illinois may purchase up to $50,000 of mine subsidence insurance which is attached to their fire insurance policy. The deductible is normally 2%, but cannot be less than $250 or more than $500. The annual rate structure for residential structures in 1981 for $50,000 coverage is $10 (frame), and $12 (masonry). The rate structure for commercial buildings is based on the value of the building and the rates for $50,000 maximum coverage is adjusted upward. The insurance was mandated by the State Department of lnsurance and rolled onto the insurance policies of the homeowners in 34 counties which had been recognized as having sufficient exposure to subsidence damage to be covered by the Act. One percent or more of the land surface is undermined in each of the 34 counties. In the other counties undermined in the State of Illinois, insurance is available to the homeowner upon request to the private insurance carrier.

The extensive use of rubber-tired support vehicles as a complement to a fleet of load-haul-dump and drill jumbo units has proved invaluable in maintaining scheduled multilevel/multiheading development drifting advances at the Henderson Mine. Support equipment, whether self-powered or towed, releases primary drill-blast-muck equipment from the supportive functions of ground control, utilities installation, steel and concrete construction and supply handling, thus providing both balance and increased flexibility to an underground, rubber-tired mining system. Experience has indicated that increases in man productivity and improved safety and working conditions coupled with decreases in overall costs and mining cycle times are realized with the inclusion of support vehicles in the mining fleet.

The first step in energy conservation in any industrial plant involves implementing many of the day-to-day "house-keeping" items such as fixing leaks, turning out lights, etc. When this step has been accomplished, additional opportunities require a detailed analysis of the energy systems, evaluation of risks and costs, and assignment of priorities. Examples of conservation schemes drawn from the experience of Du pont's Energy Management Consulting Services will be discussed. The utility of heat balances for kilns and dryers in minerals processing will be outlined. The inputs needed from Management for the success of conservation efforts will be discussed.

Based on many years experience, the well approved Tunnel Seismic Prediction System (TSP) has been substantially enhanced for online geological prognosis in underground construction. The method provides high resolution seismic images of the rock mass ahead of a tunnel face via an array of standard anchor rods. These contain3D-geophones and can routinely be installed during the excavation process. A further outstanding feature of the system is the newly developed high frequency repetitive seismic source which can easily be fixed at a tunnel boring machine. A user-friendly software package enables online data acquisition, processing, 3D-visualization, and interpretation.

INTRODUCTION The first portion of this chapter is concerned primarily with the contamination aspects of fine coal cleaning that include both the solids and water discharged as waste products after coal preparation. Topics include characteristics of the water and solids, changes that occur to both of these phases during use and after impoundment, as well as the impact that these changes have on unit operations and the environment. Attention is also given to the formation of acid mine drainage and treatment options that may facilitate reuse of the water. The second part of the chapter analyzes the problem of air contaminants from coal preparation plants including analysis of air pollutants and control methods. An overview of air quality regulations is also presented; most provisions have little or no applicability to coal preparation plant operation but are presented to provide an understanding of end-user constraints. The final part of the chapter emphasizes the long-range problem of refuse disposal and control. An overview of characterization, maintenance, and control of the refuse area is presented, as well as design guidelines. A brief review of stability analysis procedures is also included. PREPARATION PLANT WATER Characteristics of Makeup Water for Coal Preparation There are few specific rules governing the quality of makeup water used in coal preparation processes.'" It is generally accepted, however, that the solid matter content should be less than 5%. The solids concentration in plant makeup water typically varies between 0.25 to 0.9 lb per gal (30 to 110 g/L) and may reach concentrations as high as 1.7 lb per gal (200 g/L). The water used in coal preparation is usually obtained from one or more of the following sources: public supplies, rivers and streams, canals, mine water, and wells. In most cases, water is obtained at the lowest cost including any necessary treatment. A major portion of the recirculated water is clarified by thickeners and settling ponds to remove fine coal and clay particles. Sufficient water is generally available to meet the needs of coal preparation in most areas. It has been estimated that approximately 65 to 70% of the makeup water used in a coal preparation plant comes from surface sources. It is important to note that a variety of substances are commonly found in natural water supplies, whatever the available source may be (Table 11-1). Excessive concentrations of some of those substances can have an affect on plant performance; the effect of specific contaminants on unit operations will be discussed

"The new tunnels of the Copenhagen ""Cityringen"" will be excavated, at Kongens Nytorv square, crossing over the existing M1 and M2 metro lines. After the crossing, the tunnels will underpass the historical building of the Magasin du Nord and adjacent masonry buildings, with a minimum tunnel cover of about 4.5 m. The tunnels have an internal diameter of 4.9m and are being excavated through earth pressure balanced Tunnel Boring Machines in mixed face.The Magasin du Nord estate is characterized by a very complex structure, with different blocks built in different times. An assessment of the condition of the building and its sensitivity to tunnellinginduced ground movements has been conducted through a fully coupled soil-structure interaction analysis; based on the results of this analysis, mitigation measures have been designed.INTRODUCTIONThe Copenhagen Metro Cityringen is expected to be running in July 2019 and will consist of two single tracks in a twin tunnels, each approximately 16 km in length, for transporting up to 243,000 passengers on an average work day. The Cityringen includes 17 underground stations with island platforms, 4 crossover facilities and 3 construction and ventilation shafts. The tunnels is being excavated using earth pressure balanced Tunnel Boring Machines and have an internal diameter of 4.90 m.The intersection with the existing M1 and M2 metro-line will take place at Kongens Nytorv and at Frederiksberg. According to the design alignment, in Kongens Nytorv the new tunnels will pass over the existing M1 and M2 ones; as a result of this, the tunnels will underpass the historical building of the Magasin du Nord and the adjacent masonry building hosting a Mc Donald’s with a minimum cover of about 4.5m.In the framework of Risk Assessment for sensitive buildings, the effects of tunneling-induced ground movements on the Estates ØS0437 (McDonald’s building), ØS0428 (Magasin du Nord) and ØS0004 (Hviids Vinstue) were evaluated. To achieve this goal a fully coupled soil-structure interaction has been considered and the entire excavation process has been reproduced in a 3D model where the abovementioned buildings have been modeled. In this way, a risk assessment analysis was performed evaluating directly the effects of the excavation in terms of settlements and variations of the internal forces as far as the excavation process proceeds. In figure 1, a picture of the construction of Kongens Nytorv station, with Magasin du Nord and Mc Donald’s building on the background, is presented."

In this chapter, the principles that determine the procedures selected to transform minerals in the ground into usable commodities are re¬viewed.a I argue here that straightforward mod¬ification of the modern general economic theory of production suffices to meet the practical needs of a mineral economist. Therefore, the chapter is largely a review of the general economic theory of production to which is added discussion of the special prob¬lems of the exhaustibility of mineral resources and the economics of finding and developing economically recoverable minerals. In many cases, propositions applicable to all industries are reviewed because they are not treated ade¬quately in prior texts. In the discussion, use is frequently made of basic concepts of differential calculus widely used in economics. However, this is supple¬mented by simpler verbal and graphical treat¬ments, so that those either untrained in the calculus or, as is often the case, whose skills have grown rusty, can still follow the discus¬sion. Where the argument depends critically on the mathematics, this is noted and the justifi¬cation for including the material is provided. In addition, an appendix outlines the critical mathematics and reviews some of the numerous books published that provide the most readable available introduction to the subject. Further¬more, mineral industries examples are used to suggest the relevance of the theory. THE RELEVANCE OF THE ECONOMICS OF PRODUCTION Three basic steps are involved in establishing the relevance of economic analysis to mineral ¬industries decision making. First, the general theory of production must be defined, and its relationship to the simpler models of production stressed in economics textbooks must be noted. Second, the critical modification-considera¬tion of the problems of discovering and devel¬oping mineral deposits-must be developed. It turns out this too involves a special case of the general theory of production. Third, the concept of an economics of exhaustible resources must be explored sufficiently to suggest why its practical relevance is doubtful (or at least far smaller than the numerous writers on the subject seem to believe). The present approach is heavily influenced by post-1945 developments in economic anal¬ysis. Particularly since World War II, economic theory has drastically changed its scope. First, stress has increased greatly upon viewing the economy as a network of intertwined markets known technically as the general equilibrium system.b In this view, not only is the economy viewed as an integrated system, but critical con¬cepts are viewed somewhat differently than was previously fashionable. Extensive soil conditioning was required to allow Earth Pressure Balance(EPB) tunneling on the South Bay Ocean Outfall tunnel project in San Diego, California, near the Mexican border. This tunnel extends 19,000 feet out under the Pacific Ocean and was mined through soil formations including silts, sands, gravels, cobbles, and boulders. EPB pressures ranged from 3.0 to 7.0 bar, with the maximum pressures required when mining through the highly permeable granular formations.

Processing nonmagnetic taconites by selective flocculation-desliming and flotation requires large volumes of water. If impounded without treatment these off-process waters require excessively large areas for containment. To discharge the waste water into natural waterways would contribute to stream pollution and likely would not be permitted. In Bureau of Mines experiments conducted in the Twin Cities Metallurgy Research Center&apos;s 900-lb/hr pilot plant, approximately 85 percent of water requirements for the flotation-based treatment of a Michigan nonmagnetic taconite were met by reclaimed water. Water reclamation of the off-process streams from flotation was accomplished by controlled additions of lime, sodium carbonate, and a synthetic flocculant to reduce turbidities to <1,000 ppm equivalent Si02, while maintaining a Ca(II) content of 516 ppm in the finished effluent. Flotation concentrates of good quality were obtained using the reclaimed water. The cost of chemicals used in water reclamation was approximately equal to the savings in flotation reagents attributed to recycling of the water.

Recently Lurgi has succesfully commissioned Peru&apos;s first direct reduction rotary kiln at SIDERPERU?s Chimbote works. The order included comprehensive engineering services and supply of special equipment to modify three existing cement kilns according to the SL/RN process. The kilns were cut to 62m length and installed with a slope of 2.5%. A new heating system, including shell burners, was supplied and inlet and outlet ends of the kilns completely renewed. Figure 1 shows the kilns after modification.

Several significant past and present producers of high grade and bulk tonnage gold ore from southeastern California and southwestern Arizona can be empirically and genetically linked to regional peraluminous magmatism which occurred during the late Cretaceous and early Tertiary. Geological relationships and geochemical characteristics from the Fortuna Mine area will be described and compared to those of the Tumco Mines area. Each of these historical gold producers is viewed as a morphologic end member in otherwise genetically linked metallogeny. Cold-quartz veins at Fortuna can be directly linked to peraluminous pegmatites both physically and mineralogically. Silica-magnetite±spidote±garnet rock which occurs as relatively barren, discontinuous, foliation- parallel horizons at Fortuna, but as high grade gold ore at Tumco, is interpreted as replacement of calcareous units during the same episode of peraluminous magnatism responsible for the gold vein mineralization. Whole rock and trace element data from pagmatites and aplites of the Fortuna and Tumco areas, together with data from the Gunnery Range batholith of southwestern Arizona, indicate that the magma series (after Keith, 1984) responsible for the gold metallogeny is peraluminous calcic, and is quite rich in sodium.

It was just a little over three years ago that the "Go" button was pushed to start operations on the blending piles at Oro Grande. As is usual with any new installation, there were problems that had to be solved. This paper will concern itself with those problems directly related to quality control. To obtain a consistent outgoing quality level at the most economical level for a finished product requires two main points: 1. Measurement of variations in the process, 2. A method of making a predictable change to adjust for variations. The manufacture of cement requires a relatively high degree of accuracy if a consistent outgoing quality level is to be maintained. The blending piles were our solution to this problem.

Oil and gas together are the most important energy sources consumed in the United States. In 1983, 67% of total energy consumption was represented by these two resources (43% was oil and 25% natural gas), while coal accounted for only 23% of U.S. energy use. All other sources (hydroelectric, nuclear, geothermal, wood and other waste products) accounted for only 10% (U.S. Department of Energy, 1983, p. 1). In this chapter we address the issue of regulation in the oil and natural gas sectors of the U.S. energy industry. In addition, we analyze the cartel characteristics of the Organization of Petroleum Exporting Countries (OPEC). If OPEC is an effective cartel, then U.S. oil as well as substitute energy prices, production, and consumption will be affected by cartel action. Further, as the nation learned in the 1970s, major changes in oil prices produced major disturbances in other sectors of the U.S. and world economies. Consequently, it is important to determine whether the roughly ten-fold increase in nominal prices that occurred in the 1970s was the result of cartel action, the result of normal economic forces adjusting to the fact that the world was running out of cheap oil, or some combination of the two. Furthermore, the presence of OPEC- associated oil price increases is related to regulations that were imposed on the energy sector during the decade of the 70s. THE RATIONALE FOR GOVERNMENT INTERVENTION Economists have traditionally judged the state of an economy to be efficient if it is impossible to improve the welfare of any one member of society without harming someone else. Any economy that satisfies this condition is said to be Pareto efficient, after the Italian economist Vilfredo Pareto who first gave rigorous attention to such questions (see Chapter 4.10). It is easy to see why an economy that fails to satisfy this condition could not be efficient; by definition, it would be possible to alter the allocation of resources in a way that improves everyone&apos;s welfare.&apos; Much of the appeal of this weak efficiency criterion is that it avoids comparisons of levels of well being among different individuals. The cost of such generality, however, is that in any given economic system a wide array of different Pareto efficient states will typically be attainable. In the simple Robinson Cursoe economy of the undergraduate textbook, for example, efficiency could just as easily be attained in the case where most of the island&apos;s resources are owned by Friday as in the case where they are under Crusoe&apos;s control. However, the distribution of welfare among the two inhabitants would obviously be quite different in the two situations. Such equity issues cannot be settled on objective or scientific grounds. To decide which distribution of welfare is socially "best" an explicit value judgment is needed. It is useful to keep in mind the preceding distinction between efficiency and equity issues when analyzing the role of government in a market economy. Decentralized market processes will not necessarily result in a distribution of welfare that society considers just. For this reason a potential role for government lies in the redistribution of income among individuals. In some circumstances, however, market pro-

From a mining point of view the Portland Cement Industry falls logically into the Industrial Minerals Division. Portland Cement manufacture requires four principal materials, lime, silica, alumina and iron. The usual source of lime is limestone. Silica sources include clay, shale, quartz, sandstone and sand. Alumina is usually provided by selecting a silica source with a suitable alumina content such as clay and shale. "Cement Rock" is occasionally found in which all four ingredients are found in natural combination or sufficiently close that only minor adjustments are required. In the absence of iron oxides a white cement can be produced. All raw materials used in Canada contain some iron and in most plants further minor quantities of iron are added to promote fluxing, hence the typical grey colour of Portland cement. The modern period in cement manufacturing started in 1824 when Joseph Aspdin of England patented a process for the manufacture of a modified hydraulic cement which he called "Portland Cement". Hydraulic cements are cements that harden under water. Although natural cements, made by calcining and grinding natural argillaceous limestone were produced in Canada as early as the 1830&apos;s, Portland cement was not produced in Canada until 1890, about 18 years after it was first made in the United States.

A full survey of the laboratory and blast-furnace tests on 2 types of acid pellets is given. From the laboratory tests, carried out in an atmosphere containing hydrogen, it appears that type B, produced out of 100% magnetitic ores, has a far better low temperature disintegration index and a lower reducibility index than type A, produced from a hematite/magnetite mixture. The swelling index, chemical composition and mechanical properties of both types of pellets do not differ significantly. From the blast-furnace test, carried out with a burden consisting of 45% of pellets and 45% of sinter with basicsty ratio about 2.2, and at constant driving rate, it follows that there is no significant relationship between the disintegration value of the pellets and the blast-furnace permeability. If also is concluded that the lower reducibility of the type B pellets leads to a significantly higher coke consumption.

Optimization of a process is achieved by selecting, &apos;from all the known options, the most beneficial method of obtaining a product. It is rare that the optimum process is arrived at by conventional methods, because of the great amount of time required for developing and comparing all the options. On the other hand, it is now possible, by means of an optimization program based on special mathematical formulas involving an algorithm and implemented by a computer, to plot the optimum process realizing considerable savings and in a reasonably short time. The flow sheet arrived at in accordance with the optimization program described in this paper investigates and develops all the possible options and, with the aid of the computer, makes it possible to select the most economical ore beneficiation process. The options in an ore beneficiation process are all the possible trajectories that can be traced through the particle sizes to which the ore is reducible in the extraction of its valuable minerals. Although an ore can have a wide range of composition and several valuable minerals that can be extracted, this paper is concerned with the special case in which only one mineral is extracted from the ore and in which the maximum allowable percentage of impurities in the end product is defined.

Although the basic techniques employed in hydraulic pumping in open pit mining have been practiced throughout the better part of this century, only relatively recently have studies of&apos; sufficient depth and scope been conducted to improve these techniques. This paper will point out the basic techniques involved and some of the more recently discovered data concerning hydraulic pumping, Inherent in all hydraulic transportation systems apart from the consideration of transportation cast, is the outstanding advantage of slurrying the matrix at the mining pit so as to provide a lengthy and thorough soaking and washing of the material while in the pipe line and thereby reduce the necessity for washing, scrubbing and other treatment in the beneficiation plant. This is quite important in view of the constant increase in demand for a cleaner product.

A kinetic model for batch leaching of various metals with different lixiviants has been developed. Overall material balances for reactants and products at the solid/liquid interface were formulated with various types of heterogeneous reactions in place at the interface. The solutions to these mass balances have been identified analytically as well as numerically using a Runge-Kutta method. Applications of these numerical solutions to various leaching systems using the rotating disc or powders have been discussed. Examples of the metal dissolution systems considered in this study include cobalt, nickel, copper and gold in acid, cyanide or ammoniacal solutions.

The Indian Head fine has been in existence since 1922. For over 56 years there have been North Dakota people mining coal at this same location. The area affected will fit inside a circle 5 km in diameter, and the coal is lignite. The seam thickness has varied from 2.4 m to 3.65m, and the overburden from 6 m to 30 m in depth. me Lignite coal which is being mined at the Indian Head Mine is from 15.8 x l0 6 to 16.7 x 10 6 J per kg; it has a moisture content of 33 to 38%; an ash content of 5 to 10%; and a sulfur content of from 0.5 to 0.7%. The moisture content and the fact that we crush the coal co a top size of 14 cm x 0, are two of the characteristics or the product which cause it to freeze and remain inside of the railroad cars on the slope sheets. The market for the coal initially was almost entirely local coal sales. That is, coal was sold to people in the area who used the lignite to heat their homes, stores, offices, schools, and churches. Back in the early 1920&apos;s, there were no stoker-fed boilers, or pulverized fuel boilers, as we have in today?s marketplace. Basically, all of the coal was sold as lump coal, pieces about 30 to 35 cm square, to be used in furnaces: and nut coal with a top size of about 7.5 cm to 10 cm to be used in the old kitchen cookstove. All of the coal fines, less than 5 cm, were screened out and layed onto a pile. There was no market for the smaller sizes of the lignite coal. It has been our experience that when the coal is in lumps or chunks larger than 7.5 cm to 10 cm, there is a very slight possibility of freezing. That is the chunks themselves freeze, but by their nature, they do not cling to one another or form large masses of frozen material which are difficult to remove from the slope sheers of the railroad cars.
