Mine No. 95 is located in Harrison County about 5 miles west of Shinnston, WV, with coal properties covering the northwest corner of Harrison County and the southwest corner of Marion County and with adequate Pittsburgh seam reserves to support the mine for many years. The mine was opened in 1967 and was planned, projected and operated as a room and pillar mine. It is located on a spur branch of the Baltimore and Ohio Railroad, has rail loading facilities and shipped by rail during its development stage. In 1972 it was converted to a mine mouth power station supplier and now transports coal by conveyor belt directly to the Harrison Power Station of Allegheny Power System. In 1971 the first longwall unit was installed in a selected area of the mine and immediately an orderly system of planning was developed to overcome the restrictions associated with longwall mining. The first was the development of the technique necessary for the plugging of abandoned oil and gas wells that existed in the area. With the assistance of the Morgan- town Energy Research Center of the Bureau of Mines, this restriction was overcome and thus opened a great potential for longwall mining in northern West Virginia. Other restrictions that had to be considered for longwall planning were dwellings and other improvements, snap top zones, water courses, and adequate bleeder systems, and the handling and treatment of mine drainage. In 1975 the second longwall unit was installed and soon therefore became a total longwall mine.

Prologue Antoine Marc Gaudin (Fig. 1) was truly a giant in the field of mineral processing, and his shadow is still cast long on our profession. "Tony," as his students affectionately called him (but never to his face), came to the United States in 1917 and enrolled at Columbia University where he studied under Professor Arthur F. Taggart. Later, as a lecturer, he wrote his classic comminution paper (Gaudin, 1926). This important work led to his appointment as an associate professor at The University of Utah, where he conducted highly original work on flotation fundamentals that is still widely quoted today (Gaudin et al., 1928-30). In 1929, he was appointed Research Professor of Ore Dressing at the Montana School of Mines in Butte. Shortly thereafter, he published his first book, Flotation (Gaudin, 1932). Because Gaudin could so quickly cut through the fog to get to the essence of a problem, this is still a valuable reference book. It is a valued part of my personal library, and I consult it frequently. Over the next decade, he conducted an outstanding graduate research program at Butte, but, more importantly, he honed his undergraduate lectures and produced the century's outstanding text in the field, Elements of Mineral Dressing (Gaudin, 1939). The paper deals with the activity program and the preliminary results of a research work commissioned by IReR Research Centre and Regione Lombardia to the Department of Land, Environment and Geotechnologies of Politecnico di Torino. The aim is to define measurement, analysis and control criteria for the emission of chemical and physical pollutants from non-metal mining industries, with particular reference to noise and airborne particulates. Such emissions are related to health risks and annoyance problems, both for the working crews and the neighbouring population, and so, in order to get an effective sustainability of the industry, suitable reduction methods and assessment tools are required. A simple technique for the evaluation and forecasting of both the emission levels and deriving impact has been tested at different mining and quarrying sites, considering their differences in terms of layout and exploitation method, the latter ascribed to a series of main typologies as present in Lombardia region.

At a mine in central PA, high horizontal stresses have caused long running roof falls resulting in hazardous conditions for the miners and the premature abandonment of panels. Because of these conditions, the mine requested assistance of the National Institute for Occupational Safety and Health (NIOSH) in utilizing the "advance and relieve" method to mitigate the affects of horizontal stress on the mine roof. "Advance and relieve" mining involves the removal of a pillar or a portion of a pillar during development, thereby creating a cave along one side of the panel. Following cave development, the horizontal stress is relieved over the workings adjacent to the cave in the active panel. The mine has used this system in three panels with a significant reduction in stress damage and no large roof falls.

Retreat mining, using yielding steel friction props, over a seven-year period has been successful at a uranium mine operated by Hecla Mining Company in southeast Utah. The support system allow good roof control, maximum profit, complete extraction, and good ventilation. Unusual subsidence observations were made in that some of the surface was raised rather than lowered, Longwall mining, commonly practiced in European coal mines, has a potential of broader application because of mechanization possibilities and better roof control and ventilation at greater depths.

Researchers at National Institute for Occupational Safety and Health (NIOSH) are investigating how fiber-reinforced shotcrete mix designs can be extrapolated from proven designs employing wire mesh. This paper explains the results of round determinate panel tests and relates the flexural strength and toughness of fiber-reinforced shotcrete to known energy absorbing properties of wire mesh. The energy absorbed with central deflection is strongly influenced by the amount of fibres. The higher the energy absorption the more load cracked shotcrete can support. Two types of fiber-reinforced shotcrete were investigated, one with steel fiber and another with polyfiber. The residual load supported in Round Determinate Panel Tests can be matched with the strength of wire mesh, thus providing equivalent bag strength values for fiber reinforced shotcrete panels. There is also evidence of a panel crack width comparison to the load holding capabilities of the fiber in the shotcrete mixes. In practice, this provides designers with a method for comparing the ground support provided by fiber-reinforced shotcrete with that supplied by wire mesh.

Fluorine is a lively element in both its chemical and economic behavior. It was not isolated as an element until 1886 by Moissan. However, its principal source to this day, fluorspar, was known and its special merits recognized long before that time. Our own mining brother, Agricola, is credited with having named fluorite, the mineral name, in 1546 from the Latin, "fluere", to flow. It made things melt and was already being used as a flux. Because fluorspar has been found as a relatively common gangue mineral in metal ore veins, it has long attracted the attention of geological thinkers seeking to, explain the whys and wherefores of veins. Fluorine has been thought of as one of the principal mineralizers, holding metals in ascending vein solutions for deposition close enough to the eventual surface to be accessible for profitable mining.

When tunneling through karstic terrain, diverse and complex karst structures are to be expected. By means of drilling ahead of the face using drill jumbos, these structures can be detected to such a degree that by applying proper support measures both open karst cavities and karst holes surrounded by boulders embedded in soft rock can be mastered without causing any break-outs. Support measures such as spiles ahead of excavation, sealing off cavities, back?lling with sand, etc. have to be planned schematically and adapted to the dimensions and formations of the karst structures on site. An essential requirement for a smooth excavation procedure is the availablility of all necessary tunneling equipment for excavation by drill and blast as well as for excavation of soil, with experienced tunnel engineers being in charge of any adaptions on site.

The administrative processes of coal mines are becoming increasingly complex. As society evolves into a more complicated structure with greater emphasis on individuality, government regulations reach deeply into every activity in an effort to force individuals into a standardized mold. These contradictory pressures add an extra burden to the administration of a mining operation. Recent years have brought a substantial change in the skills needed by mine supervisors and managers. As a result, a better understanding of the administrative functions is necessary. The mine superintendent has the overall responsibility for the mine; for effective operation he must be sufficiently knowledgeable to oversee all the complex functions that make up the mine. This chapter does not cover all the administrative requirements because of the variation in mine operation and in company policies and organizational structure. It does attempt to identify the administrative functions that would be required at a large mine with a preparation plant. It is assumed that the mine operation is decentralized with very little duplication of functions at the organizational levels above the mine. Thus each function is assumed to be relatively complete at the mine and under the general supervision of the mine superintendent.

Characterization of an ore or mill product is routinely performed by time consuming and tedious chemical analyses, sink-float separations, etc. Additionally, these types of tests do not provide data concerning the interrelations and interlocking of the mineral constituents. This paper discusses some of the applications and capabilities of the Minerals and Material Science Research Center at The University of Alabama. Back-scattered electron images of coal, oil shale, complex suldfide, and tantalium ores were acquired using a JEOL 8600 electron microprobe with a NORAN (formerly Tracor Northern] 8500 image analysis system. Methods of analysis and typical results are discussed.

The best use of available reserves to give good metal recoveries relies on short term mine production scheduling.-The aim is usually to produce a plan to guide mining in specific areas that will enable mine operations to deliver the budgeted tonnes and grade to the mill and keep within the long range mine plan. Thus, short term production scheduling is an important aspect of the open pit mine planning function. Since the 60's increased attention has been paid to effective production scheduling as a means of improving the economic viability of existing mines. Hence, mine scheduling scheduling systems have been evolving rapidly during the last two decades. These systems include manual techniques, computer based simulation, mathematical programming and more recently Computer Aided Design (CAD). Some general drawbacks of the current scheduling systems are that firstly, the costs of acquiring and using them are not at all insignificant especially for small to medium sized pits. Secondly, there is an inherent trial-and-error aspect in these systems. Thirdly, they tend to be suited for specific orebody geometries, hence lacking the necessary generality. For instance, the use of computer programs for planning open pits to mine stratiform orebodies raises problems which are not usually met when massive orebodies are considered. There for, a need exists to develop simpler but effective short term pit scheduling procedures suitable for stratiform type orebodies, considering their geometry and geology. This paper describes a PC- based model designed to assist the planning engineer in optimizing the short term production schedule in open pit mines with stratiform orebodies. The model is based on a combination of linear goal programming and deterministic mining simulation. The orebody model is made up of ore and waste mining regions where winning and and/or stripping are taking place. These shovel regions form the basic planning elements in the model. This approach does not require the laborious preparation and use of a regular block model. The computer program consists of main modules: (i) Data capture - processes the raw data into the required format for mine planning. (ii) Precedence mining constraints - checks the status of each shovel .region at the beginning of a given scheduling period with regard to geometrical mining constraints such as undercutting. (ii) LP- Optimization - provides an optimal selection of ore shovel regions which do not violet geometrical constraints for mining in the period, the objective, being to maximize the contained metal equivalent in the blended R-O-M ore and at the same time to minimize deviations in grade and tonnage from the call values. (iv) Post LP-Simulation - enables the user to smooth out the LP solution in order to adjust it to a practically executable plan and simulates mining of ore and waste for the period. Shovel allocation to selected ore and waste shovel regions, unit operations and depletion of reserves are executed in this module. Preliminary testing of the model for monthly production scheduling using data from Nchanga OPen Pit on the Zambian Copperbelt indicates that it can be a useful planning tool and gives acceptable results.

In 1996, Rio Algom, Denison Mines and the Elliot Lake Research Field Station (ELRFS) formed a consortium to implement a regional environmental information management system (REIMS) for the Elliot Lake area in Ontario, Canada. ELRFS is an affiliate of Laurentian University in Sudbury, Ontario, The discovery of uranium in the Elliot Lake region in post-World War II led to the development of 12 mines and 11 associated mills between 1955 and 1958. During the late 1980s, declining world demand for uranium, combined with the discovery of high-grade uranium ore in other areas of the world, made the Elliot Lake mines uneconomical. As a result, all area mines ceased opera¬tions by the end of 1996. The eight facilities and three tailings management areas operated by Denison Mines and Rio Algom's five mining waste management areas contain 150 Mt (165 million st) of potentially acid-generating tailings. The areas cover 13.2 km2 (3,265 acres) and receive drainage from an additional 13 km2 (3,212 acres). The primary objective of the joint initiative was to implement a personal-computer-based, regional, environmental-information management system for managing historical data and ongoing environmental programs in the Elliot Lake region. The Elliot Lake consortium decided it needed an information system with an integrated, process-oriented and requirements-driven approach to collect and manage the environmental information. Following a study of environmental information management systems currently used by the mining industry, the consortium decided to base REIMS on the "Envista" product. This is a commercially available, environmental information management system marketed by Envista Technologies of Saskatoon, Canada.

Off-highway truck purchasers know the amount of tonnes, pounds, kilograms, etc, a truck will carry. However just because a truck is rated at 240 tons may in no way correlate to what that truck will actually carry. Two numbers define the carrying capacity of an off-highway truck: 1. The weight carrying capacity of the truck; 2. The volume carrying capacity of the truck. These two numbers must be in sync or the amount of payload carried will vary from the carrying capacity of the truck. Currently the Society of Automotive Engineers (SAE) standard J1363 January 1985 defines the volumetric carrying capacity of an off-highway truck. However as is well known in several South American countries, the SAE standard overrates the truck’s effective volumetric carrying capacity 15% to 20%. This paper presents a method for measuring “effective” body volumetric carrying capacity, resulting in a truck body for carrying the targeted load, matched to the loading equipment that interacts positively with the truck chassis.

Early mining at Manhattan demonstrated that blasthole assays alone were insufficient to control the disposition of material. A program was began using controlled blasting, intense sampling and panning of crushed samples, fire assay checks, and geologic inspections to sort material in the pits. Statistical data confirms that the method provides effective control at minimal cost. This cost is easily offset by additional tonnage found in areas considered to be waste.

The Fortitude gold-silver deposit is related to a "wallrock" copper porphyry system developed within Middle Pennsylvanian to Permian Antler Sequence rocks adjacent to a Middle-Tertiary altered granodiorite intrusive stock at Copper Canyon. Gold-silver ores of the Fortitude deposit occur with disseminated and massive sulfide replacement mineralization of skarn-like or calc-silicated limy horizons of the Antler Sequence contact meta-sedimentary rocks. A major, north-trending, steeply westward dipping normal fault was important as a conduit for hydrothermal fluids responsible for the metallization in the Fortitude area. Gold-silver mineralization is best developed near a marble front where retro-grade chloritization and destruction of prograde calc-silicate mineral phases is most prevalent. Fluid-inclusion studies performed on the Copper Canyon system indicate a wide variation in fluid chemistry during several hydrosilicate stages that ranged in temperature from 500°C to 220°C.

INTRODUCTION Iron is the world's most widely used metal and constitutes about 5% of the earth's crust. Iron ores are found widely distributed throughout the world. Because of its wide occurrence and relatively low value, an iron ore to be merchantable must contain a relatively high percentage of the metal to be considered as a source of iron. Few ores containing less than 25% iron would be considered as ore unless they existed in large amounts and could be concentrated very cheaply. The grade of the ore, the ease of concentration, and the transportation cost to market are fundamental considerations deter- mining its worth. Iron never occurs as a natural metal except in meteorites. Most iron ores occur as oxides, and to a lesser degree as carbonates. A small amount is recovered as a byproduct from iron sulfides. Iron ore must be reduced (oxygen removed) to metal for use. Iron is marketed in many forms and combinations, such as pig iron and a great variety of steels. Iron is practically never pure as marketed but contains varying amounts of carbon, phosphorus, sulfur, and alloying elements such as nickel, chromium, etc., all of which affect the physical proper- ties of the end product. Please note that in this section all analyses ore on a dry basis and all tonnage figures are on a long-ton basis of 2,240 lb unless otherwise noted.

15.1 INTRODUCTION The mine development process, as discussed in Chapter 2, is a series of data gathering and analysis steps. As the mine development process proceeds, information about the geology, mineability, and metallurgy of a particular deposit is continually generated, along with environmental information regarding project permitting status. As data are obtained, checkpoint evaluations are typically conducted to determine the economic viability of the particular deposit. Although the project evaluation process was discussed at length in Chapter 2, a brief review of the process is presented here to "set the stage" for the discussion on economic analysis of heap leach projects. Figure 15.1 (MacKenzie, 1980) presents an overview of the sequential process of mine development. Once the deposit is discovered or acquired, an initial delineation program can be undertaken to expand the project's geologic, mining, and metallurgical data base. At the end of this initial program, the direction of the project is evaluated. The company can either abandon the project, postpone it, develop and mine it, or gather additional data in hopes of improving the project's economic viability. If the company continues gathering data, then another decision point and evaluation will be required. This process may continue until the company either decides to postpone the project or develop and mine it. A project may be postponed indefinitely, typically in hopes of improved metals prices. Certain holding costs, such as land or royalty payments, may be associated with postponement. In general, once a company goes through two evaluations, the project is less likely to be abandoned. For this discussion, it is assumed that the company will undertake initial, second, and third delineation programs to gather sufficient geologic, mining, metallurgical , and environmental data to justify a positive production decision from the second or third economic evaluation. The objectives of the first delineation program will be to confirm and expand upon the available information about the deposit. During the second delineation program, development funds should be directed toward identifying the critical project items (i .e., ore reserves, mineralogy, mineable grade, metallurgical recovery, etc.) that must be resolved before making the production decision. This second economic evaluation can be used to determine which metallurgical concept will be applied to the project: heap leach or a traditional agitation-type leach plant. If the proper work has solved key project concerns in the second program, a production decision may be made from that evaluation.

Kelsey Lake kimberlites are a cluster of eight diamondiferous pipes that occur in the northern State Line kimber lite district of the Colorado-Wyo¬ming diamond province (Coopersmith 1991, 1993) (Fig. 1). This is located at the southern margin of the Wyoming Archean province. Two relatively large pipes and a few smaller bodies define the cluster (Fig. 2). The Kelsey Lake kimberlite cluster has been developed as the first diamond mine in the United States. The cluster was discovered in 1987. Full-scale production began in the spring of 1996. Mining has produced gem-quality diamonds up to 28.3 carats in size. The 30 State Line kimberlites, intruded about 390 million years ago into Proterozoic crystalline rocks, were presumed to be underlain by Archean basement of the Wyoming Province. Nearly all the kimberlite pipes contain diamond but only the Kelsey Lake pipes are economic. The Kelsey Lake kimberlites contain predominately diatreme facies kimberlite, with minor hypabyssal and crater facies rocks locally occurring. Alteration and weathering of the kimberlites is extensive. Petrologic studies indicated an underlying lithosphere that has a largely Proterozoic signature and shows evidence of deep melt and metasomatic events. Current development has concentrated on the two largest pipes. These have been bulk-sampled after geological study (1987) identified the presence of small diamonds and mineral chemistry indicating favorable diamond conditions. A 10-t/hr (11-stph) rotary pan plant was established in 1992 to process thousands of tons of bulk-sample material. Grades and gem-quality diamonds to 14.2 carats in size were recovered. Early in 1995, it was decided to move from evaluation to commercial mining. Production began in early 1996. A 195-t/hr (215-stph) rotary pan plant was built. A water supply system and tailings disposal have also been incorporated. The project straddles the Colorado/Wyoming border. Existing mining permits were amended to incorporate the increased scale and new plant facility. The permits for this project included the following: Colorado mining permit, Wyoming dozing permit, Corps of Engineers Section 404, Colorado NPDES, Wyoming NPDES, Storm water Management Plan, Air Pollution Emission Notice, various Colorado and Wyoming State Engineer and well permits, Substitute Water Sup¬ply Plan, Larimer County Special Use Review, and US Forest Service road use permits. The temporary destruction of a wetlands area was a sensitive issue. It has been addressed through the Clean Water Act Section 404 permit administered by the US Corps of Engineers. This use will be mitigated by creating new, self-sustaining wetlands in the immediate drainage system. A comprehensive and bonded reclamation plan is incorporated in the permits. Diamond mining and ore processing is environmentally benign. No chemicals are used in processing the diamonds. The plant is a water wash facility. The kimberlite ore is inert, as is the granite wall rock. The exposure of the ore body and the subsequent ore processing and waste rock and tailings containments pose no threat of release, leaching or dispersion of any detrimental elements. There is no acid-forming waste. Even a prolonged acid rain environment will not produce a harmful leachate. Slimes containment and clarification ponds will prevent unacceptable levels of suspended solids in water discharge. In-situ uranium mining is a relatively new and innovative method utilized for the commercial extraction of uranium. As with any mining method, however, significant environmental concerns will be evident and must be addressed in a rational and far-sighted manner. Experience has shown that radiological and non-radiological environmental problems may not manifest themselves until after the in-situ methodology has become established and matured to some degree. It is important, therefore, to recognize potential environmental concerns and incorporate them into an environmental program that spans the premining, mining, and post-mining phases of an in-situ operation.
