"Sociotechnical systems are everywhere in the modern industrial world. Sociotechnical systems describe how humans interact with technology throughout a variety of processes. These systems are prevalent in modern industrial settings, such as operating mines. Safety and health management systems (SHMSs) are complex sociotechnical structures designed with the aim of managing and reducing occupational risk. U.S. mining companies are voluntarily adopting SHMSs to supplement regulatory safety compliance efforts. Like all complex sociotechnical systems there are a wide variety of approaches and adoption philosophies around a SHMS. Many SHMSs suffer from high levels of redundancies, which manifest themselves in diverse ways: duplicate processes, forms, permits, and tracking mechanisms. These redundancies have severe impacts on the overall system and absorb critical culture and leadership “energy”. A recent study initiated by the University of Utah and sponsored by the Alpha Foundation is investigating the effectiveness of SHMSs across 15 different U.S. mining sites. A large amount of data has been captured to help characterize elements of SHMSs and correlate their impacts on safety outcomes. Many variables were assessed in the study. Those of importance to this paper are the variables describing the robustness of the sociotechnical aspects of the SHMS. Two such variables are the overall integration of the SHMS within the whole system and how data is managed. Data management in this context deals with the approach to capturing, analyzing, and acting on data within the system. As well, systems are integrated around controlled, data-sharing mechanisms. It has been found that wide variety of approaches has been taken to integrate the SHMS within the governing management philosophy at a given site. A series of case studies is presented that develop some specific best practices for proper data management and integration of SHMSs.Introduction and Project Background Managing occupational health and safety can be done in many different ways, and with many different approaches, but is often based on the host country’s regulatory and industrial culture. However, many companies have extended their effort beyond the regulatory requirements of their host nation and have implemented Safety and Health Management Systems. The goal of these efforts is to reduce and eliminate occupational risk. Many health and safety practitioners have a hard time justifying various elements of health and safety management. There is a lack of institutional knowledge that measures and assesses the effectiveness of these Safety and Health Management System (SHMS) elements. To better understand the effectiveness of SHMSs the Alpha Foundation has funded a research project with the University of Utah. The title of the project is “Characterization and Effectiveness of Safety and Health Management Systems in the U.S. Mining Industry.” The research team will assess the SHMSs of 15 United States mine sites. The outcome of the project will be a method to characterize the strength of the SHMS elements, assess a culture and leadership index, and finally establish correlations between elemental risk and safety outcomes. The study is currently in progress. However, many important outcomes have already been observed, particularly on the data management practices within an SHMS."

JAMES BOYD 29.1-STAFF-AND-LINE ORGANIZATION Industrial organizations are established primarily to coordinate the activities of many individuals working toward a specific goal. In mining, the goals can vary widely, and the skills necessary to reach them likewise will vary from operation to operation. It is essential to keep in mind the principal point that an organization embodies the necessary skills which supplement each other and achieve a given objective. Those who direct such an organization are grouped together as "management" and accept the responsibilities for the regulation, administration, supervision and guidance of the enterprise. Those who comprise the "administration" and have supervisory authority are referred to as the "executives." In the early days of mining it was common for one executive to exercise virtually complete control over the entire organization, and direct its operation from a central office. However, the science of management has advanced significantly since then. Mining organization administration now allocates increased authority and flexibility to those in direct-line responsibility, and organizes competent people in specialized fields to provide supervisors with guidance where it is needed in day-to-day operations. Few mining companies today are confined to one operation. Therefore, highly developed skills can be provided in the staff which assists management. This is known as staff-and-line organization, illustrated, in general, in Fig. 29-1. Each operation requires diverse skills for the carrying out of specific functions. The acquisition and training of those with such skills is an important operation in assembling organizations. An organization normally is modified to accommodate individuals rather than being a "hard and fast" mold into which people are fitted. The modern manager is inclined to organize to minimize central direction, with delegation to line executives, providing staff whose day-to-day operations, in cooperation with line executives, coordinate a continuing drive toward the organization's objectives. The staff officers, therefore, tend to become what could be described as parts of the president's brain, dealing with specific areas requiring certain skills. They do not necessarily direct operations, but watch them to be sure that the skills which they have themselves developed can be transmitted to line operations by persuasion rather than by direct authority. The elements of management requiring staff assignments are: 1. Planning, which, at staff level, is only a coordinating activity. Planning is done at all levels in the organization. 2. Engineering. 3. Finance. 4. Control. 5. Personnel and industrial relations, which set personnel policies, including salary plans and the means of handling relations with the unions. 6. Research, which, in a modern organization, is essential to progress and needs to be overseen at the top. 7. Legal staff to see that all operations of the company are provided with sound legal advice, and that the company's policies stay within the law.

"With decades of development and exploitation of coal resources, the first batch of coal-based cities in China are faced with the challenge of economic shrinkage and environment deterioration due to the rapid resource exhaustion and single industrial structure. Nowadays, as a policy instrument for sustainable development, a nationwide circular economy mode has been implemented during the design and planning of new coal mines to address the challenges arising from economic depression, energy shortage and environmental pollution. It should be mentioned that several national coal bases and most of constructing and planning coal mines are located in the underdeveloped areas in the Midwest of China which means that the distance between supply source for energy resources and the demand market is significantly increased. Moreover, the eco-environment vulnerability in these rural areas should be taken into serious consideration. Therefore, after comparison and analysis with several successful coals based and diversified circular industry chains, this paper presents a case study on the circular economy park (CEP) in the northwest of Shanxi Province. Through discussion and evaluation of ‘1+3’ mode in the CEP, this paper aims to enhance the understanding of coal mine sustainable development and shed light on the relationship between resources exploitation and local economic development.1. Introduction Earth's fossil energy resources are crucial to both economic prosperity and human well-being. Taking coal mining and consumption as an example, coal has been widely used to generate electricity since the 1880s, and more than 40% of the electricity globally is provided by coal nowadays. However, as one of the largest worldwide anthropogenic sources of carbon dioxide releases (39% of global CO2 emissions), the extensive excavation and utilization of coal have brought a series of side effects to both natural environment and human health (Wikipedia 2017). As the largest coal producer and consumer in the world, China is leading the list over the past decade (as shown in Figure 1) (BP 2016). The excavation and utilization of coal resources have made a crucial impact and irreplaceable contributions to China’s industrial development and economic prosperity (Long and Zhang 2009). However, most of the air pollution in China are also attributed to the simplified and extensive exploitation of coal resources, e.g., 90% of SO2, 67% of NO, 70% of smoke ashes, and 70% of CO2 in 2016. In recent years, most of North China and the developed coastal areas were wreathed by smog due largely to the oversimplified extensive utilization of coal, suggesting that the development patterns of coal utilization need to be reshaped so that both the biosphere and humanity could thrive equally."

Companies have installed powerful desktops for their personnel and instrumentation and control systems in their plants. These desktops are, in many cases, connected to a company intranet. Still, process engineers have to obtain their data manually. Engineers use process calculations from manually calculated averages from the plant; field operators collect equipment data on log sheets; and maintenance engineers collect critical information on log sheets. All of this information resides in individual machines. What are the strategic tools that will enable collaboration between them? How can operators, engineers, and managers access plant information to proactively increase their effectiveness in process troubleshooting, plant debottleneclung, aligning with business strategic and customer demand, satisfying environmental and safety regulations, developing capital projects, and implementing control strategies? A nonintrusive environment at the desktop is required to provide the process information to these workers. How can value be added to MS Windows technologies with the legacy systems at a minimum cost? There is no straight answer; however, there is a proven framework to leverage the large investments in new technologies. Objects and components are changing the way everyone relates to their computer and networks. Three examples will be described to demonstrate paradigm change. Today, process engineers can access data at the required level of detail for analysis of critical process variables at their desk or remotely. 1. Process Troubleshooting and Analysis: The engineer can develop an inferential calculation, trigger a process advisor to deter- mine the behavior of the units for the last day, and get the population of a set of batches (heats, blocks, rolls, sheets, etc). 2. Process Control and Optimization: The engineer can connect to a process simulator at steady state or a dynamic simulator of the process to evaluate new control strategies or process unit line-ups and use the process simulator as a process observer for fault diagnosis. 3. Collaboration with Accounting and Maintenance: The engineer can review reconciled data and the process mass balances, suggest maintenance cleaning or recalibration of flowmeters, and evaluate key control performance of all advanced controls.

INTRODUCTION The enquiry of the Royal Commission on Health and Safety of Workers in Mines of 1976, known as the Ham Commission after its chairman, Dr. J. Ham , now president of the University of Toronto, was one of the activities surrounding the upturn in the fortunes of the Canadian uranium industry and its markets in the mid-seventies. Although the regulation and licensing of Canada's ten major mine/mill facilities employing six thousand or more uranium mines is a federal concern under the Atomic Energy Control Act, this Commission, which paid particular attention to health and safety in uranium mines, was appointed by the Province of Ontario. Further provincial enquiries in British Columbia, Saskatchewan and Newfoundland have been aimed at quantifying, reducing or eliminating the environmental and health impact of uranium production. This work has created a mosaic of provincial regulation in what is essentially a field of federal jurisdiction. Various organizations of the federal government related to its regulatory function in the uranium industry are outlined in Figure 1 showing the matrices of regulatory, advisory and research activities associated with the exploitation of Canadian uranium resources. A more detailed examination [ ] of the governmental (federal and provincial) activities, commissions, etc., in the Canadian uranium industry indicates a definite parallelism of effort, if not of scale between the two levels of government in the execution of their roles in occupational and environmental health and safety and is presented here to explain the complex stage onto which the Canadian Institute for Radiation Safety has just entered. The development of the Institute and its precursors together with current and planned research activities are described. BACKGROUND Traditionally and constitutionally, natural resource exploitation and its regulation is under provincial jurisdiction; however, the uranium industry has been under federal control since the Second World War when security measures necessitated the creation of the Atomic Energy Control Board (AECB). Health and safety aspects, in terms of inspection, compliance and environmental monitoring are performed on behalf of the AECB by provincial labour inspectors (Saskatchewan and Ontario) and Ministries of Environment. Non-radiation health and safety matters are also enforced under the federal Canada Labour Code by provincial inspectors. In support of licensing and standard-setting functions, major research programs have been initiated and expanded at both the AECB and the Canada Centre for Mineral and Energy Technology (CANMET), formerly the Mines Branch of the Federal Department of Energy, Mines and Resources). CANMET established a Mining Research Laboratory at Elliot Lake, Ontario in 1965 to conduct research and development aimed at improving production capability, providing information on the security of uranium supply and investigating the hazards of mining and their implications for the health and safety of the miners. The provincial route in assessing the costs and benefits of uranium production has attempted to be far more conclusive in nature. While some on-going studies are funded, periodic inquiries by Royal Commission have become the accepted practice. Six such inquiries have been conducted in four provinces and widely differing policies have resulted from their findings and recommendations. For example, while the government of British Columbia in the Fall of 1980 declared a seven-year moratorium on(2) uranium mining and exploration in the province, the province of Ontario's crown utility "Ontario Hydro" financed the rehabilitation of a mine/mill complex at Elliot Lake. The latter instance is not surprising considering that the final report of Ontario's "Royal Commission on Electric Power Planning",(3) concluded that nuclear energy has a continuing role to play in the expansion of Ontario Hydro.

INTRODUCTION The art of placer gold mine evaluation and mining has had an interesting evolution beginning in earliest times. DE RE METALLICA (c.1556), documents the use of rockers, circular sieves(jigs) and riff lest for classifying, concentrating and recovering placer gold, respectively. During the late 1800's in the heat of the international gold rush, a bucket ladder mining dredge containing its own processing plant was developed that enabled digging of placers to bedrock that were inaccessible to the hand miner. The power driven churn drill was developed at about the same tie that facilitated more rapid and larger scale sampling of placers to bedrock. The mineral jig was applied in the early part of the 1900,s to begin the replacement of riffles on placer dredges. Mining dredges proliferated in California and New Zealand to mine the deeper placers and spread throughout the world. The companies that were leaders in dredge mining technology conducted experimental work that advanced the state of the art by processing of gravels with jigs and amalgam systems to recover gold on board dredges in a continuous process. This paper will synthesize the technology of placer gold exploration, mine development and operation into guidelines for evaluation and development of small-scale prospects. Prospect Reconnaissance The location of a prospect usual1 y results from some physical evidence of the presence of gold and/or past mining activity. Any earlier activity that may have produced gold from the prospect, should be investigated before making the trip. The initial reconnaissance should attempt to verify a near-surface presence and then make observations concerning the geomorphic characteristics that relate to placer gold accumulation. Estimates of the probable depth, breadth and length of mineable gravels can be made from the surf ace by the experienced placer mining engineer. With this information, he can speculate on whether there is a viable prospect to be pursued. The placer mining engineer should be experienced in panning samples found in shallow diggings or from existing pits. This will give him immediate indications of gold presence without fear of "salting" by an over-ambitious promoter of the project. The same capability of panning is important during the other sampling phases. A thorough knowledge of logging and calculating the results is essential to proper evaluation of the deposit' s tenor. Evaluation Methods Depending upon the character of the prospect such as river, benches, terraces, jungle, the type of equipment to conduct sampling of the deposit must be determined. In most cases, the drill has replaced bulk sampling. The churn drill has had the greatest amount of accumulated experience but is slow. The reverse circulation drill (RC), is limited by its lack of verification in subsequent mining in order to prove its reliability. However, in the hands of knowledgeable placer mining engineers experienced with its use and calibration, it may be used. The RC Hammer drill (such as the Becker), can be as much as ten times faster than the churn drill and compress the time necessary to prove a prospect, or, to disprove it. All costs in balance, it is often cost effective over the churn drill.

The Bureau of Mines performed a study to determine optimal locations for longwall face methane monitoring equipment. Longwall face ignitions continue to be a concern to the U. S. coal mining industry. Gains in ignition control technology have been somewhat negated by advances in longwall productivity. More reliable, heavy-duty longwall face systems generate higher production rates and increase methane liberation rates. These rates will likely continue to rise in the future as further coal production increases occur. Efforts will continue in the areas of methane drainage, methane containment, and methane dilution. In addition, more effective face methane monitoring is needed. As technology continues toward automated longwall panels, the importance of monitoring for methane at the shearer becomes even more significant. Since the primary face ignition source is the shearer mining machine, the Bureau ran tests to determine the best location to take methane readings on the shearer. This information, in conjunction with data obtained from field studies, provides a knowledge base for selecting optimum face methane monitoring locations. INTRODUCTION Face ignitions are a concern for many U. S. longwalls and will continue to be until better control technology can be developed or until reliable and accurate knowledge can be provided as to when an explosive concentration is present. Figure 1 shows the number of reported U. S. underground longwall ignitions from 1980 to 1990. The number of longwall panels have remained relatively constant over this time period with 89 reported in 1980, compared to 96 in 1990. In spite of technological improvements in mining over the past decade, no significant reduction in the number of longwall face ignitions has occurred. One factor contributing to this is that the U. S. coal industry is mining gassier seams causing methane liberation rates on the average to be higher (Trevits, 1991; Grau, 1987). Another factor is the development and implementation of more reliable, heavy-duty longwall face systems that are generating higher production rates and higher methane liberation rates. Additionally, the average panel width in 1991 was 714 ft; a 44 pct increase from 1980 when faces averaged a width of 495 ft (Merritt, 1992). Increases in panel width also impact total face methane emissions. [ ] There have been substantial advances in control technology in the areas of methane drainage, methane containment, and methane dilution. In some mines, efforts to drain methane in advance of mining have proven effective, but geological conditions often preclude this approach (McCall, 1984; Ely, 1989). In other cases, ventilation air quantities of over 100,000 ft3/min and face velocities of over 1,000 ft/min have been implemented on longwall panels. Other operations have implemented anti-ignition spray systems which use water sprays behind each cutting bit to quench the hot streaks created from cutting noncoal materials (Courtney, 1990). Other control techniques, such as the modified shearer clearer system and ventilated drum, have been used to increase the amount of turbulence and ventilation around the cutting drums, thus reducing methane levels (Cecala, 1986; Divers, 1987).

Airborne dust is one of the important environmental problems in mines. Besides conventional dust control methods, recently, extensive studies have been carried out on the elimination of dust before it has actually been formed. Determining to what extend rock characteristics influence the amount of dust produced during different mining activities are considered as a guide for this purpose. The factors analyzed in this study were main mechanical, physical properties and petrographical constituents, namely free and combined silica. In the study regression analysis techniques were applied to investigate the effectiveness of aforementioned factors. INTRODUCTION Nearly every aspect of mining activity contributes to the air pollution caused by dust. Therefore the harmfull effect of airborne dust has been investigated many years and limit dust concentration levels were determined for various types of mine dust. To keep the dust level below limit value different dust control techniques have been applied in mines. So far, the well known techniques regarding dust control focuses on reducing the amount of airborne dust. However, recently various studies have been carried out to avoid the dust before it has actually been formed (Bhaskar and Gong, 1991). In this respect, influence of rock characteristics on dust formation is regarded as a guide for this purpose. The present contribution describes such a study in which the drilling operation is considered as the source of the dust. In this study drilling and dust sampling process were undertaken in a model gallery that simulates an underground working. The mechanical and physical properties of the rock samples were measured in rock mechanics and ore dressing laboratories. Quartz and combined silica contents of the rock samples, on the other hand, were determined in the laboratories of geological engineenring department. Rock samples used in the research were different types of coal measure rocks, namely, sandstone, shale and conglomerate. The rock characteristics studied in this work are brittleness, toughness, rock strength, hardness and hardgrove index as inherent properties; free silica, and total silica contents of rock samples as petrographical constituents. Although there have been various studies to determine the effect of rock characteristics on the dust formation, still the type and extend of effectiveness have not been understood clearly. LITERATURE REVIEW Most of the studies investigating the effect of rock properties on dust formation concluded that they are effective. In such an investigation, it has been found that inherent rock properties influence dust formation (Das, 1973). In the another study, dustiness of the air was considered as a function of the composition, hardness and moisture content (Panov, 1967). It was also accepted that in a drilling operation more fine dust is produced if the rock to be drilled is hard (Skochinsky and Kamarov, 1969). In some other investigations dust production were considered as a function of hardgrove index (Moore and Bise, 1984) or formulated in terms of brittleness, toughness and hardness (Güyagüler, 1991). The effect of the petrographical properties of coal or rock on dust formation characteristics have also been studied (Baafi, 1979) (Panov, 1967). Because of its importance, various researches were conducted the study to find out the effect of free and combined silica content of dust on dust formation. In one of the study, the relationship between quartz in the coal seam and quartz in the airborne coal dust was investigated (Ramani et al, 1988).

California was a major talc-producing State until the late 1980s when production from the deposits in the Death Valley area ceased because of a number of factors which included pressure to discontinue mining in and around Death Valley National Monument, and health concerns affecting markets for tremolitic talc. The states of Montana and Texas now account for slightly more than half of U.S. talc production. Deposits in an area encompassing southern Death Valley and extending east into the Kingston Range were formed by contact metamorphism of carbonate beds in the Precambrian Crystal Spring Formation next to Precambrian diabase sills. These deposits contain ore ranging from high-purity, fine-grained talc to platy, tremolitic talc with high brightness. Deposits of tremolitic talc and talc schist in the Silver Lake District in San Bernardino County resulted from metamorphism of Precambrian carbonate beds intruded by granitic plutons. Northeast in Esmeralda County, Nevada hydrothermal alteration related to Late Jurassic plutons caused talc replacement of Precambrian to Early Cambrian dolomite. A hydrothermal origin is also indicated for talc deposits in the lnyo Range just north of the Death Valley District where bodies of unusually pure talc occur in Paleozoic lime- stone near Jurassic granitic plutons. Talc is now mined from a deposit in the foothills of the Sierra Nevada Range southeast of Sacramento where quartz-mica schist of the Permian Calaveras Formation has been hydrothermally altered to talc. Replacement of magnesite of the Precambrian Allamoore Formation produced talc deposits mined in the Allamoore District of west Texas. This dark-gray talc of low iron content with carbon- aceous material and dolomite is ideally suited for use in ceramics where it makes a white product when fired. Small bodies of platy light-pink to white talc suitable for use as an extender in paint are also mined in this district. In the Llano District of central Texas talc has replaced impure carbonate rocks and serpentinite. All Montana talc production is from deposits in the southwestern part of the State that formed by Precambrian hydrothermal alteration of dolomitic marble. This alteration produced material with high purity that ranges from very fine-grained, massive talc to coarser grained, foliated talc. Markets include pitch control in paper, paint, cosmetics, ceramics, rubber and plastics. In southwestern and northeastern Oregon, talc has replaced serpentinite in the vicinity of Mesozoic plutons. Soapstone for carving is mined from a southwestern Oregon deposit. Deposits of similar origin occur in central and northwestern Washington.

The Toquepala concentrator expansion project incremented the capacity of the existing concentrator by 15,000 Metric tons per day (t/d), from 45,000 to 60,000 t/d. The plant is located in southern Peru,1,200 km southeast of Lima. The implementation plan for the expansion project was based upon an engineering and procurement contract, and a construction contract. The overall Project Management was by Southern Peru Copper Corporation (SPCC). The expansion followed a very aggressive schedule that considered a construction period of only ten months, with minimum interference to the existing facilities. Major equipment was purchased during basic engineering. This paper details the design, construction, and commissioning of the 6.4 m diameter by 10.2 m long ball mill, and the performance of the milling circuit during the first two months of operation.

INTRODUCTION Volatile markets and pricing, increasing imports, constraining but effective laws related to the environment, health and safety and price controls lead to concerns which generated pious laws stating non-fuel policy and authorizing studies but resulting in ineffective implementation. Several commissions, reports by the Secretary of Interior and even the President have led to many recommendations but little or no action. No single comprehensive policy could solve problems which are diverse, commodity specific and not categorizable (Landsberg 1982, 1983). Thirteen laws administered by 27 agencies regulate or affect minerals and materials. Political instability created by communist regimes in Southern and Central Africa jeopardized sources of critical imported materials. This situation led to a Resource War mentality. It was feared that the U.S.S.R. was seeking to control this area and exclude the United States from resources (Vogely, 1980). The success of the Organization of Petroleum Exporting Countries with a petroleum cartel led to fears of an Organization of Minerals Exporting Countries which might create more cartels and/or make the existing ones more effective. Economic needs of developing countries required export to maintain employment and balance of payments have led to world surpluses, weak markets, low prices, and large loans from the World Bank which have under- mined U.S. industry (Landsberg, 1982a). Un- cooperative environmental laws, obsolete facilities and non-competitive costs have led to shipping U .S. ores to other countries for processing into ingot and bars which are imported back to the United States. Yet massive internal turmoil has interrupted supplies, and led to un- certain availability and higher prices. This situation could happen again. Included in this category of critical materials with uncertain sources are metals required in the manufacture of military aircraft, which has led to concern regarding the defense industry base (Morgan 1983). Remedies have been proposed which include: updated stock piles, material substitution, international cooperation and coordination, foreign policy aimed at resolving racial and national stresses in South and Central Africa, relaxing U.S. environmental and public land regulations and action under the Defense Production Act (Goth 1982). The President's report (1983) to Congress has stated a national materials policy which recognizes: that materials play a critical role in our economy, defense, and standard of living; that public lands contain a vast untapped mineral wealth; that the role of government is to identify mineral issues and act on them; and that there is a need for long term high potential pay off research (Bureau of Mines 1983). There is a serious question as to whether or not a comprehensive national mining, minerals, and materials policy is feasible let alone necessary. One solution is to abandon the attempt at comprehensiveness and to target specific is- sues with realistic policies (Comptroller General 1979). In the following sections, the major studies of the 1970s will be reviewed, major issues yet to be faced will be identified, the principles involved in these resolutions will be reviewed,

"With the background of water shortages and serious water pollution, issues of water involved in energy exploration and utilization have become critical problems affecting urban water usage. In order to identify the relationships of the energy-water nexus, this paper characterizes the energy-water nexus literature using a bibliometric method and based on the Chinese National Knowledge Infrastructure database platform. The results reveal that 1) Scientific outcomes in this field have increased sharply since 2003, with a slightly higher growth rate than that of general disciplines. 2) China Water Resources, Yangtze River and Express Water Resources & Hydropower Information are the dominant journals, and the main research fields include industrial economics, environmental science, and management, among other disciplines. 3) Hohai University, the Chinese Hydraulic Engineering Society, the Institute of Geographic Sciences and Natural Resources Research, and the Changjiang Water Resources Commission are the main research institutions in this field. However, the proportion of publications of these institutions is not high, which suggests that there is no institution dominating this field. 4) According to the keyword analysis, the hot spots in this field include ecological environment, sustainable development, environmental protection, climate change, etc. Energy-mining related keywords have increased over time, implying that the energy-water nexus from the perspective of the energy exploitation industry can become a key issue. At the same time, the frequency of keywords related to sustainable development has been maintained at a high level, and the studies concerned with the impacts of climate change were introduced into this field relatively late. The conclusion of this study provides a foundation for a comprehensive understanding of the current situation as well as for further research in the energy-water nexus field.Introduction As an important strategic resource for national economic and social sustainable development, water has been increasingly focused on by the Chinese Government. Over the next decade, the total water demand of China will continue to grow steadily, which lead to a significant trend of increasing water consumption in the future (Zhang 2013). To reasonably exploit, utilize, conserve and protect water resources, the Water Law of the People's Republic of China was enacted by the members of the 9th National People's Congress Standing Committee in 1988 and after multiple revisions, the latest of which, in September 1, 2016, has involved water infrastructures in the national economic and social development plans of the government at all levels and regulated the rationale for water engineering construction. Thus, in the context of serious water shortages and water pollution, China’s government has taken several measures to make rational use of water resources."

Reclaimed mine sites have been evaluated so that the public, industry, and land planners may recognize there are innovative designs available for consideration and use. People tend to see cropland, range, and road cuts as a necessary part of their everyday life, not as disturbed areas despite their high visibility. Mining also generates a disturbed landscape, unfortunately one that many consider waste until reclaimed by human beings. The development of mining provides an economic base and use of a natural resource to improve the quality of human life. Equally important is a sensitivity to the geologic origin and natural pattern of the land. Wisely shaping our environment requires a design plan and product that responds to a site's physiography, ecology, function, artistic form, and public perception. An examination of selected sites for their landscape design suggested nine approaches for mining reclamation. The oldest design approach around is nature itself. Humans may sometimes do more damage going into an area in the attempt to repair it. Given enough geologic time, a small-site area, and stable adjacent ecosystems, disturbed areas recover without mankind's input. Visual screens and buffer zones conceal the facility in a camouflage approach. Typically, earth berms, fences, and plantings are used to disguise the mining facility. Restoration approaches the best land use as restoring to its original condition. Rehabilitation targets social or economic benefits by reusing the site for public amenities, most often in urban centers with large populations. A mitigation approach attempts to protect the environment and return mined areas to use with scientific input. The reuse of cement, building rubble, and macadam meets only about 10% of the demand for aggregate. Recognizing the limited supply of mineral resources and encouraging recycling efforts are steps in a renewable resource approach. An educative design approach effectively communicates mining information through outreach, land stewardship, and community service. Mine sites used for art show a celebration of beauty and experience-abstract geology. The last design approach combines art and science in a human-nature ecosystem termed integration. With environmental concerns, an operating or reclaimed mine site can no longer be considered isolated from its surroundings. Site analysis of mine works needs to go beyond site-specific information and relate to the regional context of the greater landscape. Understanding design approach can turn undesirable features (mines and pits) into something perceived as desirable by the public.

"MOTIVATION Tunnel construction companies must keep costs low, finish projects in less time and still meet the high quality and safety standards. Therefore, their main goal is always to optimize the tunnel excavation process. Traditional geodetical methods are used since more than 100 years to ensure an exact breakthrough of a tunnel. Evolving sensors, sensor fusion and increasing computation resources opened new fields of application for geodetic solutions in tunneling. These solutions offer new ways to reduce costs and risks in tunneling. INTRODUCTION Nowadays in tunneling, geodetical measurement methods are not only used for guidance, but also for various other applications. This paper gives an overview about where geodetical measurements are used today and highlights their benefits for safety and costs aspects. Furthermore, advanced solutions are introduced. In progressive projects, they have already become state of the art technology and are in use daily. STANDARD GEODETICAL MEASUREMENT APPLICATIONS In drill & blast tunnel construction processes, there are many standard geodetical applications used in the different construction phases, each having different requirements regarding accuracy. In the excavation construction stage, guidance tasks and setting-out of various positions is done by the foremen. Thanks to simplified measurement tools, the foremen are enabled to carry out these measurement tasks themselves without requiring deep surveying knowledge. In contrast, deformation analysis and network measurement campaigns need sophisticated planning and a profound education in surveying. Therefore, these tasks are carried out by surveyors. Profile control and as-built documentation is required in each construction phase. Depending on the requirements of the project, this task can be carried out either by the foremen or a specialized surveyor. Table 1 provides an overview over typical surveying tasks in an underground project including information about who is doing the job and the according accuracy requirements. "Dust pollution is very serious in coal mining process, which is a great threat to the underground staff health and equipment and facilities safety. Coal seam water injection in mining process is an effective way to reduce coal mine dust concentration at the source. However, the effectiveness of water injection is limited in high-pressure and low-porosity coal seam. To improve the moisture content of coal seam, expand the wetting range and enhance the effect of dust reduction by water injection, the injectability and influencing factors of coal water injection are analyzed by numerical simulation method, and the sealing technology under high-pressure condition is studied. Then, according to the practical conditions of Tangkou coal mine, the parameters and process system of process system are designed, the effect of high-pressure water injection in coal seam was determined by testing water injection quantity, water increment and dust concentration. It is showed that the dust-removal rate of the high dust concentration operation such as falling coal and moving frame is 63.49% and 59.72%, the maximum dust-removal rate of multi-processes is 53%, which achieve a high level of application. The research results in this paper is of important theoretical and practical value to improve the water injection effect of high-pressure and low-porosity coal seam and improve the efficiency of dust removal in coal mining process.Introduction With the increasing of the depth and mechanization of coal mining, coal dust, the impact of ground pressure, ground temperature and other natural disasters continue to upgrade the harm degree (Wang 2011, Wu et al 2012), disaster incidents occur frequently, which seriouslythreaten the safe and efficient mining and the physical and mental health of underground staff. Coal seam water injection can effectively reduce the coal dust when coal crushing, prevent the impact of mine pressure, coal and gas outburst disasters, by increasing the thermal conductivity of coal, reduce coal temperature, and prevent spontaneous combustion of coal. In addition, coal seam water can soften the hard coal, so that speed up the recovery rate, improve coal production and efficiency (Wu et al 2008, Nie et al 2007). However, the coal seam in many mining area is with high-pressure and low-porosity feature, Coal joint cracks are not developed and relatively hard, water injection is difficult in these coal seams, then the desired disaster prevention effect cannot be achieved (Jin et al 2001, Zhao et al 2000). In this paper, the numerical simulation and field test methods are used to design the high-pressure and low-porosity coal seam water injection technology, so as to solve the difficult problem of coal dust control in high-pressure and low-porosity in deep well mining process."

"The East Side Access (ESA) CM005 Contract - Manhattan South Structures - consists of the installation of the waterproofing and final concrete lining for railroad tunnels, 3-Level Wye track turnout structures, segments of the Main Cavern Station, and a series of Ventilation Structures excavated beneath the existing Metro North Railroad (MNR) Grand Central Terminal. Several key team decisions made collectively by the Construction Manager (CM), Designer, and the Contractor has allowed the scheduled construction duration of 29 months to be maintained. These strategies include the use of alternate design and construction methods, including the use of pneumatically applied concrete lining and precast lining. This paper discusses these strategies, and illustrates how successful teamwork and cooperation during the execution of a large-scale construction project can lead to lowering costs, improving quality, and maintaining the overall project schedule. INTRODUCTION The East Side Access Project The Long Island Railroad (LIRR) currently transports commuters from Long Island into Manhattan, terminating at the already over congested Penn Station on the west side of Manhattan. Once completed, the ESA Project will provide LIRR commuters direct access to the east side of Manhattan underneath Grand Central Terminal. The ESA Project will help alleviate the congestion at Penn Station, which currently accommodate the NJ Transit, Amtrak, and LIRR lines; reduce travel time for LIRR passengers traveling to the east side of Manhattan and facilitate connections to the NYCT Subway System and Metro North Rail Road. The ESA Project includes building new tunnels and facilities under Manhattan and Queens. (See Figure 1).The Manhattan Alignment In the Manhattan segment of the ESA Project the excavation in hard rock of tunnels, cross passages, caverns and shafts has been completed by tunnel boring machines, drill and blast, and road header. The construction of the structural concrete final lining, interior structures and fit-out of the previously excavated caverns and tunnels are currently being performed under Contract CM005 Manhattan South Structures awarded to Michels Corporation and Contract CM006 Manhattan North Structures awarded to Frontier Kemper Constructors Inc. This paper focuses on the design and construction aspects of Contract CM005 which is the first ESA Contract in Manhattan to successfully construct concrete final linings in pre-existing excavated areas."

Introduction Recognition of Coal Workers' Pneumoconiosis (CWP) as a major occupational disease has affected various aspects of the coal mining industry in the United States as well as in almost all major coal producing countries. Regulations related to the control of coal mine dust forced mine operators to modify their mining and ventilation practices. As the coal production record of the last 15 years shows, this had both direct and indirect impacts on the productivity and production costs. To identify the causes of CWP, many research efforts have been made through- out the world. Most of these studies were epidemiological in nature, attempting to pinpoint exposure and seam variables that affected the incidence of the disease. Other studies have been oriented toward the elemental and mineralogical composition of the coal dust in the mine atmosphere and in the miners' lungs. These studies indicate that there may exist some relationships between the characteristics of the coal mine dust and the prevalence of the disease. Some of the variables that are thought to affect the occurrence of CWP are the mass of the dust in the working place, the rank of the coal, the existence of certain trace elements, the free silica content of the coal, and the existence of other minerals in the respirable dust. A more complete description of these previous re- search studies has appeared elsewhere (Mutmansky and Lee, 1984). The behavior of particles in the human lung is known to be governed by their aerodynamic diameter, which is defined as the diameter of a hypothetical spherical particle with unit density that exhibits the same settling velocity as the given particle. Because of this fact, the aerodynamic size distribution of coal mine dust is one of the parameters to be determined along with the other physical, elemental, and mineralogical characteristics. The objective of this paper is to establish a strategy for providing coal mine respirable dust samples for characterization purposes using instruments that classify according to the aerodynamic diameter. Mining-related wastes, which are increasing, are being utilized more and more as valuable resources in Virginia. The Environmental Protection Agency (EPA) divides mining-related wastes into two categories: those generated from mineral extraction and beneficiation and those generated from mineral processing. Materials from both categories are produced in Virginia, where waste (by-product) materials are present at a variety of mining sites and processing plants; some of which have been exploited for various uses in the past and/or present. These materials include: used concrete recycled for roadbase material; pyrite coated with magnetite for use in portland cement; minor amounts of fly ash for use in concrete block, lightweight aggregate, and flowable structural fills; granite and diabase quarry fines for use as agricultural and asphalt filler; lime kiln dust for use in neutralizing and stabilizing coal refuse; soapstone aggregate for use in terrazzo heat retention panels; kaolin for use as a filler product and as an ingredient in white cement; slate quarry fines used as landcover and combined with aggregate for crusher run and as a filler in asphalt; and coal refuse for use as fuel in a lightweight aggregate plant. There are some materials available that have never been utilized, although several ideas were investigated to turn them into usable commodities. One such material is a high-alumina scrap produced as a by-product at a ferrovanadium processing plant. However, large quantities of waste materials from metal mining, industrial mineral, and fossil fuel operations remain to be disposed of in an environmentally safe and economic manner. In 1989, almost one million tons of fly ash were produced from burning of coal at eight coal-fired power plants in Virginia. Present uses for this waste such as an ingredient in concrete block, concrete aggregate, and in structural fills cannot dispose of all the available material; however, increased use of fly ash as a soil/rock substitute for structural fills and embankments may solve the problem of its disposal. Another waste material is calcium carbonate precipitate paste produced at a lithium carbonate processing plant and presently being used for back filling an on-site inactive underground limestone mine. Flue gas desulfurization (FGD) wastes in the form of CaS04 will probably increase threefold. If this material contains a minimum of 95 percent gypsum and negligible chloride, it may have a value to a wallboard manufacturer as we move toward the year 2000. Thought must be given how this increasing waste can be disposed of in an environmentally safe manner.

This chapter describes the nature and occurrence of the principal clay minerals that are used as ceramic raw materials, explains how these raw materials are used to produce finished goods, and summarizes positive and negative trends that will affect future demand for raw materials and products in the ceramic industry. The term ceramics was derived from the ancient Greek keramikos (a clay jar). A ceramic product is a material that has been fired to at least 468.3°C (Mitchell, 1983). In addition to being one of our earliest manufacturing and construction materials, ceramic products are among the earliest records of civilization. The enduring significance of ceramics is shown by the fact that, even today, the manufacture of whitewares, brick and related red-fired wares, refractories, and engineered ceramics continues to be a major sector of the US economy. A wide range of materials can be made into ceramic products, although relatively few earth materials make up most of the ceramics in today's markets (Table 1). Most ceramic products are made from clay or a related material. The long history of clay use in the ceramics industry stems from its variable and sometimes unique physical and chemical properties, as well as its ubiquitous occurrence and relatively low cost. Clay is important to ceramics because of its plasticity, moldability and filterability, chemical content, color. refractoriness, solubility. corrosion resistance, electrical properties, and other properties that result from the essentially two dimensional morphology of the individual clay mineral platelets. Because of their basic relationships to the chemical and physical properties of clays, the chemical and mineralogical content have been the subject of continuous studies over the past few decades. Advances in knowledge about the chemical, mineralogical, and physical properties of clays are responsible for most of the advances in processing. The need to remove off-colored contaminants, minerals with low melting points, and soluble salts has resulted in beneficiation by wet processing methods such as water washing. Water washing is restricted to kaolins, although low cost methods of water washing have been extended more recently to ball clays in Europe. High intensity magnetic filtration and flotation technologies have noticeably improved the quality of kaolins and broadly expanded their use in the ceramics industry. In addition to products for construction (e.g., brick, tile, sewer pipe, field drain pipe, cement, fiberglass, roof granules, and paint) and manufacturing (e.g., refractories, kiln furniture, sanitary ware, pottery, and dinnerware), clays are used in calcined form as ceramic fillers, carriers, extenders, and grogs. Ceramics suppliers are under economic pressure in several of these product areas. Manufacture of refractories in America has declined as steel production has decreased. Semiautogenous milling was the subject of 18 papers presented at the SME Fall Meeting in Albuquerque, NM. The process design and scale-up of SAG mills was discussed in several papers. These included a review of testing methods for the sizing of SAG mills by Barrett and Allan. Austin et al. presented an improved simulation model for SAG mill grinding, with model validity demonstrated against pilot plant SAG mill test results. Rogovin et al. presented some pilot plant results relating to the charge motion, hold-up, and particle size segregation in SAG mills. A number of papers described improvements achieved in operating SAG mill circuits. These included presentations by Dailey concerning mills at the National Steel Pellet Co., by Brown and Pipke concerning the Island Copper grinding circuit, by Lovering of Afton Mines Ltd., and by Bartrum et al. of Kidston Gold Mines Ltd. Bush and Hegerle of Amax also discussed SAG mill operations at the company's Henderson mill. They addressed the topics of SAG mill grinding economics. Other papers addressed the topics of SAG mill control (Vanderbeek et al. and Pennington), grinding media (Meulendyke et al.), liners (Kjos), and fabrication (Carr and Utley). The 1985 AIME Annual Meeting in New York featured four technical sessions concerning size reduction technology and practice. Papers involving fundamentals included one by Hinde describing simulation model usage for quantifying the classification and concentration of heavy minerals in grinding circuits. Another, by Rogers et al., discussed simulation models that were used as a design aid in evaluating screens versus hydrocyclones for fine grinding circuits. Arbiter discussed dimensional considerations in grinding mill design, and Schwechten and Schonert proposed the use of a high pressure roll mill as a means for reducing energy requirements in fine grinding. Internal classification in tumbling mills was the subject of a paper by Hogg and Rogovin. The mechanism of internal classification were identified and their effects illustrated. Simulation for the process design of ball mills was exemplified in a paper by Rogers, Austin, and Brame concerning phosphate grinding in laboratory to large diameter mills. The incorporation of liberation into size reduction models was the subject of papers by Austin et al., Herbst et al., and Choi et al. Gupta used simulations models to further investigate zero order fines production in ball and rod mills. Of the published literature, many articles on size reduction were published in various publications in 1985. Articles concerning ball mill grinding included an analysis of interstitial gas effects in dry grinding by Cottaar et al., an analysis of mill grinding noise by Watson, studies of factors affecting breakage rates in dry milling by Gupta et al., and in wet milling by Tangsathitkuchai and Austin. Austin and Klimpel presented two papers concerning ball wear and ball size distribution effects. Koka et al., and Gotsis et al., described recent developments concerning the Szego mill. A model for hammer milling circuits was described in papers by Gotsis et al. and Gotsis and Austin. Heim et al. reported on wet grinding in Perl mills, and Kuga et al. presented findings concerning pulverizing in a screen mill. Studies of grinding effects on particle surfaces were published by Meloy and Hofmann et al., and Scieszka proposed a technique to investigate pulverizing properties of coals. Austin and Rogers discussed factors of powder technology of significance in industrial size reduction in mills and crushers. (Space limitations preclude listing of references.
