The last 25 years have seen rapid expansion in the use of helical screw pile foundations and tiebacks for new and retrofit construction of buildings and earth retention structures. An estimated $100 million was spent in 2002 on helical foundations and tiebacks in the United States alone. While design information is available in the literature, information regarding quality control, inspection and performance monitoring is lacking. Recognition of at least one manufacturer's helical foundation material by the Uniform Building Code, Standard Building Code, and BOCA (all three codes now combined into the ICC International Building Code) has given added urgency to the dissemination of reliable and practical quality control, inspection and performance monitoring procedures. This paper describes a set of such procedures that have been followed for 17 years by engineers experienced in the industry who have directly installed or been involved in the installation of over 140,000 helical foundations and tiebacks in divers soil conditions for various types of structures, including earth retention structures. Topics covered include design responsibility, building code listings and requirements, manufacturer ISO certification, manufacturing process, material and installation specifications, installation contractor certification, field placement, installation procedures, field inspection, building code inspection and performance monitoring. The paper concludes with a step by step example of practical quality control, inspection and performance monitoring procedures on a typical helical foundation project.

In carrying out the provisions as set forth by an Act of Congress (36 Stat. 369) approved May 16, 1910, effective July 1, 1910, and the amended Act of February 25, 1913, (37 Stat. 681), the Bureau of Mines, among other activities, conducts inquiries and scientific and technologic investigations concerning mining with a view to improving health conditions and increasing safety and disseminates the general information gained by these studies. Through the medium of these publications, the causes as well as the methods that have been found most satisfactory in combating undesirable conditions are brought to the attention of the mining industry. This bulletin describes health and safety reports that have been published for the period July 1, 1955, through June 30, 1961. Technical Paper 705 issued in 1948 contains a listing of all Bureau of Mines publications dealing with health and safety in the mineral and allied industries from 1910 through 1946; Bulletin 558 contains a bibliography of such reports that were issued from January 1947 through June 1955.

In the geologically prospective nations which rim the Pacific Ocean, mineral deposits offer great potential to create wealth for social and economic development. The paper first examines the geological and economic attributes of potential mineral wealth based on current outlook assessment of all significant base metal deposits discovered to 1988 in two Pacific Rim nations - Australia and Canada . The variability of mineral wealth among the economic deposits evaluated and the major contribution of the few world-class discoveries to total mineral wealth are highlighted. Then, the essential but too often neglected linkage between the makeup of potential wealth and its actual realization is analysed. The impact of taxation and the role of exploration are crucial in this regard. Finally, the ingredients of exploration success, prerequisites for realizing the mineral wealth of nations, are examined.

The petroleum literature contains many reports on the relative permeability properties of porous media. However, only recently have studies of relative permeability at elevated temperatures been made.1 -5 Each of these studies presents relative permeability data on water-oil systems in linear sandpacks or sandstone cores under isothermal conditions. The results of these investigations are dissimilar. Edmondsonl found that in Berea sandstone a temperature-dependent effect was present, while Shilobod,2 using the same material, found no temperature dependence after normalizing for initial water saturation. Workers at Texas A&M U.3-5 found that the ratio kw/ko was temperature dependent in an unconsolidated system. The differences in results of these studies are probably a consequence of differences in the material employed, in the experimental procedures followed, and in the properties of the porous systems used. This paper describes an experimental investigation of permeability ratio temperature dependence, conducted to clarify some of the results obtained by previous workers. Each experiment described in this paper involved the isothermal displacement of Chevron No. 15 white oil by either nitrogen, steam, or distilled water and displacement of water by nitrogen. All permeability ratios were calculated using the Welge procedure. Values of the water-oil permeability ratio were obtained over the temperature range 75OF to 540°F. Results indicate the ratio is temperature dependent at low water saturations, probably due to interfacial effects. However, as the saturation is increased, temperature dependence decreases until, above some minimum saturation, the ratio becomes insensitive to temperature. Previously published work indicates that the dependence reappears at very high water saturations, a region of the ratio curve not completely examined in the present study. It appears that water-oil permeability ratios are temperature dependent at the extremes of the ratio curve where changes in interfacial tension with temperature induce variations in residual saturations. Between the extremes, there is a region in which the permeability ratio is insensitive to temperature. The size and location of this region is probably a function of the characteristics of the porous system. Gas-oil permeability ratios calculated from nitrogen-white oil displacement experiments indicate a definite temperature dependence over the range 75OF to 500°F and over the entire gas saturation range studied. Evidence discussed in this report indicates that this dependence is a consequence of molecular slippage in the gas phase. This is an extension of the Klinkenberg effect6 to two-phase systems at high temperatures (the existence of slippage in two-phase systems at room temperature has been demonstrated7). Underpinning the mining process is a continuum of prediction, specifically of tonnes, grade and recovery from exploration to grade control, through short-term mine design, to mining and processing. The interdependence of one activity on the other is so strong that it can be difficult to partition the activities and determine where there are issues, if any. Reconciliation is the process that compares the predictions of the various estimates to the actual product produced at the end of the production chain. Quite often, an attempt to understand the variances from one measuring point to the other creates a ‘wicked problem’.This study outlines the benefits of incorporating the principles of ‘systems thinking’ into the mining reconciliation process, by constructing a framework within which reconciliation is effectively managed. The philosophical base for any variances between successive links in the reconciliation chain cannot be attributed purely to the statistical variance between the predicted and the actual grades achieved, but should include the interrelationships between the technical and managerial professionals involved. Systems thinking, as an interdisciplinary approach, draws its ideas and concepts from a variety of disciplines, and in so doing can exploit their different strengths.The study described in this paper offers methodologies to analyse the task, in advance of developing a technical solution. Two systems thinking methodologies, Grounded Theory (GT) and Soft Systems Methodology (SSM) were employed. These methodologies, are geared towards dealing with relationships and interactions between individual parts and the whole. The GT coding in the study specified that the key activity that would drive the reconciliation process is through an effective reconciliation meeting, and the competencies of a ‘reconciliation team member’ This team member should be a good communicator and enjoy challenges, be open-minded and transparent, and have a broad perspective of the mining process and relationships across the different activities.CITATION:Adofo, R, 2017. Thank you for this opportunity to address your conference on 'The role of coal in the New Zealand energy market'. New Zealand's energy market has, in common with much of New Zealand, undergone major change following the market reforms of the Labour Government. As far as the energy sector is concerned this change has been for the better, as it has created for the first time in a very long time a 'true economic market' for energy in New Zealand. This is in marked contrast to the previous regime where: ò Electricity was state operated, subsidised and cross subsidised. ò Oil was imported and subject to a raft of taxes and duties. ò Coal produced by state mines was priced by cabinet committee, based on other energy prices rather than on the costs of production and delivery of the energy product. Today, with the establishment of the SOE's we have a market of competitive supply, where the customer has the choice of energy with prices based on the true costs of production and delivery. This can only be good for the customer as the cost is now based on the real costs of production, not on political whim. So where does coal fit in this brave new world of free market energy supplies? Well, opportunity, they say, knocks but once.

As part of its research project in developing improved refractory materials for metallurgical applications, the Federal Bureau of Mines obtained hot modulus of rupture data at 1,500°,1,550°, and 1,600° C on samples of 13 refractory periclase materials produced from seawater, lake brines, and natural magnesite. The periclase samples also were characterized to establish chemical and mineralogical composition and microstructure. The results indicated that a high MgO content does not necessarily assure good hot strength and that an optimum and varying CaO-Si02 ratio exists for each individual periclase sample.

As part of a national canvass of water use the Bureau of Mines compiled data on water requirements in the petroleum and natural gas industries for the calendar year 1962, specifically in well drilling, secondary-recovery operations, and natural gas processing plants. Total new water use in the petroleum industry of the United States, excluding refining, was 5.3 billion barrels. Secondary-recovery operations and natural gas processing plants required about 2.5 billion barrels of new water input; each of these requirements was about eight times greater than that for well drilling. Total use, including recirculated water, was 45.3 billion barrels of which 3.4 billion barrels was consumed. The greatest use of recirculated water was for natural gas processing, amounting to 38.2 billion barrels. Projections of total water use show that by 1975, 75.4 billion barrels will be used by the petroleum industry, of which 10.2 billion barrels will be new water. By 1985, the total use requirement will be 92.8 billion barrels, of which 13.1 billion barrels will be new water.

"A Z1600 Jameson Cell Test Rig was rented for test work at Vale’s Clarabelle Mill operation. This paper discusses the evolution of renting the unit for test purposes to owning the unit and operating it as a revenue generating process component. The paper focuses on three aspects of the Z1600 project; the initial rental and installation, the test work performed in the cleaning circuit, and the business factors which led to the unit being permanently incorporated into the copper circuit.INTRODUCTION Clarabelle Mill is located in Sudbury Ontario (approximately 350 km north of Toronto) on the southwest rim of the Sudbury basin a meteoric impact crater that is 62 km long and 30 km wide. The result of the meteoric impact was concentrated nickel (Ni), copper (Cu) and platinum group metal (PGM) ore bodies in the outer perimeter of the basin; described in more detail by Hanley (1957). Vale currently has seven operating mines in the Sudbury basin, from which nine distinct ore types are mined. Ores are also received from two QuadraFNX mines. Clarabelle Mill processes all of these ores for the Ontario Operations of Vale. The mill, commissioned in 1971, was originally built as one of four mills operated by then Inco Limited. Between the late 70’s and the early 90’s process changes were made to consolidate the Sudbury Operations milling processes into a single operating mill, Clarabelle Mill. In 1990, the SAG mill was installed resulting in peak mill throughput of 11.9 million short tons per annum (Mstpa), with typical throughputs of ~10 Mstpa. Mill average feed grades were 1.4% Cu and 1.2% Ni. During the resources boom, plans were developed to increase the mill capacity at Clarabelle Mill in stages to a final capacity of 13.5 Mstpa. The project known as the Clarabelle Mill Expansion and Recovery Project (CMERP) included expansion and reconfiguration of the grinding and flotation circuits. The first stage was a planned increase in grinding capacity with the reallocation of existing mills, the existing flotation capacity would be required to treat higher throughput until the new flotation circuit was constructed."

Interest in the western oil shales of the US began in about 1908, with the first retort in Colorado constructed in 1917. The most successful early developments were near Elko, NV, where the Catlin Shale Products Co. produced more than 1.9 dam3 (12 000 bbl) of shale oil during 1920-1924 and at Rulison, CO, where a US government operation produced about 570 in 3 (3 600 bbl) of shale oil during 1926-1929. Plentiful low-cost crude oil was developed about this time and shale oil was of little or no interest until after World War II. From 1944 to about 1972, several companies, and the US government, operated shale oil mines and recovery plants in Colorado. While technical successes were achieved and an estimated 40-56 clam' (250 000-350 000 bbl) of shale oil were produced, economics were not favorable and commercial production was not achieved. In recent years domestic production of crude oil supplies has not kept pace with US consumption. The growing shortfall has been met with imports. The cost of imported oil has continued to escalate and increased US dependence on petroleum imports are national concerns, because of the negative impact on US balance of payments and an increasing dependence on other nations for US energy needs. In 1978, petroleum imports equaled about 44% of demand, up from 23% in 1970, but down from 48% in 1977 because of availability of Alaskan North Slope crude oil. Reduced domestic consumption and other factors have reduced current imports to about 40-45% of de¬wand-but at ever increasing cost. The growing shortage of crude petroleum and its increasing cost have resulted in renewed worldwide interest in oil shales. In the past, the main obstacle to oil shale development (progress toward commercial production) has been economics-shale oil cost too much to develop and thus could not compete with conventional petroleum crudes. Even with today's inflated energy prices, some experts say the production of synthetic crude oil from oil shale is, at best, marginally economic. In the mining industry, maintenance is a key priority and a major expense. As mining equipment is large in scale, high in cost, and difficult to tow, it is key to maintain equipment on a timely basis. Breakdown in -40°C or away from a maintenance station can cause great costs in repair as well as lost production. It has often been quoted that about 5% of the North American production is lost every year due to unscheduled downtime. About one-third of the downtime is attributable to equipment failures. From this fact alone, it is evident that proper equipment maintenance can add tremendous value to the bottom line. As organizations and equipment become more sophisticated, maintenance expectations begin to evolve. This evolution can be traced through three generations: The first generation (1940?1950): A ?fix it when it broke? attitude prevailed during that time, mostly because the industry was not highly automated. The second generation (1950?1980): Automation and mechanization of the industry increased. The industry now was dependent on machines performing the majority of the work. Preventive maintenance (overhauls at fixed intervals) appeared as the first maintenance practice. Maintenance costs started to rise rapidly. The third generation (1980?): Assets become more complex. Failure modes are better understood and computerized maintenance methods are becoming mainstream. Condition-based maintenance (CBM) starts to gain ground as a cost-effective alternative, replacing the fixed interval overhauls. As corporations amalgamate and market places are becoming more complex, multi-functional teams become responsible for maintenance. At the beginning of the third generation, maintenance organizations began embracing technology to provide efficiencies in maintenance management. A strong push was made to transition from reactive maintenance to proactive maintenance. At the forefront of this push is condition-based maintenance.

This paper presents the specific features of the large-scale production and transportation systems (LSPTS), describing the main notions and characteristics of the LSPTS elements. A methodologically unitary approach of the formulation, formalization and solution of the problems regarding the planning of the LSPTS structure development is offered, based on the system description by the aggregation-decomposition method, as weil as on the complex of interreloted models for the planning optimization. The paper describes the characteristics of the complex of dynamic models for investments, utilized in solving the planning problems of the LSPTS structure development.

"Seam gas flow in coal mines takes place through a medium which has both capacity and resistance and can therefore be expressed in terms of the basic diffusion equation, provided that the characteristics of the system can be adequately described. It may be possible to lump the variations from point to point in a seam together as an effective diffusivity. The paper discusses the characteristic flow-time patterns for various types of openings and the particular features of coal and seam which influence the diffusivity.Two field experiments are described in which gas make to a heading and to a borehole were measured in a mine for which considerable data on coal sorption properties were available. Incremental gas flow measured from the borehole experiment predicted the actual flow from the heading measurements remarkably well. The effective permeability adjacent to the face was much higher than expected from the properties of the coal. The incremental flow measurements to a horizontal (in-seam) borehole showed a striking picture of advancing 'relaxation' behind the face which is not discernible by other experimental means."

Under the first phase of this contract as reported in the Phase I report it was determined that certain types of commercially available molded case breakers are capable of interrupting mine dc power supplies of nominally 300 volts or 600 volts rating. These circuit breakers incorporate conventional overcurrent trip units but also can be operated by means of low power signals fed to a shunt trip coil. Further development in the Phase I program produced a means whereby a discriminating circuit breaker detector unit could sense the presence of illegitimate loads on the dc electrical system and cause the circuit breaker to trip. The detector unit operated by detecting the presence of 3000 Hz currents which were generated in the illegitimate loads by means of a 12 volt, 3000 Hz signal applied to the dc system. Further development of the program has continued in Phase II with the aim of verifying the practicability of the complete discriminating circuit breaker concept and developing other types of equipments required to implement a system. These other equipments include electronic means for raising the apparent impedance of high power legitimate loads and static filters for smaller loads. The results of laboratory work and limited underground tests have been successful. This report describes the system and the tests that have been conducted on the various equipments that comprise the complete Discriminating Circuit Breaker Concept.

"Over the past two decades, declining ore body grades, increased operating costs and increased construction costs have provided an incentive for the development of progressively larger flotation machines. As a consequence, the 60 to 100 cubic foot flotation machine of the l950's and l960's is being rapidly replaced by large volume machines, with a resulting improvement in the flotation machine specific capacity (TPH processed per square foot floor space), specific power (HP per TPH processed) and process control simplicity. The recent development, and satisfactory plant evaluation, of the WEMCO 1000 cubic foot flotation machine provides the means by which further economic and operating advantages may be incorporated in high tonnage mill applications.The systematic development of the large 1000 cubic foot flotation machine, and its subsequent performance evaluation in beneficiating metalliferous ores (copper, zinc and iron) will be reviewed in this paper and recently completed plant results will also be provided."

The Bureau of Mines, between 1956 and 1963, examined 18 major pegmatite districts in Arizona, Colorado, New Mexico, South Dakota, Utah, and Wyoming to evaluate their content of beryllium, a material in short domestic supply that has become increasingly important to modern industry. This examination report includes the salient statistics on the production of pegmatite minerals other than quartz and feldspar; and brief descriptions of 170 specific pegmatite deposits.

Extensive deposits of brown coal exist in the Gippsland Basin, primarily in the Latrobe Valley. The total quantities of economically winnable coal in this region of Victoria and in other smaller fields are large enough to adequately assure Victoria's future electricity needs and to also provide large quantities for alternative applications, including liquefaction. As a result of the recent conflict in the Middle East attention has again been focussed on the production of synthetic fuels from coal. There have been many investigations over the years into the production of oil from Victorian brown coal. The purpose of this paper is to summarise the scope, objectives and major findings of these studies, with the emphasis on the direct hydrogenation route for converting brown coal to oil. The principal alternative processes are carboniastion and hydrotreatment of the product tar, or gasification and Fischer Tropsch synthesis of liquids from the product gas. The attractions of Victorian brown coal which have encouraged these studies include: ò the vast reserves of Victorian brown coal and the favourable conditions for low cost mining, ò the high quality of the coal (low ash, sulphur and nitrogen contents), ò the high reactivity of the coal giving high yields of product in hydrogenation to liquid fuels, ò the extensive data base available on the resource and its characteristics, and ò the availability of a skilled workforce and extensive infrastructure in the Latrobe Region to support a major resource development project. These advantages have been partially offset by: ò the high moisture content of the brown coal and the cost of drying, and ò the priority previously given to electricity generation in the allocation of the brown coal resource.
