There were no significant changes in the mineral industries of the smaller Caribbean Islands during 1980. Imported petroleum requirements continued to erode economic gains that may have occurred in other sectors. Some relief may be forthcoming as more qualified Caribbean countries take advantage of Trinidad and Tobago's petroleum product financing program (see Trinidad and Tobago). There were no crude oil discoveries in these areas during 1980, although some geophysical testing around the British Virgin Islands and Antigua war underway. In March 1980, the Government of Antigua sold a 75% interest in the 16,000-barrel- per-day West Indies Oil Co. refinery to the Swiss Intermaritime Bank and Intermaritime Management Services for $6 million. The new refinery company is called the National Petroleum Co. Shutdown since 1976, it was originally planned for the refinery to reopen in 1980, but refurbishing has proved to be more extensive than anticipated. The reopening is now expected in 1981.

A series of four coal combustion experiments (I)' was conducted at the National Institute for Occupational Safety and Health, Pittsburgh Research Laboratory in the Safety Research Coal Mine to evaluate the response of optical and ionization smoke and CO sensors to a small 0.61 m square smoldering coal fire which transitions to flaming combustion in the presence of diesel emissions. With the increased utilization of diesel engines in underground coal mines, it is important to be able to discriminate fire products-of-combustion (POC) from diesel emissions. One proposed method to accomplish this is the deployment and interpretation of multiple sensors.

Estimation of the axial side shear resistance of drilled shaft rock sockets is directly related to the unconfined compressive strength of the bedrock. Commonly, the mean unconfined compressive strength value is calculated from a range of laboratory test results and is used to estimate the side shear of the bedrock. This paper presents the results from a full scale axial load test performed on an 8.5-feet-diameter drilled shaft rock socket, and compares measured side shear values to estimated values for two different rock strata. Measured side shear values correlated well with the design value calculated for the "strong" rock stratum, but did not correlate well with the design value calculated for the "weak" rock stratum. The mean unconfined compressive strength was used to calculate the side shear in both strata, but review of the laboratory data indicates that this value may not have been appropriate for the weak stratum due to a large variation in the laboratory test results. Also included in this paper is a discussion of the subsurface conditions, the laboratory test results, and the methodology used to design the drilled shaft rock sockets for axial and lateral resistance.

The object of this study was to determine the economic feasibility of hydraulically transporting Sandow (Tex.) lignite 100 miles and dewatering and thermally drying the transported lignite to a surface-dry condition. The most important factors involved in the feasibility of hydraulic transport, are the degradation incurred during transit, the length of the line, and the cost of alternative methods of shipment. In pipeline tests in which roughly 75 miles of hydraulic transport was simulated the percentage of minus-325-mesh solids increased from about 1 to 41 percent for both lignite and bituminous coal; in the micron sizes the coal fared considerably better than the lignite. Such degradation, even though it enhances flow through the pipe-line, severely aggravates the dewatering problem on lignite. Cost studies indicated that continuous vacuum filters offer the most economical means of dewatering minus-1/8-inch material. Surface moisture, if high, must be removed by relatively expensive thermal drying.

This paper presents a dynamic analyses of heap leach pad stability under high phreatic levels and various levels of seismic loading. The dynamic analysis were conducted as fully non-linear two dimensional analyses with fully coupled liquefaction triggering using the Fast Lagrangian Analysis of Continua (FLAC) computer code. Also, the geotechnical parameters, appropriate earthquake record selection and modification, model calibration, numerical analyses and results are discussed.

An original application of ANSYS simulated the forming of the temperature field of a massive casting from ductile cast-iron during the application various methods of its cooling using chills. The numerical model managed to optimize more than one method of cooling but, in addition to that, provided serious results for the successive model of structural and chemical heterogeneity, and so it also contributes to influencing the pouring structure. The file containing the acquired results from both models brings new and, simultaneously, remarkable findings of causal relationships between the structural and chemical heterogeneity and the local solidification time in any point of the casting. The determined relations therefore enable the prediction of the face density of the spheroids of graphite in dependence on the local solidification time. The calculated temperature field of 500x500x1000 mm casting of ductile cast-iron with various methods of cooling has successfully been compared with temperatures obtained experimentally. SINCE the writer has been intimately connected with the development of manganese steel for many years, some remarks upon the early work with regard to the rolling and forging of this material might he of interest, and particularly as to the question of rails of special quality and of superior wearing qualities. In a paper on Iron Alloys, with Special Deference to Manganese Steel, read before this Institute at the International Engineering Congress in Chicago in 1893,1 the writer mentioned that, about 20 years ago, his firm in Sheffield produced railroad material, such as tires and axles, of forged and rolled manganese steel, thus showing that this product could be manipulated and worked up into the various required forms. The tires illustrated in the paper referred to above formed a particularly difficult class of work to produce in a special steel, but no special obstacles were met with Although there was no difficulty at that time in making and producing manganese steel in various forms, forged, rolled or pressed; nevertheless, on account of its higher expense, sufficient encouragement

The usefulness of laboratory studies - petrology and mineragraphy in the search for, and investigation of, mineral deposits should not be exaggerated, but it should not be overlooked, because such studies will always contribute to an understanding of the geology of the deposits, and can on occasions provide invaluable information not otherwise available. A few examples furnished by the investigations of the Mineragraphic Section of the Commonwealth Scientific and Industrial Research Organisation will show this.Petrology.In the early stages of the investigation of the King Island scheelite deposit, during the war, when the nature of, the deposit was not understood, a series of samples embodying the exposed rock types was submitted to the Mineragrap;hic Section for petrologicalexamination by the Mineral Resources Survey. It was at once apparent to the petrologist that the King Island scheelite ore was a contact metamorphic deposit, in which a series of argillaceous shales, calcareous shales, impure limestones and limestones had beenintensely metamorphosed. The shales had been converted to finegrained biotite and actinolite hornfels, according to their lime content, and the impure limestones to fine-grained diopside hornfels, garnetdiopside hornfels and garnet hornfels (calc-flint), the garnet being the lime variety grossularite. The limestones, however, after being first converted to marbles, had suffered intense pyrometasomatism, involving substitution of immense quantities ,of silica and' iron for lime and carbonate, and had been converted largely to a coarsegrained garnet rock, in which the garnet was the lime-iron variety, andradite. The silica and iron were derived from the mineralising solutions of the adja,cent ,granite. intrusion, responsible for the contact metamorphism, and were accompanied by tungsten and some molybdenum. The tungsten in the presence of so much mobile lime, was precipitated as schecelite, much of it finegrained and enclosed in or intergrown, with the andradite garnet or the quartz interstitial to the garnet.It was apparent that the King Island scheelite deposit, was a perfect example of selective pyrometallomatic replacement in a bedded contact metamorphic deposit. The bedded nature of the original rocks was preserved, and the scheelite was practically limited to the original limestone beds, 'Which had been so much more susceptible to replacement after recrystallization, than the other sediments. The further geological study of the deposit then resolved itself into the task of mapping the folding and faulting of the deposit, with bore cores to provide the stratigraphic sequence, and establish the number of scheelite-bearing beds.A second example is provided by a petrological investigation of the mineral composition and genesis of the talc deposits of the Gumeracha district of South Austral.ia, which was undertaken at the request of the South Australian ,Mines Department, in conjunctionwith mapping of these deposits. An extensive design phase testing program in which 10 piles and 2 drilled shafts were instrumented and statically load tested to failure, was undertaken to establish relevant foundation design parameters for two bridges in Charleston, South Carolina, USA. The bearing strata at both test sites was a calcareous, overconsolidated, firm to very stiff, slightly sandy, clayey silt (locally known as Cooper Marl). Confirmation dynamic and static loading tests on production piles indicated only 50 to 60% of anticipated pile capacities; including consideration of time effects. Supplemental subsurface explorations did not reveal any significant variations in marl properties. Ultimately, 22 static and 75 dynamic tests were performed on production piles for a 2 mile section of the project. Pore water pressures in the marl were also monitored during and after pile driving. A study of unit skin friction in the marl as a function of time revealed two distinct trends: piles driven in areas with a sand overlaying the marl gained more capacity significantly faster than those driven through a clay or silt. Although the insitu marl properties are apparently similar across the site, the material immediately above the marl evidently has a large effect on pile capacity. This effect of overburden on pile capacity was verified by testing piles over a period of two years.

The slurry wall technique has undergone an evolution from its invention to its today’s status. In the early stages slurry walls were built with cable grab, later on with much stronger hydraulic grab and last but not least with the use of the cutter technique. The cutter allows thick walls with high verticality to extreme depths through hard soil and rock formations. With the rising demand of the construction of watertight diaphragm walls different joint systems have been developed. In addition to the rapid development of excavation systems it was necessary to improve slurry treatment and desanding plants, especially in conjunction with high performance trench cutters. Deep mixing methods can be used economically for the construction of cut-off or excavation support walls where other systems such as traditional soldier beams and lagging walls would yield unsatisfactory performance, where the installation of vibrated or driven sheet piles could cause vibration induced settlements and where concrete diaphragm walls would be time consuming and expensive. The new CSM method can largely replace the more conventional single or multiple auger methods of soil mixing or jet grouting. The cutter tool is similar to a cutter used in diaphragm walls or cut-off walls and is operated with a Kelly mounted on a drilling rig or rope suspended on a crane jib or mast of a base carrier. With this system much deeper walls can be installed and even hard soil layers can be penetrated.

Development of a permanent human base on the Moon for exploration requires a self sustaining system. This entails production and processing of limited amounts of raw material on the Moon. Any mining and construction activities on the Moon can only be performed by a robust excavation machine that can excavate a variety of material from loose surface regolith to consolidated (frozen) regolith with embedded rocks in the mixture. Meanwhile, limited amount of information on lunar regolith is available to develop and optimize a machine for given lunar ground conditions. Therefore, any excavator designed for use on the lunar surface should have the ability to adapt to a wide range of operating conditions. A prototype cutterhead for the lunar excavator was built and tested at the Kennametal facility in Latrobe PA A. This paper discusses the results of initial material characterization as well as full scale tests of a prototype cutterhead inrelevent material. A brief review of anticipated production rates under various assumed ground conditions will also be presented.

Pilot Hole ?X? was drilled to test the formations through which the ventilation shaft for the proposed U.S.B.M. demonstration oil shale mine will be drilled. Five permeability tests were performed at various stratigraphic levels within this hole. The test method used was that of pumping fluids out of the hole for three hours, using the air lift method, followed by a three-hour period where the recharge was observed. Transmissivity and permeability results were determined from these test data. The test procedure used is described and supporting data for the hydrologic tests are provided.

Consensus-based approaches are becoming the most popularly applied way of achieving meaningful public participation. This paper introduces the principles surrounding consensus-building approaches and the processes for getting them started. The Healthy Communities Movement is one such consensus-based approach that offers a well-established holistic model for conceptualizing a healthy sustainable community. It also highlights the importance of public participation as an essential component of achieving a sustainable community. The paper concludes by illustrating how current company-community relations programs can utilize these models.

Many copper processing flowsheets in the Democratic Republic of Congo include the leaching of oxide ores containing copper and cobalt, copper solvent extraction, copper electrowinning, and precipitation of cobalt salt. Recently, cobalt price gained momentum, driven mostly by the fast-growing electric vehicles battery market. The ore blending scenarios tend to prioritise high cobalt grade ore, whatever the content of copper and other impurities. Therefore, many copper solvent extraction circuits are running below design capacity. The variability of feed induces a variability of the leach solution with respect to copper, manganese, and silica contents. It is thus important to adjust hydrodynamic and metallurgical parameters of the solvent extraction plant to optimise metallurgical performance, production cost, and the quality of the copper electrolyte. This paper presents some results on how solvent extraction plant parameters have been managed in two solvent extraction plants running with lower than designed copper input. INTRODUCTION Referring to a report of the chamber of commerce of the Democratic Republic of Congo (DRC) the online publication Agence Ecofin (2019) indicated that the DRC ranks in the fifth position of the world top copper producing countries with over 1.2 million tons produced in 2018. The same year, 66% of the world’s cobalt was produced in the DRC at over 106,000 tons. If the political situation remained stable and the new tax regime introduced in 2018 did not deter private investors, copper production could reach 1.4 million tons/a in 2020 as pointed out in Mining.com (2019). Forecast figures for DRC cobalt production vary widely depending on analysts. The DRC online magazine Actualité.cd (2018) referring to a ministerial source forecasts over 141,000 t cobalt/a for 2020. The reality will depend on many factors, including the selling price, the supply compared to the demand, and finally the reaction of investors to the new DRC tax regime. The growing electric vehicle batteries market has been the major key driver of the price of cobalt. The five years historical cobalt price graph in figure 1 from infomine.com (2019) shows that the price of cobalt peaked at over 40 USD/lb in the first quarter of 2018. Cited by the online Magazine Creamer Media, Smith (2019) has indicated that the long-term demand of cobalt will likely remain strong.

INTRODUCTION AND SPECIFIC OBJECTIVES An area in the midwest overlying abandoned room-and-pillar mine workings at, shallow depth has been experiencing subsidence movements with associated damage to surface structures. Other coal companies in the area have also been having similar experience. A 16 - month cooperative study between a mining company and the Department of Mining Engineering at SIUC was developed with the following objectives. 1) Determine the extent to which surface and subsurface movements were complete in the area, 2) Identify the mechanism(s) of subsidence in the area, 3) Determine the influence of geology and hydrology of the area on subsidence movements, 4) Observe the conditions of abandoned underground workings with a borehole TV camera, 5) Characterize the extent of damage and monitor possible progressive damage to selected surface structures, and 6) Make recommendations to a) minimize further damage to surface structures in the area, b) identify future areas that may be affected by these movements and c) modify mining systems to minimize these movements.

Lead-zinc production at MIM, Mount Isa includes three mines, a lead concentrator, zinc filter plant and lead refinery. Lead production is vertically integrated with lead-silver bullion shipped from Australia to London for refining. Zinc is sold as a concentrate. All three mines have reached varying states of maturity mining a multitude of orebodies having significant variation in grades and metallurgical recovery for three metals. Based on current levels of measured resources, the remaining project life is at least ten years. The objective is to schedule production over the life of all three mines so as to maximize the present value of the complex. Additional scheduling complexity arises out of the implementation of long-term schedules, capital expansion projects for both mining and processing, the presence of substantial inferred reserves and interactions with MIM copper production. A large-scale, time-dynamic, life-of-complex Mixed Integer Program (MIP) production schedule was formulated to optimize lead/zinc cash flow based on a detailed life of project production scheduling study. The requirements for such a study are detailed herein. The operational feasibility of the MIP solution is compared against a non-optimal approach to strategic life-of-mine scheduling. The strategic planning emphasis placed on the MIP is compared to the implementation of a life-of-mine schedules at Mount Isa using spreadsheets and other popular commercial mine schedulers.

This Bureau of Mines study reviews the geological factors that affect methane in the Beckley coalbed in southern West Virginia, including overburden, coalbed structure, type of and changes in lithology above and below the Beckley coalbed, and presence of fractures in the coal and rock adjacent to the Beckley. Depending on the depth, the Beckley coalbed emits from 216 to 520 ft3 of methane per ton of coal mined, and the Bureau estimates that methane emission in a deep, extensively developed mine in this area may exceed 3,000 ft3 per day per ton of coal mined. Average face cleat and butt cleat trends in the Beckley coalbed measured underground are N 33° W and N 53° E, respectively. Close cleat spacing con¬tributes to the friable nature of the Beckley and provides easy movement for methane and water. Because rider coals, splits, and carbonaceous shales may contribute methane to mine emissions, predictions of methane emission based on gas content of the Beckley coalbed alone may be conservative. Beckley coalbed reserves in the study area are 234 million tons. The gas content of the Beckley coalbed averages 407 ft3/ton, and the coalbed gas reserves are 108 billion ft3.

Underground or In-situ Coal Gasification (UCG or UICG), though not a new concept, is now attracting considerable global attention as a viable process to provide a "clean" and economic fuel from coal. Applying improved UICG technology to gasify deep, thin, and low-grade coal seams could vastly increase the amount of exploitable reserves. However, it is imperative that further development of this technology is based on integrating UCG practices and potential environmental impacts with accepted sustainability frameworks and processes. This paper evaluates the potential of UCG to conform to frameworks such as MMSD (Mining, Minerals and Sustainable Development), Natural Step and Green Engineering, in order to define its "sustainable" potential. The paper also discusses the potential contributions of UCG to sustainability during its design, operation, closure, and post-closure phases.
