Research personnel of Erie Mining Co., a pioneer taconite mining firm on the Mesabi Range, have invented a new method to make an effective 325 mesh separation at high tonnage rates over stationary screens. The company regards this development as historically significant in that it represents the first successful method to commercially screen large tonnages of ore at fine sizes. Erie, which is now completing an expansion program at its plant site near Hoyt Lakes, Minn., has incorporated this screening method as part of that expansion. When completed, the concentration plant will produce 10.3 million tons of iron concentrate, all of which will have been efficiently screened at 325 mesh.

DURING the course of experiments involving oxygen equilibrations with a high-purity Pd-5 at. pct Rh alloy, the appearance of a subscale was noted. Most of the heat treatments in a pure oxygen atmosphere were performed at 900°C. The presence of the subscale was noted when the oxygen partial pressure was in excess of approximately 95 mm, up to 1 atm, the highest pressure used. According to available thermodynamic information' on the free energy of formation of Rh2O3 (the only reliably reported solid oxide of rhodium), this oxide should not be stable under these conditions, nor, of course, any oxide of palladium. Extraction of the subscale from the matrix was affected by treatment with aqua regia, and the resulting X-ray diffraction powder pattern is shown in Table I. This pattern is not that of Rh2O3, nor that of any known rhodium or palladium oxide. It can be indexed on a hexagonal lattice with a. = 5.22Å and co = 6.0Å. In addition to this unknown material, there was a weak Rh2O3 pattern. An X-ray fluorescence analysis of the powder gave 3214 palladium counts per sec and 5381 rhodium counts per sec, thus indicating the likelihood of a double oxide of palladium and rhodium. In view of the fact that the above result was obtained on a single sample, it is perhaps best not to insist upon the above ratio of about 0.6, but possibly to tentatively assume 0.5 or 1/1. The small amount of Rh2O3 in the X-ray pattern might have occurred on cooling, and it seems possible that the double oxide, below some temperature level, is not as stable as Rh2O3. To examine this point, some of the extracted double oxide was heated on a sheet of pure palladium in air at 900°C, and allowed to furnace-cool over a period of several hours. The X-ray diffraction pattern of the powder showed approximately the same intensity of Rh2O3 and the "hexagonal" oxide as before, but, in addition, a rather faint pattern of another crystalline species made its appearance. This finding again suggests partial transformation of the major (double) oxide to other oxides on cooling from 900°C. Application of the phase rule shows that only one equilibrium oxide (subscale) could have been present at temperature. Vacuum-fusion, oxygen analysis of the extracted subscale showed 7.7 ± 0.7 pct O. Combining this information with that of the X-ray fluorescence analysis suggests the formula PdRhO. This compound should have an oxygen content of 7.07 pct, which is within the range of error of the oxygen analysis. However, until a more careful stoichiometric study is made, it is suggested that the formula be written

The presence of gas in coal mines necessitates the use of costly ventilation arrangements and the use of expensive mining methods. On the other hand, the gas itself in many instances is of considerable intrinsic value, and its separate recovery might conceivably be a profitable undertaking. This paper is concerned with a study of the movement of gas in coal strata with the object of determining the laws governing gas movement and thus making at least a preliminary step toward the solution of the more practical problem of its control or recovery. Naturally, so important a subject has received much attention from scientists and engineers. In most cases, however, the studies have been concerned with the origin1$, the amount" the composition3 and the method of retention4 of the gas in coal; or, from the more practical side, have been concerned with the phenonlena and conditions associated with outbursts5 or explosions and their control. Numerous studies also have been made of the permeability of coal to gas" of gas pressures measured in coal seams, etc. The authors are unaware, however, of any attempt to present a consistent or complete picture of the laws governing the movement of gas through the coal. Study in West Virginia A recent study conducted at this University7 gives the first presentation of the distribution of pressures in a small section of a coal seam. Holes were drilled into the coal rib to various depths and at various distances from the coal face. The location selected for study was as remote as possible from disturbing influences of mining operations, faults, "wants," etc. The pipes extending into the coal that were used to determine pressures were grouted into the borehole for the entire depth of the hole, and great precaution was taken to insure accurate pressure readings. Early workers attempted to study the structure of alloys by measurement of equilibrium electrode potentials in aqueous solutions containing ions of the metals from which the alloy was made.' The method was subject to such limitations (e.g., the difficulty in attaining electrochemical equilibrium at low temperatures) that it has not been widely used by metallurgists. Recently, Seltz and co-workers have introduced a greatly improved method for studying alloys by measurement of equilibrium electrode potentials in molten salts.2"4 The mathematical treatment is the same, of course, as for equilibrium potentials of amalgams in aqueous solutions.5 This method will probably find extensive use, since it makes possible not only the determination of phase fields of equilibrium diagrams but also the determination of certain thermodynamic quantities which can be used advantageously in metallurgical calculations. However, the method presents difficulties. With many metallic and alloy electrodes, reversibility is not readily obtainable. Also, the difficulty of obtaining suitable material from which to make the cells is increased as the temperature is increased. Moreover, the necessity of carrying out measurements in a vacuum requires additional apparatus and introduces considerable difficulty, especially at the higher temperatures. Apparently, no consideration has been given heretofore to the metallurgical use of irreversible electrode potentials that exist when a specimen is immersed in a suitable aqueous solution at room temperature. The apparatus and the method required for such measurements are very simple, and if the results of such measurements could be demonstrated to be reproducible they might be very valuable in studying the structure of alloys. The method would not have the scope of that developed by Seltz and his co-workers because no thermodynamic quantities could be calculated from the data. However, the utility and the simplicity of the method might warrant extensive use for the determination of phase fields and similar applications. Theory of Irreversible Potentials A brief review of the theory of irreversible potentials will be given before showing how to interpret the potential readings in terms of alloy structure. It is known that heterogeneity of a metal surface in an electrolyte will produce points of different potentials, with the result that current flows between these points and electrochemical reactions occur. The points at which oxidation reactions are localized are known as anodes, and those at which reduction reactions are localized are known as cathodes.6, 7, 8 For the benefit of those who are not familiar with the terms anode and cathode as applied to a primary cell, the potential difference between anode and cathode of such a cell can be measured when

While a country is small and its coal fields are not many, it may be possible to classify its coals on some basis that avoids both overlap and inconsistency, and that may be satisfactory to the particular country, such as geographic distribution or geologic age, or regional uses. In the adjoining country, however, the coals may differ more or less; broad areas may have escaped the erasure of transition zones by erosion, and the stages of alteration of the coals may lead to a classification different from and even incompatible with that of the other country. Such classifications, developed primarily along national lines, are essentially opportunistic. Further, many even of the "use" terms that have been in more common employment with a degree of international application have lost their significance and value, due to changes in industrial methods and urban life. When the number of coal fields is large and the classification is designed to cover the coals of many countries, the groups or divisions into which the coals are integrated are found to verge one into another; and, though the main divisions may be so naturally composed and oriented that they are relatively distinct and readily separated as entities or units when taken by themselves, the sequence, through classes, groups, and subdivisions, is so complete that we find transition zones through which boundaries must be arbitrarily drawn with minute technical definition. This situation, which is conspicuously illustrated in the United States, is due to the progressive evolution of all coals, irrespective of geologic age, from peats to successively higher ranks, which, if the progressive alteration goes far enough, ends with graphite. This evolution is now firmly established and its complete acceptance is but a matter of time. A classification of all coals in all coal fields can not escape this fact and must take into account all the stages in the transformation of the fuel from rank to rank through division to division, and through group to group. The plan here outlined aims at a natural classification of coals based on their evolution from peats to graphite. THE Mother Lode district in California is probably better known as the land of Bret Harte and Mark Twain than as a gold-producing district, although in this respect it holds an important place. The history of . quartz mining on the Mother Lode dates back to the '50s, when, after the first fever of the gold rush, men began to look for something more permanent, if not more lucrative, than the placers. Since that time,: the discoveries, shutdowns, and reopenings of the many mines, together, with the varying fortunes of their numerous operators, constitute an: interesting chapter in California history, but one too long to include in a description of mining methods. The district is well situated, so far as physical conditions are concerned. The Mother Lode extends along the western slope of the Sierra . Nevada Mountains, about half way between the crest and the Sacramento and San Joaquin Valleys, the country traversed consisting of low rolling hills-typical foot-hills. The elevation varies from 1000 to 1800 ft. and the climate is most desirable. There is an abundance of water, timber is easily obtained from the higher foot-hills a few miles east, and: cheap hydro-electric power is generated practically on the Lode. These natural conditions are conducive to low costs in mining and have been the deciding factor in allowing profitable exploitation of the comparatively low-grade orebodies. Transportation facilities are, not bad. Five branch railroads, from the main trunk lines in the valley, tap the district at intervals of from 10 to 30 miles, the roads connecting these are fairly good for trucking purposes. Labor is made up of several nationalities, the principal ones being American, Spanish, Jugo-Slav, Italian, and Mexican. There were few Mexicans on the Lode prior to 1919, but the shortage of labor, experienced generally by the mining camps of the country in the years following the war, made necessary the hiring of some. The percentage of Mexican labor rapidly increased in 1920 and for a year or so thereafter, but it has now diminished until at most of the mines only a few Mexicans are working. Of the different nationalities, Americans are the most efficient and Mexicans the least.

BARITE (BaSO4) is the most important industrial barium mineral from the standpoint of quantity consumed. In 1938 the amount was 365,000 tons. Its uses are numerous, some of the more important being in the production of pigments, as an inert filler in a wide variety of products, as a weighting material in oil-well drilling muds, in the manufacture of some kinds of glass, and in the production of barium chemicals. The barite studied in this investigation occurs as the massive variety in a shale replacement formation near Magnet Cove, Ark. It is intimately mixed with quartz and small amounts of iron oxide and residual shale. Complete liberation of barite and quartz is not obtained when the rock is ground to 100 per cent through 325 mesh. The crude rock with which all test work was done assayed 85.1 per cent BaSO4, 11.11 per cent Si02, and 2.85 per cent R203. Its specific gravity was 4.03. It was found in the course of the investigation that the barite contained a small amount of uniformly distributed carbonaceous material, so intimately dispersed that it could not be seen with the microscope, but gave a definite gray cast to the barite concentrates. The color of the barite in polished sections of the crude rock ranged from gray to almost black, while finely ground powder ,was a reddish gray. The reddish hue was due to the iron oxide present. In 1939, under the supervision of Oliver C. Ralston,* the Bureau of Mines, in cooperation with the Milwhite Company, of Houston, Texas, undertook to study the flotation of barite from Magnet Cove, Ark. Flotation of several southern barite ores had already been investigated by the Bureau of Mines.' The Magnet Cove barite was unique, however, in that it had to be ground to such an extremely small particle size for liberation. The flotation of nonmetallic minerals in the presence of a large amount of slime is usually very difficult, and when done is an innovation calling for conditions different from those under which granular material is separated. LABORATORY FLOTATION WORK Preliminary investigation showed that the flotation reagents recommended by O'Meara and Coe1 for separating barite and siliceous material were suitable, but much larger quantities of reagents were required to separate such finely divided material. Moreover, it was found that careful control of the frothing was necessary. When oleic acid and sodium silicate were used a voluminous froth was observed at the beginning of a test, and toward the end there was not enough froth to effect complete recovery of barite. The addition of pine oil as a frother gave proper frothing for the duration of the test, and the substitution of coconut fatty acid (crude lauric acid) for oleic acid produced a more heavily burdened froth. Dense magnetite pellets were reduced in hydrogen-water vapor-nitrogen mixtures over a temperature range of 400° to 500° C at a pressure of 0.97 atm. The rate of reduction per unit area was found to be constant with time and directly proportional to the partial pressure of hydrogen at a constant ratio of water vapor to hydrogen. Water vapor poisoned the oxide surface by an oxidizing reaction and markedly slowed the reduction. The enthalpy of activation was found to be + 13,600 cal per mole. During the last decade the petroleum refinery engineer has made great progress in achieving a better understanding of the physical behavior of hydrocarbon mixtures, with particular reference to their pressure-temperature-volume relationships, the mechanism of the evaporation of liquids, the condensation of vapors, including the changes in composition, and the heat effects accompanying them. With the new insight into the mechanism of movement of oil and gas through the formations in which they occur, achieved by the production engineer, it is clear that the latter will need to utilize in the solution of his own problems much of the information outlined above. It is the purpose of this paper to outline the portions of that information that seem most certain to prove of importance in production work. Properties of Pure Hydrocarbons While it is true that petroleum always consists of highly complex mixtures of hydrocarbons, none the less understanding of the behavior of the mixture must be based upon a knowledge of the properties of the pure components. However, in view of the tremendous number of hydrocarbons existing in petroleum, the determination and formulation of the properties of all of them would seem a discouraging task. The difficulty of the situation is increased by the undoubted facts that the overwhelming majority of chemical individuals in petroleum have never been isolated as pure compounds, none of their physical properties have been determined and even their chemical constitution is unknown. The situation would be hopeless were it not for the fact that certain extraordinary correlations of important properties of various hydrocarbons have been discovered which make it possible to predict those properties for a given chemical individual on the basis of a very limited characterization of it. INTRODUCTION Cracks, crevices, holes, and fissures -- here collectively termed pores -- occur in all manner of substances in sizes from those evident to the unaided eye to those well below electron microscopic levels of detection. Naturally occurring materials having varying degrees of porosity are represented by wood, rock, soil, and mineral formations. Man-made materials that are porous include ceramics, sintered metals, catalysts, adsorbents, filters, and various compacted objects. The extent of their porosity greatly influences the hardness, rigidity, integrity, and general usefulness of such materials, and assessing both their pore volume and size is becoming increasingly necessary. Means by which this pore information can be obtained is the subject here. No attempt will be made to include all techniques and variations of them that have been suggested, but, hopefully, those of most general applicability will be described in sufficient detail to enable a potential user to judge their merit for a particular need. The results of pore measurements are made useful by relating them through other tests to performance criteria such as weatherability, water penetration, frost damage, oil recovery, strength, or thermal or electrical conductivity. These tests, of course, are outside the bounds for inclusion here. A pore is variously defined in dictionaries as "a minute opening", "a small interstice admitting passage of liquid", and "an interspace between particles". Clearly any object through which it is possible to find a continuous path from one side to the other either for a liquid or a gas must be regarded as porous. A thoroughly modern coal-handling system has been installed at the Pittsburgh Terminal H. H. &. Coal Co.'s new No. 8 shaft, or Cover-dale mine, about 11 mi. (17.7 km.) from Pittsburgh on a spur of the Montour R. R. The Pittsburgh scam, which is the one worked, is reached at a depth of 342 ft. (104 m.). Power is delivered to the mine at 22,000 volts over a transmission line of the bow-arrow type of construction. A private telephone line connecting the various mines and the main office in Pittsburgh is carried on the same poles. The high-tension line is brought to an outdoor, step-down, transformer substation, where three 833-kv.-a., single-phase, 60-cycle, oil-insulated, self-cooled transformers reduce the potential to 2300 volts. The transformers are protected by electrolytic, aluminum-cell lightning arresters, horn gaps, and choke coils. High and low-tension busses, together with fuses, choke coils and air-break horn-gap switches with thcir remote-control operating mechanism are mounted on a substantial structural-steel tower 25 ft. (7.6 m.) in height. Mine Substation The transformer substation is adjacent to a. pressed-brick building that houses direct-current substation equipment together with switchboards, etc., for the control and distribution of power. This building also contains the hoist for the men and supplies. Main Switchboard The 2300-volt circuit is carried underground in a conduit from the transformer substation to an oil switch in the substation and supply hoist building. This is the main switch controlling the 2300-volt busbars mounted back to a twelve-panel black-slate switchboard. From the switchboard, 2300-volt circuits are carried to transformers feeding the street and house lighting systems and to other transformers furnishing power for the elevator and lighting circuits in the store building. WIIen clean iron and metallic zinc dust, protected from the air, arc heated below the melting point of zinc, the iron takes on a coating that has excellent protective value. This coating is a brittle alloy of zinc and iron, and the process is called sherardizing. Although the zinc particlcs are covered with oxide and cannot touch the iron, an extremcly small amount of the zinc vaporizes and the vapor, reaching the iron, alloys with it. Other zinc then vaporizes to replace that which has been removed from the atmosphere. This process continues indefinitely at a decreasing rate, for the coating already formed permits zinc to diffuse through it to combine with the iron beneath. In this way, the coating grows outward from the surface of the iron, as the bark grows from a tree. The method of growth was clcarly seen while sherardizing small cubes of cast iron, at about 450" C., in a srnall glass-stoppcrcd bottle enclosed in a rotating drum. The dust contained about 3 per cent. iron, which prevented caking, and coatings % in. thick were grown in a few hours. After a heavy layer had been formed, the cubes mere again treated for a shorter time. The layer last formed was seen to lie next to the iron, instead of at the outer surface, showing that the growth was from the surface of the iron outward. The coatings split at the edges and corners, leaving the iron exposed there. Flakes of graphite from the iron were lifted upward and embedded in the coatings. The composition of sherardized coatings varies from the outer surface inward, as would be expected from the mode of growth. That is, the iron content increases slowly at first, then more rapidly as the iron is approached. At the surface the least amount of iron possible is 6 per cent., as the experiments described below have shown. A study was made of the effect of iron in zinc dust on the proccss and on the resulting coatings. Glass bulbs, holding the small pieces to be sherardized, together with enough zinc dust to make them two-thirds full, were heated in a small, rotating electrically heated and controlled furnacc. The question whether the kind, rank and grade of coal is in any way determined by the kind or type of plant from which it originated has been a problem since coal was first studied. Some investigators claim that the kind of plants has contributed none of the attributes that characterize the differences found in the various coals; others claim that all differences are caused by the contributing plant; and others hold that only a few characteristics are inherited from the kind of plant from which the coal originated. Most coalologists, however, give this matter no thought. It can easily be shown that the kind of plant which contributed to a coal had a marked influence on its kind and type. A number of factors enter into this problem, and all unrelated ones must be carefully eliminated, including metamorphism caused by the pressure of the cover, earth movements, mountain building and higher temperature. Only the fundamental substance—the plants out of which coal was formed—• and the causative conditions that gave rise to a peat swamp and the conditions imposed upon the plant and the plant substances during the formation of the peat swamp can be considered. Everything else being equal, the question then is, how far do different classes and types of coal owe their differences to different kinds or types of plants? Geologic Age of Coal Coal has been laid down in almost every geological period since the Devonian era. Even as early as the middle Devonian some coal was formed; although of no value it has great scientific significance. The most valuable coal was deposited during the Carboniferous. The coals of England were formed during the Mississippian, and most of the valuable coals of America, Europe and China during the Mississippian and chiefly the Pennsylvanian. From the Permian come the coals of France, Saxony, Thuringia and Schwarzwald in Germany and of Bohemia and of the Ural districts of Russia. From the Mesozoic come the coals

During the year 1934, Kentucky oil and gas operators have partly overcome their past depression fears and in the oil industry, with possibly more abandonments of old oil producers than the completion of new oil wells, produced 4,814,904 bbl. of oil in 1934 against 4,501,511 bbl. in 1933. In the gas industry of eastern Kentucky, 115 gas wells were completed during 1934. This production is delivered through two 20-in., one 16-in., one 12-in., one 10-in., and two 8-in. pipe lines to supply both domestic and industrial markets in Cincinnati, Ohio; Louisville, Lexington, Frankfort, Winchester, Ashland, Covington and other Kentucky towns; Washington, D.C., and other eastern cities. The largest percentage of these gas wells and production are from the Devonian black shale area of Floyd, Pike, Knott, Martin and Magoffin counties, Kentucky. In this area the largest percentage of 1889 wells, developing 421,-215 acres, has been completed in the past 10 years, of which 55.3 per cent produce from the 400 to 550 ft. of Carbonaceous Devonian black shales. The successful results obtained from these Devonian shales are due to the physical effects of the 5000 to 6000 lb. of gelatinated nitroglycerin with which the entire 400 to 550 ft. of shale is shot. A very small number of the shale wells are natural producers and do not require shooting. Other than the Devonian shale gas production, the remaining 44.5 per cent of the gas in this field is encountered throughout the entire strati-graphic section above this horizon; namely, salt sands of Pennsylvanian age and Maxon, Big Lime and Weir of Mississippian Age. A very small percentage is encountered in the Corniferous Devonian lime and the Silurian Big 6 below the black shales. In western Kentucky, in the counties of Henderson, Webster, Hopkins, McLean, Christian, Muhlenburg, Ohio, Daviess, Hancock, Brecken-ridge, Hart, Barren and Warren, many gas wells have been completed, but, because of insufficient market, activity has been somewhat desultory. ONLY the acute phase of the smelter fume problem is new. The problem itself is older than the Christian era. While both lead and copper were mined and crudely smelted ; on: 3,000 years ago, it was not until the Roman occupation of the Iberian Peninsula and the British Isles, which occurred but shortly before the beginning of the Christian era, that there was any evidence of smelting operations on a scale sufficiently large to permit a fume problem. Around Huelva, Spain, are found more than 30 million tons of slag from lead smelting conducted there by the Romans. Pliny tells us that more than 20,000 slaves were employed in the Iberian mines. Extensive mining and smelting by the Romans in England and Wales were coincident with the Iberian proceedings. These metallurgical operations were upon a sufficiently large scale to produce marked results both upon the surrounding country and the smelter workers, but, as they were those of a conqueror upon conquered soil, conducted by slaves, imperial Rome failed to recognize that such a thing as a smoke problem did or could arise, and whatever fume question there may have been at that .time remained a question only to those who had no chance to answer any phase of it. The smelting operations of the Romans extended over about 400 years, and little is "recorded of lead and copper smelting from that time until the 16th century. From the revival beginning at this period up to the present century, the growth of smelting has been comparatively gradual. In Great Britain, smelting was conducted almost wholly in localities where metallurgical operations were of paramount importance, and the communities that grew up in smelter localities were due to and dependent upon the mines and smelters. This fact had much to do with the comparative freedom of British smelting from burdensome fume litigation and legislation. A PROBLEM of possible subsidence of the surface from mining opera-tions, which might have had disastrous results, arose in 1913 at the Brier Hill mine, of the Penn Iron Mining Co., near Norway, Mich., now managed by Pickands, Mather & Co. for the Bethlehem Steel Co. A double track and sidings of the Chicago & North Western Railroad passed over part of the mine, and if subsidence had reached the surface it might have affected the stability of the tracks. The chief purpose of this paper is to record the facts disclosed by investigations of underground movement from 1913 to 1919, when the tracks were moved, and subsequently at intervals, as engineering data of value from mining carried on below the tracks in the steeply pitch-ing lenses. A secondary purpose of this paper is to describe a novel method for determining the rate of speed of upward breaking above the mine excava-tions. This method was found effective and might be used elsewhere under similar conditions. The mine workings under consideration were developed from the Brier Hill shaft, which was circular, concrete-lined, 14 ft. in diameter, and about 900 ft. deep. They extended about 800 ft. westward from the shaft, and nearly parallel to a corresponding length of the railroad tracks. The highest part of these workings was at a depth of 400 ft. below the tracks (Figs. 1-12). The mining company had the right to remove the ore, the railroad assuming that the surface would be sup-ported. Finally, without legal controversy, an amicable adjustment was reached as to what should be done to lessen or obviate the hazard of subsidence.

The iron-ore deposits worked by this Company occur in lenses 200 to 1000 feet long and 5 to 80 feet wide, and stand at an angle of from 65' to 75, with a vertical height of 250 to 500 feet, other lenses occurring below. A number of the deposits were first worked as open pits, which in some cases were carried to the depth of 150 feet, when, owing to the weakness of the walls, underground mining was adopted. While the ore was being removed from the open pit, shafts mere in several instances sunk into the foot-wall, the intention being to mine the ore with breast-stopes of an approximate height of 20 feet, followed by underhand-stopes of the same height, leaving floors between of the necessary thickness to support the walls, or to effect the removal of the ore by means of what is known as the stall system. As the work progressed, however, it was found that the walls (which are of chlorite) were too weak to permit the working of breast-stopes 20 feet high, there being frequent heavy falls of ground from the hanging and, in some instances, from the foot. The plan of following breast-stopes with underhand-stopes was, therefore, abandoned. By working breast-stopes only, but little more than one-half of the ore could be removed, and that only at an excessive cost, the ore being so hard that power-drills with 3 1/8-inch pistons . and 6-inch stroke, working under 60 pounds of compressed air, are able to drill but 8 feet in ten hours as a yearly average, while from 6 inches to 2 feet is a common result of ten hours' drilling. It was plain that some other system of mining must be adopted, and it was proposed to sink by levels of 75 feet, carrying in the cross-cuts from the shafts and working out the ore each way from the shaft from foot to hanging, and from 15 to 20 feet in height. THE past 20 years has seen a revolutionary change in the testing of materials at elevated temperatures. This has largely been brought about by the practical importance of the creep problem in the design of equipment for operation at high temperatures. The short-time tension test carried out at elevated temperatures has consequently assumed in many cases only a secondary role compared to the long-time creep test. In many problems, however, a knowledge of the short-time high-temperature properties of a metal is essential. To mention a few cases in which this is so, we might include all hot-forming operations such as rolling,' forging, etc., the welding problem if residual stresses are to be computed, the development of new alloys for high-temperature service where, in the initial stages, time does not permit of long duration creep tests, and others. Usually a knowledge of the short-time properties is desired, if only to serve as a background against which to compare creep behavior. In conducting short-time high-temperature tests, it has been almost the universal practice to determine stresses based on the original area and strains referred to the original gauge length which is usually chosen as 2 in. It has. been pointed out 1,2 that one of the reasons that the true significance of certain tensile properties is not understood, which perhaps curtails their usefulness, especially when the material is applied [ ] under conditions differing considerably from the test conditions, is that true physical stresses and strains are not determined. It is essential to have a knowledge of true stresses, and strains in order to correlate the values present in the tension test with those existing, for example, in hot metal-forming operations and in the general problem of the yielding and failure of metals under combined stress conditions. Stress and strain values based on the original dimensions of the test piece do not exist physically except in the early stages of the test. Since at the present time there is very little information in the literature on true stress-strain relations in the short-time high-temperature tension test it is proposed in the following pages to describe a

ISSUES IN MINING LABOR The examination of mining labor issues is often confined to health, and safety. There are other issues, including the present state of mining manpower availability and utilization, and the nature of mineral industries' industrial relations, which are worthy of consideration. The state of the labor market for mining skills, the availability and utilization of mining engineers and related disciplines, the state of research and its employment of scientists and engineers, and the condition of mining industrial relations with all these groups, all have an important effect on the viability and economic health of the minerals production sector. PRODUCTION LABOR Why examine an industry's production labor market? People involved in an industry should be aware of what labor supplies will be relative to industry requirements. This advance information allows industry and government to plan ahead to alleviate problems by moving to affect labor supplies or to accommodate production to expected labor supplies. This is less costly and less painful than responding after the fact to labor market changes. Any industry requires some form of labor. Labor is especially important to the mining industry. Mining labor is well paid. Average annual earnings are higher than in manufacturing. Average hourly wages are also higher. Payroll costs form a high percentage of total cost in coal mining and nonmetallic minerals mining. In metal mining the percentage is comparable to the average for manufacturing. Payroll cost in oil and gas extraction is quite low, but a major proportion of cost is in the form of income to proprietors, i.e., unincorporated businesses. Mining labor is worthy of specific attention. The minerals extraction labor is unique in many ways. Mining labor and especially underground miners are differentiated from other "unskilled" labor. Miners cannot be considered as part of a larger labor pool. The mining labor market has exhibited a unique combination of characteristics. Mining is the only large sector of United States employment in which hourly wages are high and continuing to rise, yet employment declines. Although industry has introduced new labor-saving investments, and labor requirements continue to decline, there is evidence of a mining labor shortage. Specific problems have arisen in the mining labor market such as a present labor shortage in nonfuels mining. Understanding the causes and remedies for these specific problems is also important. These various problems and questions may be handled in a unified manner by examining the relationships of certain economic variables.
