The Army Reorganization Act, which became effective July 1, 1916, contains a provision authorizing the organization of an Officers' Reserve, in which will be included a Corps of Reserve Engineers. There will also be an Enlisted Reserve of skilled workmen in technical lines. The Reconstruction and Research Division of the United States Council of National Defense has, up to date, prepared two reviews on the above subjects: one covers foreign countries and the other covers the activities in the States. These reviews contain information appearing in various Governmental and public periodicals. While the information on foreign countries is necessarily incomplete and fragmentary, its summation is perhaps the most complete work of this kind so far accomplished. The information from the states consists mainly of bills and ordinances introduced in the state legislature, municipal councils, legislature committee reports, programs suggested by governors, and other state and local officials and local organizations It is realized that a good deal of this information will be useful to engineers studying conditions in the various states, and especially to those who want an insight into the general condition in all the states. For instance, the reconstruction problem in each state involving highway, reclamation, buildings, etc., are covered in detail.

A downdraft traveling grate process to agglomerate pelletized iron ore concentrates has been successfully demonstrated in a pilot plant at Carrollville, Wis. Work there followed several years of development in the Allis-Chalmers Mfg. Co. laboratories, and the pilot plant phase was carried out in co-operation with Arthur G. McKee & Co., consultants and engineers to the iron and steel industry. End result of the process is conversion of iron ore concentrates into a form which can easily be transported and smelted in the blast furnace.

Efficient energy utilization in the electrolytic zinc process, relative to other zinc processes, is one of the reasons for its wide adoption in recent years. Designers and operators of electrolytic zinc plants have pioneered process improvements, new equipment, and operating techniques to conserve energy. As energy costs advance still higher in the future, and competitive pressure against the less efficient producers increases, these or alternative energy-saving methods will be looked upon as a necessity for economic survival. Estimated energy savings which may be achieved by various equipment and techniques are included.

The new OSM regulations for ground water monitoring of underground coal mines have been the source of many concerns for the mining industry. Because the regulations were initially written at the federal level, but are being administered at the state level, considerable confusion still exists within the industry as to what is really required. Based on submission and/or approval of more than 30 monitoring plans for existing mines in Pennsylvania, West Virginia, and Ohio, three basic sections are necessary. They are: 1. background data on the hydrogeologic setting of the mine, 2. the monitoring plan itself, and 3. mining procedures to minimize adverse effects on ground water. Like all of the OSM requirements, ground water monitoring will be a new burden the coal industry must bear, but with proper planning and communication with the regulatory authorities it need not be as bad as originally feared.

For openings in bedded rocks, analyzed by simple beam theory, it has been shown that roof loads can be shifted from one support to another.' This transfer is effected by controlling the relative deflection of adjacent supports. If this action is used to reduce loads in the props or bolts and increase them in the ribs or pillars, it could be productive of economies averaging 30 pct. Such savings can be realized by: 1) using smaller artifical supports such as props and bolts, and 2) increasing loads in the rib to induce eventual failure for longwall caving. Since the rib is relatively load-insensitive, it provides a natural load sink. However, caution must be used in applying such permissive deflections, for while the supports are being handled properly, the stresses in the roof itself are very sensitive to such manipulations.'

Wishing to do this, last April, in the case of No. 4 furnace at Glendon, which had worn in a very remarkable manner, the method described below was employed, with very good results. A scaffold was fixed in the furnace, and on it was placed a drawing- board, covered with paper, the top of which was made level at exactly the height at which the section was to he taken. (Fig. 8.) The centre of the furnace (which had previously been found, and marked on a plank across the top) was laid off on it by dropping a plumb-bob from above, and a strong needle was driven into the board in the centre. By means of a straight-edge and two plumb- bobs, the line passing through the centres of the front and back arches was also drawn on the board. The national and international importance of Canada's minerals and metals producing industry is reported. The growth of the Canadian industry is traced from 1945, through the period of rapid development of the early 1950's, to the consolidation and expansion activities of the late 1950's and early 1960's. Mineral production in Canada during 1963-including steel, nonferrous metals, and fuels -is reported. It is estimated that by 1970 the Canadian industry will produce $3.9 billion worth of metals, nonmetals, and fuels.

The members of the Institute living in the lower Mississippi Valley, I extend a hearty and cordial invitation to their fellow-members to meet with them nest October, in St. Louis. They believe that it will be a meeting of singular interest, inasmuch as the district in question can show in active production almost all of the more useful metals and non-metals. Perhaps too few know that the Southeast Missouri District, about 80 miles south of St,. Louis, and to which a special trip is planned, is the largest lead district in the world. The use of operation research and computer techniques in the mineral industries continued to gain acceptance during 1966. There are generally at least five sources of information for researchers and practitioners in the field: (1) Technical periodicals like MINING ENGINEER- ING, Mining Congress Journal, etc. (2) Proceedings of the Symposium and Short Course on Computers and Operations Re- search in Mineral Industries, held last year at Penn. State University and jointly sponsored by the University of Arizona, Stanford University, Colorado School of Mines, Penn. State University and the Society of Mining Engineers of AIME. (3) Various local conferences, such as the 1966 Rocky Mountain Minerals Conference held in Denver. (4) United States Bureau of Mines publications. (5) The AIME annual meeting in New York and the SME Fall Meeting in Tampa.

Pilot-plant and laboratory tests were made on blends of steel plant flue dust and portland cement to determine whether the flue dust could be pelletized for use as a source of iron in dry process cement manufacture. Strength and setting time results showed that an acceptable agglomerate can be made with a Type II portland cement binder. Abrasion-resistant and well-sized pellets were made in a horizontal drum, using a simulated closed circuit, with a binder content of 7.5% and a moisture content below 15%. Pellet quality was found to be relatively insensitive to changes in binder concentration above 5%. Simulations of stockpiling and weathering indicate that little difficulty would be encountered with use of the flue dust pellets in cement plants.

(written discussion*).-When lump calcium cyanamid is immersed in the melt of mixed chlorides of the alkalies and alkaline earths in the manner described in the paper, the amount of sodium cyanide formed in the melt, as shown by numerous analyses, is but a small fraction of that formed by the reaction referred to by Mr. Johnson. The case-hardening effects in my process are, however, at least as good as when the common cyanide baths are used. Moreover, when compared with the cyanide baths, the gases evolved in the new process are harmless, consisting of nitrogen, carbon monoxide (which burns to carbon dioxide on the surface of the melt), and occasionally a little carbon dioxide. These gases are not irritating or poisonous, whereas the vapors arising from cyanide baths are both irritating and poisonous. The complex chemical reactions that take place in and on the surface of the melt are being investigated by the writer, who hopes, in due time, to communicate the results of his work.

WHAT DOES "MAGNETIC" MEAN? The word magnetic has several meanings. When used, as it usually is, without qualification one is often unable to tell which meaning is intended. 1. A body is magnetic which has power to attract iron magnetically. Such is a lodestone or magnet, either permanent or not. This is an active sense or meaning in that the body itself does the attracting or is .magnetic. 2. A body is magnetic which may be made to attract iron magnetically, as the iron core of an electro-magnet when not magnetized by the current. This is a potentially active meaning, the body being capable of becoming a magnet. 3. A body is magnetic which has the property of being. attracted by a magnet magnetically. Such are iron, cobalt, nickel, magnetic oxide of iron, magnetic alloys, etc. This is a passive meaning, the attracting being done by the actively magnetic body. With these three meanings to choose from, one must usually make a guess based on previous knowledge as to which is the right one. Would it
