IN planning a postwar program for manufactured products, it is essential that the bases for the plans be wisely chosen. First we must make certain assumptions as to the war's ending. Let us assume: (1) complete victory by the United Nations, (2) peace terms that will ensure the direction of the economy of all nations of the world toward peaceful pursuits, and (3) an early ending of the war, that is, before the nations of the world, excluding the enemy, are near the point of physical and spiritual exhaustion. Thus, our manufacturing plants and transportation facilities will still be in good shape. The plants and transportation facilities, as well as the cities of a large part of Europe, however, will be badly crippled. The rich mineral and other raw material resources of the world, little of which was under control. of the Axis powers before the war or will be after the war, will not be used up. Control of these raw materials, or at least an important part of them, will remain in the hands of the strong peaceful nations.

In addition to the localities in which tin-ores have been found in Mexico, mentioned in my paper on the a Tin-Deposits of Durango," presented to the Institute in March, 1895,* the following should be recorded. I am indebted to Captain Henry Freeman, of Durango, for the notes as to these occurrences. In the Sierra de la Candela, west of the Sierra de Sail Frailcisco and El Promontorio (the Llano de Guatimape intervening between the two ranges), cassiterite is found in veins and stream-beds. The veins are narrow, and the ores have the same characteristics as those of Potrillos. They were exploited by miners from Coneto in 1882-86, the more extensive work having been done on the northern side of the mountains. In the Sierra de las Palomas, on the western edge of the Otinapa, ranch, about 25 miles W.N.W. from the Diablo mine in the Cacaria district, there are several small veins, of which the ore, gangue and country-rock are similar to those of the Cerro de los Remedios, near the city of Durango. The latter are essentially the same as the Potrillos veins. In the Cerritos del Olote, in the Murphy grant, about 50 miles W.S.W. from Durango, there are old mines, now partially filled. The veins are narrow and poor; the ore is highly ferruginous; the country-rock is rhyolite, with some granite; immense quantities of chalcedonic rubbish are strewn along the course of the veins. In the Cerro Blanco, overlooking the pueblo of Mezquital, 48 miles south of Durango, tin-ore is mined by the natives.

APPARENTLY unperturbed by any misgiving as to ill luck connected with the mystic number thirteen -for there were exactly that number of Directors on deck-the Board held two sessions on Tuesday, Feb. 21. , . Between the executive session at 5:15 p. m. and the general session at 8:30 p. m., 28 Section and Division delegates were wests of the Directors at dinner. Committee chair- " men and past officers brought the attendance to 75. Messrs. McAuliffe, Merica, Mudd and Tally had expressed their intention to be at the Directors' meeting, but each was prevented unavoidably at the last minute. At the executive session of the Board, J. V. W. Reynders was unanimously chosen to fill the unexpired term of Dr. Becket as Director: and Eugene McAuliffe in like " manner was selected to become Vice-president to fill the vacancy created hy Dr. Becket's assumption of the Presidency. Upon nomination of President Becket the following Executive Committee was appointed: Frederick M. Becket, chairman; Howard N. Eavenson, H. A. Guess, J. V. W. Reynders and William Wraith; and the Finance Committee was appointed as follows: Henry Krumb, chairman; Paul D. Merica and H. G. Moulton. Karl Eilers was reelected Treasurer and A. B. Parsons was re- elected Secretary to serve for the ensuing year, whereupon the executive session was adjourned.

Continental No. 1 This mine in Lisbon Valley has an orebody about 1200 ft long and varying from 250 to 70 ft wide. Average width is about 100 ft and stope heights average about 9 ft. It was developed by a 350-ft, 11º inclined shaft for trackless haulage, although a hoist and track are installed for auxiliary hoisting. Mining has been done from horizontal open stopes with random pillar support, using a HD5 tractor for mucking and a 4-wheel drive Gettman shuttle car for tramming. Slushers have been used to some extent in thin ore zones. Back support for stopes and haulage ways has been accomplished by rock bolts and landing mat. The most interesting feature of this mine has been pillar extraction. Mining was done under contract during the first year of operations with little regard for an orderly plan of stope layout or regularity of openings. Most of this work was done in the largest area of the orebody; consequently, pillar recovery has been accomplished under conditions which are far from ideal. However, a workable system has been developed which is competitive, both in cost and production rate, with open stoping.

ROUNDING out a year of improved organization, substantial accomplishment and strengthened purpose, the American Engineering Council of the Federated American Engineering Societies held its first annual meeting at the Cosmos Club, Washing-ton, Jan. 5 and 6, Dean Mortimer E. Cooley of the University of Michigan, president of, the Council, presiding. Officers were-chosen, the work of the past year was reviewed and discussed, action was taken on important matters of public and technical service, new financial arrangements were put into effect, committees were named, new policies were sanctioned and old ones reshaped, and a broad and definite program was out-lined for the next twelve months. A leading event of the meeting was a dinner in honor of Herbert Hoover, who, addressing the members of the Council and their guests at the University Club, praised the work of the Committee on Elimination of Waste in Industry as a great and lasting public service, pointed the way for new engineering effort in the public interest, and expressed renewed devotion to the ideals of the Council. Resolutions of appreciation of the service of the Secretary of Commerce were presented to Mr. Hoover.

In the use of free bubbles with precise temperature control and continuous pH measurement, the contact angle apparatus differs from all previous equipment. Experimental procedures differ sharply from the captive bubble method of introducing the gaseous phase in the three-phase system. When freed from the tube and captured by a solid surface, a bubble more closely conforms to the spherical ideal set up by the usual mathematical analysis of surface free energy or surface tensional relationships of the forces involved. The assembled equipment, Fig. 1, departs from the usual contact angle apparatus in providing: 1) water circulation for fixing temperature, 2) instruments to measure and record pH during testing, and 3) a system for producing and using free bubbles. The apparatus allows testing over a broad range of closely controlled conditions, and the use of free bubbles gives contact angles independent of operator manipulation, which was unavoidable in the older captive bubble method. A bubble released below the specimen rises through the liquid and contacts the mineral. If the mineral is gas-avid the bubble adheres, developing a finite contact angle.

A consideration of exploration techniques leads to an attempt to evaluate the effectiveness of geo- physics as a tool for mining exploration. One means of evaluation will be to compare the use of geophysics in petroleum exploration with its possible uses in mining.

OUTSTANDI'NG in progress among the less familiar 'metals during 1936 is the electrolytic production of 99.9 per cent manganese meta1 readily and many quantity. Strictly speaking, manganese should not' be classed as 'a rare metal, since there is 800 times as much manganese in the earth's crust as there is zinc or lead. But manganese' as a metal is rare, just as titanium metal is rare though titanium is five times as abundant in the earth's crust as manganese.

THE patent system, through which an inventor is given exclusive right to his invention for a limited period as a reward for his industry and in reimbursement of his expenditures, originated in England in the famous "Statute of Monopolies," enacted in 1623. The first patent granted in America was to Samuel Winslow, in Massachusetts, in 1641. The basis of the patent system of the United States is a provision in the Constitution giving Congress the power to secure to inventors for a limited time the exclusive use of their discoveries. The first legislative enactment was the law of 1790, which was placed on the statute book after Washington had addressed Congress in its favor. Under this law, the Secretary of State, the Secretary of War, and the Attorney General constituted the board for the examination of patent applications and the granting of patents. The first Secretary of State, Thomas Jefferson, became the first administrator of the patent sys- tem in this country. He personally examined every application filed during his term of office.

ANTHRACITE in 1943, in common with the coal industry as a whole, passed through a year of wage negotiations that seemed endless. In the early months discussion of the United Mine Workers' demands was taken up and carried on continuously until May, finally reaching an impasse when the Union refused to continue at work, while submitting their demands to the War Labor Board. Thus a strike threatened, averted by the Federal Government taking over the industry, effective May 1, by order of the President. An office of the Bureau of Mines was established in Wilkes-Barre under the direction of J. J. Forbes, Mineral Production Security Division, as regional manager, who conducted operations until September, 1943, when the collieries were turned back to the operators. But the miners did not agree with the War Labor Board's award rendered in the fall, resulting in a recurrence of the previously threatened strike. again averted by Government control. In addition to the major upsets, a number of individual suspensions occurred at various mines. In spite of these drawbacks, to which might be added the difficulty of obtaining equipment and the scarcity of man power, the industry by November was only little less than a million tons short of the previous year. and in all probability, finally produced but little less than in 1942. This little less. however, was greatly missed in the market.

THE completion of the excavation of the tunnels through Bergen Hill for the extension of the Pennsylvania Railroad into New York City, together with the fact that the excavation for the rest of the tunnel-line has been practically completed for some time past, arouses sufficient interest to justify a description of the engineering- and contracting-work, and the organization by which it has been accomplished. The finishing of the excavation is a long step towards the completion of the entire tunnel-project. It will be interesting to the members of the Institute, who last spring were taken through a great part of this work, to know that by the excavation now completed it is possible to walk by tunnel from a, point near Sunnyside yard, Long Island, east of the 34th Street ferry, to the central passenger station site in the City of New York, and thence by tunnel to the Hackensack meadows, and by an embankment constructed across these meadows to Newark, N. J. This New York tunnel extension is being constructed as a part of the Pennsylvania Railroad system by the Pennsylvania Tunnel & Terminal R. R. Co., a corporation of the States of New Jersey and New York. It extends from a point near Newark, N. J., to the Sunnyside yard, Long Island, as indicated on the accompanying plan.

The ternary system Zr-Cr-0 was investigated at 1200°, 1500°, and 1700°C. The isotherms at these temperatures were determined by metallographic and X-ray diffraction analysis of carefully selected alloys. AS a part of a series of investigations1-4 of the ternary and quaternary phase diagrams on refractory metals and their compounds, the ternary system Zr-Cr-O was investigated at 1200°, 1500°, and 1'700°C. The binary diagrams Zr-Cr, Zr-O, and Cr-0 as reported by Hansen5 and Levin et a1.' and the existence of a ternary coompound ZrsCrsO (q-carbide structure a. = 11.96A) provided a good base for this investigation of the Zr-Cr-O phase diagram. MATERIALS The materials used and their suppliers were: Zirconium powder, 99.4 pct pure, Charles Hardy, New York; Zirconium dioxide, Fairmount Chemical Co., Newark, N.J.; Chromium powder, 99.85 pct pure, Fairmount Chemical Co., Newark, N.J.; Chromium sesquioxide, 99.86 pct pure, J. T. Baker Chemical Co., Pillipsburg, N.J. Though the materials used were not "hyperpure", the impurities present do not affect the results (lattice parameters, phase boundaries) within the experimental accuracy. EQUIPMENT AND PROCEDURE The detailed procedures and equipment used for this investigation were similar to those described elsewherel' "ith the exception that in this study an induction-heated argon-atmosphere furnace was used. The latter furnace was used to prevent the vaporization of chromium metal in samples in the higher temperature range (above 1200°C). The tungsten crucible was induct ion-heated in a vertical quartz tube filled with argon gas. The quartz tube was 1-1/2 in. in diameter and 10 in. long; it was connected at the top and bottom to water-cooled copper plates. The argon gas of a purity 99.995 pct was further purified by being passed through zirconium metal chips which were maintained at 800°C in a silica tube 1 in. in diameter and 30 in. in length. The furnace was flushed with argon gas for an hour before starting heating; during heating, a slight (3 cm oil) overpressure of argon was maintained in the system. Power was supplied by a 20-kw Ther-Monic Induction Generator. The samples rested on a tungsten-wire basket; the wire basket was connected to a tungsten wire which passed through the tungsten crucible lid, and entered the system on top through a Wilson-type seal. By pulling on the wire, the sample was removed from the crucible and dropped to the water-cooled copper base of the furnace. Because of the presence of argon gas, the cooling of the sample was even more rapid than in the vacuum furnace.' EXPERIMENTAL RESULTS AND DISCUSSION 1) Isothermal Section at 1200°C. The compositions investigated have been numbered within the phase diagram, Fig. 1, and all the pertinent information about the samples can be found in Table I. This table lists the composition of the samples, the phases present in the room-temperature diffraction patterns, the phases detectable in the microstruc-ture, and calculated lattice parameters of the a-zirconium phase. THE proposition to make pig-iron from magnetic concentrates and cobbed ore with charcoal-fuel weighing from 12 to 20 lb. per bushel is, on the face of it, not inviting; but the successful work that has been done under these adverse conditions warrants a permanent record in our Transactions, especially as it furnishes a comparison with, coke blast-furnace practice under similar conditions. The record of the furnace-practice is briefly summarized as follows:-The charcoal was made of hemlock, pine, spruce, balsam, maple, beech and birch woods. All the concentrates containing from 62 to 65 per cent. of iron would pass in. screen, of which about 34 per cent.. would pass an 80-mesh sieve. The cobbed ore, varying in composition from 32 to 47 per cent. metallic iron and from 23 to 32 per cent. of. silica, would pass through a I-in. ring, of which about 25 per cent. would pass a 1/8 in. screen. The furnace was blown in October 20,1903, with charcoal which was supposed to weigh when dry 18 lb. to the bushel. Some charcoal similar to this was stored in the stock-house for about a year and was then found to weigh 12 lb. per bushel. During the first 10 days of the blast, the furnace produced 362 tons of pig-iron, using 200 bushels of charcoal per ton of iron. From November 1st to 12th, the volume of the blast was increased gradually from 2,808 to 5,460 cu. ft. per minute, with practically no increase of output. The silicon-content of the resultant pig-iron averaged 0.75 per cent., with sulphur about 0.035 per cent. The stepped-up pace of US open-pit and surface mining during the 1970's is a direct response by mining firms and equipment manufacturers to rising costs and declining ore grades. In the race for bigger and more efficient machines, rotary drills have emerged as the foremost leader in primary drilling at major US surface operations. At least 12 different manufacturers now offer rotary rigs in the 102- mm-diam. (4-in.) or greater blasthole size range. With capital investment for the larger units quickly approaching $1 million, the question is asked, "What's been the performance record to date of rotary drill rigs operating in North America?" To answer that question, a comprehensive study of rotary blasthole drills was conducted which qualitatively reveals various problem areas inherent in the rotary drill market and indicates some new directions for improvement.

DISCOVERY of natural gas in the Dundee field of New York in February, 1930, and the subsequent discovery in Tioga in September of that year, focused the attention of the natural-gas industry on the enormous possibilities of production and distribution in - the most populous area of the United States-New York and New England. Prior to 1926 the natural-gas industry in New York State had settled into a definite and limited policy, with the distributing companies controlling the output from its discovery to the ultimate consumer. Production amounted to between G and 7 thousand mil- lion cubic feet a year, with another 10,000 million feet imported from Pennsylvania for distribution in New York State. This gas was primarily from the Medina sand stone in. the western part of the state.

ENACTMENT of Public Law 290 by the 78th Congress authorized the U. S. Department of the Interior, Bureau of Mines, to conduct an experimental program to develop the technology for obtaining oil from oil shale. In adopting and later extending this legislation, the Congress recognized the impending necessity of supplementing ground petroleum reserves with synthetic fuels. Under the provisions of this legislation, the Bureau of Mines, among other things, was charged with the responsibility of developing mining techniques, methods, and equipment for mining the oil shales of the Green River formation of Colorado, Utah, and Wyoming.

Current -vo1tage -temperature characteristics were studied for Al-A12O3-Al, Au structures. The oxide film was grown by gaseous oxidation in an 0, glow discharge. The electron-transfer mechanism was identified as tunneling and the barrier heights and thickness were determined. It was found that the barrier height at the parent aluminum-oxide interface is 1.5 ev and the built-in vloltage with an aluminum counter electrode is 0.35 v. The growth mechanism of the oxide is also discussed and it is suggested that Mott&apos;s theory is not applicable in describing the growth. Discrepancies were observed in the detailed comparison of tunneling theory, based on a trapezoidal model, with the data, and several possible explanations are discussed. THEORETICAL analyses of electron tunneling from one nonsuperconducting metal to another through an extremely thin insulating film have been presented.1-6 These calculations relate the current density, J, to the voltage, V, between the two metals, and to the temperature, T. The results of these calculations indicate that the magnitude of J and the detailed shape of the J-V characteristic will in general depend most strongly upon such properties of the insulating film as the thickness, the dielectric constant, and the structure of the electron energy barrier profile. The experimental results of many7-11 workers have corroborated the main features of these calcu- lations and have in fact been used to determine properties of the thin insulating film. It has been demonstrated, for example, that the tunneling current formulation of simmons4 is adequate to describe the observed J-V characteristic over approximately 10 orders of magnitude of current. Furthermore, from these observations and analyses, insight into the nature of the A1-A12O3 (thermally grown) interface region has been obtained.&apos;&apos; The temperature dependence of the tunnel current has also been studied and, although a self-consistent set of tunneling parameters can be chosen to describe these data at low voltages (i.e., <0.5 v), the tunneling parameters are different from those obtained from higher voltage (i.e., of the order of 1 to 5 v) measurements." We have measured the effect of temperature and voltage upon the tunnel current at higher applied voltages and find that the theory is inadequate to describe all of the effects reported here. A discussion of the origin of this inadequacy is presented following a description of the samples used for these experiments, and the experimental results. SAMPLE PREPARATION Metal-insulator-metal structures were fabricated in the following way. A 99.999 pct A1 charge was used to deposit, in vacuo, thirty films, 2000Å thick, onto a 1 by 2 in. glass substrate (7059 Corning glass). Prior to deposition the substrate was glow-discharged for final cleanup and then baked at 200°C for 2 hr at a pressure of 5 x 10-7 torr.
