WHATEVER the outcome of the Industrial Recovery Act, it has currently injected the first hope and optimism into the coal industry for more than a decade. Compared with the recent drab years the results are impressive: Bituminous production for the first ten weeks, 78,000,000 tons, may be compared with 63,000,000 last year; anthracite, 14,600,000 tons and 9,600,000 tons for the same periods, respectively, bringing the heaviest payrolls in ten years with individual checks reminiscent of former boom times. Hurried calls for long deferred new equipment and replacements have stimulated foundry and machine works and the -invigorating effect on the railroads is indicated by the first actual car shortage in a decade. And even in the welter of confusion over code prices, this heavy tonnage has moved at the most profitable figure the coal man has realized for many years, though with the large volume on old contracts, profits were not as large as many think.\

THE interesting and carefully developed formula which Professor Bucky presents for answering the question of whether proposed new equipment will give a net return on investment equal to or greater than that on present equipment starts with an assumption that the management may make this relative return a determining factor in its decision whether or not the new equipment should be provided. I do not question that in some cases the management may take this position, but I would point out the error involved in so doing. The proper test is not a comparison of the return on new as compared with the return on old investment, but is rather a comparison of the return on a particular new investment as compared with the return which would be obtainable from some other new investment which now might be made. Then I would point out that I believe Professor Bucky is in error in using as a factor in his computations the item of unamortized cost of old investment. The financial advantage to be derived from a new investment does not depend on the extent to which we may in the past have written off the cost of old equipment, nor does it even depend upon what was the original cost of that old equipment. Even the salvage or resale value of the old equipment will only enter into the picture to the extent that the present salvage or resale value differs from the ultimate salvage or resale value otherwise to be obtained, after due allowance for the interest factor.

The effect of fluid-flow rate and fluid viscosity on oil-water relative permeability determinations was studied using the "dynamic flow technique." In this work relative per-nleability curves were obtained for homogeneous small core .samples from several sandstorle outcrop form-utions. Radio-tracers were used for the determination of fluid saturation and for the detection of saturation gradients. Cobalt-60 in the form of cobaltous chloride was used as a water-phase tracer in some of the experiments. Iodine-131 in the form of iodobenzene and Mercury-20-3 in the form of mercury diphenyl were used as oil-phase tracers in other experiments. Flow rates for each phase were varied within a range of 2.5 to 140.6 ml/hr. Oil-phase vis-cosities under flowing condition,> were varied from 0.398 to 1.683 cp. The relative permbilities ob-tained were found to he solely a function of saturation and independent of flow rare, provided there was no .Saturation gradient induced in the core sample by "boundary effect." Even though equilibrium with re-sped to flowing conditions was obtained at the lower flow rates, where a saturation gradient exists, this equilibrium is of a "contingent"-type rather than the "steady-state" equi-librium implicit in the relative per-meability concept. The only effect of increasing the oil or non-wetting phase viscosity was to decrease the flow rate required for the elimina-tion of the boundary effect. Fairly good agreement between experimentally determined and calculated values of the boundary effect was obtained when the non-wet-ring oil phase was the only Flowing phase. INTRODUCTION In the characterization of reservoir rock, as well as in the solution of reservoir production problems, it is most desirable to have reliablc rela-tive permeability measurements for the rock and fluids of interest. Many techniques have been developed for the laboratory determination of the relative permeability of both large and small core samples. In varying degree, difficulties attend the use of all of the methods. Each of the methods requires the metered flow of fluids of known viscosity through the core sample under conditions wherein the pressure drop in the individual flowing phases can be measured or closely approximated. Since the relative permeability is a function of the saturation and distribution of the flowing fluids, some means of obtaining such information is also required. The laboratory determination of the relative permeability of a sample should give the same relative permeability saturation relationship that would exist if the sample were in place in the oil reservoir. The attainment of this objective is complicated by the fact that the use of small core samples for laboratory measurements is usually necessary. As a result, errors in measuring the relative permeability arise from boundary effects at either the fluid input or output ends of the sample; no significant boundary effect is anticipated at the sides of the sample normal to direction of fluid flow. At the input end of the sample a boundary effect exists if the flow fluids are not com- mingled as they would be in the reservoir. At the output end of the sample a boundary effect exists as a result of discontinuity of the capillary properties of the system. Here the flowing fluids leave the small flow channels and enter a collecting system having much enlarged flow channels. Thus, there is a tendency for the wetting phase to be retained by the core sample because of the attraction of the core sample for the wetting fluid. No reference is made to these boundary effects in either Darcy's equation or in the relative permeability concept. As a consequence the saturation effect peculiar to the input end of the core sample may cause an error in the effective permeability measurement, since some portion of the core sample must be utilized for commingling of the flow fluids. At the output portion of the core sample a saturation gradient or a saturation change along the axis of flow results. Since relative permeability is a function of fluid saturation, this saturation gradient may cause a variable permeability measurement, especially since extent and character of the saturation gradient can vary with fluid-flow rate. The most convenient method of minimizing the boundary effect, especially at the output end of the sample, is to flow the fluids of interest through the core sample at such high rates that the capillary forces arc insignificant as compared to the viscous forces involved in the fluid flow. Since recent work of a preliminary nature has indicated that fluid dispersion in the porous medium increases with the flow rate, the high flow minimizes the boundary effect at the input end of the core sample by enhancing the mixing of the fluids.

ALBERT SAUVEUR, Cambridge, Mass.-The Bureau of Standards has once more rendered a public service. Manufacturers and consumers of steel rails alike should welcome the important results now laid before them by Dr. Burgess and his co-workers. Personally I welcome these results all the more that in the past, as some of the members may remember, I have never failed, when occasion arose, to call the attention of rail manufacturers to the importance of controlling the finishing temperature of their rails. The pioneer metallographic work conducted at the South Works of the Illinois Steel Co. in the early '90s clearly brought out the close relations existing between the manufacture, properties, and finishing temperature of steel rails and I think I may say without fear of being contradicted that the results of this early investigation had considerable influence in drawing the attention of manufacturers to the importance of finishing temperature and of heat treatment in general. The results now before us should be, it seems to me, of great value to rail manufacturers in their efforts to produce a better and, above all, a safer rail. It seems to be demonstrated in this paper that there is no difficulty in installing in rail mills pyrometric outfits, making it possible to record, without interfering in the mill operations, the temperature of the rails as they leave the finishing rolls, or of the ingots as they are withdrawn from the soaking pits, or at any intermediate point in the process of manufacture. The inference necessarily follows that manufacturers should see to it that such pyrometric installations are made, in order that they may actually know, instead of guessing at, the temperature of their rails;, and, for obvious reasons, rail consumers should insist upon such installations. In the rolling of heavy sections especially should care be taken to lower their finishing temperature, seeing that the present tendency is to finish them at higher temperature, whereas, owing to the slower cooling of their central portions, which makes for coarseness of grain, they should, if anything, be finished at a lower temperature than lighter rails.

In a previous communication by one of us,1 a theory of inverse segregation was presented by which the maximum segregation and segregation distribution throughout a unidirectionally solidified, binary-alloy ingot could be calculated. The theory, which is based on the mechanism of volume contraction and interdendritic flow, quantitatively accounts for the observed maximum segregation in the A1 (rich)-CU' and Al-Zn2 alloy systems, and for the segregation distribution along the ingot lengths for the A1-Cu system.''4 One of the drawbacks to a more extensive use of the segregation equations is their complexity, particularly for the calculation of the segregation distribution throughout the length of the ingot, involving long tedious numerical calculations to obtain the segregation. Computer pro- grams, written in Fortran II for use on an IBM 1620 computer, have been developed by the authors (and are available from them), providing quick and accurate methods for the determination of the theoretical maximum segregation in any binary-alloy system, and also for the segregation distribution in any unidirectionally solidified binary-alloy ingot. The segregation distribution is controlled by the lengths of the various solidification zones'74 which are in turn controlled by the cooling rate, and are determined from temperature-distribution curves obtained during solidification. The theoretical segregation distributions shown in Fig. 1 illustrate the effect of the zone lengths on the distribution Curve 1, indicative of a slowly cooled ingot, represents an ingot having long solidification zones, while Curve 2, indicative of a rapidly cooled ingot, represents an ingot having relatively short zones. Although these distributions are calculated for an A1-10 pct Cu ingot, the shape of the distribution would be similar for any binary-alloy ingot. These curves show clearly why early workers obtained results which indicated that the maximum (chill-face) segregation approached zero at very fast cooling rates.3 Actually, the maximum segregation is independent of cooling rate,' but even at short distances from the chill face the amount of segregation drops considerably, particularly in a rapidly cooled ingot, making it very difficult to establish the amount of segregation occurring at the chill-face. MANY different methods are used for transporting coal from the working face to the tipple. The common methods are animal haulage, locomotive haulage, conveyor systems, and combinations of these three, supplemented, at times, by the miner pushing his own car. Haulage may also be classified into gathering and main line. Gathering haulage is the collecting of loaded cars to a point whence they are hauled to the tipple. In this there is perhaps more lost-time than on the main line because there are .more units in the operation to be synchronized. Also, conditions on the gathering haul- age, such as bad track, poor timbering, insufficient motive power, etc., cause delays; usually these are corrected on the main-line haulage.

LARGEST of the known commercial deposits of pebble phosphate are those found in Polk County, Florida. The phosphate bed, commonly known as the matrix, will consistently average 6 to 9 ft. in depth, and is found under 3 to 60 ft. of over-burden. The phosphate pebbles, white and black in color, varying greatly in grade, are found imbedded in a matrix of sand and clay; and range in size from the fines to pebbles 1 1/2 in. in diameter, although the average coarse size is approximately 1/2 in. in diam¬eter. On some of the washers all material under 14 mesh is lost. High-grade phosphate (75 per cent plus of bone phosphate of lime, CasP2Oa) is generally soft, the pebbles breaking up during the mining operation and in pumping; low-grade phosphate, 67 to 69 B.P.L., is black in color with hard pebbles with no loss encountered in pumping.

In this laboratory study the problem of aerative conditioning to separate chalcopyrite and pyrite from cobaltite was simply effected with a sulfy-drate collector and pH by proper choice of mixing variables. It was shown that for a given impeller type and geometry, selectivity is governed by a relation between the Froude number and a modified power number multiplied by impeller tank-diameter ratio wherein the power factor is expressed as power intensity or horsepower per unit volume of contained pulp. In applying this approach to other systems, other criteria would be used in place of selectivity. The purpose of this paper is to show how solutions to problems of aerative conditioning of pulps may be enhanced by development of mixing parameters in a given system through application of a fundamental approach to agitation. The term aerative conditioning refers to a combination of processes which include mechanical gas dispersion, gas solution in the liquid phase, transport of dissolved gases and other reactants to the reaction zone, physico-chemico interaction within the liquid phase and/or at the solid surface, and, finally transport of products away from the reaction zone. Important elements of these processes are: 1) Air-Liquid Contact Area: This area limits the rate at which a given gas may dissolve in a given liquid. Thus, an aerative conditioning system should be designed for optimum gas dispersion. 2) Diffusional Factors: Such factors as concentration gradient, diffusion film thickness, and diffusivity may govern the rate at which dissolved constituents are transferred to the zone of interaction at a particle surface and the rate at which reaction products are transported therefrom. Thus, such systems would be designed for maximum turbulence to effect good mixing and to minimize diffusion film thickness. 3) Solids-Turbulent Liquid Contact Time: Sufficient time should be provided for interactions to take place at solid-liquid interfaces. The region of maximum turbulence for mechanical systems being in the impeller zone, it is important that the number of passes through this zone be optimized. This means that a proper balance should be struck be- tween flow and turbulent power to achieve optimum conditioning time. Too high a flow rate and insufficient turbulence may be improper if the reactions are diffusion limited. On the other hand, too much turbulent power and too little time in the reaction zone due to insufficient flow power may also be limiting. 4) Geometry and Impeller Design: The design of the conditioning vessel and the type of impeller employed are important factors in determining the relative distribution between flow and turbulent power and the degree of gas dispersion. Maximization of power input would be to no avail if the distribution between flow and turbulent power were improper or gas dispersion insufficient. 5. Physical Chemistry: The reactions between dissolved gases and solid surfaces may be limiting if gas solubility, activation energies and/or free energies are not favorable. J. H. Rushton, E. W. Costich, and H. J. Everett' have summarized the mechanical elements of the combination of processes listed in a fundamental mixing equation. This equation was derived by dimensional analysis and relates the physical variables for a single impeller, centered in a cylindrical, vertical axis, flat-bottomed tank. HOSTS of friends will rejoice that T. A. Rickard has been given honorary membership in the Institute. It might well have been done long ago, since, when one reviews distinguished services rendered by individuals to our organization and our profession, it is at once apparent that his name ranks high and that he has merited this distinction for more than three decades. Our by-laws restrict this list to twenty names; "T.A." becomes the sixteenth living member. Young engineers should particularly be pleased; Mr. Rickard has had a career rich in human interest, and full of useful suggestions to the younger men; he has given them good advice and set them a notable example; he, more than anyone else, has shown them how technical writing can be clear and concise; he has inspired youngsters to do their best; he has been their friend. No one has more first-hand knowledge of these facts than the writer of this appreciation:

Your organization and the members thereof are constantly thinking of Gays and means whereby greater efficiency may be developed. It is often said that this Nation has become great because of its almost up limited supply of raw materials at low production 'costs. This was undoubtedly true in the earlier years but today we face an entirely different situation. We have learned that nature has been very generous in supplying all parts of the world with ample resources of various kinds to meet the demands. This applies to practically all commodities but for the purposes of this discussion, we will limit our remarks to petroleum.

THE 140th meeting of the Institute will be held in the Engineering societies Building, 'New York, Feb.: 16-19, and one of the most important features, one which cannot be reduced to text in the TRANSACTIONS, will be the opportunity to renew old friendships and make new friends, to talk things over -to orient one's self in these troublous .times. There will be daily get-together luncheons for all, luncheons and dinners for specialized groups, an informal dance, the annual reception and banquet, and a smoker. And such a smoker! It starts with dinner at .dinnertime, shows signs of cabaret, turns smoker, and then goes entertainment-all for the price of one. This year one can stay long after 11 o'clock-there will be time and opportunity to amble around and meet everyone present. The formal program is rapidly rounding into shape. The annual business meeting will -be held on Tuesday morning and the banquet will be at the Commodore. The four Divisions and the various, Technical Committees are arranging their sessions. and scheduling for these a long list of significant papers. A .feature of the meeting will be a number of round tables on timely subjects.

FRANCE will be given a large portion of the Marshall Plan funds for relief, reconstruction, and industrial development in France and in her colonial possessions. At present that country is not in position to export any large tonnages of the mineral products needed in the United States. However, if, through Marshall Plan aid and private capital investment, production of these products can be largely increased, agreement should be made by which the United States is to get a substantial portion of such increased output in part payment for the material and technical aid they receive. France issued a decree, published in the "Official Gazette" on Feb. 3, 1948, which permits conversion into dollars of dividends derived from dollar investment in Government-approved projects and will agree to a scale of capital amortization to be determined in each individual case. This decree is to encourage private capital to cooperate with local capital in industrial undertakings. MUCH the same story can be told for the lead industry for the year 1945 as for the three previous years. In response to inquiries as to new developments, invariably the answer has been, "No new developments-our men either too busy with the man-power problem or trying to get production out." Time and efforts of industry have been concentrated for the most part on war or readjustment problems. Now that V-E and V-1 day have passed, the lead industry can justly be proud of its record in World War II. As in previous wars, lead played an important role and one of its most spectacular uses was in the production of the atomic bomb. We read that the part lead played was rather obscure, but as a protective agent, lead played a most significant role. "Since the materials in the Pile Plant are intensely radioactive, all storage and handling must be done behind thick concrete walls or lead shields. The material is never seen and all operations are auto matically controlled by a foolproof remote control system especially designed for this purpose." (Chews. & Met., Sept. 1945.) DURING the last year or so, with higher prices for gold and silver, many old properties in the West have come back to life. Almost every profitable producer in the old days has been considered, and the reasons for its shut-down investigated. If it seems likely that modern ore-finding, mining, and metallurgical methods, and S35 gold can again put the property on a profitable basis, someone can usually be found to back the venture. Methods of rejuvenation vary with the property, of course, but the following outline of what has been done with one group of mines in Idaho is fairly typical and may be suggestive to others. The Golden Chariot gold-silver properties, near Silver City, consist of seven old mines, working a vein system striking north and south, which had a productive length of some 3500 ft. The vein is a quartz-filled fissure with granite walls. Gold occurs in native, and with silver in the form of electrum which is the natural alloy of the two metals.
