When separate treatment of sand and slime by cyanidation was the rule rather than the exception, as now, and when gravity concentration, rather than flotation, was the accepted method of dressing copper, lead, zinc and other base ores, classification was a separate step in ore treatment. Today, however, the picture is much different. The trend toward all-slime treatment in cyanidation and flotation has made fine closed-circuit grinding essential, and the mechanical classifier is of equal importance with the mill in the preparation of an ore for its treatment. Actually, a mill and classifier are a unit, a variation in either affecting the desired results. In developing this thesis—the mutual interdependence of the rotary mill and the classifier in modern fine-grinding practice—it would be well to consider first the different types of classifiers and mills in use today, their scope and limitations and the factors governing their selection. From such a basis as this a logical approach may be made to modern closed-circuit fine grinding, the evolution of multiple-stage grinding practice, the relation of the classifier to the mill and, finally, the trend to higher and higher circulating sand loads in the mill-classifier circuit. Such data as are germane to the subject will be given to support the thesis advanced. (Read at the Philadelphia Meeting, February, 1878.) THE manufacture of ferromanganese in the blast furnace having been the subject of considerable attention in the Institute, I beg to put on record a contribution to the discussion from a quarter hitherto not directly represented, namely, the St. Louis furnaces, near Marseilles in France, belonging to a company of which M. Jordan, a member of the Institute, is Managing Director. These furnaces commenced in 1862 to manufacture specular pig (fontes à facettes) containing from three to six per cent. of manganese. In 1864 the regular production of spiegeleisen (fontes miroitantes), containing seven to ten per cent, of manganese, was inaugurated. At that time the Rhine was the only locality of this manufacture, and the Bessemer works of England and France obtained from Germany all their spiegel. From 1864 to the present time, the St. Louis furnaces have been advancing steadily the percentage of manganese in their product. From ferromanganese of thirty per cent. they had arrived, about two years ago, at a product containing seventy to seventy-five per cent., and for some time past they have been turning out what, as M. Jordan remarks, may fairly be termed fonte de manganese, or manganese pig, instead of iron, since the percentage of iron it contains is not more than 8.5, while the percentage of manganese is 85, or ten times as great. This very high grade material has a peculiar appearance, entirely different from that of ordinary cast iron or spiegel. It is granular, and steely gray in color. The following analyses, communicated to the Société to des Ingenieurs Oivils, by M. Jordan, show the composition of various products of the St. Louis furnaces :

The selection of a particular machine for production drilling is the most critical drill evaluation the pit engineer is called upon to make. It is a true engineering design problem requiring value judgments. Generally, the procedure follows these steps: (1) Determine and specify the conditions under which the machine will be used, including such service factors as labor, site, weather, etc. (2) State the objectives for the rock-breakage phases of the production cycle of operations--considering excavation and haulage restrictions, crushing capacity, production quota, and pit geometry-in terms of tonnage, fragmentation, throw, etc. (3) On the basis of blasting requirements, design the drill-hole pattern (hole size and depth, in- clination, burden, spacing, etc.) (4) Determine the drillability factors and select the drilling methods which appear feasible for the kind of rock anticipated. (5) Specify the operating variables for each system under study, considering drill, rod, bit and circulation fluid factors. (6) Estimate and compare performance parameters, including costs. Major cost items are bits, drill depreciation, labor, maintenance, power and fluids. (7) Select the drilling system that best satisfies all requirements with the lowest over-all cost.

IT seems to be in the nature of concepts that they have many meanings, and that the meaning best reflecting the primary interests of a person tends to be accepted by him as the normal meaning of the concept. The concept of ore reserves is no exception, for there is no unanimity of meaning among the several groups of us who are interested in ore reserves, nor even among the individuals of a single group. The groups most interested in ore reserves would seem to include at least the mining industry, perhaps State taxing agencies, and the Federal Government in all its diversified activities, and I would include also the citizenry at large or at least that part of it that consciously thinks about problems-of national welfare. To each of these, and to different individuals within them, the term reserves represents something different, and the farther away the individual or group gets from physical contact with the ore, the more abstract does his or its concept become. It is something different to the policy maker from what it is to the fact-finder or to the miner.

MINING Metallurgy, and Petroleum Engineering department in our colleges are facing a crisis; indeed, conditions that threaten their very existence. Unless the Army, Navy, and War Manpower Commission change their present policy, within two years mineral industries education as now carried on will die, because no ablebodied students will be left in the course. If this is the decision of our responsible governmental agencies we of the mining schools must perhaps accept it as a war measure. It might be well however, for the executive of our mining metallurgical, and oil companies to look ahead a, to where they are to recruit a supply of young technically trained engineers. You can no more operate a mine, a steel plant or an oil company without trained engineers than you can operate a battleship without mechanical and electrical engineers.

The world's largest steam-driven mine hoist, built by Nordberg Manufacturing Co. a half century ago, has become a major tourist attraction in Michigan's Upper Peninsula. The hoist, designed by company founder Bruno V. Nordberg, is located in the Quincy Mine Number Two, just north of Hancock. Nordberg began construction of the mammoth machine before World War I, but delayed completion until after the war. The hoist became operational in 1920 and continued running until the mine was shut down in 1931.

PUBLICATION of this little volume is a luxury that the Institute itself could scarcely afford. In truth, no engineer nor geologist, no assayer nor metallurgist would be likely to enhance his knowledge, improve his technique, or cut his own operating costs by reading this excellent translation of two booklets first published circa A.D. 1520. It is doubtful if the present enterprise would, in a practical or tangible way, "promote the arts and sciences connected with the economic production of the useful minerals and metals." And such, is the prescribed purpose for which the funds of the Institute should be spent. Fortunately for the Institute, the Seeley W. Mudd Memorial Fund is not so circumscribed; and the Fund Committee enjoys, greater liberty of action. The sponsorship by the Mudd Fund in 1942 of the publication of The Pirotechnia of Vannoccio Biringuccio, as translated by Dr. Smith and Mrs. Gnudi, was an innovation-indeed something of an experiment. Not only was the content of the volume significant mainly for its "cultural" and "scholarly" attributes; -but the format, an outstanding example of the fascinating art of bookmaking, bore no resemblance to the ordinary technical book. The Committee, frankly, was surprised at the enthusiastic reception accorded the volume. When a second edition was required, the Committee became convinced that the publication of material of this type, particularly if printed and bound in attractive form, was an appropriate avenue for utilizing a moderate proportion of the monies available from the Fund. The Bergbüchlein and the Probierbüchlein antedate by some years the first publication of De la Pirotechnia and of De re Metallica; but Georgius Agricola, the author of the latter work, made good use of the material in the earlier volumes. During 1932 no important changes occurred in the position of Africa as a producer of petroleum. The progress of development and production in each of the areas of interest is described below. Egypt The producing fields of Egypt are Hurghada and Gemsa, located on the west short of the Red Sea, and Abu Durba in the Sinai Peninsula. Most of the production is obtained from the Hurghada field, chiefly from beds of Cretaceous age. To the end of 1930 the Hurghada field had produced 2,831,751 tons of petroleum. The Gemsa field, discovered in 1909, reached its peak of production in 1914, when 88,000 tons were produced. Of late years the production has greatly declined. Total production of the field to the end of 1930 is 182,870 tons. The total production of Abu Durba to the end of 1930 is 7069 tons. The production of Egypt for recent years is as follows: 1928, 269,324 tons; 1929, 271,520; 1930, 281,997 (1,996,000 bbl.); 1931, 288,260 (2,038,000 bbl.); 1932, 253,182 (approximately 1,790,000 bbl.). Mozambique The operations of Inyaminga Petroleum Ltd., which was engaged in drilling in the colony, have been suspended. Angola Drilling operations in this colony, conducted by Companhia de Petroleo de Angola under a concession from the Portuguese Government, were continued. A test well drilled at Cacoba, about 60 miles southeast of Luanda, to a depth of 5651 ft. was not a commercial producer. A second well was being drilled in the vicinity at the end of 1932. Morocco Until last year the search for petroleum in Morocco was in the hands of several private companies but during 1932 the National Office of Liquid Fuels of the French Government took an active interest in the develop-

IF we follow the threads of the mining problems, upon which I have touched, we find them all leading to one great fundamental desideratum. The people of this State, of this Nation, and of this world must be brought to a better understanding of the basic nature of our industry-must be made more mineral-minded. It is my belief 'that there is not a man present among this earnest gathering of those interested in the mining industry, who has not a deep-seated and heartfelt desire that the existing unprecedented welfare and prosperity of the whole mass of American people be maintained not merely through our own generation but through the generations of our children and their children. In the decades to come there can be no question of the keenness of the foreign competition which we are doomed to meet, and in this great international contest that Nation which has the best balanced program of development and that broadness of vision in its governmental direction, which recognizes the necessity of a sympathetic attitude toward the upbuilding of such a broad pro- gram will be the Nation which will maintain and pre- serve that welfare of all of its people.

LEADING off the Thursday morning session on Non-metallics was C. E. Heinrichs' paper, "Phosphate Flotation, Its Place in the Technology and Economics of the Phosphate Industry." Mr. Heinrichs also presented a closely related paper, "Milling Methods and Costs at the No. 2 Concentrator of the Phosphate Recovery Corporation," by H. S. Martin. The first of the papers points out the great significance of flotation to the phosphate industry, inasmuch as flotation practically doubles the potential recovery, thereby decreasing production costs and increasing reserves materially. The second paper describes three such plants, two of which are in Florida, the third being at Wales, Tenn. Operating characteristics and costs are reviewed. Answering inquiries from the floor, Mr. Heinrichs said that the adoption of a new parallel-shell dryer, from 60 to 80 ft. long, instead of the old single-shell countercurrent dryer, had increased the unit drying capacity over 300 per cent and had reduced the drying cost to less than 25c. per long ton of dried product. The initial moisture is from 15 to 18 per cent and the final about 2 per cent.

UNDER the stimulus of steadily in- creasing 'demands of the steel industry at home, and with the supply of available ores from abroad appreciably diminished owing to vigorous rearmament campaigns in Europe, production of Eastern magnetite ores reached an all- time peak in 1937. Although the figures given in the accompanying table are partly estimated (actual figures were available for eleven months only), it appears that 1937 production was nearly 47 per cent higher than that of 1936.

One of Edgar Allan Poe's stories that haunts my subconscious is the Masque of the Red Death. These days, whenever I join a group like this, especially during the cocktail parties, I see myself and others as those mythical swingers seemingly isolated from the plague. The world, but this country especially, has had a ball plundering, spending, and wasting its natural resources for 100 years. And, as in days of yore, it is fitting that we end this ball with spectacular fireworks: trips to the moon, so that our grandchildren, huddled in their caves along the Ohio, will better understand how it all began.

THE Hollinger gold mine is in the Porcupine mining division, District of Cochrane, in the northern part of the Province of Ontario. The adjacent town of Timmins, with a population of 25,119, lies 490 miles by railway north of the city of Toronto. GEOLOGY The property is situated on the northwest limb of a major syncline, which pitches northeast at approximately 50°. The principal rocks of the Hollinger area are of pre-Cambrian age and consist of altered, schistose, Keewatin lava flows intruded by stocks of schistose, quartz-feldspar porphyry generally assigned to the Algoman period. The structure of the Keewatin series is extremely complex as a result of close folding and some faulting. The schistosity, trending north 70° east and dipping steeply to the southeast, is most highly developed along a subsidiary anticline in which the major porphyry bodies occur. The ore bodies, which exhibit three principal structures, consist of quartz veins and associated pyritized wall rock. Some lodes are com-posed of en echelon veins, others exhibit a main quartz body with branch-ing stringers and a third consists of a single definite lead. Gold, in a coarse visible form, may be confined to quartz in some ore bodies but in others it is finely divided and is found not only in quartz but also asso-ciated with pyrite in the adjacent wall rock. In many veins the dis-tribution of gold is such that there are several ore sections, separated by areas of low-grade material, in the same vein although its physical appearance remains unchanged.

IN the study of the structure or the properties of a series of alloys or nonmetallic compounds, it is often advantageous to express the com-position not as percentage by weight, according to which the material is always made up and analyzed, but as the atomic percentage of the two constituents. The conversion from the one to the other is repre-sented by the formulas: 100A 100x Y x 100 ? x/A A [1] A+ B x + A/B(100-x) X _ 100yA 100y [2] yA+(100-y)B or y+A(100-y) where x and y are the weight and atomic percentages respectively of the element of atomic weight A, and (100 - x) and (100 - y) are the per-centages by weight and by atoms respectively of the element of atomic weight B. While calculations according to these formulas are simple, they are' time consuming if several conversions have to be made. In 1931 Water-man' constructed a nomograph for performing the conversion, but this did not permit an accuracy greater than about 1 per cent to be obtained in the neighborhood of 50 per cent. Olander2 has proposed a graphic method simpler than Waterman's and one that gives a uniform precision throughout the entire scale. The possible accuracy is about 0.5 per cent of the whole, depending on the size and accuracy of the coordinate paper used. Recently, Hermann3 has described a slide rule for making the calculations. THE physical properties of oil-producing sands, such as grain size, porosity, and permeability, are becoming more and more important in petroleum production engineering as oil fields are being repressured and rejuvenated. A number of excellent papers have been published recently on all three of these properties. Faucher, Lewis and Barnes1 give a com-plete survey of the work done through 1932 and contribute also much information on sands that they themselves have examined. Muskat and Botset,2 Wykoff, Botset, Muskat and Reed,3 Hurst,4 and Muskat5 have contributed a great deal to the theory and actual measurement of flow of liquids and gases through porous media. Muskat and Botset have measured the permeabilities of different sands with gases and liquids. They find that the radial is always slightly under the linear permeability. However, in most of the previous experiments small samples of the sand were used, and the method of production of fluid or gas through the sands has not been very close to actual oil-field conditions. In addition, so far as the authors are aware, no measurements of linear and radial permeabilities have been made simultaneously under exactly the same conditions. The multiple permeability apparatus described here is a part of the equipment being acquired by this laboratory for thorough investigation of the physical properties of producing sands. It possesses certain advantages for comparative studies of liquid flow. Additional data and descriptions of other instruments will follow in papers to be written later on. The essential features of the permeability apparatus are as follows:

The term metamorphism as commonly used means any change in a rock in either form or composition, from whatever cause. By metasomatism, according to Lindgren, is meant a metamorphism that involves a change in the chemical composition of a rock by the addition or subtraction of substance. Certain types of metamorphism are due to the action of mineralizing solutions, and are closely connected with ore deposition; they form, therefore, valuable guides in the exploration for ore- deposits. Other types of metamorphism are due to regional processes, and are not connected with ore deposition. By dynamo-regional metamorphism is meant a primary alteration of rocks over large areas under conditions of pressure, flowage, and heat. This process produces schists and gneisses from either sediments or igneous rocks. It is thought that there is little migration of minerals or of elements in dynamo-regional metamorphism, and that the changes are due chiefly to recrystallization and rearrangement of original minerals in bands with their major axes oriented normal to the direction of greatest pressure. Under these conditions limestones are commonly altered to marble, and sandstones to quartzite, basic igneous rocks to greenstone or serpentine, while rocks of normal or acid com- position commonly yield the usual types of schist or gneiss. Dynamo-regional metamorphism, extending over large areas, has no connection with mineralizing processes, and is, therefore, no guide to ore deposits; while this process has certain features, such as characteristic mineral associations, in common with contact metamorphism, the results of the two processes may usually be distinguished without difficulty.

INTRODUCTION Rock slope stability typically is governed by the geological discontinuities. This stability can be improved by drainage, unloading, adjustment in slope orientation, adjustment in slope angle, and also by reinforcement such as bolts or tendons. This paper addresses the modeling of bolt reinforcement in rock slopes. Most geological discontinuities such as joints have rough surfaces; they dilate during shear displacement. Their shear strength is characterized by two envelopes (Fig. 1); the peak envelope is distinct from the residual envelope when the joints can dilate. If the dilation is restrained transversely, such as with bolts, the normal stress will increase and the joint strength also will increase. It has been demonstrated that this increase may be considerable (Obert et al., 1976). The new normal stress at peak strength is a com- posite function of the properties of the rock mass and of the steel (Heuze, 1979). Hence, the dilation and its resultant effects on joint shear strength must be included in the analysis and design of the reinforcement. We present a model which can be used to perform such an analysis. Early studies of rock reinforcement in mining and civil applications (Lang, 1957 - Panek, 1962 - Osen and Parsons, 1966 - Lang, 19721, did not consider the specific effects of bolts on joint shear strength. In 1973, Heuze and Goodman reported direct shear tests on rough sandstone joints with bolts perpendicular to the joint plane (Fig. 2). The Pacific rim countries, comprising more than half the globe, represent a complex mix of developed and developing nations. The area comprises a large segment of the industrialized world. Within its boundaries are also found many of the world's greatest mineral resources largely concentrated in the less developed countries. The conflicting objectives of these developed and developing nations are giving rise to changes in the traditional patterns of world resource development. Powerful political and socio-economic factors affecting the world today are having a great bearing on natural resource developments in the Pacific basin. New forms of partnerships have been emerging in developing nations which have had a great impact on the mining com- munity, lending institutions, as well as political relations. The United States and Japan have been substantially responsible in the past for the development of natural resources in this area of the world. Their role, however, is undergoing significant metamorphosis. The rapidly changing economic and social environment in the developing countries is producing new tensions which affect future collaboration between producers and users of natural resources. To understand current problems, I believe, it is worthwhile to examine historical trends in this area which may help defining alternatives facing us in the future. In modern times the United States was the first country in the Pacific basin to start development of resources on a massive scale.
