T HE chairman of the Mines Committee of the A. 1: E. E. for 1920-21 has had the honor of being also the chairman of a similar committee, the Mine Equipment Committee, of the A. I. M. E. It has been the endeavor during the past year to have the two committees work together since the object of these committees is very much the same. A meeting of the committees was held in Chicago in November of 1920, at which time it was decided that one of the best ways to work together would be to foster joint meetings of the local sections of the A. I. E. E. and A. I. M. E. By these meetings, it was hoped that various engineers in the local sections interested in mining subjects could be brought together and not only become better acquainted but be greatly benefited by the interchange of ideas and by the discussion of papers presented on mining subjects.

The mining industry is faced with a pressing problem; that is, to develop more efficient methods of extraction, handling and upgrading-techniques that will do the job faster and better than ever before. New techniques require new machines, or applications of new and improved materials that can be used to modify and improve existing machine and equipment designs. The traditional approach has been to increase productivity by increasing equipment size. Prognostication indicates that the trend toward larger equipment sizes and capacities will continue as one answer to the challenge imposed by future increases in mineral demands. But what is the limit on the continued growth of equipment size? Until about 1930, there was a very definite limit-a limit imposed by the strength of the steels and the power plants then available. The equipment engineer had come to an impasse: even though it was easily possible, for instance, to triple the size of a bucket, it had become impractical to correspondingly enlarge the boom, the counterweight, and the power plant.

THE preparation of specimens for microscopic examination from metal articles of relatively large cross-section offers no particular difficulty. It often happens, however, that articles submitted for examination are so thin that specimens satisfactory for microscopic examination can not be successfully pre- pared by the methods commonly employed when working with larger articles. Ordinarily, the preparation of metallographic specimens involves the following operations : (1) cutting the small specimens to be examined out of the larger mass of metal, (2) cleaning and electroplating, (3) mounting to furnish support during the grinding and polishing operations, (4) grinding and polishing to produce a scratch-free surface, (5) etching and drying. All of these operations must be carried out in such a manner that when the specimen is finally examined under the microscope, the structure seen is a true and well-defined representation of the structure that the larger mass of metal possesses at the place where the small specimen was removed. It is important that the deformation involved in cutting out the specimen be as slight as possible, in order that the subsequent grinding and polishing operations will completely eliminate the cold- working effects in the vicinity of the cuts. It is also important that the specimen never be allowed to attain a temperature high enough to alter its structure; the maximum permissible depends on the metal being handled. With some metals, zinc for example, consider- able care must be taken to avoid heating; with other metals, annealed steel -for example, no particular pre- cautions need be observed because there is no tendency for structural change to occur at relatively low temperatures.

MINE executives, as a rule, have always been willing to adopt new ideas of operation, or to listen to proposals which might increase the effectiveness of their enterprise, more especially so if they could be shown how definite results might be attained by introducing any conception suggested. In these days of high wages, high cost of supplies, and high taxes, operators are even more inclined to accord consideration to innovations or improvements, and many go so far as to employ men to conduct special investigations and make studies for the purpose of advancing production. Where a man is brought into an organization to do work of an efficiency nature, it often creates resentment among the operative heads because of having their work directly scrutinized, or investigated, and there is a tendency, if not actually to obstruct, to fa.il to cooperate; in which case the investigator is handi-

As a result of past developments, mainly at universities, the coal industry has had access for a decade or more to a number of computer programs for coal mine planning. Using some of these programs Bethlehem Steel's Research Department in 1969 launched jointly with Bethlehem Mines Corporation an extensive research and development program aimed at: (1) testing the capabilities of these programs through trial applications as the need and opportunity existed, (2) defining what additional capabilities were required to make mine planning computer systems fully useful in the hands of Bethlehem's mine-planning engineers in the field, and (3) developing and implementing in the field the mine-planning systems agreed on. This program is now nearing completion, and several of Bethlehem's operations routinely use the planning tools that were developed. The progress of this research program is discussed in terms of our initial trial applications of computer methods to mine planning and the incorporation of several innovative features into our new set of computer programs, in particular, the use of time sharing, data base management systems, and general-purpose simulation languages.

In the USSR, the Moscow Institute of Radio Electronics tronics and Mining Electro-Mechanics (MIRGEM) has started what it hopes will become a nationwide movement to educate mining students in the precise specialties that industry has come to require. Courses for mining engineers, the MIRGEM faculty proposes, should dovetail as exactly as possible with specific jobs available in the mining profession. Acting upon this thesis, MIRGEM revised its own curriculum in 1962 and has since presented an over-all plan for Soviet mining education before two mining school conferences as well as the Ministry of Higher Education and a number of major Soviet industrial ministries. The plan was universally approved with some suggested revisions. SOVIET MINING EDUCATION TODAY At present, mining education in the Soviet Union covers the exploitation of solid minerals and raw materials, including coal as well as ferrous and nonferrous metals. The extraction, storage, and refining of oil and gas is treated as a separate discipline. In all, there are 33 Soviet universities and institutes that train mining engineers for careers in the industrial, research and educational fields.

Tyrone-a complete mining and concentrating facility built by Phelps Dodge Corp.-straddles the Continental Divide where surface water on either side flows in opposite directions although all water is taken from and returned on the northwest side of the Divide. At the outset, Tyrone was saddled with a problem of an adequate water supply, and the Gila River some 23 miles distant appeared to be the logical source. This in itself presented a major obstacle to Phelps Dodge because of the distance water had to be pumped and because of an adverse head which had to be overcome between the Gila River and the two 4-million-gal-capacity terminal water supply tanks at the mill. Having acquired water rights on the Gila River and in order to control the seasonal fluctuations in water volume, the company built the Bill Evans, off stream, earth-filled dam. This reservoir will contain 2100 acre-ft of water when full and it was constructed by the Hamilton Construction Co. for Phelps Dodge. The dam impounds fresh water for the Tyrone plant's use and four vertical turbine pumps (4500 gpm each) lift the water 275 ft from the Gila River into the reservoir. Since construction, Phelps Dodge has optioned the lake to the New Mexico State Game Commission for recreational purposes. In addition to the lake, land around the reservoir has been optioned to the State Game Commission for public use. The lake has already been stocked with trout and by next summer some keepers should be available for the taking.

As I drove in from the airport on Sunday somebody said 'On the right you will see Duntroon, which is the military training school of Australia.' So I asked the driver, where did they get that name? 'Oh,' he said, 'from some people who built a house there. That was it's name- Duntroon.' It strikes a note with me because, that's the name of a 12th century castle on the west coast of Scotland where I spend what leisure hours I have and, therefore, it establishes the long connection between Australia and my native land. There is also a story I should tell you about the oil industry and its upsurge in Scotland recently which has resulted in great prosperity. And in Edinburgh, the walls of the banks are bulging-because of the incursion of foreign exchange and other resources. Charlotte Square, as some of you know, is the centre of the Scottish financial world and at one of the corners of Charlotte Square, where ho streets intersect, there are three stores-three emporia on the ground floor. Two of them at opposite corners are banks: The Royal Bank of Scotland, and not to be beaten by that, The Bank of Scotland. But the third building is occupied, or was occupied, by a furniture store over many years-very high-grade, high quality furniture that the elite of the Edinburgh society always supported. And suddenly, the store was cleared out and in came a bunch of carpenters and other people busily engaged in rebuilding the store, and finally the new tenants arrived on the scene.

C. D. Demond, Anaconda, Mont. (communication to the Secretary*) :—In order to throw some light on this interesting subject, a series of experiments were made with strips of mild steel, containing about 0.14 per cent. of C and 0.22 per cent. of Ma. These strips were thoroughly cleaned and brightened before use, salts were added to distilled water until it corresponded as nearly as possible to the analysis given by Mr. Lee, and in this water at different temperatures were placed four strips of steel; while four other strips, at corresponding temperatures, were placed in the water used at the Washoe Reduction Works. The latter plant has had no trouble from corrosion of furnace-jackets, pipe-lines or boilers. The analysis of the water used at the Washoe works is: Grains er U. S. Gallon. CaCO3........... 2.92 CaSO3........... 0.76 MgCI3........... 0.64 MgCO3........... 0.58 A1203........... 0.12 Fe2O3........... 0.12 SiO2........... 0.58 NaCl........... 0.35 Organic matter, etc.,........ 1.16 7.23 This water is neutral to litmus; while the artificial Copper Queen water was very slightly alkaline, which Mr. Lee informs us is also true of the water at Douglas. Both waters mere well aerated by pouring from beaker to beaker, and by blowing in air from the experimenter's lungs. The results of these tests, given in Table I., show that there is no significant difference between the effects of the two waters.

Giving the keynote address in the final session of a conference dealing with closely related topics has a disadvantage in that much of what can be said has been said. It also has an advantage, however, because it presents the speaker with the opportunity to integrate and analyse the material presented by the various speakers. I would like to look to the near future in Australia and the United States of America, to the risks, problem areas, and changes of a rapidly evolving post-industrial era-an era we are beginning to experience where industry no longer 'calls the tune'. We miners have been quick to point out and emphasize, that ours is a 'high-risk' industry in the world of business and commerce. Yet, clearly those who have survived, and been successful, have learned to anticipate and cope with risk and change. This ability has been a 'distinguishing feature of the industry's leaders who, in market studies and commodity selection, exploration and development, mine planning, metallurgical pro- cessing, and general administration and operation 1. identify areas-of risk or inevitable change, 2. analyse, test and quantify those factors of risk or change, and 3. design methods, systems, equipment to eliminate, moderate, or control or economically compensate for predicted risks or changes.

FROM the viewpoint of the oil producer, the oil refiner, the oil marketer, and the investor, in oil securities, a brief picture of the crude oil supply and demand in the present critical season of the year will be timely and interesting. Although crude oil production has been in a comparatively poor statistical position this year, increased sales and sustained refinery and crude oil prices have allowed increased profits for many oil companies. The large amount of crude oil going into storage during the present period of peak consumption, just previous to the major yearly fall decline in consumption, has caused oil producers to make plans to leave the oil in the ground for the present in several of the areas of large flush production. The present moment is looked on as the turning point in the current year.

The U. S. Geological Survey has been actively engaged in work on coal for more than 50 years. During this long period we have released more than 300 publications containing information about coal and coal reserves, including details on the thickness, distribution, and quality of coal, and the structure and stratigraphy of the coal-bearing rocks. We have also cooperated with state surveys on many similar publications. For many areas these reports are the only reliable published data on our resources of coal. During the last several years we have substantially increased our activities above the wartime low. We now have field work in progress, or reports in preparation, on 13 detailed mapping projects distributed as follows: 1. Pennsylvania anthracite field 2. Casselrnan Basin, Md. 3. C. J. Barber (U. S. Smelting Refining & Mining Co., Salt Lake City)—In his paper Donald describes how New Jersey Zinc Co. made surveys for a connection between the Ivanhoe and Van Mater shafts at Austin-ville, Va. Except to say that the two faces had to meet "accurately" on line and grade, Donald does not indicate the required precision. Assuming that there were 24 angles in the 11/2-mile traverse and 15 in the one-mile traverse, it can be shown that if the average error in plumbing each shaft was 230" and the average error in measuring each traverse angle was 210". then the average error at the point of -connection would have been about ±1.9 ft normal to the line between the shafts. This calculation assumes that any errors in the triangulation would be negligible compared with the errors in the plumbings and traverses, and it also neglects taping errors. With no constant errors or blunders, the latter would be important only in lines normal to the line between the shafts. To make the average error at the connection less than 1.9 ft would, therefore, require either reducing the error in the plumbings to less than ±30", or that in the traverse angles to less than ±l0", or fewer stations, or a combination of these. Referring briefly to the triangulation, because of the problem of fitting a new triangulation into older surveys of the district the orientation deserved some mention, even though the connection could have been made with an assumed bearing. It would be interesting to know how many triangles were required and what the average summation error was before making any adjustments and without considering the algebraic signs. Perhaps this is referred to indirectly in the statement that the maximum angular error distributed was 2". Turning to the shaft plumbings, it would be helpful to know how many men were employed and how long each shaft was in use. Donald says that the surface positions of W-2 and W-3 were carefully surveyed from the collar position of W-1, without indicating how this was done. The length of the backsight would be particularly important. There must have been some error in setting W-1 vertically below the stations in the headframes. How immovable were the headframes, especially the Van Mater, which appears higher than the Ivanhoe and subject to more vibration because of skip hoisting? Donald does not say whether the plumbing wires had been previously restraightened to minimize spinning (otherwise they behave like weak helical springs). The use of light steel weights is most surprising because there seem to be excellent reasons for using heavier, nonmagnetic weights. Did the shafts contain no steel sets, pipes, power cables, etc., which might attract steel? The plumbing method described by Donald was designed for deep shafts in South Africa but differed from the South African practice in two important respects. As described by Browne,6 in South Africa the line between the wires was made parallel to the long axis of the shaft, whereas in the Ivanhoe shaft the lines between the wires were diagonally across the shaft. The main reason given for the South African practice is to insure that the gravitational attraction between the wires and the rock walls is the same on both wires, and therefore does not affect the bearing of the line between them. It seems probable, however, that the effect of air currents might be minimized in the South African procedure, and might be serious with the wires in the diagonal position at the Ivanhoe shaft. In the South African case cited by Donald the wires were swinging freely (although the plumb bobs were sheltered from air currents) but in the Ivanhoe case they were dampened with the plumb bobs set in water. In the discussion of Browne's paper R. St. J. Rowland said:' It has been the practice for a long time to damp the oscillations by immersing the bobs in oil or water. The time per oscillation is thus increased, thereby extending the time taken to complete the work. The longer the suspended wire the less there is to recommend the practice . . . The theoretical time for one swing of a simple pendulum 1050 ft long is approximately 36 sec, which would be increased by dampening the plumb bob in water. Hence very few complete swings would be observed in the 5 min intervals used at the Ivanhoe shaft. In the two South African cases described by Browne, the length of plumb line in one shaft was 5425 ft, the calculated period of swing was 81.6 sec, the average actual period was 76.6 sec, and 94 complete swings were observed in 2 hr. In the other case the length of plumb line was 3116 ft, the calculated period of swing was 61.8 sec, the average period was 63.5 sec, and 86 complete swings were observed in 1 hr 31 min. Browne concluded that observations of more than 30 swings are not likely to result in sufficient gain in accuracy to be justified. Returning to the Ivanhoe and Van Mater plumbings, an objection to the method used is that all four azimuths were taken from fixed points instead of swinging wires, and that each pair of observations would— barring blunders— check closely, and so perhaps give a false feeling of security. In fact, it seems that only two azimuths were obtained from one plumbing, and not four as stated by Donald. Nevertheless, the tying in of each pair of wires from both sides of the shaft has much to commend it. Donald's description leaves the impression that if each shaft was plumbed only once, the engineers were fortunate indeed if the average error in the underground orientation was as little as 30". Because the survey was done over a period of three years, it seems likely that the plumbings were repeated, perhaps more than once. The underground traverse angles were measured by conventional methods, but because the number of angles in the overlapping traverses was not given, the angular closure given by Donald does not indicate the accuracy with which this was done. Donald's description of a method of taping lines of irregular length is welcome. The literature on taping is usually confined to lines of about one tape length, generally 100 ft. Such lines are rare in metal mining because the time, trouble, and cost of setting points at 100-ft distances underground are not warranted. (Nevertheless civil engineers may go to this expense

THE prospector's pan was the first implement used for saving gold, and its action is so effective that it has never been equalled for thorough work. Copper plates, blankets, sluices, and amalgamators of several patented designs have thrust it aside, but in spite of all the advances made there is no dispute among experienced men as to the comparative thoroughness of the work done by it and its rivals. When its rivals are doing their best, the pan can take their discarded refuse and prove their inefficiency by producing from it not only gold, but even the mercury which has been lost from the machines themselves. The trouble with the pan has always been that it was only a tool. Man was the machine that moved it. His work was high-priced, the quantity treated small, and it was impossible to use the pan for any but the richest sands. As a consequence the best gold-saving appliance known has been discarded for years and replaced by machines of inferior excellence, but which could more than make up for their limited ability in saving gold by their capacity for treating great quantities of ore. Mr. Peck is one of the old-time amalgamators of the Comstock district, and the first idea of the new machine came to him as he used to pan below the tailrace of his mill. No matter how fine the work of the mill was, the pan invariably proved that better could be done. The tailings always contained gold, silver, and mercury. This state of things is just as true to-day, after all the improvements that have been made, as it was then, and the much-vaunted method of the " Washoe process" consists in extracting 72 per cent. of the gold and silver by one operation, and then repeating this operation half a dozen times to get out about one-third of the remainder. With all the advances of twenty years in milling, there is nothing more crude in metallurgy than the treatment of tailings in many of the large mills of the West.

(communication to the Secretary*) :—Although Mr. Bordeaux prefaces his paper with the statement-that it is a general outline of practice in the Republic, many of his statements seem to be made from the view-point of a particular case, which does not always agree with general practice. For the purpose of calling attention to some of these variations, I respectfully offer the following comments: The operation of crushing and grinding is performed by so many different methods and systems that it is useless to select any one as the standard. However, primary crushing in rock-breakers followed by stamps is thus far so general that it might be so classified. Whether or not it is the best way, is open to question. Regrinding may be performed by any of the various types of Chilean mills, Huntington mills, or similar machines, or the material may be taken directly from the stamps and delivered to the tube-mills. Mr. Bordeaux's statement that " the slimes can be treated only by decantation; the new Butters slime-filter, as used in Nevada, does not seem to be successful with silver-ores," is surely an error. All over Mexico many of the purely silver-ores are being successfully handled by the Butters or similar filters, such as the Moore and the Burt filters, and a letter to the manufacturers of these filters will undoubtedly bring a list of the silver-ores now being successfully treated in this way. The statement that crushing silver-ores in solution is impossible is equally erroneous. Most modern mills crush the ore in solution, in some cases containing as much as 0.12 per cent, of KCN. I cannot for the moment recall any modern mill in Mexico which does not follow this practice. There may be some reason for it in particular instances, but, generally speaking, the practice is to crush in solution. Care in installation avoids any mechanical loss of cyanide, and the chemical loss is so small as to be negligible.

The flotation operation can be analyzed in terms of three groups of variables. The first, largely independent of control by the operator, embraces the fixed physical and chemical properties of the ore minerals. The second includes all chemical and physical effects imposed on an ore after mining that influence its floatability. These can be either purposefully or accidentally applied. The third embodies the flotation-machine characteristics which realize the potential floatability of selected ore minerals in terms of grade and recovery levels. The machine effectiveness thus depends not only on its own contribution, but on the prior influence of all other variables on floatability. HISTORICAL DEVELOPMENT From the earliest days, flotation mills used many types of machines. Hoover 20 in 1914 mentioned as then important the Potter-Delprat tank for gas generation by acid, the DeBavay cones for skin flotation, the Elmore mixer and separation chamber for vacuum flotation, and his own modification of the Mineral Separation cell for the agitation froth process. Less important at the time were the MacQuisten tube and the Hyde cell. By 19274~ scores of machines had been developed and dozens had found their way into mills. From then on, however, under the scrutiny of competitive tests, many fell into disuse. Taggart in 19454~ classified processes broadly as skin flotation and froth flotation, dividing machines for the latter into the three categories: bubble column, pulp body, and combination.* Under 'bubble column' he listed all pneumatic, cascade, and subaeration cells; and under 'pulp body' those cells in which gas was generated by boiling, chemical action, and pressure reduction, as well as the agitation-froth type. At that writing skin flotation, the cascade machines, and all pulp body and combination machines were said to be extinct, leaving pneumatic and subaeration types dominant (u. S. practice). The process of elimination has continued to the present, with almost all pneumatic cells succumbing to the pressure of competition from subaeration machines. The only new machines to appear in recent years have been double-impeller types f and these have met with only limited acceptance.

GEORGIUS AGRICOLA was born at Glauchau, in Saxony, on March 24th, 1494, and therefore entered the world when it was still upon the threshold of the Renaissance ; Gutenberg's first book had been printed but forty years before ; the Humanists had but begun that stimulating criticism which awoke the Reformation; Erasmus, of Rotterdam, who was subsequently to become Agricola's friend and patron, was just completing his student days. The Reformation itself was yet to come, but it was not long delayed, for Luther was born the year before Agricola, and through him Agricola's homeland became the cradle of the great movement ; nor did Agricola escape being drawn into the conflict. Italy, already awake with the new classical revival, was still a . busy workshop of antiquarian research, translation, study, and publication, and through her the Greek and Latin Classics were only now available for wide distribution. Students from the rest of Europe, among them at a later, time Agricola himself, flocked to the Italian Universities, and on their return infected their native cities with the newly-awakened learning. At Agricola's birth Columbus had just returned from his great discovery, and it was only three years later that Vasco Da Gama rounded Cape Good. Hope. Thus these two foremost explorers had only initiated that greatest period of geographical expansion in the world's history. A' few dates will recall. how far this exploration extended; during Agricola's lifetime. Balboa first saw the Pacific in 1513 ; Cortes entered the City of Mexico in 1520; Magellan entered the Pacific in the same year ; Pizarro penetrated into Peru in 1528 ; De Soto landed in Florida in 1539, and Potosi was discovered in 1546. Omitting the sporadic settlement on the St. Lawrence by Cartier in 1541, the settlement of North America did not begin for a quarter of a century after Agricola's death. Thus the revival of learning, with its train of Humanism, the Reformation, its stimulation of exploration and the re-awakening of the arts and sciences, was still in its infancy with Agricola. We know practically nothing of Agricola's antecedents or his youth. His real name was Georg Bauer (" peasant "), and it was probably Latinized by his teachers, as was the custom of the time. The following changes of address of members have been received at the Secretary's office during the period of Jan. 1 to Mar. 15, 1907. This list therefore supplements the annual list of members corrected to Jan. 1, 1907, and brings it up to the date of Mar. 15, 1907. The names of members who have accepted election during January and February, 1907 (new members), are printed in italics. The large number of changes of address since Jan. 1, 1907, shows the importance of publishing these changes as frequently as possible, and the Bi-Monthly Bulletin has been selected as the means to present this information to the members of the Institute. By a simple method of cutting out these names and addresses and pasting them directly over the corresponding names in the annual list of members, the record can be kept practically up to date, and the value of the list correspondingly increased. For this purpose the changes of address have been printed only on one side of the page. The names of new members, being in italics, are readily distinguished from the others, and can be pasted in approximate alphabetical order on the margins of the pages.
