In 1926 the Clover Splint Coal Co. acquired a lease on 1793 acres of coal lands situated in Harlan County, Ky. about two miles above the end of the Clover Fork Branch of the Louisville & Nashville Railroad at Louellen. This property contains several coal seams near the foot of the mountain, which are excellent coal but too thin to be very attractive now, and carries about 968 acres of the High Splint seam 1375 ft. vertically above the stream and slightly more than three-fourth mile from it. This High Splint seam produces a high percent- age of large lump, is very low in ash and sulphur, stands transportation and stocking exceedingly well and has an excellent reputation as a high-grade domestic bituminous coal. To develop this tract it was necessary to build an extension of the railroad slightly over two miles long, and, in addition to the usual mining equipment and machinery, to build enough houses, with the necessary store and other buildings, to accommodate all of the employees. The topography made construction expensive, so that it was important to keep the cost as low as possible, in order that the proposition might be financially attractive.

Steps were taken for a permanent organization of the scientific and technical employees of the Government at their mass meeting on May 8. This was the result of an informal meeting on Apr. 23 of thirty representative Government scientists and technical men who organized the preliminary committee and called the mass meeting. This subject has been widely discussed during the last year and was brought acutely to the fore by the work of the Joint Congressional Reclassification Commission, because that Commission has stated that it wished to deal with employees only through organizations. Rodney H. True of the Department of Agriculture was Acting Chairman. He pointed out that the principal advantages that were expected to be derived from such an organization were: (1) Improvement of conditions and facilities for more effective scientific and technical work; (2) adequate presentation of the needs. and results of such work to the public and to legislative and administrative officers; (3) -greater freedom in both official and non-official activities; (4) just and reasonable salaries based on service performed and the economic and social conditions which prevail; (5) greater public recognition of the aims and purposes of research; (6) advancement of science and technology as an essential element of national life. Three plans of organization were offered to the meeting, which covered the fundamental principles which could be utilized by these Government employees. The first plan would have permitted the new organization to work only through existing scientific organizations. This is the plan that scientific and technical Government employees in England have adopted and an outline of the English plan was read to the meeting.

G. W. Powell (Ohio State University)—Appleton and Bever measured the quantity Es which, for a solid torsion specimen, is basically an average quantity. Es is the amount of energy stored in a solid torsion specimen strained to a surface shear strain of divided by the total number of gram-atoms of alloy in the specimen. It would seem more meaningful and rigorous to deal instead with the quantity which is the energy stored per gram-atom of an alloy uniformly strained to the shear strain . The purpose of this discussion is to demonstrate that as a function of y is readily obtained from the torsion data. radius of the torsion specimen, shear strain at the surface of the torsion specimen density of the alloy, atomic weight of the alloy, and total energy stored in unit length of the torsion specimen. RECENTLY spectrophotometry has been reported to provide a convenient technique for the rapid and reproducible determination of xanthate concentration in pulp solutions,12 and for a kinetic study of xanthate decomposition in acid solutions." Since the application of this analytical technique is feasible for those compounds showing pronounced light absorption maxima in the near ultraviolet region, it was deemed advisable to investigate the absorption spectra of some of the organic compounds that are used in flotation. It is known empirically that certain groups of atoms in an organic compound cause characteristic light absorption in the ultraviolet and near ultraviolet range, and the wavelengths and intensities of the corresponding absorption maxima are relatively independent of the nature of the remainder of the compound. The characteristic values of such groups, which are known as chromophores, are given in the literature.4,5 According to this information, many of the sulphydryl compounds are expected to show absorption maxima in the near or long wavelength ultraviolet region, whereas the saturated fatty acids and the saturated alkylamines do not. This article reports the absorption spectra of the six following types of sulphydryl compounds; mono-, di-(xanthate), and trithiocarbonates, dithiocarba-mate, dithiophosphate (aerofloat), and mercaptan. A Beckman DU quartz spectrophotometer was used to investigate the spectra in the wavelength region of 215 to 350mp. Materials: All the mono-, di-, and trithiocarbonates used in this investigation were prepared in the usual manner" from appropriate compounds obtained from Eastman Distillation Product Industries. The dithiocarbonates included the normal alkyl compounds from methyl to octyl inclusive, as well as the isopropyl, isobutyl, and isoamyl xanthates. Major William R. Grunow, in a brief account off his military services, says: "I take pleasure in informing you that since my return from France I have been stationed at Camp A. A. Humphreys, Va., and am now on duty as a Senior Instructor at the Engineer Officers' Training School. While in France, I served as a company commander in the 305th Engineers and was later ordered to return to the United States for assignment to new troops. Upon arrival in the United States, I received my majority." P. F. Rodegerdts gives us the following account of his military service: "I enlisted in the Naval Reserve Flying Corps in San Francisco on Feb. 12, 1918. On February 10, I was ordered to Cambridge, Mass., where I was enrolled for the course in technical aircraft construction given at Massachusetts Institute of Technology. THE increased importance and value of chemical analysis in connection with metallurgical operations is largely, if not entirely, due to the increased accuracy of the analytical methods used for the quantitative determination of the foreign elements always associated with the metal operated upon. This applies especially in the working of iron and steel, and to the determination of the amounts of such elements as phosphorus, carbon, and silicon. The influence of greater or smaller amounts of these elements upon the physical properties of iron and steel will be better understood when the proper experiments shall have been made upon samples whose chemical composition is known with almost absolute certainty. From the present standpoint of analytical chemistry, it is easy to see that at least one reason for the failure of many attempts to solve this problem, is the inaccuracy of the analytical methods used. Even at the present time the frequent want of agreement (over and above the unavoidable error due to manipulation) between chemists working on the same sample, leads one to think that there is still at least a choice in the methods used. It is true that very frequently a faulty method in the hands of a skilful analyst may be made to give corroborative results

SUFFICIENT testing has been performed with the Dutch State Mines Cyclone for thickening and desliming flotation feed at the concentrator of the National Lead Co., Tahawus, N. Y., to prove its application for this work. It is the purpose of this article to present some of the test results, operational details and advantages of cyclone thickening and classification. The metallurgy of the mill operation was described by Frank R. Milliken, assistant manager of the titanium division.l The present flowsheet for the recovery of ilmenite consists in grinding the crushing plant product in four open-end rod mills in closed circuit with mechanically vibrating screens to approximately -20 mesh. The screen undersize is treated in Crockett magnetic separators which produce three products: magnetic concentrate, nonmagnetic tailing containing ilmenite and gangue, and a Crockett slime overflow. The non- magnetic tailing is classified into eight sizer spigots products and a classifier overflow. The spigot sand products are tabled separately to produce a rough ilmenite concentrate, a middling product and a tailing. The table middlings are returned to Crockett feed. The table concentrate is dewatered and dried and further concentrated on Wetherill magnetic separators to produce the finished ilmenite concentrate.

Regarding the technical paper by Thomas E. Finch and Edward L. Fidler, "Recovery of Stray (Thin) Seams in Western Coal Mining." I would like to comment on this subject. In western Canada, most strip mines encounter thin seam coal or rider seams. Although the paper addresses the problems and costs associated with the recovery of this coal, it does not take into account what the savings are. Without looking at the savings, the "Total Objective" is of course not clear. I feel that in a stripping operation the mine can spend per ton (of the thin seam) up to their dragline stripping costs per ton to recover a rider seam or thin seam. The reasoning behind this is simply that this is the price the mine will have to pay to expose an equivalent amount of coal without the recovery of these thin seams. If the mine can recover a rider seam or thin seam for less than the dragline operating costs per ton, a savings will be realized. By recovering a thin seam or rider seam, the life of an ore body is extended by that amount of coal not thrown away. In addition, the cost of land acquisition, associated permits, capital, and reclamation will be reduced as more coal is delivered for a given area. When the above points are considered, the recovery of these thin seams can be very profitable and indeed worth recovering.

A new hydrometallurgical process has been developed to recover copper from sulfide ores. Copper is leached in a staged reactor system utilizing nitric and sulfuric acids at 105OC. Iron is removed from the pregnant liquor as a jarosite, and cathode copper is electrowon directly from the purified pregnant liquor. The spent electrolyte is recycled. Nitrogen oxides evolved from the leach are reconverted to nitric acid and are also recycled. Sulfur is rejected as So, jarosite, and gypsum. The process is highly versatile and can recover precious metals, molybdenum, and zinc when these elements are present. Continuous, integrated, semi-pilot plant operations using chalcopyrite ores demonstrated 99% copper leaching and production of cathode grade copper. Economic evaluation shows that the process is competitive with pyrometallurgical and other hydrometallurgical processes.

Prior publications have shown that the structure and characteristics of direct reduced iron produced by direct reduction from iron ores or iron ore pellets depend on many parameters which include process variables, such as, reduction temperature, reduction gas composition, and type or origin of the raw material. Most of the published literature deals with direct reduced iron produced in the laboratory at theoretically interesting but commercially uneconomical or technically impossible conditions. Much of the work was carried out in pure carbon monoxide in pure hydrogen, or in such mixtures of carbon monoxide and hydrogen which are of no commercial interest. Other results were obtained at temperatures which are too high and would cause sticking in large scale plants. For this reason, work was initiated by Midrex Corporation to investigate the influence of raw materials and reduction temperature on structure and characteristics of direct reduced iron. The composition of the reducing gas used to prepare the samples for this study produces results corresponding to those obtained with a typical commercial gas. The temperatures at which reduction was carried out are in a technically feasible range. This paper reports on the results.

LEASING the Teapot dome to the Mammoth Oil Co. is the culminating anticlimax of the "conserva-tion movement." It is just the touch required to make a full fiasco of the whole affair. If the revered wielder of the "Big Stick" were still with us, we could hear it fall harder than it did on Ballinger. Of all the oil reserves set aside by presidential decree, there was only one which certainly could con-serve much oil for the future. This was Naval Reserve No. 3, on the Teapot dome, Wyoming. After secret negotiations, carefully guarded from the press and from the knowledge of other oil men, we are suddenly informed that this last and only known chance to save much oil for future naval needs has been given away for early development.

At the request of the Council of the Institute, I have the honor to submit the following remarks upon the Program of Tests under which the current work of the Watertown Arsenal Testing Laboratory is carried on, which comprises, among other items, the tests of steel ingot metal and derivative shapes. The intended scope of the tests may be illustrated by extracts from the descriptive part of the program as submitted by the Laboratory under date of April 17,1907, and subsequently approved by the Chief of Ordnance, U. S. A. Under Item 1, Ingot Metal—Open hearth, acid and basic; Bessemer, acid and basic; crucible; fluid compressed and uncompreesed—descriptive remarks were made as follon-s: "A thorough, fundamental inquiry into the physical properties of steel necessarily begins with the ingot metal. Investigations, having for their object the improvement of steels, should also begin with the ingot. A knowledge of the ingot structure is essential for judging of the subsequent behavior or appearance of the metal. Under ordinary conditions, so little information is obtained from the ingot in individual cases that practically none of importance is acquired. Preliminary separation of precious metals by flotation can offer a simplification of the conventional method of treatment of anode slimes. Laboratory flotation experiments show that rich gold and silver concentrate can be obtained with excellent recoveries. THE purpose of this paper is to present the results of an investigation into the possibilities of separating precious metals from anode slimes by selective flotation. The work was carried out at the State Research Institute in Helsinki, Finland. The sample of anode slimes tested was submitted by the Outo-kumpu Co. in Finland. In 1947 the average assay of filtered and dried anode slimes in the Outokumpu refinery in Pori was as follows: Au, 0.50 pct; Ag, 9.38 pct; Cu, 11.02 pct; Ni, 45.21 pct; Pb, 2.62 pct; Fe, 0.60 pct; Sn, 1.00 pct; Sb, 0.04 pct; As, 0.70 pct; Se, 4.33 pct; S, 2.32 pct; SO,, 2.17 pct; SiO2, 2.25 pct. The daily assay naturally varies considerably from the figures presented above. The present conventional method of treatment of anode slimes consists of the steps shown in the flowsheet in fig. 1. As seen from this simplified flowsheet, the present method of treatment involves many steps by which the components of the anode slimes are removed one after another until the main products, gold and silver, may be separated. Members of the Institute, with few exceptions, are forced to spend a portion of their time in localities isolated from sources of information. To these the Library can render valuable service through correspondence; letters requesting information will receive special attention. The Library is prepared to furnish references and copies of articles on mining and metallurgical subjects; to determine the existence of mining maps, and to furnish general information as to the geology and mineral resources of all countries. All communications should be made as definite as possible so that the information received may be what is desired and not include collateral matter which may not be of interest. The time spent in searching for such collateral matter will be saved, acid the information will be sent more promptly and in more usable shape. The members of the Institute can be of service to the Library by forwarding copies of mining reports, maps privately issued, and similar material, which will be classified, indexed, and made available to other members. Suggestions for additions to the Library, either by purchase or personal solicitation as gifts, will be welcomed. It is hoped that members while in the city will use the Library freely, and assurance is given that most careful service will be rendered to them.

An attempt has been made to explain the behavior of a pinched sluice in terms of the established theories of fluid mechanics and mineral processing. A method has been developed to calculate the underflow discharge by assuming a logarithmic velocity distribution and free gravity fall through the discharge slot. The concentration profile of solids over the depth of flow has been shown to comply with Bagnold's theory of dispersive shear, rather than turbulent sediment transfer. Even although the results can be explained qualitatively by the Bagnold theory, their complete quantitative analysis will not be possible until more work is done. Consequently, an empirical equation has been developed to predict underflow pulp densities. It has been shown that the process of the segregation of the heavier mineral beneath the lighter can be described by a first order law. From the results obtained, a computer model of the pinched sluice has been developed. This predicts the underflow grade, pulp density and flow rate in terms of the feed and operating conditions. The model can also be used to determine the effect of a change in operating conditions, and for the optimization of rougher, cleaner, and scavenger circuits.

IN an article published in the Iron. Trade Review 1 I gave a convenient arrangement for the installation of wet and dry bulb thermometers for use in making moisture determinations in the air being blown into a blast furnace, and also gave a chart for use in obtaining moisture values from the thermometer readings. The data from which this chart was prepared were obtained from the tables in use by the U. S. Weather Bureau.2 The work of Carrier 3 has shown that these tables are somewhat in error. He has recalculated the values for moisture as referred to, wet and dry bulb thermometer readings, and he has prepared a psychrometric chart from the values thus obtained. This work has priced the subject of psychrometry upon a correct scientific basis. I think it is proper that we should recognize the importance of his work and give him credit for one of the most interesting and valuable researches that have been published in recent years. Blast-furnace men are not ready to use, as he suggests 4 a value expressed in grains of water accompanying a pound of dry air. However convenient this may be for heating and ventilating work and other engineering problems, there are several reasons for preferring the use of a value expressed in grains of water in a. cubic foot of mixed air and water vapor, in connection with combustion phenomena and the effects of moisture on blast-furnace operation. Prior to any detailed discussion, I'd like to say that Dr. Aplan has made direct hits on two important considerations: 1) The most demanding need in Fine Coal research is to develop improved methods of sulfur reduction. 2) The areas of particle (impurity) liberation and froth flotation hold real near-term promise as techniques for improved sulfur removal. Digressing for a moment, I thin kwe can all remember the time when the biggest problem facing coal research was simply defined - "No money!" In the mid 70's we suddenly found ourselves dealing with a product worth five to seven times the value it carried in the mid60's. All of a sudden, we're talking about a high-profile, high- value commodity. The coal industry still hasn't made the complete psychological adjustment - especially in the operating areas (prep plants included). We have a valuable material at hand which is, in' many cases still being processed as though it were a two or three dollar per ton item. Simply put, I think that while the industry has made some major strides during this transition, a stronger commitment of attitude (and finances) needs to be made toward deeper definition of beneficiation work. Back to specifics - Dr. Aplan has really highlighted three areas where strong research efforts are needed. 1) Liberation processes - not limited to mechanical comminution - must be more fully studied.The industry certainly needs a better handle on value returned (improved ability to beneficiate) for dollars spent on improved liberation. 2) Flotation processes probably hold the most promise for near- term improvement in fine coal beneficiation technology. An historical record of the history of iron-and steelmaking in the United States has long seemed a desirable project to many in The metallurgical Society of AIME. Over a period of five years, experts in their fields have been asked to put down on paper their knowledge. The series of historical articles has been published in JOURNAL OF METALS, beginning with A. B. Wilder's article in 1956, marking the first one hundred years of Bessemer Steelmaking. The Electric Furnace Committee honored the first half-century of the use of the electric arc furnace in America during their 1956 Conference, and S. B. Casey, Jr., wrote an appropriate article for JOURNAL OF METALS. The historical series was well underway. Articles soon followed on the history of the blast furnace, on the open hearth furnace, and on ferro-alloy manufacture. The final need was an authoritative article on coke ovens. The publication of the five-part article by C. S. Finney and John Mitchell this summer has concluded our series (but not the march of progress). We now present, between two covers, a comprehensive historical review, the work of 13 authors. We are hopeful that this book will receive a welcome among ironmakers and steelmakers. and that it will be a valuable reference for home or office library. We hope also that students will find the material helpful in their studies of this most important of American industries. Perhaps also, the historian of Americana will learn something new in searching through these pages. We are indebted to our authors who have spent much time on historical research, and to their companies who have supported their endeavors. We acknowledge the support of the National Open Hearth Steel Committee and of the Blast Furnace. Coke Oven, and Raw Materials Committee in jointly assuming the financial risks in publishing this book.
