Development of the Boleo Process Flow Sheet and the Direct Solvent Extraction (DSX) Circuit for Cobalt and Zinc Recovery The metallurgical process designed to treat the El Boleo Cu-Co-Zn-Mn ore involves a sulphuric acid leach in seawater under oxidative and then reductive conditions to maximise metal extraction. Copper and cobalt are recovered as cathodes by electrowinning, zinc and manganese as zinc sulphate monohydrate and high quality manganese carbonate, respectively, by precipitation after a number of separation and purification stages. One of the key purification stages of the Boleo metallurgical process is the CSIRO DSX circuit. The DSX circuit was developed using the synergistic solvent extraction (SSX) technology. Initially, a synthetic solution was studied, and by adding 0.4 M LIX63 to 0.5 M Versatic 10 in Shellsol D70, large synergistic shifts were obtained for cobalt (?pH50 4.24) and zinc (?pH50 1.62). After a single contact, the separation factor of metals over manganese reached over 6,000 for cobalt and over 380 for zinc, indicating excellent separation of cobalt and good separation of zinc from manganese, magnesium and calcium. The SSX system was further optimised with the modified synthetic pilot plant solution. The extraction of cobalt and Zn after a single contact was 93 per cent and 70 per cent, respectively, while the Mn concentration in the loaded organic solution was only 0.28 g/L. A proof of principle pilot plant operation was conducted in 2004 and a demonstration pilot plant for final engineering design in 2006 with outstanding performance of the DSX circuit. For the demonstration pilot plant, the overall recovery of cobalt and zinc exceeded 99 per cent with a raffinate containing only 4 mg/L Zn and 1 mg/L Co. The DSX organic system showed no sign of degradation during the pilot plant operation, indicating good chemical stability under the anticipated commercial operating conditions. The DSX circuit will be implemented in the future Boleo processing plant.

Newmont Waihi Operations is participating in the initiation of a community liaison forum in association with the local district council. The objective is to provide a forum for the free and regular exchange of ideas, concerns and information, and through improved communication seek to achieve a more comprehensive set of solutions to community, operating and closure issues associated with Martha Mine. A similar liaison forum has been operated on two previous occasions during earlier phases of the present mine's operation. This paper deals with the practical aspects of setting up a liaison forum to act as an effective conduit between regulators, mine operators, local businesses and the community. The mechanisms and procedures for identifying community issues and concerns are dealt with. The actions and structures required to ensure effective ongoing community 'buy in' at all levels are discussed. Corporate philosophies are addressed. Specific examples from Martha Mine, Waihi New Zealand will be used to illustrate the paper. This will include a brief explanation of previous and current community issues, Newmont Waihi's operations both at Martha Mine and the proposed Favona underground mine, and the practical issues involved in setting up a liaison forum.

As the theme of the conference is ære-discover Otago' from the minerals point of view, it is also timely. Of the eight million ounces of gold recorded produced from Otago, perhaps a quarter of this came from the goldfields of St Bathans, Vinegar Hill and Cambrians. The most notable among them was the Kildare Hill Mine, which is the so-called Blue Lake at St Bathans today. The bottom wash encountered in this mine contained the famous Kildare lead, which averaged 7 1/2 dwt to the dish, and is still one of the richest leads of alluvial gold known in the world. The richness of this lead, the best encountered in these gold fields, is otherwise stated to have yielded more than 42 ounces of gold to the cubic yard. It should be borne in mind that this equates to about $22 000 per cubic metre, in todayÆs values. I have been told by older residents of this district that in fact about 1 million ounces came out of the Kildare mine and associated workings. In todayÆs values, this would be about 530 million dollars worth of gold. The largest mines in the district were at Surface Hill, Kildare Hill, Nicholsons, Vinegar Hill, the Never Fail claim at Shepherds Flat nearby, and at Cambrians. It would appear that in almost every case, work stopped when the bottom wash progressed too deep down dip of the anticline hills on which it was initially found. The mining methods were sluicing and hydraulic elevating, and although the gold bearing ground did not stop, eventually it exceeded the ability of the mining methods then available years ago, to work it further. When it is realised that the previous mining has removed what is likely to be only a low percentage of the gold resources in these fields, a tantalising situation presents itself today in that mining technology now available will enable another cut to be taken off these fields. As in the past, I believe this will be million ounce plus and multi-million dollar scenarios, where the economic and social benefits will become widespread prizes.

Application of the Anaconda Simplified Work Index for Multiple Test Sizes Vale uses Bond Work Index measurements extensively in a number of applications. The Bond Work Index is usually a good parameter for checking scale up procedures when sizing ball mills, as well as the basis for variability analysis whenever drill core data is available. It is typical to measure between 100 and 150 Bond Work Indexes, depending on the deposit characteristics. The Bond procedure is relatively complex and time costly. It also requires relatively large amounts of sample, which are very expensive to be obtained. The benefits of the Anaconda simplified procedure are: considerably smaller sample requirements and laboratory time. This makes it very much attractive at Vale's development centre, including geometallurgical mapping, operation efficiency control, mine to mill, etc. The Anaconda simplified procedure was implemented and evaluated at Vale's Development Centre using a number of ores and several samples of each ore totalling more than 190 measurements. The Anaconda simplified method was calibrated for several test sieves and a correlation for any test size was determined for Vale's test mill. The calibration was also extended for two sample top sizes. The relative error of the simplified procedure was found to be in the range of nine per cent which is within the expected error Bond standard procedure. The implementation of the Anaconda method at Vale's development center has been used with great success over the past years in several green field, brown field projects and operating plants.

This paper is intended as a review from a planner's viewpoint, of the relationship between town and country planning, a primarily government activity, and the minerals industry, which, with the exception of coal, is a largely private enterprise activity. The paper first considers the nature of the system of planning in New Zealand, and the objectives sought by planners in relation to minerals are discussed. The reasons why these objectives are not generally being achieved are investigated. A final section deals with the gap between objectives and achievement, and suggests a number of ways in which this gap may be narrowed.

With the advent of the resources boom in the late 1960s most of the larger scale resources projects in Australasia were commissioned on an æowner miningÆ basis, where the mine owners owned and operated the primary mining equipment. Then, in the 1980s with the arrival of the gold mining boom in Western Australia and elsewhere, a change occurred û most of the mining activities were carried out on a contract mining basis. Over recent years, however, there has been a marked trend amongst larger Australasian open pit mining operations back towards owner-controlled and operated mining operations. The reasons for this are many and are addressed in the paper, but centre on the concept of the owner being prepared to assume more of the mining risk in exchange for the advantage of not having to pay a contractorÆs profit margin. Where mining contracts are entered into, the older æschedule of ratesÆ format is being replaced with less adversarial and more entrepreneurial contract alternatives involving operating cost and risk sharing in a spirit of æfair dealingÆ. Leasing and maintenance issues have also been influenced in recent years by the advent of more flexible contract arrangements with equipment suppliers. Group purchasing has also had some influence for project operators. For many mine owners, the optimal risk management profile involves a practical offsetting of the assumption of mining risk on the one hand, against the removal of litigation risk and potentially reduced operating costs on the other. Potential pitfalls may arise where equipment size and type requirements vary with time or where manpower management, mining flexibility, job skills or safety exposure factors are relevant. These issues are commented on in the context of some well known examples, and an update is provided on contract mining versus owner operation in large scale Australasian open pit mining generally.

Coastal acid sulfate soils (ASS) are wetland soils and unconsolidated sediments that contain iron sulfides which, when exposed to atmospheric oxygen in the presence of water, form sulfuric acid. ASS form in protected low energy environments such as barrier estuaries and coastal lakes and commonly occur in low lying coastal lands as Holocene marine muds and sands. When disturbed, the iron sulfides in these soils can oxidise and produce large volumes of sulfuric acid (essentially similar chemistry to acid rock drainage with mines) resulting in the subsequent release of toxic levels of iron, aluminium, manganese and possibly heavy metals. This results in detrimental effects on aquatic biota, plants, animals and steel/concrete structures and on human health in the surrounding environment. There are an estimated 2.3 million ha of ASS located along 6500 km of the Queensland coastline. In contrast to many mineral sulfides encountered in the mining industry, the pyrite crystals in ASS can be as small as 2 mm and commonly occur as framboids with extremely large surface area per unit mass, substantially increasing their reactivity if exposed to air (oxidation). Highly reactive iron monosulfides can also occur, particularly in drains and shallow lakes. Many coastal areas, where some 80 per cent of the population of Queensland reside, are coming under pressure for agricultural and urban development. Construction of canal estates, marinas, housing/industrial estates, roads, golf courses, aquaculture ponds, sand/gravel extraction and drainage for sugar cane can disturb ASS and release sulfuric acid, which may then drain into adjacent waterways with heavy rain. As development continues to encroach on coastal lowlands, the identification, quantification and management of ASS must be addressed as part of a commitment to the principles of Ecologically Sustainable Development (ESD). ASS can be successfully managed by adopting best practices and following guidelines, but government, community and industry must collaborate to raise awareness, avoid æhot spotsÆ and develop more cost-effective solutions. Scientists led the education and public awareness program showing infrastructure and environmental damages arising from ASS in Queensland. Using results from mapping and research, they convinced policy makers, industry and polititians to accept the need for legislation founded on good science. The resulting æState Planning Policy 2/02: Planning and Managing Development Involving Acid Sulfate SoilsÆ identifies the StateÆs interest in acid sulfate soils. The Queensland Government considers that development involving acid sulfate soils in low-lying coastal areas should be planned and managed to avoid potential adverse effects on the natural and built environment (including infrastructure) and human health. SPP 2/02 states where the policy applies and when a development application will trigger the policy. It can also be used to assist local governments in preparing their planning schemes under the æIntegrated Planning Act 1997Æ. The SPP 2/02 comes with a æState Planning Policy 2/02 GuidelineÆ to provide advice and technical information on interpreting and implementing the SPP 2/02. This guideline has legal status in assisting in the interpretation of SPP 2/02. Those seeking more detailed technical information can now also access the æSoil Management GuidelinesÆ and ASS æSampling GuidelineÆ, available from the Department of Natural Resources and Mines website. Three computerised sets of minerals information are being developed by New Zealand Geological Survey in co-operation with the Resource Management and Mining group of the Ministry of Energy: 1. Geological Resource Map: a file of information on the location, geology, geochemistry, production, and potential use of individual occurrences of aggregate, mineral, geothermal, coal, oil, and gas resources. The computer program can be used for search and retrieval of information and the production of maps and tables. The data is being published as a series of 1:250 000 maps with accompanying text and tables. 2. Gold-silver mineralised veins at Favona, represent a new low-sulfidation epithermal vein discovery that occurs less than 1 km southeast of the world-class Waihi deposit. The Favona vein is hosted in Late Miocene andesitic lava flows and local dacitic tuffs that are intensely altered to quartz, adularia, chlorite, illite or interstratified illite-smectite (with ten to 70 per cent smectite) and pyrite. Adularia is widespread and envelops the veins, whereas chlorite and illite are mostly restricted to the footwall, and illite-smectite is confined to the hanging wall of the Favona vein. At shallow levels, kaolinite, cristobalite and rare alunite overprint the above minerals. A polymict hydrothermal breccia also occurs above and in the hanging wall of the Favona vein and contains clasts of altered andesite and various quartz vein fragments. Fluid inclusions in quartz veins sampled over a 300 m vertical interval have a homogenisation temperature range of 175¦ to 266¦C and dilute apparent salinities of 220¦C and grading into illite-smectite and local smectite which formed at 2. In contrast, late kaolinite, cristobalite and alunite formed from descending steam-heated acid-sulfate waters. Overall, the Favona and Waihi deposits are interpreted to have formed at similar levels in a single low relief hydrothermal system, with each deposit representing a distinct zone of fluid upflow.

While improvements in occupational health and safety (OHS) in the mining industry have decreased fatalities and accidents, little attention has been paid to the cultural confound of 'safety' in the increasingly multicultural mining industry. Occupational health and safety processes often contain assumptions of cultural understanding that may not be shared or understood by mining employees. There are potentially dangerous and costly implications of cultural difference in the mining environment. Some people have been enculturated with high levels of anxiety concerning catastrophe and uncertainty while others have a more laissez faire attitude to accidents and disaster. The level of cultural anxiety about uncertainty can be a major factor in the acceptance of OHS processes. OHS manuals based on a comprehensive set of rules and procedures may assume that the authority of 'rules' is shared by all employees regardless of a variety of cultural understandings when this may not be the case. Similarly, cross-cultural employees may not share a background or acceptance of expensive technological innovation and so resist/avoid the application of new safety equipment. Then too, OHS staff may not realise the significance of religious belief or personal responsibility on employees' attitudes to safety in the workplace environment. A lack of consideration of these cultural elements could have fatal and expensive results. This paper explores the impact of cultural difference in the understanding of OHS in the Mining Industry, presents a model to improve the understanding of the cultural confound in safety, improves analysis of OHS in practical multicultural situations, provides assistance for those involved in OHS training and may become a basis for developing OHS policy and procedure.

ThePike River coal field is located between 700 and 1000 m above sea level on the West Coast of the South Island. The area contains a resource of some 60 million tonnes of coal in a single coal seam and is part of the Paparoa mountain range that receives between 6.0 and 6.5 m of rainfall per annum. The area has been isolated and has received no on the coal plateau but has been extensively logged in the lower 3.5 km of Pike Stream. The PRCC development proposal recognises this and calls for an environmentally benign development that includes underground development of this resource. The coalfield abuts and is partly overlain by the Paparoa National Park. The underground development will enable a number of environmental goals to be readily achieved: it will be out of sight of the public,it will not impact the national park,noise will be mostly absent,there will be absolute minimal disturbance to the land surface,coal will be transported from the mine to a dewatering complex on PRCC land in a slurry pipeline thus obviating the need for trucks and noise in Pike Stream valley,all water draining from the mine will be collected, treated if required to consent standards and discharged from a single point,the road into the area will allow for an effective predator control programme to be undertaken enhancing native bird life,an environment suitable for the reintroduction of Whio (Blue Duck) will be created, andthe net effect of the mine development on the environment will be positive.

The Mt Lyell copper mine in western Tasmania has discharged acid drainage (AD) into the Queen and King Rivers and Macquarie Harbour for over a century. Presently, dissolved copper loads of about 1000 tonnes per annum and dissolved aluminium loads of >2000 tonnes per annum are contained in the AD, which is derived from underground workings (~60 per cent) and historic waste rock dumps (~40 per cent). Flows vary from about 100 L/s during dry periods, to >400 L/s during the wet winter. The site is presently operated by Copper Mines of Tasmania (CMT) who are not responsible for the acid drainage generated from the mine site. Although western Tasmania is famous for its mining history, tourism and aquaculture have emerged as the new industries on the West Coast, with a major tourism railway (the Abt) recently opened along the banks of the Queen and King Rivers. The emergence of these industries in a æclean greenÆ Tasmania has resulted in a strong community and government push to remediate the acid drainage. Remediation investigations and efforts at Mt Lyell were initiated by the Department of Primary Industries, Water and Environment (DPIWE), previously known as DELM, in 1995, and have included the quantification of environmental impacts arising from the AD, and the investigation and costing of potential remediation options. A primary focus of the work has been to identify cost-neutral options which recover metals from the AD in a saleable form to help defray on going treatment costs. This paper summarises these activities in generally a chronological order, highlighting findings of the program that are potentially applicable to other acid drainage sites.

INAP was formed in 1998 by a number of major mining companies, with a view to sharing acid rock drainage knowledge and experience, and to coordinate global research on the management of sulfidic mine wastes. INAP is now moving to further strengthen its global role by networking with regional organisations that are active in the area of ARD, including MEND 3/NEDEM 3 in Canada, the ADTI in the USA and ACMER in Australia. The INAP-Regional Organisation partnership will be formally launched at the 6th ICARD.

I have spent most of the past 35 years working as an economic geologist in the area of exploration and development of base and precious metals. Most of this period has been as an employee of Trans-National-Corporations (TNC's). I presently act as a consulting geologist to a joint venture company, bringing together two such TNC's: Anglo American Corporation and affiliated companies De Beers (Diamonds) and Minorco (Metals mining outside of Southern Africa), and Normandy Mining Limited ofAustralia. Normandy is presently through its gold arm PosGold, Australia's largest gold miner and Anglo American can claim to be the world's largest gold company producing over 280 tonnes of gold a year, more than twice its nearest rival Gold Fields of South Africa. In addressing this topic, the role that Government can, and should play in mineral development, I will be drawing heavily on some examples from these and other TNC's experience in recent offshore mining investment.

Reliable evaluation of in situ stress is an important phase in the analysis and design of underground excavations, particularly for evaluating the stability of underground structures to prevent failure or collapse. A technique for the estimation of the full stress tensor based on acoustic emission (the Kaiser effect) is being developed and trialed at the WA School of Mines. The result obtained compare well with the standard over-coring method. The advantages of the technique are that it is relatively cheap, non-time consuming and is applicable to in situ stress measurements at depth in remote regions.
