This paper identifies the challenges and opportunities for mining companies and communities in investing in human rights compatible, credible, effective and representative company-community relationships.   The paper draws on the work of Professor John Ruggie, Special Representative to the United Nations Secretary General on Business and Human Rights, and his Protect, Respect and Remedy framework for business and human rights, The CDA Collaborative Learning Project, and the experience of Oxfam Australia. This paper begins with the premise that Australian companies commence operations offshore with high expectations and a willingness to work harmoniously with local communities. However, as companies increasingly engage in global operations - particularly in weak governance and conflict zones - the challenge to establish and sustain rights compatible, meaningful, corporate community relationships and grievances mechanisms becomes both more complex and necessary. Establishing trust and honouring commitments made to communities, including legacy issues, is a critical component in good corporate community relations.   The second part of the paper will identify some of the impacts and challenges of mining that need to be addressed in corporate community negotiations and consultation. Respect for indigenous people's rights and their right to give or withhold consent for a project to proceed is increasingly evident, as is the growing global expectations with regard to revenue transparency. As such, key challenges include: grievance mechanisms; free prior and informed consent; transparency and accountability; the gender impact of mining; resettlement, compensation and benefit sharing; and security issues.   Finally, the paper will provide practical guidance to companies on how to establish effective corporate community relationships. It will include examples, such as human rights impact assessments, gender impact assessments, and establishing local level grievance procedures. The paper will include an Oxfam Australia case study of a dialogue mechanism at Tintaya copper mine in Peru.

The Mount Carlton project in Queensland's North East sits on a high-sulphidation epithermal style deposit rich in gold, copper and silver. Mt Carlton is an open pit mining operation with ore processed using a primary crusher, single stage SAG mill and flotation to produce a concentrate for sale. Orway Mineral Consultants (OMC) was involved in the original design of the comminution circuit and the project was commissioned in late 2012, with first concentrate shipped in March 2013. When Evolution sought to optimise the project in 2015, OMC was invited to assist by undertaking a circuit review to identify opportunities for the optimisation. During 2016, the Mt Carlton site team implemented the optimisation strategies developed in conjunction with OMC. These included reconfiguring the SAG mill discharge arrangement, reducing the average ball diameter and allowing the mill to operate at higher speed and under more autogenous conditions. Cyclone operation was changed to constant pressure and the vortex finder size was decreased. The combined strategies improved energy efficiency and allowed higher SAG mill power utilisation. The additional power has been used to increase throughput by 2.4 per cent while achieving a 27µm reduction in product size (P80) to gain downstream recovery improvements. The reduction in grind size has been achieved with only 6.8 per cent increase in specific energy consumption because of a 6.5 per cent increase in grinding efficiency. The circuit product size is also notably more consistent due to the improvements made to the cyclones, providing benefit to the downstream flotation circuit. A significant decrease in ball consumption was also gained, saving hundreds of thousands of dollars a year in operating cost.This paper will discuss the circuit design, start up and will detail the changes made during the optimisation and why these were successful.CITATION:Putland, B, Lovatt, I, Cervillin, A and Schwann, D, 2018. Barrick (Australia Pacific) Limited initiated a trial of Caterpillar’s Minegem autonomous loader technology in 2009 at the Kanowna Belle mine in Kalgoorlie. Autonomous loader technology offers the potential to improve loader productivity, reduce operating costs and improve safety through removing personnel from the mine operating environment. This paper discusses the implementation of the technology at the mine site, the data collected during the trial and quantifies the benefits of using automated loader technology in comparison with teleremote loader operation. The lessons learned from the trial and work planned for the future in respect of this technology is also discussed.

Building and Maintaining Community Relationships   In mining terms, the town of Waihi is distinctive with the Martha mine situated right in the heart of the town. MarthaÆs central location and other mining activity nearby means there is an increased community focus on the happenings at the mine and the effects and impacts of mining. While WaihiÆs proximity to the mine is unique, all mines have a community context that they operate within.   Issues of proximity simply heighten awareness and emphasise the need for building and maintaining good community relationships. In the three years we have been working alongside the Waihi community, we have worked together with concerned and supportive residents, representatives of Newmont Waihi Gold and representatives of Hauraki District Council, to develop a collaborative framework for addressing the economic, social, environmental, cultural and spiritual wellbeing of the people of Waihi. This could not have occurred without the genuine commitment of all participants.   This collaborative focus has resulted in some tangible progress in Waihi which, in part, stems from people taking an interest in the town because the town is taking an interest in itself. As we have worked and learned within the process of building and maintaining a collaborative and sustainable community environment, we have tried to adhere to a philosophy and a set of basic principles. We believe that this approach, combined with a teachable skill set, helped to create the opportunity to develop a truly collaborative community environment which continues to grow. Our paper will describe this philosophy, these principles and the skill set that we have applied.   The application of the process in Waihi has resulted in a series of outcomes unique to Waihi. These outcomes include formation of the Waihi Community Vision committee, the Vision Waihi Trust and the subgroups set up to further the interests of particular groups, for the collective benefit of all the community.   Based on our experience of other situations, and on the way the Waihi process has developed, we believe that the identified principles and skills can be transported and used in other cultures and contexts. While the resultant outcomes may differ, the underlying principles will still apply. Progress will come from creating a sustainable environment within which the community (including residents, industry and regulatory authority) can determine its own internal relationships and the vibrant growing sense it has of itself.

Axial flow fans are commonly used as auxiliary fans in underground mines to supply air to development headings. As diesel dilution requirements increase the fans used in conjunction with ventilation bags are becoming larger in diameter to move greater quantities of air over greater development distances. It is not uncommon for mining operations to sometimes use a number of these larger auxiliary fans with high airflow capacity in parallel as primary fans for the operations. These primary fan stations are often considered temporary installations and the fan selection and fan station design is rarely optimised. These temporary installations may become permanent resulting in an inefficient or unreliable primary ventilation system. A recent study looked at the likely causes of multiple primary fan failures at one operation with axial fans installed as primary units where the fan selection and fan station aerodynamic design was far from optimal. This paper explores some of the typical mechanisms of failure such as high pressure stall, unbalanced airflow, and fan tip speed as well as fabrication material. The paper proposes a number of good practise principles that should be considered during the design of a fan station. A second topic covered is the advantages and disadvantages of using different types of fans such as axial, mixed flow and centrifugal units. Here the concept of fan specific speed and its relevance to fan selection is discussed. Finally the paper quantifies the effect of using a high pressure auxiliary fan as a primary fan in a low pressure circuit, which may increase the mineÆs operation cost.CITATION:van der Sandt, J, van den Berg, L and Roughsedge, D, 2013. DML Resources Limited - Mining Division produced over 50 000 oz of alluvial gold in the 1995 - 1996 year from five operations located in the West Coast and Otago Regions on the South Island of New Zealand. DML Resources Limited - Mining Division have a twenty year history of alluvial gold mining development in New Zealand. Recent expansions have seen the establishment of two operations in Chile whilst exploration continues in Bolivia, Peru and Argentina. The overseas growth is based on a stable production base in New Zealand focussed on the West Coast and Southland/Otago present and future operations. DML Resources consider that the mining potential in the Arahura Valley on the West coast will be fundamental to their New Zealand operations for some time. Collectively the plants operating in this catchment are referred to as the Poutini Project. Recent and late Pleistocene gravels derived from the erosion of the Alpine Schists running parallel to the Alpine Fault located on the Pacific/Australian Plant boundary are thought to be the sources of the alluvial gold in the Arahura and adjacent catchments. These gravels have been extensively mined for the past 130 years yielding some six million ounces over this period. Production from the Poutini Project started in 1989 and stood at approximately 35 000 oz for the 1995 - 1996 year. This production was split among three plants each working different areas of the deposit. Recovery techniques from each of the plants are fundamentally the same. Gravels are fed to a floating treatment plant where, following screening, the gold is recovered using jig plants and knudsen bowls. Overburden to wash stripping ratios vary between zero and seven to one with plants treating between 80 and 250 cubic metres per hour. Restoration of the land following mining is undertaken progressively. All land in the Poutini Project area mined to date has been restored to a standard suitable for dairy farming purposes. The Poutini Project is a cooperative venture between the Maori landowners and DML Resources Ltd. The Arahura River has particular cultural significance to the Maori as it is the source of the much valued greenstone or pounamu a type of jade valued for jewellery and tools. The Poutini Agreement was signed in 1989 setting out the role of each party in the mining of the Arahura and adjacent lands. Current exploration and development should extend the resource to allow mining to continue on the Poutini project for an additional three to five years at current gold prices. Production within new Zealand beyond this point may be compromised by increasing difficulty in gaining access to prospective areas within New Zealand, lowered margins due to high New Zealand dollar exchange rates and the overall lowering of alluvial headgrades throughout the West Coast and Otago/Southland regions. To counter these effects DML has continued to improve on operational efficiency and performance monitoring to optimise the mining practices used. This paper detains the background to the Poutini Project, the geology, plant and equipment used together with descriptions of the current mining methods employed.

Factual data about the sedimentation in the Newcastle Coal. Measures are presented. Data concerning the total coal measure sequence (isopachs, sand /shale ratio and total coal thickness variation), data about three coal seams (Borehole, Dudley and Victoria Tunnel) and data about interseam con- glomerate units are discussed. From this data conclusions are drawn about the coal measure environment. The western edge of the coal basin, the Lochinvar Dome, although a high feature was apparently stable during coal measure time. Despite its height it apparently supplied little sediment to the basin. The northern and north-eastern edge, which was unstable, suppl- ied most of the coarse detritus including the conglomerates to the basin. The conglomerates show patterns of fluvial origin but after a period of "normal" variations in pattern they become restricted to two parallel zones evidently tectonically controlled. Deposition of conglomerates is episodic and separated by periods of coal formation when deformation was apparently slight. Formation of each of the three seams considered followed a rather similar pattern - each shows development of thick coal around the basin edge and poor thin coal in the "axial" region of the present synclinal structure. Evidence of in-situ formation of some areas of the seams is discussed and periodic deformation of the basin during coal measure time is postulated.

The rationale for the design of the Emergency Egress (escape andentrapment) strategy for one underground metal mine has beenpreviously described (Brake, 1999). Two of the key conclusionsfor this mine, which is equipped with 30 minute oxygen-generating self-contained self-rescuers (SCSR), were the need to ensure no person is ever more than 750 m from an emergency refuge station (ERS) and that it could take up to eight hours to rescue workers from undergroundå. These conclusions were based on a number of considerations including the non-availability of a credible, æpersonalÆ entrapment procedure at the workplace, the duration of self-contained self-rescuers when used for travel, the need for rapid æclearingÆ of mine personnel to effectively and safely target mine search and rescue resources and the maximum time to either put a fire out, or to rescue affected personnel. As there is no Australian standard for refuge stationsç (or for self-rescuers), this paper follows with guidelines for the location and specification of both fixed (permanent) and relocatable Emergency Refuge Stations (ERSs) that may be applicable to other underground Australian metal mines.

The Witwatersrand Supergroup is host to the world’s largest gold deposits. The location, quantity, grade, continuity and other geological characteristics of a Mineral Resource are either known, estimated from specific geological evidence and knowledge, or interpreted from a well constrained and portrayed geological model. Establishing such a model is an integral part of the evaluation process in the Anglogold Ashanti (AGA) group, and is referred to as a Geoscience Business Model for the mining operations. The geological model established over the years has relied on detailed descriptions of the mineralisation, and understanding of the regional and local geology of the Witwatersrand sediments, in the West Wits and Free State goldfields. The processes of data collection in regard to underground stope and developing mapping, structural and sedimentological mapping, and the geological inputs to mine planning systems are described, together with aspects of drilling, sampling, grade control, and data management. Anglogold Ashanti’s Geoscience Department employs a complex and unique process to generate the Mineral Resource, including a 3D geological structure model of the orebodies which are usually highly faulted, and a robust mineralisation/facies model on which the decisions about domain boundaries are established. A Mineral Resource Inventory System (MRIS) has a dynamic graphic interface to the resource database that is used for compiling the resource statement. It is also used to determine the gold-called-for, as well as short and long-term planning. A unique estimation process using the extensive closely spaced stope face sampling database and the more widely spaced surface drilling information is used in combination in the Macro Co-Kriging estimation. The use of different support sizes in the C0-Kriging process is preceded by the equally unique ‘clusterisation’ and ‘acceptorisation’ procedures by which the data are quality controlled and assured prior to their use in the kriging process. The Mineral Resource and Ore Reserve estimates are classified according to the SAMREC code through a method that ensures that they are compliant, auditable, transparent and reconcilable with previous Mineral Resource and Ore Reserve statements.

extremely powerful tools for building predictive and generative models. ML can be used for building highly accurate regression and classification models. But without careful data science and statistical analysis, a regression or classification model could be highly biased and completely wrong – and we may not even realise. An example rock density estimation task will be used to illustrate the potential gains and possible pitfalls in using ML and AI in Mineral Resource estimation. What could possibly go wrong? Nothing! For most simple regression or classification problems, very little. For density estimation, using the global mean may be all that is possible, but the resource classification would need to reflect the uncertainty in global estimation of tonnage. Everything! From data collection and measurement, from selecting ML and AI techniques and designing the analysis workflow to our own cognitive bias. The things that could go wrong are vast and may include but not limited to asking the wrong question, not asking questions, data bias, measurement errors, insufficient data coverage, not collecting the right variables, not collecting enough observations, collecting clustered samples, unbalanced data, filtering out data without reason (outliers), clipping data (outliers), relying on automatic feature selection, including irrelevant variables, excluding relevant variables, geological interpretation, changing context, blindly following best practice, splitting small data sets, subsetting large data sets, using the wrong tool for the task, insufficient budget to complete the analysis, not allowing enough time for testing and experimentation (the science), focusing too much on building the model (the engineering), not learning from the data, our assumptions, our preconceptions, and our skill. This paper will explore the question of how training regression models to predict rock density are affected by gaps in the data (missing observations and missing variables). What could possibly go wrong?

The energy supply in the 21st century is still secured by coal. According to estimates of the International Energy Agency (IEA), coal will have the same importance as oil for the world-wide supply of energy until 2030. Coal is also an important element of EU policy, its future use is closely linked to effectively addressing the environmental challenges it poses. Hard and brown coal represent approximately 80 per cent of European Union (EU) reserves of fossil fuels and coal utilisation can co-exist with the development of power generation based on renewables. Europe is the world's third largest consumer of coal behind China and the United States.The Czech Republic is poor in energy resources except for coal. Brown coal is relatively abundant (mineable reserves estimated at 1800 Mt, output 48 Mt/a) and significant quantities of hard coal (mineable reserves 900 Mt, 13 Mt/a), much of it suitable for coke production, are also present.Severoceske Doly (SD Company), the biggest Czech coal mining company (22 Mt/a, 48.6 per cent Czech market share) and one of the biggest in Europe, reinforces despite the last deep crisis in the Czech and European economies its long-standing stable and strong market and financial position. From 2009, the SD Company co-owns, with partners, a brown-coal mining company MIBRAG (21 Mt/a). SD Company invests in large mining equipment (eg new giant spreaders and bucket-wheel excavators, extension of overland belt conveyors), rebuilds and upgrades mining and processing installations, auxiliary and other machinery. We should see the investment we make today in tomorrow's mining and reclamation as an opportunity and not as a burden. They enable to make our position more resistant in the longer term. Projects focused on the environment and operational safety went hand in hand with these efforts.R&D activities relate to technical innovations, improvements of mining equipment, research and evaluation of conditions for extracting coal seam and/or overburden and mitigation of environmental impacts, utilisation of coal in new products. The company spends considerable amounts on reclaiming affected land and creating a new post-mining landscape.Our dialogue with influential stakeholders in the region where we operate contributes to the long-term improvement in the quality of life of local residents. Such dialogue with communities in the last ten years has been instrumental for confidence building. SD Company helps to develop many projects of towns and villages in its vicinity. The stable and transparent relations with our neighbours are in accordance with our basic principles of corporate social responsibility.

Within ten months of the first significant intersection on the Vera deposit, approval was given to proceed with a $28.3 M underground development of the Vera-Nancy gold mine. Contrary to what the timeframe suggests, the development of the underground mine was planned in a logical and methodical manner which enabled confirmation of the resource, evaluation of the orebody for mining and sufficient production to recommence milling operations at the Pajingo treatment plant. This paper describes the underlying factors on which the project was planned and developed. The approach has successfully enabled the mine to be in production 18 months after discovery without compromising any future production or potential expansion

Block or panel caving technology is far removed from that of the top slicing and block caving of the late nineteenth or early twentieth centuries. The rapid mechanisation and expansion of these methods in the late twentieth century was as much a result of the change of the technology of the unit operations of development, ground support, drilling and blasting and transport as it was of the advances in geotechnical understanding and practice. The small footprint gravity and scraper block caving mines with boundary weakening, rail transport and shaft hoisting of the early to mid-twentieth century have been replaced by massive high lift panel caves using preconditioning of the ore, large load-haul-dump units, adjacent crushers and conveyors to surface. Mines, after becoming operational, often retain the same support and reinforcement designs developed in the feasibility study. These designs are conceived from limited drilling data and regional experience, thus having an empirical flavour. Empirical designs are perceived to be conservative, catering for a variety of failure mechanisms, which are not always present in mine development drives.This begs the question: If you were to invest in the necessary resources to obtain sufficient data and complete the required analyses for the different development drives in the mine, to engineer a support and reinforcement scheme with the capacity to match the demand of the rock mass, what is the difference in cost when comparing an empirical design to an engineered design?To answer this question, mine tunnels with different geometries and orientations, where detailed structural data was available, were selected for a comparative design exercise. Material cost, development cost, cycle time and professional fees for engineered and empirical designs were estimated. The outcome is summarised in the following paper that discusses the process followed and the results of the design comparison.

The CSA Mine is located in Cobar, New South Wales and is operated by Glencore. Large scale underground production started from 1965, with zinc, lead, silver and copper extracted in the past. The current operations focus on copper, with a silver co-product.From 2014 to 2016, Cobar Management Pty Ltd (CMPL) undertook a major capital project to upgrade the primary ventilation system at the CSA Mine. This involved the development of ten raises using full-face raise boring from surface to a depth of 1450 m. The total length of the raises was approximately 2500 m. Geotechnical conditions were identified as a key project risk during the early planning stages of the project. Timely quantification of the geotechnical risks was required to minimise project delays and cost overruns. Geotechnical investigations were planned and conducted for each raise prior to pilot drilling and full-face back reaming.Nine of the ten raises had final wall camera and laser baseline surveys completed following full-face reaming. The surveys were conducted progressively, allowing ongoing back analysis and calibration of geotechnical evaluations as the project advanced.This paper presents the design and planning process of the raise bored excavations. The ever increasing trend of the gold price has meant that ore deposits that were previously considered too complex, or unattractive by virtue of their low gold grade, are now being investigated more closely. These ore deposits present a greater risk of failure than previously was the case. To ensure that the risk of project failure is reduced and the maximum value is derived from the deposit, its mineralogy, as well as other characteristics, should be well understood such that the optimum process can be designed.Quite often the flow sheet design is assembled using individual process components, from various sources, and without consideration of the complete system. Test work programs require careful planning and an open viewpoint in terms of comminution circuit design particularly with respect to ever increasing power costs across the globe. As an example, high pressure grinding roll (HPGR) technology in many cases offers better mineral liberation than the more traditional comminution devices and it does so at a reduced energy input, and yet HPGR test work is often restricted in its scope due to the perceived novelty of the technology and the resultant lack of generally agreed and accepted test work routes.In this paper the authors outline a typical HPGR test work process route driven by the needs of different ore types and illustrate that to optimise the project value, any test work program should start from the premise that thorough understanding of the ore is vital.CITATION:Bookless, T, Meadows, D and Pownell, J, 2013. Destress blasting techniques have been widely employed in underground mines for the purpose of preconditioning highly stressed rock mass. Appropriate applications of the technique successfully contribute to increasing mine safety (eg mitigating the risks for rock bursts). This paper presents a simulation technique to estimate the extent of damage zones induced by destress blasting. A 3D numerical model with a single blasthole is constructed with FLAC3D code, whereby static analysis is carried out in which horizontal and vertical stresses are applied to the model in order to simulate stress conditions in a deep underground mine. Afterwards, dynamic analysis is performed whilst applying time-varying blast pressure along the blasthole. The blast pressure profile takes into consideration an instantaneous increase and gradual decrease in blast pressure as well as the propagation of detonation along the blasthole. In this paper, constitutive models allowing for shear and tensile strengths of rock mass that are dependent upon strain rate are newly implemented into FLAC3D code with C++ programming language, whereby blast-induced damage is assessed by the extent of tensile and shear failure zones. The results obtained from the dynamic analysis show significant decrease in the extent of yielding zones induced by destress blasting with increasing the magnitude of in situ stress. They indicate that considering in situ stress state is indispensable in order to propose proper blast design for each level in underground mines. Based on these results, the relationship between the extent of the damage zone and depth at which destress blasting is performed is established. Furthermore, stress dissipation induced by destress blasting is examined with static analyses, in which the modulus of elasticity is decreased according to a rock fragmentation factor, a, only for the area where tensile and shear failures takes place during the dynamic analyses. A model parametrical study with respect to a is undertaken. The relationship between the rock fragmentation factor and the stress dissipation in the yielding zones is developed from the parametrical study. There are various methods currently in use to determine detonation performance of bulk explosive products including velocity of detonation (VOD), high speed photographic analysis, fragmentation analysis and unconfined detonation of samples. For assessment prior to detonation the current practice is limited to a measurement of cup density. This paper presents additional techniques that have been developed to provide measurement and assessment of bulk explosive products. Techniques applicable prior to detonation include a mobile laboratory to allow on-site chemical and physical analysis of sensitised products and ‘in-hole density’ measurement to monitor the in-hole density during sleep time. Assessment of detonation performance is achieved using detonation pressure sensors. A key issue in maintaining the mining industryÆs social contract to access community-owned resources, is the need to be able to demonstrate professional management of resource extraction and the risk associated with mining hazards. Significant failures such as disease relating to coal dust and asbestos and mine disasters such as Moura, Appin and Gretley have resulted in judicial and legislative interventions that respond to the community outcry but do not necessarily effectively manage the longer term risk in a sector driven by new technology. With the implementation of recent amendments to the Queensland Professional Engineers Act, senior engineers in all industries including the mining industry are required to be registered and to demonstrate that they have æmaintained competency in the practice of engineering in the area of engineering for which the (engineer) is ... registeredÆ. This may be facilitated through a report produced by an æAssessing EntityÆ. These entities are approved by the Minister on advice from the Board of Professional Engineers, Queensland. Engineers Australia and The Australasian Institute of Mining and Metallurgy (The AusIMM) are the two professional bodies approved as æassessing entitiesÆ charged with facilitating successful implementation of the process established by the legislation. The scope of the legislation covers engineering enterprises in Queensland and engineering activities elsewhere that may have been designed in Queensland. There is currently a challenge to determine what the necessary health and safety competencies for the mining industry are and how the maintenance of these competencies will be assessed. The different approaches taken by the two assessing entities are compared and contrasted. At the legislative level, establishing an obligation to assess professional competency is simple, but at the level of the profession, it is new ground that warrants a substantial research and development input. The challenge is to develop criteria by which the quality of such system can be assessed. The comparison is made by considering such issues as equity, effectiveness, efficiency, objectiveness and transparency. These five indicators are considered in terms of how they are applied in other sectors and how they might be applied in the mining sector.
