The principle of personal safety is as old as the human race. The application of this principle to industry is of much more recent origin, and may be said to be almost exclusively the product of the twentieth century. The enormous strides in technique and production mode prior to the turn of the century had been achieved without any real regard for the crippled human by-products of that expansive era. It was accepted that. accidents were inevitable and formed part of the price that must be paid for production. It was not until 1885 that the first Workmen's Compensation Act was passed in Germany making the employer financially liable for injuries suffered on his plant.With awakening social conscience came the first organised efforts to reduce accidents in industry. Early 19th century literature dealing with the development of powerdriven machinery and the growth of industry in Europe contains many references to the unsafe and unhealthy working conditions that accompanied the change-over from the home workshop to the industrial plant. By the year 1900, there were in Germany - and a little later in England governmental regulations dealing with the guarding of hazardous machinery. American industry, now the acknowledged leader in industrial safety, admits freely that when an organised safety movement commenced in that country, there was already a considerable amount of information available to them from European experience. The behaviour of coal in a process is a function of both the coal properties and the processing conditions. In the case of the Loy Yang coal deposit, extensive testing has been undertaken to determine: ò the extent, distribution and structure of the coal resource; ò the variations in properties throughout the resource; and ò evaluation of the behaviour of the coal during processing. This has involved the conduct of an extensive borehole drilling program, backed by geological modelling and material characterisation (chemical, physico-chemical and petrological). Evaluation of the behaviour of the coal during processing has ranged from theoretical modelling, laboratory-scale investigations through to pilot scale and full-scale tests. Until recently, the bulk of the work was directed at evaluating the behaviour of the coal for existing pulverised fuel (pf) firing/steam boiler technology and a high level of understanding has been developed of both the coal resource and its behaviour within these systems. More recent efforts have been directed towards the evaluation of new technologies directed towards cheaper and more efficient power generation using this coal. Loy Yang coal has been evaluated in the following technologies: ò Hydrothermal dewatering/direct coal-fired gas turbine; ò Steam fluidised bed drying; ò Solar drying/densification; ò Briquetting; and ò Gasification.

Regions with extensive reserves of brown coal but with inadequate deposits of hard coal provide a particularly suitable field for the application of brown coal petrology.In fact, this discipline is indispensable where brown coal is to form the basis for high-quality products of upgrading. Both chemical and physical analyses are required in addition to the techniques employed in coal petrology, but it is the macropetrographic and the microscopic investigations that are of decisive and specific importance.Foremost among the methods of upgrading brown coal is briquetting. From the raw materials aspect the biochemical rank of coal (i.e. the type of deposit) and the coal variety (i.e. the lithotype) exert a marked influence on briquette strength. These are also the significant factors in the suitability of a brown coal for high temperature carbonization; here the demands on coal quality are even more exacting if adequately sintered and therefore high-strength lump chars are to be obtained. The principle applies also to the char from low temperature carbonization. There are close relationships between the tar yield and the remission of the coal.The reflectivity measurement therefore provides a rapid method for evaluating the suitability of a brown coal for low temperature carbonization. Similar correlations have been established between the content of extraction bitumen (raw montan wax) and the remission. Petrological investigations show that the quality of the coal bitumen is a function of the type of deposit and of the lithotype.

Steelmakers are increasingly motivated to use iron ore resources with a wider range of grades and mineral types that were previously considered unsuitable or uneconomical for sintering. In this respect, specific issues, which now require further investigation and understanding, include the sintering of ore types with:- overall higher gangue content- elements that cause problems in the steel manufacturing operations- distinctive sintering performance compared with traditional hematite-rich iron ores. Laboratory-based investigations of the sintering performance and the behaviour of gangue impurities during sintering is an important step towards the successful utilisation of these resources in steelmaking.In terms of laboratory-based sintering investigations, there are two generally accepted experimental scales utilised prior to undertaking industrial-scale trials, which include: bench-scale tablet (compact) testing and pilot-scale pot testing. The former has the advantages of flexibility and more precise control of sintering conditions; but it is difficult to simulate the heterogeneity of a sinter bed. The latter, which is carried out in pots with diameters between 150–500 mm, simulate the commercial sintering process and conditions quite well, but is time-consuming and labour-intensive due to operational complexity. It is therefore desirable to establish a smaller scale pot testing facility that avoids the disadvantages of the normal sintering pot but can provide comparable information.To explore the feasibility of small-scale pot testing, a ‘millipot’ facility was established to examine the sintering performance of iron ores and other non-traditional ferrous materials. The millipot has a diameter of 53 mm and height of 400 mm. The facility has the capability to monitor the sintering temperature at a number of locations (axial, radial) within the sinter bed and to adjust the suction (‘windbox’) pressure. Samples of a refractory copper ore were examined to test their response to segregation roasting, flotation, and acetonitrile leaching. Recoveries in the segregation roasting stage were between 60 and 100 per cent, while flotation recoveries varied between 60 and 85 per cent in cleaner concentrates assaying 25-40 per cent copper.The fraction of the copper which could be leached from the concentrate by an acetonitrile/sulphuric acid/cupric ion leach solution varied from 16 to 97 per cent, the lower recoveries being correlated with the presence of sulphide in the concentrate.

In several of the States of Australia, mining on private property has been seriously hampered by the fact that large areas of land have been alienated from the Crown before the discovery of gold or other minerals. In Western Australia this difficultyhas only occurred to a small extent, and has largely been overcome by an act entituled "An Act to Permit Mining on Private Property, No. XXIX., 'October, 28th, 1898." Under this act, the holder of a miner's right can apply for a gold mining lease on private land; such applicant may treat privately with the owner of such land as to the amount of compensation to be paid for surface ,damage, or the case may be brought before the Warden who will assess the damages. Private land used as a garden, orchard, or vineyard is exempt from lease, unless the applicant has authority from the owner, or such lease is limited to a greater depth than 100 feet from the lowest part of the surface.No lease shall be granted of any mines under any private land in any municipality unless either the applicant has authority from the owner, or such lease is limited to a greater depth than two hundred feet from the lowest part of the surface.The same regulation applies to leases of private land on which any hospital, asylum, or public building is situated or under or within one hundred and fifty yards laterally of any...

Analyses of scheelite from all the known scheelite fields in the South Island of New Zealand have shown that the scheelites are essentially molybdenum-free. The scheelites are almost stoichiometric CaWO4, except for some strontium replacing the calcium, with a maximum of 0·92 per cent SrO. Variation in strontium content appears to be' related to the metamorphic grade of the enclosing rocks.

When a collapse in its services shaft caused rapid gas build up and its premature closure in. 1951, the Blackwater Mine at Wiauta was in full production with significant ore reserves yet to be mined. A total of nearly 23 tonnes of gold was produced from the mine during its 44 year life. It was New ZealandÆs deepest underground mine, producing gold from an extensive sub-vertical mineralised quartz reef that averaged 0.6 m in width. Mining was by stoping between adits and short shafts, latterly with the main mine access through the 840 m deep Prohibition shaft. Macraes Mining Company Ltd are presently investigating the possibility of reopening the mine. This paper outlines a preliminary assessment of the main geotechnical factors for achieving the reopening, using recent exploration and old mine information. The greywacke host rock mass in the vicinity of the quartz reef has been evaluated using both these sources, and the paper discusses how the geological structure, intact and rock mass strengths, the rock mass defects, in situ stresses, and groundwater inflows may effect the reopening and support of the prohibition shaft, the excavation methods and support for a new supplementary shaft, and the likely excavation and support requirements for working adits and stopes in the rejuvenated mine.

Grinding of iron ore is an essential step to utilise ore fines for pelletisation needed for DRI units. While preparing iron ore pellets for DRI production, the iron ore needs extensive grinding which is highly energy consuming step causing the process to become non-viable in some cases. In the present paper an attempt has been made to evaluate grinding performance of thermally treated ore compared to normal ore grinding. Such thermal pre-treatment has been found to reduce the energy requirement with lower consumption rate of grinding media. It has been observed that by applying thermal shock the ore is rendered weak with improved grindability. The stresses generated due to thermal treatment may extend existing micro-cracks in the ore and in some cases it may even nucleate fresh cracks. Experimental studies carried out on thermally treated hematitite ore reveals that the heating to 400¦C followed by water quenching can cause a reduction of 45 per cent in grinding energy. Terramin Australia LimitedÆs Angas Lead and Zinc Mine operates in the unique and picturesque environment of Adelaide Hills, 60 km South East of the Adelaide city centre itself. The mine was granted approval for construction by the South Australian Government in April 2007 and the Process Plant was constructed and commissioned in July 2008. This paper outlines the background to the plant design and the approval process given the close proximity to the local town of Strathalbyn, with a major focus on the commissioning learnings from the Concentrator startup for future reference and a review of the operational performance of the Concentrator throughout the first year of successful production versus design and expectations.

Acid producing potential static tests have been undertaken on sample lithologies from New Zealand coal mines, to rank the lithogies into acid producing waste rock and stable non-acid producing waste rock. Results indicated that the main acid producing waste rock in the Waikato coal region are the marine Whaingaroa siltstone and the Glen Massey formations and the main alkaline producing lithologies were the Tauranga group volcanic-derived sediments (A & D) and the Mesozoic basement. Coal ash analysis of 28 samples from 28 mines have also been analysed for reactive S percentage and their base potential has been quantified by the chemical index of alteration (CIA). The results provide mine management in the Waikato Coal region with a classification of problematic and stable waste rock types. XRF and CIA values determined from wash drill cuttings would provide a method of determining waste rock volumes and magnitude of palaeo-weathering underground.

Examples of applicable cost index series are included with values given for the last ten years. The Burra Burra Mine is situated in complexly folded Torrensian dolomites and limestones forming the faulted axial region of a major anticline. The orebody mined was largely of secondary origin and confined between two faults, Kingston's on the west and Tinline's on the east. The orebody occurred at the junction between cherty dolomites and a clastic limestone with a large mass of marble breccia along its western margin. Secondary ore consisted of carbonates and oxides in the breccia and the ore bed and detrital copper minerals deposited as part of a clastic breccia in sinkholes and solution cavities in the dolomites and ore beds.Primary sulphides occur disseminated in the marble breccia and in stratiform habit in the ore bed. Kingston's so-called "lode" may be mineralized marble breccia.The marble breccia appears to be of diapiric or sedimentary origin and there is evidence to support a sedimentary origin for some of the copper sulphides. No igneous rocks have been discovered within 20 miles of the mine and any hydrothermal activities were probably at comparatively low temperature. The possibility of extensive stratiform and disseminated copper sulphide mineralization in the marble breccia and ore bed requires testing by further drilling and geophysical surveys.INTRODUCTIONThe re-interpretation of Burra Burra geology and ore formation discussed in this paper resulted from a comprehensive investigation of the mine and its surrounding district begun in December 1961 and in progress at the time of writing. (February 1963). The decision to investigate Burra Burra was taken after a thorough examination of records and reports of all non-ferrous metal deposits throughout South Australia and was given impetus by a report by Thomson (1963) suggesting a sedimentary origin for the copper mineralization. Although the author does not concur fully with Thomson's interpretation there is no doubt that sedimentary processes have played an important part in the formation of the Burra Burra copper deposit, nor is there any doubt that igneous activity played no part.

General recognition of the potential benefits of utilizing advanced technology has focussed public attention on the organisation of tertiary education. This has produced a situation where opportunities exist for significant changes to be implemented. The challenges to Mining education in this environment of change are analysed with respect to the setting of education objectives, the role of centres of education, course structures and student access to courses. The scope of the analysis includes formal courses for professional education and technical training, and programmes for continuing education and postgraduate research. Previous significant advances in mining technology illustrate the importance of encouraging the establishment of an extensive involvement with mining education. Education cannot be the sole responsibility of professional academic organizations; significant industry participation is essential. Methods of achieving this interaction are discussed. Major changes in techniques available for disseminating information provide a significant incentive to assess the relevance of existing course structures and restrictions on student access to courses. Establishment of a less rigidly progressive system of education is discussed with respect to the development of the full potential of computer based learning. This will expand the availability of mining education to include remote locations. The practical feasibility of such changes and recognition of the value of education as a commercial resource could also increase overseas involvement in Australian mining education. Benefits of such changes and problems that may develop if accreditation systems are not also changed to take account of new technology are outlined.

The theme of this Conference is 'The Future of Mining in New Zealand' to be addressed at a time of deepening economic concern. To ensure the assessment and development of our mineral resources in a competitive, safe and environmentally acceptable way a modest supply of a rare commodity û the professional mining engineer û must be assured. This paper briefly' reviews the history of mining education in New Zealand, discusses relevant overseas academic concerns and actions and discusses recent local trends which have led to a most serious recruitment position in the Department of Mining Engineering at the University of Auckland. Conclusions are drawn and proposals made which may remedy this situation which could have serious economic and sociological consequences for New Zealand.

Sluice box operating practices in Papua New Guinea (PNG), and published work on sluice boxes are briefly reviewed. Some recent work on sediment entrainment mechanisms occurring in sluice boxes have also been described. In the light of this information, some drawbacks in the commonly adopted sluice box operating practices in PNG, and ways of overcoming them, are also highlighted.

Filtration of pulps of varying densities is an essential operation in the hydro-metallurgical production of zinc. The use of filters naturally applies only to the "wet" plants, and in these varying types and sizes are in commission. At Risdon, the Moore suction filter is used for the heavier pulps, except in one instance, where a modification of the Butters-Cassell filter is installed.Filter presses are in general use, and of these, one is a washing unit; the plates, and frames are of cast iron or mild steel, except in one case which is a centre feed press having wooden frames.FILTER DESIGNThe problem of filtration presented itself very early in the history of Risdon and the first developments occurred in what was termed the 250 -lb. plant. Here experiments were made with many types of filters, and as this was the pilot plant on which the design of the 10 ton plant (10 tons of zinc per day) was based, quick decisions were necessary.An Oliver type filter was chosen for the heavier pulp or residue, and a Shriver wooden frame filter press for the lighter pulps.To this day, but with a number of variations, filter presses continue to function unopposed in their particular field; however, the Oliver filter was soon superseded because it was found impossible to wash the filter cake efficiently without repulping; consequently its use was abandoned and the Moore filter adopted.Both- these filters have been modified and developed in many ways to meet the requirements of a zinc plant, but they retain their original basic features.

There are no large rivers in Western Australia capable of supplying water for processing magnetite ores. If sea water is used there are severe corrosion issues and the requirement to wash the concentrates with potable water. If groundwater is used there is a need to treat the water and sustainability is an issue for large projects because of potential drawdown of the aquifer.If sea water is desalinated the cost of the water is high because of the power requirement. At the same time the necessity to conserve water has lead to flow sheets where all of the tailings have to be filtered to minimise the water requirement.Managing the various water qualities and optimising water recovery and quality has resulted in optimising the water balance and issues meeting environmental obligations. Reverse flotation is a critical final step in reducing the silica level in the final concentrate and requires good quality water.

In addressing the need for non-degree tertiary training, let us examine some recent reviews of engineering and geoscience education. The Finniston Report (1) criticised the formation of engineers in the UK and stated that this was largely due to the narrow British conception of engineering as a branch of applied science which militates against an effective marriage between theory and application. It also criticised the system for not giving students sufficient grounding in the synthesis of technical, human and financial considerations within their undergraduate courses. As we all know, this report has led to the restructuring of engineering education in the UK. More recently, a Review of the Discipline of Engineering was carried out in Australia by a committee chaired by Professor Sir Bruce Williams (2). The report stated that: Australia has a fairly good system of engineering education that should be made better. more should be done to develop the communication skills of both staff and students. more attention should be paid to changes in engineering practice and the human element in technology. there is a serious shortage of state of the art equipment in most engineering schools. female enrolments in engineering courses should be increased from the current level of about 7% to 20% by 1997. employers should develop a better understanding of the need for continuing education. staff in engineering schools should develop closer relations with employers of engineers. higher education institutions with engineering schools should give financial and other inducements to staff to increase the proportion of study leave or professional development leave spent working as engineers in the business sector. there is considerable room for improvements in the teaching process and in the development of evaluation schemes for assessing the teaching contributions of staff. In its recent report to the Council of the Institution of Engineers, Australia, the Task Force on Engineering Education(3) makes the following points: managerial, entrepreneurial, professional and interpersonal skills should be introduced and integrated into the undergraduate courses but studied in depth as part of continuing education. the continuing education policy of the Institution should be promoted and strengthened with all engineers required to pursue continuing education. the Institution should develop a comprehensive guide to continuing education available from universities, colleges and other public and private sector organisations.
