The JORC Code lists the three core principles of Transparency, Materiality and Competency as fundamental to how mineral estimates are publicly reported. But where the principles of Transparency and Materiality can be considered conscious choices underlying decisions at the point of disclosure, Competency is a self-declared position statement based on one’s confidence to defend a technical position (as well as the functional pre-requisites of institute membership and a minimum of five years relevant experience).Developing competency in the mining industry is an ad hoc process, generally left to the individual to chart through a process of osmosis from personal work experiences that lead to a sufficient level of confidence. Companies that actually present professional development programs leading to reporting competency are rare. And even once a person has followed a program, there is no specific outline of what constitutes technical competence.No doubt, there are persons signing off on mineral statements who would benefit from developing and/or updating their technical skills (they may not even be aware of unmastered skills). Equally, there are technical practitioners who are sufficiently competent, but lack the confidence to step up and publicly report their estimates. Confidence in one’s own abilities plays a significant role in deciding when one is ready for the responsibility of submitting mineral estimates for public consumption. In addition, a person’s organisational support, such as the availability of suitable peers and professional development programs, and opportunities to learn from a variety of technical projects contribute to developing relevant experience. Increased exposure in both technical breadth and depth enhance confidence in one’s ability and competence.The mining industry provides numerous opportunities through direct and indirect means to develop the competency underpinning a stable reporting code. This paper examines a theoretical framework and associated processes that could be used to examine how the mining industry, companies and individuals collaborate to develop this vague principle of competency. This paper seeks to initiate research with the express purpose of enabling more effective and efficient development of reporting competency in our industry.

Record iron ore prices and a renaissance of infrastructure in the Pilbara have Flinders Mines poised to move from explorer/developer to an iron ore producer. The potential of the company’s Pilbara Iron Ore Project was first highlighted by the announcement of Rio Tinto’s Caliwingina North deposit to the north and the Fortescue Metals group’s Serenity deposit in the southeast. The success of Flinders Mines’ exploration has been based on incorporating landscape studies into an existing geological framework, and using this to understand the iron-rich materials that were emplaced during the Tertiary. The development of the Delta and Eagle deposit resource models highlights this process. There are three main mineralisation styles at the project; detrital iron, channel iron and bedded iron deposits. They have textural and mineralogical similarities with comparative deposits in the region. Gaining an insight into the geological processes unique to detrital iron deposits and more distal channel iron deposits has been important to understanding the geometallurgy of the mineralisation. The model sits comfortably with other regional oregenesis models and allows a contextual framework to be developed around the timing of deposition of the Fe-rich detritus and pisolitic nodules that dominate the deposits. The exploration model also allows Flinders to explore more effectively for bedded iron mineralisation developed prior to, and since the development of the Tertiary weathering landscape.

Achieving relinquishment of mining sites is becoming increasingly difficult, with a study by Byrne (2013) estimating that out of a set of 73 mining and metals sites around the world, less than ten per cent had achieved relinquishment over the last 50 years. The median forecast duration of time allocated for water management in the closure plans studied was approximately ten years, while the reality at the actual sites was a median duration of 22 years to date and growing.One of many challenges in mine closure planning is managing geomorphic stability of stream diversions. The challenge is to be able to demonstrate to regulators and the community that a proposed rehabilitation solution will be stable over the long term.During the mining operations, local watercourses and surface drainage can be diverted and managed using engineered channels and drainage structures. However, during the post-operations stage, the engineered channel and drainage may require modification to a more natural condition that will facilitate long-term environmental sustainability. Achieving geomorphic stability of a diverted watercourse is difficult, with the majority of stream diversions in Australia failing to meet expected design performance (White et al, 2013). Geomorphic stability is a complex process that is controlled by a combination of factors, including hydraulic flow conditions, geotechnical conditions and vegetation.This paper proposes that a fully dynamic and deterministic geomorphological model can be used to supplement the traditional empirical approaches to assess long-term geomorphic stability. The paper provides an overview of the geomorphological models and how they have been applied in engineering studies for forecasting future evolution of stream systems. Fatigue is it the newest buzz word or is fatigue a real phenomenon that is creating safety and organisational risk for you? There is no debate that fatigue is natural, and it affects us all, just like gravity; however, there has been much debate on the severity of its impact in the workplace. For many years the impact was not measurable, hidden out of sight and, quite frankly, written off as the infamous ‘operator error’. Over the last several years, advancements in technology have provided safety and health professionals, sleep scientists, fatigue experts and organisations with the ability to monitor and detect fatigue events in real time, as well as predict and monitor increased risk for fatigue events. Caterpillar Safety Services has assembled an extensive and exceptional set of technologies that will provide the best methods and data to measure the impact of fatigue. Metallurgists frequently use a small number of large samples to characterise expected mill performance, with the a priori assumption that these few samples are representative of the entire deposit. Geometallurgical sampling is becoming more prevalent as a way to use many smaller samples to indicate the expected recovery as part of the Mineral Resource or Ore Reserve estimation.Recent increases in prices for iron ore, together with the potential to produce high iron and low contaminant concentrates, have resulted in a renewed interest in recovering magnetite from banded iron formation and other deposits.Geometallurgical evaluation of magnetite involves approaches to sample preparation, sample analysis and resource estimation that are different from the methods commonly used for haematite iron ore. The magnetite sampling protocol is specific to each deposit, and is typically designed around a specific metallurgical flow sheet.The sampling protocol will typically include the use of Davis Tube analysis. The Davis Tube is a bench-scale test that is used for determining the mass magnetic recovery from a small amount of sample ground to a specific size. The magnetic concentrate may then be analysed and together with the mass magnetic recovery, may be used to simulate the expected mill recovery.During resource modelling, the mass magnetic recoveries and concentrate grades may be assigned to a block model using regressions with other chemical constituents, or may be estimated directly. For estimation of the concentrate grades, a weighting can be applied to account for the different mass magnetic recoveries from each sample and the impact of these differences on the concentrate estimates.This paper presents an overview of the use of metallurgical test data in resource evaluation for magnetite deposits.

The co-mixing of tailings and waste rock involves the intimate blending of tailings and waste rock to create a new material (Co-Mix) with superior physical and hydraulic properties. The new material has a low hydraulic conductivity, low compressibility, high water retaining capacity and high shear strength. Co-mixed tailings and waste rock restrict oxygen entry and water seepage to minimise acid generation and metal leaching. When compacted, Co-Mix materials have low volume change characteristics with respect to total stress and matric suction together with high shear strength. Co-mixed tailings and waste rock may be used to construct cover systems, internal barriers and seals, confinement structures or a full depth waste repository. The theoretical properties of Co-Mix blends are investigated. The results of a laboratory program to characterise the physical and hydraulic properties of co-mixed tailings and waste rock are presented. Various ratios of tailings were blended with different waste rock materials. Hydraulic conductivity tests were conducted at confining pressures ranging between 0 and 400 kPa. The saturated hydraulic conductivity for the Co-Mix materials was found to vary between 4 + 10-5 m/s and 5 + 10-9 m/s depending on blend ratio, waste rock type and confining pressure. These results together with other physical properties show excellent hydraulic and strength characteristics can be achieved for Co-Mix materials.

In todayÆs evolving and globalised world, mining companies are being pressured to move beyond compliance towards long-term sustainability and sustainable development. Companies are expected to æengageÆ communities and measure the success of these engagements without a clear understanding of æhowÆ to do this. This move, away from compliance, develops more of a focus on sustainability and æcommunityÆ social responsibility rather than corporate social responsibility. This shift leads to the development of world-class projects that provide sustainable development for people, reduce the incidence of costly delays, and promote good global citizenship for companies. The process of æengagingÆ communities in mining project design and development leads to sustainable development, a stronger license to operate, and a reduction in social and political risk. To create this mutually beneficial relationship between communities and companies, communities must be æengagedÆ in the project development and risk assessment processes as early as possible, preferably during the exploration or the concept phases. How to create this æengagementÆ and manage this risk will be discussed.

The surface geometry of a rock bolt plays a very important role in the rock/resin/bolt load transfer mechanism. Very little work has so far been reported on the influence of the bolt surface geometry on the bolt/resin interface failure mechanism. This paper examines the behaviour of bolt surface roughness under constant normal stiffness condition in the laboratory. To study the shear behaviour of the bolt/resin interface a series of shear tests with an initial normal stress between 0.1 to 7.5 MPa has been conducted on the flattened bolt surface of two most popular bolt types currently being used in Australia. Bolts with deeper ribs offered better shear resistance at low initial normal stress conditions whereas bolts with shallow and closer ribs offered better shear resistance at high normal stress conditions. The maximum dilation occurred at a shear displacement of 60 per cent of the rib spacing irrespective of the bolt type and depth of the rib.

The first grant of land rights in Australia was pursuant to the Aboriginal Land Rights (Northern Territory) Act 1976. That Act has been at the core of the dispute between land rights and miners' rights. The mining industry believes that the Act, in giving a right of veto to Aborigines with respect to exploration and mining on Aboriginal land, has been responsible for a stagnation in exploration amd mining activity in the Northern Territory. In February 1985 the Commonwealth Government released for public comment its preferred model for national land rights legislation. The model has been opposed by the mining industry because it believes, first, that land rights is a matter which should be left to the States and, secondly, that the detailed mechanisms contained in the model constrain the industry in the manner of the Northern Territory legislation. Aboriginal leaders have opposed the model because it does not, in their view, measure up to undertakings given by the Commonwealth Government and, in addition, it provides for amendments to the Northern Territory legislation which are likely to result in the loss of the Aboriginal veto right. Are land rights and miner's rights compatible? The answer is yes provided all parties, including Governments, are prepared to talk and compromise and Governments recognise that the grant of land rights and any control by the Aboriginal people of exploration and mining on their land is not a substitute for raising the living standards of Aborigines as a significant group of disadvantaged Australians.

The Ranger Uranium Mine is located in the wet-dry monsoonal tropics approximately 250 km east of Darwin in the Northern Territory of Australia (Figure 1). Mining of open-cut ore bodies commenced in 1980 (Pit 1) and ceased in 2012 (Pit 3) and milling and production are scheduled to cease by 2021. At the conclusion of mining and milling operations, mine tailings will be returned to the mined out pits 1 and 3, which must then be physically isolated from the environment for at least 10,000 years (Australian Government 1999). The final landform also needs to have sufficient mitigation measures in place to ensure that areas downstream are not impacted by erosion products from the mine site. The proposed post-mining rehabilitated landform will cover approximately 847 hectares (8.5 km2) which represents an area that has the potential to supply sediment to catchments and streams downstream. One method of reducing runoff and associated sediment is the construction of rip lines along the contour to slow down the runoff velocity and to also trap fine sediment and nutrients in the depressions to assist vegetation growth.CITATION:Saynor, M J and Lowry, J B C, 2018. Numerous recent analyses have shown that future demand for a broad range of critical commodities is unlikely to be met by new discoveries and recycling alone. The only practical alternative source to address this shortfall comes from orebodies which are currently either uneconomic or inaccessible. A common assumption is that a simple rise in commodity price will render these deposits economic. The mining industry has a long history of innovation allowing economic production from increasingly low grade and technically challenging orebodies. Industry “roadmaps” have been produced on a regular basis, with the aim of identifying future innovations which will allow this progression to continue. At the same time, there have been relatively few systematic analyses of the actual range of challenges facing undeveloped orebodies. The aim of this study is to analyse the mix of challenges faced by a group of undeveloped orebodies in order to better understand the relative importance and necessity of innovations applicable to the deposits, with the ultimate aim of determining the relative value and impact of possible innovations to the economic viability of those deposits. With the rapid development of the Chinese steel industry, the strong demand for iron ores has led to huge imports of various iron ores from all over the world. As a relatively new force in the iron ore world and an important raw material supplier, Fortescue Metals Group (FMG) has achieved an annualised production rate of 100 Mt of iron ore fines. Typical blends were designed to simulate sinter blends employed in Chinese steel mills, and to determine sintering properties and metallurgical performance of blends comprising FMG Rocket fines in pilot sinter pot. It is shown that the sinter of typical blends comprising 15 - 20 per cent rocket fines possesses excellent sintering properties and metallurgical performance. With Rocket fines substitution for competitor ores in a typical customer mill blend comprising fully imported fines, the sinter productivity and tumble index increased from 1.45 t/m2h and 62.0 per cent to 1.54 t/m2h and 64.0 per cent, respectively, while attaining similar reducibility index and reduction degradation index at lower solid fuel consumption.CITATION:Zhu, D, Guo, Z, Ooi, T C, Chun, T, Pan, J and Young, J M, 2013. Fimiston Open Pit is operated by Kalgoorlie Consolidated Gold Mines (KCGM) as a joint venture between Barrick Gold and Newmont Mining. Over 110 years of underground mining resulted in the development of nearly 3500 km of underground workings including backfilled and open stopes up to half a million tonnes in size. These voids significantly complicate blasting processes at KCGM, influencing blast movement direction and magnitude. Blast movement monitoring to improve mine reconciliations was identified as an improvement project in the business plan for the geology team in 2008. Following successful trials in 2008 to 2009, blast monitoring and translation of ore blocks were implemented as a permanent grade control program from late 2009 and is now part of the Management Operating System (MOS) of the mine. This paper presents a summary of results from the Blast Movement Monitoring (BMM®) data collected to date. Ore blocks at KCGM are translated primarily using BMM® data. This data is obtained from the BMM® system which measures the movement of a radio transmitter installed in a blast pattern from a preblast position to a post-blast position. The application of the data collected by the BMM® tends to be both mine site and blast specific. At KCGM, an average distance obtained from the BMM® data within a given shot is the primary method used for translation. In the case that BMM® data is unavailable, a theoretical movement vector established from Orica Shotplus with distances gained from the historical BMM® database is used. Data is presented in an ore loss and dilution exercise for a bench undertaken at KCGM to understand the potential effects on reconciliations. Improvements that have flowed from implementing blast monitoring include improved reconciliations when combined with other grade control improvement projects. The increase in liaison between the geology and blast personnel at KCGM has been a significant improvement gained from the implementation of the blast monitoring program. This has allowed a better understanding of blast movement and the effects on ore dilution and ore loss by the mine geology team. In addition, the discussion of blasting tie-in plans between geology and blasting personnel has been improved which leads to more favourable blasting practices that take ore movement into account.

BHP Western Australian Iron Ore (WAIO) operations use a suite of slope monitoring systems which are deployed to operational areas based on the ground control risk. Slope Radars are one system used within WAIO, having recently deployed and integrated a network of 22 radar systems across the operations. The integration required the development of supporting network architecture, infrastructure, virtualised hosting, security protocols and a technology support model. This has enabled data transfer between the physical radar systems located in open pits, to on-site offices, a vendor supported remote control room in Indonesia and the WAIO Integrated Remote Operations Centre for data analysis and monitoring of system and displacement alarms 24/7. The typical technical skillset of a Geotechnical Engineer does not include the knowledge and capability to understand and develop the supporting IT infrastructure required for establishing an integrated radar monitoring network. This paper will provide a discussion of the technology considerations for integrating radar systems and highlight the importance of the developed partnerships between internal geotechnical and technology teams and the external vendor team to ensure a reliable, robust and scalable slope monitoring solution.

Production mine geology must be accurate and efficient in order to reduce risk and ensure that ore value and mining operation revenue are maximised. Present grade control practices are commonly based on outmoded and inaccurate 2D geological mapping techniques where spatial relationships are estimated by eye, sketched by hand and projected to arbitrary reference planes. The 3D mapping approach outlined in this paper integrates 3D photogrammetric imagery with implicit modelling techniques to enable more accurate grade control and reconciliation in underground mines. High-resolution stereo photographs are taken of daily ore development headings. Ore contacts are traced directly on a 2D face photo using a stylus and rugged tablet. Area-weighted face grades are estimated and calculated on mapped 2D face planes. In the office, a 3D photorealistic mesh is processed and georeferenced. 2D face mapping data is transformed into its actual 3D location and true 3D mine mapping is performed by digitising oriented 3D polylines representing ore contacts and other geological features directly onto the image surface. Three-dimensional spatial relationships are fixed, eliminating the projection error of traditional 2D methods. Ore envelope and waste solids are modelled within the closed, drift-round mesh. Volume-weighted ore envelope and round grades, as well as round volume and tonnage, are calculated. Ore/waste classifications, grade, tonnage and per cent dilution are quantified per round, visually assessed in 3D and reconciled with short- and long-term models on a daily basis. Updated geological continuity models provide geological guidance in development headings under geological control and accurate 3D structural and form-line mapping improves definition drilling and stope planning. Three-dimensional imagery provides a permanent detailed survey and geological record of mine workings that can be revisited virtually to reinterpret geological ore controls in light of new observations and insights. In addition images can be used to monitor daily production performance, create training scenarios for miners, engineers and geologists and prepare management presentations. This approach adds value to underground mines by improving the accuracy and efficiency of mine geology practices. Societal expectations about how the industry operates and treats its people will be a key driver in the development of the Australian mining industry over the next 20 - 30 years (Moffat, Mason and Littleboy, 2009). Understanding these expectations will be critical in maintaining what much of the minerals industry calls its 'social licence to operate', or its public acceptance or approval. Yet what constitutes this social licence is poorly articulated, with little published research exploring the concept at a local operational level or at the national level in Australia or internationally. This research aimed to explore the societal expectations of the mining industry in Australia and test a participatory methodology to articulate them. Three workshops were conducted with a sample of 24 members of the 'Australian voting public' to explore community objectives for the onshore exploration and mining industry, and the underlying expectations for how the industry should operate in the future. Qualitative analysis of this data revealed three overarching objectives for the onshore mining industry held by participants. They thought that the industry should: advance Australia's national interests (including social well-being); minimise environmental impact, and; act in a socially responsible manner. Within each of these three key themes, or objectives, a number of tensions were evident in the views of participants regarding the trade-offs they are willing to make to secure economic benefit from mining, as well as the basic conditions for socially acceptable mining. These data provide an insight into the conditions for a national social licence in Australia for the mining industry, and the means for its realisation.

Kalgoorlie Consolidation Gold Mines (KCGM) operates the Kalgoorlie Super Pit open cut, Mt Charlotte underground mine, Fimiston process plant and Gidji Roaster facility for joint venture partners Newmont Mining Corporation and Barrick Gold. In 2004, the Fimiston plant was upgraded by the addition of gravity concentration to the Fimiston and Mt Charlotte grinding circuits, including the installation of a central intensive cyanidation reactor to process the gravity concentrates. The gravity project was justified after detailed analysis demonstrating an expected increase in overall gold recovery of approximately one per cent, in addition to reduced elution costs and reduced gold inventory in flotation concentrate stockpiles. The gravity circuits were commissioned in August 2004, and have since consistently recovered 10 to 20 per cent of the gold present in the KCGM ore, delivering a reduction in coarse gold losses equivalent to 0.45 per cent additional metal recovery and contributing to improved metal accountability.CITATION:Giblett, A, Hillier, D, Parker, K and Ramsell, V, 2012. Underground infrastructure is often a critical component of transportation and utility schemes. It is characterised by long design lives with limited access for inspection and maintenance. The exposure environment can be difficult to assess since it will often vary substantially between different locations in the same facility and with time during construction and in service. In addition, the specific demands placed upon underground infrastructure are not well covered by the exposure classes and other guidance given within current codes of practice. When problems occur they can be difficult to rectify and involve significant disruption.Given these substantial risks the prudent designer may adopt a systematic ‘durability planning’ approach which:· defines the environment and principal deterioration mechanisms for the various elements and construction materials,· predicts the design life for alternative durability enhancement options, and· recommends associated measures to be adopted during construction and in service.This paper describes the development of durability planning within Halcrow, giving examples of its use from its first implementation on tunnels under the Suez Canal in 1993 to recent projects in the Middle East and Australia. It seeks to demystify the process, identify shortcomings and speculate on its future development within the civil and mining sectors.

The detonation pressure of ANFO can be significantly reduced by the addition of low density materials such as polystyrene, bagasse, swadust or perlite. Laboratory and field test results have shown that homogene- ous mixtures of these low density explosives can be produced in a bowl truck and loaded into a blasthole without segregation. The detonation pressure of the mixture can be altered to be more compatible with the material in which it is being used by varying the quantity of low density additive incorporated into the mixture. Field results have shown that these low density explosives can lead to significant cost savings without com- promising fragmentation or production.

Although Western Mining Corporation has been producing high grade nickel ore at Kambalda since 1967, it has only recently become a significant gold producer.The main source of Gold ore has been the Victory Gold Mine located 17 kilometres South of Kambalda.This mine produced small tonnages of high grade gold ore from a sediment horizon within a complex sequence of mafic flows, in the 1890's, early 1900's and 1930's.Today, mining is centred around 2 com-pletely different ore bodies named Victory and Defiance, and involves several different mining methods. This paper describes the Operation's history and gives an outline of the proposed stoping methods.
