The ventilation circuit at the FrogÆs Leg Mine was originally designed to permit mining to progress down to 440 m below surface at a maximum production rate of 500 kt/a, as per the feasibility study. The FrogÆs Leg resource has now been defined down to 640 m below surface at a maximum production rate of 750 kt/a. Tailings operations are inherently reactive as operations personnel continuously contend with a concentrator reject feed (tailings) transient in physical and engineering properties, which places a constant constraint on capital and operational spending. It requires a unique skill set to manage the prescribed distribution of tailings under unenviable conditions. Enter the tailings operator, an oftenundervalued commodity and untapped resource that can provide benefits beyond the rigors of dayto- day operational support. Experience consistently demonstrates that skilled and committed operators can serve a vital function in the safe construction of a tailings storage facility. It takes a village to raise a tailings dam. An important part of this process is establishing a culture of operational accountability and ownership. Operator development training is nothing new. However, we find that many of the intrinsic operator skills are left unexploited, and an operator's experiential knowledge base and creativity are commonly overlooked and underutilized. With proper training and guidance, these skills can be harnessed, contributing to safe dam operations. Operator engagement, when properly facilitated, provides tangible benefits ranging from improved tailings engineering properties to reduced closure costs. One important benefit is helping transitioning tailings management from reactive to proactive. There are many processes involved in the reactive to proactive transition process. One element of that process includes engaging operators in the tailings management process and facilitating legacy ownership. The core of operational legacy ownership is measured and described using five-stage operator engagement rubrics. Levels of operator engagement are presented with a description of the incremental benefits of each stage. An important part of legacy engagement is providing the tools to operators necessary for managing the tailings. Therefore, the approach identifies specific methods used by operations personnel to control tailings distribution and in-place properties. The end goal of leveraging operator engagement is to facilitate committed ownership and transition tailings management from an inefficient, reactive process to an improved, cost-effective, proactive practice.

PT Freeport Indonesia recently completed preproduction development and construction of the Big Gossan underground copper and gold mine, located in the Ertsberg mining district of Papua, Indonesia. Production has commenced with an expected ramp-up to full production of 7000 tonnes per day in 2012. The Big Gossan utilises an open stoping mine method with paste backfill.In order to deliver ore to the mill, which sits in a valley above the ore deposit, an underground production shaft and hoisting facility was designed and constructed as the key component of ore haulage. The design and construction of the Big Gossan shaft posed many challenges to the project team. Available shaft design and construction expertise were limited as this was the first shaft of its kind in Indonesia and the project was undertaken during a time of high industry demand for new shaft systems. Construction resources were also limited due to the remote location and competition with existing, producing mines for these resources and skills. The project also taxed the ability of Freeport to provide services and resources to this as well as their other projects.Completion of the Big Gossan shaft was a milestone in PT Freeport Indonesia’s plan to fully transition ore production to the underground environment in this decade.This paper deals with the various challenges faced by PT Freeport Indonesia and shaft contractor, PT Redpath Indonesia, during the construction of the Big Gossan shaft and offers suggestions to improve future shaft projects of a similar nature.

In a visionary move, the Planning Commission and the Ministry for Planning in Western Australia decided to invite three extractive industry quarry operators, local government councils and State Government departments (Minerals and Energy, Environmental Protection, South West Development Commission) to contribute jointly to study the impacts of blasting on areas surrounding basalt quarries in the Bunbury region of WA. The results of the study will help establish suitable zones in which land uses will be controlled under a proposed Greater Bunbury Region Scheme and in local planning schemes, to minimise conflicting land uses. This paper discusses the blasting program conducted to characterise and model the vibration behaviour of the rock under the effects of pilot-scale and full production blasting, and highlights some of the benefits achievable when a thorough blasting impact program and assessment is conducted at the planning stages of land-use establishment.

With a focus on safe productive tonnes, there has been an ongoing drive to increase the productivity of the mining fleet across BHP Billiton. In response, a team from the Iron Ore business was formed to review all aspects of the end-to-end drill and blast process and to challenge conventional practices that limit production efficiency. As a result of the outcomes of this work, a number of initiatives were identified to improve operational practices that have also delivered significant cost savings.One such initiative was to increase pattern size to a minimum of 1 Mt where practicable, thereby creating ‘megablast’ as a new standard across all mines. To achieve blasts of this size, the team had to overcome the complex problem of integrating wall control into the megablasts.With traditional blasting techniques, the key strategy, which is also historically inefficient but was thought to be integral to having stable, safe walls, was to utilise the trim blasting/modified production blasts technique (ie narrow blasts along the pit wall designed to ‘peel off’ the material while minimising the effects of vibration and charge confinement on wall integrity).Small traditional trim patterns comprise three to four rows of production holes and one or two rows of batter/buffer holes of reduced diameter that require the firing face to be completely exposed before blasting. This is an extremely slow process that requires a lot of resources for very little tonnage while adding additional expense to the final cost per tonne.This paper will show how the megablast approach was developed to control damaging vibration and confinement effects, flyrock and fragmentation while having the largest possible blast that includes wall control. The new practice is based on a theory that involves the initiation point and control row being the second row of holes from the pit wall itself. Adjusted charges in vented batter and buffer holes help to achieve an optimal toe design, and at the same time create a zone of broken ground that absorbs damaging vibrations formed by the attached production blast of any size, whether it is a straight wall or a multi-angled complex pit shell design.Using the new style of blasting has allowed an increase in the size of the patterns from an average of 300 kt to over 1 Mt whilst maintaining pit wall integrity. Case studies will be presented showing drill, charge and tie-in designs with the presentation having additional blast videos, including overall shots of blasts and in-close footage of what happens behind the blast at the crest of the planned catchment berm.The paper will also demonstrate the flow-on effect of using this style of blasting to reduce operational costs associated with other downstream processes, such as the reduced requirements for pattern preparation, an increase in productive digging, reduced maintenance costs and a decrease in fuel burn for equipment.CITATION:Green, B, 2015. Geomembrane (GMB) liners are being used more frequently for the storage or capping of mine waste due to stricter regulatory requirements relating to environmental protection. The longevity of any liner system will be a function of environmental conditions, design (including materials selection), construction and condition monitoring during operations or closure. Based on experience and case studies, this paper presents a review, from design to handover, of some of the smaller and often overlooked details that can have significant impacts on the performance of the GMB and the project overall.The topics covered will include approaches to selecting and testing GMBs to ensure they are suitable. Design considerations to aid installation and quality assurance during construction. Understanding action leakage rates and the consequences of leakage when it creates whales. In today’s mining environment the use of heavy mechanical devices and other high-tech electronic devices like two-way radios, cellular phones and even automated mining systems, form a vital part of the daily operations of a mining site. These human-made devices and some of the naturally occurring events, like lightning and gamma radiation, can have negative effects on electronic detonators and the associated control equipment.On larger mining operations the necessity to move the point of safety for blasting further away from the blast area, introduced remote firing via radio frequencies for electronic detonator systems. Other influences on electronic detonators can be abuse or ignorance. To ensure the safety of the end-user, an electronic detonator must be resistant to some common mistakes that users can make. One of main concerns here is resistance to static discharge or incorrect wiring. Despite the daily use of electronic detonator solutions, scepticism and concern still exists amongst those who believe the system raises the risk of a premature initiation of the blast through some form of interference trigger.This paper will help users understand how electronic detonators and the associated control equipment protects itself from external influences. Focus will be on protection schemes to counter static and over-voltage discharge and methods to ensure protection of secure wireless radio links and detonator communications. With well engineered communication systems and solid static and over-voltage protection, an electronic detonator system can be more reliable and safer than other detonator systems. The following main points will be discussed:what makes a detonator an electronic detonator,static electricity and over-voltage protection,the general influence of electromagnetic energy on the detonator,the influence of lightning on detonators,the protection of radio communication’s links as used by remote firing equipment, andthe safety protection features built into remote firing equipment.

"Automated mining systems are increasingly being seen as a key requirement for a productive mining operation in the future. The importance of an integrated communication network infrastructure to support such systems is growing.This paper outlines the introduction of automated mining systems in large conventional mines as well as their growing role in block cave mines currently operating or being developed. The paper will then focus on a case study of how the communication infrastructure is fundamental to the operation of such systems and explain why the resultant communication networks require much more than just increased bandwidth (data capacity) to properly support the automation system within the overall mine operation.Mining operations already embarking down this road are discovering that the required network must be based on a true enterprise level architecture to not only enable the mine’s current plans for remote and automated mining, but also provide a scalable and integrated platform for future developments and requirements. In 2015, MMG Limited commenced further action to improve operating margins and establish a blueprint for future growth in the Australian environment. This action was taken in the context of weakening metal prices and high input costs that arose during the Australian minerals boom.MMG was formed in June 2009 following the purchase of the majority of assets of OZ Minerals Limited by China Minmetals Corporation (CMC) through its subsidiary China Minmetals Non-ferrous Metals Co Ltd (CMN).Since formation MMG has been implementing a business model to deliver a standard way of operating. The overarching purpose of the business model is to enable fast integration of acquired assets to realise improved productivity and performance. CMN established MMG as a vehicle to reach their growth targets through further development or acquisition of mineral assets in jurisdictions external to mainland China.The business model is underpinned by the MMG operating model. The operating model defines how MMG is arranged to deliver the company strategy.This paper describes the application of the operating model to the formation of the Australian operations into a single business unit from multiple stand-alone operating sites. The development and impact of the business model on MMG’s performance is also presented.The extension of the operating model to the Australian operations has led to improvement in safety performance, direct costs and productivity. These improvements have been achieved through reducing duplication, simplification of systems and rapid deployment of improvement initiatives.The successful implementation of the operating model to Australian operations strengthens the platform for further growth. Establishing a robust geotechnical instrumentation and construction monitoring plan is one of the keys to the successful delivery of the world’s largest soft-ground bored tunnel in Seattle, Washington. The paper describes and provides a return of experience on current and best practice for monitoring tunnelling projects in urban areas. The owner’s contractual approach is discussed to highlight the flexibility of the design-built contract in achieving equal or better solutions by allowing for the use of innovative technics. Special attention is given to the management and involvement of third parties (building owners, utility owners), including the public, to overcome all challenges faced during the installation of the monitoring system in downtown Seattle for over 1000 instruments. The authors often see problems on mine sites that are due to insufficient feedback between technical discipline silos as the realities on the ground fail to inform the models and plans used to drive resource exploitation. Resource modelling, reserve definition, life-of-mine planning, short-term mine planning and scheduling, mine operations and beneficiation operations are all processes that inform each other, but in many instances feedback between these processes occurs in an ad hoc way and only after problems have come to light.Universal reconciliation uses a multidisciplinary approach across the entire mining value chain to identify both opportunity and loss of value and to maximise operational performance. This paper will look at the operational effectiveness of universal reconciliation and will outline the important elements that make it successful, including how to map out the detail underpinning modelling, planning and execution processes. We do this by documenting the physical processes, logical work practices, organisational roles and responsibilities, data origin and quality, working assumptions and information management practices at an operation. The results quickly show how misinformation and assumption causes suboptimal decisions to be taken, where inefficiencies exist and what the opportunity is to remedy these issues.A universal reconciliation study opens up an opportunity for stakeholders to reassess how the operation should be run and how operational effectiveness should be measured. Clear envelopes for reconciliation become obvious and questions about the practicality and data quality can be addressed.A reconciliation code of practice is a key element of a successful universal reconciliation project and the authors outline the important aspects that will provide an operating model, showing the effectiveness of the resource and reserve modelling, the practicality of the mine planning and scheduling practices, how well the mine operations team are executing these schedules and how effective the processing area is given what it is fed. Most importantly, a system that allows operations time to react before the losses become systemic and that is based on identifying early warnings from hard data when these processes start to wobble is outlined. The discovery of the Cuffley Lode at Mandalay Resources Costerfield Operations provided an opportunity to extend mine life via mining the offset depth extension of the previously worked Alison Mine. Access from the existing Augusta Mine placed the initial Cuffley underground workings at approximately 250 metres depth from surface. As the new orebody transitioned towards production, a secondary means of egress needed to be established. The depth of the initial capital development presented a challenge in establishing a secondary means of egress that could be confidently relied on. The availability of land to locate a surface shaft collar further reduced available options and geotechnical drilling further limited suitable shaft locations. Time limiting factors such as permitting and having a secondary means of egress in as soon as possible, further highlighted that an innovative secondary means of egress was needed. A consideration of using an emergency gig lowered by a suitable sized crane supplied by an external crane contractor was investigated and found to be a suitable outcome. This Emergency Gig was deployed via the Cuffley Return Air Raise. When trialled, the emergency gig was found to provide a reliable, repeatable extraction method with an acceptable level of risk. Issues discovered during such trials further improved the process to a point where this extraction method became the adopted secondary means of egress for additional lodes that existed at depth. When assessing possible methods of secondary means of egress, the use of a third-party crane and custom designed and fabricated emergency gig should not be discounted. Where a crane can be sourced within an acceptable timeframe, the emergency gig extraction method provides a reliable safe and cost-effective means of secondary means of egress, especially when multiple shafts are to be developed. Local laws may negate the ability to employ such a system, although it is believed with good communication and well-constructed risk assessments, this system can be safely deployed.

Mining project developers are committed to taking on all the challenges and obligations of financial risk management. It is interesting that our current models of project finance have not changed markedly in principle for some 700 years, yet the rules which prepare the way for effective project assessment and subsequent loan management still do not seem to be well understood by project or corporate developers. Probability and gravity fill the opposing trays of the golden balance of financial risk. Understanding the relationship between these opposing, but intimately related elements is critically important for successful risk management. It is important to move beyond the qualitative approach and use quantitative methodologies to measure the financial impact of the occurrence of each major risk. We live in a world where the only constant is change and thus it is not surprising that a bankerÆs life is still governed by assessing, measuring and pricing risk. Banks are attracted to funding well managed companies with strong cash flow projects. But we are more risk averse compared with the credit appetites of late last century. This attitudinal shift has resulted in tougher term sheets for the early 21st century, encompassing more conditions, warranties, undertakings and stronger cash sweep provisions. Banks require well balanced portfolios to achieve an acceptable spread of risk, thus there is a more restricted market for small company lending than that available to large multi-project corporate entities with less concentrated risk profiles. Because of this focus, junior company debt finance remains comparatively expensive and especially so for more challenging geographical and political environments.

An integrated and dynamic water balance and water quality model for a proposed base metal mine has been created using the GoldSimÖ software package. The model was initially developed to address the water quality of the Tailings Management Facility pond and how pond discharge would potentially affect downstream water quality. However, due to changing project objectives, the modelling has expanded over time through an iterative process to encompass the full mine site and all receiving environment water quality. The model results have been used as part of the mine planning/design process but are also intended to be used for the environmental impact assessment and permitting process. The model has been built to allow for changes to input terms to be readily made as additional data becomes available. The model results serve as a prediction of water quality and the potential project impacts to the receiving environment water quality. This paper presents the process by which data from a wide variety of sources was used to construct the model and how the model results were used to guide development of a conceptual water management plan. In addition, the role of the model in establishing proposed discharge criteria will be highlighted. The model has been delivered as a fully functional application with the intent that the end-user can be other than the modeller, the development of this aspect shall also be covered. The Rio Tinto (Mount Bruce Mining Pty Ltd) Koodaideri Iron Ore Project is located approximately 110 km north-west of Newman in the Pilbara region of Western Australia. During detailed ecological studies of the project area, a significant maternity roost (containing around 430 individuals) of the Orange Leaf-nosed Bat (OLNB) (Rhinonicteris aurantius) was discovered within the boundaries of the proposed mining area. The OLNB is listed as Vulnerable under the Commonwealth Environment Protection and Biodiversity Conservation Act 1999 and is listed as a Schedule 1 species under the Western Australian Wildlife Conservation Act 1950.With a good understanding of blast vibration attenuation in the Pilbara’s different geologies and in the absence of other known studies, it was considered that appropriate buffer distances between mining and bat colonies were not scientifically determined. Therefore, to inform the environmental approvals process that was underway, a series of seismic blasts was planned to assess and measure the sensitivity of the OLNB to trial-sized seismic blasting activities to develop a more scientifically based buffer zone for the protection of the OLNB. This was to be achieved by testing ground attenuation of the site and measuring any response from the OLNB to the firing of seismic charges. Rio Tinto sought the independent expertise of ecological consultants to evaluate and participate in the work to quantify the level of sensitivity of the bat colony and to outline the proposal to government authorities.After detailed risk assessment and project mapping, the seismic blasts were implemented, with the aim of firing individual charged and measured vector peak particle velocity (VPPV) at the OLNB roost cave, combined with monitoring OLNB disturbance activity within the roost that was invoked by the blasts. A series of six charges were fired with the VPPV ranging from 0.66 mms-1 to 18.70 mms-1. The OLNB activity was monitored using high frequency microphones, which detect bat calls emitted during flight. Under daytime conditions, the bats would normally be dormant, so the null hypothesis was for no calls to be detected if the bats displayed no disturbance behaviour. This work has improved understanding of mining activities (blasting) on the OLNB species, assisting in establishing mining exclusion zones that are based on scientific data, contributing to a sustainable future for both the environment and the mining industry.CITATION:Martin, D, 2015. Conditions encountered at a recently completed brownfields mining project provided valuable insight into, and development of, techniques for working in and around known underground mining voids in an open cut environment. The careful application of underground blasting principles to a pit environment and successful excavation whilst maintaining appropriate stand-off distances were two primary areas of innovation enabling the success of the project.Mary Mac Hill is a gold deposit situated less than 2 km south-west of the town of Laverton, Western Australia. It is owned and mined by Crescent Gold Limited. Previous underground mining by various other mining companies has left an extensive network of underground horizontal development, subvertical stopes and shafts, some of which daylighted at surface. This was identified as potentially posing substantial risks, which would prevent the application of conventional mining methods. Two major stopes were located under a hard banded iron ridge topped by a peak of cap, connected variously by narrow drives and vertical development. Due to the proximity of the first of these stopes to the surface, its dimensions and governed by procedures and advice provided by externally engaged engineers, Crescent Gold could not access the area of the ridge immediately overlying the stope using conventional open cut mining methods. This was the first of many hurdles surmounted in mining this deposit.The following report outlines how the challenges this geometrically complex deposit presented. Solving these problems enabled the team to mine the contained gold ore to a completed design, without subjecting personnel or mining equipment to harm due to a void breach incident. This paper outlines the numerous complications and difficulties Mary Mac Hill posed and explains the strategies developed to overcome them. Work health and safety duties around Australia include duties to manage psychosocial health and safety (mental health) of workers engaged by businesses or undertakings and of other persons impacted by the operations of the business or undertaking. Persons conducting a businesses or undertakings must develop systems of work and policies and procedures for ensuring, so far as is reasonably practicable, the safety and health of workers and other persons. Officers have a duty to exercise due diligence and to ensure effective systems are developed, implemented and resourced. The developed systems will only be effective with worker’s co-operation and engagement. The duties placed on workers by work health and safety laws are an important part of the safety matrix of obligations. Supervisors and Leaders are workers and they play a critical role in delivering health and safety outcomes. To deliver these health and safety outcomes with respect to psychosocial safety Supervisors and Leaders need to understand their obligations and have a framework to use to assist them in understanding what workers require and what steps need to be taken to meet their duties. They also need to take steps to assist those workers that they supervise to meet their duties.

The gravity-induced stirred mill such as the TowerMill is an energy-efficient grinding solution used in secondary, tertiary, and regrinding duties in the mineral processing concentrator. The interest in this technology is emerging, with more than 300 mills installed globally in various grinding duties and commodities for the last 30 years. Although the technology is matured, there are still opportunities for improvement and the development of new knowledge to improve its circuit energy efficiency and reduce water consumption. Recent studies show that a combination of stress intensity, ore hardness, slurry density, and mill feed configuration can be used to evaluate the performance of the grinding circuit. A recent pilot-scale TowerMill test work at various stress intensities shows that a lower operating work index and size-specific energy were achieved at higher agitator tip speed and using medium size grinding media. These outcomes were confirmed through several site trials. A smaller 17 mm grinding media has reduced the operating work index and size-specific energy by 18 per cent and 11 per cent, respectively, compared to the 20 mm in a magnetite concentrator. Moreover, the conversion from top feed to bottom feed configuration has reduced the operating work index and size-specific energy by 13 per cent and 37 per cent, respectively. The circulating load was reduced by 34–38 per cent, leading to a reduction in the dilution water consumption in the hydrocyclone feed sump by 20 per cent. A variable frequency drive offers flexibility to change the stress intensities on the TowerMill, where a 35 per cent reduction in specific energy was achieved when the ore became soft. This paper explores the potential design and operating strategies that can be implemented to enhance the energy efficiency, reduce water consumption and reduce CO2 emissions in the circuit and finally evaluate its impact on the total cost of ownership.

The past 100 years the mining industry can be characterised by a focus on increasing financial returns often to the detriment of social, human, manufactured and environmental capitals. Despite the sustainable development principles promoted by the International Council on Mining and Metals (ICMM), the Equator Principles and the African Mining Vision, which should have enhanced project promoters’ ‘licence to operate’ within a host community or nation, the industry has often failed to integrate proven innovations and best practices that enhance sustainability outcomes for mineral resource projects. This failure has led to delays, the abandonment of projects, with value destroyed for promoters, governments, host community and investors.The paper will outline the application of proven innovations, Enterprise Optimisation (EO), and Sustainable Operations (SUSOP®), during the pre-feasibility phase of a project. By determining the value of each capital before and after the application of proven innovations, the presentation will outline how and where value can be created across all five capitals over the life of a project or operation.The paper will demonstrate how the application of proven innovations significantly transforms the value-proposition of a mineral resource project or operation by generating additional value across all of the five capitals, reducing project risk, thus generating value for all stakeholders.CITATION:Jones, M, 2015. "Investors and other stakeholders assessing the risk, opportunity and relative value associated with a resource project need to appreciate the project in its correct context. Errors, omissions, biased reporting or conflicting information in project reporting may lead to a misinterpretation of technical and financial results, resulting in biased estimates or assumptions on project value.This paper provides a simple ‘Resource Project Framework’ for presenting a project’s status that may be readily benchmarked against other similar projects and to illustrate the stages required to advance the project outcomes to higher levels of certainty. The framework draws on definitions and guidelines readily available in various resource industry reporting codes and public company reporting requirements.The framework assesses three key areas for placing a resource project in its correct relative context, namely:the project development stagethe confidence in the Exploration Results, Mineral Resources and/or Ore Reservesthe level of accuracy, precision and confidence in the technical and economic studies supporting the reported results or options for the project.The application of the Resource Project Framework is illustrated using two project examples, one from publicly reported company project releases and the other for two development projects.CITATION:Noppé, M A, 2016.
