"The flotation processes of the Niobec Mine have been affected by a seasonal loss of recovery and a significant increase in reagent consumption over the past few winters. This paper discusses the problem-solving methodology that was used to identify the root causes, to develop solutions and to implement changes that resolved the problem to restore the process to summer-like conditions year-round. Mainly, it was found that the process water was contaminated by phosphates ions, which adversely affected the carbonate pre-flotation, and caused detrimental effects on the subsequent niobium flotation. The phosphate ions were being generated by the process itself, but were consumed by algae in summer conditions. It was determined in laboratory studies that concentrations as low as 5 ppm were enough to affect the circuit and that the multiple additions of process water throughout the circuit was worsening the effect. Also, temperature was found to have an impact on the reagent performance. The performance of the plant was restored by implementing a natural treatment of our process water with a simple cost-free rearrangement of our circuit streams. In addition to that, our extensive geometallurgical program was used to provide ore to the plant restricting phosphate generation in the process. Also, a modification of the collector was developed and introduced in the carbonate pre-flotation that provided improved performance during the periods of low pulp temperature.INTRODUCTION Niobec is one the three major global producers of niobium presently in operation. Situated in the Saguenay-Lac-St-Jean region of Quebec and in operation since 1976, the site produces ferroniobium (FeNb) to be used mainly in High Strength Low Alloy (HSLA) steel, which is known to have better mechanical properties than carbon steel. The Niobec operation consists of an underground mine, a concentrator and a converter plant. The concentrator concentrates niobium-bearing minerals, mainly pyrochlore and columbite, to produce a high-content Nb2O5 concentrate which is then converted to FeNb in the converter plant by an aluminothermic reaction. The Niobec concentrator flowsheet, which has gone through many expansions and optimisation over the years, consists of grinding, desliming, flotation and leaching steps. The flotation steps are numerous, sensitive and difficult to operate due to the non-selective nature of oxide mineral collectors. Thus, the pyrochlore concentration process at Niobec still faces many challenges and is constantly going through periods of continuous improvement."

THIS paper discusses testing and quality control of milled asbestos fibre. It has been composed with the intention of: (I) Summarizing past, present and probable future methods of testing and classifying the various grades of commercial asbestos produced by the Quebec asbestos industry. (2) Acquainting those unfamiliar with the methods used for evaluating, testing and controlling the grading and the quality of Quebec chrysotile asbestos fibres with some of the physical and chemical procedures currently used for that purpose. (3) Discussing some of the complications facing the producers, such as variations in the orebody and special requirements of asbestos manufacturers. ( 4) Detailing some of the present quality control methods. SUMMARY OF PAST, PRESENT AND PROBABLE FUTURE TESTING METHODS Past During the first years of production of commercial asbestos in the Province of Quebec, fibre testing and quality control were based principally on dry screen analysis and visual inspection. In spite of the fact that mining has been more or less active in the northern part of Vancouver island since the late 'nineties', there seems to be a remarkable lack of information regarding the nature and development of the region. Recently the operations at the Old Sport mine of the Coast Copper Company, Limited, and spectacular copper discoveries in the vicinity of Nimpkish lake, have directed the attention of the mining fraternity to the district. The writer spent the summer of 1929 making a reconnaissance examination of the general geology and mining properties of the area between Quatsino sound and Nimpkish lake, and he feels that a short paper describing the nature and mining possibilities of the region should be of interest at this time. A more detailed account of the ?geology and of the mining properties will be published in the forth- coming Summary Report of the Geological Survey. A short paper dealing with the Nimpkish Lake district was presented at the Annual Meeting of the British Columbia Division, held recently in Vancouver.

It pro-vides employment, directly and in-directly, for three quarters of a million people. Since the Second War, the value of mineral production in Canada has tripled. Economists forecast that over the next 15 years its value will triple again. Canada is a basic and leading supplier of nickel, iron, copper, zinc, lead and uranium. It is also a major oil producer, leads the world in the production of asbestos and in five years will be the leading producer of potash, a basic constituent of fertilizer.It can be seen that Canada's wealth and economic progress lies in being a primary producer of economic minerals and in building secondary industries to manufacture finished products from these raw materials. Canada's future in the field of mineral production looks bright, with our resources just starting to be tapped. Outside of the large expanse of Soviet Russia, we are by far the world's most fertile mineral exploration area."

Determining moisture content and rate of flow of a solid product make measurement and control of dryers unusually difficult. This paper de-scribes a method of accomplishing this with readily made air-temperature measurements. The system can cope with changes in feed moisture and feed rate. It does not measure solids temperature. The system's application to several typical rotary dryers is described, and control schemes using feedforward techniques are explained.

It is estimated that China accounts for 94% of the world supply of rare earths (Roskill, 2011). This fact, together with the impact of China?s export policy, poses a substantial risk to the security of the rare earth supply as well as a rare earth price risk. This situation has motivated an increase in the number of rare earth projects under development, i.e., there are currently more than 440 worldwide (Technology Metals Research, 2012). However, economically and environmentally acceptable processing technology to produce tradable products from rare earths (e.g., separated rare earth oxides) is not freely available on the market at the moment. In this respect, a lot of research and development has been initiated on this topic, in academia as well as in industry. Using a proprietary model and scenario-based analysis, we studied the impact that the development of rare earth processing technologies would have on the rare earth market and the economic feasibility of rare earth projects mentioned before. The analysis showed that this impact varies depending on the technology type (e.g., technology can affect project production volume, cost structure or both) and the legal context of the invention (e.g., free or limited by patenting availability of a new technology). The effect of a technology which influences project production volume is not the same as of a technology which changes project cost structure. The impact of a patented processing technology differs from the impact of a processing technology which is freely available on the market. In the case of a new technology which is limited by patenting, its impact depends on the market position (?producing?, ?next-coming?, or ?not producing? project) of the patent holder. The paper contributes to existing research by studying the dependence of the expected micro- and macroeconomic impact of rare earth processing technology developments on the properties of a new technology (e.g., costs, legal framework etc.). By this means, the paper adds to existing knowledge and attempts to make the rare earths market more transparent and predictable from a perspective outside China.

Introductory At the Annual Meeting of the Institute, held two years ago, I had the privilege of presenting a paper on Recent Mineral Discoveries in Western Quebec. In it were pointed out the areas favourable for prospecting in that section of Quebec adjoining the mining camps of northern Ontario; the discoveries that ?had been made were recorded; and some of the developments up to that date were reviewed. Since then, two full years have elapsed, during which a considerable amount of serious work has been performed with such results that western Quebec has today six properties about ready to mine commercial ores of gold, copper, and zinc. These results have been brought about after large sums of money had been invested to bring the district to a producing stage. A smelter has been built, and is already producing copper; two railways have extended their lines into Rouyn; and the Provincial Government has shown faith in the future of the district and has spent large sums of money in the building of highways and for other public works. The purpose of the present paper is to review the developments of the last two years, and the work that has been performed in various spheres of activity in that section on western Quebec covering the county of Abitibi and the northern part of the county of Temiscamingue.

I am sure that there are many others besides myself who would be very interested to learn how the sizes 0-3 and 3-13 microns were obtained. * * * Mr. Del Davis, Mill Superintendent, Flin Flon Concentrator, on behalf of the authors of the paper, has kindly sent us the following information in reply to Professor Haultain's enquiry. Sub-Sieve Sizing by Sedimentation Procedure (As used by R. J. Digney & J. E. Ryan, 1940) Fractionation of Sub-Sieve Sizes General Method: A 1,050-gram sample of the material was pulped to 3 liters; 10 c.c. of sodium silicate and 0.2 grams of Na2C03 was added and thorough agitation given for two hours previous to settling. The material was assumed to consist wholly of particles of the same density as the most abundant particles. The time required for a particle of the upper limit of the lowest size-range to be separated, to fall a specified distance was calculated according to Stokes Law. The pulp was poured into the settling apparatus and, when the calculated time had elapsed, the suspended material was drained. The settled sediments and the process repeated until no more suspended material was obtained. The next larger size fraction was obtained in a similar manner, using the settled sediments which had been stripped of all smaller sizes as above. The fractions were arbitrarily set at 0-3, 3-13, 13-23, 23-33, and 33-43 microns (43 microns = 325 mesh).

Carbonate-rich rocks occur at several localities within the Flin Flon volcanic sequence of the eastern Amisk Lake area. The rocks occur in two areas: as a group of small occurrences on islands within Amisk Lake and as two much larger linear belts running parallel to the regional structure east of Amisk Lake. Mineralogically, the rocks consist of talc and Ca-poor ankerite with occasional graphite. Segregation of these minerals and colour variation impart a well-defined planar fabric to the rocks and where the units are fairly continuous (e.g. Mosher Lake), their trend and attitude suggests a concordant relationship to the volcanics. Major and trace analysis of22 samples confirms the presence of two types, with one type being represented in each of the two areas. Most of the elements studied can be used to characterize the two groups, but three elements in particular give a clear separation: Mg, AI and Ni. Recalculation of the major element analyses, on a water and carbonate-f ree basis, indicates that one group (large concordant bodies with high MgO, high Ni and low AI20.J is altered ultrabasic material of peridotitic or dunitic composition. Because no relict igneous material is observed, and the contacts are apparently very sharp, it is possible that the hydration-carbonization process occurred simultaneously with intrusion, .in a closed system. The other group (small occurrences with relatively low MgO, low Ni and high AI203J represents alteration of basaltic rocks. AIthough some analyses suggest the introduction of calcium, as carbonate, along with the volatiles, the major oxides have remained remarkably stable during the alteration process(es).

"Sam Goosly prospect, 22 miles southeast of Houston, B.C., was discovered in 1967 through geochemical reconnaissance. Soil sampling interpreted with respect to an east-to-west ice movement led to drilling targets.Mineralization is in a window of rocks thought to be Hazelton Group surrounded by Tertiary volcanic rocks and intruded by two stocks separated by about one mile. A westerly quartz monzonite stock is dated 61.1 m.y. and an easterly gabbro-monzonite complex is dated 52.5 m.y. The Tertiary volcanics are trachyandesites shown by the B.C. Department of Mines and Petroleum Resources to be in part extrusive equivalents of the gabbro, and they overlie Hazelton rocks uncomformably. Copper-molybdenum mineralization is sparsely developed in the westerly stock. Silver-copper mineralization forms an elongate west-dipping slab between the stocks in Hazelton rocks, which are continuously pyritized. The gabbro stock is not mineralized, but some dikes related to it are slightly so. Tertiary rocks are pyritized, but are not known to carry copper-silver mineralization. Hazelton rocks are divided into a lower conglomerate, an intermediate pyroclastic unit and an upper mainly sedimentary unit. They form a west-facing homocline. Coppersilver mineralization resides in the pyroclastic unit, mainly in a massive dust tuff through which are lenticular units of lapilli tuff. Well-mineralized rock is typically a breccia of light fragments in a dark chlorite-sulphide matrix. Sulphides are pyrite, chakopyrite and locally pyrrhotite, with very minor tetrahedrite, s phalerite and other sulphosalts. Rock alteration is predominantly a pervasive pyrite-sericite type, with widespread tourmaline, scorzalite, gypsum, ankerite and traces of fluorite. The most evident control of the copper-silver mineralization is the gross parallelism, over a strike length of 1.5 miles, to Hazelton strata, particularly a massive dust .tuff unit. In detail, mineralization crosscuts bedding and there is no appreciable banding within sulphides . A strictly syngenetic origin is untenable, but some initial concentration in a volcanogenic environment with subsequent modification by thermal processes seems likely."

Materials for construction of equipment used in hydrometallurgical plants are selected based on a combination of their ability to perform as required in aggressive process environments as well as their cost. As a material of construction, fiber reinforced plastic (FRP) has been shown to provide equal if not improved durability relative to alternative materials such as corrosion resistant alloys at a considerably lower cost. This is particularly true in the case of equipment used in acid leaching processes for copper, cobalt, nickel and rare earth elements. The selection and extensive use of FRP over alloys in new hydromet plant construction in North and South America illustrates this advantage of FRP effectively. This paper will compare corrosion performance and cost of plant equipment fabricated with stainless steel alloys and FRP made with Epoxy Vinyl Ester thermoset resins. Real world case histories for FRP piping, storage tanks, extraction vessels, and electrowinning cells combined with laboratory based corrosion studies will be reviewed to demonstrate how FRP materials are selected for hydrometallurgical equipment.

"THE OBJECT of these notes is to initiate a discussion among the members of our Institution on the connotation of the term 'ore', and to arrive, if possible, at an acceptable definition of the term in the light of its current use by our leading mining engineers, metallurgists, •and geologists.The majority of •authors of well-known modern text-books on subjects dealing with mineral deposits define 'ore' in words which convey the meaning that it is an aggregate of minerals from which one or more metals can, under favourable conditions, be extracted profitably.Many eminent members of the Institution, and of mining and metallurgical institutions in other countries, consider that the term should not be restricted to metalliferous mineral •deposits but can also be applied correctly to certain non-metallic deposits. They believe that the growth, during the twentieth century, in the industrial importance of non-metallic minerals, and the progress made in the mining and the milling of deposits containing such minerals by methods similar to those used for metalliferous mineral deposits, no longer justify the academic restriction of the term to deposits worked for their metal content only."

A simple, easily constructed apparatus suitable for the zone refining of iron and other reactive materials is described. After eight passes at one inch per hour, the iron produced showed a marked drop in hardness to 49 Brinell. In addition, an arbitrarily -defined recrystallization temperature was lowered by about 35°C and the rate of grain growth greatly increased. CERTAIN materials, of which iron is one, are so reactive that they cannot be zone refined in any known container without becoming contaminated. For such substances, the floating zone method ( 1) may be used. In this method, the specimen is supported vertically in an inert atmosphere and the molten zone supports itself by its own sur-face tension. The method was first applied to silicon (2) and has since been used for other reactive metals such as zirconium and titanium. "THE HOLLINGER MINE has been producing gold and by-product silver almost continuously for forty-eight years. The value of current production is $10,000,000 annually from one million tons of ore. Its management •has, particularly over the past decade, increasingly . concerned itself with the problem of profitable operation in a time of steadily rising costs and a fixed price of gold. At one period in the life of the mine, before World War II, production resulted in yearly profit margins that were stable and relatively thick. In winning gold from a series of inconsistent vertical ore lenses, operating management was much better protected than it is today against a general rise in cost or dip in grade of ore. The tissue-like thinness of present-day margins demand more careful handling. A sharp rise in costs, if protracted, could easily rip the tissue to shreds and close down the business. The counter-measure of raising grade and gutting the mine would bring on the end perhaps more rapidly, without having contributed much to the recovery of our national re-sources, nor to community welfare. The alternative is to keep costs under control."

This paper will deal with on-site maintenance welding using the stick electrode, electric arc process. It is primarily concerned with the underlying principles, the application of which, or the lack of such application, governs the success or failure of the operation. It will discuss first the base metal or item to be welded, including the field identification of its weld-ability and the determination of the procedures to be followed. Second, it will outline heat effects and the interrelation between heat applied as part of a welding operation and heat deliberately applied as part of a heat treating cycle, stressing the fact that in welding the same basic principles are effective. The third consideration will be weld metal and its control of both composition and properties. Last, but not least, distortion, shrinkage and residual stress will be considered and practical means for minimizing their adverse effects outlined.

ALBERTA has been generously endowed with oil, natural gas, coal and water power, thus giving power producers a wide choice in the type of plant and fuel which can be used. Therefore, with such a variety of energy sources to choose from, why was coal selected as the primary fuel at Calgary Power's Wabamun steam plant? This part of the paper will cover the circumstances that led the Company to decide in favour of coal. The second part, to be presented by C. F. Doerr, will describe how the Wabamun coal mine has been developed to supply the large fuel requirements of the power plant. Before considering the Wabamun plant, we require a general under-standing of? the Company's electric system and load. Power is fed into a 5,100-mile high-voltage transmission grid from eleven hydroelectric plants and from the Wabamun steam electric plant. Two papers recently published on the subject of mine ventilation: "The Theory of Ventilation," by Douglas Hay. and "The True Effect of Natural Ventilation in Deep Mines," by Robert Clive, form the first and second reports respectively of the committee on the Ventilation of Mines appointed by the Midland Institute of Mining Engineers. The purpose of the present paper is to draw attention to these two papers and the discussion thereon. The theory of ventilation as taught in our schools is based on Atkinson's formula, which is a variation of Chezy's formula for the flow of water in pipes. The formula depends on two assumptions : 1. That air is an incompressible fluid within the limits ordinarily encountered, and; 2. That the pressure required to produce ventilation varies as the square of the rate of flow. The Atkinson formula has been assumed to hold good over the entire range of conditions met with in mines.

Methods of Coal Preparation Fundamentally, the object of coal preparation is to increase, economically, the value of a fuel by making it more suitable to the uses of the consumer. This can be accomplished in three major ways: 1.Screening or sizing 2.-Mixrng or blending 3.-Cleaning By combinations of any or all of these methods we can prepare coal to meet standard specifications-a process of standardization which is the more desirable the more nearly it approaches the unvarying quality of packaged goods, where the package you buy today and tomorrow is the same as that you bought yesterday. It should be noted that it is readily possible to get good cleaning and still have poor preparation because of faulty screening and mixing, and, on the other hand, it is possible to get a passable grade of cleaning, combined with good screening and mixing facilities.

The Uranium Province of Lagoa Real is located in the mid-south region of Bahia State, Brazil. Uranium is the only mineral wealth, occurring mainly in the form of uraninite. The region has been searched for uranium since 1971 and 35 anomalies were detected, distributed over 1200 km2. Seven are now taken as deposits, accounting for reasonably assured resources of 100.000 tons of U3O8. This paper describes the geological aspects of the area, the exploration and mining activities done so far by the state company INB and the perspectives for the near future, when a raise in the country?s uranium demand is expected.

Given a promising claim and the required financial backing to develop it, the first problem that confronts the mine operator is usually the selection of the necessary compressed air plant. The size and type of drive are questions that naturally follow, the former being determined largely by the amount of money available and the speed with which it is desired to carry on the programme of development. The type of drive, such as electric motor, steam or oil-engine, depends on local conditions and has an important bearing on the cost of operations. ns. Few prospective mine operators are fortunate enough to locate claims within the service radius of electric power-lines, although this is more likely to happen nowadays than formerly. In the majority of cases, however, some other form of prime mover is necessary. When wood or coal are available at moderate cost, a small steam-driven plant is usually chosen. Such plants are often arranged so that they can be converted to electric-drive should future developments at any time make this desirable. Many plants of this type are installed in northern Ontario mines. When wood or coal are costly or difficult to transport, oil-engine driven mining plants have many advantages in their favor, and are now quite commonly used. Oil in some locali-ties is considerably cheaper than wood or coal, and is much easier to transport over bad roads.
