"The objective of this paper is to describe the potential impact of inter-provincial competition f or new output capacity on the Canadian potash industry. It will be shown that the ramifications of such actions are potentially severe, especially since the potash industry is one of the few non-fuel minerals in which Canada purportedly possesses a significant degree of market power. More specifically, the paper addresses the impact of possible expansions in New Brunswick, Manitoba and, perhaps, Saskatchewan. The findings suggest that such initiatives could result in substantial excess capacity and the dissipation of monopoly rents. In summary, given the market structure of the industry, it is unlikely that the employment and economic effects associated with industry expansion will offset the loss in national welfare attributable to rent dissipation.IntroductionThe objective of this paper is to discuss the potential impact of inter-provincial competition for new output capacity on the Canadian potash industry. "This paper outlines the scope and applications of 'COALMOD', the British Columbia Ministry of Energy, Mines and Petroleum Resources' computerized financial simulation model for coal mining developments. After a description of the computer system and language of implementation, the logic and scope of current model sub-routines are presented. This is followed by a presentation of examples on the current applications of the model to public policy evaluation, including benefit-cost analysis, fiscal analysis and evaluation of the effects of public infrastructure investments made in support of mining projects.IntroductionThis presentation has been developed in response to a number of requests from coal mining companies and various public agencies who have indicated interest in understanding our application of contemporary analytical techniques to public policy in the coal sector. "The New Pascalis property is situated in Louvicourt and Pascalis townships, about 200 km east of Val d'Or, Quebec. It is made up of 38 claims under option to SOQUEM since August I, 1981 during which time SOQUEM has earned a 60% interest. The property is underlain by archean basaltic volcanics that have been intruded along the west boundary by the Bourlamaque batholith, and by north -trending dykes.The 1982 disco very is related to the re-evaluation of a 1931-gold showing located in the southeastern part of the property, a combination of the presence of a weak IP anomaly at the eastern end of the showing and overburden stripping at that location, resulted in the discovery of a mineralized diorite dyke.The dyke, which strikes N 20 ° Wand dips vertically , has intruded E-W striking agglomerates. The dyke contains south dipping, gold-hearing quart z-tourmaline-pyrite veins that are distributed in a ladder-type arrangement. Visible gold may he observed in drill core, and is generally associated with pyrite porphyroblasts.Diamond drilling has outlined th e dyke for a strike length of 300 11/ and a width of about 10 m, Result s of this drilling indicate, to a depth of 155 m, reserves of 834 000 metric tonnes grading 8.25 g Au/t un cut or 5.38 g Au/t cut to on e ounce. However, four deeper holes have added depth extension to 400m. Also, west of the dyke and within 150 m, other promising gold values have been intersected within quartz-tourmaline veins associated with other parallel dykes."

"As a monitor of the processes involved in the formation of granitoid mineral deposits the coherent group behaviour of the rare earth elements (REE) actively reflects changing fluid characteristics. For example, in the porphyry environment, magmatic-hydrothermal fluids produce potassic alteration with strong enrichment in the light rare earth element s (LREE), reflecting their high pH, low fluid/rock ratios, and the dominant role of CI- complexing in metal (i.e. Cu, Au) transport. With increasing fluid/rock ratios and decreasing pH accompanying the progressive involvement of meteoric fluids (and the production of propylitic, argillic, and phyllic alteration) anionic species such as F - and CO, 2- become important in metal (e.g. Mo, W,) transport through complexing, and their activity in the hydro thermal fluids is illustrated by mobilization of the heavy rare earth elements (HREE).The relative involvement of CI- versus F - versus CO32- in metal transport in other granite-related systems can also be monitored through REE behaviour. Hence granitoid tin-tungsten mineralization and associated greisenization typically exhibit heavy rare earth enrichment and evidence the importance of F' and CO32- in metal transport. Similarly, heavy rare earth element enrichment in hydrothermal uranium deposits can be related to the transport of uranium as carbonate complexes. REE are widely accepted as powerful tools in the study of rock petrogenesis, but their use has been neglected in the investigation of mineral deposits. The recognition of the systematic variation of REE distributions in granitoid mineral deposits suggests that the application of REE geo chemistry, particularly when integrated with fluid inclusion and isotope studies, can provide (1) an effective method for identifying the physicochemical controls of metal transport and (2) a useful criterion for elucidating metal distribution."

Investment in warehouse facilities to serve U.S. customers and exploration of opportunities for intermodal distribution through the Great Lakes and the Mississippi River system have maintained individual producers' position in the highly competitive domestic market.Export sales through Canpotex have been bolstered by utilization of CIDA funds, Exp ort Development Corporation financing guarantees and other innovative payment plans which enable heavily indebted developing countries to maintain the import levels which are necessary for their agricultural development.IntroductionPotash is the general term applied to various potassium salts both natural occurring and commercially derived. The most common of the commercial product s are potassium chloride, potassium sulphate and potassium magnesium sulphate. The potassium content of potash is measured in units of K20 equivalent. The common grades of potassium chloride produced for agriculture average at least 60 0/0 K20 compared with approximately 50% Kp for potassium sulphate and 22% for potassium magnesium sulphate."

"The largest Canadian Lamella thickener installation to date, with 13,600 square feet of effective clarification area, is being successfully operated at the Rocanville Division of the Potash Corporation of Saskatchewan. This paper describes the operational principles and design features of the Lamella thickener, the testwork leading to its specification f or the Rocanville phase two expansion project and a review of the performance of the full- size unit which was ultimately installed.IntroductionThickening equipment operating in the Saskatchewan potash industry is generally situated within the main refinery building or a separate insulated an d he a ted structure due to the harsh winter climate and the need to closely control plant brine temperatures to en sure good flotation circuit performance Because these thickeners process large volumes of slurries, conventional basin-type designs tend to be large, ranging up to 46 metres in diameter or more. As part of the general effort to minimize capital costs, the potash industry has begun investigating the use of alternate high capacity, compact thickener designs. In this regard, PCS Rocanville undertook a program in 1978 to evaluate a LamellaTM thickener and one other type of ‘High Rate' thickener as alternatives to a conventional design for the phase two expansion project.This paper describes the operational principles and design features o f the Lamella thickener (manufactured by Axel Johnson lnc.), the testwork leading to the specification of a Lamella for the Rocanville expansion project and are view of the performance of the full size unit (1486 m2 of the effective settling area) which was ultimately installed and is now successfully operating in the Rocanville plant."

The chemical composition of the asbestos tailings from different mines in the Eastern Townships of Quebec are fairly uniform in composition. The serpentine minerals antigorite and chrysotile form about 85 to 90 per cent of the total. Iron oxides add another 7 to 10 per cent; magnetite represents about 70 per cent of the oxides. Chromite is present in amounts of about 0.5 per cent. The average contents of elemental magnesium, iron and nickel are 23, 6 and 0.25 per cent respectively.

"This paper is based on work done by the authors in a study of the structural features at a quarry excavated in Chazy limestone on the Island of Montreal. Observations on failures on the quarry walls and benches were recorded, and back analyses of small-scale failures were carried out, thus enabling an assessment to be made of the in-situ strength properties of the rock. Using this information, and data from shear tests in the laboratory, the authors made an analysis of the stability of the south wall of the quarry.IntroductionQuarrying, and excavating for foundations, in the Montreal area involves the removal of million s of tonnes of rock on an annual basis. Even when compared with the quantities mined at major open-pit mining operations, the production figures are impressive. At present, for example, crushed stone is produced at almost 20 quarrying operations either on, or near, the Island of Montreal. The annual capacities of the larger quarries are in excess of one million tonnes each. Lesser, but still substantial, production is achieved at the smaller quarries.Excavations, for foundations , especially during periods of peak construction activity, must also involve large quantities of rock . The writers, however , are not able to produce an estimate of the actual annual tonnages originating from excavations."

This study examined the effects of pH and sulphate concentration on the surface charge and stability of alumina and pyrite dispersions. The relationship between these properties was investigated using measurements of electrophoretic mobility and settling velocity. The maximum aggregation for both minerals was observed near the iso-electric point (iep) where the force of repulsion is at a minimum. Aggregation decreased at pH values away from the iep, where an increased surface charge causes electrostatic repulsion between particles. Zeta potential data revealed that sulphate ions were adsorbed only on positively charged surfaces for both minerals. Adsorption of sulphates on the alumina surface increased aggregation by reducing the surface charge from >+25 mV to close to zero. These results indicate an electrostatic bonding of sulphate ions to alumina surface. Preliminary results on the interaction of pyrite and sulphate ions indicate a similar response.

Grinding with an electrochemically inert grinding media (i.e. high chrome white iron, or Magotteaux’s Duromax® alloys) shifts the pulp potentials to more oxidising conditions, increases the dissolved oxygen content and reduces the EDTA extractable iron concentration when compared with milling with electrochemically active grinding media (forged steel). These changes in pulp chemistry produce cleaner particle surfaces, reduce reagent consumption and increase concentrate grades and recoveries. This paper presents a robust laboratory test program that is able to not only demonstrates these effects but also provide an indication of the magnitude of the improvements that are possible. While laboratory studies are interesting, the proof is in the pudding! So, the paper provides an overview of plant trials conducted at a number of operations around the world, including: Newcrest’s Cadia Operation, Oz Minerals’ Prominent Hill Mine and Glencore’s Ernest Henry Mine. These successful plant trials clearly demonstrate that selection of the right grinding media alloy will yield savings in grinding media consumption and reagent consumption as well as increases in revenue through improved copper, gold and molybdenum recoveries. INTRODUCTION The key to a successful separation in mineral processing is the preparation of particles with adequate liberation under the correct pulp chemical conditions. While the importance of liberation on flotation separations is generally understood and well documented in the literature (Johnson, 1987; Jackson, Sutherland, Gottlieb & Quittner, 1989; Young, Pease, Johnson, & Munro, 1997; Greet and Freeman, 2000), the importance of pulp chemistry is more nebulous, particularly with regard to the impact of grinding media. Extensive work examining the electrochemical interactions between grinding media and sulphide minerals has been completed (for example, Iwasaki, Reid, Lex & Smith, 1983; Natarajan and Iwasaki, 1984; Yelloji Rao and Natarajan, 1989(a); Yelloji Rao and Natarajan, 1989(b)). Broadly, these studies indicate that most sulphide minerals are more noble than the grinding media used during comminution, therefore a galvanic couple between the media and the sulphide mineral(s) exists, which increases the corrosion rate of the grinding media. The corrosion products of the grinding media, iron oxy-hydroxide species, invariably precipitate on to the surfaces of the sulphide minerals thereby affecting their floatability (Johnson, 2002).

"A mine evaluation method based on the use of a computer program that models mining with an open-ended dynamic program is presented in this paper. It is demonstrated with an example how the method is applied, how some of the decision variables are related in the particular industrial environment and how these decision variables affect the economic benefits of mining.IntroductionTwo distinguishing characteristics make mining a particular industrial environment: exhaustible resources of a given ore deposit and heterogeneousness of the ore grade spatial distribution in the ore deposit. These characteristics, inflation, uncertainty and cyclical price variations which greatly affect estimated cash flows also contribute in rendering difficult the evaluation of the economic outcome of mining at the preliminary planning stage.Decision variables and their ranges are associated with the mine plan; basically, they include choices of the mine's nominal capacity (mining and milling), the sequencing of mining through the deposit, the ranges of possible production rates and cutoff grades, and the stockpiling policies. The mine's nominal capacity must be decided at the planning stage, but this capacity choice must take into account flexibility to modify other decision variables as mining commences and uncertainty resolves.Although it is generally accepted in discounted cash flow analysis that the sequence of mining must proceed from the richest to the lowest-grade stopes (with correspondingly ajusted cutoff grades), this may not produce optimum benefits when cyclical price variations are considered.Mining rates and cutoff grades can also be adjusted to changing economic conditions, taking into account the limited resources of the ore deposit. Thus, when prices are thought to be in the trough of a cycle, production can decrease to preserve ore for expected greater future profits. When prices rise, mining rates can increase possibly even over the mine's nominal capacity. In both cases, the machinery's effectiveness shall not be-optimally utilized; this will be reflected particularly by the variations in the concentrator's metal recovery and the concentrate grade output."

"The presently increasing world-wide interest in advanced ceramic materials is generally focussed on their exploitation in both structural and functional applications. With the opportunity to engineer microstructures and thereby closely control and tailor the final properties, there are many new applications being made for these materials in both areas.The scope and some of the applications for functional ceramics are reviewed and examples of the present Canadian activity in this field are discussed.BackgroundThere has been progressively increasing international interest in the development and exploitation of ceramic materials in the last five years. The stimulus for this interest arises from several quarters, each of which are independent of the other.• There is a growing awareness of the strategic nature and vulnerability of supply of the raw materials used to produce high performance metal alloys.• The metal alloys are reaching the upper temperature limit for their performance as structural components in engines.• The dramatic increase in oil prices during the late 1970s focussed attention on the need for reduced consumption in many sectors, i.e., there is a need for more efficient engines that operate at higher temperatures - above those tolerated by the present superalloys.• A number of ceramics, especially the structural materials such as SiC, A120 3, AI20rSi02, Si3N4 and the Sialons are produced using non-strategic raw materials and they can exhibit startling performance-auto turbo-rotors are in production mad e of Si3N4 that operate up to 190000 rpm at 600°C, 150000 rpm at 900°C.• Ceramic s are generally of lower density - significant in the weight-reduction of automobiles such as the replacement of a 20-kg five-segment steel leaf spring with a single segment carbon-fibre reinforced unit of 3 kg. • Ceramics also offer major ad vantages in generating, monitoring or controlling the electromagnetic spectrum whether in bulk or thin-film devices that exploit optical, magnetic, pyroelectric, piezoelectric, electronic and I or ionic conductivity characteristics.The opportunity to combine several of these char acteristics in a single material by composition, processing and microstructural design has resulted in an advanced ceramics industry that had world-wide sales in 1980of $4.2 billion (U.S.)(I) and is predicted to grow to sales in the range $7 to $10 billion by 1990 and $16 to $24 billion by the year 2000(2). "Kidd Creek Mines primarily employs sublevel blasthole stoping for underground mining operations. During pillar recovery in No.1 Mine and panel mining in No.2 Mine, the free standing fill exposures may reach a height of 100 m or more. Consequently, a competent consolidated rockfill has been required to fill the mined openings.Since 1976, a total of more than fifty stopes and pillars have been filled with over four million tonnes of backfill. Fill exposures, up to heights of 100 m, have stood up well after blasting adjacent to the backfill.The fill material consists of a graded aggregate, Portland cement and ground slag. Sand has been occasionally mixed in the fill material to serve as avoid filler. The aggregate is prepared in a fill crushing plant, transported underground through raises, and hauled to the filling stopes by conveyors in No. 1 Mine and by trucks in No.2 Mine.Two mixing methods are currently in use. No. I Mine utilizes the free fall of gravity; the fill materials are sprayed with cement slurry as the aggregate departs from the conveyor into a mixing culvert. The other is the use of a rotary mixer on a batch basis in No. 2 Mine.This paper describes the fill systems, filling operation s, and the backfill quality control practice, together with various testing results related to improving fill quality as well as reducing fill costs.IntroductionThe Kidd Creek minesite, located 27 km north o f the city centre of Timmins, Ontario, produces 4.5 million tonnes of copper, zinc, lead, and silver ores annually from its No. 1 and No.2 underground mining operations. Both mines employ a sublevel blasthole stoping method."

The Corbet deposit is one of 17 proximal Cu-Zn massive sulfide deposits located. within the Noranda Cauldron which occurs within the core of the Noranda Volcanic Complex. The deposit is located at the top of the Havrian Formation, the lowermost formation of the 3000 m thick Mine Sequence; the deposit has Yielded 2.75 M tonnes of ore grading 3% Cu, 0.96% Zn, 2.06 g/t Ag and 1.0 g/t Au. The multi-lens Corbet deposit formed within a 250 m wide crater that occurs within a localized breccia pile. The Corbet breccia pile was constructed by explosive magmatic and hydrovolcanic eruptions localized along the south flank of a larger andesitic shield volcano that formed during the waning stages of Havrian volcanism. The breccia footwall of the deposit allowed unfocused and widespread hydrothermal discharge that resulted in the development of a large area of chlorite and fringing sericite alteration that exceeds, by six times, the size of the sulfide lenses and represents a significant exploration target.

"The Ontario Geological Survey completed a regional till sampling project between 1984 and 1988 in the Black River Matheson (BRiM) area of northeastern Ontario. The project was designed to aid mineral exploration in the area by documenting the Quaternary stratigraphy and by providing a database of till geochemistry. This paper summarizes the results from the sonic overburden drilling component of the BRiM project carried out in areas of thick drift (> 5 m). Results from till sampling in areas of thinner drift (<5 m) have been presented in a separate paper. Approximately 1100 till samples were collected from 225 sonic drill holes. For each sample, the non-magnetic heavy mineral (>3.3 S.G.) and fine (-250 mesh) till fractions were analyzed geochemically and visible gold grains were recovered by panning.Gold and other multielement geochemical data were plotted using proportional symbols to highlight anomalous areas and to demonstrate how to evaluate and interpret a very large geochemical dataset. Thresholds for identifying anomalous concentrations of Au in till samples, defined using the 95th percentile, are 1500 ppb and 12 ppb for the heavy mineral and fine fractions, respectively. The heavy mineral fraction of older ti1ls and to a lesser extent, Matheson Till, display a number of significant gold anomalies in the study area, which in a few cases, are associated with base metal anomalies. The vertical position of gold anomalies in Matheson and older ti1ls varies from directly on bedrock to several meters above the bedrock surface and can provide information of relative ice transport distances."

"A growing environmental awareness hos prompted the mineral industry to seek innovations in waste management and technology. It is estimated that over 500 million metric tonnes of solid waste each year are rejected by the Canadian mineral industry. This waste hos to be disposed of in the most environmentally and economically acceptable manner.An extensive study has been conducted to estimate the cost of implementing total tailings fill from a waste disposal point-of-view as an alternative to large-scale surface disposal of tailings. The cost of waste disposal at the surface (tailings pond), and underground (total tailings fill) for three Canadian mines which have taken part in Quebec Mine Survey conducted in 1992 are analyzed. Surface disposal is the most economical and common method of mine waste disposal in Canada. Total tailings backfill as a method of waste disposal is technically feasible but cannot be regarded as more economic than surface disposal in all . It is important to remember that while surface disposal costs are rising, due to tighter legislation and more environmental pressure on governments; the costs of preparing and placing total tailings backfill is still falling as the technology improves."

"Abstract - The lipid component in hydrothermal deposits of the Logachev vent field, at 14°45_N of the Mid-Atlantic Ridge (MAR) and Broken Spur vent field, at 29°N of the MAR, was studied. Biochemical, gas chromatographic (GS), and molecular mass methods (GC-MS) research established the mixed nature of the organic matter (OM) including phytoplanktonogenous, chemosynthesized lipids, and lipids of questionable origin. Specific local conditions around the sulfide ores of the black smokers (absence of free oxygen and presence of reduced copper, which prevents OM degradation) facilitate the preservation of biogenic material, including bacteria. The main differences between the lipid compositions of the hydrothermal deposits of these two vent fields relate to the variable nature of hydrothermal circulation systems.At the 14°45_N vent field, high-temperature hydrothermal fields are forming due to the reaction of sea water with upper mantle ultrabasic rocks during serpentinization (a deep hydrothermal circulation system). High pressure and temperature (>400°C), a reducing environment and the presence of various metal oxides are favorable for the abiogenic synthesis of CH4 and oil hydrocarbons (HC). At the Broken Spur vent field, hydrothermal deposits are forming above axial crust magma chambers due to the interaction of sea water and basalts (an axial hydrothermal circulation system). Abiogenic synthesis of HC also occurs in this situation, but to a considerably lesser extent."

The McGill Bubble Size Analyzer, with the original image-capturing device (digital video camera), has a proven record for measuring bubble size distributions that are relatively narrow, such as in mechanical cells with frother. However, some problems arise when dealing with bubble size distributions characterized by a bi-modal shape and wide range of sizes such as found in some flotation columns. To measure wide bubble size distributions it is necessary to increase both the resolution to image the small bubbles and the viewing area to include the large bubbles. This can be done using a digital still camera: digital still cameras can have higher resolution than the digital video cameras currently used and with the proper lens the viewing area may be increased without resolution loss. The digital still camera approach was used to measure bubble size distributions in flotation columns at different operations in Chile. A comparison with typical bubble size distributions generated with mechanical cells is presented.

"The nature and distribution of the inorganic components and the concentration of certain environmentally sensitive elements, such as, As, Sb, B, Hr, Cd, CI, F, Mo, Pb, S, and Se, or elements detrimental to the utilization by industry such as B, Na, P and S are very important in determining coal quality. The concentration of elements in coal is controlled by the following factors: (1) frequency of occurrence of partings; (2) nature and habit of occurrence of minerals in coal; (3) environment of coal deposition; (4)rank; (5) geological setting; and (6) weathering.Selective mining of coal can reduce the input of undesirable elements such as As and S by eliminating the part of the seam which is enriched in these elements. IntroductionCoal is a sedimentary rock of plant origin and consists of two components: an inorganic component (minerals) which is formed by influx of clastic sediments into the coal-forming environment and also by activities of groundwater, and an organic component (macerals) which is formed from plant debris deposited in the original coal-forming environment. However, coal is a generic term with a broad range of utilization characteristics. A coal that is attractive for use in one market - such as generation of electricity (combustion) - may not necessarily be acceptable for use in another, such as for production of coke (Davis, 1978).The elements in coal are associated with both macerals and minerals. The elements associated with coal macerals, such as C, H and N are termed elements with organic affInities. The concentration of elements with organic affmities (including B, Br, CI, F, I, S, and Mg) often decrease with increasing ash content of coal (Nicholls, 1968; and Finkehnan,1982). FIgure 1 shows such a trend for chlorine. Some of these elements may also be incorporated in coal maceral as very fine mineral grains (Finkelman, 1982). The elements with organic affmities are often volatilized during combustion and carbonization of coal and emitted in the vapour phase. Emission of some of these elements (C, 0, Br, N and S) is of major environmental concern (Lim, 1979)."

"Recent engineering advances in open pit rock mechanics have resulted in improved pit wall slope design and improved operating procedures in the event of a major wall instability. At the other end of the spectrum, on the scale of single bench failures, considerable discretion is left to the mine operators as to how potential problems are handled. The usual alternatives are either to operate with caution beneath potential hazards, or try to bring the unstable rock down. In specific cases it may be advantageous to attempt to stabilize rock structures for reasons of access and operating safety.A t the Brenda Mines open pit a prominent structure on the north wall had caused recurring bench-scale wedge failures when exposed on each mining level. In spite of operating precautions a shovel was hit by a rockfall causing significant damage. The first section of this paper describes the investigative, design, and stabilization methods which permitted subsequent mining beneath the structure to proceed without incident. Emphasis is placed on the personnel and equipment resources available at the mine site which were used to minimize costs and which would be available at most operating mines.The second section describes an ongoing research project that utilizes radio telemetry to transmit slope monitoring data. As part of this project the wedge structure was instrumented so that it could be continuously monitored with the aid of a computer. The application demonstrated the potential of &apos;micro- chip&apos; technology to remote data collection and processing as related to rock structure monitoring, slope stability and safety."
