A Bureau of Mines investigation identified no mineral deposits in the Lost Creek RARE II area. Sand and gravel has been mined from alluvial flood plain deposits just outside the RARE II boundary. An oil and gas lease application which includes the eastern portion of the RARE II area is pending. Abundant basalt in the area can be crushed and used as aggregate; but it could not compete with similar deposits in more favorable locations, or with cheaper substitutes such as volcanic cinders or sand and gravel which are available outside the study area closer to major markets. No indication of coal or geothermal energy resources was found. INTRODUCTION Location and Access The Lost Creek RARE II area encompasses 8,300 acres (3,400 ha) of Lassen National Forest in north-central California, about 20 mi (30 km) north of Lassen Peak. The closest city is Redding, California, 50 air mi (80 km) southwest. Peripheral access is provided by State Highway 89 passing near the western RARE II boundary (fig. 1). The Pacific Crest Trail traverses the western margin of Hat Creek Rim adjacent to the eastern boundary of the area.

An earlier Bureau of Mines report4/ reviewed and summarized all reports of investigations dealing with the coarse grained pegmatites of the Black Hills of South Dakota to dune 1951. It was proposed, and the hope was expressed in this report, that future progress in the development of the technology of the mining and beneficiation of the pegmatite deposits would be rapid enough to make it possible to issue annual progress reports. Although notable progress has been made in the treatment of pegmatite material, it has not been rapid enough to justify annual reports

An investigation of the possibility of improving the grinding characteristics of a gabbro ore containing copper and nickel sulfides via a thermal shock treatment technique has been carried out. The results obtained indicate that the breakage characteristics of the gabbro are particles can be significantly improved by preheating the are particles to a temperature around 400°C followed by rapid water quenching. For a given power input and feed size, the thermally treated material produces a product of much finer distribution than the untreated material. An assessment of the improvement in grindability has been made by calculating feed size selection functions for untreated and heat-treated materials.

This chapter presents an overview of fatal and nonfatal injuries reported to MSHA during 1986-1995. Reportable injuries follow the criteria for reporting specified in 30 CFR 50. These criteria are listed in appendix A. The data used for these analyses came from the MSHA accident, injury, and illness data closeout files for the years 1986-1995. The MSHA data are described in appendix A and methods used in data analysis in appendix B. There may be slight discrepancies between the figures presented here and other presentations of MSHA data for the following reasons: (1) injuries to nonemployees have been excluded from analysis; and (2) injuries identified by MSHA after the files were closed out are not included. Within the MSHA data, there are differences in reporting requirements for operators and contractors. Contractors are required to report only those injuries that occur during certain categories of work (described in appendix A). For this reason, data on injuries among employees of operators and contractors in the MSHA database should not be considered directly comparable. As discussed in the "Introduction," the MSHA data on fatal injuries differ from the CFOI data (chapter 1) because of varying definitions used for the mining industry. As compared to the CFOI data, MSHA data exclude injuries that occurred off of mine property and include injuries occurring at mills and processing plants on mine property. Tables 4-1 through 4-9 and figure 4-1 provide comparisons of injury frequencies and rates among the commodities. These comparisons are followed by sections 4A through 4E, which provide more detailed tables and figures for each commodity separately. The method used to calculate injury rates is described in appendix B. Since denominator data for occupations (lob titles) were available for 1986 only, estimates of rates by occupation for the entire 10 year period are based on extrapolation from 1986 data. For this reason, estimates of injury by occupation should be interpreted with caution. Fatal Injuries A total of 1,078 fatal on-the-job injuries were reported to MSHA during the 10-year period 1986- 1995. The average annual fatal injury rate for all commodities combined during this period was 30.9 per 100,000 full-time equivalent workers. Mine operators accounted for 908 (84%) of the fatalities and had an average annual fatal injury rate of 28.2 per 100,000. While mine contractors comprised only 16% (n = 170) of the total number of fatalities, their average annual fatal injury rate was 2.3 times higher than that of mine operators (65.0 per 100,000). Table 4-1 presents the number and rates of fatal injuries by commodity for operators and contractors. Contractors in metal, nonmetal, stone, and sand and gravel are grouped together, since MSHA data on employment were not available for rate calculations for these commodities separately. The highest average annual fatality rate for the period, 66.5 per 100,000, occurred among metal and nonmetallic mineral mining contractors, followed closely by coal contractors (63.1 per 100,000). Among mine operators, the highest average annual fatal injury rate was in coal (38.9 per 100,000); the lowest was in nonmetal (14.3 per 100,000). Table 4-2 shows the average annual fatal injury rate by type of operation for each commodity for mine operators only. Of commodities with underground mines, all except stone had higher fatality rates at underground than at surface operations of these mines. The highest fatality rate for any operation occurred in surface operations at underground stone mines (124.5 fatal injuries per 100,000 workers). Stone had the second highest fatality rate for underground operations at underground mines (77.9 per 100,000). The highest rate for underground operations at underground mines occurred in metal (87.6 per 100,000). Table 4-3 shows the number and rate of fatal injuries by U.S. Bureau of the Census occupational groups (described in appendix D) for the 10 occupation-commodity groups with the highest fatal injury rates. These data should be interpreted with caution because the denominator used in calculating the rates was based on an extrapolation from data for the year 1986 only, as described in appendix B. Extractive occupations are represented in this group for three commodities: coal, metal, and sand and gravel. Construction trades are included for coal, sand and gravel, and nonmetal. The distribution of fatal injuries by commodity and work activity for mine operators is presented in table 4-4. A description of the work activity categories is in appendix C. Overall, the leading work activity at the time of injury was using or operating tools and machinery (26.4%) followed by constructing, repairing, and cleaning (24.0%), vehicular operations (18.8%), and materials handling (12.6%). The distribution varied by commodity. The largest percentage of fatal injuries occurred while operating tools and machinery in both coal and stone; during vehicular operations in metal; and during constructing, repairing, and cleaning activities in nonmetal and sand and gravel. Table 4-5 shows the distribution of fatal injuries by commodity and MSHA accident classification for mine operators. A description of the MSHA accident classifications appears in appendix E. This report is volume 2 of an eleven-volume final report for a Grant completed by The Pennsylvania State University for the Bureau of Mines to develop a dynamic general purpose computer simulation model for underground coal mining. The simulator developed under the Grant has a wide range of possible applications in the design and evaluation of underground coal mining systems from the standpoints of health and safety, productivity, and mine environment. The Master Design Simulator consists of nine free-standing function-oriented subsystem models linked together into an integrated, comprehensive model of an entire mining system. The subsystems comprising the Master Design Simulator include geology and reserves, methane generation, roof support, subsidence, production, rail haulage, cost, water generation, and ventilation. This volume of the final report describes the Geology and Reserves subsystem of the Master Design Simulator. The two functions of this subsystem are: 1) the design of a geological data library to provide input to the other subsystems of the simulator; and 2) the calculation of coal reserves and associated values and grades under various user-specified conditions. The subsystem uses a weighted moving average method to interpolate between the borehole values, and provides output in report format, graphical plots and/or storage on magnetic tape or other storage devices for later retrieval. The application of the subsystem as an independent model with test results and comparisons with other methods of computing reserves is also presented. The appendix comprises a users manual for the model, and includes a program listing.

[During the past year the Metallurgical Fundamentals Section gave about an equal amount of time to the experimental determination of fundamental thermodynamic constants and to the demonstration of the application of such data to more directly practical metallurgical problems. The first division of the work - the actual experimental measurements of typical thermodynamic constants - was carried out an two problems, termed ?continuing? programs, namely, (1) measurements of Specific Heats at Low Temperatures and (2) Measurements of Heats of Formation and Free Energies. Specific substances chosen for investigation are classified as (n) those that have been the subject of requests for information from the industry and that, upon examination, seem of sufficient practical importance to justify study, and (b) compounds that are difficult to treat metallurgically, or whose specific thermodynamic properties have not yet been determined satisfactorily and for which accurate data might suggest improved or new methods of Metallurgical treatment, or (c) materials recognized as belonging to a social class with exceptional thermodynamic properties and, hence, of scientific as well as technical importance.]

Using a finite-element computer model, we have conducted an analytical study of roof behavior in a room-and-pillar coal mine. With standard engineering property in formation and a computer code developed for the Bureau of Mines to calculate roof sag, convergence, and roof-bolt load change, we have calculated the stability of roof-support systems and compared the computed data with experimental data collected during a field investigation at three test sites, one in a development area and two in production areas of a coal mine.

[Subbituminous coal or lignite when stored in random piles or in ordinary bins in which the temperature fluctuates and air circulates quickly undergoes objectionable physical and chemical changes, which decrease the utilization value of the fuel and increase its tendency to ignite spontaneously. Slacking takes place, and the heating value decreases. These changes are accelerated by fluctuations of temperature and by circulation of air through the storage space. When such coals are exposed to the weather they lose moisture rapidly. If evaporation from the surface of a lump proceeds at a faster rate than that at which it is replaced by moisture from the interior, the rate of shrinkage at the surface is greater than that at the interior; consequently, stresses are generated at the surface which cause the coal to disintegrate. Likewise, when moisture is absorbed by the air-dried surface the outside layers expand at a faster rate than the interior, which results in further break-down. As these cycles are repeated the lump may disintegrate completely. Therefore, successful storage of low-rank coals depends on control of the factors that influence change of moisture.]

A mineral survey of the Sill Hill RARE II area (No. 5304), covering 5,200 acres (2,100 ha) of the Cleveland National Forest, San Diego County, California, was conducted by the U.S. Bureau of Mines and the U.S. Geological Survey. This survey was in conformance with the Resource Planning Act (RPA) of 1974, as amended by the National Forest Management Act of 1976, to provide mineral resource information for study area classification. Bureau of Mines personnel made an economic appraisal of mineral deposits by searching pertinent geological and mining publications as well as U.S. Bureau of Land Management, U.S. Forest Service, and U.S. Bureau of Mines files and records. Known mines, prospects, and mineralized localities were examined during 1981, and sampling and mapping were done where warranted. The Geological Survey 'did geologic mapping, geochemical sampling, and geophysical surveys to aid this study.

This report describes the work performed by Mine Research Company in developing a prototype mobile roof shield during 1971-1972 for the U. S. Bureau of Mines, along with background information leading to the design decisions adopted for the project. In addition, the report evaluates the choice of design and analysis and the results of the project in terms of future possibilities of mobile roof support systems. The report begins with the discussion of the problems of designing, building, and using mechanical and hydraulic roof support in coal mines. It then gives a historical summary of past work with discussions of the design choices made for previous roof support systems.

The National Institute for Occupational Safety and Health (NIOSH) is conducting a program of research to evaluate and improve remote mine seal construction technology for mine fire control and suppression. The main focus of this work is to develop reliable technology that will remotely seal a mine opening from floor-to-roof and rib-to-rib. NIOSH, in partnership with Strata Mine Services Inc.1, is evaluating the capability of a two-component phenolic foam-based product, called Rocsil®1, that is intended for cavity filling, air and gas sealing, and consolidation of highly fractured strata. Rocsil® can be rapidly applied, has a quick cure time, a high expansion rate, good compressive resistance and excellent anti-static properties. When the resin and catalyst are mixed, an immediate foaming reaction occurs followed by rapid expansion up to 30 times the original volume. By virtue of its fire-resistance properties, Rocsil® foam has application for sealing underground mine areas undergoing heating from spontaneous combustion and it could be useful for remote mine seal construction to aid in mine fire control and suppression. This paper presents an overview of remote mine sealing technology, introduces the use of Rocsil® foam for remote mine seal installations, offers a case study of the use of this rigid foam material to remotely construct a temporary in-mine seal and discusses technology improvements. Solid-state equipment offers a number of potential advantages in the coal mining industry. These advantages can only be realized, however, through careful and judicious design of the control and protection circuitry. Problems relating to the interaction of solid-state equipment on the electrical system and the special design considerations which apply to solid-state circuitry are examined. Design guidelines are provided for solid-state applications in the areas of: (a) equipment operated from a DC trolley wire, (b) drive systems for surface mining equipment, (c) AC motor starters, and (d) electromagnetic interference.

The Goat Rocks RARE II further planning areas contain no known mineral resources and have very low mineral potentials. County mining records show only one mining claim area; however, no mineralized material was found at the described location. Andesite suitable for building stone may be present, but similar material can be quarried more economically elsewhere. Several anthracite coal prospects are near the area, but the likelihood of finding an economic deposit of coal or other fuel is very low.
