During the fiscal year ended September 30, 1932, there were 27 fatalities in the coal mines of Indiana. Four of this number occurred in small mines employing less than 10 men, over which the State Inspection Department has no jurisdiction. In addition to these coal mine fatalities, an explosives accident in a clay mine resulted fatally to one man. Tables 1 and 2, which follow, list the fatalities as to cause and occupation. This summary of State laws on explosives was compiled primarily to ascertain what subjects relating to their control have been acted upon by each State legislature and, in general, how they have been treated. It does not include any legislation passed after 1942, or any proclamations, regulations, or administrative orders. It does not purport or attempt to be authoritative. If any problem arises involving interpretation of the statutes of any particular State, the original source must be consulted for the exact words used by the legislature. This summary, however, will be useful in determining whether relevant statutes exist and in locating them quickly, with a minimum of effort. It will be of value also in comparing statutes in one State with similar statutes in other States to determine what construction has been placed upon them by the courts of those jurisdictions or to contrast the varying provisions of many States upon a single subject. To make these comparisons easier, the statutory provisions for each State have been grouped under several major topics in outline form. Although

"INTRODUCTION An extensive test program is in progress by the Bureau of Mines to determine ways and means of recovering ferromanganese-grade ore 6/ from the wide-spread domestic manganese and manganiforous iron deposits. Samples for testing were received from the Interstate Manganese Co. in northeastern Tennessee, 11 miles west of Mountain City and 10 miles southwest of Damascus Va. The ore deposit occurs in the residual material of the Shady dolomite 7/ as an unconsolidated mixture of hard and soft manganese oxides and clay.Numerous tunnels and pits have developed a large reserve of ore in an area of about 15 acres. One pit 250 by 50 by 20 feet is being mined by rower shovels. The ore is hauled to a washing plant for log-washing, hand-sorting, and jigging. The Bureau of Mines, following passage of the Solid Waste Disposal Act of 1965, was authorized to conduct research on methods for utilizing, stabilizing, or reclaiming mineral wastes. This report summarizes laboratory research conducted by the Bureau and cooperative field studies made with the mineral industry to reduce the environmental impacts of air and water pollution deriving from mineral wastes. Utilization research showed that both dry-press and steam-cured building bricks and ceramic tile could be made from copper mill tailings and other discarded mineral wastes. Sponge iron was produced from steel mill and amination industry wastes, and valuable mineral products were extracted from such diverse sources as flue dusts and uranium tailings. Mineral wastes were combined with agricultural and/or sewage wastes to make artificial soils that have the potential of resolving several disposal problems by production of a useful commodity. Physical, chemical, and vegetative stabilization methods were evaluated, singly and in combination, for reclamation potential on copper, uranium, lead-zinc, and asbestos tailings. Suitable methods were developed in the laboratory for overcoming major adverse conditions of these wastes such as salinity, heavy metal toxicity, acidity, basicity, lack of nutrients and organics, and unstable surfaces. Field testing of these methods was performed on a variety of mineral wastes. Costs for the various stabilization and utilization-procedures developed were also determined.

The Federal Coal Mine Health and Safety Act of 1969 requires that each operator of a coal mine shall take accurate samples of the amount of respirable dust in the mine atmosphere to which each miner is exposed, a measure designed to prevent the development of coal workers' pneumoconiosis. This textbook manual is used in the training of personnel to operate respirable dust sampling devices and to conduct sampling programs. It contains the portions of the act applicable to respirable dust standards, the procedures to be followed to insure compliance with Federal regulations, and descriptions of sampling devices.

"INTRODUCTION The great demand for tungsten incident to the war has led to the exploration of a large number of low-grade tungsten deposits. To properly evaluate the low-grade deposits it is essential to have available a dependable method of analysis applicable to all types of low-grade tungsten ores. Results reported on the tungsten content of the ores have often varied quite widely and have led to confusion. The Bureau of Mines has been requested by Government lending agencies and by companies interested in the production of tungsten to publish a general method for the determination of tungsten in low-grade ores. To meet this need, the Bureau of Mines is herein submitting two methods for analysis that have been proved on a large number of tungsten-bearing ores various types in the Bureau of Mines laboratory in Salt Lake City. Also, a third method was developed that requires no cinchonine and has proved to be applicable on most tungsten ores. The cinchonine method is the generally accepted for analysis of tungsten ores. Very reliable results can be obtained by this method if certain precautions are taken, as outlined in this report."

The compressibility factors, Z, of helium, nitrogen, and helium-nitrogen mixtures in the three-dimensional space of temperature, pressure, and gas composition have been related to the Leiden form of the virial equation of state. The dependency of virial coefficients through the fifth on temperature and gas composition has been established for the temperature range 133.15° to 748.15° K. Compressibility factors, Z, have been computed from the equation of state and tabulated as functions of gas composition, pressure, and temperature. Tabular values of Z are presented for 30.00 through 100.00 percent helium for temperatures from 240° through 700° R for pressures from 14.696 through 3,050 psia and for temperatures from 720° through 1,300° R for pressures from 14.696 through 1,500 psia. Tabular values of Z are presented at increments of 5.00 percent helium and 20° R, and, for pressures greater than 50 psia, at increments of 50 psi.

This paper is the third of a series of three on placer mining in the western United States. The first paper4 discusses the history of placer mining in the Western States and the production of placer gold, geology of placer deposits, location of placer claims on public lands, sampling and estimation of gold placers, and classification of placer-mining methods, together with hand-shoveling and ground-sluicing. The second papers deals with hydraulicking, sluice boxes and riffles, recovery of gold and platinum from placer concentrates, treatment of amalgam, and marketing of placer gold. The discussion of sluice boxes and subsequent subjects in the second paper applies to all forms of placer mining. The present paper treats of dredging and other forms of mechanical handling of placer gravels, and drift mining.

Several thin film absorber stacks with spectrally selective characteristics were developed by the Bureau of Mines. The stacks consisted of a silicon thick film or a zirconium compound thin film on a reflective thin film of silver. The zirconium absorber films, with the general formula ZrCxOyNz, were prepared by reactively sputtering zirconium or zirconium carbide in argon with small amounts of oxygen, nitrogen, or both, or by oxidizing zirconium films in air. A few similar types of films were prepared from titanium. The short-wave absorptance over the solar spectrum, a(s), and thermal emittance at 600 K, e(600 K), of the solar absorber stacks were calculated from room-temperature reflectance data. The values of a(s) ranged from 0.47 to 0.93, e(600 K) from 0.49 to 0.034, and the ratio a(s)/e(600 K) from 1.7 to 34. The specimen with the best combination of properties, a ZrNx-Ag stack, had a solar absorptance a(s) of 0.85 and a ratio, a(s)/e(600 K), of 24. The effect of film thickness and composition on spectral selectivity was determined. An emissometer for measuring normal total emittance up to 800 K and a method for determining a (s), e(T) (hemispherical), and a(s)/e(T) using simulated solar radiation are described. A calorimetric method for measuring a(s) and e(T) (hemispherical) at elevated temperature is also described. Measurements made on several specimens agreed favorably with calculated values.

"INTRODUCTION In the course of a general investigation of mines and mineral deposits in the Upper Mississippi lead and zinc field, attention of the Bureau of Mines was first directed to the Coker mines area by the presence of large tonnages of old mill tailings containing economically recoverable percentages of lead and zinc. Later, the results of extensive geologic studies of the area were presented to the Bureau of Mines by the Federal Geological Survey, directing attention to the possibility of extending the known ore limits of the area to the north and northeast of the old Coker No. 1 mine workings.With this end in view, the Bureau of Mines undertook a program of churn drilling and sampling. This report describes the work done and presents the data obtained during the period of the Bureau of Mines investigation.ACKNOWLEDGMENTSIn its program of investigation of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. When the Organic Act of 1910 established the Bureau of Mines within the Department of the Interior, the Bureau's programs involved only health and safety research and education, and fuels testing. As the Federal Government's primary agency for research in minerals, the Bureau has expanded its scientific and technological investigations to mining, processing mineral substances, eliminating occupational health and safety hazards in the mineral industries, economic development, and resource conservation. Today, Bureau activities cover a broad spectrum of programs for meeting the diverse (and sometimes conflicting) needs of mineral industries, government, and the public. In the 1960's, the Bureau initiated programs to resolve environmental problems associated with past mining and mineral processing. Dependence on foreign sources of raw materials critical to our national economy and competition from other countries for these world supplies stimulated the need to conserve and use with intelligence the Nation's minerals, metals, and materials.

Nuclear detonation data were accumulated, studied, and evaluated by the Bureau of Mines to visualize how nuclear explosives might be used in a shale?-oil industry, The evaluation shows that the Green River Formation at the semi-isolated locale of Piceance Creek Basin, in northwestern Colorado; is thick and widespread enough to warrant consideration of nuclear mining in lieu of conventional methods, Because cost data for nuclear explosions are limited; cost comparisons are made largely by assumptions. Also described are the history of the shale-oil industry, the geology and size of oil-shale resources; and conventional mining methods and processing technology.

A larger measure of safety attended the operation of the stone quarries and related plants in the United States during the calendar year 1935 than in any other year for which annual records are available for the industry. The accident rate, covering fatalities and nonfatal injuries that disabled an employee beyond the remainder of the day on which the accident occurred, was 38.19 per million man-hours of work performed. The nearest approach to this favorable record was in 1932 when the rate was 38.48. The rate for 1934 was 41.82; hence the record for 1935 was 9 percent better than that for 1934. Reports from operating companies showed that 51 men were killed by accidents in 1935 and 4,152 men were injured. (See table 37.) The industry employed 73,005 men and performed 110,033,341 man-hours of labor, an average of 1,507 hours of work per man. Measured in man-days, the total volume of labor was 14,623,303, or an average of 200 days of 7.52 hours per day for each man employed. These figures are not strictly comparable with similar figures for the preceding year, as the, coverage of the industry was more complete for 1935 than for 1934 because special facilities were available to the Bureau of Mines for conducting the 1935 canvass that were not available for the 1934 canvass. Reports covering identical plants that were active both in 1934 and 1935 indicate a reduction of about 7 percent in the number of men employed in 1935. This fact suggests that the apparent increase in the number of workers in 1935 is attributable chiefly, if not entirely, to the more complete coverage of operating plants in 1935. The plants from which this inference is drawn employed 21,799 men in 1934 compared with 20,248 in 1935.

PRODUCTION of bituminous coal and lignite increased substantially in 1964. There were upward trends also in consumption, average value, exports, mechanization, and productivity. However, a significant decline in employment continued. Production.-The output of bituminous coal and lignite in the United States in 1964-487 million tons-was 6 percent greater than the 459 million tons produced in 1963. The gain was attributed largely to expanded consumption by the electric utilities, greater use at coke ovens, and an increase in exports.

It does not discuss geological problems nor the methods and equipment used in drilling or at flowing oil wells. Much of the presentation is by photographs and drawings which are described in the text. Underground equipment and methods for pumping oil wells will be discussed in a later publication of the Bureau of Mines.

The Bureau of Mines evaluated the potential availability of molybdenum resources from 88 mines and deposits that account for more than 90 pct of the demonstrated resource base in market economy countries (MEC's). For each property, tonnage-cost relationships were developed that indicate the molybdenum potentially available at different average production costs, including a 15-pct rate of return on invested capital. From the 23 MEC primary deposits, 2.5 billion 1b Mo was determined to be potentially available at a price of $411b, rising to 4.7 billion 1b Mo at $8/lb. Copper price-molybdenum tonnage relationships were developed for those mines and deposits from which molybdenum can be recovered as a byproduct of copper production. This analysis showed that another 3.4 billion lb Mo is potentially available based on a copper price of $0.7511b, rising to 4.3 billion lb Mo at $l.00/lb. The United States has been the world's largest molybdenum supplier since 1924. Its remaining resources are sufficient to meet the domestic demand of 57 million lb/yr Mo (averaged for a 10-yr period) through the end of the century. Production from primary domestic mines was suspended during most of 1983 because of oversupply of materials. A major concern is the cheap molybdenum byproducts from foreign copper operations in which employment and the need for hard currency override economics in meeting production goals.

The physical properties and related geological and petrographic data for 81 rock types obtained from operating mines or selected test sites are presented in this report. Most of these rock data were obtained to supplement structural studies in underground mines; however, the data may be equally applicable to other problems where the physical properties of rock are an important factor. Stress-strain curves are presented, where available, and free medium velocities from laboratory and field measurements are compared for several rock types. Rock-type, geographical, and geo-logical indexes are included for reference relative to physical property data in this and previously published Bureau of Mines physical property reports. INTRODUCTION This report presents the physical properties of 81 rock types from 16 different projects (sections 53-68). Three previous physical property reports2 3 4/ (herein after referred to as parts I, II, and III) presented data on 244 rock types from 52 project areas. (Part I included sections 1-25, part II sections 26-36, and part III sections 37-52).

ESTATE IN MINERALS. Minerals beneath the surface may be made the subject of separate ownership either by a grant of the minerals by the owner of the land or by a grant of the land excepting the minerals, and thereby an estate in fee simple is created in the minerals, as corporeal things real. Colby, In re, Iowa, 169 Northwestern 443, p. 444. DEEDS EXCHANGING DIFFERENT MINERALS-RIGHTS OF PARTIES. The lands of two adjoining owners were underlaid with cement rock and clay at a depth of about 100 feet from the surface and with coal veins some 600 feet below the surface. By an exchange of deeds one of the land owners conveyed to the other the cement rock and clay with the right to mine and remove the same without entering upon the surface, but the deed contained no covenant not to injure the surface. The other deed conveyed the coal seam and so much of the rock and other minerals just above and below the coal as might be required in connection with the mining and removing of the coal, together with the right to mine and remove the same, and the adja- cent rock, clay, and other minerals, without entering upon or injuring the surface, with one immaterial exception. The deeds do not define the word "surface" and neither expressly nor by implication did they secure to the coal owner the right to subside the overlying cement rock; but the implication is to the contrary, as the deed gives the right to mine and remove coal without entering upon or injuring the surface. The provision that the coal owner should not enter upon or injure the surface amounts to a clause that the coal mine. shall not be worked so as to let down the surface and this does not create any inconsistency with the provision giving the right to mine and carry away the coal.

The Multiple Unit Continuous Haulage (MUCH) System was designed to provide the capacity to continuously convey coal from the mining machine to the main haulage belt. The MUCH System has an operator who steers the lead vehicle, ever following the mining machine. All the remaining vehicles follow the path of the lead vehicle, with their conveyors automatically lining up between the lead vehicle and mine section panel belt. This is accomplished by mechanical linkages on the vehicles which are interconnected by steering bars between vehicles (patent pending). The MUCH System has an operator who steers the discharge vehicle when outby travel is required. Outby travel is just like inby, with each vehicle following the path of the preceding vehicle. Surface tests overwhelmingly indicate the "UCH System should track/retrack successfully in square pillar underground room and pillar coal mines with 18 ft. wide entries and slopes up to 10 percent. For 60 degree pillar plans the minimum entry width required is 15 ft. Surface tests also indicate the MUCH System will convey over 8 TPM of coal around 90 degree corners without excessive spillage.

The present work is part of an ongoing Bureau of Mines effort to provide a better understanding of the fundamental phenomena involved in sulfide flotation, the role of oxygen in xanthate adsorption being one essential issue. Galena was chosen as the material around which to develop a conceptual model, partly because of its demonstrated oxygen sensitivity and partly because information on its properties and flotation behavior constitutes the largest part of the fundamental information available on sulfides of commercial importance. The model is formulated primarily in terms of surface electronic energy levels produced by oxygen and xanthate and is further developed using existing experimental evidence and its implications. Four major functions of oxygen are elucidated, and the relationship of these to the formation of lead xanthate, dixanthogen, and a surface compound is discussed. Though yet incomplete, the model provides a useful framework within which the results of diverse experiments can be related to one another in their proper perspective, as shown by a brief discussion and resolution of some apparently discordant results reported in the literature.
