Because of environmental concerns, the Bureau of Mines investigated an anhydrous chlorination process for the recovery of copper from chalcopyrite, Pelletized concentrate was reacted continuously with chlorine in a vertical shaft reactor at 550° to 750° C to extract copper-iron chlorides and elemental sulfur. The resulting molten metal chlorides drained from the reactor and collected in a receiver while sulfur distilled from the top and condensed in a separate unit. The tests were conducted in a 10-cm-diam reactor constructed of glass and in l5-cm-diam reactors constructed from various refractory materials. A high-alumina ramming mix exhibited the best resistance to molten metal chlorides and elemental sulfur in chlorine atmospheres. A reactor made with this high-alumina refractory was operated for 55 hr under actual chlorinating conditions without suffering any deterioration. Tests results show that more than 96 pct of the chalcopyrite was converted to copper-iron chlorides and elemental sulfur. Good separation of the metal chloride and sulfur products was achieved. After filtration, elemental sulfur of greater than 99 pct purity was obtained.

Over the past decade, the U.S. Bureau of Mines (USBM) has studied longwall gate road stability at four mines in the Book Cliffs and Wasatch Plateau Coalfields of Utah. These operations are characterized by multiple-seam mining, abruptly varying cover depths to 914 m (3;000 ft), and massive rigid, sandstone units in the main roof or floor. Such conditions encourage severe bumping, roof instability, and occasional floor heave problems.' Various gate road configurations have been employed to alleviate' these problems. Although the mines have comparable basic conditions, the lithologies and qualities of the immediate roof, floor; and seam ate different in each mine and often vary in a single mine. Gate road systems that mitigate hazards in one mine may prove inappropriate in another or for different areas of the same mine. This report relates the geology of the coalfields; describes the location, geologic setting, specific mining conditions, operating history, and the USBM field study and results or conclusions for each mine; summarizes the relative performance of the gate road systems; and emphasizes the need for site-specific geotechnical data to evaluate gate road conditions and performance.

An improved mathematical model with the attendant computer program to calculate multiphase fluid flow in petroleum reservoirs is presented. The model is used to simulate the behavior when a fluid is used to displace hydro-carbon fluids in a reservoir. The method is an expansion of a previously published method, in Bureau of Mines RI 7011, but handles constant injection rate as an alternative to constant pressure. Program documentation is provided along with thorough explanations of the added program features. Using the program, the petroleum engineer can calculate oil recoveries for different flood patterns and operating conditions and select the conditions most likely to optimize recovery. Experience with the previous model demonstrated the need for the improvements in order to simulate reservoir behavior more accurately. The improved method will result in improved oil recovery. In this paper, the significant improvements are described in detail so that anyone interested can put the program to use.

"INTRODUCTION The use of wet drilling with adequate ventilation has largely controlled production of dust in drilling rock; however, in some operations, such as shaft sinking and modern tunnel driving, when each of a number of drills is operating in a small cross-sectional area, it is at times difficult to ventilate well enough to keep the dust concentration within desired limits.Some chemical compounds, known as wetting agents, when added to water in small quantities reduce the interfacial tension and make it possible for the solution to wet dust particles more effectively than water alone.This report presents results of tests on the effectiveness of two wetting solutions in reducing the amount of dust produced by wet drilling in basalt.ACKNOWLEDGMENTSThe tests were conducted the Bureau's Mount 'Weather Testing Adit,Mount Weather, The author acknowledges the assistance and cooperation of Wing G. "In this Bureau of Mines report, the Federal income tax treatment of mineral exploration and development expenditures is summarized, and changes in the tax treatment of these expenditures since 1951 are detailed and analyzed. Although no attempt is made to establish causal relationships, major tax changes favorable to exploration and development activities did occur in 1951 and 1966 when the Nation was engaged in military actions and the economy was expanding. More recent changes have been unfavorable to exploration and development and were parts of major tax reform efforts. INTRODUCTIONThis Bureau of Mines report discusses the Federal tax law provisions relating to mineral exploration and development expenditures. These provisions, contained mainly in sections 616 and 617 of the Internal Revenue Code of 1954 (Title 26 of the U.S. Code), apply specifically to minerals (other than oil and gas), and thus are of interest to the Bureau of Mines.Bureau of Mines involvement in this subject stems from the legislative mandate in the 1913 amendments to the Organic Act of 1910 (the Act creating the Bureau) to conduct economic investigations of the mineral industries. Congressional concern with the financial conditions in the economic and mineral industries was expressed more recently in the Mining and Minerals Policy Act of 1970 and in the National Materials and Minerals Policy, Research, and Development Act of 1980. The General Accounting Office recommended in 1976 that the Department of the Interior ""identify and evaluate laws and agency programs that affect maintaining and developing a sound and stable domestic mining and minerals industry"" (17, p. iii). 2Taxes, a source of revenue to governments, are a cost to private firms. Thus, taxes directly affect private sector profits, and unique tax provisions are designed to encourage (or discourage) activities such as agriculture, construction, or mining. Even the international competitiveness of the domestic mineral industries may be affected by taxes because many minerals are traded in world markets."

A thermal decomposition study of the kerogen in three Colorado oil shales was made at different temperatures by heating the shales in the absence of oxygen at atmospheric pressure and measuring the decomposition products (gas, oil, and bitumen) formed. From these data the specific reaction rates, "k", for the thermal decomposition of kerogen were determined for each temperature studied, making it possible to calculate the time required to accomplish a given amount of decomposition within the temperature range. The influence of temperature on reaction rates was presented by plotting the data according to the Arrhenius equation, thus providing a means of estimating the values of "k" for any temperature within the range of this study. It was found that the specific reaction rates for the thermal decomposition of the kerogen in the three sampler were comparatively equal at corresponding temperatures.

The Bureau of Mines located and examined 292 burning coal refuse banks throughout the Nation's coal-producing regions in 1968. These coal waste fires, extending over 3,200 acres, produce poisonous, acrid gases and particulate matter that pose a threat to health and safety in the surrounding areas, damage vegetation, and cause the deterioration of nearby structures and buildings. Methods of extinguishing coal refuse fires are discussed, and an approach to eliminating future occurrences of these fires is presented.

A study was conducted for the Bureau of Mines, U.S. Department of the Interior, to provide information which will lead to an increase in the recycling of mineral materials, in order to help conserve the Nation's mineral resources. Data were collected on energy requirements to recycle prompt industrial and obsolete scrap for nine metal commodities: Iron and steel, aluminum, copper, zinc, lead, stainless steel, titanium, tin, and nickel and nickel alloys. Major process routes for recycling were considered, starting from the first collection point through scrap preparation, transportation, smelting and/or refining to the molten metal, ingot, or other semi- finished form approximately equivalent to a primary metal of a similar composition. Available data for 1976 were collected on the amounts of each metal commodity recycled by major scrap categories. In addition, energy requirements were estimated for separating municipal solid wastes into four major categories: Refuse-derived fuel, and magnetic, aluminum, and glass cullet fractions. Finally, areas of research were identified to enhance recycling and/or increase the efficiency of energy use.

This examination of Pacific Northwest (Idaho, Montana, Ore on, and Washington) ferrous scrap-industry opera ions, principally those in Oregon and Washington, points out factors influencing the supply and consumption of scrap materials, such as the complete dependence of steel ingot producers in these States on scrap as a metal raw material and the sizable quantity of scrap exported from Seattle and Portland to Japan. The pattern of the industry is presented as a movement of materials from their diverse sources to the consuming market. The geographic locations of the consuming industries in relation to the area generating scrap materials and the movement pattern of the supply from source to destination strongly influences the cost of the commodity. The best measure of the scrap supply available in an area is experience in terms of how much scrap was withdrawn at a given price. Scrap availability is not finite, because the return of materials as scrap is secular and influenced by constantly varying market conditions. Steel ingot producers use 75 percent of the approximate 500,000 tons of scrap consumed in Oregon and Washington; steel foundries take 15 percent of the total; and iron foundries, ferroalloy plants, and other miscellaneous consumers utilize the remainder. Also, from 1955 to 1960 an average of about 200,000 tons has been exported annually from Oregon and Washington. The foreign exports are supplemented by lesser .shipments to other steel producing States, principally in the western United States. From 1955 to 1960 the preferred and higher value heavy melting scrap grades accounted for about 60 percent of total withdrawals which varied between 600,000 and 950,000 tons annually. Total scrap withdrawals from Oregon and Washington are projected to 1.8 million tons by 1985, 60 percent (1.1 million tons) of which will be heavy melting grades. No. 1 heavy melting scrap is most attractive to scrap consumers at $35 per ton or less. Price-supply relationships compared with projected scrap requirements indicate future prices possibly over $35 per ton. High prices over a long period could motivate the Pacific Northwest scrap consumers to produce steel from iron ore. However, technologic changes taking place at integrated steel plants could reduce scrap withdrawals from the Pacific Northwest, which might keep the scrap price sufficiently attractive to obviate production of competitive iron products by the Pacific Northwest scrap consumers.

This report is the fourth in the series, Bibliography of Investment and Operating Costs for Chemical and Petroleum Plants. The initial work, Bureau of Mines In- formation Circular 7516, was published in October 1949 in conjunction with the synthetic liquid fuels program authorized by Public Law 290, 78th Congress. It included references to and abstracts of publications appearing from 1930 to September 1948 on all processes in general use in the petroleum refining and chemical industries. A supplemental bibliography, Bureau of Mines Information Circular 7705, was published in January 1955 to cover the period September 1948 through June 1952; and Supplement 2, Information Circular 7751, published in September 1956, covered the period June 1952 through June 1954. Through education, investigations, and studies and an expanded coal- mino inspection program the Bureau continued to dischargo the responsibility placed on it by Congress 39 years ago for promoting safety and health in the mineral industries. Although much still remains to be dono, definite progress was made in combating physical and psychological hazards in mines and plants. Accident-prevention cours os for coal-mine supervisory officials and special courses for coal-mine safety committeeman were inaugurated. First- aid, mine rescue, and other safety training was conducted for those engaged in all branches of the mineral industries. Assistance was given in recovery work after mine explosions and fires. Studies to reduce the danger of roof falls, the greatest single cause of fatal mine accidents, resulted in the development and adoption of new coal-mine roof-support techniques. Knowledge of the explosion and health hazards of mine and plant dusts and ways of pre-. venting them were advanced. Electrical equipment was tested for safety of operation in gassy coal mines, and emergency mine communications apparatus was developed and tested. More progress was made in the study of controlling flood waters that threaten life and property in the Pennsylvania anthracite region. More coal-mine inspections were made than in any previous year, and an impressive number of improvements resulted from the Federal inspectors' recommendations, even though many of them went unheeded. A program of con- trolling fires in inactive coal deposits on the public domain and private property was instituted during the year.

Every finding of the year's work, obtained under stress to meet present objectives, contributed to postwar needs, because the very nature and constitution of petroleum and natural gas require that research be conducted along the same general lines whether the results are applied in peace or war. More than 40 reports were submitted to the Petroleum Administration for War and others concerned with (1) evaluation of crude oils to determine their content of aviation-gasoline base stock, (2) evaluation of base stocks for blending with high-octane, synthetically manufactured components, (3) analyses of naphthas to determine their content of various types of hydro-carbons, such as benzene and toluene, and (4) the improvement of quality of marginal base stocks to meet future requirements of aviation gasoline. This upgrading of marginal stocks is being attained by selective distillation and chemical and catalytic removal of sulfur compounds. Asphalts were studied with respect to the characteristics of their various constituents in order to compound them, in the same way that aviation fuels now are being "built" to meet exacting requirements. The work previously initiated to give the industry fundamental data on thermodynamics of hydrocarbons progressed satisfactorily, and the heats of combustion of 10 hydrocarbons in the lubricating oil -range of petroleum were determined. Thermodynamic data requiring highly specialized techniques are so broad in application that their commercial usefulness is not yet fully appreciated.

The froth foam seal topping system is part of a system for remote sealing of mine passages using flyash transported pnuematically from the surface. Making the final 5 percent of the seal with a foamed-in-place fire retardant polyurethane reduces the required flyash volume by 50 percent and provides a more reliable seal. Foam components are held at the surface under proper conditions of temperature and pressure; then conveyed down the borehole through individual hoses and mixed at the bottom with a static mixer. The polyol component is pre-mixed with fluorocarbon-12 which, when released from system pressure in the mixer, boils and causes the foam to expand. Difficulties in handling this particular foam formulation are offset by a flame spread index well below the 25 level by ASTM E-162 normally required for under-ground applications. Isocyanate, polyol (TDI) and catalyst are conveyed to the downhole package by three separate lines. Five additional lines operate the valving and convey solvent so that the mixer and package lines can be flushed immediately after foaming. The eight-hose bundle is provided in segments of several lengths so that bore-hole depths can be matched. Cast-in-place plastic cylinders hold the bundle together and transfer the weight of the hose through a special quick-release clamp to the crane's wire rope. The downhole package and hose bundle are deployed using a specially designed winch and crane system capable of borehole deployment to 1500 feet.

The rapid depletion of zinc-lead ore reserves and the rising costs of exploration have been major factors in the decline of mining activities and explorations for additional reserves in the Tri-State mining district. There is a need to develop new or adopt known, improved exploration techniques that will appreciably lower the costs of exploration. Demonstration of the practicability of using improved techniques to indicate, rapidly and cheaply, mineralized areas or geologic structures where more intensive explorations are justified could stimulate the search for and discovery of additional ore reserves. Various operators in the Tri-State district have used geophysical surveys to some extent since 1928 to guide exploratory drilling. Some geophysical investigations have also been made in the district by the State Geological Surveys of Kansas (11)3/ and Missouri (8, 13) and by Federal agencies (16), with the objective of directing exploratory drilling to areas where geologic conditions favored ore deposition. Many factual data obtained have not been published. The investigations generally have not been broad enough to permit conclusive evaluation of the usefulness of the geophysical techniques in all parts of the district.

The technique of sensitivity analysis is discussed and is used to illustrate the effect of the variability in a mining operation on the optimal production and product market plan.

Electrical apparatus because of its flexibility and its adaptability to all classes of service has become essential to the mining industry. Hence the problem of providing electrical equipment that is safe for use in explosive mixtures of methane and air is of prime importance in coal mining. Ilwestigatorsand experiment stations early recognized this fact and much work has been done in the investigation and the development of electrical apparatus for use in atmospheres containing fire damp. The term "fire damp" as applied throughout this bulletin means an explosive mixture of methane and air. Direct-current motors and alternating-current motors of the slipring type when running usually give off electric arcs or flashes that will ignite fire damp. Other 'motors that ha,'e no moving electric contacts may become dangerous through accident, deterioration, or neglect. Auxiliary apparatus such as fuses, switches, rheostats, and controllers may arc, flash, or become heated to snch a degree that fire damp can be ignited. Such equipment is still more dangerous when worn or out of repair. In the United States the development of apparatus for use in gaseous mines has been associated largely with coal-cutting equipment run by electricity. This is undoubtedly due to the use of such equipment at the face of the mine workings, where the chance of igniting fire damp is necessarily greatest. One American manufacturer built a coal-cutting equipment of the totally inclosed type for use in firo damp atmospheres in 1903. Another built similar equipment with special protective devices in 1906, for export. During the years 1910 and 1911, the Bureau of Mines at its Pittsburgh experiment station conducted a preliminary investigation of the safety of such protection as was then in use or under consideration. Five motors were submitted for this investigation, each having somewhat different methods of protection. The results of this investigation were published in Bulletin No. 4G.a

This Bureau of Mines publication reviews 237 papery on radiometric prospecting, which is the measurement of naturally occurring radioactivity in the earth's surface and its application to petroleum and natural gas exploration. Many theories and documented surveys are listed in both support and refutation of this reported phenomenon, and the Bureau of Mines is conducting research to obtain direct field information in order to determine the statistical credibility of a radiometric method of predicting petroleum accumulation.

1. Domestic Production and Use: In 1982, 13 companies operated 30 primary aluminum reduction plants, with 3 firms accounting for 55% of production. Washington, Oregon, and Montana accounted for 34% of the production; Texas, Louisiana, Missouri, and Arkansas 18%; Tennessee, Alabama, South Carolina, and North Carolina 14%; other central and eastern States 34%. Based on published producer prices, output of primary metal in 1982 was valued at over $5.5 billion. Aluminum consumption by 25,000 firms was centered in the East Central United States. Packaging accounted for an estimated 39% of domestic consumption in 1982, transportation 20%, building 14%, electrical 8%, consumer durables 8%, and other uses 11%.
