During the past few years, the Pittsburgh Research Laboratory of the National Institute for Occupational Safety and Health (NIOSH) examined and characterized conditions at a majority of the underground stone mines in the United States. Observations at these mines revealed a limited degree of roof monitoring beyond visual inspection and sounding. When monitors are used, they typically require the miner to measure movement at the roof. If conditions are unstable, the mine rmay be in a hazardous situation while recording data. Based on this scenario, researchers surmised that a simple, inexpensive monitor with the capability of recording data at a distance from the mine roof would be a safer way to gain the information. Additionally, more widespread use of monitors could potentially lead to better understanding of roof movement in general. A monitor to meet this need was designed, tested, and subsequently improved as experience was gained in its’ use at a number of underground stone mines. The Roof Monitoring Safety System (RMSS) can provide an initial indication of movement in roof beams. By understanding and measuring roof movement in underground mines, the potential for injuries and fatalities to mine workers from falls of ground can be reduced. Also, officials at a mine with a history of data are better prepared to make a decision on remedial actions in the event of ground falls. This paper will outline the evolution of the RMSS and how it can be used in a comprehensive proactive ground control safety program. Also included is a case history describing how the RMSS was used in an evaluation of the effectiveness of a mechanical impact scaling machine at an operating limestone mine.

THIS PUBLICATION is the third to be prepared as a result of a cooperative project by the Bureau of Ships and the Bureau of Mines for accumulating literature published on zirconium and hafnium. The undertaking also resulted in the establishment of an information center on zirconium and hafnium at the Bureau of Mines station at Albany, Oreg., for the use of research organizations and others. The present bibliography consists of references (with abstracts) to pertinent literature on zirconium. The first publication in this series was Information Circular 7771, Bibliography of Zirconium, published in April 1957. It consists of 969 abstracted reports and 645 U.S. and foreign patents. The second publication, called a supplement to Information Circular 7771, is numbered Information Circular 7830 and consists of 844 abstracted reports and 62 U.S. and foreign patents. It was published in October 1958.

Limits of flammability of normal propyl nitrate (NPN) vapor were investigated at ambient and elevated temperatures. Minimum spontaneous ignition and decomposition temperatures were determined with laboratory apparatus over the pressure range from 0 to 4,000 p.s.i.g. Flame speeds and the detonation susceptibility of NPN vapor were measured at elevated temperatures. Stable detonation was obtained with liquid NPN at elevated temperatures, and the detonation velocity was determined to be between 4,700 and 5,100 m./sec.

Researchers at the National Institute for Occupational Safety and Health are investigating technologies that could be used to detect objects, small vehicles, and pedestrian workers that may be in the blind areas of haulage equipment used in mining and construction. A detection system that warns the equipment operator that there is an obstacle nearby could prevent collisions and save many lives each year. One popular technology for collision warning systems is radar. Several different types of radar have been tested in the laboratory and on mining equipment. Early in the study, questions arose concerning the best way to test radar systems. Many factors affect the performance of radar, including the size, shape, and composition of the object that is to be detected; the height of the radar antenna(s); and the relative motion of the radar system and/or object. This report discusses several different test procedures and test targets and recommends methods to determine how effective a radar system will be in detecting a person near heavy equipment.

"Electricity as a means of transmitting power was introduced in coal mines of the United States about 1891 for both haulage and coal cutting, only a few years after electrical haulage was first installed on street cars. At first, the hazards of electrical ignition ere not appreciated and the general use of open lights and black blasting powder made the possibility of electrical ignition of fire damp seem small by comparison.5 The possibility of igniting coal dust directly by electric sparks or arcs had not been considered.In the nine years prior to 1900, the progress of introducing electricity underground was slow, except that it was used for lighting shaft bottoms. Electricity had to contend with the more general use of compressed air for coal-cutting machines and, in mainline haulage, with the use of mule-teams and endless and tail-rope systems. During this period, great improvements were made in electrical apparatus, in surface installations as well as in mines. By 1900, therefore, the technique of applying electricity in mines had so far developed that it rapidly drove out the use of compressed air in coal mines because of the comparative ease of its installation and the marked economic advantages of its use over that of compressed air in practically all kinds of mining machines except percussion. rock drills.At this time, however, little thought was given to the hazard of indiscriminate use of electricity causing explosions and fires, and the possibility of electricity causing direct ignition of coal dust had not been considered. On December6, 1907, however, the Monongah, West Va. mine explosion occurred. This was the greatest mine disaster this country has over had, 361 men being killed. Although: there was much diversity of opinion, as to the origin of the explosion, many well-informed engineers concluded that the cause was ignition of coal dust do to wreckage of a runaway trip in a rope haulage entrance slope. This slope also served as a ventilating and it extended from the level of the coal bed to the surface. The runaway trip tore down electric cables and stirred up a cloud of dust when it was wrecked at the bottom of the slope. The dust was probably ignited by the electric arcing that occurred when the wires were knocked down. (Another but less probable source of ignition was the open flames of miners lamps.) From the foot of the slops the explosion appeared to have travelled into the mine, spreading as it went. If this ignition of coal dust was the origin of the explosion, it occurred on pure intake air entering directly from the surface."

"INTRODUCTION In a previous reports results were given of a manhole investigation carried out over a period from June,- 1929, to July, 1930, in cooperation with the Edison Electric Illuminating Co. of Boston, Mass., to determine the general hazards of combustible gases and vapors in manholes and other underground openings owned by this company. Considerable time was spent in this initial investigation in developing a suitable detector for determining the range of explosibility of the gases found in manholes. About 17,000 tests have been made with the detector since the investigation was started and its utility has been verified and its accuracy checked, by having complete analyses made of such samples that showed combustibles present equal to or above 25 per cent of the lower explosive limit, and those found deficient in oxygen.The initial investigation made in 1929 and 1930 demonstrated that the detection, control, and elimination of combustible hazards in manholes can best be obtained by a close cooperation of the interested parties through a systematic and continuous inspection of manholes, under proper supervision.COOPERATIVE INVESTIGATI0N DURING 1931The investigation carried out during the year 1931 has been along lines similar to that conducted during 1929 and 1930. In the present investigation the Edison Electric Illuminating Cc. of Boston and the Boston Consolidated Gas Co., have cooperated with the Bureau of lanes. The Boston Consolidated Gas Co. serves a major part of the territory under discussion with gas, but the tests covered the Edison territory irrespective of the gam company furnishing manufactured gas. A test crew consisting of two men, one an employee of the Consolidated Gas Co. and one an employee of the Edison Electric Illuminating Co., has been continuously employed during the year in the testing of games in manholes served by the Edison system. The test crew was under the direct supervision of John Campbell, superintendent of the special service department of the Edison Electric Illuminating Co., and F. M. Goodwin vice president of the Consolidated Gas Co.As in the previous investigation, all manhole tests were given test numbers. The test data sheets on which the information regarding the tests were recorded were prepared in triplicate, one copy going to the Edison Company, one going to the Gas company, and the third to the Bureau of Mines at Pittsburgh. These test data sheets were then filed (1) according to the town, (2) the street location, and (3) the manhole number; in this way a complete record pf each manhole tested was immediately available. Toolbox training is often described as short, informal training conducted at a worksite by technically competent persons for the benefit of a work team. The key feature of toolbox training is the focus on a work team and what is important to that group in its workplace. Toolbox training conducted by peers can connect miners and establish the feeling that the hazard is a real threat to them. This feeling can bridge the gap between delivery of a safety message and behavioral changes that can prevent an accident. Toolbox training is a popular form of "maintenance" training that should not be used to teach a new skill. The 10- or 15-minute toolbox session is simply too short a time to teach or learn a new skill and test for skill development. However, the toolbox format is an excellent way to inform workers of changes in workplace rules, conditions, or hazards by bringing the discussion of change to the level of the work group and suggesting how a change will affect the way workers perform their jobs. Toolbox training should be structured to address a very specific hazard. That is, the hazard source should be identified and the effect of the hazard on the worker described. The temptation to discuss a safety subject in broad terms will result in an equally vague result. For instance, discussing "equipment guards" is inappropriate for a 15-minute training session. There simply is not enough time to cover all the hazards and their remedies. A more appropriate topic would be "placing guards on a conveyor return roller" or "hazards of cleaning a conveyor return roller." Each topic is concise enough to allow the trainer time to define a particular threat to the safety of miners and discuss ways to defend against that threat. The clearest way to a safe workplace is to identify hazards methodically and eliminate them. This cannot be done with sweeping, generalized training. Some best practices that will protect a worker from the hazard should be presented, and the hazard should be located at the specific worksite. Toolbox training is an opportunity for the work team to participate in learning and share experiences and knowledge, often through storytelling. Storytelling is an ancient form of passing along information in an entertaining way. It is entertaining because it draws the listener in with imagination and creativity. Stories told within work groups are a way for miners to exchange experiences in which they made mistakes that resulted in an accident or a near-miss and learned a valuable lesson. Thus, co-workers can learn from others without the pain or fear that accompanied the storyteller's learning path. To encourage these shared experiences, the people in the group must be comfortable with one another. Participation doesn't stop with listening to a near-miss story or informing the group of an unsafe work practice. Participation by sharing experiences, knowledge, and skills should lead toward action in changing the unsafe tool, practice, or machine (Wallerstein, 1992). This power to change is called empowerment. Empowered workers use toolbox training sessions to discuss a problem; direct their own knowledge, experience, and talents in the context of their work environment to solve the problem; and put into practice what they have learned by sharing (Baker, 1992). A worker is much more likely to implement changes they have contributed to creating than changes forced upon them. Toolbox training functions best when the group size is small (under 20) and composed of workers with similar job functions. While combining all workers on a shift or multiple shifts may be convenient, the level of participation will drop dramatically as group size increases and participants are less connected. Similarly, when the work group participants are from different job functions, keeping the materials relevant to the individual becomes more difficult. The role of management in the toolbox training system is to communicate among various groups so that all groups at a mine site are hearing the same message. In very small operations, combining work groups can be productive if the trainer can promote open discussions and lead the group to solutions that address the needs of all and not let one group or individual dominate the discussion. WHY USE NARRATIVE METHODS An effective communications tool is to use stories as a means of describing a hazard and its consequences. Historically, using stories to transfer knowledge between individuals of the same and different generations is well established. All good stories share the same elements required to communicate safety principles. Stories require a setting (the part of the workplace), a plot (the circumstances that lead to a hazard), the solution (best practices), the lesson (what can happen), and the result (what will be done to prevent the hazard) (Dennehy, 1999).

Heat capacity measurements of anhydrous cobalt sulfate (CoSO4), copper sulfate (CuSO4), nickel sulfate (NiSO4), and zinc sulfate (ZnSO4) were conducted over the temperature range 51° to 298° K. The results were used to evaluate the following entropies at 298.15° K (cal/deg mole): CoSO4, 28.1; CuSO4, 26.8; NiSO4, 24.8; and ZnSO4, 26.4. Entropies were combined with heats of formation to give free energies of formation.

In this U.S. Bureau of Mines study, four underground respirable dust surveys were conducted to determine factors affecting belt entry dust levels and how using belt air to ventilate work areas affected dust exposures. Belt entry dust levels on the surveyed longwall and continuous miner sections averaged 0.59 and 0.26 mg/m3, respectively. The stageloader-crusher contributed an additional 0.5 to 0.9 mg/m3 of dust to belt air, while the feeder-breaker contributed 0 to 0.2 mg/m3 of dust. A 1,000-ft increase in belt entry length or a 200- to 500-st-per-shift increase in production resulted in roughly a 0.1-mg/m3 increase in dust. Using the belt entry as an intake entry on the continuous miner section appeared to reduce dust levels by 0.1 to 0.3 mg/m3 during cutting. Belt air was not used to ventilate the face on the longwall section.

This paper on the out-and-fill method of mining is one of a series on mining methods published by the United States Bureau of Mines. It has been compiled chiefly from recent publications of the bureau describing in detail mining methods and costs at various mines. Other sources of information were the technical press, the Transactions of the American Institute of Mining and Metallurgical Engineers, the Mines Haudbook, and company reports. References other than those mentioned in Table 1, which lists the mines entering into this discussion and gives general data regarding them, are given in the body of the paper. The authors wish to acknowledge the kind assistance of many operating officials, either through correspondence or in the course of numerous visits to their mines. DEFINITION OF CUT-AND-FILL STOPING The out-and-fill method of stoping is that method in which relatively small sections or slices are taken successively from the lower surface of a block of ground by open-stoping methods, the broken ore being removed and each section filled with waste material before the next is mined. This definition excludes shrinkage stoping, even with subsequent filling; it excludes square-set and fill methods; it excludes the Mitchell slice method, which may be classed as underhand square-setting; it excludes the systematic use of stull sets and filling, which is a variation of square-setting; it excludes any method involving the caving of the ore, walls, or overburden during the process of extraction, although caving may be allowed to take place when the waste fill is withdrawn for use in other stopes; and it excludes any open-stope method without filling. Through variations, which will be discussed later, the cut-and-fill method merges into shrinkage stoping, open stoping, or square-setting. The use of casual timber support, such as props, stulls, or timber cribs for holding up weak portions of the back does not constitute a change from cut-and-fill to square-set mining.

Although ASARCO Incorporated, the only domestic producer, had terminated copper smelting operations and associated recovery of byproduct arsenic trioxide at Tacoma, WA, in 1985, it shipped small quantities of both trioxide and metal from its remaining stocks in 1986. Imports for consumption of arsenic trioxide increased significantly, owing to increased demand for arsenical wood preservatives and the decrease in domestic shipments of trioxide. Prices remained unchanged throughout the year. Development of gallium arsenide integrated circuits, important in advanced military and commercial electronics circuitry, continued to gain momentum during 1986. Domestic Data Coverage.-Shipments of small amounts of arsenic trioxide and metal from remaining stocks by Asarco were reported voluntarily to the Bureau of Mines.

The segregation process consists of heating crushed oxidized or mixed oxide-sulfide copper are with a copper-volatilizing salt and carbonaceous material at about 750° C. to produce metallic copper which is recovered from the furnace calcines by conventional sulfide flotation. The Bureau of Mines made a number of bench-scale laboratory tests on two copper ores to determine the relative merits of using halogen salts, potassium chlorate, or various salt mixtures as volatilizing agents in segregation of the copper. Laboratory investigation of typical siliceous and calcareous oxidized ores revealed that sodium chloride was a better segregating agent than the other salts. Calcium chloride, magnesium chloride, sodium fluoride, or potassium chlorate gave nearly as good segregation as the sodium chloride on the siliceous ore. Segregation of the calcareous ore with calcium chloride was nearly as good as that obtained with sodium chloride, but inferior segregation resulted when magnesium chloride, sodium bromide, or potassium chlorate was employed. The use of sodium bromide or sodium iodide on the siliceous ore, and of sodium fluoride or sodium iodide on the calcareous are, gave appreciably poorer segregation than sodium chloride or the other salts. Other tests of the ores, using mixtures of sodium chloride and the other halogen salts or potassium chlorate, gave segregation approaching that obtained with sodium chloride.

Between 1986 and 1989, at the request of the U. S. Bureau of Land Management, personnel from the U. S. Bureau of Mines Western Field Operations Center studied the highly-mineralized, 25,335-acre, Crack Canyon Wilderness Study Area (UT-060-028A), to evaluate its identified mineral resources. The 16-mi-long, 2-mi to 4-mi-wide stud/ area is on the southeast side of the San Rafael Swell, about 40 mi southwest of Green River, Emery County, southeast-central Utah. The study area is underlain by Mesozoic sedimentary beds. Uranium, the principle mineral resource, occurs in two formations. The principle uranium deposits are in mudstone, sandstone, and conglomerate lenses in the 22-mi-long outcrop of the Triassic Chinle Formation which parallels and straddles the northwest boundary of the study area, Some small low-grade uranium occurrences and an extensive gypsum deposit are hosted by the Jurassic-age rocks that underlie the southeast part of the study area.

A premature detonation of an explosive charge occurred on January 30, 1961, at a face being prepared for blasting in the underground Jefferson Island Salt Mine, Diamond Crystal Salt Co., Jefferson Island, Iberia Parish, La. The accidental blast injured the powderman fatally; his helper was injured also, but recovered. The accident represents the first fatality reported to the Bureau of Mines in connection with the use of ammonium nitrate-fuel oil (AN-FO) blasting agents in underground mining in the United States. Representatives of the Bureau of Mines Explosives Research Laboratory, Pittsburgh, Pa., and field representatives of the Bureau's Health and Safety Activity conducted the investigation, upon request of the manufacturer of the ammonium nitrate being used and with concurrence by the mine management.

"Observation of the use of trailing cables in ""mines shows that the chief limiting factor in the life of the cables and their safe use is the smashing or crushing of the cables in service, together with the effects of consequent splicing.Trailing cables are crushed when run over by cars, mining machines; and locomotives or when hit by falls of roof. Crushing damages the insulation and may cause failure at once or in later use. Failure may be either by short circuit between the conductors or by grounding to the track. The failure of a live cable causes electric arcs capable of igniting explosive mixtures of methane and air. Every cable failure in a gassy or dusty mine is, therefore, a real or potential hazard.Some mine operators do not allow the splicing of trailing cables for use in gassy mines, bet require that a damaged cable be immediately replaced and if repaired that it be used only in nongassy mines. Other operators allow the making of temporary splices to permit completion of the shift but require that such splices be remade and vulcanized before the cable is used again.Still other operators allow the continued use of temporary splices, which in general means that a cable is used until the splices give trouble in reeling, or overheat, or pull apart. Then the spliced sections are either cut out or the whole cable is replaced.Splices often determine the useful life of a cable. A splice poorly made may pull apart ueder mechanical strain and cause arcing that burn* the surrounding cable or ignites as or coal-dust. If it has lower conductivity a splice is the first part of the cable to heat; it may become so hot under load that it will burn apart and damage other parts of the cable, or, if it be a soldered splice, the solder may melt and allow parting of the cable. A poorly made splice often has insufficient insulation which may alloy short-circuiting between conductors or permit external contacts capable of giving an electric shock to one handling the cable. The splice is sometimes bulky from too much insulation and takes up too much room on the reel, causing uneven reeling; also by catching on the spooling device the oversized splice may receive expressive pulls and wear. Splicing is therefore a very important factor in the use of trailing cables."

The brief resume of the activities of the Metallurgical Division that appears annually in its progress reports series serves a useful purpose by making available a rather comprehensive but concise recapitulation of the current work, and publications of the division. An unprecedented opportunity to attack the problem of producing ferro-grade material from low-grade domestic manganese ores effectively was provided by the act designated as Public 667 of the 76th Congress of the United States, approved June 26, 1940, which made available an appropriation for "Expediting Production of Equipment and. Supplies for National Defense." Although the funds were not immediately available to the division, good progress has been made in the, solution of the many and diverse problems presented in the studies undertaken to determine the best methods for the recovery of useful products from a wide variety of manganese ores.

To provide a flexible, low-maintenance, low-cost continuous mine air monitoring system as an alternative to conventional fixed-point, electronic monitoring systems. Background Continuous monitoring of mine air is highly desirable (and often required) not only to improve miner safety, but also to increase mine productivity. Continuous air monitoring systems can provide earl" warning of developing fires, excessive methane accumulation, reduced oxygen levels, and other developing problems in remote, inaccessible or sealed areas, and in active workings. Fixed-point, electronic systems require one Sensor for every gas to be measured at every defined monitoring location. As the number of monitoring locations increases, so does the cost, along with increases in the time required for routine maintenance and calibration of the sensor System cost also increases when monitoring locations are identified for mine areas requiring permissible electrical equipment.

"DEFINITION OF VISCOSITYViscosity has been defined as the resistance experienced by one portion of a liquid moving over another portion, such as one molecular plane moving over an adjacent plane. A measure of viscosity is the force required to keep one plane in motion at Unit velocity, the other plane being considered stationary. Figure 1 illustrates the general idea that the surface friction between two adjacent areas will be greater the larger the molecules. Therefore it may be assumed that viscosity will be increased by molecular association or agglomeration, and likewise dissociation rill decrease viscosity. According to Maxwell (1)6 the unit of viscosity, the poise, is the tangential force per square centimeter of area of either of two horizontal planes 1 centimeter apart, one of which is fixed while the other moves with unit velocity, the space between being filled with viscous liquid of unit viscosity.The need for a satisfactory apparatus and experimental procedure for the determination of viscosity of high-melting materials at temperatures corresponding to those in pig-iron and steel making has been recognized during the past few decades. The condition of the slag during the smelting and refining periods in the iron- and steel-making processes exerts an important influence on the metal product obtained, this slag condition really meaning the state of viscosity or, vice versa, fluidity, which the slag attains under certain conditions."

Drilling for roof bolting has created a new dust problem for the coal-mining industry. Drilling is inherently dusty, and control of dust produced by drilling vertical or nearly vertical holes is much more difficult than control of that produced by drilling flat or down holes.4/ Also, the dust produced by roof drilling differs in composition from that produced by drill-fur, or cutting the coal face because it contains a significantly greater amount of free silica and therefore presents a greater potential hazard of silicosis. Roof bolting has been practiced successfully in the mines of the St. Joseph Lead Co. in southeastern Missouri for over 20 years, but it was not until 1947 and 1948 that large-scale roof-bolting experiments were conducted in coal mines.5/ Although the need for dust control in conjunction with roof drilling was recognized from the beginning, the development and acceptance of roof bolting progressed so rapidly during 1949 and 1950 that solution of the dust problem lagged behind other engineering phases of the technique.

Martin Marietta Aluminum, Inc. followed Howmet Aluminum Corp., Revere Copper and Brass, Inc. and Anaconda Co. in lifting August prices of 99.5 percent unalloyed aluminum ingot by 3 cents to 56 cents per pound. Prior to these moves, Kaiser Aluminum and Chemical Corp. raised its June ingot listings by 4 cents to 57 cents and Consolidated Aluminum Corp., 4.5 cents to 57.5 cents. Domestic merchants increased July quotes by slightly more than 1 cent to 51.3-51.8 cents per pound. ARSENIC The Occupational Safety and Health Administration (OSHA) issued new standards, effective August 1, for worker exposure to inorganic arsenic, a toxic substance linked by OSHA to lung and lymphatic cancer. The new standard will limit worker exposure to 10 micrograms per cubic meter of air over an 8-hour period, a drastic reduction from the previous standard of 500 micrograms for a like period. Implementation of the new standards may be the most difficult and costly for copper smelters where arsenic is associated with the copper feed material but problems will also be encountered by producers of arsenic containing products such as for pesticides and herbicides. The new standards allow use of personal protective gear for workers as an interim measure until plant engineering controls can be put into effect.
