The material in this Information Circular was presented at the National Institute for Occupational Safety and Health’s (NIOSH) open-industry briefing held during the 2004 Northwest Mining Association conference in Spokane, WA. The open-industry briefing discussed results of recently completed and on-going mine safety- and health-related research conducted at NIOSH’s Spokane and Pittsburgh Research Laboratories on the human side of mining—the miner. The first paper sets the stage for what mining has achieved and what we mean by “getting to zero.” The second paper, “Help Experienced Miners Become Great On-the-Job Trainers,” distinguishes between experienced miners and trainers. This paper provides some key concepts for turning great miners into great trainers. “The Power of Story-Telling in Getting Through to Miners” explains the history and importance of stories in the culture and training of miners. Finally, “Understanding Self in Stressful Working Environments,” describes the personal and social aspects of the working environment, much of which parallels familial theories. The downward trend of deaths in U.S. mining has been remarkable. The number of miners killed or injured each year has decreased steadily over the past 100 years. Some charts show these trends overlain with important events such as World War II and the Mine Safety and Health Act. However, this downward trend in mining fatalities has flattened out. How can you get to zero accidents? Do you concentrate on technological advances and equipment maintenance to avoid malfunctions? Do you concentrate on developing work processes and organizational structures that minimize risk? Do you combine them and take a systems approach that links one to the other with an evaluative loop? Safety efforts in mining have used all of these approaches. What more can we do to get to zero? Getting to zero will require two objectives: A clear and unshakeable belief that it can be done and attention to the human side of mining. Getting to zero is not a new idea; it has been used by mine companies and safety professionals for years as the safety goal. But getting to zero is not so much a physical goal as it is a belief that there are no insurmountable barriers to achieving the goal.

In 2007, a total of 4,639 stone mining operations reported employment to the Mine Safety and Health Administration (MSHA).1 Stone mines comprised 31.2% of all mining operations. ? Mines producing the primary commodity of limestone (crushed and broken) comprised the largest number of operations (n=2,051; 44.2%). ? Stone mining operations were located in all states and territories except Delaware and North Dakota. ? Pennsylvania had the most stone mines (n=373; 8.0%), followed by Texas (n=352; 7.6%).

This paper is one of many reporting various aspects of the Bureau of Mines program initiated in August 1939 by passage of the Strategic Minerals Act J the scope of which was greatly expanded by subsequent legislation. In its program of investigation of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. The occurrence of chromite in the Knik Valley near Palmer, Alaska, was brought to the attention of the Bureau of Mines in September 1941 by George Johnson, of Anchorage. At that time a preliminary investigation was made by Robert S. Sanford, an engineer of the Bureau of Mines. The area was investigated on June 4 and 5, 1943, by Henry R. Joesting and Leo H. Saarela, engineers of the Territorial Department of Mines. In August 1942, a second chromite occurrence, the Highway deposit, in the Knik Valley, was reported to the Territorial Department of Mines by John E. Ryan of Anchorage.

This is one of a series of circulars dealing with mining methods, practices, and costs. It describes the method of sinking a shaft 60 inches in diameter with a shot drill, as employed at the Idaho Maryland mine, Grass Valley, Calif. The operation involved a great deal of experimentation in applying the shot-drill method to large bore drilling, overcoming mechanical and other difficulties which developed during sinking, and developing operating technique. Under such circumstances, costs are obviously higher than they would be after the pioneer work has been done, but even so, these actually obtained compare favorably with costs of sinking by more conventional methods. Investigations conducted by the Bureau of Dines pertaining to the reduction of evaporation losses of petroleum have shown that such losses may be reduced 70 to 80 per cent by the use of vapor-tight tanks equipped with vacuum and pressure relief valves, and vapor-tight thief hitches. Additional studies have shown that it is often economical to supplement this type of construction with other measures that will reduce evaporation losses still further. Water-cooling systems, insulation, and light colored paints are the measures most often used in connection with vapor-tight tanks. Painting with light colored paints probably is employed in the greater number of cases. On account of the cost of insulation, or of installing water cooling systems, the use of these methods are restricted to tanks containing gasoline or crude petroleum with a very large content of low-boiling fractions. The effect of cooling systems has been discussed in a previous report.2 In choosing paints for tanks many factors must be considered. Probably the three most important are cost, protective value, and color. Many companies have adopted a standard color for all of their tanks in this way they reduce the initial cost of paint by buying in large quantities. The tank farms of such companies usually have a neat appearance, resulting from the uniform painting of all tanks. This procedure also has advertising value. Unfortunately, most of the paints used to protect steel are of the darker colors, usually red or black. These colors accelerate the rate of evaporation. Several companies have solved this difficulty by using a dark colored metal-protective paint as a primer coat, and a paint of any desired color for the final coat. Special metal-protective primers to be used under light-colored cover coats have been placed on the market by several paint manufacturing companies.

The Calico silver-barite deposits near Barstow, Calif., are a potentially important resource. Exploration performed by two major mining companies out-lined large tonnages of ore that assayed at 2 to 3 ounces of silver per ton and 7 to 15 percent barite. Laboratory beneficiation work was done by the Bureau of Mines on four samples to develop methods for recovering the silver and/or barite. Cyanidation recovered from 47 to 60 percent of the silver from ore ground to approximately 100 percent minus 325 mesh. Salt roasting minus 10-mesh material, followed by regrinding and cyanidation, recovered 75 to 85 percent of the silver. From 75 to 90 percent of the barite was recovered in a plus 92-percent barite product from either the natural ore or from cyanidation residues. Salt roasting before cyanidation precluded recovery of the high-grade barite concentrate from the leach tails.

"The average heat requirement per barrel of crude refined in the United States rose from 579,000 B. t. u. in 1940 to 584,000 B. t. u. in 1941. This marked the second successive year in which there was an apparent loss in fuel efficiency at refineries. This ""loss"" took place despite an increase in crude runs, which used to be an invariable indicator of a lower average.Probably the chief factor in the increased heat requirement in 1941 was the gain in the over-all gasoline yield from 43.1 percent in 1940 to 44.2 percent in 1941. Possibly another important factor was the further use of obsolete equipment to increase throughput.The refiners used more of all kinds of fuel excapt coke in 1941 than in 1940. However, the only fuels which increased materially in relative importance were refinery gas, which contributed 51.6 percent of the total heat units in 1941 compared with 50.7 percent in 1940, and natural gas, the share of which rose from 17.1 percent in 1940 to 18.0 percent in 1941. The changes in the percentages for the other fuels were as follows: Oil decreased from 25.7 to 24.1 percent; acid sludge fell from 2.7 to 2.5; coal remained at 3.4 percent; and coke (including steam) fell from 0.5 to 0.4 percent.New records for fuel efficiency were set in all three of the districts east of the Mississippi, namely, East Coast, Appalachian, and Indiana, Illi¬nois, etc. All the ether districts reported higher average fuel requirements in 1941, except the Louisiana Gulf and Arkansas-Louisiana inland.Since the year of the first statistics, the refiners have steadily increased their purchases of electricity. In 1941 total purchases were 1,862,996,000 kilowatt-hours, or 11 percent more than in 1940."

"These proceedings consist of papers presented at a Bureau of Mines Technology Transfer Seminar on postdisaster survival and rescue research. Several seminars are held each year to bring the latest results of Bureau research to the attention of the mining industry as quickly as possible.INTRODUCTIONThe postdisaster research program is directed toward research and development of technology and equipment that increases the chances of a miner surviving or being rescued after an underground mine disaster. A disaster is an accident of major proportions, and it may result in the entrapment of miners whose normal egress from the mine is cut off. This often necessitates a rescue operation and a means of keeping the trapped miners alive while they await rescue. The Bureau is currently pursuing research to develop the technology that will enhance the ability of miners to survive such an occurrence. The research is divided into two basic problem areas, survival and rescue. Both areas are concerned with the inability of miners and rescue teams to cope with the postaisaster environment, such as toxic gases, unstable roof conditions, water flooding, and lack of oxygen. In addition, research is also conducted to find ways of locating and quickly reaching trapped miners. Most of the research conducted by the Bureau has been directed toward the postdisaster problems associated with coal mines. However, most of the research results are also applicable to noncoal mines as well.The papers presented in these proceedings address some of the recent research conducted by the Bureau of Mines that has been directed toward the postdisaster problems outlined above. The topics covered range from an overview of the technology developed for oxygen selfrescuers to training programs for mine rescue. Any questions or comments pertaining to this research are encouraged and appreciated. The National Institute for Occupational Safety and Health conducted a study to determine the effects of selected, state-of-the-art emission control technologies on the ambient concentrations of particulate matter and gases emitted by underground diesel-powered mining equipment. Tests were conducted in an isolated zone of an underground mine to evaluate the effectiveness of alternative fuel formulations, namely, water-fuel emulsions, blended biodiesel fuels, ultralow sulfur diesel fuel, and #1 diesel; and selected exhaust after treatment devices, namely, diesel oxidation catalysts (DOCs), diesel particulate filter (DPF) systems, and filtration systems designed around high-temperature disposable filter elements. The results showed that using a cold-weather and warm-weather water-fuel emulsion formulation reduced mass concentrations of elemental carbon (EC) by about 70% and 85%, respectively. The 20% and 50% soy biodiesel blends reduced EC by 49% and 66%, respectively. The reductions were slightly less pronounced for the 20% and 50% yellow grease biodiesel blends—33% and 56%, respectively. EC concentrations were unaffected by using ultralow sulfur diesel in place of #1 diesel. Use of the reformulated fuels did not substantially alter the concentrations of nitric oxide and carbon monoxide. However, a measurable increase in the nitrogen dioxide (NO2) peak concentration was observed during the biodiesel tests. The ArvinMeritor (AM) fuel-burner DPF system with a palladium-catalyzed DOC reduced EC concentrations by 92%. The diesel filter elements from Donaldson Co., Inc., and Filter Service & Testing Corp. reduced the EC concentration of the mine air by 92% and 70%, respectively. When the palladium-based DOC was used with the AM DPF, it raised the average and peak downstream NO2 concentrations by a factor of three. Tests of the AM DPF system with a platinum-catalyzed DOC and CAP/ETG catalytic particulate oxidizer system had to be terminated because the elevated NO2 concentrations threatened to overexpose the operator. The tests with only a selected DOC also resulted in increased NO2 concentrations in mine air.

This rather phenomenal growth in production and use reflects growing industrial interest in the metal and its salts. This information circular has been prepared to summarize for the casual technical reader the reserve, mining, processing, and consumption situation pertaining to the mineral spodumene - the principal source of lithium. A relatively complete bibliography is included for those who may need more detailed information.

"Abstract — The use of diesel equipment in underground coal mines is controversial because the National Institute for Occupational Safety and Health (NIOSH ) regards ""wholediesel exhaust"" as ""a potential occupational carcinogen."" Threshold limit values (TLVs ) are recommended for the gaseous pollutants CO, CO2, NO, NO2, SO2 and some hydrocarbons emitted in diesel exhaust. There is, however, no TLV recommended for diesel exhaust aerosols (DEA) nor is there a standard method for sample these aerosols.The University of Minnesota and the USBM have collaborated to develop a personal diesel exhaust aerosol sampler (PDEAS) that utilizes size selective, partial impaction and gravimetric analysis. During the field tests of this sampler, numerous air quality measurements were conducted in underground coal mines that used diesel equipment. The objective of this report is to present these data and to assess the impact of diesel face haulage equipment on mine a quality.Air quality data were collected in four underground coal mines. The mines used continuous miners and diesel haulage equipment. Daily samples were collected at the section intake, haulage way and on haulage vehicles. Both full- and partial-shift samples were collected using a variety of aerosol instruments. These included the PDEAS and the micro-orifice uniform deposit impactor (MOUDI) that sample the mine aerosol diesel exhaust fraction. Two of the mines were also monitored for the major gaseous constituents found in diesel exhaust CO,CO2, NO, NC, and SO2. These measurements were made by either collecting bag samples for subsequent gas analysis or by Palmes dosimeters.Concentrations of CO, CO2, NO, NO2 and SO2 were well below regulated levels. The mine average DEA concentration determined by the PDEAS in the haulageway for the three mines surveyed was 0.79 mg/m4, with a standard deviation of 0.19 mg/m3 DEA contributed 65% of the respirable aerosol, at this location. These results were the same as the mean DEA concentrations calculated from size distribution measurements obtained using the MOUDI. This was 0.78 mg/m3, with a standard deviation of 022 mg/m3."

[The legislation in many States against the present method of producing carbon-black by the incomplete combustion of natural gas, and the continually increasing demand for gas for otter purposes, indicates that the supply of carbon-black may Gradually be decreased and that new methods for its production, utilizing a greater parentage of the carbon in the has should be developed. In the course of investigations of the effects on hydrocarbons of high voltage discharges, it was noted that under certain conditions natural gas could be decomposed and that carbon-black could be produced. The effects of several tyres of electrical discharges on natural gas have, accordingly, been studied' in order to find out the fundamental factors underlying the reactions and their possible influence in the recovery of a greater part of the carbon content of natural gas than is now possible. Present commercial plants using natural gas for the manufacture of carbon-black recover from 0.9 to 1.5 pounds of carbon-black per thousand cubic feet of gala consumed, or less than 5 per cent of the total Gabon in the gas: It should be noted, however, that the, present methods involve heating the gas to incandescense by burning it as a luminous flame, and a considerable part of the gas is thus consumed as a source of hest. If this heat can be supplied from some other source, or if a more efficient method of applying the energy con. tamed in part of the gas, to the decomposition of the rest of it, can be worked out, then a greater yield of carbon-black per thousand cubic feet of gas care be expected. Excellent gold recovery was demonstrated in a laboratory-scale leaching test on waste material from an open-pit mine in northeastern Nevada. An injection system of leaching was applied in which the sodium cyanide solution was introduced into the interior of the dump at selected points. Dissolution of gold from the waste material, which assayed 0.06 ounce gold per ton, was readily achieved because the gold occurred as submicroscopic particles in a porous host rock. Gold recovery of 80 percent was obtained in 11 days from material crushed to 1 inch in size, and recovery was 90 percent after 21 days.

This U.S. Bureau of Mines (USBM) report conveys the results of an economic analysis of minerals in the West Mojave Management Area (WMMA), including the Desert Tortoise Priority Habitat (DTPH), a proposed special land management area. Undiscovered mineral resources were estimated for the entire WMMA, which totals 8.7 million acres. Known mineral resources were studied for the DTPH, which is an area of 1.2 million acres contained within the WMMA. Federal lands within the WMMA are managed by the Bureau of Land Management (BLM). The WMMA includes Federal, State, and private lands in the western portion of San Bernardino County and the eastern portion of Kern County. The center of the study area is 20 miles northwest of Barstow, California (Figures 1 and 2).

Laboratory test work has shown that the Germania ferberite-scheelite ore can be concentrated to an acceptable grade. A ferberite concentrate assaying 66.9 percent tungstic oxide was made, with a recovery of 75.4 percent. A second concentrate of ferberite and scheelite was made assaying 54.2 percent tungstic oxide. Final beneficiation of combined rougher gravity concentrates was accomplished by roasting, magnetic separation, sulfide flotation, and retabling, to give a final ferberite-scheelite concentrate of 66.2 percent tungstic oxide, with a 91.1-percent recovery. INTRODUCTION This presentation covers the results of laboratory beneficiation tests conducted on tungsten ore from the Germania Consolidated Mines, Inc., by the Bureau of Mines Mineral Dressing Section, Northwest Electrodevelopment Laboratory, Albany, Oreg. This mining property is near Fruitland, on the southern edge of the Spokane Indian Reservation, Stevens County, Wash. The Germania district produced tungsten concentrates before and after World War I; interest is being renewed in the district because of the metal shortage.

Time and motion studies were made by the Federal Bureau of Mines on the hand and machine dismantling of scrapped auto starter motors, generators, and alternators for recovery of copper, aluminum, and iron. The studies showed that an individual with power handtools and convenient access to a hydraulic press, power bandsaw, acetylene torch, and power lathe could, in an 8-hour day, disassemble about 100 starters, or 150 generators, or 30 alternators. The scrap copper yield would be 280, 390, and 45 pounds, respectively, and the iron yield would be about seven times the copper weight. About 100 pounds of aluminum would be obtained from the alternators.

In 1986, at the request of the Bureau of Land Management, the U.S. Bureau of Mines studied a 51, 160-acre portion of the 107,920-acre Diablo Mountain Wilderness Study Area (OR-001-058) in order to evaluate its mineral resources. The study area is located 1n Lake County, OR, about 45 miles northwest from Lakeview. The study area is located near the northwest corner of the Basin and Range physiographic province. Tertiary Picture Rock basalt with tuff interbeds underlies the area (Travis, 1983). No mineral resources were identified; no mines, prospects, claims, or mineralized areas exist in or adjacent to the Diablo Mountain study area.

[Apparent progress in fuel economy at petroleum refineries, as measured by the average amount of .seat units required to refine a barrel of crude oil, received a set-back in 1935, when the average rose to 562,00 B. t. u., compared with 562,000 B.t.u. in 1937 (see fig. l). The primary factor in the rise in average heat requirement's per barrel of crude oil refined in 1938 wan the decline in total runs to Invariably the average requirement increases when crude ins to stills decline, and vice versa. In other words, annual gains in fuel efficiency at refineries arc masked by the degree to which the capacity is utilized. Additional crude runs give lower average e heat requirements in two ways - first, because they are mane with the c expenditure of comparatively small amounts of auxiliary heat, and, second, because the additional runs generally represent simple topping operations. In 1938 crude runs, to stills declined 1.6 percent (from 1,183,440,000 barrels in 1937 to 1,165,015,000 barrels in 1938), but the total heat consumption declined only 0.4 percent, or from 663,866 billion B. t. u. in 1777 to 660, 56 billion in 1938 .]
