The Federal Bureau of Mines conducted a demonstration project to reclaim 125 acres of abandoned strip-mined land in Lackawanna County, Pa., for public recreational, historical, and educational use as a park. The Bureau was involved in the development of the general site plan, and engineered and supervised the basic land rehabilitation. The park's Facilities include outdoor recreational activities, picnic grounds, children's play areas, primitive overnight camping, and winter sports. A major attraction is the Anthracite Museum constructed by the Pennsylvania Historical and Museum Commission The project may serve as a prototype for reclaiming existing and future surface-mined lands.

Improved practice resulting from recent changes in the method of supplying compressed air and in pneumatic drilling equipment used in secondary drilling and in development work at the Morenci mine of the Phelps Dodge Corp., has resulted in improved safety conditions, as well as in a reduced cost per foot of drilling. A large stationary compressor installed outside the mining area and the compressed-air pipelines in the mine were replaced by portable compressor units. A self-propelled, self-contained drilling unit was obtained for drilling large footages where short moves were involved. Large wagon-drill units were replaced by faster and lighter drill machines and conventional bits by carbide insert bits. The safe practices employed in air drilling and in the related blasting and scaling operations have contributed to an excellent safety record at this mine. The complete sets of instructions listed in the company codes of safe practice aid materially in training employees.

A simplified method for the atomic absorption determination of antimony is described. Samples are dissolved in hydrobromic acid and diluted to volume with water. Solutions can be ready for analysis in about 10 minutes and are stable for at least 24 hours. The spectral line at 231 nanometers is used, and there is no effect on absorption resulting .from the presence of any concentration of HBr. Absorbance is linear with antimony concentrations up to 120 micrograms per milliliter. Sensitivity is 1.48 micrograms per milliliter per 0.0044 absorbance. Relative errors on National Bureau of Standards Standard Reference Materials were 3 percent or less, and relative standard deviations on 12 determinations of each of three flue dust samples were 4 percent or less (95-percent confidence limit).

APPENDIX D DEVELOPMENT AND EXPERIMENTAL VERIFICATION OF ACOUSTIC SEAL CHECKER THEORY 1. Introduction In Section 7 of the report the acoustic seal checker concept was described in a general manner and the parameters which affect the signal level at the microphone were discussed briefly. In this appendix the theoretical basis will be presented and the experimental program described which permitted the extension of the theory into practice. The basic goal of the acoustic seal checker is to relate the reduction in sound pressure level to the size of the residual hole in the fly ash barrier. The smallest hole size that may be measured is determined by the signal to noise ratio, where the noise in this case includes the ambient noise in the mine, the internal microphone noise and the sound transmitted from the acoustic source via the flanking paths through corridors adjacent to the one being sealed. The latter source of noise can be discriminated against, at the expense of increased complexity of the acoustic system, by employing a pulsed source and pulse gating of the microphone signal set to accept sound via the barrier path and to reject the delayed flanking path signals. In order that the acoustic system be insensitive to precise source and microphone location and to permit assessment of system performance on an acoustic power flow basis, a broad frequency band of pseudo-random noise is emitted by the loudspeaker source. This Bureau of Mines publication summarizes the status of mine electrical equipment reliability research. Failure rate data were estimated from theoretical, laboratory, and field studies. Tables are presented listing reliability characteristics of molded-case circuit breakers, undervoltage relays, ground check monitors, cables, motors, and control circuitry. Application of failure rate data is shown in tables listing maintenance scheduling intervals of components and components that are most sensitive to the probability of hazardous voltages on power distribution systems in the mines. Complete, accurate, and appropriate failure rates on mine equipment are of the utmost importance for reliability evaluations.

[The last previous Bureau of Mines publication relative to details of permissible methane detectors (Bulletin 331, published in 1930) describes detectors of four different types, namely flame, combustion, catalytic, and a combination Wheatstone-bridge axed catalytic type in which catalytic action at the surface of a platinum filament when in methane causes a change in the temperature and resistance of the filament, thus unbalancing the bridge circuit and giving a reading proportional to the methane concentration. Three detectors of the latter type have been approved since 1933. A brief description of each follows: U. C. C. Detector Approved No. 902, covering the U. C. C. indicating detector, as described in Bulletin 331, was entered January 27, 1330, to cover important chances in design that permit checking; the calibration of the detector at any time, whether in gas or fresh air. U.S. supply and demand data for dry natural gas by source, form, and major consuming sectors--within and between States and defined regions--were tabulated for the years 1960 and 1965. State-by-State quantitative data are provided for the natural gas industry that can be arranged into regional groupings and used to determine regional flow patterns. The tables show the derivation of the total supply of gas available for consumption from total marketed production. The tables also report the distribution of the supply among the major consuming sectors (household and commercial, industrial, transportation, and electricity generation, utilities). The summarized data show an increase in the absolute demand for natural gas in all regions for the period 1960-65, although the relative posit ions of the various subregions, with respect to national consumption, remained about the same. To enable comparison of data on dry natural gas with data on other energy sources, quantities in terms of million cubic feet were converted to British thermal unit (Btu) equivalents.

Of all the uses for dolomite that depend on its magnesia content, perhaps the most important is its use in basic refractories. The quantities of dolomite (including both that used as crude and that calcined before use) sold or used for refractory purposes by producers in the United States for 1920-41, inclusive, are shown in figure 1. As can be seen from the chart, the utilization of dolomite as a basic refractory is far from new; it was, in fact, the first basic refractory used extensively in open-hearth steel furnaces. After large deposits of magnesite were opened in Austria-Hungary, the use of dolomite in the open hearth declined somewhat, only to be actively revived during the World War of 1914 to 1918, when supplies from Austria were shut off. The use of dolomite as a refractory in the steel industry again declined slightly for a brief period after the Armistice, but subsequently its use has tended steadily to increase, latest statistics indicating that more dead-burned dolomite is used per ton of open-hearth steel now than during the World War of 1914 to 1918. Despite fluctuations in consumption, dolomite has continued to be by far the most widely used basic refractory material. The following table, showing the quantities of basic refractories consumed in the manufacture of steel, the principal outlet, indicates the relative importance of dolomite. The chief reason for the widespread use of dolomite as a basic refractory is its relatively low cost. Its abundance and the proximity of the deposits to the steel industry (see fig. 2) afford every incentive to enhance the desirable physical properties of dolomite refractories and to ameliorate certain of their less desirable characteristics. The present emergency, with its huge demands upon the steel industry, has lent further impetus to the work of improving dolomite refractories.

Methane-drainage holes must be completely filled by grout before mining to prevent the emission of large quantities of gas during mine-through, which would constitute an explosion hazard. In November 1980, seven horizontal holes at the multipurpose borehole, a small-diameter shaft drilled as a Bureau of Mines coalbed methane-drainage installation on the property of the Federal No. 2 Mine, Monongalia County, WV, were plugged using a sodium silicate gel grout. This report de- scribes the grout mix and the use of the grout at the multipurpose borehole, and discusses the results observed upon mine-through of the holes in early 1981. Cost data for the sodium silicate grout are also presented.

The United States has not begun commercial operations to tap its largest poten-tial sources of oil supply - oil shale and coal. The reason is that domestic petrol-eum has been plentiful in the past and liquid products probably could be produced from it at the lowest cost. In view of the ever-increasing need for petroleum in the United States, the critical international situation threatening foreign supplies, the growing demands for steel, and the heavy costs to industry of constantly discovering and developing new oil fields, it is believed that the prompt development of a synthetic fuel industry based on oil shale and coal is not only requisite to safeguard our oil supply but is an economically sound course for the foreseeable future, To neglect its development is to close our eyes and minds to our own resources at a time when they are needed critically. It also is apparent now that neither the Government nor industry would be taking any considerable economic risk in starting the initial plants, especially as measured against their potential value in meeting critical oil and chemical demands and in building a new industry in the West.

Canister-type gas masks have become an essential part of the equipment of many industries not only for use in emergencies, but also in performing normal operations of industrial processes and procedures, particularly where ventilation is not practically or economically feasible. They are also used widely for enhancing safety of operations which previous to the development of gas masks had been performed in harmful atmospheres. Since the inception of industrial gas masks the Bureau of Mines has been actively engaged in endeavoring to increase the efficiency and safety of these devices and this bureau has become a source of advice to manufacturers in producing devices of good quality and to industry in the proper selection and use of these devices. In order to give first-hand information and keep current with the demands and needs of industry it is necessary to perform investigations from time to time. This report deals with tests of certain types of commercial gas-mask canisters for protection against mercury vapor.

In the past few years the advance of the Sunshine mine to national prominence as the chief silver-producing mine of the United States has revived interest in the area in which it is situated. Although this area lies between the great lead-Zinc-silver mines at Kellogg and those in the vicinity of Burke and Mullan it was generally presumed to be almost barren, as little ore had been found there until substantial ore bodies were developed on deep levels of the Sunshine mine. In early days it was called the "dry belt" because its ores were siliceous and contained little lead; but the classification of ores in smelting as wet or dry, although once customary, has long been obsolete The area will therefore be referred to in this paper as the silver belt of the Coeur d'Alene district because the value of its ore is due chiefly to silver, the current production of which is large, providing over 60 percent of the silver output of Idaho. Silver Belt - Its Limits and Character With a daily production of half a ten of silver or more from the Sunshine mine, the silver belt has become the scene of extensive exploration at many properties, and the outlook for its future seems promising enough to warrant the lively interest now being displayed in the area by the public.

During the 5-year period 1906-10 inclusive, 84 major disasters (a major disaster being one in which 5 or more lives are lost) occurred in the coal mines of the United States, or an average of 17 per year, and the total number of fatalities from coal-mine gas and dust explosions (major plus minor) for the 5 years aggregated 2,338 or 477.6 per year. The monotonous continuance of coal-mine disasters month by month aroused the people of the United States to such an extent that it was felt necessary for the Federal Government to try to do something looking to the avoidance of the admittedly excessive loss of life in our coal mines, and this was one of the deciding factors in the establishment of the United States Bureau of Mires in 1910. That results have been obtained in this particular cause of coal-mine accidents may be seen from the fact that for the year 1933 but one major explosion disaster occurred in the coal mines of then united States and the total number killed in that disaster was 7. Unquestionably the coal-mining industry through use of oaf or mining practices and aided by the various kinds of work of the Bureau of Mines looking to the prevention of mine fires and explosions is in large part responsible for this very creditable change. If the gas and dust explosion fatality rate of 1.059 per million tons of coal produced during the period 1906-10 inclusive had continued to the first of January 1934, instead of the 6,373 deaths which actually occurred due to gas and dust explosions, there would have been 13,480. Hence, during the 23 years existence of the Bureau of Mines there has apparently been a saving of about 7,102 probable deaths, or an average of more than 300 per year, from gas and dust explosions as against the number which would have occurred had the 1.059 gas and dust explosion fatality rate for the period 1906-10 continued. Thirty-nine persons were killed in all kinds of explosions (both major and minor) in the coal mines of the United States in 1933; if the 1.059 gas and dust fatality rate of the 1900-10 period had been in effect in 1933, about 400 persons world have been killed. Unquestionably, the various teachings of the U.S. Bureau of Mines looking to the avoidance of explosions and fires in mines have had a vital influence in reducing the number of explosions and fires and also in decreasing their destruction in case they occur.

The Bureau of Mines, with the cooperation of the Natural Gas Association of America, has conducted a study of leakage losses from natural-gas transmission lines. This study has shorn that surveys to determine the leakage from transmission lines lead to line repair work that not only aids in the conservation of gas, but can be made to show financial returns of large magnitude.2 In order to conduct the study, it was necessary to develop accurate and reliable methods of determining the actual leakage from pipe lines. METHODS OF TESTING Three methods that were developed and used to determine the leakage losses from high-pressure natural-gas transmission lines are: (1) The "pressure-drop" method, (2) The "metering-in and metering-out" method. (3) The "metering-in" method.

A compressor and utility station, which is believed to be one of the largest mobile units of this type ever constructed, was placed in operation at the Bureau of Mines experimental oil-shale mine near Rifle, Colo., during. 1949. This mobile unit mounts two 770-cubic-feet-per-minute air compressors, a 2,500-gallon water tank, and a 200-cubic-foot air receiver. The mobile base of the unit is a 30-ton trailer 30-feet long and 12-feet wide. Prior to the construction of this unit, compressed air was supplied to underground workings through pipe lines connecting with a stationary compressor plant on the surface. The power consumed in supplying compressed air to underground drilling crews was 0.531 kw.-hr. per ton of shale broken. Use of the mobile unit has cut this figure to 0.421 kw.-hr. per ton of shale broken and, more important, has eliminated the cost of installing and maintaining underground air and water lines.

The lower flammability limit of methane at 0 p.s.i.g. and ambient temperatures is 5.6 volume percent in chlorine, 5.2 in oxygen, and 5.0 in air. The corresponding upper limit values are 70, 60.5, and 15 volume percent, respectively, so that the range of flammable mixtures is greater in chlorine than in oxygen or air. The lower flammability limit of ethane at 0 p.s.i.g. and ambient temperatures is 6.1 volume percent in chlorine, 3.0 in oxygen, and 2.9 in air. The corresponding upper limits are 58, 66, and 12.5 volume percent, respectively. In this instance the range of flammable mixtures is greater in oxygen than in chlorine or air. Generally, the limits of flammability for both methane-chlorine mixtures and ethane-chlorine mixtures widen with increases in temperature and pressure.
