"The petroleum division of the Bureau of Mines in its laboratory investigations, has had occasions to develop a number of types of electrical heating equipment. It was found that electric heaters could be used to particular advantage in the standard distillation test for gasoline. (Dean, E.W., Motor Gasoline, Properties, Laboratory Methods of Testing and Practical Specifications, Bureau of Mines Technical raper 214, 1919, 33 pages.) In order to assist in rendering this type of heater available for general use, a description of the apparatus developed by the Bureau was published. (Dean, E.W., A convenient electric heater for use in the analytical distillation of gasoline,. Jour. Ind, and Eng. Chem., Vol.10, 1918, page 823.) Shortly after the article was printed a chemical supply house undertook the manufacture of an electric heater suitable for gasoline distillation. A preliminary model was examined and tested by the Bureau and modifications were suggested that were incorporated in the type of heater that was finally marketed.Description of the Bureau of Mines-heater: The electric heater developed by the Bureau has an inverted conical resistance Plament surrounded by a layer of heat-insulating material and mounted in a metal case having a top of hard asbestos (Transite) board. The resistance element is a helix of nickel-chromium alloy wire held by a molded core of alundum. The Bureau heaters are generally of about 330 watts capacity and are used with stock types of regulating rheostats capable of reducing the effective wattage to about 43 the full-load maximum."

To develop effective noise controls for continuous min-ing machines (CMMs) to reduce worker noise exposure. Background Noise-induced hearing loss (NIHL) is an occupational illness caused by chronic exposure to excessive sound levels. For underground coal mine workers, NIHL continues to be a serious health issue. Analysis of hearing loss data suggests that by retirement age, 70%?90% of U.S. coal mine workers will have a hearing impairment. Operated in the confined spaces of underground mines, large industrial mining equipment often produces sound levels that can be harmful to workers. Of all equipment used in underground coal mining operations, CMMs account for the most noise overexposures. To reduce the occurrence of noise over-exposures, engineering noise controls must be developed for the CMM.

According to the Mine Safety and Health Administration (MSHA) injury database, 227 knee injuries were reported in underground coal mining in 2007 [ 1]. Low-seam coal mines are those with extremely low working heights (<42?). Gallagher et. al [2] found that the average cost per knee injury in low-seam coal operations was $13,121.29. Thus, it can be estimated that the financial burden of knee injuries was nearly three million dollars in 2007. Pressure applied to the knee while kneeling and crawling is likely a risk factor. Typically, mine workers utilize kneepads to better distribute the pressures at the knee; however, their ability to reduce the stresses at the knee is unknown. The objective of this study was to determine the pressure applied to the knee during static postures used in low-seam mining while not wearing kneepads and while wearing two kneepads commonly used in the industry (one articulated and one non-articulated).

The Bureau of Mines is collecting and analyzing representative samples of crude petroleum from all the producing fields in the United States , and the results are being published in a series of reports that are preliminary to the issue of a bulletin covering the entire survey . The bureau has recently completed a survey of crude oils from the Kansas district . In all 27 samples were collected and analyzed , under the direction of A. W. Ambrose , chief petroleum technologist of the Bureau. Valuable assistance was received through the cooperation of oil companies operating in the State , especially the Prairie Pipe Line Co. , and the Empire Pipe Line Co. The present report issued as Serial 2322 , on the Kansas crudes , forms the fifth of the series . Of the four previous papers , the first ( No. 2202 ) deals with crudes from the Eastern fields of the United States , the second ( No. 2235 ) with crudes from the Rocky Mountain district , the third ( No. 2290) gives additional data , cn viscosities and pour tests , for the crudes from these two fields , and the fourth ( No. 2293 ) covers the fields of northern Texas , northern Louisiana , and Arkansas . The details of the methods of collecting samples , making laboratory tests and interpreting results , have been discussed in these earlier reports . It has also been pointed out that the only adequate method of interpreting analyses of crude oils is to compare the individual reports with the analysis of some crude oil that is familiar to the operator . For this reason , no comprehensive discussion of the results of the Kansas survey is attempted, although some general statements may be made .

In overview, the world&apos;s mineral industry in 1989 registered gains over its 1988 performance, but these gains were by no means as pronounced as had been those of 1988. The traditional statistical measures of mineral industry performance, namely production, trade, and consumption levels, reflected significant growth in most industry sectors from crude material extraction through the gamut of down- stream processing. Growth in market economy countries generally exceeded growth in the centrally planned economy countries as a result of a variety of causes that will be covered subsequently, but even among the centrally planned countries there were some upturns. In contrast to these measures of the soundness of the industry, the situation for nonfuel mineral and metal prices was less satisfactory than in 1988, and low crude oil prices continued as a problem for the all-important petroleum sector, despite some gains during the year. The oil price situation mitigated against price increases for competitive fuels. Although this was unfavorable for fuel producers, it remained advantageous to consumers, including nonfuel mineral producers, processors, and transporters. Thus it cannot be viewed as a negative factor for the whole of the global mineral industry. Global crude mineral output value was estimated at nearly $1,420 billion in current dollars, an increase of 9% over the 1988 level, and an increase in current dollar terms for the seventh consecutive year. Measured in terms of constant dollars, however, adjusting for inflation, the increase was only 4.7% compared with the 1988 level. Despite the prolonged growth trend, the 1989 crude mineral output value level was still 3.2% below the record high set in 1980, which was $1,467 billion in terms of 1989 dollars.

ESFI is a 501(c)(3) organization funded by electrical manufacturers and distributors, independent testing laboratories, utilities, safety and consumer groups, and trade and labor associations. ESFI sponsors National Electrical Safety Month each May, and engages in public education campaigns and proactive media relations to help reduce property damage, personal injury and death due to electrical accidents. The Foundation does not engage in code or standard writing or lobbying and does not solicit individuals.

We have gathered here in Pittsburgh, at the Nineteenth Annual Safety Congress, in order to advance the cause of safety. Although my personal inter- est in this movement alone would have been sufficient to insure my presence here, specific duties have brought me to this congress in an official capacity. My responsibilities as the head of the United States Bureau of Mines, which makes the promotion of safety in the mining and allied industries one of its major activities, necessitate my attendance. My obligations as president of the Joseph A. Holmes Safety Association, an organization closely allied to the bureau and which has for one of its objects the public recognition and reward of outstanding achievements in safety, require that I be present at this time. This morning, my job is to present the Holmes safety certificate to the Lehigh Portland Cement Co. First I will remind you of the nature of this safety association, named in honor of the first director of the Bureau of Mines. After Mr. Holmes' death, in 1915, a number of influential organizations banded together to commemorate the name of this leader in the conservation of human life. In order that you may appreciate the significance of an award by the Joseph A. Holmes Safety Association, I shall read you the list of 24 national organizations which comprise its membership:

Bureau of Mines research has not included analyses of mining dredge safety since 1948. Because of the increasing use of dredges, 63 fatal accidents and several hundred nonfatal injury accidents involving dredges were examined. Also, 31 working dredges and 3 dredge manufacturers were visited to acquire qualitative information. Drowning accidents represented 59 pct of the fatalities and are delineated in detail. Also, countermeasures against other hazards are discussed.

The increasing activity in oil shale has had a tendency to direct the attention of the industry to any substance from which gasoline or other oils can be secured . Cannel coal for many years has been known, as a source of oil and formerly it was the only substance from which kerosene was obtained . The name of coal oil was given to kerosene because it was derived from cannel coal before any flowing wells were brought in in the United States . In an isolated region in Southern Utah there is an unusually thick and clean bed of cannel coal which laboratory experiments indicate can be made to yield about seventy gallons of oil to the ton . This coal was first described in Bulletin 341 of the United States Geological Survey under the title of Colob coal field . This field lies at the western and southern base of the Colcb plateau and extends from the town of Cedar City southward to Kanarra and then southeastward to the town of Mount Carmel . Cedar City is 35 miles south of east from Lund on the Los Angeles and Salt Lake Railroad which is the nearest railroad point . Mount Carmel is about 90 miles south of Marysvale , on the Denver and Rio Grande Railroad , which is the nearest railroad point from the eastern end of the field . The Colob coal occurs in Lower Cretaceous rocks and a number of wagon mines have been opened on the seam in the vicinity of Cedar City , Kanarra , and Mt. Carmel , but between these places the field has been very little prospected . The cannel coal , so far as known at present , is limited to a small area on the head waters of the north fork of the Virgin River in Township 39 and 40 South , Range 9 East . In this region it occurs as a bed 5-1 /2 feet thick over which lies a layer of bituminous coal 2 feet and 5 inches thick .

Due mainly to conditions brought about by the war , the metal mining industry in this country is now passing through one of the most critical stages in its history , and is confronted by new problems upon the solution and adjustment of which depends , in a large measure , its future welfare and prosperity . The chief factors contributing to the cost of production are the cost of labor and supplies . It is conceded by our leading mine operators , managers , and engineers that any material reduction in the cost of labor or supplies , within possibly the next two or three years , cannot be anticipated , anl it is not thought likely that pre - war prices will ever again prevail . This being true , the mine operator must look in some cther direction to effect economies that will lower production costs . If this cannot be accomplished it will mean , in many instances , that mines and metallurgical works will have to be closed and abandoned , which will tend to disorganize the entire industry . How to lower production costs and still maintain the present high standard of wage , is the problem that is engaging the serious attention of mine operators and managers over the entire country . In As a solution to this problem it is thought that the most promising field of investigation lies in the direction of systematizing and standardizing mining practice , so as to effect economies in the use of both labor and materials . other words , to eliminate , in so far as possible , unproductive effort and waste and thereby secure a maximum of productive results , It is not the idea to speed up work or to demand a greater effort on the part of the workman , but rather so to systematize and standardize the various under ground operations that his energy will be directed into more useful and productive channels ,

A parachute-type stopping intended for changing the course of mine ventilation air during mine emergencies has been designed and tested. Some production uses are also visualized for metal mines. Preliminary tests in the laboratory and underground indicate that the parachute stopping is a workable concept, but further developmental research is required.

"In a 1985 seminar, we were told that over-optimism abounds in Artificial Intelligence (AI), that AI is neither a science nor a technology yet, and that we will be both exhilarated and disappointed with AI. In fact, even today, there is no single accepted definition of AI; however, certain features have been identified by AI researchers as essential to consider an entity (e.g. machine or program) to be intelligent. According .to Shank (1987), these features include communication (to be able to communicate with), internal knowledge (knowledge about itself), world knowledge (awareness and knowledge about the world outside), intentionality (knowing what one wants and a plan to seek it, ie. goal seeking behavior), and creativity (being adaptable to changing conditions). None of these figures would individually define intelligence; however, each would be a part of intelligence in its own way.The prospects for the development of entities with AI have never been as good as they are now. The combination of advancements in computer hardware and .software along with new insights into the ways in· which we store knowledge and use it for problem solving has enhanced the potential for the creation ~f intelligent entities. After some unbounded optimism of a major breakthrough in the fifties and frustrating disappointments in the two following decades, it appears now that AI has emerged from research labs to industrial practice. This is confirmed by the growing number of repeat applications of AI in business and industry to the extent that AI can now be considered a technology.AI applications are categorized into several distinct areas such as Natural Language Processing, Speech Recognition and Synthesis, Expert Systems, Robotics, Machine Vision, etc. Of these practical realizations, Expert Systems (ES) has the greatest potential for meeting the decision-making needs of the manager in the ever-growing complex scoio-technical systems. Prof. Feigenbaum, an expert and leader on expert systems, has defined Expert System as"" ... an intelligent computer program that uses knowledge and inference procedures to solve problems that are difficult enough to require significant human expertise for their solution. Knowledge necessary to perform at such a level, plus the inference procedures used, can be thought of as a model of the expertise of the best practitioners of the field."""

"The premium on gold in London, reflecting the further depreciation of the pound sterling, has risen from about 22 per cent as noted in these reports for December, to about 28%. This will enable more South African gold mines to come into the profitably ;reducing class, and will also tend to increase the gold production from that region.Figures are now at hand showing the drop that occured in the sold output in the Transvaal, South Africa, during 1919, in which year 8,330,091 ounces of gold were produced against 8,418, 292 ounces in 1918, a decrease of 88,200 ounces. Annual gold output from this, the most important gold area in the world, has dropped almost one million ounces in the past three years, as the following table shows:Although the decrease in not as marked comparatively as that of 1918 over 1917, it is a further indication of the general world-wide curtailment of gold production, and the steady decline in production everywhere that is going on and will continue until some rational means is found to stimulate production, or until conditions return to normal.The subject of relief for the gold miner has received attention in all parts of the world, particularly in the United States and South Africa in the past few years, but in spite of all the plane that have been formulated to remedy the situation none have yet been adopted anywhere, due mainly to great danger of tampering with the gold standard. In the United. States a plan has advanced by H. N. Lawrie of the American Mining Congress to tax the new gold entering into manufacture of jewelry or the arts in general, as furnishing some measure of increased compensation to unprofitable gold mining.Gold production in Australia, as indication by figures issued by the Australian Mines department, shows a marked decrease, and for the first ten months of 1919 amounted to 914,957 ounces against 1,073,317 ounces for a similar period in 1918. Western Australia produces about two thirds of all the gold rained on that continent. The total gold production of Australia for 1919 will reflect the universal decrease in output.Ever since June 7, when the embargo on the export of gold Was lifted, there has been steady and heavy outflow of gold from this country, as a consequence of which considerable gold accumulated during the war has been exported. Miner?s exposure to dust remains a top concern among regulatory agencies, particularly at production facilities with high levels of silica. This respirable dust is present in almost all operations and is a direct cause of the deadly disease silicosis. Silica is one of the most abundant minerals on Earth and is a threat at all operations, especial-ly granite and sand and gravel facilities. The National Institute for Occupational Safety and Health continues to analyze silica?s threat. The institute?s research indicates that heavy-equipment operators have an increased risk to dust exposure, especially when drilling or breaking rock, even when working from an enclosed cab. However, there are methods to reduce an operator?s exposure further, according to recent NIOSH research, which is detailed in its report, Improving Air Quality in Enclosed Caps with Uni-Directional Filtration/ Pressurization System. NIOSH indicates that when surface mining equipment is new, the operator?s dust exposure is normally at accept-able levels. As the equipment ages and components such as gaskets and seals deteriorate, the level of protection can degrade to a point where it is no longer acceptable. However, the institute indicates that at least two critical factors necessary for an effective system.

An instrumentation and numeric modeling study was conducted by the Bureau of Mines at the Magmont Mine in Bixby, MO. An isolated section of this room-and-pillar mine was monitored with borehole and closure extensometers during a pillar recovery program to determine stress redistribution. In situ stress measurements were taken in the rib before pillar extraction began. Sample cores from the boreholes were taken for analysis of the properties of the host rock in the laboratory. The extensometers recorded no measurable displacements during most of the operation. Two-dimensional, finite-element; three-dimensional, finite-element; and three-dimensional displace-ment discontinuity codes were used to model the area of study. The finite-element models were run with two initial stress conditions, i.e., stress due to gravity only and stress obtained by in situ measurements. Horizontal stresses in the models reduced the calculated factor-of-safety in the mine back by up to a factor of 10, but did not have a significant effect on calculated pillar stability.

As part of its effort to reduce the environmental impact associated with mining and metallurgical operations, the Bureau of Mines used a modified form of the Environmental Protection Agency&apos;s Extraction Procedure toxicity test on copper reverberatory slags that contained low, medium, and high levels of the impurity elements As, Pb, Sb, Bi, and Zn. All tests resulted in extracts that did not exceed those limits published in the May 19, 1980, Federal Register; there-fore, these solid wastes were designated as nonhazardous for most landfill disposal situations. However, arsenic and lead levels disturbingly close to the allowable limits--and even higher levels of copper and zinc, for which there are no established limits--leached from the high-impurity-element granulated slags. These slags should be handled in such a way so as to minimize the possibility of water contamination. One baghouse dust was tested according to the EPA procedure and found to exceed the extract limits by a factor of 10. This solid waste may be considered hazardous.

As part of the total metallurgical system to recover metals from secondary resources, the Bureau of Mines conducted froth flotation research, using cationic reagents to recover glass from urban refuse. Batch flotation tests showed that high-quality cullet can be obtained from glass-rich aggregates derived from municipal incinerator residues and unburned refuse. This was confirmed by pilot plant operations treating 350 pounds of flotation feed per hour. Aggregates containing 85 to 90 percent glass were wet-ground to minus 20 mesh, deslimed in two stages, and fed to flotation cells. The glass was selectively floated using an amine collector, usually in an amount under 0.2 pound per ton of solids in the feed. The glass concentrates from the rougher cells were cleaned by refloating two or three times. Over 90 percent of the glass in the deslimed feed was recovered in the cleaned concentrates.

The Bureau of Mines has calculated general time-dependent solutions for radon diffusion from cylindrical and slab rock samples containing uniform radium distribution. Results have been obtained for several sets of boundary conditions. The method is suitable for determining the effective diffusion coefficient and the effective porosity for radon.

Three types of communication systems have become popular in solving communication requirements underground: Loud-speaking pager phones, carrier current phones, and magneto ringing phones. Basically, all three are simply single-channel party line systems. Although these systems are quite reliable, the single channel creates a variety of problems. For example- 1. Since no call is confidential, messages are sometimes purposely made vague, especially if accidents or safety topics are being discussed. 2. A potential user must literally "wait in line" until the channel becomes clear for his use; thus, when foremen have to wait to call in reports or supply requests, this single chan-nel creates a serious productivity bottleneck. 3. In many large mines, there are independent branch lines that must be tied together by a dispatcher, adding further delays to the system. To solve these problems, some mines have installed other phone systems-mostly commercial dial phones in industrial enclosures that offer extra channel capacity and private line features. Others have installed a system that combines both dial- and page-phone features in a single unit. Although these do represent improvements, they do not truly solve the overall problems that face modern mines. Besides extra channels, a communication system should have the following features to enhance productivity and safety: 1. A means of paging a roving miner to alert him that he is wanted on the phone. 2. Wireless-to-wired system interconnects by which a miner can talk on the wired phone system by using a remote portable radio. 3. Remote monitors that alert personnel when there is a toxic or explosive gas buildup. 4. Control interfaces that allow remote control of fans, pumps, or other devices. 5. Transmitters and receivers that can serve as emergency links. 6. Loopback that allows an alternate path of communications if the main path is cut. This chapter focuses on equipment and methods to meet the special communication needs of individuals in various places of the underground mine. The communication requirements can be broken down into four categories: 1. The mine entrance (shaft communication). 2. Permanent and semipermanent locations (shop areas, lunchroom, crusher stations, etc.). 3. Mining areas (the room-and-pillar sections, longwall faces, block caving areas, etc.). 4. Haulageways (tracked trolley haulage, diesel, belt haulage). Methods of implementing systems to meet the communication needs of these areas are described in sections 3.2 through 3.5. Section 3.6 discusses methods of satisfying special communication requirements that exist. Major topics in this category include communications with roving personnel, the isolated miner, and motorman-to-snapper communications. This report summarizes the results of several field tests conducted by Collins for the Bureau of Mines under contract SO122076 and contract H0232056. The field projects represent a part of Collins continuing effort on a broad study of coal mine communications. These experiments analyze the propagation characteristics of radio signals in a working coal mine environment. The intent of the program is to provide basic propagation loss characteristics by which we may evaluate various approaches to an integrated mine communications system. The goal of such a system is to satisfy both operational and emergency communications needs in the mine. Field testing was conducted during the last week of November 1972, at a coal mine operated by Inland Steel Company, near Sesser, Ill, and in the Robena No. 1 Mine, Waynesburg, Pa, on 12 March 1974. The tests included uhf propagation losses and noise (200 MHz to 1 GHz) in the Sesser, I11 mine location and vlf propagation loss and noise (1 to 200 kHz) in both of the above locations. The basic experimental parameters were frequency, polarization, antenna type/orientation, and distance. The following reports treat the various aspects of the test programs in detail. Since different antenna configurations were used in the two mines, each report contains its own experimental predictions drawn from its corresponding test activities.
