The major developments of the world's Mineral economy in 1955 were the continued rise in production and consumption of practically all major minerals. the sharp increase in output of the fertilizer minerals in response to demands for greater food output, the cutback, in new investment for steel capacity in Europe and Japan, Europe's continuing decline as a producer of primary minerals, and the emergence of nuclear power as an economically competitive factor in the energy economies of the United States and Western Europe. In resource development, discovery of new natural gas deposits in the North Sea and the continued development of Australia's bauxite and iron ore resources, making this country a major source for these commodities, were significant.

"The ordinance of March 27, 1919, contains provisions relative to the exploration for, Ind the exploitations of bauxite in the Colony of Surinam in Dutch Guiana.Permission to explore is limited to: Netherlanders; inhabitants of the Netherlands; inhabitants of Surinam; companies established in Netherlands, and companies established in Surinam.Holders of concessions for the exploitation of bauxite are limited to companies established in the Netherlands, or in Surinam, and these must reside in the Colony or must be represented the constantly.A permission or concession lapses: (a) when the holder ceases to have the required qualifications; (b) on the death of the holder where the assigns fail within one year to prove the required qualifications.Any dispute concerning the required qualifications must be decided by the Judge in the manner to be regulated by colonial ordinance.The Governor may, after consultation with the Privy-Council reserve tracts of land for the exploration and exploitation of Bauxite, either for the Government directly, or for concession under special provisions. These provisions shall be fixed by virtue of the colonial ordinances.Application for permission to explore shall be made in accordance with existing laws. Simultaneous applications, those made on the same day, must be decided by drawing lots; but an application for the concession for exploitation has preference ovor that for permission for exploration. On notice of objection to the drawing of lots, the Governor may in his discretion, declare the drawing null and void and order a re-drawing."

FOLLOW-UP SURVEYS WERE THEN RUN ON FEB. 18 AND FROM MARCH 7-11, 1977 TO INCLUDE THE MAIN HAULAGE SYSTEM OUTBY THE ACTIVE AREAS OF THE MINE. ALL SURVEY DATA WAS NORMALIZED TO A STANDARD DENSITY OF 0.075 POUNDS/CU.FT. PRIOR TO THE CALCULATION OF INPUT PARAMETERS FOR THIS SIMULATION. A hydraulic scaling rig was placed in operation at the Bureau of Mines oil-shale mine near Rifle, Colo., in 1953. The rig consists of a self-leveling platform mounted on a hydraulic-powered boom. The boom is mounted on the bed of a diesel truck. The equipment provides a movable work platform from which two men can work in safety and comfort while barring loose rock from the backs and walls of the rooms, pillars, and haulageways. INTRODUCTION As a part of its synthetic liquid fuels program the Bureau of Mines has developed a mine in the richer oil-shale beds of the Green River formation near Rifle, Colo. An important part of the work of the Oil-Shale Mining Branch is investigation of techniques for low-cost mining of oil shale on a commercial basis. It is evident that scaling loose rock from the high backs and walls of the mine represents a portion of the direct mining cost. This paper describes the development of a scaling rig for operation in the upper heading of the mine, which is 39 feet high.

A revolutionary development in blasting materials has occurred in the past 5 years. Ammonium nitrate, sensitized by the addition of a few percent of No. (class) 2 diesel fuel or other suitable petroleum product, has been adopted as a low-cost, efficient blasting agent2/ by a wide variety of mining and heavy construction operations. Moreover, ready availability of the component supplies throughout the Nation and ease of their formulation into effective blasting agents have made it possible for the blaster himself to pre-pare the mixes at the site of use. Although these field-mixed products have partly or wholly displaced explosives such as dynamites in some applications, there are other blasting operations where the fuel-sensitized ammonium nitrate agents do not appear to be well adapted. Important safety characteristics are inherent in ammonium nitrate-based blasting agents prepared under competent factory control, or when field mixed under equivalent close control--as long as the hazards they present are clearly understood and respected. This publication attempts to summarize knowledge of those hazards and to incorporate practical ways to cope with them. A series of safety recommendations thus is presented. These recommendations cover the preparation, storage, transportation, and use of field-mixed ammonium nitrate blasting agents.

Demand for arsenic exceeded supply in 1980, and the major domestic and foreign producers allocated available supplies to customers. Major demand was about evenly divided between industrial chemicals and agricultural chemicals. Legislation and Government Programs.-In June 1980, the Environmental Protection Agency (EPA) listed inorganic arsenic as a hazardous air pollutant.2 Proposed regulations on arsenic emissions were to be announced on an industry-by-industry basis at a future date, and public comment on the listing and on specific regulations was to be heard.

Grinding experiments were conducted to determine the finest anthracite particles that could be produced in a ball mill. Continuous and batch tests were run in a dry-grinding ball mill. Batch grinding produced the finest coal particles. They averaged 2.2 microns in diameter and were 99.0 percent smaller than 37 microns. Continuous grinding yielded a product 6.1 microns in diameter, with 96 percent smaller than 37 microns.

THE WORLDWIDE economic expansion that has characterized the first 3 years of the 1960's continued through 1964 and was reflected in North America by strength in the industrial economy of the United States, which again was dominant. Advances in production were recorded in virtually all industries, including the mineral industry; 1964 mineral production established a new high, 5.4 percent above the previous peak recorded in 1963. However, the percentage increase in value of North American mineral production was slightly below overall economic growth. For industry in general, consumer demand held firm throughout the year and overall commodity prices averaged 2 percent higher than in 1963. Wages and salary payments also were up. With the single exception of the dock strike in the United States, the year was free of serious labor troubles and unemployment in both Canada and the States was at a low level. Despite the Viet-Nam situation, relatively tranquil international relations contributed to the forward movement of North American business. Total gross national product (GNP) for Canada and United States, in current dollars, was estimated at US$672.2 billion; 6.8 percent above the previous year's figure. Combined national income in 1964 amounted to US$546.9 billion, which was nearly 7.0 percent more than in 1963. In 1964, gains were recorded in each of more than 50 metals, nonmetals, and fuels commodities that comprise the North American output. The greatest category increase was 13 percent in metals, which was in part attributable to the 14 percent rise to a new record in value of iron and steel in United States, a 29 percent higher value of Canadian iron ore and a 57 percent rise in Canadian zinc. Despite a moderate decline in prices of iron ore and iron and steel products, generally favorable markets and rising prices for metallic ores and metals were a stimulant to the metals industry. Nonmetallic materials, with a total value in excess of US$5.25 billion were 7.3 percent higher than in 1963. The work discussed in this report was done by the Bureau of Mines to develop a method for determining trace amounts of fluorine in coal. Samples of coal mixed with calcium oxide as a fixative agent for fluorine were ashed at 600° C and the residue was fused with sodium carbonate. The melt was dissolved in phosphoric and sulfuric acids and distilled to separate the fluorine) which was determined in the distillate by a SPADNS-zirconium spectrophotometric method. Fluorine determinations of 83 commercial coals ranged from 0,001 to 0.019 percent.

A group of organic chemicals, known as wetting agents, has been developed, primarily for use in the textile industry. These chemicals have the property of reducing the surface tension of water when mixed with it in very dilute solutions. The advantage of lowered surface tension is recognized in dust-control work, and several wetting agents, have been tried by dust-control engineers with varying degrees of success. It is well-known that certain solids, coal for instance, are extremely hard to wet with plain water because of the high surface tension of water and the water-repellent action of coal. If the surface tension of the water is reduced, it can be demonstrated that the coal can be wetted easily. This is accomplished practical and at law cost by dissolving a very small percentage of wetting agent in the water that is to be used for wetting purposes. (Care should be exercised in using a wetting agent to be sure that it will not interfere with a subsequent process.) For some time, the comparative efficiency of various wetting agents has been the subject of considerable work by dust-control men at coal mines, as well as by members of the Bureau of Mines 3/, 4/, 5/, 6/. In this connection, a number of samples of air-borne dust have been collected in the mines. With the exception of dust-control measures conditions of dust generation and dissemination were maintained as, nearly uniform as possible. Samples were collected when water alone was sprayed on the cutter bar of a mining machine; various wetting agents were then successively added to the water and more samples of air-borne dust were-collected.

"The relationship between exposure to coal mine dust and the development of various respiratory diseases is well recognized. The cause of these diseases however. Is still uncertain. To study this cause-effect relationship, It Is necessary to characterize the coal mine dust In terms of the quantity of dust present and mineral content of the dust. Dust samples were collected using a Portable Continuous Aerosol Monitor (PCAM) and 4-stage cassette Impactors at various locations in an upper Freeport seam coal mine In West Virginia. The samples were analyzed using an X-ray microdiffraction film technique and energy dispersive scanning electron microscopy. This paper presents the results of the first phase of this characterization work which Includes determining the size distribution of the dust and the mineral content of the size intervals.IntroductionDiseases associated with dusts in coal mine environments continue to afflict miners in today's modem mines. These diseases still persist because, as Olishifski points out an employee rarely experiences exposures to a single environmental stress but rather to an Intricate Interplay of multiple stresses.(1) In the case of coal mining the multiple stresses are varying sizes of dust particles originating from coal imbedded minerals. Immediate roof strata bottom strata. Incombustible rock and the coal itself. The site of this Intricate Interplay Is the miner's lungs and the resulting diseases are a function of the composite dust exposures.The proper study of coal mine dust toxicity requires that the dusts used replicate existing coal and mineral dust compositions in their relevant size fractions. The purpose of this project is to develop the size and mineral content data necessary to support this ongoing toxicological effort.Existing coal mining standards and regulations also address total and respirable dust exposures. These dust terms refer to both the quality and quantity of the dust segment in the mine atmosphere. Dust quality addresses its coal and mineral content. whereas dust quantity Is described by mass per unit volume (mg/m3) The comprehensive characterization of coal mine dust exposures will enable revision of these standards and regulations to address the specific minerals and size fractions found to be toxic to human lung tissue."

The occurrence of dusts in underground workings creates many difficult and, in some instances, contradictory and conflicting problems for workers, operators, and all others interested in health and safety in mining and tunneling. Moreover, there are many misconceptions both as to the actual effect of most dusts which may be encountered in underground work and as to remedial or alleviating measures. Although the harmfulness of mine dusts to health of miners has been mentioned by man; writers in ancient times, much of our really authentic knowledge of the effect of underground dusts upon health or safety in both coal and metal mines has been pained during the past 30 or 35 years. There has been, however, a considerable amount of generalizing from some local condition or occurrence or theory rather than arriving at conclusions after extended studies and observations made not only in mines and tunnels but also in town, camps, and plants, and comprising date on as many different mining and tunneling localities, conditions, etc., as could be secured with reasonable expenditure of time or money. This paper dives sortie observations based on the writer's 30 odd years of experience in and around both coal and metal mines, including approximately 20 years? close study of dust disease with detailed surveys and reports on dust occurrence and effects in considerably more than 100 mines in probably 20 States of the Union. The observatio are those of an engineer and in many respects conflict the with "going" ideas of doctors, pathologists, and others who have written on dust disease. Were the word dust is used in this p: per in connection with respiratory disease, it refers to solid particles which float or can float in the air breathed by workers. Although these particles are usually dry, they may be wet; in general, their dimensions are so small as to be invisible to the nailed eye. Dusts in coal mines which may be involved in the initiation or extension of explosions, are generally thought to be those which are smaller than 20-mesh in size but chiefly finer than 20-mesh; coal-mine dusts which are harmful to health of workers have essentially the same general physical characteristics as other dusts, but usually consist of smaller particles.

This final report documents the work done by Arthur D. Little, Inc. (ADL) on behalf of the U.S. Bureau of Mines, Pittsburgh Mining and Safety Research Center (PMSRC) , on Contract H0122026 (which began in August of 1971) . Under this contract ADL provided technical assistance to the Bureau on a task basis on virtually all aspects of the Bureau's programs related to present and planned emergency and operational communications and miner location systems for underground coal mines. The work consisted of in- dependent investigations, analyses, experiments, breadboard and prototype hardware development, workshops and technology transfer seminars on mine communications, and on-going evaluations and guidance related to the Bureau's contracted programs on electromagnetic noise, mine communications systems, and trapped miner location. This final report documents the work in two volumes, Volume I, "Emergency and Operational Mine Communications," and Volume II, "seismic Detection and, Location of Isolated Miners." The Tables of Contents of both Volumes are included in each Volume.

The U.S. Bureau of Mines Information and Analysis Directorate collects world-wide data on virtually every commercially important nonfuel mineral commodity. These data form the base for tracking and assessing the health of the minerals sector of the U.S. economy. The Bureau's data collection activity was instituted by the 47th Congress in an appropriations act of August 7, 1882 (22 Stat. 329), which placed the collection of mineral statistics on an annual basis. The most recent authority for the U.S. Bureau of Mines survey activity is the National Materials and Minerals Policy, Research and Development Act of 1980 (Public Law 96-479, 96th Congress). This act strengthens protection for proprietary data provided to the U.S. Department of the Interior by persons or firms engaged in any phase of mineral or mineral-material production or consumption.

Thermal decomposition of copper (II) sulfate (CUS04) and copper (II) oxy-sulfate (CuO?CUS04) are important steps in the overall oxidative roasting of covellite (CuS) and chalcocite (Cu2S). Nonisothermal thermogravimetric techniques were used to investigate the decomposition reactions in flowing Na and air. Thermal decomposition of CUS04 and CuO?CUS04 followed "linear" kinetics with an apparent activation energy of 55±2 and 66±3 kcal per mole decomposed, respectively. These apparent activation energies comply with those previously reported when isothermal kinetic techniques were used. The addition of oxygen decreased the rate of decomposition, while small amounts of iron which were admixed with CuO?CUS04 did not have a significant effect. Neither oxygen nor iron had any appreciable effect on the apparent activation energy of the decomposition reaction.

Bureau of Mines studies show than an electronic counter can be used for determining just concentrations from midget impinger samples collected in bituminous coal mines. A sample correlation coefficient of 0.91 for data obtained using the electronic counter and the Bureau of Mines microprojector procedures indicates a significant linear relationship between the methods. The electronic counter provides better counting precision and reduces analytical time.
