This report describes the preparation characteristics of the more significant coal beds in Washington County, Pa. It is one of a series planned to determine coals suitable for producing metallurgical coke, either as mined or after beneficiation. More than 15 million tons of coal was produced in Washington County in 1956; 89.8 percent was cleaned mechanically in 10 cleaning plants. The Bureau of Mines has estimated that 2,280 million tons of recoverable coal remained in beds 28 inches thick or more as of January 1, 1954.

The experiments described herein were made at the request of Committee D-5, on Coal and Coke, American is n Society for Testing Materials, in order to obtain data as to the probable contamination of laboratory samples of coke Then pulverized to pass a No. 63 sieve of tine U. S. Standard Sieve Series2 by methods other than by ball-mills or hard-steel diamond mortars, which methods are specified-in the standard methods of that Society.3 After pulverizing, representative samples were analyzed by the Bureau of Mines at Pittsburgh for ash content to detect any contamination of the samples by the pulverizing apparatus. Preparation of Core Samples for Tests. Two samples of 48-hour beehive coke (Continental and Leisenring) made from Pittsburgh coal were selected for the tests. These cokes were crushed approximately to No. 10 sieve size, by first passing through a jaw crusher and then through a, roll crusher. The crushed coke was then carefully mixed and riffled into portions of about 800 grams each, and sent to three cooperating laboratories for grinding, through a No. 60 sieve. In 1992, the Bureau of Mines conducted a mineral resource investigation of the 19,200-hectare Garfield Mountain study area in east central Idaho. The area had been proposed for Wilderness. Cretaceous-age quartzite and limestone conglomerates underlie the area's east half; thick travertine beds, as well as limestones, dolomites, sandstones, and volcanic tuffs occupy the west half. All the rocks have been faulted and folded as part of the Western Overthrust Belt. Two, enormous travertine deposits occur in the west end of the study area. The lower deposit, controlled by Faxe Kalk Inc., has at least 200 million m3 (cubic meters) of travertine resources. Most of their deposit is very bright with a high CaC03 content and a low insoluble residual percentage: thus it is suitable for use as a paper and paint filler. The upper deposit, owned by Idaho Travertine Corp., contains 100 million m3 of travertine resources; it is used for facing or dimension stone. Weathered travertine outcrops are buff to tan and locally vuggy. Bureau of Mines samples of' outcrops contained greater than 95% CaC03. Approximately 600 m3 of travertine have been quarried from the two deposits and used for facing stone. Four travertine quarries and two dozer cuts were examined. Faxe Kalk has 103 White Rock placer claims on the lower deposit; approximately one-half of the claims are within the study area. Idaho Travertine has the Limestone 1 and 2 placer claims on the upper deposit. A 4,647-m-deep oil and gas exploratory well was drilled on the east end of the study area without success.

An underground investigation was designed and implemented by the National Institute for Occupational Safety and Health (NIOSH) to evaluate the effectiveness of pre-driven longwall recovery rooms supported with pumpable concrete roof supports. The pumpable roof supports were instrumented with hydraulic pressure cells to measure support loading. Displacement of the support was also measured to assess the support reaction to ground movements. Movement up to 12.5 m (40 ft) into the roof was measured with sonic probes and multipoint extensometers. Borehole pressure cells were installed in the panel fender and outby pillars to evaluate load transfer. Shield loading was also assessed to determine the impact of the panel fender yielding on face loading. The results show that the yielding of the panel fender produced uncontrollable convergence that caused yielding of the shields and stiff pumpable roof supports when the face was approximately 3.12 m (10 ft) from the recovery room. The shields continued to yield until the face advanced into the recovery room. Convergence in the pre-driven recovery room typically reached 15-20 cm (6-8 inches) once the pumpable supports yielded and shed load through a declining residual load capacity prior to being cut out by the longwall shearer. Roof deformations occurred beyond the 10 m (32 ft) horizon with total deformation ranging from five to 10 cm (2 to 4 inches), indicating that standing support was necessary to help control the span as the longwall face advanced into the pre-driven recovery room. Stability improved as the pumpable supports were cut out, thereby reducing the span between the shields and the outby pillars. In the end, the shields were successfully recovered under stable ground conditions. However, a disconcerting discovery was the load shedding of the outby pillars as the recovery room was mined into. This behavior was not expected with a relatively narrow room that is fully supported with standing support. If this mechanism is indeed occurring, the width of the room and performance of the standing support becomes even more critical. Premature failure of the support can lead to excessive convergence on the shield line that cannot be controlled even with modern shields, resulting in instabilities that can lead to catastrophic results. Understanding the load transfer mechanics associated with the advancement of the longwall face into the pre-driven recovery room and the widening of the room to recover the longwall shields is providing valuable information for the refinement of the NIOSH Ground Reaction Curve for standing and intrinsic roof support system design.

The Blue Metal corundum-andalusite deposit, in the Buckskin Mining district, Douglas County, Nev., was explored by the Bureau of Mines in 1945. The results of that work were presented in Report of Investigations 3895, exploration of the Blue Metal Corundum Property, Douglas County, Nev. published in August 1946. That report also describes the property in detail, giving location, ownership, history, geology, and data on beneficiation tests. Further exploration was carried on in April and Way 1947, the results of which are presented in this report. The work consisted of 175 feet of drift and crosscut, bringing the total to 398 feet of underground working, as shown in figures 1 and 2. The 23-foot drift, which was the last work of the initial project, was extended 99 feet northward along the shear zone, and three crosscuts, spaced at approximately equal intervals along the drift, were driven to country rock on the hanging and foot walls of the zone.

This report presents data on individual plants of the fuel-briquet and packaged-fuel industries that were circularized by the Bureau of Mines, United States Department of the Interior, in its annual survey for 1958. Only plants that processed fuels of mineral origin were included; specifically, plants that manufactured briquets from charcoal were excluded. Fuel briquets and packaged fuel are manufactured by mixing fine-sized fuels with binders and compressing into small individual shapes. Both are used mainly for residential heating in the United States, but they differ considerably in appearance and physical characteristics. Briquets usually are produced as small, pillow-shaped forms, 2 to 4 inches in length, weighing from 2 to 4 ounces. Pack-aged fuel consists of 3-to 4-inch cubes, 6 or 8 of which are wrapped in heavy kraft paper to form a package weighing 10 to 15 pounds. Briquets are made with a water-insoluble binder and are designed for rough handling and outdoor storage, whereas packaged fuel generally is made with a water-soluble binder and must be stored indoors to prevent deterioration. Briquet plants are relatively large and usually are at mines or in dock areas where large quantities of fine-sized fuels accumulate. Packaged-fuel plants are smaller and are used chiefly by retail dealers to convert locally available coal and coke fines into a product that can be burned efficiently in residential beating equipment.

Since 1970, abnormally high methane emissions have been observed in eastern sections of the Federal No. 2 Mine operating in the Pittsburgh Coalbed in northern West Virginia. The nature and volume of these emissions indicate a source other than the coalbed. An investigation was undertaken to delineate probable methane sources. Gas well information and stratigraphic correlation of corehole data indicates that a sandstone directly above the main coalbed is an additional source of methane emissions. The sandstone body appears to be an ancient stream channel, infilled with fine-grained sand and organic matter. Coalification of the organic matter produced methane as a byproduct. Additional methane presumably migrated into the sandstone unit from the subjacent coalbeds. The methane became trapped in the porous clasticunit by the surrounding impermeable strata. Mine development near this unit creates a significant pressure gradient, triggering abnormal methane emissions into the mine along naturally occurring fractures. Pre-development methane drainage of the sandstone could be accomplished by completing vertical boreholes along its trend.

The Bureau of Mines used mathematical reliability theory to define, for use in the mining industry, the concepts of risk, safety, reliability, hazard, and mean time between accidents. In this report, the definitions are explained theoretically and illustrated by application to actual underground mine accident data extending over a 9-1/2-year period. The theoretical development proceeds along two parallel analytical paths. For each line of reasoning, the data are presumed to be independent. If they are not, the analysis stops, although there are interesting implications when dependency is demonstrated. The first method uses the elapsed times between accidents as the basic data. These elapsed times are fitted to a negative exponential distribution function using least squares and yielding the function parameter, P1 The P1 is used to form the Poisson distribution function for the data, which is then used to define the safety-related concepts. The second method uses the maximum likelihood estimator to formulate a Poisson distribution function for the data. The function is tested for adequacy by a goodness-of-fit test; if the fit is acceptable, the Poison function is used to define the concepts. Both methods were applied to the data base, yielding nearly identical results.

This report presents a comprehensive tabulation of lifting cost data collected from oil companies in many different fields. These data were collected during the writer's studies of surface equipment and methods of pumping oil wells, in practically all of the important oil fields in the United States and are based on average operating conditions at 57 groups of properties with a total of 4,497 producing wells. Although lifting cost is only a part of the total cost of producing oil, it nevertheless gives a representative cost figure for purposes of comparison.

"INTRODUCTION The greatly diversified and increased uses of beryllium and its con& pounds in recent years have focused attention on the health hazards incident thereto. The Bureau of Mines has a fundamental interest in safety and the elimination or reduction of health hazards in the mineral and allied industries, and it recognizes that serious hazards are inherent in the production and use of beryllium and its compounds. This circular presents a review of the literature pertaining to such health hazards but does not describe original research by Bureau personnel. Most of the bibliography has boon either quoted in part or abstracted in an effort to present information in a comprehensive and readable form.In reviewing the literature, differences of opinions wore recognized in the writings of the respective authors, but no attempt was made to evaluate such differences. This presentation was devoted strictly to reporting without editorial comment.SUMMARYAlthough beryllium was known to industry for about 150 years, its toxicity did not present any serious problems in the United States until the advent of World War II, when the increased use of this element and its compounds brought to light several toxicologic reactions occurring primarily in the lungs and skin of workers handling it. The pulmonary effects, characterized as acute pnoumonitis and chronic pulmonary granulomatosis in beryllium workers, are far more serious than the dermatological manifestations.The addition of beryllium to the list of toxic industrial metals has boon so recent that there is still some confusion in the clinical picture. Data on magnitudes of exposure likely to be responsible for the production of disease are not yet adequate. There appears to be no relation between the severity of exposure and the development of cases some of those having had severe exposure have not developed a reaction, whereas those having a slight exposure in some instances have developed a response."

An oil well penetrating the Pittsburgh bituminous coalbed in northern West Virginia was plugged and safely mined through 3 months later. A sensitive chemical tracer, introduced into the oil reservoir before the test, was not detected in the mine air following the plugging and during mining of the pillar and penetration of the well. Effectiveness of the plugging in preventing reservoir gas from entering the mine through the well hole was verified by continuous monitoring of the mine air for indications of sulfur hexafluoride, an inert gas detectable in amounts as minute as 112 part per billion. Expand- able cement and fly ash-gel-water slurry were utilized to seal the well above and below the coal seam. Three other wells were also plugged using various techniques.

This report describes the results of a Bureau of Mines investigation in which an elastic inclusion, orebody, or mining system is replaced for purposes of analysis with an imaginary effective inclusion of rectangular shape that encloses the region. This effective inclusion has averaged physical properties that are directly related to the average inclusion stresses. The results were in excellent agreement with those predicted by Donnell's theory (2)2 for an isotropic elliptical inclusion in a state of plane strain for all height-to-width ratios and for all degrees of inclusion hardness from very soft to very hard. The results are exact for an isotropic circular inclusion and provide an easy method of evaluating the stresses obtained by cylindrical inclusions in boreholes when the Poisson's ratio for both host and inclusion equals 0.25 for plane strain or 0.333 for plane stress. The theory was also used to predict the average stresses in 48 finite-element models of single transversely isotropic inclusions of ovaloid and rectangular shape. An interesting and useful observation from this work was that the forces on elliptical inclusions in the x and y directions, produced by applied uniaxial stresses in the y and x directions, respectively, were equal in magnitude but opposite in sign when the applied stresses were equal. This occurred when the plane strain condition was used with a Poisson's ratio of 0.25. The practical usefulness of the method is given by treating a variety of mining problems: (1) The average stresses in an orebody of irregular shape; (2) the average stresses in single-level room-and-pillar mining systems; (3) the average stresses in multiple-level room-and-pillar mining systems; (4) the effect of mining sequence on the average stresses produced during mining; (5) the stresses in cylindrical borehole plug related to host rock stresses as a function of plug hardness; and (6) methods for simplifying finite-element analysis of complex structures.

In the U.S. coal mining industry, a large cohort of miners is at or nearing retirement age. As these miners retire, there will be a need to hire and train thousands of new and most likely younger workers. Moreover, a large portion of safety trainers will also require replacement due to retirement. In a speech before the U.S. House of Representatives (2004), Bruce Watzman, Vice President for Safety, Health and Human Resources for the National Mining Association said, “[W]e will need to replace a major portion, approximately 50%, of the underground coal mining workforce within the next 5–7 years.” The large influx of new mine workers, along with the deficit in safety trainers, creates the challenge to provide consistent and effective safety training. Given the expected high turnover of the mining workforce, it is very likely that incoming workers will have much less experience than those leaving the workforce. Unfortunately, inexperienced miners have been shown to incur the highest rate of injuries. The piece of machinery most associated with these injuries is the roof bolting machine, which accounts for 56% of machinery-related injuries in underground coal mining. The National Institute for Occupational Safety and Health (NIOSH) has released a new report entitled “Roof Bolting Machine Operators Skills Training for a Walk-Thru Roof Bolter: Trainer’s Guide” (IC 9489). It is designed to help safety trainers develop struc-tured training for new operators of walk-thru bolting machines. This resource will help trainees learn, understand, and apply knowledge and skills. Included in the trainer’s guide are the following tools: [ ] a six-part DVD video series, a skills check survey, talking points, and a complete job training analysis. Also included is an exercise to help trainees learn more about their mine’s roof control plan, as well as a list of supplemental training and reading materials. On-site trainers can modify this guide to fit their particular mine conditions, machines and equipment, and work procedures. The goal of every coal mine safety professional is to increase safety awareness and make mines a safer place to work. The Walk-Thru Bolting Machine Trainer’s Guide will help teach new miners skills to create a safer working environment that will ultimately prevent or reduce on-the-job injuries. Safety trainers can also use the ideas and concepts from this guide to develop their own training skills for the safe operation of other pieces of underground coal mining equipment.

Many significant events that began in 1990-91 continued to have a profound impact in the world minerals economy in 1992. The dissolution of the U.S.S.R. and the formal breakup of the Council for Mutual Economic Assistance (CMEA) had significant effects far beyond the geographic boundaries of Europe and Central Eurasia. CMEA's network of economic interdependence had relied on central planning, a variety of subsidies, and barter agreements that allowed its members to function without the pressures of productivity and efficiency. In the mineral sector, many decisions had been made based on the need for military planning and technology competition with the market economy world. Because of inexpensive oil available through subsidies and technology assistance from the former U.S.S.R., industries III CMEA member countries had been able to function and maintain production to supply minerals and materials required to support the policies of the central plan. In 1992, most of the former CMEA countries decreased their output of many minerals. In some cases, the network of production that had been in place was severed. Political and economic instability, destruction of infrastructure, and new priorities were affecting other mineral industries in the area. In late 1991, 15 independent countries replaced the U.S.S.R. and in early 1991 the former CMEA countries found themselves trying to adjust to the realities of economic independence and the need to compete with former allies for survival. Although 11 of the 15 former Soviet republics joined in the Commonwealth of Independent States (CIS) in December 1991, in 1992, individual economic needs exceeded the needs of the Commonwealth III importance. As a result, new mineral trade patterns emerged as minerals were used as a source of much needed capital.

"INTRODUCTION The increased use of coal as pulverized fuel has focused attention on the grindability of coal and on the necessity of evaluating this property by a method suitable for use in the usual coal-testing laboratory. Without some knowledge of how various coals behave in the grinding operation, that is, how their use affects mill capacity and power requirements, the selection of coals for pulverized-fuel plants cannot be made on the same critical basis used in selecting coals for other types of burning equipment. The grindability of a coal, serves principally as an indication of the mill capacity attainable in grinding it - not as a direct index of the total cost of grinding. Although the grindability of coal may play a minor role at some plants, it is a decidedly important factor where pulverizer capacity limits the ability to carry high loads.Purpose Standardized tests for determining the grindability of coal are relatively new, so that the information now available on the grindability of various coals is limited in comparison, for example, with that available on proximate analyses. Published information is restricted to determinations on many important Eastern coals by the Fuel Engineering Co. of New York, 4/ a bulletin giving the results of numerous tests by the Babcock and Wilcox Co. 5/, and a comprehensive report on. Alabama coals by the Bureau of Mines. 6/This report presents the results of grindability tests of 34 samples of coals from Illinois, Kentucky, Pennsylvania, Utah, Virginia, Washington, West Virginia, and British Columbia at the Northwest Experiment Station of the Bureau of Mines, Seattle, Wash., in cooperation with the College of Mines of the University of Washington. In the future, as the laboratories of the Bureau make grindalility tests of other coals, additional reports will be issued."

Important contributions can be made to conservation of natural resources by recovering mineral values from primary and secondary metallurgical slimes and flue dusts. This applies particularly to ultrafine mineral particles that escape recovery by conventional mineral dressing. In the interest of economy and conservation the Bureau of Mines is investigating fundamental properties of ultrafine mineral values in slimes as a means of developing new or improved methods of mineral recovery. The work described in this progress report was carried on in the Bureau's laboratories at Rolla, Mo., from 1951 to 1953. The mineral material used as a subject for study was tin-ore slimes. DESCRIPTION OF TIN SLIMES The tin slimes consist principally of quartz, with appreciable quantities of tourmaline and sericite mica and small amounts of cassiterite, pyrite, hematite, and arsenopyrite. The tin content is approximately 0.5 percent.

This report (System Safety Guidance 5.1) is the sixth in a nine-part series of recommendations and guidance addressing the functional safety of processor-controlled mining equipment. It is part of a risk-based system safety process encompassing hardware, software, humans, and the operating environment for the equipment’s life cycle. Figure 1 shows a safety framework containing these recommendations. The reports in this series address the various lifecycle stages of inception, design, approval and certification, commissioning, operation, maintenance, and decommissioning. These recommendations were developed as a joint project between the National Institute for Occupational Safety and Health and the Mine Safety and Health Administration. They are intended for use by mining companies, original equipment manufacturers, and aftermarket suppliers to these mining companies. Users of these reports are expected to consider the set in total during the design cycle. • 1.0 Safety Introduction (Part 1).—This is an introductory report for the general mining industry. It provides basic system/software safety concepts, discusses the need for mining to address the functional safety of programmable electronics (PE), and includes the benefits of implementing system/software safety program. • 2.1 System Safety (Part 2) and 2.2 Software Safety (Part 3).—These reports draw heavily from International Electrotechnical Commission (IEC) standard IEC 61508 [IEC 1998a,b,c,d,e,f,g]and other standards. The scope is “surface and underground safety-related mining systems employing embedded, networked, and nonnetworked programmable electronics.” System safety seeks to design safety into all phases of the entire system. Software is a subsystem; thus, software safety is a part of the system’s safety. • 3.0 Safety File (Part 4).—This report contains the documentation that demonstrates the level of safety built into the system and identifies limitations for the system’s use and operation. In essence, it is a “proof of safety” that the system and its operation meet the appropriate level of safety for the intended application. It starts from the beginning of the design, is maintained during the full life cycle of the system, and provides administrative support for the safety program of the full system. • 4.0 Safety Assessment (Part 5).—The independent assessment of the safety file is addressed. It establishes consistent methods to determine the completeness and suitability of safety evidence and justifications. This assessment could be conducted by an independent third party. • Safety Framework Guidance.—It is intended to supplement the safety framework reports with guidance providing users with additional information. The purpose is to assist users in applying the concepts presented. In other words, the safety framework is what needs to be done and the guidance is how it can be done. The guidance information reinforces the concepts, describes various methodologies that can be used, and gives examples and references. It also gives information on the benefits and drawbacks of various methodologies. The guidance reports are not intended to promote a single methodology or to be an exhaustive treatment of the subject material. They provide information and references so that the user can more intelligently choose and implement the appropriate methodologies given the user’s application and capabilities. luring the past two years the Bureau of ?,lines has been receiving from 100 to 150 coal mines in various States a report of each accident causing death, permanent total disability, permanent partial disability, or temporary disability lasting beyond the remainder of the day or shift on which the accident occurred. For each 100 accidents in these groups, there are perhaps from 35 to 45 accidents that do not disable the employee beyond the remainder of the day, and of these fraction-of-a-day accidents the Bureau has compiled no statistics. Information revealed by the reports is to the effect that falls of roof and coal in bituminous coal mines are responsible for 28 per cent of the temporary injuries to underground workers and 33 per cent of the days lost from all temporary injuries underground; they also indicate that falls caused 59 per cent of the deaths from all causes underground. Figures compiled by R. N. Hosler, of the Pennsylvania. Mine Rating Bureau, and covering accidents in bituminous; minis in that State, chow that 61 per cent of the deaths underground during the years 1917-1921 wore due to falls. Neither of these percentage figures includes deaths in major explosions; figures for all bituminous mines in the United States during the five years 1920-1024, inclusive of deaths in major explosions, show that 52 per cent of the deaths underground and in shafts were due to falls of roof and coal.

A method for concentration of the nickel-cobalt-bearing mineral, siegenite, from a table middling has been developed by the Bureau of Mines at Rolla, Mo. The table middling is composed of a complex series of sulfide minerals, occurring in mill operations in the southeast Missouri "lead belt." In these operations the siegenite is lost as a separate concentrate, being diverted to other products. The procedure also includes recovering commercial-grade concentrates of copper and lead. A low-grade zinc concentrate, a potential coproduct, was also made.

The Bureau of Mines conducted a study of longwall plow operations to identify dust sources and existing control technology. Three longwalls employing either the high-speed overtaking or conventional method of mining were surveyed. Principal operating parameters and on-site dust control technology at the time of each survey are described. Short-term gravimetric and instantaneous sampling results are discussed in detail. The relationship between longwall dust levels and dust control technology was examined.
