A cyclic leaching process was developed for selectively leaching and recovering cadmium from nickel-cadmium scrap battery waste. The six major steps in the process are the following: (1) washing the plates to remove KOH electrolyte, (2) roasting at 550° to 600° C to oxidize metallic cadmium and decompose cadmium and nickel salts, (3) leaching with an ammonium nitrate solution, (4) precipitation of the leached cadmium from solution as cadmium carbonate using CO2 gas, (5) removal of CO2 from the lixiviator by adjusting to pH 4.5, heating, and evacuating the system, and (6) removal of small amounts of leached nickel from the lixiviator using a solvent extraction technique. The regenerated lixiviator is then recycled to leach additional plates. Cadmium extraction was 94 percent and the cadmium carbonate product contained 0.14 percent nickel and 0.12 percent cobalt impurity. The leached plates were smelted to a high nickel-low iron alloy with no detectable amounts of cadmium.

This report is one of a series published by the Federal Bureau of Mines to describe methods and costs of mining uranium on the Colorado Plateau. The Navajo Uranium Division of Kerr-McGee Oil Industries, Inc., mines uranium from several deposits of carnotite-type ores, which lie buried in the Lukachukai Mountains on the Navajo Indian Reservation, Apache County, Ariz. The country is rugged and isolated Constructing and maintaining roads has been a continuous task. The ore bodies occur within the Salt Wash member of the Jurassic Morrison formation and are similar to other such deposits on the plateau. The current mining activity in the Lukachukai Mountains is a result of uranium-ore discoveries in 1949, although the Navajos undoubtedly knew of the outcrops of yellow uranium minerals long before that time. The ruggedness of the country and the heavy soil cover over much of the surface hampered prospecting, but probably the main reason the ore was not found sooner is that no one took the trouble to look for it in the Lukachukai Mountains.

This publication contains analyses and related source data for 269 natural gas samples from wells and pipelines in 18 States. All of the samples were obtained and analyzed during, calendar year 1979 as a part of Bureau of Mines investigations of the occurrences of helium in natural gases of countries with free market economies. This survey has been conducted in the United States by the Bureau of Mines since 1917. In late 1965, the survey was expanded to include foreign gasfields. The analyses published herein were made by mass spectrometer and a special helium analysis apparatus, which are described in Bureau of Mines Bulletins 4862 and 576.3 The results of the investigation of the occurrences of helium are published annually to make the information available as soon as possible to the gas industry and the general public. Information on the performance of coal-cleaning equipment is necessary to provide a basis for evaluating the performance of existing plants and projecting that of new plants. Performance data can contribute greatly to the wise selection and effective use of coal-washing equipment. The Bureau of Mines has published information on the performance of several commercial plants, as well as of some laboratory-scale equipment, 5 (2-9, 11, 12, 17-12, 21-25) from time to time for a number of years. A more intensive program to provide such information for all the principal types of cleaning equipment is underway. The present evaluation of table performance is part of this program.

The preceding report, for the fiscal year ended June 30, 1953,3/ indicated continuation of the Bureau's program of petroleum and natural gas research of world-wide significance, which began in 1910. The petroleum and natural gas research of the Bureau of Mines is divided into five main categories: (1) Production of petroleum and natural gas, (2) transportation and storage, (3) petroleum chemistry and refining, (4) thermodynamics, and (5) economics.

The principle activities of the Explosives Research Laboratory from July 1, 1961 to June 30, 1962, are described briefly in part 1. Part 2 gives short abstracts of publications that appeared during fiscal year 1962; in general, the research reported in these publications antedates the report period. Part 3 gives the results of an investigation which, although too limited to warrant separate publication, merits presentation in some detail because of current interest in ammonium nitrate-fuel oil compositions.

How It Works In an emergency, the new transceiver is snapped onto a caplamp battery for power. (Normally the 1 1/2-pound transceiver is either carried by the miner or is strategically located in the mine.) This Bureau of Mines publication ill scribes present practices of making injection wells for in situ uranium leaching. Casings, screens, drilling fluids, coring, logging, cementing, and developing are discussed with the objective of aiding those who are starting an in situ leaching operation. Improper choices of materials or techniques can result in wells that are either useless or wells that have an undesirably high resistance to injection. Important factors include careful selection of screen slot size, use of logs for choosing the cementing basket depth, proper cementing techniques, and careful choice, use, and flushing of drilling fluids. The information was obtained through observation of well construction and through discussion with in situ leaching companies, drillers, and suppliers.

This report describes methods and techniques employed by The Glidden Co. of Cleveland, Ohio, in explorating an ilmenite-bearing sand deposit in Ocean County, New Jersey, during 1960 to determine ore reserve potential and the feasibility of mining and establishing a milling plant on the property for the production of ilmenite concentrate. The property covered approximately 1,250 acres. Comprehensive sampling by water-jet drilling indicated the deposit averaged 20 feet in thickness and contained 4.5 percent heavy minerals, of which 80 to 85 percent was ilmenite and leucoxene. Average depth of the water table as determined by auger boring was 16.8 feet. Pilot plant tests indicated that circular concentrators in combination with spiral concentrators would recover at least 80 percent of the heavy mineral content of the sands. It was estimated that sufficient ore reserve tonnage had been developed to supply the company's Baltimore chemicals division, pigments department, with a suitable grade ilmenite concentrate for a period of 20 years at the present rate of pigments production. The property was designated as Lakehurst mine and plans are in progress for mining development and plant construction.

This report reviews the regulatory environment as it pertains to tailings management and disposal from mining operations, excluding coal and placer gold operations, in the state of Alaska. It is based on the EPA's staff position on an effective program to regulate mining wastes as presented in the May, 1990 Strawman II document, The unique conditions which occur in parts of the state, including a fragile environment, high seismicity and permafrost, are identified. The special waste management practices which are necessitated by these conditions are delineated. The report provides a detailed outline of the current technologies that are suitable for designing, constructing, operating and closing a railings disposal facility to meet environmental protection objectives. Cost implications to the mining industry of potential regulatory actions, such as the degree of groundwater protection are examined.

As a consequence of the Coal Mine Health and Safety Act of 1969(PL91-173), the Bureau of Mines (BOM) entered into a contract with Ocean Energy Inc. (OEI) to develop, fabricate, install, and evaluate a permissible lighting system for use on a longwall coal mining operation. The program schedule is shown in Figure 1.1. The proposed regulations are contained in Appendix A. The initial part of the program involved a survey of existing longwall lighting practices in Germany and England and an evaluation of a variety of lighting components on a mockup of a longwall mining operation that was fabricated under this program. Visits made to German and British mines uncovered major differences in lighting level requirements, permissibility aspects, size, and operating constraints which identified wide disparities and essentially eliminated from further consideration any known imported lighting devices for meeting the higher lighting levels and standards proposed for US coal mines by the Mining Enforcement and Safety Administration (MESA). The longwall mockup provided use¬ful information regarding the amount of illumination required, physical size and shape of lamps, light distribution problems, cable routing, use of connectors, signaling, glare, and other important factors unique to the lighting of low coal longwalls.

These proceedings consist of an introduction, nine descriptive papers, and a summary. The first paper is an overview of the respirable dust research program, the second paper describes the Mining Enforcement and Safety Administration's proposed changes in the respirable dust enforcement program, and the third paper describes respirable dust measurement. The remaining papers, by Bureau and contractor personnel, describes methods of reducing the amount of respirable dust to which coal miners are exposed. Of the six methods of reducing exposure to respirable dust described, two are methods of preventing or reducing the amount of respirable dust raised during mining operations, two are methods of collecting or removing dust after it has been released into the mine atmosphere, 2nd two describe methods that are combinations of prevention and collecting .

The effectiveness of an industry's safety activities can be gaged best by the accident records of that industry. In an effort to gage conditions in the petroleum industry, and with the objective of helping to reduce the number of accidents in it, the Bureau of Mines from time to time has tabulated, analyzed, and published pertinent statistical information.3/. These reports have dealt with distribution, causes, and costs and related phases of accidents for various and collective divisions of the petroleum industry in several sections of the country. This type of study aids the personnel of the Bureau in planning the course of its activities in accident-prevention work and gives useful data to persons engaged or interested in the promotion of safety in the petroleum industry, which will aid them in their efforts to reduce the number and severity of accidents. A majority of petroleum operators and "service? contractors have acknowledged their responsibility to provide their employees with safe working conditions and to their stockholders for greater economic value of invested capital by establishing safety divisions within their respective organizations. Such divisions have a primary duty, namely, to see that properly designed and guarded machinery and working equipment are furnished the employees and that they are trained in the safest practical methods of performing their work. Of the total quantity of secondary copper and zinc that became obsolete in the United States from 19b1 through 1970, more than 11 million tons of copper and 10 million tons of zinc were not recovered. These estimates are based on a study of the flow and recovery of old copper and zinc scrap by consumption end-use. This report describes (1) where copper and zinc are being used; (2) when they become obsolete and available as secondary metal; (3) how they are being collected for recycling; and (4) how much might be recovered from scrap that presently is not being recycled.

The U.S. Bureau of Mines investigated the Sheep Creek prospect in the north-central Alaska Range to evaluate the Pb, Zn, Ag, and Sn resources. The studies included field investigations, mineralogical characterization, and concentration tests. Mineralization at Sheep Creek consists of disseminated, banded, and massive pyrite, sphalerite, and galena. Tin occurs as grains of cassiterite (Sn02) in the quartz-mica matrix and within pyrite and sphalerite grains, and Ag occurs in solid solution within the galena. Three bulk surface samples and two sets of core samples were collected at the Sheep Creek prospect for this study. Gravity concentration yielded products with up to 30 pct Sn, and the best result was a product that recovered 52 pct of the Sn at a grade of 22 pct Sn. Bulk sulfide flotation yielded products that recovered up to 89 pct of the Zn, 73 pct of the Pb, and 75 pct of the Ag, but grades were relatively low; selective flotation would significantly increase the grades.

There was little change in the mineral industry of Benin in 1986, as the economy remained in the grip of a regional recession exacerbated by failing oil prices, which nullified much of the income from Benin's oil production. Benin's industrial sector accounted for less than 10% of the gross domestic product (GDP), with the mineral industry providing about one-half of that total. Several major projects initiated over the last several years continued to perform and/or progress below Government expectations. These included the Save sugar refinery, the Dassa-Parakou section of the Dassa-Cotonou highway, the Benin-Togo Nangbeto hydroelectric plant, the Onigbolo cement plant, and the Semé Oilfield. Funding for these projects is the major source of the Beninese external debt, which was estimated to be over $800 million.2

To determine whether reflectors could substitute for the trip lights referred to in the Federal Mine Safety Code, the Bureau of Mines studied trip safety devices under simulated haulageway conditions. The noticeability of reflectors compared with trip lights and fluorescent panels was evaluated from distances of up to 850 feet with light source intensities of up to 1-6 foot-candles (ft c). Reflectors tested consisted of a reflective lens in a holder secured to a frame that can be attached to a trip. Reflectors were found to be suitable for use as a trip safety device. In fact, for the conditions in many underground haulageways some reflectors would be more effective than a permissible trip light.

Leaching of manganese from low-grade Minnesota ores was studied over the temperature range 25° to 225° C at atmospheric and elevated pressures to demonstrate that good recoveries of manganese could be achieved from unroasted ores using reagents available nearby. Various combinations of ore, pyrite, lignite derivatives, and sulfuric acid were tested on a small scale. Pyrite alone required the highest temperature to effect a good extraction, but the combination of pyrite, lignite char, and sulfuric acid solubilized 99 percent of the manganese after 30 minutes of reaction at 75° C.
