?It is in the interest of stability and investor confidence that the healthy and necessary debate on such a (minerals) policy should soon find its way to consensus.? (President Nelson Mandela at the104th (1995), AGM of the South African Chamber of Mines) Inauguration of the new political dispensation in South Africa initiated a dynamic period in the historical development of its minerals policy. The process of substituting the current South African mineral policy framework with an acceptable ?post apartheid? system, started soon after the 1994 election of the African National Congress (ANC) government. The Green Paper on a Minerals and Mining Policy for South Africa released for public discussion in February 1998, calls for radical transformation in mineral rights ownership. A shift towards exclusive state ownership of mineral rights, away from the present dual system of private and state ownership, is the most significant proposal. The current holders of mineral rights, or their nominees, who lawfully enjoyed security of tenure under past and present mineral laws are opposed to this transformation because mineral rights were often acquired at considerable cost. The situation is compounded by poor public record-keeping and passive mineral rights administration over a very long period. This paper represents a summary of the historical developments leading to the current legislative environment and forms the basis for any discussion on which future sculpturing of South Africa?s policy regarding mineral rights can take place. One cannot plan for the future without considering the past!

The earliest authenticated scientific report of the occurrence of platinum in rocks from the Bushveld Complex appears to be by William Bettel on 10th November 1906. Thereafter, prospecting of the chromite-rich rocks for platinum proved frustrating. I suggest that the resurgence of interest shown by Dr Hans Merensky in 1924 resulted from his realization that newly-panned platinum had a different grain size from that in the chromite layers and indicated a different source rock, which he located and it became known as the Merensky Reef.

The present paper provides a brief overview of the thermodynamics of titania rich slags, an outline of the Multi-Phase Equilibrium (MPE) package and its application to ilmenite smelting. Through assessment of published experimental data on various systems containing TiOx, it was found that despite considerable scatter in measured phase equilibria data for the binary Ti2O3-TiO2system,the behaviour of binary and higher order titania rich slags and oxide solid solutions phases could be represented by solution models in the MPE package. Results from the applications of the MPE model on the stability of solid phases and slag-refractory interactions will be presented and discussed. Parallels will be drawn between the predictions by the model and observations made during pilot plant tests. Our purpose is to record and to explain the widely changing numbers of the huge total of black workers on the gold mines of South Africa over the century from 1896 to 1996. These men were recruited from up to twenty territories, and their contributions are examined. The major areas providing labour over this long period have been Lesotho, the former Transkei within South Africa and Mozambique. From 1989 to 1996, for instance, these three areas accounted for over sixty per cent of the total labour force (tlf). Our principal Figure 1 shows the tlf fluctuating through time to reach a peak of 480 000 in 1988. Irregular falls are also documented with the most serious in 1995 to 180 000. Based on this graph we consider the political, economic, sociological and historical reasons behind these changing employment opportunities. These have included external world-scale events such as war or depression, as well as internal changes of national economy and policy. We show the importance for numbers employed of the discovery of gold in the Orange Free State in 1946, the influence generally of the ?Winds of Change? and the firm maintenance by the State of law and order. Varying gold production costs and profitability against high tax rates, allied with increasing wages and a lack of development capital, have led in the last decade to employment falling by fifty per cent, despite an actually higher value of gold output. Finally, this analysis considers the role of the migrant labour system as it affects, and is affected by, conditions in the gold mining industry, with special reference to its less than humane consequences in the numerically dominant territories of Lesotho and Transkei.

On scheduled commissioning and effective operation of a solvent extraction circuit relies on getting the design of both the core contact equipment and the peripheral plant right. Experience has shown that poor performance of new plants is frequently a result of ?utility? systems that do not match the requirements of the circuit, rather than the mass transfer equipment itself. Both the operator/owner and designer need to understand the ?complete requirements? for the circuit to get the balance of the design right. This paper reviews generic issues, frequently overlooked or altered during cost-cutting exercises, which have a significant impact on plant performance.

I?ve been asked to appraise the global role of coal and mining, and the best place I can think of to begin is with the World watch Institute, which purports to monitor all things global. Last fall the institute?s magazine, entitled World Watch, in a cover story called for a worldwide campaign to outlaw the use of coal before this century?s end. To my mind the article began the campaign. However, the institute had to admit that no such ban will be possible unless there is special help and heavy intervention?that is, novel policies and punitive taxes. I?ll quote directly from the magazine to underscore the point: ?without them the market will continue to deceive us into thinking coal is cheap, abundant and irreplaceable?.

A large number of brittleness concepts have been used in very different studies in the literature. One of them is the B1brittleness concept. In this study, the objective is to criticize the B1 brittleness concept on rotary blast hole drills. The B1 brittleness concept, the ratio of uniaxial compressive strength (sc) to tensile strength (sT), are widely used as a rock brittleness concept in the literature (Inyangand Pitt, 1990; Verhoef, P.N.W. 1993; Neil, D.M. et al.1994;Becker, et al.1984; Evans and Pomeroy, 1966; Göktan, R.M.1992; Kahraman, S. 2001; Yamaguchi, U. 1970; Verhoef, P.N.W. et al.1996; Bilgin, 1982; Howarth and Rowlands,1987; Howarth, D.F. et al. 1986). So, it was used as a rock brittleness concept in this article. The value of the B1brittleness concept is equal to the tangent of ß angle in the following graph. It was seen that more meaningful relationships could be obtained with the B2 brittleness, the under ?Area?(= 1/2(scxsT) = B2) under the curve, instead of tangent ß, (=B1), of the curve.

Introducing your Council. Mr J. S. Freer, Pr. Eng., after matriculating at Michaelhouse in 1944, obtained a B.8c. degree in chemistry and biology (1948) and a B.Sc. (Hons.) in chemistry (1949) from the University of the Witwatersrand. Mr G. C. Thompson matriculated at Dale College in 1951. He then attended the University of the Witwatersrand, where he obtained a B.8c. (Min. Eng.) in 1959. Mr P. T. Fewell was born and educated in the United Kingdom. After obtaining the degree of Bachelor of Engineering (Mining) in 1958 at Sheffield University, he emigrated to South Africa. DtP. R. Jochens, Pr. Eng., has been a member of Council since 1974, serving as President in 1980-1981.

Changes in reductant and energy inputs which are required to adjust the slag composition in an ilmenite smelter to a higher or lower FeO content are calculated. The calculated changes are based on the assumption that solidification equilibrium with the freeze lining constrains the slag composition to follow a eutectic groove in the TiO2-FeO-TiO1.5phase diagram. Calculated equilibrium conditions along the eutectic groove are presented, and form the basis of the calculations. The inputs of energy and carbon need to deviate strongly from the steady-state values to adjust the slag composition. The inputs required at any given time depend on the desired rate of change of the slag composition, and the current slag composition. The steady-state relationship of a change in energy input of 5 kWh corresponding to a 1 kg change in carbon input also holds for the changed inputs during transient changes in FeO content. Cost analysis of chrome ore reduction is one of the important issues facing ferrochrome producers in today?s competitive environment. Much of this depends on quality and various ratios in the actual ore. The latter can have a direct bearing on electricity consumption and optimum efficiency of the furnaces. While the industry has been successful in reducing costs by designing larger and more efficient furnaces, the role of the optimum blend of ore has perhaps been given less emphasis. This paper will discuss the general specification and metallurgical characteristics of various chrome ores for producing high carbon ferrochromium on industrial scale. By analysing the results obtained from smelting, including chromium recovery and energy consumption, the determining parameters in total cost of ferrochromium i.e. chrome ore; reductant and energy consumption can be optimized. Our study is based on actual experiences obtained from Faryab Ferroalloy Plant over a period of approximately three years.

Altindag Foreword Some thirty years ago it was almost customary that articles in South African technical and scientific journals were followed up by discussions in which the reader(s) expressed criticism and/or added to the information contained in the article. This custom has obviously died out, be it that the articles are nowadays of such a high standard that nothing can be added or be it that the receivers of the Journal suffer from an information inflation and do not read the articles anymore. I now have the temerity to offer a discussion to an article that recently appeared in the journal, namely ?The evaluation of rock brittleness concept on rotary blast hole drills? by R. Altindag (J.S. Afr. Inst. Min. Metall., vol, 102(2002), pp. 61?66.

The validity of a steady state assumption made by Adams and Nicol (1986) in the modelling of the elution of gold from activated carbon was investigated. It is shown that the accuracy of the steady state approximation is dependent, not only on the magnitudes of the solution flow rate and reactor volume, but also on the lumped elution rate constant. Under the experimental conditions used by Adams and Nicol (1986) the steady state assumption was inaccurate. This could be circumvented in this instance by applying a rigorous general model which accounts for unsteady state behaviour in the solution and in the activated carbon to the experimental data.

CIS countries are home to some of the world's largest producers of chrome, manganese and silicon ferro alloys and leading suppliers to world export markets. The region's ferro alloys production is rising faster than demand from its domestic steel industry - unit alloy consumption in domestic steelmaking is in fact falling as process efficiencies improve - and there is significant spare capacity available to increase production. CIS producers enjoy certain strategic advantages in the production of ferro alloys - for example, captive ore sup-plies, low power and labour costs - but must also meet certain challenges - such as lower labour productivity and greater distance to market than some of their competitors. CIS producers are ambitious but new investment is needed to upgrade some aging plants and overhaul outdated process technologies if they are to be more competitive with the world's leading producers and address the environmental issues that are now moving up the agenda. This paper describes the structure of the region's ferro alloys industry and discusses its advantages and disadvantages by alloy and by country. It considers how the ongoing process of restructuring and new investment in the industry might move forwards, based on its strengths and weaknesses, technical and environmental factors and the strategies of the main players. It asks how the industry might maximise its substantial potential - in particular, for the production of chrome and manganese ferro alloys - and examines the implications this holds for all global ferro alloys players.

Electrostatic separation has been a mainstay of minerals sands flowsheets for over 50 years. Recent electrostatic developments have shown better conductor/non-conductor separation than technology previously available. Results to date show significantly increased separation efficiency over prior-art high-tension roll electrostatic separator (HTR). These improvements allow greater simplification of MSP circuits by minimizing re-circulating loads. The distinct features of the eForce include: 1) A provision that minimizes the affects of particle size to improve separator performance, 2) an enhancement of the design and arrangement of the static electrode providing a greater attraction force for separating fine conductive particles, and 3) inner roll and outer plate electrode configuration to improve separation efficiency and throughput capacity. In ilmenite smelting, the FeO content of the feed material (nominally FeO.TiO2) is decreased by reduction with carbon. In a parallel reaction, a significant amount of the TiO2 is reduced toTi2O3. One of the striking features of these reactions is a consistent relationship between the extents of FeO and TiO2 reduction; this relationship is independent of furnace size. It was recently proposed that this relationship follows from the solidification behaviour of the slag, where the final slag composition corresponds to the minimum melting point (?eutectic groove?) in the FeO-TiO2-Ti2O3 phase system; the hypothesis is that solidification equilibrium with the freeze lining stabilizes the slag composition. If this is the case, the system of slag and freeze lining must be capable of correcting two types of disturbances: thermal and compositional. Thermal disturbances result from incorrect power input, for the feed rates of ilmenite and reductant. For example, excessive power input will tend to overheat the slag, causing the freeze lining to melt partially, establishing a new steady-state heat loss from the furnace. Compositional disturbances result from an incorrect reductant input for the given power and ilmenite input. In this work, the dynamic response of the slag and freeze lining to different inputs (flow rates of ilmenite and reductant, and power input) is modelled. The model is based on solidification equilibria, and quantified heat loss through the freeze lining. The conclusion is that the solidification equilibrium cannot constrain the composition to the eutectic groove for typical operating conditions. Specific energy is defined as the amount of work required to break a unit volume of rock and is used to predict the performance of mechanical miners. It is obtained from full-scale rock cutting experiments, which require large block samples, experienced personnel and expensive equipment found in only a few research centres in the world. Estimation of the optimum specific energy, at which a given geological formation is excavated at optimum cutting geometry in the most energy efficient manner, from mechanical rock properties to predict the performance/efficiency of roadheaders is the basic aim of this study. The mechanical rock property tests require only core samples, which are easier to obtain and to test. In this context, full-scale rock cutting tests are performed on 23 different rock, mineral and ore samples including sandstone, claystone, tuffite, chromite, trona and copper collected from some operating mines in Turkey. The optimum specific energy values are obtained for each sample. Physical and mechanical property tests are performed on the core samples obtained from the same samples to determine uniaxial compressive strength, indirect (Brazilian) tensile strength, static and dynamic elasticity moduli, Schmidt hammer rebound values, density, and Cerchar abrasivity index. The relationships between the optimum specific energy and the mechanical rock properties are analysed using statistical methods. The results indicate strong relationships between the optimum specific energy and the mechanical rock properties. The strongest relationships are found by using uniaxial compressive strength and tensile strength. The performance models developed in this study are in good agreement with the empirical models previously developed for roadheaders and can be used reliably for prediction purposes. Prismatic samples of a medium-grained sandstone from Slask Colliery (Upper Silesian Coal Basin, Poland) were tested under uniaxial compression, conventional triaxial compression and true triaxial compression conditions. The conventional triaxial compression tests were carried out at confining pressure (p) equal to 12.5, 25.0 and 37.5 MPa. In the true triaxial compression tests the minimum principal stress (s3) was equal to 25.0 MPa and the intermediate principal stress (s2) was 1.5, 2 and 2.5 times higher than s3. Results of the studies show that confining pressure strongly inhibited dilatant behavior of rock samples tested under conventional triaxial compression conditions; the increasing confinement resulted in the growing compaction of the rock material. The effect of dilatancy was also highly suppressed by the intermediate principal stress. While important dilatant, negative volumetric strain corresponded to the peak differential stress at low intermediate principal stress conditions, at high intermediate stresses the rock material was damaged to much lesser extent. As a result, faulting of rock samples in the post-peak region was much more violent and was accompanied by a strong acoustic effect. Les échantillons parallélépipédiques du grès à grains moyens de la mine ‘Slask’ (Bassin Houiller de Haute Silésie, Pologne) ont subi les essais de compression monoaxiale (compression simple), de compression triaxiale conventionnelle (compression triaxale de révolution) et de compression triaxiale vraie. Les essais de la compression triaxiale conventionnelle ont été effectués à la pression de confinement de 12,5, 25,0 et 37,5 MPa. Dans les essais de compression triaxiale vraie la contrainte principale minimale (s3) était de 25,0 MPa et la contrainte principale intermédiaire (s2) était 1,5, 2 et 2,5 fois supérieure de s3. Il résulte des essais que la pression de confinement inhibe fortement le processus de dilatance dans les échantillons testés dans les conditions de compression triaxiale conventionnelle; l’augmentation de la pression provoquait l’augmentation du compactage du matériau rocheux. Le phénomène de dilatance était également limité de façon significative par la contrainte principale intermédiaire. Alors que l’importante déformation volumique négative correspondait à la contrainte différentielle ultime avec les faibles contraintes principales intermédiaires, dans les conditions de fortes contraintes intermédiaires, le matériau rocheux subissait l'endommagement de façon beaucoup moins importante. En résultat, la rupture des échantillons rocheux au stade post-maximum était beaucoup plus violente et accompagnée d’un fort effet acoustique. Prismatische Probekörper des mittelkörnigen Sandsteines aus dem Bergwerk ‘Slask’ (das Oberschlesische Kohlengebiet, Polen) wurden unter der einaxialen Druckbeanspruchung, konventionellen dreiaxialen Druckbeanspruchung und der echten dreiaxialen Druckbeanspruchung geprüft. Konventionelle dreiaxiale Druckversuche wurden bei dem Manteldruck von 12,5 25,0 und 37,5 MPa durchgeführt. Bei den echten dreiaxialen Druckversuchen betrug die kleinste Hauptspannung (s3) 25,0 MPa und mittlere Hauptspannung (s2) war 1,5-, 2- und 2,5-mal höher als s3. Aus den durchgeführten Versuchen ergibt sich, dass der Manteldruck die Dilatanzentwicklung bei den Probekörpern unter der konventionellen dreiaxialen Druckbeanspruchung stark bremst; die Erhöhung des Druckes rief die ansteigende Kompaktion des Gesteinsmaterials hervor. Die Dilatanz wurde auch durch die mittlere Hauptspannung beschränkt. Während die wesentlichen volumetrischen, dilatanten Verformungen der Grenzdifferenzspannung bei den niedrigen mittleren Hauptspannungen entsprachen, bei den hohen mittleren Hauptspannungen wurde das Gesteinsmaterial viel weniger beschädigt. Im Ergebnis war der Scherbruch der Gesteinsproben im Post-Peak-Bereich viel heftiger und mit kräftigen akustischen Effekten verbunden.

The rockfall hazard is the major contributing agency to fatal accidents in South African platinum mining operations. The majority of these accidents occur in close proximity to the working stope face. The collapse of fractured or blocky ground between individual temporary support units or the closest permanent support line to the stope face has not yet been adequately addressed. A large-scale stope support system testing facility funded by the Safety in Mines Research Advisory Committee (SIMRAC), has been designed and constructed to test support systems and stimulate innovative thinking by mining personnel, support manufacturers and suppliers by providing a facility where the interaction of stope support systems, a rigid stope face and a discontinuous hangingwall beam can be observed during quasi-static and dynamic conditions. Tests have been carried out on various types of stope support systems, focusing on the temporary support systems used in the immediate stope face area. The interlinking of the temporary support units with mesh or safety netting has been explored in the prevention of falls of ground between support units during gravity driven falls of ground. These tests illustrate the facility?s ability to be used to stimulate innovative thinking and provide a testing ground for the development of temporary support systems in order to reduce the risk off all of ground injury to mining personnel at the stope face.
