Keywords: Kyoto Protocol, carbon credits, global warming, energy, auditing Climate change is nowadays being taken increasingly seriously, and the link between global warming and the carbon dioxide released in the generation of energy is coming under increasing scrutiny. The Kyoto Protocol was signed in 1997, after five years of negotiation. So far, about 84 countries have ratified this agreement, under which terms developed countries have strict targets linked to their 1990 level of emissions. However, ?greenhouse gas? (such as carbon dioxide) emissions continue to rise alarmingly. According to the World Resources Institute, greenhouse gas emissions in the USA increased 13% from 1990-2002, while Australia recorded a 22% increase. In contrast, the European Union, a Kyoto signatory, has seen a small decline in its emissions during the same period. This is led by the UK and Germany, who reduced their emissions by 15% and 19% respectively. The concept of ?carbon credits? provides a funding mechanism for companies in the developed world to compensate for some of their CO2 emissions by paying companies (trading credits) elsewhere in the world to undertake projects to bring about reductions in emissions. In the southern African mining industry, it will be possible to get refunded for undertaking voluntary emission-reduction projects. Concern about the environment is creating business opportunities. A preliminary calculation has shown that various projects in South Africa (those in the pipeline, with quite a high likelihood of coming off) could earn a combined total of about R2.5-billion, under the initial phase of the Kyoto Protocol's carbon-credit scheme, which allows developed-country companies to trade credits with developing countries. A number of local companies are planning projects that could comply with the Clean Development Mechanism (CDM), in which they will implement techniques to achieve certified emission reductions (CERs) of greenhouse gases. In order to prevent abuse of such a system involving vast sums of money, vigorous audits need to be carried out. A company has to prove it has made real changes and is not simply conducting business as usual under a cloak of claimed environmental improvements. PricewaterhouseCoopers has applied to become one of only a few international agencies that will be accredited to conduct validation and verification of the credits, by auditing what is called the ?designated operational entity?. An independent validator needs to confirm that the project meets the strict requirements of the Kyoto Protocol. The company has to demonstrate that it?s not business as usual. So, if you refurbished every five years, the next refurbishment is not a good CDM project, unless you can demonstrate that you will do something beyond the maintenance - that is what can be registered. So, Kyoto intends to get additional projects going, and the money for that is actually quite good - prices of 14 euros per ton of carbon dioxide not emitted have been seen. The price depends on who takes the risk for non-delivery if a project doesn?t deliver the emission reductions on time. The highly energy-intensive South African mining industry is heavily dependent on coal. There should be many opportunities for the pyrometallurgical industry to come up with creative ideas to reduce emissions, and there is now an additional financial incentive to encourage this. Companies can actually get money in return for doing these types of projects, in addition to the contribution to corporate social responsibility.

The ever-increasing pressure on the profit margins of ferro-chrome producers and the gradual depletion of deposits of rich hard lumpy chrome ores calls for the ferrochrome industry to maximise the use of fine fractions of concentrates and friable chromite ores. Zimbabwe is endowed with huge deposits of refractory and friable ores that occur on and off the Great Dyke complex. The conventional metallurgical process of smelting of chromite ores in submerged arc furnaces is favoured by the use of refractory hard lumpy ores. The requirement to use all lumpy ore has been circumvented to a large extent at Zimbabwe Alloys. The use of briquetted chrome ore fines in the production of Ferrosilicon Chrome and High Carbon Ferrochrome has yielded positive results over a period in excess of twenty-five years. Of the three industrially used methods of agglomeration of chromite ores; sintering, pelletisation and briquetting, briquetting is preferred because the other two are associated with higher capital and operational cost. Zimbabwe Alloys has developed operational and technical expertise on the briquetting and utilisation of chromite ore fines and concentrates. Variations in the quality of available chromite ore fines imply that their amenability to briquetting is a dynamic problem. Appropriate briquetting parameters to guarantee quality briquettes are essential to the successful use of briquetted chromite ore fines. In developing a technology for briquetting of chromite ores, it is important not only to study the mineralogical and grain-size characteristics of the chromite ore fines but also to make an informed choice of the type and quantity of the binder and the conditions for producing a physically and chemically competent green and cured briquette. This paper discusses Zimbabwe Alloys' experience on the briquetting process and the advantages derived in the smelting of the briquetted chromite ore fines in comparison to the use of conventional lumpy chromite ore with respect to improvements in chromium recovery and as a consequence related efficiencies and unit cost of production.

Paper written on project work carried out in partial fulfilment of Phd. (Process Engineering) degree* The recovery of cobalt and copper from waste slag was studied in a plasma DC-arc furnace in reducing conditions. Three fluxes, CaO,CaF2, and TiO2, were investigated for their influence on selective recovery of cobalt into an iron-rich alloy. A further investigation on the influence of furnace power on the reduction of slag to recover cobalt to the alloy showed that a change in power setting had an unexpected effect on the recovery of metals to the alloy, in that selectivity of base metal recovery over iron recovery decreased at an increased power level. The results of over 900 coal strength tests done during the period 1993?1994 for the SIMRAC project COL021A were re-analysed with a view to find a method to delineate areas or seams that can be grouped together for analyses of coal strength and strength decay characteristics. It was confirmed that the strength of a coal specimen increases linearly with increasing diameter-to-length ratio and decreases exponentially with increasing size of specimen. However, by extrapolation of the data, it was shown that beyond a diameter of approximately 2 m, the size effect is insignificant. For larger specimens, the diameter-to-length ratio (referred to as the width-to-height ratio for full scale mine pillars) alone continues to influence the strength. The slope of the linear strength vs. diameter-to-length ratio relationship is independent of the size of the specimen and is not unique for coals from different mines. However, the intercept of that relationship is unique and is a function of specimen size. This offers a previously unknown method to distinguish between the coals from different mining areas and coal seams. In making judgements on tolerable levels of risk in industry, and in all spheres of life, it needs to be understood that every action gives rise to risk. Without risk, nothing can be done. Without risk, no economy could be advanced. There is a strong tendency to emphasize the risk at work, but persons who are not working are exposed to a different set of risks. Often persons who are not working face greater risks than persons who are working. Simply, in being alive, one is exposed to the risk of an accident, the risk of contracting a disease, and an extremely diverse variety of other risks. According to the Health and Safety Executive of the UK, it is not possible to have a state of zero risk, because ?a state of zero risk does not exist?. Because zero risk is a physical impossibility, it is not possible to design for a state of zero risk in all engineering design. While the strategic target of achieving zero risk is laudable it does not provide any practical guidance to engineers as to what acceptable limits of risk should be. This causes a significant and real problem in the design for and the management of risk. Without meaningful guidelines, engineers, managers and the authorities often find themselves in disagreement. Thus, it has become essential to establish criteria for tolerable levels of risk and unacceptable levels of risk in order to design and manage engineering systems properly.

?Longhole blast hole drilling? techniques are not new to the mining industry. Appropriate mechanization and improvement of the techniques and application has evolved from the industry requirements. Today safety and economics play a larger role in the excavation of ore passes, ventilation passes, and relatively small inclined excavations in the conventional gold and platinum industry. The application of dropraise drilling from the top or from the bottom is discussed investigating the current techniques available, DTH application, advantages and disadvantages, limiting factors, typical layouts and proposals, the drop raising technique and future applications. Similarly, the application of longhole blast hole drilling in tabular and massive orebodies is discussed with emphasis on the DTH application, advantages and disadvantages, limiting factors, typical layouts, the long hole stoping techniques and future applications.

Rock mass classification systems are extensively used in rock engineering design work, and mine design is no exception. Among the systems most widely used for mining-related design work are the NGI 0-system (Barton et al., 1974), the RMR system (Bieniawski, 1976), the MRMR system (Laubscher and Taylor, 1976) and, more recently, the GSI system (Hoek et al., 1998). Classifying the rock mass is widely seen as being the fieldwork required to characterize the rock mass and enable the application of empirical design methods associated with the different classification systems. This paper argues that it is fundamentally important to recognize the distinction between rock mass characterization and rock mass classification. These two processes should, in most cases, be separated from each other. Rock mass characterization should be used to determine the intrinsic properties of the rock mass independently of the application; i.e. independent from the infrastructure to be designed, the size, shape, and orientation of the excavation(s) or pillar(s), etc. Rock mass characterization should also be compatible with most classification systems and empirical design methods to be used. Rock mass characterization is the background fieldwork required to perform rock mass classification and/or engineering design work. Rock mass classification is the subsequent step to the characterization, and an integral part of the design process. Parameters that vary according to the design, such as the relative orientation of geological structures compared to the opening or the mine-induced stresses, should be calculated as part of the rock mass classification and design process, rather than during the rock mass characterization process. The failure to distinguish between rock mass characterization and rock mass classification can lead to major design errors and poor results.

The authors have conducted several investigations into the prediction of the beach profile of high-density tailings and have found that there are a number of important considerations that need to be taken into account over and above the reliability of the beach profile prediction methodology. These considerations relate to the chemistry of the slurry and specifically the influence of pH and flocculation, both of which have a significant influence on the rheology of the slurry at the discharge point. A number of examples are discussed and a potential testing protocol that will assist in assessing the influence of chemistry ahead of the beach profile predictions is presented. A methodology for assimilating the results of the testing into the likely field situation is discussed, and suggestions are made on application of the results in beach profile prediction. Abstract The in-situ stress field is one of the primary parameters influencing the performance of underground structures particularly in the Himalayas where there is strong influence of topography and geology on in-situ stresses. It is always advisable to measure the in-situ stresses, in whatever best way possible. Hydrofracturing is one of the methods by which in-situ stress can be measured. This paper briefly describes details of the concept of Hydrofracturing in arriving at the in-situ stresses of the rock mass at Pancheswar Project. The data obtained from the tests has been analysed, interpreted and the results are presented in this paper. Kurzfassung Das Spannungsfeld an Ort und Stelle ist einer der wichtigsten Parameter, die das Verhalten der Untergrund-Struktur beeinflussen, insbesondere in den Himalayas, wo die Topografie und die Geologie einen grossen Einfluss auf die oertlichen Spannungen ausueben. Es empfiehlt sich stets die Spannungen an Ort und Stelle so gut wie moeglich zu erfassen. Die Hydrofraktur bzw hydrografisches Zerstueckeln ist eine der Methoden, die bei den Messungen der oertlichen Spannungen verwendet werden koennen. Diese Abhandlung beschreibt kurz Einzelheiten ueber das Konzept von Hydrofraktur bei der Bestimmung der Spannungen an Ort und Stelle von der Felsmasse bezueglich des Projekts Pancheshwar. Die gewonnenen Daten aus den Messungen wurden analysieret und ausgewertet. Die Ergebnisse werden dabei vorgelegt. Sommaire Le champ de contraintes in-situ est un des paramèters principaux influencant l’exécution des structures souterraines particulierèment en Himalaya où les forces in-situ sont fortement influencées par les caractéristiques topographiques et géologiques de la région. La fracturation hydraulique est une technique qui permet de mesurer des forces in-situ des massifs rocheux. Cet article décrit brièvement le mécanisme de fracturation hydraulique et présente les résultats de mesure des forces in-situ des roches au site du projet hydroélectrique de Pancheswar.

The latest Draft MPRRB was released for public comment in October 2006. The main purpose of the Bill is to collect royalties at mines developed in terms of new-order mineral rights granted through the MPRDA process. The transition phase stipulated in the MPRDA will be completed by 1 May 2009, on which date mineral royalties will become payable to the state. The royalty rates stated in the MPRRB differ from mineral to mineral and also depend on the degree of refinement. Gold is the subject of this paper, where the royalty rate ranges from 1.5% (for refined gold) to 3% (for unrefined gold) of sales revenue. This royalty is payable regardless of profit, with a maximum 75% relief for loss-making mines. The purpose of this paper is to establish whether or not it would be necessary for gold mines to adjust their mineral reserve statements as a result of this Bill. The methodology is to add the royalty costs stipulated in the MPRRB to the actual quarterly information for the past ten years as reported by the gold-mine members of the COM. The rationale is to investigate the impact this Bill (in its current form) would have had on gold reserves that must be left unmined in the ground because of a higher pay limit. The results of the study point to a significant impact on reserves available for mining with the subsequent shortening of mine lives and retrenchment of workers. Had the MPRRB been effective for the 10 years prior to 1996, it would have resulted in 46 tonnes of gold being sterilised. Stated alternatively, 30 700 workers at COM gold mines alone would have lost their livelihoods.

Poorly designed sampling protocols generally result in high project risk by artificially increasing grade variability (ie the nugget effect). Sample collection, preparation and assay protocols that suit the ore type, together with QA/QC systems, will reduce this risk. All reporting codes (eg JORC, 2004) require the Competent Person to consider the quality and implication of sampling and assaying programs. High sampling errors beget higher project uncertainty; despite this fact, sampling does not receive the attention it deserves. The case studies presented show that many sampling issues frequently go unrecognised or unaddressed, resulting in poor project decisions during exploration through to feasibility and production. The overall conclusion is that correct sampling is critical to mining project success and that there is often a need for its optimisation.

The limitation of fossil fuel resources and the necessity of reducing CO2emission require an increase of the efficiency of power plants by using combined cycle power systems. Pressurized Pulverized Coal Combustion (PPCC) is a potential concept to realise these objectives. The direct use of hot flue gas for driving a gas turbine requires a hot gas cleanup to achieve corrosion prevention of the turbine blading. One of the main problems is the alkali release during the coal combustion process. Molten coal ash slag has a high potential for alkali retention which depend son the alkali oxide activity in the slag. Knudsen Effusion Mass Spectrometry (KEMS) was used to determine thermodynamic data of alkali gas species over molten coal ash slags and of alkali oxides in molten coal ash slags. The main interest of the investigations focused on the structural dependence of the thermodynamic properties of the alkalis. It was found that there is a strong correlation between the thermodynamic properties and the ratio of nonbridging oxygen to tetrahedral oxygen (NBO/T). An increase of the polymerization of the slag results in a decrease of the alkali oxide activity in the slag and thus a decrease of the alkali partial pressure over the slag. A pilot plant paste thickening campaign was conducted at the Anglo Platinum Limited Mogalakwena South Concentrator plant in South Africa in order to determine the water saving capability of P&TT technology. In the process a simple water consumption model was developed for estimating the overall water consumption of the mine. The model indicates that for the Mogalakwena tailings, significant water savings are achieved by discharging thickened tailing directly to the TSF but only at densities where free water release at the TSF is close to zero. Viscosity measurement was carried out over a narrow range of silica content around the fayalite composition. A wide range of temperature and oxygen potential was covered where the slag was completely liquid. In order to keep the slag composition and the Fe3+/Fe2+ratio constant, theCO2/CO ratio was kept constant as the temperature was varied. Increasing the Fe3+content has little effect on viscosity for slags with a silica mole fraction of 0.31. At higher silica contents, increasing the Fe3+content brings about a small decrease in the viscosity.

The aim of this investigation was to reduce the cost of primary steel de-oxidation by substitution of aluminium primary de-oxidation with a practice that uses carbon. The cost of carbon is four times lower than that of aluminium. The application of carbon would directly result in raw material cost savings. Investigations were conducted at Iscor?s Newcastle steel plant on various steel grades. Specific production aspects were emphasized to ensure that the cost savings accrued would not create secondary expenses. These production aspects entailed: ?Yields on de-oxidation elements ?De-oxidation capabilities ?Alloying yields (Mn and Si) ?Carbon-pickup ?Nitrogen-pickup ?Temperature loss during tap ?Steel cleanliness ?Slag morphology. This project proved that carbon de-oxidation, apart from reducing de-oxidation raw material cost due to cheaper raw materials being used and lower consumption rates, resulted in steel that is cleaner and has lower nitrogen concentrations. Carbon primary de-oxidation has been implemented at Iscor?s Newcastle plant on a large range of steel grades, ranging from ultra-high carbon (> 0.60% C) to ultra-low carbon (< 0.03% C) grades. A net saving of between R100 000 and R200 000 per month was achieved.

Investor confidence can be compromised when one observes large discrepancies between the SAMREC reserves and the mining plan. It is therefore up to the responsible persons to ensure that all contributing factors get taken into account when determining a reserve declaration. Confounding factors could be further aggravated by large oscillations in the commodity price thus resulting in major changes to the mining plan, if the accepted price was either too optimistic or pessimistic. Additional factors that must receive our attention are, uncertainty in geological facies type, mining practices, geology and grade estimation. The paper outlines (in the authors? opinion) some of the important factors that need to be taken into account, in order to ensure proper alignment between the estimates of the life of mine (LOM) reserve grades, and the corresponding actualisation of the mining plan. These parameters provide an historical insight into what actually happens when attempts are made to implement the mining envisaged in the LOM plan. In turn these allow judicious application of discount factors that enable a realistic estimate of SAMREC reserve classification and declaration. Some of the factors that will be covered are: - 1) Flexibility of developed reserves and the ability to maintain this. 2) Mining control mechanisms and their overall efficacy. 3) The ability to extrapolate facies types and its effect on grade control. 4) The ability to control the mining mix and value variation. 5) Finding a happy medium between optimism and pragmatism.

The gas-dynamic method is presented of calculation of explosion-proof distances during an explosion of the methane-air mixture in mine working. On the basis of this method is modelled of shock waves interaction with explosion protective parachute partitions, obstructions and water barriers. Calculations have been carried out of attenuation factors of shock waves during their interaction with explosion protective structures, arranged near conjugation zones of mine workings. Possibilities have been analysed of suppression of intensity of shock waves and of propagation of shock waves control in mine working network of coal mines by installation of explosion protective structures.

Keywords: accurate control, matte level, smelting operations, process control, tapping, sounding bar, electromagnetic measurement [ ] Accurate control of matte levels during primary matte smelting operations is desirable in order to improve process decision-making. High matte levels in the vessel could have to disastrous consequences, particularly in the new generation of intensive smelting furnace with deep-cooled copper coolers. Knowing when to commence tapping and a better understanding of melt times can only be improved if the furnace levels are monitored correctly. At Lonmin Marikana Smelter Division it has long been understood that the matte level information being provided by the manual sounding bar is only as good as the operators? following of measurement procedure, their skill in assessing what the sounding bar is displaying, and their individual interpretation of what they are looking at. This paper sets out to show how this problem was identified as an area of major concern to the plant, how a solution was sought and how an electromagnetic measurement system was installed as an alternative measurement to the matte sounding bar system. Other areas discussed in the paper are the difficulties to be overcome when first installing new equipment and how these teething problems were solved by close co-operation between Lonmin and equipment suppliers, which led to some design modifications to the delivery system. In conclusion the paper discusses the results between the electromagnetic measurement and the manual sounding measurement and how best to integrate the generated data into the plant?s process control system for improved decision making.

Reactions between metal and slag are of decisive importance for metallurgical processing. In the continuous casting process, where metal solidifies at the metal-slag interface, reaction products can cause surface defects, with quality damages of the cast products as a consequence. These investigations are focused on the contact area between casting flux and metal. The samples were taken from the mould during the casting process. The results show that layers up to approximately 300 nm from the slag/metal interface represent a specific reaction space. Sodium in this layer on the slag side plays a specific role, which is explained on the basis of experimental results. The transport of oxygen near the interface and the charge transfer is explained on the basis of the ionic character of the slag. The mass transfer rate of oxygen crossing the interface is calculated from measured data, and conclusions concerning the stability of the interfacial tension are made.
