ABSTRACT The presence of gold in lateritic crusts over mafic and ultramafic volcanogenic complexes in / and greenstohe belts, has called the attention in several parts of Brazil and also in Australia. Recent studies reveal the variety of structures and mineralogy of such crusts, and their importance in correlation with host(bed) rock types, as exploration guides, specially for greenstone belt metallogeny. The expected nature of growth of plates and/or nuggets in such crusts is under detailed study, and is considered as possibly due to dissolution and reprecipitation phenomenae of disseminated-fine-low grade ore in the host rock, in this investigation, laterite geochemistry, though incipiently discussed todate, is of fundamental importance and significance. Lateritic gold can be classified texturally as: dusty and diffused, fine, thin platy, taDular, and nuggets. Such gold is pure, and is often restricted to nodular (pisoliths, ooliths, concretions) forms or the matrix, that constitute the crusts or lateritised gravel beds which have an essentially goetnitic nature. Further this gold is recovered directly by mining the crusts or the adjoining placers with the metal derived from them. The thickness and extension of laterite crust zones is extremely variable depending oh the paleoclimatic conditions, and is conditioned to the favourable lithology and its structural expression. However, the "growth" of gold in these laterites will be conductive , without doubt, to several small scale mining activities, specially in the developing countries and regions limited to latitudes 309N and 309S.

[The Yarnell gold deposit in the Weaver mining district, Yavapai County, Arizona, occurs in a structurally controlled, hydrothermally altered zone in a 1700 Ma granodioritic intrusive. Both potassic and sericitically altered rocks around and above the low-angle, northeast striking Yarnell fault are known to host economic gold mineralization. A wider envelope of weakly-propylitic altered rock also occurs in this area. During mineralization, strong sericitization accompanied several stages of quartz (±adularia) veining, stockwork formation, localized silicification and potassic replacement, in association with deposition of specularite, pyrite (now oxidized) and gold. The footwall of the fault is also sericitically altered but poorly mineralized. Mineralization along the Yarnell fault continues both northeast and southwest from the main deposit, although the thickness of the zone and associated alter avian envelope diminish away from the orebody A sample of undo formed illite taken from the Yarnell fault zone was K/Ar dated at 69 + 1.6 Ma. This date reflects a minimum age for both mineralization and latest movement on the fault. Gold mineralization is accompanied by modest increases in Ag, As. Cu and Mo content. Both CO2- and H2O- rich fluid inclusions were studied and suggest mesothermal pressures and temperatures of formation for the deposit. Ninety-six reverse circulation holes and four diamond drill holes outline a bulk-minable mineral reserve of'4.1 million tons at 0.051 oz of Au per ton. An additional 2.7 million tons at 0.017 oz of Au per ton occurs in a low-grade zone above and subparallel to the main mineralized zone. Total calculated mineral inventory stands at 6.8 million tons at a grade of 0.038 oz of Au per ton, with a waste-to-ore ratio of 1.45:1. Column leach tests indicate that cyanide heap leach gold recoveries should exceed 70%.]

INTRODUCTION Las Vegas has recently been termed the “Construction Capital of the Country”. It has also been acknowledged as the fastest growing city in the country for several years running. The rapid growth improves the economic picture of the region but it also imparts unusual demands on the area’s infrastructure. In 1994 the Southern Nevada Water Authority (SNWA)was working on a master plan to address the rapid growth. A long range analysis revealed the need for additional water treatment capacity and delivery systems. Short term projections showed that the current system would reach capacity in the summer of 1997 with the possibility of demand exceeding the supply. The River Mountains Tunnel #2 is part of a $150M scheme to quickly upgrade the system to meet the short term demand, improve the overall system operation and allow for a smooth transition into the larger additions being planned for the future. The SNWA selected Carollo/Black & Veatch (CBV) to provide detailed design and construction management for the upgrades. The River Mountains Contracts consisted of five separate contracts broken out separately to stream line a very aggressive (just 34 months) design and construction schedule. Necessary work included four miles of excavated and lined tunnel, connections from existing pipelines to and from the new tunnel including large diameter (to 3.66m(144 in)) valves, a 18 927cu m (5 million gal) regulating reservoir, a surge tank and a 170 343cu m (45 million gal) reservoir to add additional storage to the system. Notice to Proceed was given to Kajima Engineering and Construction (Kajima) on May22, 1995 for the construction of the River Mountains Tunnel #2. The design called for a tunnel to be driven 6070m (19 915ft) in rock and lined to a finished diameter of 3.71m (12.17ft).Excavation began on December 14, 1995 and holed through on April 30, 1996. Lining began on June 25, 1996 and a notice of Substantial Completion was issued on December 13,1996. This paper describes the measures taken to complete the tunnel in 18 months from Notice to Proceed to Substantial Completion. THE RIVER MOUNTAINS SITE The River Mountains are a low range of rugged mountains separating the Las Vegas Valley from its main supply of water, the Colorado River at Lake Mead. Over 10 million tourists have visited Vietnam in 2016. Travel and tourism accounted for 9.3% of the country’s Gross Domestic Product (GDP) in 2014. At the same time, as with many other resource-rich developing countries, Vietnam has been developing its extractive resources sector as a means of promoting the country’s social and economic development. In 2015, mining was the third largest contributor to GDP, and accounted for 8% of Vietnam’s gross domestic product. Vietnam is the third largest mineral producer in SE Asia. Although it produces zinc, nickel, bauxite, and manganese, coal mining is its most developed sector. The country has over two hundred coal mines, and total reserves of approximately 6 billion tons. Quang Nihn Province, where the World Heritage Site Ha Long Bay is located, is a very important tourism destination. It is also a coal-rich region where mining extraction and processing have been active since the early 20th century. Vietnam is signatory of the United Nations Sustainable Development Goals (SDGs). The country is aware of the importance and the challenges involved in managing the extractive sector in a way that does not undermine its tourism industry and yet that contributes to the country’s sustainable development. To this end Vietnam is taking actions towards implementing more advanced coal-mining extraction and processing techniques. The country is furthermore promoting a responsible mining sector, and is investing in programs that foster environmental protection and sustainable tourism. This paper examines the case of the Ha Long Bay region and the project involved in relocating the Hong Gai coal preparatory factory from a seafront area to a mountainside area. This paper provides a preliminary review of the initiatives adopted by the government of Vietnam to address the existing challenges that have resulted from a focus on promoting the country’s socio-economic development through the exploration of its rich coal endowment. Furthermore, it also describes Vietnam’s legal and policy frameworks. In conclusion this study identified that Vietnam has drafted a National Action Plan to implement the Sustainable Development Goals. The country is also taking an integrated approach to implementing the SDGs agenda and that it is assigning responsibility to a variety of ministries to achieve SDGs’ specific targets. Furthermore the country is changing policies and the legal framework in order to facilitating the execution of the work of agencies that are responsible for implementation, regulation and enforcement. In this respect, the approval of the National Action Plan on Sustainable Development Goals is another important step in that direction. While the decision of supplying its internal market with high quality coal helps minimize negative environmental impacts in Vietnam, exporting low quality coal to other countries does not help resolve the problem of CO2 emissions globally. With respect to the 2030 Agenda, this may be considered a temporary solution since to achieve the SDG goals, Vietnam will have to consider other sources of cleaner energy in order to align with the Sustainable Development Goals # 7 on affordable and clean energy.

Although gold's market price dropped considerably from 1980's all time high, exploration for the precious metal remained a particularly bright spot last year, especially in the western US. For example, in Nevada-the nation's largest gold producer-further exploratory drilling at Louisiana Land & Explorations Co.'s deposit at Round Mountain and Newmont Mining Corp.'s find near Carlin resulted in sharp boosts in estimated reserves at both sites. Louisiana Land said its deposit is well on the way to being one of the largest gold reserves in the US. Based on further drilling, Newmont said its Gold Quarry property near Carlin could now produce 4.7-6.2 t/a (150,000-200,000 oz/ year). Reserves at Newmont's two properties near Carlin and a third property in southeast California are reportedly at least 218 t (7 million oz), up from the previously announced 128 t (4.1 million oz). Gold exploration activities were brisk in many other states, including a noticeable effort to explore and reopen dormant properties. Although the return on investments didn't appear as favorable last year as they did in 1980, the gold price was apparently sufficient to spur healthy exploration activity. Outside precious metals, market conditions, and subsequent exploration activity, appeared much more bleak. In the molybdenum market, for example, prices continued to slide, and Amax Inc. tightened its exploration budget. (Amax supplies 60% of the domestic market and 45% of the world demand for molybdenum.) The company spent 16% less on exploration during the first six months in 1981, compared to the same period in 1980. Copper and many other base metal producers appeared in similar straits throughout the year. Uranium exploration activities continued to suffer last year also due to depressed market conditions. Among others, Gulf Minerals Resources and Amoco Minerals Co. suspended uranium exploration activities in the West. Despite current unfavorable conditions, some companies continue uranium searches, confident that market conditions will rebound. On a brighter note, interest in exploring for some industrial and strategic minerals appeared on the upswing last year. Minerals used for oil and gas drilling, such as barite and special sands, were especially noteworthy. In geophysical activity, significant developments were achieved for electromagnetic techniques in both frequency-domain and time-domain systems. Geophysical logging activity declined due to decreased uranium exploration, and computer hardware continued to impact the way mining geophysical data are being acquired. Many presentations and papers were given last year to help exploration geochemists develop new techniques to locate concealed ore bodies. Among techniques described were statistical and computer modeling for enhancing anomalies over blind deposits.

13.1 INTRODUCTION Cyanide is, a generic term indicating the presence of the cyanide ion (CN-). Cyanide is a very common, naturally occurring compound produced by many biochemical reactions. Many plant species synthesize organic compounds which contain cyanide in the form of cyanogenic glycosides (Knowles, 1976). For example, trace amounts of cyanide are present in the seeds and leaves of many members of the Rosaceae (rose) family (Kingsbury, 1964). Many common items such as lettuce, maize, sweet potatoes, kidney beans, (Oke, 1969) almonds, and cigarette smoke contain cyanide. As examples, a recent chemical analysis of chocolate-covered almonds measured a total cyanide content of about two ppm (Steffen Robertson and Kirsten, 1987); and the U.S. Surgeon General (U.S. Department of Health, 1964) has shown that cigarette smoke contains up to 1,600 ppm total cyanide. The chemistry of cyanide solutions is complicated because the cyanide ion forms compounds and complexes with many elements. Some cyanide species are highly toxic whereas others are relatively inert and harmless. Molecular hydrogen cyanide (HCN) is the most toxic form of cyanide. Under most conditions, HCN exists as a gas which readily dissipates or reacts with the environment to form less toxic or nontoxic forms of cyanide. Thus HCN is an ephemeral toxin, and many naturally occurring geochemical processes reduce the HCN concentration of a heap system with time. As discussed below, free cyanide includes the two species, ionic cyanide (CN-) and molecular hydrogen cyanide. Free-cyanide toxicity in man, mammal s, and aquatic species is we1 1 documented (Doudoroff, 1976; Ecological Analysts, 1979; Towill et al., 1978). The lethal doses reported for human adults vary with the type of exposure as follows: • One to three mg/kg body weight if ingested; • One hundred to 300 ppm if inhaled; and • One hundred mg/kg of body weight if absorbed. Acute toxicity of free cyanide to freshwater invertebrates ranges from 0.028 to 2.295 mg/l, depending on species and test conditions. Generally, free-cyanide concentrations greater than 0.1 mg/l are expected to kill sensitive species in freshwater or marine environments (Doudoroff, 1976;

7.1 INTRODUCTION The circulating fluid (generally an aqueous cyanide solution) is the major active component of heap leaching. This solution extracts precious metal from the heap and is then processed to recover the precious metal. The solution continuously recycles through the heap to recover more precious metal. With each cycle through the heap, water and chemicals are lost. Make-up water and chemicals must be added to balance losses from evaporation, seepage, entrainment, and chemical reaction in the heap, as well as any other processing losses. Adding more water than needed can result in a build-up of water as inventory in the various ponds and can eventually require that water be discharged from the operation. This is an extremely undesirable condition, and can often be very expensive in both investment in water treating facilities and operating costs. Most heap leach facilities operate under a zero discharge permit; thus, a situation requiring water discharge can result in permit violation. Chemical solution control must be managed to maintain the optimum pH, dissolved oxygen content, and cyanide content, while preventing "scaling". Calcium-based precipitation is a common scaling problem in mill reclaim waters. A buildup of these deposits can result in severe reduction of water flow, loss of pump efficiency and eventual interruption in metal production. In addition, problems of plugged sprinkler heads, blinded leach pads and fouled carbon (in carbon recovery systems) can be and often are experienced when scale control is not maintained. The remainder of this chapter discusses chemical solution control and scaling prediction/prevention in the context of a "closed" system. Sizing of ponds to accommodate precipitation and runoff, collection systems, and other similar design considerations are not discussed here. These topics are deferred to later chapters, e.g. Chapter 10 considers design of collection systems while Chapter 12 discusses pond sizing. 7.2 CHEMICAL CONTROL Chemical composition of the circulating solution must be controlled by the operator if the heap leaching process is to be successful. CalMat Co. is one of the largest producers of construction aggregates in the United States. The CalMat Reliance plant is located in Irwindale, California, and is situated on an alluvial fan formed by the San Gabriel River. The fan deposits are of Quaternary age and were derived from granitic and metamorphic bedrock exposed in the San Gabriel Mountains to the north. The sediments are poorly sorted and range in size from large boulders to clay size particles. The coarse material is hard and durable and consists of quartz diorite, granodiorite, granitic gneiss, schist and minor amounts of volcanic rock. The matrix is comprised of silty sand with varying amounts of clay. Thin silt and clay lenses occur sporadically throughout the deposit. The clay content of the matrix and the degree of weathering of the coarse material increases with depth. Based on seismic data, the alluvial fan varies from 200 to 400 feet thick and overlies crystalline bedrock. The Reliance plant was constructed in 1971 and 1972. It has a nominal capacity of 1200 to 1400 tons per hour, and typically produces more than three million tons of aggregate products per year. Alluvial fan sediments are mined from a gravel pit situated adjacent to the plant. The material is fed through a mobile, 48- by 60-inch, in-pit jaw crusher, then transported by conveyor to the main plant to be processed. The plant is modern and highly efficient. It has a typical wet and dry circuit and is capable of producing a wide range of aggregate products. To extend the life of the plant, a 9,000 foot conveyor system is being constructed to connect it to a granite quarry operated by Azusa Rock Inc. The quarry is located north of Irwindale, and is 50 percent owned by CalMat Co. The conveyor will be used to export crushed rock from the quarry to Reliance. The existing plant will be modified to process the crushed rock.

The decade of the 1980's saw "advanced materials" become a key factor among the industrialized nations, with the United States, Japan, and the European Economic Community being the major competitors. All three have identified communications technology, advanced materials, and biotechnology as the keys to future industrial leadership and the closing decade of the 20th Century is expected to be an era of rapid development and restructuring. The progress of EC'92, the effort to develop uniform standards and remove trade barriers in Europe; the determination of Japan to commercialize advanced structural ceramics, alloys, composites, and superconductors; and the emergence of less developed countries as major supplies of commodity materials pose enormous challenges to the position of the United States as an industrial and financial leader. A consensus is developing that the industries that are first to commercialize the large array of new structural materials and electronic, optical, and magnetic materials and devices will be those who determine the structure of national and world economics. Many technical, economic, legal, political, social, and cultural factors are important determinants in the race to commercialize new materials. Millions of words have been written about these factors and their interdependence; yet the sheer complexity of the problems, the rate at which changes are taking place, and the economic risks involved are so great that government policy makers and industrial decision makers find adequate understanding to be very difficult. Of the many factors involved in advanced materials, the Bureau of Mines has the statutory responsibility to provide information on where materials can be found and how they are mined, extracted, purified, combined, and recycled. It is obvious that minerals availability is essential to implementation of any new technology just as there can be no commodity metals industry if the ores are not available. Because "minerals availability" for commercialization of advanced materials and devices is more complex than for commodity materials and a new mix of materials and processes is emerging, the Information and Analysis Directorate of the Bureau of Mines is redirecting resources to provide reliable information for policy and decision making. The Office of Advanced Materials Coordination (OAMC) was established as a staff operation in July 1987 to assist the efforts of the divisions and branches. The key issues and problems were defined and the role of the Bureau was outlined (Sorrell, 1987, 1988). In February 1990, the functions of OAMC were transferred to the new Branch of Advanced Materials, a line organization parallel with the Branches of Ferrous, Nonferrous, and Industrial Minerals, and was given the responsibility for developing new methods to acquire, analyze, and disseminate information about new materials. The purpose of this paper is to provide definitions, a summary of major issues and problems, an overview of minerals and processing availability problems, and a perspective of the ways in which the mining and materials industries can help to ensure domestic availability of raw and processed materials.

The methods of evaluation of industrial minerals occurring on Federal lands have different meanings if the evaluations are done by a company rather than a government agency. For example, when the Bureau of Land Management (BLM) conducts an examination of mining claims, this is commonly referred to as a "validity examination," whereas it is an "economic evaluation" when performed by a company. Not only is there a difference in nomenclature in these evaluations, but there is a general lack of expertise in the Federal government on industrial minerals in general. A metallic mentality still prevails in the U.S. Forest Service (USFS) and the BLM. Because of this, many validity exams on industrial-mineral deposits commonly just skim the surface concerning economics and marketability. The BLM and USFS place a high amount of emphasis on past administrative case law pertaining to the validity of industrial minerals under the 1872 Mining Law and, rightly so, on marketability, which also is heavily addressed in case law. When the BLM considers marketability, only the marketability of a particular industrial mineral for only the primary use for which it was located is considered and any value-added markets cannot be included. The BLM defines marketability based only on the value of the mineral material in its in situ or raw state, rather than value-added through processing. Another difference in the evaluation of industrial minerals by government and industry is the question of by-products. When a company evaluates a mineral material it looks at all the markets. The BLM looks only at that market for that locatable mineral for which the claim was located. In other words, sales from non-locatable by-products cannot be used to support marketability or the prudent-man rule (i.e., oversize silica sand from a glass-sand claim being sold for construction sand, road base, fill, etc.). The question of reserves also can present conflicts. An industrial-mineral company will often try to identify all the reserves available for a possible future development. They must do this for financial backing and support from upper management. The BLM, however, will limit their validity examination only to those reserves that meet the prudent-man rule and marketability tests. The BLM will validate reserves sufficient to last 25-30 years, based on available market. The development of industrial minerals on Federal lands is a difficult process, and, if the 1872 Mining Law is changed, it could become not only more challenging but also more costly. The industry must become more tolerant of the mineral specialists in the BLM and the USFS. On the other hand, the government mineral examiners must become more aware of the importance of industrial minerals in everyday living, and the economic evaluation of these materials.

GEOLOGY One of the largest copper resources in North America occurs in the Bingham mining district, located 40 km (25 miles) southwest of Salt Lake City, UT. Anaconda's present contribution to the development of this resource is the Carr Fork mine. (Fig. 1, Bingham district plan map.) The Carr Fork story began about 300 million years ago when a thick sequence of sedimentary quartzite and limestone was deposited in the Oquirrh Basin. Subsequent earth stresses formed a series of west-northwest-trending overturned anticlines and synclines that were later offset by northwest-striking thrust faults and northeast-trending normal faults. (Fig. 2, Bingham district cross section.) About 38 million years ago the Bingham stock was intruded into some of the folds, resulting in the formation of porphyry ore in the intrusive, and fissure, replacement, and skarn ore deposits in the sediments. The Carr Fork skarns were formed preferentially in two limestone units, called the Yampa and Highland Boy, which average about 46 m (150 ft) in thickness, separated by about 76 m (250 ft) of quartzite. Copper mineralization consists almost entirely of chalcopyrite associated with pyrite and molybdenite in a gangue of garnet, diopside, magnetite, quartz, and carbonate. Molybdenum, gold, and silver are economic byproducts. (Figs. 3 and 4, indicated ore in plan and section.) EXPLORATION HISTORY The West Mountain mining district, of which Carr Fork is a part, was organized in 1863, after leaf-silver ore was discovered in the Carr Fork of Bingham Canyon. However, it was not until 1873, when the Bingham and Camp Floyd railroad to the town of Bingham was completed, that the mining camp flourished. Many small mining companies in the district were reduced, often through consolidation. By 1937 only the National Tunnel and Mines Co. was active in the Carr Fork area. In 1948 it declared bankruptcy, and was later purchased by The Anaconda Co. Anaconda conducted geologic investigations in the Bingham district until 1968, when a concerted diamond drilling program was initiated to fully evaluate the geologic potential of the Carr Fork area. The exploration program commenced with one diamond drill, but was enlarged to three drills following discovery of the first major ore intercept. Near completion of the exploration effort, large oil well rotary drills were used to drill to depths of 762 to 914 m (2500 to 3000 ft), after which the holes were completed by standard diamond drilling techniques. All holes were collared vertically, but considerable deviation occurred because of structure and rock conditions. Gravity sedimentation is one of the most widely used unit operations in mineral processing and hydrometallurgy. Properly selected and operated sedimentation equipment can provide probably the most economical means of concentrating solids or clarifying solutions. Because of the variety of different approaches possible, including the use of modern flocculants, it is easy to overlook the optimum approach in selecting equipment. The different types of sedimentation systems that can be used in the minerals field and the sizing methods that are currently employed will be discussed here. Sedimentation applications usually fall into two areas, clarification or thickening. While the two operations are basically similar, the difference in emphasis (a well-clarified overflow as opposed to a highly concentrated underflow) results in significant differences in testing, equipment design, and operation. Clarifiers may be merely simple settling vessels with no special features, other than ample volume to provide the detention time needed for suspended solids to settle out of the feed slurry. Or, they can be designed to employ elaborate solids-contact techniques utilizing coagulants or flocculants to achieve more rapid clarification through the growth of particle agglomerates. Thickeners also are available in a wide variety of designs, with the main differences concentrated in the design of the raking mechanism. Thickeners operating in series (continuous countercurrent decantation or CCD) are used to recover valuable solution or purify the insoluble solids. Tray thickeners are used for recovering fine particulate solids such as alumina seed, but in other applications have been supplanted largely by unit thickeners or inclined plate units. Thickeners and clarifiers sometimes are used for storage of either solids or overflow liquor, or employed as precipitating reactors, such as in desilication applications. The use of flocculants and coagulants is much more common in modern processing plants, primarily due to the reduction in capital costs rendered possible through the use of these reagents. The terms flocculant and coagulant are often used interchangeably; generally, it is understood that flocculants refer to organic, high molecular weight synthetic or natural polymers which are useful in flocculating most suspended solids, but generally are ineffective on colloidal suspensions. Coagulants refer to chemicals such as those commonly used in water treatment, alum, ferric salts, lime, etc., which are usually far more effective on colloidal solids but cannot achieve the degree of agglomeration that is possible with the polymers. In some cases, both coagulants and flocculants are used in order to achieve optimum results.

Clays for building bricks and roofing tiles in Chile are classified as common clays and ball clays, with deposits of sedimentary and residual origin, both Cenozoic in age. Deposits are known from north to south, through 11 of the 13 Chilean Administrative Regions, 18° to 39° South latitude, and from west to east, through three of Chile's main geomorphic features, namely the Coastal Plains, Coastal Range, and Intermediate Depression. Alluvial and lacustrine sedimentary common clay deposits are located in the northern and southern Intermediate Depression. The average chemical composition of clay deposits in I and I1 Regions, is 58 percent Si02, 16 percent A1203, and 4 percent Fe203 by weight; the primary minerals are sericite, quartz, feldspar, and albite. The average chemical composition of clays in Metropolitan, VI, and VIII Regions, is 52 percent Si02, 16 percent A1203, and 6 percent Fe203 by weight; the primary minerals are montmorillonite, quartz, and plagioclase. Residual common clay deposits occur in the Intermediate Depression and in the Coastal Range internal basins, VII, VLII, and IX Regions, and they represent surficial alteration of pumice beds and crystalline rocks. The average chemical composition of clay deposits derived from crystalline rocks is 58 percent SO2, 17 percent A1203, and 9 percent Fe203 by weight; the primary minerals are sericite, quartz, and clinochlore. Clay deposits formed from pumice beds contain 47 percent Si02, 24 percent A1203, and 10 percent Fe203 by weight; the primary minerals are kaolinite, feldspar, and cristobalite. Sedimentary ball clay deposits are located in the Coastal Plains and Coastal Range, VI, VII, VIII, and IX Regions, between 34" and 39" South latitude. The average chemical composition of the ball clay deposits is 51 percent ,902, 28 percent A1203, 5 percent Fe203 by weight; the primary minerals are kaolinite, quartz, and sericite (illite?). These clay deposits supply the Chilean building sector with over one million metric tons (mt) (1.1 million short tons [st]) of material per year. The average growth rate of clay consumption during the period 1993 through 1997 was 10 percent annually. The clays are used by both mechanized plants and handcraft facilities.

A common result of Environmental Impact Assessments associated with mining projects is the construction of new wetlands in areas disturbed by mining operations. Where appropriate, this mitigation may be considered an integral part of the mine reclamation process under the principles of sustainable development in the minerals industry. Wetbud is a new tool for estimating wetland water budgets using available weather data and site-specific topographic, soil and geohydrologic data, coupled with mass balance mathematics. Wetbud is primarily intended as a planning tool for use in the design of created wetlands, but it can also be applied to native wetlands or wetland restoration sites where the required input parameters can be specified. Wetbud can be run in its basic form where wetland topography, soil parameters and groundwater flux are simplified, or in the advanced form, where these parameters are included in a more complex approach via integration of the MODFLOW package, a free 3D program that was developed by the United States Geological Survey. Both versions can also include overbank flow hydrology sources and the advanced form can also model sloping and irregular topography. The program downloads weather data from the nearest applicable station and selects appropriate wet-normal-dry (W-N-D) years following a modest user data clean-up step. Wetbud also has the ability to utilize existing short-term (e.g. 6 to 9 months) groundwater data from an up-gradient well to simulate longer-term groundwater level inputs for the selected W-N-D years. In addition, Wetbud features a “Wizard” version that comes pre-loaded with 14 pre-selected weather data sets for all areas of Virginia that can develop a simple monthly water budget in less than 15 minutes – a feature that could be expanded anywhere geographically with historic weather data.

Acid-Base Accounting (ABA) is an analytical procedure that provides values to help assess the acid-producing and acid-neutralizing potential of overburden rocks prior to coal mining and other large-scale excavations. This procedure was developed by West Virginia University scientists during the 1960s. After the passage of laws requiring an assessment of surface mining on water quality, ABA became a preferred method to predict post-mining water quality,and permitting decisions for surface mines are largely based on thevalues determined by ABA. In order to predict the post-mining water quality, the amount of acid-producing rock is compared to the amount of acid-neutralizing rock, and a prediction of the water quality at the site (whether acid or alkaline) is obtained. We gathered geologic and geographic data for 56 mined sites in West Virginia, which allowed us to estimate total overburden amounts, and values for maximum potential acidity (MPA), neutralization potential (NP), net neutralization potential (NNP), and NP/MPA ratios for each site based on ABA. These values were correlated to post-mining water quality from springs or seeps on the mined property. Overburden mass was determined by three methods, with the method used by Pennsylvania researchers showing the most accurate results to actual overburden mass. A poor relationship existed between MPA and post-mining water quality, NP was intermediate, and NNP and the NP/MPA ratio showed the best prediction accuracy. In this study, NNP and the NP/MPA ratio gave identical water quality prediction results. Therefore using NP/MPA ratios, values were separated into categories: <1 should produce acid drainage, between 1 and 2 can produce either acid or alkaline water conditions, and >2 should produce alkaline water. On our 56 surface mined sites, NP/MPA ratios varied from 0.1 to 31, and six sites (11%) did not fit the expected pattern using this category approach. Two of eight sites with ratios <1 did not produce acid drainage as predicted (the drainage was neutral), and four of 40 sites with a ratio >2 produced acid drainage when they should not have. These latter four sites were either mined very slowly, had non-representative ABA data, received water from an adjacent underground mine, or had a surface mining practice that degraded the water. In general, an NP/MPA ratio of <1 produced acid or neutral drainage sites, between 1 and 2 produced mostly alkaline drainage sites, while NP/MPA ratios of >2 produced alkaline drainage with a few exceptions. ABA is a good tool to assess overburden quality before surface mining and to predict post-mining drainage quality after mining. The interpretation from ABA values was correct in 50 out of 52 cases (96%), excluding the four anomalous sites, which had acid water for reasons other than overburden quality.

INTRODUCTION The tailing dam is part of the SOHIO L-Bar Uranium Mine and Mill located about 70.8 kilometers (44 miles) west of Albuquerque in northwestern New Mexico. The dam location is shown on Figure 1. The tailing dam is one of the last upstream method dams permitted in the industry. Design and construction aspects of the project, as well as operation and maintenance considerations, are reviewed herein. Since initial construction, SOHIO Western Mining Company and Woodward-Clyde Consultants have developed several modifications and improvements in the dam&apos;s operating and monitoring procedures. This work has been done in coordination with the New Mexico State Engineer&apos;s Office and in accordance with recommendations in a report done for the Corps of Engineer&apos;s Phase I Dam Inspection Report. Modifications and improvements described should be of particular interest to owners and operators of other tailing dams utilizing the upstream method of deposition. The tailing facility was designed for a 10-year life to provide an ultimate storage capacity of 6 1/2 billion kilograms (7 1/2 million short tons) in an area of about 180 acres. A plan view of the tailing dam is shown on Figure 2. The tailing consists of approximately 75% sand size material and 25% fines (material passing the No. 200 sieve). The tailing dam includes a small earth starter dam with raises of the dam accomplished using tailing deposited by upstream method techniques. The starter dam is a homogeneous embankment about 610 meters (2000 feet) long, a maximum height of 12 meters (40 feet) and 2 1/2:1 (horizontal to vertical) upstream and downstream slopes. The starter dam contains an internal drainage system which includes a near vertical chimney drain connected to horizontal finger drains. In the past mining engineers have tended to rely heavily on the advice of fan manufacturers in relation to fan equipment issues. A more adequate approach was advocated in a paper [ Wallis, 1965 ] submitted to the Eighth Commonwealth Mining and Metallurgical Congress held at Surfers Paradise, Australia during 1965. At that time Mount Isa Mine were in the process of installing 3 large 6096mm (20ft) diameter vertical axial flow surface fans of an advanced type [ Mathews et al, 1967 ]. The preliminary feasibility studies prior to preparing the detailed job specification for this project were extremely thorough with the result that it was possible to include detailed information and instructions in the document, ensuring the procurement of equipment that was satisfactory in all respects. Full advantage was taken of expert services provided by external organizations during the large coordinated multi-disciplinary exercise. My continuing activity and development in relation to the technology of axial flow fans is now at a stage where all known design and performance data are accessible through CAD programs [ Wallis and Kipp, 1987 ]. The extensive calculations that were necessary in 1983 can now be carried out in a mere fraction of the time, and with complete confidence. Model testing in order to validate the fan and duct design proposals is, in my view, no longer essential. The first of the computer programs enables a mine ventilation engineer to study a large number of alternative axial fan arrangements for comparison with the centrifugal alternative. By entering the volume flow rate, fan pressure and air density, he can then with ease, and rapidly, investigate the effect of various blading arrangements, downstream evasee area ratios, and hub ratios, on fan diameter and speed, with their related attainable fan efficiencies. This procedure had its origin back in the 60s when I was advising mining companies on new fan equipment. At that time such an investigation was quite lengthy and lacked the precision and completeness that is now available within the present programs. To obtain the major benefit from these outputs, it is most important not to be disconcerted by the three very important nondimensional parameters, namely, the tip flow coefficient (LAMt), the fan pressure coefficient (Kt or Kit), and the swirl coefficient (Es and/or Ep) as these are important when assessing the various design proposals. When seeking an understanding of the role and importance of each of these variables, ample help is provided in the user manual; the design recommendations are summarized in the help screens which are readily accessible within the design programs.

INTRODUCTION The demand for specialty metals in industrial applications is in it&apos;s healthiest state since the late 1970&apos;8, and several specific markets are recording record sales. Such metals as gold, silver, zirconim., titanium, beryllium, gallium, germanium, the platinum group, and the lanthanides accounted for sales in excess of $2 billion in 1985 among the end uses covered in this report. Although specialty metals as a group have suffered the effects of recessionary pressures in the past, these metals have proved more resiliant than such large volume metals as copper and nickel. This is due to the unique physical properties they possess which makes the threat of substitution or replacement through technological development uneconomic. The outlook for these specialty metals is optimistic in electronics, catalysts, ceramics, and alloys, and their specialty status results .in a combined average annual growth in demand of 7% through 1990. WHAT MAKES THESE METALS SPECIAL? Such characteristics as electrical conductivity, corrosion resistance, catalytic activity, thermal stability, and optical properties allow the term specialty to be applied to these metals. More importantly, all of these metals possess more than one of these qualities, as shown in Table 1. [ ] These five major functions are important in the end uses for these metals, although the specific applications vary somewhat. Conductivity in term of low or high electrical resistance is of obvious importance to electronics manufacturers. Producers of circuit boards or semiconductors require such metals as gold, palladium, platinum, and gallium due to their low electrical resistivity. However, these producers also require such metals as beryllium in the oxide form for insulation components because of the compound&apos;s low electrical conductivity. Although the lanthanides&apos; conductive characteristics are not particularly attractive in electronics, they are of great importance to alloy manufacturers producing permanent magnets for automotive and computer applications. Corrosion and wear resistant properties are extremely attractive to a number of end-use industries, particularly in view of the estimate by the United States Bureau of Mines that $10 to $50 billion in losses are experienced by U.S. industry due to equipment corrosion and $100 billion due to equipment wear. The strength of high purity titanium and zirconium make these metals the obvious choice for corrosion and wear resistance particularly in the chemical processing industry, where the ability to maintain integrity in corrosive environments is a must. Heat exchangers, nuclear control rods, and a number of parts in jet engines have benefited greatly from the use of these metals. However, such other specialty metals as beryllium, and the lanthanides also improve the wear or corrosion resistance in various products. For example, a beryllium-copper alloy contact maintains it&apos;s spring like character, and does not loose this character after repeated use, which could result in the loss of an electrical contact. Lanthanide, in the form of cerium oxide, is commonly employed in alloys used to produce catalytic converter casings for the purpose of reducing damage by corrosive road salt. In some instances, the catalytic activity of several of the specialty metals assists in the economic production of other materials. Hsikwangshan mine is located at Lengshuijiang city of Hunan Province. It is a stibnite deposit. The orebody is gently inclined; its ore run is about 3 km in length and extends about 1.2 km along the direction of dip. The thickness of the ore body is non-uniform and varies from 1.5 to 20 m. The orebody is mined by room and pillar and cementation filling. The nine levels at the ore top have been mined out. At present, the mining operations are at the eleventh level. The mine ventilation system consist of three main fans which are installed in different shafts and are ventilated in parallel. The main fans can be connected to each other through comprehensive return air drifts. Two of the fans are located underground and the other on the surface. The general configuration of the ventilation system is shown in Figure 1. Because the operating areas are scattered and vary frequently as well, it is difficult to bring about air flow control. If the air flow cannot be varied with the variation of production in time, the air quantities are not sufficient in some areas and are excessive in others. However, it is also a problem to coordinate the three main fans with one another to obtain the optimum economic cost of operation. In order to make the air delivery fit the variation of production continuously to satisfy the ventilation requirement of the working faces and to reduce power consumption, we have made a great effort over five years to install an automatic control system for mine ventilation at the Hsikawangshan mine. The key part of this system is a microcomputer. The whole system consists of a console, which is located at the surface; the circuit network that is provided for signal transmission; air doors and ventilators at the working face; the scale air doors which are installed at the main branch airways; main fans and their speed regulating devices, as well as the sensors used for observing pressure, air quantities, temperature and the concentration of carbon monoxide, etc. This system can continuously telemeter the air quantities and carbon monoxide concentration in the main branch airways, air pressure, air quantities, electric current, the temperature of the bearings of the main fans, etc. According to the production air requirements, the system controls the ventilators or air doors which are located at the working faces and regulates the air quantity in the main branch airways. It can also choose the optimum mode of operation automatically, and regulate the rotating speed of the main fans to guarantee the least total power consumption while satisfying the total air quantity requirements. If abnormality of the observed results is discovered, the audible and flashing light alarm signal starts up automatically. The operating mode of ventilation equipment also feeds back to the control room and displays on the console. The configuration of control the system is shown in Figure 2.

With the growing urban population and the concern for traffic congestion and pollution (emissions control), public transportation is becoming more and more attractive to both city dwellers and managers. To gain access to the central area of the city, the sub- way remains the most viable alternative, despite its higher cost when compared to above ground or elevated transportation systems. There are relatively few regulations and criteria for subway ventilation, particularly when compared with mine ventilation. The main document that provides guidance and general recommendations for subway ventilation and environmental control is the Sub- way Environmental Design Handbook, published in 1976 (2nd edition) by the U.S. Department of Transportation, Office of Re- search and Development. Many of the subway systems in existence today have been designed and built with ventilation features adequate for normal train operation, but their design does not consider stringent criteria for such emergency conditions as a train fire in a tunnel. The National Fire Protection Association&apos;s Standard for Fixed Guideway Transit Systems known as NFPA 130 as well as the ASHRAE Handbook - HVAC Applications (1995) provide specific design and operation requirements for subway ventilation systems. Some of the existing, old subways are upgrading their ventilation systems to comply with the new regulations. The ability of a particular ventilation system design to provide adequate ventilation during normal and emergency conditions can be evaluated using computer modeling and simulation techniques. A train fire will cause a sudden change in the tunnel ventilation pattern by adding an unsteady and fast-growing source of heat. The hot air and gasses created by a fire will tend to flow uphill, possibly against the normal flow, producing a &apos;backlayering effect." To prevent this effect from happening, enough ventilation must be provided and the governing criterion to establish the required airflow is called &apos;Critical Velocity." Several software packages are available for special applications on tunnel and station ventilation as well as to model the spread of smoke and heat in case of a major tunnel fire, using Computational Fluid Dynamics. This paper presents the current issues in subway ventilation, as shared by the public transit community around the world, together with modern alternative design concepts vis-à-vis the more stringent emerging Fire-Life Safety criteria. Examples of recent studies and ventilation systems design are provided.
