I was very glad to see an article on alkali-silica reactivity of concrete aggregate in Mining Engineering. It is a topic that should be reexamined every 45 or 50 years. The last paper (that I am aware of) that examined this topic in Mining Engineering was Rexford (1950), who, at the time, was chief of the Petrography Section, South Pacific Division Laboratory, Corps of Engineers, Los Angeles, CA. The paper was presented at the AIME meeting in Los Angeles in October 1948. Professor Leming's discussion generally reflects the current state-of-the-art; but it provides no references for more detailed information. I wrote a paper titled "How to avoid excessive expansion of concrete due to alkali-aggregate reaction," which was included in the Proceedings of the Second International Conference on Alkali-Aggregate Reactions in Hydroelectric Plants and Dams (Mather, 1995). In it, I emphasized that it was the hydroxide ion (not the alkali ion) that caused the pore fluid in the concrete to dissolve reactive silica, producing alkali-silica gel capable of taking up water, thereby, causing swelling and rupturing of the concrete. Excessive expansion will not occur unless there is a sufficient amount of potentially expansive alkali-silica reaction product and water. However, this will not occur unless there is a sufficient quantity of reactive aggregate and unless there is a mechanism by which the pH of the pore fluid can get well above the normal value of about 12.6. In many cases it is sufficient that the cementitious medium not only contains portland cement but also contains ground granulated blast-furnace slag (GGBFS) or a pozzolan such as fly ash, silica fume, metakaolin, volcanic glass or calcined shale - any of which may have been included for economic reasons. If, however, the person selecting the ingredients for concrete knows that the aggregate is reactive (with no alternate nonreactive aggregate available) and if the person knows that the only available portland cement has a high alkali content (i.e., more than 0.6% Na2O.; Na2e = % Na20 + 0.658 x % K20), then it becomes irresponsible not to establish what reasonable precaution one should take. Professor Leming suggests using one of the following: 30% Class F fly ash, 50% GGBFS or 7% to 10% silica fume. My view is that one should prepare test specimens with the cement and aggregate to be used and then expose these both with and without at least two dosages of each of the various alternative materials (slag, pozzolan and lithium salts), so that the required dosage. to control the expansion is established. Then, economic considerations can dictate the final selection. I would point out to the author that GGBFS is not a pozzolan and is not an admixture, but, rather, it is a latent hydraulic cement. An admixture is, by definition, a material other than hydraulic cement. I commend him for suggesting that aggregate producers should become more active in knowing about the reactivity of their products and the precautions needed to permit those products to be safely used in concrete.

Minera Escondida is the world's largest copper mine. Its capacity is more than 800 kt/a (880,000 stpy) of copper. The Escondida open-pit mine operates at an elevation of 3,100 m (10,170 ft). It is located in the Atacama desert about 160 km (100 miles) southeast of the port of Antofagasta. At Coloso, 14 km (8 miles) south of Antofagasta, copper concentrate is dewatered by filtration for storage and shipment to overseas markets (Fig. 1). Concentrate filtrate water, after being treated to remove suspended solids, is discharged at 60 m (200 ft) depth into the Pacific Ocean. This effluent is free of particulates. However, it does contain metal levels above US Environmental Protection Agency (EPA) receiving water criterion. EPA standards are more strict than Chilean receiving water guidelines. However, a multiport diffuser provides rapid mixing of sea water with effluent to ensure metal levels in the receiving water remain below EPA receiving water guidelines. The Escondida Mine began operation in December 1990 at a rated mill capacity of 35 kt/d (38,500 stpd). Since then, the complex has since undergone three expansions. In 1996, it processed 115 kt/d (127,000 stpd) of ore. At Coloso in 1993, about 25% of the copper concentrate was fed to an ammonia leach plant for solvent extraction and electrowinng of cathode copper. This plant is designed to produce 80 kt/a (88,000 st/year) of cathode copper. In 1995, the ocean diffuser system's capacity was doubled to accommodate increased flows to a maximum 50 L/sec (793 gpm). This was achieved by extending the diffuser chamber by 32 m (105 ft) and adding 16 nozzles, which doubled the diffuser's capacity. In November 1996, Rescan Environmental Services began a field verification of the outfall/diffuser system's performance. The study's objective was to determine the performance of the outfall/diffuser system by measuring dilution factors using fluorescent Rhodamine dye and to determine if copper concentrations are below the US Environmental Protection Agency (EPA) water quality criterion of 2.9 µg/L total copper (EPA, 1986). Rhodamine dye was injected into the outfall/diffuser system. An oceanographic survey using an in situ fluorometer was conducted to measure dye concentrations in the effluent plume. Water column characteristics were also measured. These included current speed and direction.

INTRODUCTION The impact of modern mining and ore processing on the environment is readily minimised. Our improving knowledge of how pollutants are released to and move through the environment has been accompanied by better expertise in controlling these emissions. For example, when the new mines and smelters were developed in the Viburnum Trend of Missouri a sulfur dioxide pollution problem was quickly recognized and soon controlled. (Wixson 1974) But older operations were not efficiently organized and, despite their smaller scale, they often caused major pollution problems. The British mining fields are among the world's oldest and during the heyday of their operation (approximately 1750-1900) they were worked with- out regard to their environmental impact. The Rivers Pollution Commissioners in the mid-nineteenth century were led to remark that ore dressing was carried on in a slovenly and wasteful manner and the complaints by farmers, that river borne mine wastes were poisoning both their crops and stock, were justified. (Frankland and Mortan, 1984). The Comissioners report led to the 1876 River Pollution Act of Parliament, the first modern environment protection legislation. The development of mining since the last century is characterized by improved regulation of the pollution potential of ore dressing, smelting and refining. The collective memory is unfortunately long and pessimistic. A serious problem arises when old mines are reopened especially if the mine has not been worked for several years since local action groups may soon blame the new owners for causing problems which, in reality, are longstanding and were caused by the use of earlier state of the art technology. It is therefore essential that during the early development stages prior to reopening that comprehensive studies be carried out to identify and quantify local contamination problems. These baseline studies should include surveys on the nature and composition of old tailings disposal areas and other wastes on the mine properties. The composition of air and water should be monitored. Soils are long term sinks for all heavy metals and particular attention should be paid to soils within any city areas near the mine since there are sources of heavy metals in urban areas which are not connected with mining and ore processing. This paper describes some of the results of such a study around a prospective cobalt mine in Southeastern Missouri. It is restricted to the soil survey of forest and agricultural land which took place in and around Fredericktown, Missouri. The city is located at approximately 37° 30' North and 90° 20' West and lies 143 kilometers south of St. Louis. There are several metal mines near Fredericktown, including Mine La Motte, which is the oldest and was first opened in 1720. [Figure 1] is a location map of the area. The survey described here was in connection to the reopening of the Madison Cobalt Mine which was first worked in 1947.

Once considered the dowdy country cousins of the glamorous metallics, industrial minerals are shedding their old image. They are neither common nor easy and their time has come in an age of increasing specialization. Consider that of the 45 or so industrial minerals and rocks listed in [Table 1], almost three-quarters have ten or fewer significant suppliers (i.e., those individual countries contributing 2% or more of total world production); in more than half the cases, 85% of world production is accounted for by only five countries or fewer. Curiously, even materials that appear to be virtually ubiquitous like crushed rock and common salt have significant production vacuums. For example, there is a severe lack of sound aggregates along the US Gulf Coast and common salt production on a large scale is virtually absent in central Africa. These examples all underline the obvious, but acute truism that "The single most important fact about mineral resources is that they are not distributed equally over the world" (Flawn, 1966). Just as significant today is that human resources are not distributed equally over the world, and so arise some interesting commercial incongruities. In certain regions raw materials are plentiful but consumers are not, and without a market a mineral deposit is merely a geological curiosity. Elsewhere, there may be a market but no local raw material supply. For example, despite a huge market there is no or virtually no commercial production of chromite, diamonds, and manganese in the United States and Canada, nor phosphate rock, diamonds, rutile, and zirconium minerals in western Europe. In contrast, Australia with its small domestic market is the world's largest supplier of bauxite, diamonds, ilmenite, natural and synthetic rutile, and zircon; the same is true for South Africa which is a leading producer of chromite, manganese, diamonds, andalusite, ilmenite, rutile, and zircon (Table 2). In the commercial world, Nature's uneven distribution is counterbalanced by deep sea international trade.

INTRODUCTION In the coal industry, ever greater amounts of fine coal must be processed due to the need to crush to finer sizes for impurity liberation in low cost physical cleaning processes. Fine coal processing is a major problem for the industry, both through the cost of disposal of reject fines and through the mining cost of lost coal values. Of the available disposal methods, impoundment has always been the most popular. In many cases, when the coal fines were of sufficient quality, froth flotation and expensive filtration methods were used to recover the coal in these waste streams. The coal fines are not always of a marketable quality, however, and flotation, due to poor yields and difficult dewatering, has always been an expensive and not necessarily profitable process. The oil agglomeration method is increasingly important as a technology for the treatment of fine coal-in-water suspensions. These fines can be preferentially wetted and agglomerated by many different oils mixed with the suspensions. Ash-forming impurities remain in suspension and are rejected when the agglomerates are recovered, for example, by screening. Agglomeration-based methods provide perhaps the only practical means for upgrading extremely fine coal to useful products on a large scale. As with froth flotation, oil agglomeration relies on differences in the surface properties of coal and impurities to effect separation. Whereas flotation be- comes less effective with particles finer than 200 mesh (0.075 mm) or coarser than 50 mesh (0.3 mm), there appears to be no lower limit on particle size for oil agglomeration while particles % in. (3.175 mm) diameter or larger can also be treated, if desirable. In addition to this ability to clean a broader size range of coal particles, oil agglomeration can produce a dense, coarse granular product of acceptable strength and low water content without the need for vacuum or thermal drying. The preferential wetting of solid surfaces by immiscible liquids has been utilized, if not fully understood, for a long time. Indeed Gaudin,229 in tracing the ancestry of froth flotation, refers to a 15th century oil-pulp kneading procedure in which water-wetted particles were freed under water from an oiled mass. 3.1 INTRODUCTION As heap leach precious metal projects become increasingly common in the United States, federal, state and local regulatory agencies are beginning to take a closer look at the short- and long-term environmental consequences of this recovery technology. From an operator's point of view, there is seemingly a confusing regulatory maze to be navigated and a plethora of permits and approvals to be obtained prior to commissioning a heap leach operation. The degree of difficulty associated with obtaining permits for a heap leach project depends largely upon the state in which the project is located. Permit acquisition is generally easiest in those states most familiar with heap leaching technology. For example, heap leaching is well understood in Nevada, and heap leach operations are relatively easy to permit, although permitting conditions in Nevada have recently become more stringent. However, many states are just beginning to become familiar with heap leach operations. Many of these states such as Idaho, Colorado, South Dakota, Oregon, Montana, Washington and South Carolina are in the process of drafting regulations and establishing guidelines for heap leach projects. In most cases, these regulations specify design and operating criteria as well as reclamation and decommissioning procedures. This chapter provides an overview of the regulatory and permitting aspects of heap leach operations. Permitting requirements for projects developed on federal land are discussed in detail. 'The state and local regulatory atmosphere and permitting requirements for various states are also presented. The chapter concludes with a generic permitting strategy. 3.2 KEY ENVIRONMENTAL CONCERNS The primary concern of most local, state, and federal regulatory agencies is the use, storage and transport of sodium cyanide (NaCn), and potential cyanide contamination of surface and groundwater resources. The toxicity of cyanide to people, fish and wildlife is also an important issue. Unfortunately, in the public eye, cyanide heap leaching has some emotional impacts similar to those associated with radioactivity and uranium mining. This perception and the general lack of understanding of cyanide can lead to unnecessary concern about cyanide contamination, further complicating the regulatory environment.

INTRODUCTION AND SUMMARY Phosphate matrix beneficiation is the process of providing a mineral product suitable for downstream chemical processing to yield high analysis chemical fertil- zers. Extraneous contaminants, clays and gangue solids, are separated by screening and flotation. Reject materials always carry with them some phosphate mineral values, however. A continuing objective is minimizing phosphate losses discarded with tailings as a principle factor in maintaining beneficiation efficiency. The quest for efficiency, and improved productivity, during beneficiation is hampered by disturbances arising from among the following: o Natural variance of phosphate deposit compositions, o Minimal control over managing ore matrix supply to the plants, o Screening and flotation mechanical upsets and inefficiencies. Production personnel, in recognizing these factors, attempt corrections for changed process conditions. This response usually has limited effect. Efforts of product- ion personnel to correct for upsets of the process may often diminish efficiencies rather than improve them. Lack of prompt data for analysis of process streams is an important contributing cause of inefficient operation. Discussion in this paper examines methods for improved process control in Florida phosphate beneficiation with particular emphasis on use of on-stream analysis to aid gaining productivity. The Florida Institute of Phosphate Research has supported demonstration of on-stream analysis applicable to improved process control. Concurrently, work is proceeding world-wide in the phosphate industry toward practical on-line analysis technology. Table 1 summarizes viable methods for real-time analysis data as result of work by individual companies and research organizations. A recently completed investigation (sponsored by the Florida Institute of Phosphate Research) of beneficiation efficiency was carried out in two Florida beneficiation plants using a newly developed on-stream analyzer for phosphorus (1). BPL measurements were taken at frequent intervals over two to three weeks of routine operation. Grades are expressed in "BPL", with one BPL, or bone phosphate of lime unit, equal to 0.46 P^Y2^YO^Y5^Y. The time series of feed and tailing BPL data were evaluated by statistical procedures. Results show avoidable losses can be five per cent or greater of mineral values in feed. Use of modern process control methods in Florida phosphate mining began several years ago (2, 3). Benefits of stabilizing control used in one of the two plants where data were collected for the investigation, in comparison to manual control in the other, are outlined. Process control technology developments reported from European and South African phosphate mining operations are also noted (4, 5). It is now well accepted that advanced control techniques can increase beneficiation productivity by better management of losses. However, to make advanced control effective, real-time measurements are needed of feed and tailings BPL as well as mass flow rates.

The Fortitude skarn near Battle Mountain, NV is currently one of the largest producing gold skarns in the world. It contains about 11 Mt (12 million st) of minable ore grading 5.14 g/t (0.149 oz per st) and is the distal portion of a continuous skarn system in the Copper Canyon area centered on the Eocene Copper Canyon granodiorite porphyry. Calcsilicate compositions, opaque mineralogy, and the high gold grades are atypical of other base metal skarns (iron, Fe; copper, Cu; lead-zinc, Pb-Zn; or tungsten, W). The Copper Canyon skarn is systematically zoned from a garnet (AD 70-100) dominant, pyroxene (HD 20-45) subordinate zone, with major Cu mineralization, adjacent to the intrusive (West ore body), to a pyroxene (HD20-100) dominant, garnet (AD90-100 cores. AD 30-60 rims)subordinate assemblage, with major Au, near the distal marble front (Fortitude ore body). An extensive biotite ± diopsidic pyroxene ± kspar alteration halo surrounds the pyroxene > garnet gold-bearing skarn and represents the early stages of metasomatic alteration. Retrograde alteration is limited in areal extent and intensity, and consists of actinolite, chlorite, quartz, and prehnite. Economic gold mineralization begins in the pyroxene > garnet zone and continues to the marble front, a distance of 1 to 1.5 km (0.6 to 0.9 miles), respectively, from the plutonic contact. The opaque mineralogy in this gold zone includes pyrrhotite, arsenopyrite, marcasite, minor chalcopyrite, galena, sphalerite, argentite, hessite, hedleyite, volnyskite, and native bismuth and gold. The pyrite-pyrrhotite geothermometer yields temperatures that range from 450° C to 300°C (842° F to 582° F) and the electrum-argentite-sphalerite geothermometer yields temperatures which range from 290°C (554° F) at the marble front to about 420°C (788° F) more proximal to the intrusive. Log fS2 calculations from the sulfide assemblages yield values near - 10 with log fO2 values of about -30, in a solution of near neutral pH (5-6). Calculations of metal solubility suggest that the metals were transported as chloride complexes in the proximal skarn but that bisulfide complexes were predominant within the distal gold skarn. Relatively low oxidation states buffered by the carbonaceous to argilliceous, calcareous protolith and subsequent ferrous iron-rich skarn assemblages appear to have increased the gold carrying capacity of this large hydrothermal system.

Mill linings play an important role in all comminution processes with tumbling mills. The selection of the lining profile and the lining material has a great impact on overall grinding cost and mill throughput. The cost of the lining itself is minor in comparison with media cost, energy cost and the value of the material produced in the mill. The total scope must be considered when mill linings are selected. This paper presents case stories and explains the technology behind: •Different lining profiles in rubber and steel. •Orebed magnetic lining. •Steel-cap rubber lining. Introduction Grinding mill liner life has been a subject of extensive studies. Performance of mill liners in terms of wear life and how it relates to lining material and profile is abundant in the literature. The most economical liner material and design has been selected based on "cents per ton milled". The evaluation of the effect of liner design on power and grinding media consumption which is a far more significant part of grinding costs, has been less comprehensive (Fig. 1). Lining materials Steel. The most commonly used lining material is steel, calculated on a volume basis. Steel linings have a long tradition and a number of alloys is being developed. The main families are: •High chromium white iron. •Cr and Ni white iron (NiHard). •High chromium martensitic steel. •High carbon Cr-Mo perlitic steel. •High carbon Cr-Mor martensitic steel. •Manganese austenitic steel. Steel linings can be successfully used in most applications. Rubber. Rubber linings were introduced 25-30 years ago and are today commonly accepted to be the most economical linings for secondary and regrind applications. Rubber linings offer long service life in these applications and generally [ ] outlast steel in wet applications, where corrosion is a factor on the steel. The cost relation between rubber and steel has changed dramatically over the years. In the past rubber was more expensive than steel, but today, the cost of rubber is close to half the cost of steel, calculated on a volume basis (Fig. 2). The present cost situation has made rubber linings an economical alternative in several primary grinding applications as well. The wear rate of rubber in primary applications is higher than the wear rate of steel, thus giving a shorter wear life. This can be compensated for by making the rubber lining thicker. The cost advantage of the rubber allows for this, but care must be taken not to jeopardize the grinding performance. Rubber, as a lining material, offers some distinct advantages over steel lining, such as: •Ease of installation and removal. •Safer to handle, less risk of injuries. •Faster replacement. •Reduces noise.

INTRODUCTION Statistical analysis of results obtained by workers survey is very often limited to the determination of the collective dose and mean annual values. This information is not sufficent by itself for radiation protection purposes since the cumulative exposure of a worker during his working life is not taken into account. A more complete analysis would be obtained by considering both: [ ] These two notions are different. The former depends on the evolution of the protection with time and is related to annual limits (ICRP, 1977 and ICRP,1977 a). The second depends mainly on the works performed during the period of survey, the interference of protection evolution is weakened. So it is useful to foresee how the individual average annual doses would be when considering survey periods of 5, 10 years, or more. STUDIED POPULATION In order to analyse the two previously mentionned notions it is necessary to follow up a well defined population of workers which is continuously exposed to the radiological hazards on a long enough period. The selected population is that of the workers of the French uranium mines always present during the 1971-1979 period (9 years). The number of individuals is 937. The radiological hazards are: 1. exposure to radon and short-lived daughters 2. exposure to long-lived ore dust 3. external irradiation. The workers of the uranium mines are exposed to these radiological risks in different ways according to the work performed. It is therefore necessary to subdivide the population into more homogeneous groups with respect to the radiological risks. Three groups are considered: - Group 1 : 227 individuals whose radon and dust exposures are always nil - Group 2 : 449 individuals whose radon and (or) dust exposures are different from 0 every year - Group 3 : 261 individuals represent a mixed category. Some features of these groups are given in table 1. [ ] The 937 followed individuals represent approximatively the half of the whole population of the French uranium mines. Taking into account the procedure adopted to select the studied population, it appears clearly that this population is not representative of the whole miner population. DOSIMETRIC RECORDS Three risk indicators are considered .Individual annual exposures to radon and its shortlived daughters. They are determined by ambient monitoring based on radon concentration measurements and recording of the times elapsed in the various workplaces. For each worker the annual exposure is represented by the mean annual air concentration and is expressed as a fraction of the maximum annual concentration (MAC). Given the administrative arrangements and the effective state of equilibrium between radon and its daughters, the maximum annual concentration is practically equivalent to 1 Working Level = 2.08 x 10- 5 jm-3. (UNSCEAR, 1977). . Individual annual exposures to long-lived ore dust which are also expressed in fraction of the maximum annual concentration. . Individual annual doses of external irradiation (X and [y] rays) expressed in mSv (= 10-3 Sievert). Irradiation monitoring is based on use of individual film badges.

The financial implications of environmental liabilities are becoming staggering, particularly for mining companies. The Environmental Protection Agency's (EPA) Record of Decision (ROD) list for Superfund mining sites has some pretty hefty financial commitments, such as the $10 million operable unit remedy for the Yak Tunnel at California Gulch (in Colorado) or the $40 to 60 million remediation at Bunker Hill (in Idaho). These costs are driven by the large volume and areal extent associated with historical waste management practices at mining sites. (It's difficult to have a low-cost remedy for a 20-square-mile site.) Unfortunately, there are other ways of generating environmental liabilities besides Superfund, such as non-compliance with Clean Air Act provisions, stormwater permits, or National Pollutant Discharge Elimination System (NPDES) permits. In the last 2 years, EPA has increased enforcement in its regulatory programs, which has resulted in increased fines and criminal actions. Leaders in other industries (primarily the chemical and manufacturing industries) are viewing environmental liabilities as a strong motivator to select engineering approaches carefully based on technical, legal, economic, and philosophical perspectives. Industry interest in waste minimization programs comes from the concept that it is economically advantageous not to create waste in the first place. Waste minimization programs typically balance increased front-end capital investment with the minimization of potential long-term environmental liabilities as a way to achieve the lowest total-or life-cycle-cost. A side benefit of waste minimization programs is that they tend to improve overall regulatory compliance. Waste management practices are also becoming philosophical, as evidenced by a May 11, 1992, Business Week article: Companies that incorporate innovative thinking on sustainable development will do more than clean up or prevent their own pollution. They'll make and distribute a product more efficiently than ever, worry about its lifelong environmental impact, plan for recycling, and get their suppliers on the bandwagon. This type of approach will require a new mind-set, new tools, and adjustments throughout the organization. A key aspect of waste minimization or life-cycle waste management programs is the incorporation of environmental costs into economic analyses that compare various waste management alternatives. However, the incorporation of environmental costs into an economic analysis can be more difficult than initially thought. As noted above, new tools-or even a new toolbag-are needed, such as new accounting methods that track and assign the true lifetime environmental costs of a particular product. One piece of the new toolbag is life-cycle cost analysis, which is discussed in this paper. To simplify the discussion, this paper looks at the total costs associated with a given mining site. The concepts presented in this paper, however, can be applied to any mine waste management decision. The ultimate extension of life-cycle costing, as presented in the Business Week article, is to include the potential environmental costs throughout the life of a metal. At this point, I am perplexed on why, let alone how, to include the potential downstream environmental costs (i.e., the costs associated with smelting, manufacturing, use, and recycle or disposal) throughout the life cycle of mined copper, lead, or zinc.

The population of the Rhondda underwent a spectacular rise as energy requirements increased in the mid-nineteenth century. The rapid expansion in the demand for coal transformed the population from a few hundred sheep farmers in the eighteenth century, into a thriving coal-based economy of some 168,000 inhabitants in 1924. Cochrane (1958) put forward the idea that the differential migration of more healthy men from the Rhondda Fach during the period since the peak of population in 1924, had resulted in a respiratorily-impaired residual population. This idea was used to explain the reduced survival of miners & ex-miners aged 55-64 years from this valley as compared with a similar group from Leigh in England. Using the proportional hazards regression model of Cox (1972), a comparison is presented of the exact twenty-year mortality of migrant and non-migrant miners & ex-miners and non-miners from the Rhondda Fach. The analysis makes allowance for the pattern of migration throughout the twenty-year period and adjusts for the confounding influence of variables such as age, occupation, and category of Simple Pneumoconiosis. The results indicate that contrary to expectation, any effect of migration upon mortality is manifest only at higher ages. Furthermore, for these men, the migrants have worse survival than the non-migrants. Also, contrary to expectation in the light of work by the British Coal Board (Soutar et al, 1982) there is no evidence of increased mortality amongst men with category I simple pneumoconiosis. INTRODUCTION [The Background] In September 1950, the Medical Research Council's Pneumoconiosis Research Unit at Penarth in South Wales initiated a study of lung disease in the smaller of the two Rhondda Valleys - the Rhondda Fach. At that time, the primary interest was in assessing the possible role of pulmonary tuberculosis in the aetiology of the serious (complicated) form of coal-workers' pneumoconiosis, i.e. Progressive Massive Fibrosis. The Rhondda Fach is situated in South Wales, some 25 km north-west of Cardiff. It is a narrow winding river valley about 12 km long, and approximately 1 km wide. The name means Little Rhondda; there is a corresponding Big Rhondda - the Rhondda Fawr. Together, these valleys make-up most of the Rhondda Municipal Borough. Following the initial survey in 1950-51, there have been several follow-up studies of this population. In addition, amongst numerous other investigations to unravel the aetiology of coal-workers' pneumoconiosis, Medical Research Council teams studied various other (sample) population groups, particularly in the industrial areas of the adjacent Aberdare Valley, and in Staveley and Leigh in England. The agricultural areas of the Vale of Glamorgan in South Wales, and Annandale in Scotland were also studied.

This paper refers to the new crushing and grinding process, invented by Professor Schonert (Ref. 1), Clausthal, Germany. The process is known as high pressure particle bed comminution or interparticle crushing. Several papers already describe fundamentals of the process, the equipment used, results of lab size and large scale tests and the first results of commercial operations (Ref. 2 to 7). Of course, we will treat the topic from the perspective of a downstream gold ore upgrading or leaching process. Some recently executed testwork indicates that the process provides special advantages in this field. To describe the process generally, in view of the already existing publications.

INTRODUCTION The Columbia River Basalt beneath the Hanford Site is one of several rock types being considered by the U.S. Department of Energy for the first commercial high-level nuclear waste repository. The Basalt Waste Isolation Project (BWIP) has been carrying out a comprehensive investigation to assess the feasibility of constructing a repository in basalt and to develop technology required for repository engineering and site characterization. Development of a nuclear waste repository requires a number of design considerations not usually necessary in the planning of conventional underground structures. Principal among these is the thermally induced stress field resulting from waste emplacement. This thermal stress, super- imposed on the preexisting in situ- and excavation- induced stress fields, needs to be evaluated in the design process due to the sensitivity of waste emplacement density to this factor. The nature of this thermally induced stress field is dependent on several factors, including the temperature distribution around the repository openings, the thermal properties of the rock mass, and the deformability of the rock mass. Re1iable performance of the repository structure is largely determined by the ability to under- stand the above rock mass characteristics and predict the underground opening response to waste emplacement based on this understanding. To gain an understanding of this rock mass behavior in a repository condition, the BWIP has conducted a large-scale heated block test in basalt at the Near-Surf ace Test Facility (NSTF) on the Hanford Site. This paper presents the results from the elevated temperature phase of the block test in which the thermal, mechanical, and thermo- mechanical response of the closely jointed basalt rock mass was evaluated as a function of stress and loading orientation at varying temperatures up to 200 oC. SITE GEOLOGY The NSTF test areas, including the block test site, are located in the entablature zone of the Pomona basalt f low. The Pomona flow entablature is structurally typical of most flows in the Columbia River Basalt Group in that it is characterized by long, undulating, polygonal columns up to 2.4 m in length. Columns vary from 15 to 30 cm in diameter, averaging about 20 cm. Over their length, columns can vary in dip by 150 to 200. The column structures are dissected by subhorizontal cross joints that are generally discontinuous and seldom cross columnar joint boundaries. Spacing of the cross joints also averages about 20 cm. A representative joint pattern taken from mapping of the tunnel wall near the block test site is shown in figure 1. Application of the Rock Mass Rating System (Bieniawski, l979) to the block test site yielded an overall value of 62. The corresponding value from application of the Q-system (Barton et al., 1974) is 8.7 (Cramer and Kim,1985). The NSTF is approximately 50 m below the surf ace. However, this depth is sti1l above the water table and conditions are generally dry. Interstitial water exists as the result of percolation of meteoric water from the surface.

INTRODUCTION The U. S. mining industry experienced a severe recession in the early 1980's. This resulted in the realization that the domestic mining industry had to compete on a global basis and only the strong or the low-cost producers would survive. The economic viability of a mining company not only depended on maximizing mineral recovery but also on its ability to do so at minimum cost. Companies had to become more productive not only by cutting costs, but also by developing and/or evaluating new technologies in existing or new plants. Several innovative concepts, including in-pit crushing and conveying, fine crushing, improved classification equipment, flotation, column flotation, pressure filtration, etc., have been developed in recent years. This paper addresses the impact of new flotation concepts and equipment on mill design. MILL DESIGN PHILOSOPHY Modern mill design, especially for large capacity plants, has its foundation in minimizing capital and operating costs. Capital costs can be minimized by minimizing the various components of the capital cost: infrastructure, equipment, instrumentation, structural, initial spare parts costs, etc. All these costs are minimized by simplifying the mill design and/or process flowsheet. The simplified process flowsheet, where applicable, consists of a single stage primary crusher followed by a semiautogeneous - ball mill grinding circuit to produce feed for a flotation circuit. Multiple flotation circuits have been eliminated in most cases. These concepts minimize the cost and encourage the use of large capacity equipment while maintaining optimum metallurgical recovery. The philosophy of mill modernization/modification is generally driven by the desire to increase the mill capacity within the limits of the existing mill building. This need is facilitated by using large size flotation equipment and eliminating multiple parallel flotation circuits in order to minimize capital and operating costs. Conventional flotation machine development has paralleled this mill design philosophy. FLOTATION CELL DESIGN Since froth flotation has been the most widely used separation process for over half a century, one would expect that it would be possible to design and select flotation machines for specific applications based on scientific principles. But this has not been the case. Best judgment, experience and personal prejudice have played a key role in equipment selection. These factors, along with the difficulty of evaluating new concepts in commercial plants, has slowed progress in implementation and commercialization of innovative ideas and/or equipment. Conventional Flotation There have been no major technological advances in conventional flotation cell design in recent years. A recent flotation cell survey indicates that 'larger flotation cells are still the order of the day.”(1) A comprehensive review of design of flotation machines indicate that they have been mechanically redesigned and are generally simpler and easier to maintain and less expensive to manufacture. (2,3) The approximate chronological development of conventional cells from the 25 cubic foot cells to the 3000 cubic foot cells, which were recently installed at the Copperton concentrator of Utah Copper, is given in Table 1. Larger flotation cells are the obvious choice for new plants or plants looking for expansion because of the following reasons: • They have lower capital cost per unit volume • Installation costs are generally lower because fewer units require less space • Maintenance costs are lower because of fewer mechanisms • Power requirements (HP/ton dry feed) are generally lower • with increased flotation cell size as illustrated in Table 2 [Table 1. JAMES BOYD 29.1-STAFF-AND-LINE ORGANIZATION Industrial organizations are established primarily to coordinate the activities of many individuals working toward a specific goal. In mining, the goals can vary widely, and the skills necessary to reach them likewise will vary from operation to operation. It is essential to keep in mind the principal point that an organization embodies the necessary skills which supplement each other and achieve a given objective. Those who direct such an organization are grouped together as "management" and accept the responsibilities for the regulation, administration, supervision and guidance of the enterprise. Those who comprise the "administration" and have supervisory authority are referred to as the "executives." In the early days of mining it was common for one executive to exercise virtually complete control over the entire organization, and direct its operation from a central office. However, the science of management has advanced significantly since then. Mining organization administration now allocates increased authority and flexibility to those in direct-line responsibility, and organizes competent people in specialized fields to provide supervisors with guidance where it is needed in day-to-day operations. Few mining companies today are confined to one operation. Therefore, highly developed skills can be provided in the staff which assists management. This is known as staff-and-line organization, illustrated, in general, in Fig. 29-1. Each operation requires diverse skills for the carrying out of specific functions. The acquisition and training of those with such skills is an important operation in assembling organizations. An organization normally is modified to accommodate individuals rather than being a "hard and fast" mold into which people are fitted. The modern manager is inclined to organize to minimize central direction, with delegation to line executives, providing staff whose day-to-day operations, in cooperation with line executives, coordinate a continuing drive toward the organization's objectives. The staff officers, therefore, tend to become what could be described as parts of the president's brain, dealing with specific areas requiring certain skills. They do not necessarily direct operations, but watch them to be sure that the skills which they have themselves developed can be transmitted to line operations by persuasion rather than by direct authority. The elements of management requiring staff assignments are: 1. Planning, which, at staff level, is only a coordinating activity. Planning is done at all levels in the organization. 2. Engineering. 3. Finance. 4. Control. 5. Personnel and industrial relations, which set personnel policies, including salary plans and the means of handling relations with the unions. 6. Research, which, in a modern organization, is essential to progress and needs to be overseen at the top. 7. Legal staff to see that all operations of the company are provided with sound legal advice, and that the company's policies stay within the law.

The Deister No. 7, "77" and "88" Coal Washing Tables have been used by the coal industry in the cleaning of finer sizes of coal (-1/2") since washing of coals became necessary. This paper will deal with the in-plant use of the CONCENCO "88" Deister Coal Washing Table, along with a brief description of the Deister Refuse Superscalper. Efficient in-plant operation of the Deister Coal Washing Table can be accomplished by the adjustment of six basic variables. These variables are: 1. Headmotion 2. Feed 3. Riffle Pattern 4. Dressing Water 5. End Elevation Adjustment 6. Side Tilt Adjustment VARIABLE NO. 1 HEADMOTION The reciprocating movement of the "88" Table is developed within the headmotion entirely by rotating eccentric weights. Four parallel shafts each carry pairs of eccentric weights (Figure 1-A). The shafts are geared together with gears of 2 to 1 and 1 to 1 ratios, so that the two shafts in vertical alignment which carry the small eccentric weights operate at twice the speed of the other two shafts. The other two shafts are also in vertical alignment with each other and carry large eccentric weights. As power is supplied to one high-speed shaft, once each revolution the forces produced by the large eccentric weights are reinforced and then opposed by the small eccentric weights in a horizontal plane. The direction of movement of the table decks is reversed much more sharply at the forward end than at the backboard end of the stroke, causing material to move toward the refuse end of the table. Because in the vertical plane all centrifugal forces oppose each other and cancel out, there is no vertical movement and virtually no impact to the support steel. The "88" Coal Washing Table is suspended by wire-rope cables from three overhead steel beams, and operates with a perfectly uniform and exact differential motion curve in every stroke (Figure 1-B). The decks, being attached to the headmotion, are reciprocated in a parallel line from the head- motion to the refuse corner at speeds varying from 260-300 strokes per minute. Both length of stroke and speed are set at the factory for the coal characteristic desired and should not be changed. A 3 HP motor is mounted on the top of the headmotion and uses 3 V-belts to transmit driving power to the headmotion. The headmotion must be kept running on a horizontal plane. Punch marks are provided on the side and end of the main frame for use in leveling the motion (Figure 1-C). In leveling the motion, the work must always be done with two cables. To level the long side of the headmotion both front or both rear cables are raised or lowered to bring motion back to level. To level side to side, both right side cables or left side cables are raised or lowered to bring motion back to level VARlABLE NO. 2 FEED When tabling different size coals, each deck of a "88" DIAGONAL-DECK Coal Washing Table will handle feeds as described in figure 2-A.

Pyrometallurgical process are usually used to recover valuable metals from metal sulphide concentrates. However, their use is diminishing as the cost of energy rises and pollution controls become strictes. An alternative method of treatment sulphides could be bacterial leaching due its simplicity and negligible contamination (1-2). This process is presently used commercially to re cover metals such as Cu and U from low grade ore concentrates. In spite of numerous researchs during recent years (3-5) there exists very little kinetic data concerning the speed of bioleaching process. The kinetic analysis of bacterial activity is related with the metabolism and growth of microox ganisms . This fundamental information permits ma- king the best utilization of bacterial oxidation and to suggest techniques which might increase the production of the products desired. However, bio- kinetic models are especially complicated due to the existence of many metabolic routes and parallel reactions which are important for the life of the bacteria. Microbiological oxidation of a mineral substrate is influenced by its own inicial concentration: This influence can be determined by means of a kinetic study. In a medium with sufficient concentration of nutrients (nitrogen, phosphorous and potassium) and an adequate supply of 0, and CO2, as the only & L source of carbon for the biochemical synthesis, the substrate concentration would remain the only limitation in the rate of leaching. In this case the Michaelis-Menten model could be applied (6). The model is based on an association of the enzyme (El with the substrate (S) with consequent decomposition of the latter into enzyme and products [ ] The rate of dissolution is defined by the equation : [ ] Were V is the rate of metal extraction (mg 1-1 1 h-1 ) ; S is the pulp density Mn is the maximum rate for metal extraction (mg 1-1 h-1) and K is the constant of Michaelis (concentration of substrate that yields Vm/2). This method is applicable only when the rate of bacterial growth is similar to the rate of metal extraction. It would therefore be sufficient to control the concentration of metal in the medium over the period of time. In the present work a systematic study of the kinetics of ZnS and CuFeS bioleaching in sphalerite and complex ore concengrates was carried out. The rate of dissolution of the Zn and Cu as function of the pulp density and temperature was determined. However, most oxidations of sulphide dissolution take place with a very slow kinetic; but, this can be accelerated considerably by the addition to the solution of suitable catalytic ions, as was Suggested many years ago by Bjorling (7). Such ions can exercise an important influence on the rate of the oxidation-reduction reactions, both homogenous and heterogenous, which take place during the leaching of sulphides; they also affect the nature of the reaction products. The action of catalytic ions has been fully developed in aqueous systems, but in the absence of bacteria (8 - 11) although the actual machanisms is not totally known. The mechanisms proposed as hypotheses in the literature (8) indicate that, in the case of ZnS, the catalyst ion act through an electrochemical mechanism according to the reactions: [ ]

INTRODUCTION The application of micro-computers to the evaluation of an advanced exploration project is illustrated by reference to a large project in the Sudbury Basin region of Canada. The deposit in question is polymetalic (Cu, Pb, Zn, Au, Ag) with a strike length of 3048m (10000ft) and has been explored to a depth of 457m (1500ft) by approximately 1350 diamond drillhole of between 9 - 305m (30-1000ft) in length. The large amount of data involved and the ability to rapidly recalculate geological reserves in response to fluctuating metal prices were key factors in the application of a micro-computer based evaluation system. The evaluation software was implemented at two levels, with data capture implemented mainly on - an entry level workstation comprising an IBM-PC compatible (PC-XT) micro-computer equipped with a 20Mb hard disc, printer and RS-232 serial communication facilities. Data analysis, display, geo- logical modelling and processing was carried out on a high-level workstation based on a Hewlett-Packard 9000 super- micro computer and peripherals, including a 40Mb hard disc, tablet digitizer and plotter. Basic drillhole data was entered either directly at the super- micro or transferred from the PC via the RS-232 link. The evaluation process proceeds once the data is edited and in a "clean" format within a master project database. The software is comprised of a suite of modular, integrated programs based on ease of use, interactive graphics and optimized for the computer workstation. Drillhole data was displayed and plotted as hard copy plots on which geological interpretations were developed. The data was copied into small manageable projects consisting of 100 to 150 drillholes, within which a sectional model was created such that all the models are interconnected along the entire strike with no overlaps. Geological reserves were derived by developing a set of function variables, including Net Smelter Return, within the database. The values of these functions can be displayed on the model sections and "ore” zones defined in accordance with pre-determined cutoff values. Interpolation of the modelled data was then carried out and geological reserves calculated and reported. DATA CAPTURE Drillhole data for the project consisted mainly of existing drillhole logs, although the system allows for the entry of new information as it becomes available. The structure and format (i.e. number and length of variable fields) is user defined. The log for this project comprises an abbreviated section for name, competency, grain size, texture, colour and alteration. Fields are defined for structural information regarding bedding and fault angles and up to seven mineral identification columns and percentages are available. Assay information consisting of the sample number, width and six determinations (Cu%, Pb%, Zn%, Fe%, Au opt., Ag opt.) along with a comments section of 25 characters completes the log. One powerful feature of the data- base is the ability to set up function variables that are mathematical and/or logical combinations of the project variables, enabling the user to develop economic variables such as Net Smelter Return. These functions include current treatment costs, deductions and penalties and can be rapidly recalculated within the database to accommodate changes in metal prices, forecast recoveries and exchange rates (Table 1).
