Since the early 1960s, there have been efforts to develop and produce reliable continuous haulage systems capable of taking the full output of a continuous miner and transporting it, in one continuous flow, from the face to the tipple. The majority of the successful continuous haulage systems were placed in operation in the early 1970s. These were all of the bridge conveyor type. They usually consisted of bridges and mobile bridge carriers (MBC) attached at the inby end to the continuous miner and at the outby end to the panel conveyor itself. These successful bridge conveyor continuous haulage systems are either of the belted or chain type. The most successful belt type continuous haulage systems are those manufactured and marketed by the Long-Airdox Co. Until early 1977, Jeffrey Mining Machinery Division manufactured and marketed the most successful chain conveyor type haulage sys¬tems. In 1977, Long-Airdox reentered the market with a chain-type system to complement its belted system. The original bridge-type continuous haulage system was introduced to the coal mining industry in the early 1960s by the old Long Co., a predecessor to the current Long-Airdox Co. These original units were of the chain conveyor type. In the early 1970s, there were also developments in continuous haulage, employing different material handling media. These in¬cluded the Serpentix, a flexible type belt, introduced by the Joy Manufacturing Co. There was also a serious attempt to introduce hydraulic-type continuous haulage by Consolidation Coal Co. and Conoco Research. Despite some startling successes, particularly with the bridge-type haulage systems, the general and widespread application of continuous haulage has eluded the mining industry. Some of the problems are related to underground conditions; others to people, both management and labor. One of the greatest obstacles to universal success continues to be the difficulty of accepting the philosophy as well as the machinery of continuous haulage. Nevertheless, efforts continue to spread the success of commercial and viable systems in the industry. There is also effort to improve on these systems, and on methods for their successful use. In addition, efforts continue, with private and public support, to develop new types of continuous haulage equipment and systems. Bridge Type System Developments Because they have already been successful in some US and overseas mines, new developments in bridge-type systems will first be touched on. The Long-Airdox Co. has continued to improve both its belted and chain continuous haulage system. In the belted system, the company recently introduced a new design that will be mainly applicable in higher coals and in noncoal mining applications, as shown in the accompanying figure. This new system is equipped with 305-mm-diam (12-in.-diam) pulleys in the bridges and mobile bridge carriers, in place of the 150-mm-diam (6 in.-diam) pulleys in the standard system. The modification is designed primarily to improve belt life and keep belt problems to a minimum. An operator, the Clinchfield Coal Co., a Division of Pittston Coal, developed the detaching of the bridge-type continuous haulage system from the miner by placing a mobile bridge carrier at the head of the string. However, Long-Airdox and Jeffrey have now made this an option to their at¬tached-type system. INTRODUCTION Excess bronchogenic carcinoma has been demonstrated among underground uranium miners in the United States, Czechoslovakia, and Canada (Archer 1981). This excess cancer is attributed largely to radiation from the alpha particles delivered to the tracheobronchial epithelium by the decay of short-lived daughters of radon. Interaction between the radiation and cigarette smoking has been demonstrated in production of the excess cancer (Archer 1973). The distribution of histologic types of bronchogenic cancer among uranium miners was established as different from that in other men in 1964 when an analysis of the first 51 cases among United States uranium miners was published (Saccomanno 1964). It was confirmed five years later by Yugoslavian studies (Horacek 1969). A later analysis, using a relative frequency method, indicated that oat cell and other small cell undifferentiated carcinomas increased markedly with increasing exposure to radiation in uranium mines (Saccomanno 1971). A subsequent analysis used only cases from an epidemiological study so as to enable calculation of expected numbers. It showed that there was an elevation in incidence of epidermoid, adenocarcinomas, and possibly other types, as well as small cell undifferentiated carcinomas (Archer 1974). At that time, it was felt that the histological distribution of cancer among uranium miners was well established. However, one of the authors (GS) has noted that fewer oat cell carcinomas were appearing among uranium miners in recent years. In his material the fraction of oat cell carcinoma, in successive 5 year periods between 1960 and 1980 was 59, 46, 37, and 22 percent. The association with calendar years is almost certainly spurious, reflecting some other factor associated with time. From the standpoint of tumor biology such a change must be important. This is a preliminary report which attempts to determine the cause of that change. POSSIBLE REASONS FOR OBSERVED CHANGE IN CELL TYPES 1) It might reflect a decrease in radiationinduced carcinomas, so that most of the ones being seen now are cigarette-induced. This appears to be a possibility because radiation levels in mines had been markedly reduced in the early 1970s, and because most of the uranium miners now developing carcinoma had quit mining during the 1965-1975 period. 2) It might represent a change in interpretation by the pathologists involved. 3) It might represent a real change in distribution as a result of increased latency, an aging population, cessation of smoking, increasing pack years of cigarettes, or other factors which have changed with time. Each of these possibilities is being checked. Dr. Waxweiler, later in this conference, is presenting an updated mortality analysis of United States underground uranium miners. His data indicate that lung cancer incidence among the Study Group of uranium miners is still quite high, but the ratio of observed to expected is falling somewhat. It is apparent that decreasing exposures in uranium mines is not yet reflected in normal lung cancer mortality rates. Reason #1 is therefore very unlikely. Thirty-five percent of the histologic types of carcinomas in this study were classified by a panel of three pathologists, 45% were classified by one of the panel members, and 20% were classified by a number of

Soil amendments or soil conditioners generally carry the con- notation of being useful for problem soils or soils needing special treatments to produce maximum yields. Many different materials have been utilized, both inorganic and organic. Only the most commonly used and those that appear to have potential to become commonly used will be discussed. Soil productivity depends on many factors. Soil amendments mainly modify physical characteristics and microbial action, and/or change the pH of a soil, rather than directly supplying plant nutrients. They give soil the needed physical properties to allow plant growth, fight erosion, or save water. Some soil amendments provide nutrients in addition to altering the physical, biological, or chemical characteristics of soil. The term "soil amendment," as it is used by Soil Science Society of America, allows soil amendments to be materials other than those used primarily as fertilizers (Anon.,1987). Soil amendments as fertilizers of any type will not be considered here because this aspect is more relevant to the previous chapter entitled "Agricultural Materials: Fertilizers" in this volume. Several inorganic soil amendments have been used since the early 20th century to alter the character of soil: limestone, lime, and similar calcium-rich carbonates and oxides for acid soils, and calcium sulfate (gypsum) and native or uncombined sulfur for alkaline soils. The use of these amendments (limestone, lime, gypsum, and sulfur) or their equivalents has been studied and documented in many basic soils tests (McCaslin and Boyle, 1980). Perlite and vermiculite are considered in separate chapters and only a brief statement of their use as soil conditioners will be made in this chapter. Peat is the principal natural organic soil amendment, but manure, both as a fertilizer and soil conditioner, is used in every part of the world. In less-developed countries, manure is the primary soil fertilizerlconditioner. An organic-rich material designated as "humate" has been marketed as a soil amendment for many years and will be addressed in this paper. Other materials are discussed by the Soil Science Society of America in its Special Publication 7, "Soil Conditioners" (Stewart, 1975). They include bitumen emulsion, polyacrylamide, polyvinyl acetate, polyvinyl alcohol, bentonite, nonionic surfactants, and natural mulches. Zeolites can be added to the list of miscellaneous soil amendments (McCaslin and Boyle, 1980), as can calcium chloride (Pressler and Pelham, 1985), sulfuric acid, ferric and ferrous sulfate, aluminum sulfate, ammonium polysulfide, calcium polysulfide, and ammonium bisulfite (Stromberg and Tisdale, 1979). Sludge will not be considered as a soil amendment because it has properties more consistent with fertilizers. All these "other materials" account for a very small amount of the volume and value of soil amendments used and will be only briefly discussed.

Late in 1916 the Russian Czar, desperate for money and supplies with which to carry on his unhappy share In the first World War, sent emissaries to the United States to see if our great mining companies might be interested in trying to find mines and to bring them to production in the millions of acres of the Imperial Estates in Russia and Siberia. It looked like a long chance as no one knew whether or where there might be important ore bodies. Even if they found them it might be a hopeless task to equip them under wartime conditions But the American copper companies had plenty of money and they were used to taking risks. They made a supersecret agreement with the Czar's deputies to send an exploring expedition to Russia at once I never learned the names of the other companies but Anaconda was to man- age the venture. Horace Winchell, then the leading mine geologist In the United States, was to be in charge of operations. Charles Janin, an eminent placer and dredge expert, was to study chances for producing gold and platinum. Though at 33 years of age I was much younger than the others, I was chosen to hunt for copper and other valuable metals. Charles Boynton, a business man who had lived in Russia and had married an attractive Russian woman, was to join the party and carry on any necessary financial or diplomatic affairs. He had gone on ahead to arrange for our reception Finally a graduate student from Ann Arbor named Steinberg was to go along as Interpreter. A popular perception by the public and many mining claimants, is that the 1872 Mining Law provides a statutory right to mine and extract minerals from the public lands. This perception in reality, is both true and false, depending on the mining claimants' ability to meet federal and state environmental, cultural and endangered species laws. Land use decisions and proposed legislation affect exploration and development opportunities in California. It is imperative that the mining industry involve itself in the planning process to ensure that BLM decision makers are fully informed of industry's knowledge and concerns. STATUTORY RIGHTS AND ENVIRONMENTAL CONSTRAINTS "No other problem has such a sense of urgency and poses as profound consequences to the quality of life and the creation and distribution of societal wealth as how we protect the environment. Certainly, the environment is the single biggest issue facing mining and mineral activities in the new decade. David S. Brown The 1872 Mining Law was passed, ironically, the same year the nation's first National Park was established. It is a perception that the establishment of Yellowstone National Park was the beginning of the United States' earliest environmental movement; brought on, perhaps, by the rapid clearing of land for homesteading purposes and, the concern that many acres of the public domain were being disposed of through a multitude of public land laws. While there was an effort being made to designate some special and unique public lands as parks for preservation purposes, environmental concern and awareness did not lead to mandatory identification of environmental impacts and appropriate mitigation until the passage of the National Environmental Policy Act in 1970. Consequently, it is not surprising that the original United States Mining Laws of 1866, 1870 and 1872 had no mention of environmental protection. There have been numerous attempts to repeal the 1872 Mining Law over the last 50 years for a variety of reasons. Currently, there is a perception by the general public, media and even some in congress, the mining industry and BLM that a change is needed. The environmental organizations want the industry to be more accountable for reclamation and post mining uses. In Tn nEnvironmental Agenda for the Future," leaders of America's foremost environmental organizations state that the mining law "includes no protection for the environment," and therefore, should be reformed. We can all acknowledge, as stated above, that the mining law, per se, requires no "protection. However, the Bureau of Land Management (BLM) clearly has the authority and the responsibility to fully "protect" non-mineral resources while providing for the extraction and processing of mineral resources by private industry. There are about 13 major federal laws that have indirectly or directly amended the mining laws to require Environmental, Historic and Cultural Protection." There have been many mining law case decisions about the statutory and constitutional rights of miners to explore open federal lands, "stake a claimg" and extract minerals. What needs to be fully understood is how federal laws, as enumerated on Table 1, may affect these rights. What follows is a description of

The Comprehensive Environmental Response, compensation, and Liability Act (CERCLA -commonly referred to as Superfund) was passed into law in December 1980 in the wake of such incidents as Love Canal and the Valley of the Drums. Superfund was originally perceived as a way of cleaning up spills of hazardous substances and/or cleaning up abandoned hazardous waste dumpsites. In February 1981, Michael Cook, EPA deputy assistant administrator for hazardous emergency response, called Superfund "a tremendously powerful law. It could revolutionize the way the environment is protected, but we certainly don't intend to realize the full potential of the law for some time." These words have proven prophetic for Asarco's East Helena Smelter.

This section begins with an introduction to several key environmental laws. This is followed by a discussion of some of the issues raised by such environmental regulation. Finally the subject of regulatory reform is addressed. Overview of Selected Major Environmental Laws The number, type and complexity of environmental laws and regulations affecting mineral resources development have grown at an astonishing rate since the 1960s. The most significant laws and regulations are those addressing the use of the public lands; those concerned with air quality, water quality, and surface reclamation; and those defining government responsibility for its actions having important environmental consequences. The laws and regulations governing activities on the public lands will be taken up in the section 5.15C, "Minerals and Land Management." In this section we will concentrate on five primary laws: the Clean Air Act, the Clean Water Act, the Surface Mining Control and Reclamation Act, the Endangered Species Act, and the National Environmental Policy Act. The Clean Air Act: The legislative and regulatory framework for controlling air pollution has developed in a series of steps. Most important for present purposes are the Clean Air Act of 1970 (P.L. 9 1-604) and the 1977 Amendments (P.L. 95-95). The rather complex air quality control scheme includes four key elements-national ambient air quality standards, state implementation plans, the prevention of significant deterioration program, and the non- attainment program. National Air Quality Standards. The 1970 Clean Air Act is a landmark law because it contains the first explicit recognition that pollution is a nationwide problem requiring a national control program. The federal government through the Environmental Protection Agency (EPA) was to establish national air quality standards for at least the six pollutants named in the Act (sulfur dioxide, carbon monoxide, total suspended particulates, photochemical oxidants, hydrocarbons, and nitrogen dioxide). These standards were to be established so as to protect public health, "allowing an adequate margin of safety." The cost of achieving these standards is not to be considered. The 1970 Act unrealistically required that these standards be achieved in all areas of the country by 1975. As the program has developed, the air quality control regions are now to be designated as "attainment" or "nonattainment" with respect to each of the national standards. State Implementation Plans. Under the Act the states are given the primary role in achieving the ambient standards. States are to develop and implement control plans governing emissions from all existing and new sources. These plans can include emission limitations for existing stationary sources, transportation control plans to reduce emissions from mobile sources, and pre- construction review of new stationary sources to assure compliance with new source performance standards. The EPA must approve all state implementation plans. Sanctions are given to the EPA to be applied if states fail to submit acceptable

INTRODUCTION During a recent panel discussion on the topic of millwater antiscalants, the question was posed: "What would you like to see in the future?" Answer: 'We need an antiscalant that: can be fed without a pump (no maintenance), functions on residual basis (no fault), can be tested for colorimetrically in sub-part-per- mi 11 ion concentrations (no guessing) and will recycle back to the mill from tailings (no cost).” Impossible? Based upon today's level of technology, such a product does not exist. However, a few of the qualifications listed above are certainly food for future thought. Meanwhile, progress is being made in upgrading three essential elements in this critical area of ore processing. They are: 1. Antiscalant reagent research and development. 2. On-line monitoring programs. 3. Reagent storage and feed systems. The objective of this paper is to out- line the current direction being taken in each of these areas and to present case histories as examples of how theory has been applied in field situations to better improve operations. LABORATORY SCREENING TESTS Recent technical papers have explained the various generic chemical raw materials which are available in the marketplace. While the merits of each chemical component are open to debate, the processes used by most major reagent suppliers to evaluate products in the laboratory are fairly standard. Common techniques incorporate both static and dynamic conditions in the search for the most cost effective product. Static Test Perhaps the most common test procedure used is based upon NACE Standard Test Method 03-74, which is "a laboratory screening test to determine the ability of scale inhibitors to prevent precipitation of calcium sulfate and calcium carbonate from solution." The objective of this test is to measure the change in calcium ion concentration in a container of saturated stock solution prepared from calcium chloride and sodium carbonate which is heated in a water bath. After 12 hours at constant temperature (160°), the mother liquor is pipetted into a beaker and a titrated for gm/l of unprecipitated calcium ion. A simultaneous test is performed on stock solution with antiscalant added. The results are then charted to determine the most effective antiscalant (with respect to preventing precipitation of calcite). It should be noted that this procedure examines only the ability of a chemical additive to retain calcite in a saturated solution where thermal stress is applied. This is commonly referred to as sequestration or stabilization. It has been documented that products which act in this manner (i.e., inorganic and organic phosphates) are good scale inhibitors. However, low molecular weight anionic polymers function in a much different manner by distorting calcite crystal size, shape and charge density, thus preventing scale formation. Because of this different mode of operation, static tests may not prove conclusive where polymers and sequestrants are being compared. The simplicity of this test makes it easily adaptable for field use, although modifications are often made.

Discussion by Stephen Semeniuk Discussion As a valuator and SME member, I view Ross D. Lawrence's position as based on unproven and faulty assumptions made with regard to the pragmatic evidence presented in his paper. Moreover, his call for the inclusion of all mineral resources in discounted cash flow valuations is redundant, if not irrelevant, as there are procedures that already take all classes of mineralization into consideration for valuation purposes. In my experience as a valuator, I find that Canadian securities regulators are more than accommodating in allowing any valuations of mineral properties to be based on cash flow calculations. In other business areas, the same regulators usually reject discounted cash flow valuations of projects or businesses with no operating history. Instead, the regulators prefer valuations to be based on other transactions tested in the marketplace. Valuations based on actual market transactions are less subjective than discounted cash flow calculations and/or the capitalization of arbitrary, untested or undemonstrated earnings projections. In the mining and minerals sector, such projections may be made by persons not qualified to make such projections. In support of this statement, I direct readers to the article "Valuation of mineral properties which do not contain exploitable reserves" by Lionel C. Kilburn, which appeared in the August 1990 issue of the CIM Bulletin. To quote from the article: "Value of a mineral property depends basically upon metal prices, recoverable grades, mining and metallurgical practices, commodity supply and demand, and political-economic conditions, all of which vary with time. Five fields of expertise influence the value of a mineral property: •geological engineering, •commodity markets, •financial markets, •stock markets and •mineral property markets. The skills of geologists and engineers properly apply to the first field of expertise. Knowledge and consideration of the other four fields is important, but such advice is more properly sought from marketing experts, economists and stockbrokers." Securities regulators have created no hardship for valuators by excluding unsubstantiated resources in discounted cash flow valuations. In the field of engineering, best design practices apply. A margin of safety is built into the design criteria for any new equipment or structure that will exceed normally expected load levels and stresses, even though such considerations imply higher front end costs. In accounting, the comparable operating principle is conservatism. It explains why, for balancesheet presentation purposes, inventory is stated at cost or market, whichever is the lowest value. Similarly, when the engineering or geoscience-based valuator plays in the field of finance, the rules of accounting and applied economics apply. Regulators in their skepticism of income-based valuations are in tune with similar views already expressed in mining literature. To quote H. Van Tingley, in Mining Magazine, July 1996: "... the DCF method has inherent dangers when applied to undeveloped resources. Firstly, it presents an often-undeserved aura of accuracy. A DCF value is no more accurate than the least accurate of the assumptions incorporated into the calculation - and assumptions

National Institute for Occupational Safety and Health (NIOSH) studies show that 43.5% of surveyed coal preparation plant workers had noise exposures exceeding the Mine Safety and Health Administration Permissible Exposure Level. Sound levels around vibrating screens in these plants often exceed 90 dB(A). NIOSH is currently developing noise controls for horizontal vibrating screens. To characterize noise sources, NIOSH researchers performed sound pressure level (SPL) measurements on a vibrating screen at their Pittsburgh Research Laboratory. The results show that the entire screen contributes to noise below 1 kHz and the vibration mechanism housings are most significant above 1 kHz. Constrained layer damping (CLD) treatments and an enclosure were used to reduce mechanism housing noise. These were evaluated using sound power level measurements according to ISO 3744. The CLD treatments reduced the A-weighted sound power level by 3.1 dB in the 1 to 10 kHz one-third-octave bands. A panel-on-frame vibration mechanism enclosure using various types of panels further reduced the A-weighted sound power level from the CLD configuration in the 1 to 10 kHz one-third-octave bands by 3.7, 4.0, and 3.9 dB for aluminum, steel, and Dynalam panels, respectively. The combination yielded a 7 dB reduction from baseline in A-weighted sound power for the same frequency range.

INTRODUCTION The County of Cornwall is situated in the South Western extremity of England, see Fig. 1, and has for hundreds of years been an historical centre of mining activity. In the last century many thousands of Cornish miners emigrated to Canada, U.S.A., Australia and numerous other countries throughout the world to form the nucleii of mining industries in those lands. At present there are four active underground mines within the county, all mining tin, together with a relatively large china clay industry. All the operations are directly or indirectly associated with the three main granite intrusions, namely the Land's End Granite, the Carnmenellis Granite and the Bodmin Moor Granite. The report which follows relates to two mines, owned by the South Crafty Group of Companies, namely the South Crofty Mine itself and its smaller subsidiary, Wheal Pendarves. Both these mines are adjacent to the Carn Brea Granite ridge, see Fig. 2, which is an off-shoot of the main Carnmenellis Granite mass. The Carn Brea Granite has provided one of the most intensive areas of copper and tin mineralisation anywhere in the world. Many of the mines worked during the last two centuries and the early part of this century were situated close to the metamorphic aureole surrounding the granite intrusion. Both South Crofty and Wheal Pendarves have their shafts collared in the overlying slate, locally known as killas, but the major part of their workings are in the granite beneath. The ore bodies, or lodes, of both mines are generally steeply dipping and approximately one to four metres in width. They have been, and continue to be, worked by either back or under-hand stoping with the major level interval being approximately 37 metres. A feature of both stoping systems is that they require no back filling and in many cases the completed working areas have remained open for many years due to the competent wall rock conditions. The stoping operation necessitates having box-holes or draw points at regular intervals along the strike length at 4 to 7 metres centres; thus a stope some 50 metres long may typically have ten box-holes or draw points through which air can percolate into the empty stopes above. The granite country rock contains traces of uranium minerals, namely pitchblende or uraninite, and it is the decay of this uranium mineral which leads to the formation of the mobile radon gas which, together with its short lived daughters, may create a hazard. The presence of uranium minerals has long been known, but the quantities being so minute, it was not appreciated until some ten to fifteen years ago that these might present a hazard. The Mines and Quarries Inspectorate approached Management approximately ten years ago with a view to taking samples in areas of the mine that they felt might contain the highest concentrations of radon. Samples were thus taken in several areas of both mines, normally well away from working areas and where there was no through ventilation. The results of these initial tests were published by the National Radiological Protection Board in a paper entitled "Radon and Its Daughters in Various British Mines". The results of the initial surveys made it apparent that improved ventilation was the most important factor in reducing radon daughter concentrations within the mine atmosphere, with increased flow rates having three beneficial functions, viz. (1) To dilute radon daughter concentrations. (2) To prevent radon and its daughters reaching a state of equilibrium. It is not uncommon for radon and its daughters to have a disequilibrium factor of 1,000 in some uranium mines.

G. GREGORY BRYAN 33.1-DEFINITIONS 1. Engineering-Engineering may be defined simply as the science and art of making materials and energy serve the purposes of mankind. There are many fields of engineering, each with specialized branches. The basic fields are: civil, mechanical, electrical and chemical. Others may be specialized phases of one of these or a combination of two or more of them. Mining engineering, for example, requires a working knowledge of construction, mechanics, electricity, metallurgy, geology, accounting and economics, in addition to mining techniques or methods. Mining geology and geological engineering involve rocks and their structure and the forces that act upon them, and chemistry, physics and mechanics also are important to practitioners in these fields. Metallurgical engineering requires chemistry and physics but also a working knowledge of mechanics and electricity. The fields of engineering with which this section are concerned are those primarily involved in the finding, mining, processing and utilization of the natural mineral resources of the earth. They include geology, mining engineering and metallurgy, each with several specialized subdivisions. 2. The Engineer-The engineer is an individual who has had specialized training to qualify him to practice the profession of engineering. The term engineer is used here in its broadest sense to include such professions as certain applied branches of geology, physics and chemistry, whose practitioners may not have acquired engineering degrees but who, nevertheless, by training and experience in some area of the minerals industry, qualify under the above definition. To become a successful engineer, a person should have certain pronounced aptitudes and preferences, even before embarking upon the requisite course of training. Among the chief qualifications that the engineer-to-he must possess are: (a) a natural inclination toward mathematics and the physical sciences, and (b) intellectual and moral honesty. Among the qualities the student engineer must develop are: (a) independence of thought, open-mindedness, sound judgment and the ability to observe, deduce, plan and apply solutions, (b) the ability to articulate and convince, and (c) the ability to organize and direct the activity of others. These qualities are normally developed through sound education, followed by pro¬gressive experience. 3. The Consulting Engineer-The consulting engineer is an engineer primarily in the business of furnishing specialized advice and engineering services on an intermit¬tent, part-time or occasional basis to clients who do not have continuous or full-time need for those services. He must be able to make and take full responsibility for decisions and recom¬mendations where original thought is required. He should not be confused with the engineer, surveyor or technician who also may furnish services on an intermittent basis, such as regular periodic surveys, the overseeing of drilling programs and other such routine work as may require little original thought and planning. 33.2-THE PROFESSION OF CONSULTING ENGINEERING 33.2.1- QUALITIES REQUIRED A successful consulting engineer must first have, as a minimum, the qualities and preparation of an engineer. INTRODUCTION Volatile markets and pricing, increasing imports, constraining but effective laws related to the environment, health and safety and price controls lead to concerns which generated pious laws stating non-fuel policy and authorizing studies but resulting in ineffective implementation. Several commissions, reports by the Secretary of Interior and even the President have led to many recommendations but little or no action. No single comprehensive policy could solve problems which are diverse, commodity specific and not categorizable (Landsberg 1982, 1983). Thirteen laws administered by 27 agencies regulate or affect minerals and materials. Political instability created by communist regimes in Southern and Central Africa jeopardized sources of critical imported materials. This situation led to a Resource War mentality. It was feared that the U.S.S.R. was seeking to control this area and exclude the United States from resources (Vogely, 1980). The success of the Organization of Petroleum Exporting Countries with a petroleum cartel led to fears of an Organization of Minerals Exporting Countries which might create more cartels and/or make the existing ones more effective. Economic needs of developing countries required export to maintain employment and balance of payments have led to world surpluses, weak markets, low prices, and large loans from the World Bank which have under- mined U.S. industry (Landsberg, 1982a). Un- cooperative environmental laws, obsolete facilities and non-competitive costs have led to shipping U .S. ores to other countries for processing into ingot and bars which are imported back to the United States. Yet massive internal turmoil has interrupted supplies, and led to un- certain availability and higher prices. This situation could happen again. Included in this category of critical materials with uncertain sources are metals required in the manufacture of military aircraft, which has led to concern regarding the defense industry base (Morgan 1983). Remedies have been proposed which include: updated stock piles, material substitution, international cooperation and coordination, foreign policy aimed at resolving racial and national stresses in South and Central Africa, relaxing U.S. environmental and public land regulations and action under the Defense Production Act (Goth 1982). The President's report (1983) to Congress has stated a national materials policy which recognizes: that materials play a critical role in our economy, defense, and standard of living; that public lands contain a vast untapped mineral wealth; that the role of government is to identify mineral issues and act on them; and that there is a need for long term high potential pay off research (Bureau of Mines 1983). There is a serious question as to whether or not a comprehensive national mining, minerals, and materials policy is feasible let alone necessary. One solution is to abandon the attempt at comprehensiveness and to target specific is- sues with realistic policies (Comptroller General 1979). In the following sections, the major studies of the 1970s will be reviewed, major issues yet to be faced will be identified, the principles involved in these resolutions will be reviewed,

A statistical model for assessing the risk of ground subsidence in abandoned mine areas is presented. The model is based on the relationship that exists between .the frequency and the location-of subsidence events in a given area and the physical conditions of the ground. These conditions can be described by a series of geological, mining, and physical variables. The model suggests the existence of regions in the multidimensional space of variables which are associated .with increases or decreases in the frequency of subsidence events. Regions associated with an increase in the frequency of subsidence events correspond to regions of higher risks, and vice versa. Risk assessment is based on the ability to express the limits of these high and low risk regions in the, space of variables, and on the ability to express the degree of membership of blocks of land within any of these regions. The theoretical framework for the model is extracted, from discriminant analysis. Risk is quantified by the probabilities of membership of blocks of land into any of these regions. Risk maps are produced by displaying membership probabilities in. appropriate contouring levels. The model has been applied in two urban areas where subsidence of the ground has been active in the past. The two areas are Penn Hills, near Pittsburgh, and Scranton/Wilkes-Barre in northeastern Pennsylvania. In this paper, only the results for the Scranton/Wilkes-Barre area are presented. Those for the Penn Hills area have been presented elsewhere (Cervantes, et al, 1990). In the- Scranton/Wilkes-Barre area, geostatistical estimates of variables likely to affect the stability of the ground were made using samples from 53 drillholes. The estimates were made for 2000x2000 ft squared blocks of land covering the study area. Discriminant functions were computed from the estimated variables and used to establish regions for classifying blocks of land into one of these two populations: 1) blocks not likely to have a subsidence event, and ii) blocks likely to have one or more subsidence events. The same, discriminant functions were used to compute membership probabilities for blocks of land to tall within any of these two populations. These probabilities were contoured to produce a risk map. The risk map produced compares well with the location of the subsidence events which have occurred to date in the area.

A large number of minerals and chemicals (Table 1), some mineral-derived, are used in the treatment of both potable water and domestic sewage waste water and solids (Anon., 1990). In water treatment there are ten principal process uses as shown in Table 2 (Anon., 1990), which also lists the major chemicals in each process. Since lime (calcium oxide, calcium hydroxide, and dolomitic lime) is the largest chemical (by tonnage) used in water treatment, this chapter will deal primarily with this product. Note that it is included in five of the process uses shown in Table 2, and that indirectly it is also used in at least one other category (taste and odor control, where lime is used with potassium permanganate to provide optimum pH condition). POTABLE WATER TREATMENT Water Softening The biggest use for lime in water treatment involves water softening, where it serves to reduce carbonate hardness caused by dissolved bicarbonate and carbonate compounds. Currently there are more than 1000 domestic water softening plants (Table 3) located in most sections of the country, but particularly in Ohio, other midwestern states, Florida, and Texas, where limestone bedrock abounds (Anon., 1990). Among the other uses for lime in water treatment are coagulation, disinfection, and removal of heavy metals due to high pH softening, removal of certain radioactive and organic compounds and fluorides, neutralization of acidic water, removal of silica, particularly with dolomitic lime, and removal of color. Most of the above advantages accompany water softening, although at some plants lime is used specifically for one purpose, such as silica removal with dolomitic lime, minimizing pipeline corrosion by addition of lime to correct an aggressive water, and others. Hardness in water comprises two types - carbonate hardness, caused by dissolved calcium and magnesium carbonates and bi- carbonates, and non-carbonate hardness caused by dissolved non- carbonate salts, particularly calcium sulfate, calcium chloride, magnesium sulfate, and magnesium chloride. Total hardness is the sum of the carbonate hardness and non-carbonate hardness. Waters are classified as soft (0 to 75 mg/L as CaCO,), moderate (75 to 150 mg/L), hard (150 to 300 mg/L), and very hard (above 300 mg/L). Most water plants strive to reduce total hardness to about 100 mg/L, although in recent years the tendency in some cities has been to allow a little higher value in order to reduce both chemical costs and the amount of water softening sludges produced. There are four basic types of softening plants: lime softening, primarily to reduce carbonate hardness; lime-soda softening, for reduction of both types of hardness (in some plants caustic soda is used in place of soda ash, but it is more costly); split lime-zeolite, where a base exchange mineral is employed in place of soda ash (this system also requires salt [sodium chloride] to regenerate the zeolite mineral); and finally zeolite softening, which is generally used in small systems for private houses and small municipalities. Principal disadvantages of the latter system are its relatively high cost and the salt requirement, which introduces considerable quantities of soluble salts into the waste water discharge system.

INTRODUCTION At the time the 4th edition of this book was published in 1979, the coal industry had experienced a sharp upturn in prices for its product. From 1950 throgh 1969, steam coal prices had held almost flat at about $5 US per st (about $5.50/t). Thus, when considering the effects of inflation, the price of coal had actually been declining for two decades. The passage of the Coal Mine Health and Safety Act in 1969 and its cost effects started an upward trend in coal prices which was rapidly accelerated by the effects of the Mid-East oil embargo in 1972. Prices of steam coal on the spot market eventually climbed to over $30 US per st ($33/t) and higher in some cases. Metallurgical coal prices skyrocketed in a similar manner and the industry at long last appeared assured of an adequate return on investment. Many companies did expend large sums of money to upgrade and expand their mining and preparation facilities. Unfortunately the bubble eventually burst, in great measure due to the downturn in the US domestic steel industry and the resultant decline in metallurgical coal demand, loss of export markets to other nations and even imports of large amounts of foreign coal to the United States, and more stringent environmental regulations which made many high sulfur coal measures uneconomical to mine. Compounding the problem was the rapid world decline in oil prices in the mid-1980s which encouraged many consumers to utilize oil rather than coal. During the 1980s, metallurgical coal dropped over 20% in price, which, when considering inflation, actually amounted to about a 40% decrease in value. Export coal decreased a similar amount in price. Steam coal prices held nearly constant, thus also losing considerable value when inflation is considered. All of these factors make it even more imperative than ever that the industry do everything in its power to make wise economic decisions and to examine carefully all existing operations and planned future expenditures to be certain that their full cost implications are understood and that they can be justified on the basis of an adequate return on investment. It cannot be assumed that the price of coal will increase. To the contrary, as indicated previously, when considering inflation, coal decreased in value in the 1980s, just as it also did in the 1950s and 1960s. The price surges in the 1970s merely were a catchup game, and in truth the true market value of coal is in reality even lower than it was in 1950. 1.1 INTRODUCTION This chapter seeks to provide an overview of important factors involved in the implementation of heap leach technology as a vehicle for gold extraction from its ores. Toward this end, brief discussions of the various elements important to this process are presented here. Topics covered in this chapter include a brief history of the process; basic chemical reactions responsible for the process ; characteristics of ores amenable to heap leaching; location of the greatest concentration of heap leach projects in the U.S.; heap leach components, methods, regulatory/permitting considerations; and economic considerations. Most of these subjects are treated at much greater length in subsequent chapters. Thus, this chapter serves as a summary for those which follow, in addition to providing the reader with a feeling for those topics which may be of most immediate interest. 1.1.1 History of the Process Modern Day Precious metal heap leaching technology has developed over the past decade, although the principles of heap leaching per se, as well as those of gold extraction through cyanidation have a long history (see discussion below). However, it is in the past 10 years that heap leaching has developed into an efficient method of treating oxidized gold and silver ores. It has proven to be both an efficient way to extract precious metals from small, shallow deposits, as well as an attractive way to treat large, low- grade, disseminated deposits. Heap leaching has several advantages compared to conventional milling (i .e., crushing, grinding, and agitation leaching). In general, these advantages include simplicity, lower capital and operating costs, shorter start-up times, and less intensive environmental regulatory concerns. A possible disadvantage of currently existing heap leach technology is a potentially lower percentage of metal extraction being obtained from the ore than would be the case with conventional milling (Potter, 1981; Hiskey, 1985; and Thorstad, 1987) The actual principle of heap leaching has a long history as inferred previously. For example, mines in Hungary recycled copper-bearing solutions through waste heaps in the mid-sixteenth century (Hiskey, 1985), and Spanish miners percolated acid solutions through large heaps of oxide copper ore on the banks of the Rio Tinto around 1752. By 1900, leaching operations were employing such techniques as leach/rest cycles to maximize copper recovery (Taylor and Whelan, 1942; Thorstad, 1987). Copper dump leaching is currently

Introduction Comminution efficiency, as measured by relating circuit performance to the consumption of energy and the time and money required, can be determined by the following comparisons: Theoretical efficiency: The theoretical efficiency is the actual energy consumed in a comminution machine compared to the theoretical energy required to perform the size reduction. Operating efficiency: The operating efficiency compares the operating work index of a comminution machine to the Bond work index of the ore, as determined from bench-scale crushing and grindability tests or pilot-plant tests. Economic efficiency: The economic efficiency is comparing income from production to predicted income. Key words: Comminution, Bond work index, Grinding, Crushing, Ball mills, Rod Mills. Theoretical efficiency In their book Process Engineering of Size Reduction - Ball Milling, Austin, Klimpel and Luckie (1984) stated that, "We have tried throughout this book to avoid the use of the term grinding efficiency because the degree of conversion of energy to useful size reduction is an ill-defined concept. In addition, the only efficiency, which is of real interest, is the meeting of product specifications at the minimum cost." The National Materials Advisory Board, National Re¬search Council (1981), in the abstract of a report titled "Comminution and Energy Consumption" stated that, "Up to 99% of the energy consumed in grinding these ores may be expended in the movement of machinery, with noise and heat the undesirable byproducts, thus leaving only 1% of the energy available for size reduction. Coupled with this is evidence that many of today's crushing and grinding techniques not only are antiquated but have little or no scientific base of understanding." Throughout the past 50-plus years, grinding efficiency has been referred to as being from 1 % to 10%. The measurable basis for these observations is difficult to establish, but they appear to be based on production performance compared to theoretical energy requirements for the work done. The theoretical energy requirements were determined from the energy required to break a single particle or a thin layer of monosized particles by compression or by a single impact from an impact-testing device. King, Tavaras and Middlemiss (1997), in a paper titled "Establishing the energy efficiency of a ball mill" described such a test. These batch single-breakage tests generally do not duplicate the continuous-breakage process in the comminution machinery used in ore concentrators. Operating efficiency The currently available crushers and grinding mills are fed at a controlled continuous flow rate, and they impart the breakage pattern needed to produce the desired size reduc¬tion. While theoretically inefficient, they are the most practical comminution machines available. The operation of this machinery is relatively simple and can be controlled with available control systems. The essential factors in determining the operating efficiency of comminution machines are energy, as consumed in the machinery, and the required energy, as determined from test work. Bond work indices, obtained from bench-scale or pilot-plant crushability and grindability tests are used in the following Bond equation (Bond, 1960) to determine the energy required to produce the required size reduction

Methane drainage on a mine-wide scale is a relatively new technology to South African coal mines. Shallow seams and apparently low methane contents have been assumed to result in less methane problems than experienced in other countries. The introduction of deeper mines however, has now resulted in methane drainage taking on a higher priority. Methane contents in the region of 12 m3\t have resulted in one colliery introducing drainage as a ventilation support. Although a low seam permeability initially indicated reduced potential for drainage, early borehole flows of 90 m3\m\year have since increased to 450 m3\m\year. Rapid inflow of methane into goafs and sealed areas from seams surrounding the main production seam at another colliery have warranted extensive evaluation of the methane properties of these seams with the projected introduction of predrainage from surface. Methane pressures in excess of 1000 kPa and contents in the region of 10 m3\t again give methane volumes suitable for drainage. Coal seam drainage ahead of mining is becoming more significant and is likely to see an increase in the near future. INTRODUCTION Methane gas is an everpresent hazard associated with underground coal mining. Safe working levels of methane in the mine atmosphere are normally maintained by ventilation practises, ensuring sufficient dilution of the gas. However in some cases the ventilation must be assisted by methane drainage, either from the mined seam, or from adjacent seams and strata, or from goafed areas. South African collieries have practised only limited methane drainage until now. Relatively shallow mining depths, and apparently low in-seam methane contents have been assumed to result in fewer problems with methane than are the normal for other countries. This is now being shown to not necessarily be the situation. Work carried out by the Coal Mining division of COMRO (Cook and Erwee, 1991) indicates South African production coal seams have very similar methane retention properties to those of coals in other countries, with seam gas contents of up to 12 m3/t. This awareness, as well as greater mining depths, and higher degrees of mechanisation, has resulted in higher priority being given to methane emission problems throughout the industry. Increased levels of safety, as well as possible commercial applications, are the main reasons for the interest now being shown in methane drainage. Not only is there possible applications in the present production coalfields, but South Africa has vast areas of coal reserves which are presently non-mineable, now being seen as possible alternative energy sources. Limited methane drainage is practised within the industry, but only on collieries that have identified specific methane problems that can be alleviated by drainage. Historically this has been restricted to surface drainage of longwall goafs, reducing emissions onto the faces. More recently, horizontal in-seam holes have been drilled, until now for bord and pillar sections, but the results are being evaluated for later application to shortwall faces. Adjacent seams pose problems at some sites and vertical and cross measure boreholes are now being considered.

INTRODUCTION Square-set timbering of stopes developed from stull support methods because veins too wide for stulling were being mined. In general, the void caused by the stoping of the ore is filled with a system of interlocking timbers. Timber framework supports the wall rock, the mining operations, and provides access. A timbered stoping method can be used in all widths of veins at any dip. The timbering can be normal and parallel to the planes of the walls or at angles to these planes. Irregularly shaped ore bodies can be worked by timbered methods. Pinching or swelling of the vein will not adversely affect the method. Timbered stoping is especially advanta¬geous where weak ground is encountered in the vein or the wall rock. The ground is unsupported only until timber sets are stood. These stopes can be filled with sand or waste when desirable. The customary method of developing a square-set timbered stope with haulage drifts above and below and timbered raises on each endline is shown in Fig. 1. The drifts are timbered the full stoping length. The raises have two compartments with the manway and timber slide in one compartment and the chute in the other. The drifts and the raises cannot be widely spaced as handling timbers is an important consideration. Stoping can begin immediately above the drift timber and continue in both directions and upward from the raise. Breasting down each blast round for only one timber set laterally is the common practice. The blasted ore falls to a lower floor where it is slushed or trammed to the chute. Drilling can proceed on the upper floor while broken ore is being removed from the stope. As shown in Fig. 2, square-set timbering may be used in cut-and-fill stopes to support the back and walls until fill is added. There are various ways of developing an ore block for timbered stoping. Fig. 3 depicts the situation for the main haulage in the vein with an intermediate drift separated from it by a sill pillar. The ore is slushed into the chute connecting the two drifts. The situation in Fig. 4 is identical to that in Fig. 3 except that no sill pillar is used. In Fig. 5, the haulage drift development is done in the footwall with crosscuts driven to intersect the ore body. The intermediate drift development is above the crosscuts with a minimal sill pillar. The main bottleneck in timbered stoping is in the timbering process. Drilling in the stope is generally held up while timbering is done. Two or three men are re¬quired to do the timbering and an additional one or two men are needed to transport and raise or lower the tim¬ber. Good organization is essential to timbering. Skill must be exercised in standing the timber to support the ground and still maintain good production.
