With the depletion of easy-to-treat phosphate resources, low quality phosphate ores with high carbonates, particularly dolomite impurities have to be mined to meet the agricultural demand because of the continued growth of world population. The separation of dolomite from phosphate has been recognized as one of the most difficult subjects in mineral processing due to the similarities in their physical and chemical properties. Flotation is considered the most important approach for beneficiating both easy-to-treat and high impurity phosphate resources. There is no doubt that the development of reagents is the key for achieving satisfactory separation performance through flotation process. In order to separate dolomite from phosphate, Arr-Maz Custom Chemicals has made great efforts in developing flotation reagents for removal of carbonates from phosphate ores of different origins worldwide. This paper describes some flotation reagents and processes for the separation of dolomite or/and calcite impurities from phosphate in the ores from different locations.

To develop strategic and tactical strategies to manage seismic hazard in a safe and economic manner, it is necessary to understand the spatial and temporal distribution of mine wide seismogenic behavior. Global mine-scale numerical stress modelling provides a means to forward predict seismic susceptibility thereby facilitating informed decision making for the development and implementation of strategic and tactical risk mitigation measures. To make forward predictions of hazard susceptibility using global stress models with reasonable confidence, it is necessary to rigorously calibrate numerical stress models to the observed history of ground reaction. This paper demonstrates quantifiable methods for calibrating numerical models and developing probabilistic prediction criterion using seismic data. The appropriate applications of model inputs (including boundary conditions, constitutive models and material parameterization) specific to global mine-scale modelling are also discussed. Lastly, this paper demonstrates how the calibration process adds value not only to informed decision making, but also to the improved understanding of site geomechanical conditions; including enhanced identification of geotechnical domains and mechanical indicators required for seismic mechanism domaining.

Two-thirds of the world copper produced in 1979 incurred cash costs between $0.35 and $0.89 per lb, averaging $0.62 per lb. North American costs are higher at $0.48, $0.88, and $0.68 per lb, respectively. Variable cash costs are $0.20, $0.58, and $0.39 per lb for the world; $0.29, $0.63, and $0.46 per lb for North America. Cash costs are relevant for comparing existing operations and evaluating market pricing during periods of excess supply. Analysis of full costs of production (cash costs plus income taxes, profit, and non-cash items) becomes relevant in evaluating the incentive price required to develop new production plants. In mid-1979 this cost (incentive price) was about $1.10 per lb; it is expected to approach $2.00 per lb by 1985.

Treatment of bentonite clay with mineral acids yields a modified clay product of high surface area and acidity which exhibits enhanced adsorptive and catalytic properties. A highly specialized segment of the clay industry based on this process has evolved into worldwide business with a capacity of about one-half million tons/yr. This paper will present data on the chemistry, mining, manufacturing and applications for acid- activated clays.

Colorado nahcolite deposits, estimated at 29 billion metric tons, formed in an asp metric permanent-lake basin whose waters were rich in algae and sulfate-reducing bacteria. Nahcolite (NaHCOg) occurs in oil shale of the Green River Formation (Eocene) as aggregates (62 percent), disseminated crystals (24 percent), and impure beds (14 percent). Because much of the nahcolite is nonbedded, it will be mined with oil shale and can be concentrated to marketable grade by crushing and screening Impurities in nahcolite are kerogen, quartz, pyrite, and carbonate minerals. A promising new market for nahcolite is in the process of removal of sulfur dioxide from industrial stack gases. When heated, nahcolite reacts with sulfur dioxide to form sodium sulfate. Differences in thermally induced microporosity may explain why nahcolite is more reactive than trona, a possible competitor with nahcolite for SO2 removal. Limited production of nahcolite at one or possibly two localities is expected in the next several years, but large-scale production is probably at least 10 years away.

Aqueous SO2 (sulfurous acid) is an interesting chemical compound. It functions as a reagent in various hydrometallurgical systems, but also represents an undesirable constituent in pyro- and hydrometallurgical effluent solutions. When present in such streams, SO2 can be oxidized to the more stable sulfate form to avoid exsolution of SO2 as a source of fugitive emissions and to simplify standard water treatment plant operation. This study provides information on the stoichiometry, kinetics and mechanism of SO2 oxidation using oxygen and an iron salt catalyst with solutions containing 0.05 to 20.0 g/l S02. Other test variables include iron salt concentration, oxygen pressure, temperature, degree of agitation and pH.

This paper describes the development of a trim blast design to improve the stability of a final pit wall. Description is given of the effects of rock characteristics, rock type, and pit plans on the blast design. Currently, six benches have been mined with trim blasting. A more stable final wall has resulted and the successful program has reduced mining costs over an extended time period. Low cost blast monitoring and field observation were used to determine peak particle velocity and blast damage. Using criteria developed from this relationship, trim blasts were designed and evaluated.

The operating lifetime, or production rate, selected for a mining project is among the most important factors influencing the design and ultimate economic success of the project. An incorrectly-determined lifetime can lead to the erroneous rejection of projects as uneconomic as well as the suboptimal exploitation of producing properties. This paper examines the calculation of the optimal lifetime using both traditional discounted cash flow and recently-proposed option pricing techniques. Using each method, the production rate is determined as that rate at which the net present value of the project is maximized.

Ground movements associated with high extraction underground coal mining, such as pillar retreat and longwall, are sometimes large enough to disrupt the ground water regime as well as damage buildings and other surface structures. A U.S. Department of Energy/Bureau of Mines- sponsored subsidence study currently underway at Kitt Energy Corporation's Kitt No. 1 Mine near Philippi (Barbour County), West Virginia has provided an opportunity to monitor the ground water response above a mine panel during both developmental and pillar retreat mining. The initial findings concerning ground water effects presented in this paper indicate that total extraction mining produced significant water level declines in deep-lying strata but had little effect on water bevels at shallower depths.

Energy-producing states see severance taxes as attractive sources of increased revenues for otherwise tight budgets. Consumers in energy-poor states, however, protest that current rates are excessive and have moved to obtain a reduction. The US Supreme Court heard two cases questioning such taxes during its 1981 term, and Congress, in each of its last two sessions, has seriously considered measures placing a ceiling on severance tax rates. Although discussions usually focus on coal severance taxes levied by Montana and Wyoming, ramifications of changes in national policy are much larger, potentially affecting mineral taxes in all states. Severance taxes yield substantial revenues in some states, as illustrated in the accompanying table. In fiscal 1980, Texas collected more than $1.5 billion from such taxes, while Louisiana, Alaska, and Oklahoma collected $525 million, $507 million, and $436 million, respectively. Oil and natural gas production were the major items taxed. While the table shows only the 10 states with the largest severance tax collections, a total of 17 states had severance tax receipts exceeding $10 million in 1980. The enormous increases in severance tax revenue between 1970 and 1980 can be seen from the table by comparing columns A and B. For the 10 states shown, revenues increased from $650 million to $3.8 billion during that period, due to a combination of higher prices, increased production, and new or increased taxes. In most states, increases in prices and production were more evident than higher tax rates. Although the revenue increase is impressive, it understates the extent of changes occurring during the past decade. Since tax collections are shown for fiscal 1980, the full impact of the decontrol of domestic oil prices is not evident. Also, taxes on natural gas reflect controlled prices. When full de-control of natural gas occurs, significantly higher revenues can be expected in gas-producing states, even if tax rates, production, and world prices remain constant. These increases in severance tax revenues, coupled with further increases expected to accompany natural gas decontrol, have produced fears that a substantial transfer of income is taking place from residents of energy-poor states to those living in energy-rich areas. Others worry that increased severance tax revenues will be used to substitute for a substantial portion of state taxes that would have otherwise been collected from firms and individuals. The resulting improvements in tax climate, it is thought, may encourage firms and workers to migrate to energy-producing states. While these issues are often portrayed as pitting energy have-nots against the haves, such is not entirely the case. Much of the original impetus for limits on coal taxes came from Texas residents, the state collecting the most severance tax revenue. One way of gaining perspective on these concerns is by examining severance taxes per capita and as a percent of state tax collections (see columns C and D in the table). When this is done, Alaska, where 1980 taxes on oil and gas production totaled more than $1300 per capita (and 35% of all state tax collections), stands out as a special case. There, the state was able to eliminate some individual taxes, place revenues in a permanent trust fund, and consider offering a rebate of some previous income

Manganese silver ores are well known to be refractory towards cyanidation. Various processes have been suggested for improving the amenability of these ores. A sulfurous acid pre-leach is one such process. This paper traces the development and implementation of the sulfurous acid pre-leach process for the retreatment of manganese silver tailings at Tonopah, Nevada. An account of the test work program is presented, followed by a description of the operating plant and specimen metallurgical performance. The paper also summarizes the history of the Tonopah tailings, their mineralogy and makes reference to previous application of the sulfurous acid pre-leach process.

Considerable effort has been directed towards understanding the carbothermic reduction mechanisms of self-reducing, fluxing dried green balls to produce pig iron nuggets. Given the geometry of the situation, some investigators believed that the shrinking core model was applicable. Hence, this study involved investigation of the applicability of the shrinking core model to pig iron nugget production. The experiments involved heat treatment of dried green balls utilizing either a laboratory-scale resistance box furnace or a gas-fired muffle furnace at various furnace temperatures and residence times. The products were analyzed for the following: (i) preferred reaction pattern, (ii) distribution of the metallized areas, (iii) % iron content variation in the pig iron nuggets from surface to center, (iv) carburization pattern and (v) physical and chemical properties of the pig iron nuggets. It was determined that the reduction of iron oxide occurred simultaneously throughout the sample and not beginning at the surface and propagating inward; thus the shrinking-core model was not applicable. Heat transfer and gas diffusion from surface to center were not the rate-limiting steps for reduction and carburization reactions.

The control of Florida phosphate flotation plants is largely based on the visual observations of experienced operators, both in recognizing good and bad froth conditions and in making judgments about the composition of feed, concentrate and tailing streams. Chemical analyses lag the process by at least two hours and therefore only assist in recalibrating the operators' vision when major deviations occur. An image analysis system has been developed by IMC Agrico Company (IMCA) to improve upon the accuracy and precision of the composition estimation process. It still relies upon the operator taking a representative sample, but provides a measurement in about 15 minutes after that sample is obtained. This paper describes the system and its use and presents comparative results for various process streams.

The uncertainty associated with a reserve estimate has generally been expressed as a subjective ranking rather than a quantitative expression of either reliability or uncertainty. These rankings of estimate reliability have taken a very nonquantitative bent as well. For example, the U.S. Securities and Exchange Commission definition of proven reserves is given as: Reserves for which (a) quantity is computed from dimensions revealed in outcrops, trenches, workings, or drill holes, grade and/or quality are computed from the results of detailed sampling and (b) the sites for inspection, sampling and measurement are spaced so closely and the geologic character is so well-defined that size, shape, depth and mineral content of reserves are well-established. Each mining operation is unique in some aspect ownership; ore body location, size, geometry, grade, mineralogy, hydrology, or geotechnical parameters; or constraints such as environmental regulations. However, all mining operations are alike in one aspect; the prime objective of any mining project is to maximize the return on the investment. This is the golden rule, or in the language of mining, the investor?s law of conservation. A mineral resource, by definition, does not become a minable reserve unless the mineral or minerals can be extracted economically (and legally). The three preceding sections have covered the various types of surface mining options. The choice of the most economic method is dictated primarily by the type of de-posit to be mined, the mining rate, and the physical characteristics of the deposit.

Lithium-ion battery pack fires pose great hazards to the safety and health of miners. A detailed experimental study has been conducted at the National Institute for Occupational Safety and Health (NIOSH) Pittsburgh Mining Research Division (PMRD) to investigate the effectiveness of different fire suppression systems on Li-ion battery pack fire extinguishment. Tests were conducted in a well-ventilated container. Two sizes of battery packs (12V, 24V) were heated by heater strips to trigger thermal runaway and fire. Water mist with different flow rates, ABC powder, type D dry chemical, and water mist with F500 additives were used as the fire suppression agents. Multiple thermocouples were installed on the battery packs to measure the temperature evolution during the tests. The results indicated that the water mist with F500 additives is the most effective suppressant among the agents tested. Dry chemicals, however, do quench the fire for a moment, but cannot prevent re-ignition of the battery since they do not provide enough cooling. The findings of this paper can be used to develop safer battery fire suppression techniques in mining environments.

Several years ago I wrote a comprehensive paper 'entitled, "Future Trend of Bulk Carriers" dealing with the principle dimensions of vessels and how they can be predicted; then with loading and unloading of large carriers, especially considering various designs of "Self Unloaders". Since writing the paper, many large bulk carriers were basically built along the, predictions made. Maximum size today is in the 150,000 DWT class, with few exceptions, which are combination carriers (ore-oil) or OBO's (oil-bulk-ore) in the 200-250,000 DWT class in the same paper, many references were made cautioning engineers not to design ports which could be "obsolete tomorrow", however, these were not always followed. Nevertheless, during the past few years many modern ports were built signaling the beginning of a new area of "Super Ports". Super Ports can be built for various reasons, most important to provide transfer stations where bulk material is received from large carriers then transferred to smaller vessels or barges for distribution. Obviously, opposite movement of bulk commodities can justify the building of "Super Ports", however, these are not as difficult to build for many reasons. The Material Handling Industry has developed efficient means of unloading smaller vessels or barges with continuous-type unloaders and has mastered the art of storing, reclaiming, and moving large quantities of bulk material to high-capacity shiploaders. Nevertheless, the industry has failed to design and market efficient ship unloaders which in any way could match the presently attainable shiploading rates. For these reasons, it is considerably more difficult to build "Super Ports" for incoming rather than outgoing bulk materials with large bulk carriers. The purpose of this paper is to elaborate on problems affecting high-capacity, continuous ship unloaders, especially involving large bulk carriers. For better understanding, some references will be made to the smaller, continuous barge or ship unloaders, but only as the principles affect the larger units. This chapter deals with the Mine Safety and Health Administrations's (MSHA] concern and obligations with regard to asbestiform minerals. Asbestiform minerals are defined as the magical group of hydrated, silicate minerals that possess a fiberlike structure capable of being woven into cloth. Their unique combination of properties, such as resistance to heat and chemical attack, high tensile strength, and flexibility was recognized centuries before Christ. Pausanias, the early Greek geographer, speaks of golden lamps, made about 430 BC, with in- combustible wicks of Carpathian flax. The Ro- mans used asbestos as cremation clothes to con- serve the ashes of deceased persons of rank. Charlemagne had an asbestos table cloth that he used to pass through fire to clean (Lanza, 19381. Early recognition of the health hazards associated with exposure to asbestos was documented in the first century by Pliny the Elder, a Roman naturalist, and Strabo, a Greek geographer. Both wrote of slaves with sickness of the lungs, whose occupation was that of weaving asbestos into cloth. This concern for the health of asbestos workers disappeared over the ages. Today, with the use of modern technology, asbestos products have been greatly exploited. The asbestos output has increased over a hundredfold in the past 70 years. World production has jumped from 454 t/y (500 stpy) in 1900 to 4.5 Mt/y (5 million stpy) in 1978. An increase in health problems for asbestos workers accompanied this increased usage. However, it was not until the modern era that the association of asbestos with chronic respiratory disease was rediscovered. Reports were published at the turn of the century documenting the effects of asbestos exposure on textile workers. One such report in 1907 by H.M. Montague Murray described the post mortem findings on a 34-year- old carding machine operator. Murray de- scribed the lungs as showing extensive diffuse pulmonary fibrosis spicules of asbestos. Subsequently, more reports of pulmonary fibrosis following inhalation of asbestos were published, including an epidemiological study of asbestos miners in 1930 (Merewether and Price, 1930), at Thetford, Que., Canada. This study took place at the mine 52 years after large-scale mining of asbestos had begun. But, the cancer- producing potential of asbestos was not established until 1949 when a report by Merewether in England described an excess of cancer of the lung and pleura [the lining of the lungs) among individuals dying from asbestosis (Merewether, 1949). In the past decade much attention has been focused on asbestosis, mesothelioma, and bronchogenic carcinoma, as the three major biological effects associated with asbestos ex- posure. Parenchymal and pleural asbestosis is a fibrosis in the substance of the lung with thickening and often calcification of the membranes lining the thoracic cavity. Mesothelioma is a malignant tumor of the membranes lining the thoracic or abdominal cavities, and bronchogenic carcinoma is a cancer of the lung tissue itself. These diseases occur in various degrees and combinations. The severity and occurrence of these biological effects are directly influenced by conditions such as dose response relationships, intensity of exposure, duration of exposure, lapse of time since initial exposure, and cigarette smoking. Numerous studies indicate that the relationship between these conditions and the incidence of disease is proportional. Congress has recently concluded (Congressional Record, 1979) that, "exposure to asbestos fibers has been identified as significantly in- creasing the incidence of cancer and other severe or fatal diseases such as abestosis." Congress conveys its concerns for the safety and health of the nation's miners through the Federal Mine Safety and Health Act of 1977 in which it gave MSHA the authority to set safe
