On June 14, 2023 Jay Dee Contractors’ Tunnel Boring Machine (TBM) “Phoenix” holed through and completed mining the second drive of the I-75 Segment 3 Storage and Drainage Tunnel. Completion of the tunnel came only after overcoming several challenges, including a groundwater intrusion event which deposited thousands of cubic yards of wet ground material into the tunnel. This paper will discuss the events which delayed completion of the tunnel by over nine months, the risk management and construction approaches assumed by the Design-Build team during bid, several challenges faced by Design-Build teams when building stormwater resilience tunnels using traditional Department of Transportation standards, and recommendations for improving risk allocation and proposal documents for future similar Design-Build tunnel projects.

The European climate and energy framework for 2030 is highlighting the reduction of man-made CO2 by increasing the use of renewable energy to mitigate climate change. In this spirit, Germany has decided to erase the coal use as an energy source by 2038 completely. Inevitably, this strategy promises a feasible, responsible, and sustainable post-mining management, because 200 years of coal mining have created numerous challenges necessary to tend to once the mining ends. Thus, the Research Institute for Post- Mining (FZN) at the TH Georg Agricola University in Bochum, Germany, has developed a holistic approach to meet these postmining challenges including further expertise present at our university. Here, the four strategic research pillars are (1) technical geoecology and hydrogeology to avoid and mitigate risks underground, (2) geomonitoring to evaluate and protect the surface, (3) industrial heritage preservation and engineering to secure and reuse brownfields such as mine sites, and (4) economic transformation planning of mining regions to enable a prosper future for generations to come. In all efforts, we aim to achieve the fundamental goals of the UN to deal with the resources of our planet responsibly and sustainably. Furthermore, we are synergizing increasingly with national and international networks in the interest of social, economic, and environmental stakeholders.

"The United States’ supply of critical minerals has been a concern and a source of potential strategic vulnerabilities for U.S. economic and national security interests for decades (for example, see Strategic and Critical Minerals Stockpiling Act, 1939). More recently, with the rapid increase in the types of materials being used in advanced technologies (Fortier et al. 2018a), and geopolitical events surrounding the supply of rare earth elements (Ting and Seaman, 2013), among other developments, the critical minerals issue has again achieved a high level of visibility within the U.S. government (Executive Order 13817 (2017)).In this paper, the U.S. Geological Survey (USGS) provides an overview of its ongoing focus on critical minerals through the agency’s core competencies in mineral information, mineral resource assessments, geologic and topographic mapping, geophysical surveys and mineral resource research. Aspects of the multifaceted critical minerals issue addressed here include:• Identifying minerals that meet the definition of “critical” provided in Executive Order 13817.• U.S. net import reliance for critical mineral raw materials.• Current status of domestic critical mineral resource assessments.• Current status of topographic and geologic mapping, and geophysical survey coverage of the United States.• The Earth Mapping Resources Initiative (Earth MRI) to support future critical mineral exploration.• Critical mineral potential of waste streams from extractive industries.Identifying minerals as criticalU.S. government agencies and other organizations use a number of existing definitions and criteria to identify a mineral or mineral material as critical, strategic or otherwise important. The executive order defined a “critical mineral” to be “(i) a nonfuel mineral or mineral material essential to the economic and national security of the United States, (ii) the supply chain of which is vulnerable to disruption, and (iii) that serves an essential function in the manufacturing of a product, the absence of which would have significant consequences for our economy and national security.” This definition is broadly consistent with that defined by the National Research Council (NRC, 2008) and may be summarized as “essential in use” and “subject to disruption of supply.” Virtually all of the dozens of critical minerals studies conducted since the 2008 NRC report have used some variation of this same definition (Hayes and McCullough, 2018)."

Florida Power and Light is the fifth largest investor-owned electric utility in the country. It has a service territory that covers 35 counties, or 28,000 square miles, 2.5 million customers, and serves 5.6 million people. The total installed capacity is 13,470 MW, generated by four nuclear units, 36 oil and/or gas fired units, and 48 gas turbine units. Traditionally, FPL has been an oil-based utility. In 1979, this dependency on oil became obvious when 42 million barrels of oil were burned during the year. At that time, it was also projected that, based on the current estimates of customer growth and available generation capacity through 1990, FPL's residual fuel oil consumption would increase from the 1979 level of 42 million barrels (6.7 million m3) per year to approximately 55 million barrels (8.7 million m3) per year by the mid-1990's. Concern over this was further aggravated by the fact that it was difficult to estimate both the price and quantity of fuel oil that would be available over the next decade since changes in the world market, decisions by oil producers and refiners, and international political developments would all affect the availability of oil. Also, at that time, the price of residual fuel oil had increased drastically, and there was no reason to think that these prices would soon stabilize. Thus, oil back-out became a primary objective of FPL and since then, FPL has been actively investigating ways to decrease fuel oil consumption.

Introduction In October 1983, Rio Algom Ltd. decided to develop the East Kemptville tin deposit. This decision was the result of intensive geological and metallurgical evaluation work, as well as careful studies of environmental and marketing aspects. The property is located about 54 km (34 miles) northeast of Yarmouth, Nova Scotia, near the village of East Kemptville. Geology The geological setting is a granitic intrusive at the contact with metasediment. The tin mineralization is in the form of cassiterite (SnO2), which is about 80% tin. Sulfides are associated with the deposit containing silver, copper, and zinc, which are recoverable as byproducts. The mineralization is associated with quartz veins and greisen alteration. In the center of the deposit, the zones are so close together they have the appearance of a massive or porphyry type deposit. Ore Reserves The mine plan is based on 56 Mt (62 million st) at 0.165% tin. Up to the ninth year, mill feed will average about 0.2% and lower grade material will be stockpiled. In later years, the average grade will be 0.16% tin. A 0.08% cutoff grade is planned for the entire 17 years of production. East Kemptville is a relatively low grade tin deposit, and only a combination of favorable circumstances has made it economic. • The ore body is situated at, or very close to the surface, permitting mining by open-pit methods at a very low stripping ratio. • The tin occurs in relatively large crystals that allow for good recovery by gravity techniques. • It is ideally located in a well-settled area, with all essential infrastructural requirements already in place. • The positive and cooperative response from various governmental agencies involved are encouraging. Mine Plan The mine plan incorporates an initial pit, followed by three expansions to the ultimate pit. Mining will be at 14 kt/d (15,000 stpd) and will include 9 kt (10,000 st) of ore plus 5 kt (5,500 st) of waste and low grade. After five years, the mining rate will increase to 21 kt/d (27,500 stpd). It is planned to drill vertical 165-mm (6.5-in.) blast holes on a 6-x 6-m (20- x 20-ft) pattern. Bulk slurry explosives will be used to break the rock. Loading will be with hydraulic shovels into 70 t (77 st) haulage trucks. The trucks will deliver the ore to a 13 x 20 m (42 x 65 ft) gyratory crusher, where it will be crushed to 150 mm (6 in.). Secondary and tertiary cone crushers will be used to further crush the ore to 13 mm (0.5 in.). Process Design Tin extraction technology is practically unknown in North America, but Rio Tinto Zinc, which has a 53% ownership in Rio Algom, is involved in tin production in the UK. Rio Algom has used this experience and expertise in metallurgical evaluation work and in tin-related aspects of plant design. Mineralogical and metallurgical test work have been performed, both on laboratory and pilot plant scales. Mineralogical work was done largely in the UK, the laboratory test program was carried out at the Lakefield research facility in Ontario, and pilot plant work was conducted in Australia. This program has resulted in significant improvements in recovery and concentrate grades, over best projections that could be made before this work was carried out. Concentrating Process The concentrator is being designed to process about 9 kt/d (10,000 stpd). The first step is to reduce the size of the ore to -700 µm (-24 mesh) in a rod mill/ball mill grinding circuit. The ball mill will operate in closed circuit with high capacity banana-type screens. The screened product will be deslimed to 30 µm (560 mesh) with cyclones, then passed over the pri-

A booster fan is an underground ventilation device installed in the main airstream to handle the total quantity of air circulated to one or more working districts. It is installed in a permanent stopping and equipped with airlock doors, a monitoring system and interlocking devices between the main fan and the booster fan. When adequately installed, a booster fan can be used to reduce the main fan pressure, reduce leakage and decrease the power consumption. However, an inadequate installation can increase the likelihood of mine fies and recirculation of air contaminants. This study identifies hazards associated with the operation and maintenance of booster fans. It analyzes the accompanying risks and recommends control measures to reduce those risks to acceptable levels. The ventilation network of an existing coal mine was updated to include a booster fan. The hazards associated with the operation of this fan were identified, the risks analyzed and the esponse to each failure mode established.

INTRODUCTION With each passing year, the general public becomes increasingly aware of the potential hazards associated with many products and services previously considered unharmful. This new consciousness is especially evident in the workplace, both as the result of advances in scientific understanding and the influx of concerned, responsible professionals into the labor movement. For example, data produced by epidemiologists doing retrospective mortality studies which related mortality to toxic substance exposures has often been the prime motivating factor behind reductions in exposure standards. This certainly has been the historical case with many radiation exposure standards, including the limitations set for "Working Level" exposure. The concept of "Working Level" was introduced in PHS Publication No. 494 as a result of both the difficulty in relating radiation units to biological effects and the complexity of interaction of radon daughters with the physical environment. WORKING LEVEL One working level is defined as any combination of radon daughters in one liter of air that will alternately release 1.7 x 105 MEV of alpha energy during decay of 210pb (RaD). Its usefulness is that working level can be readily measured in both the field and the laboratory. Because of this, existing occupational exposure standards for radon daughters in both the U. S. and other countries use working level as their basis. In the U. S., the last twenty years has witnessed a significant reduction in radiation exposure standards from 120 working level months to 4 working level months per year. New international standards are being proposed that would be only slightly higher than these current U. S. standards. POTENTIAL EXPOSURES TO RADON DAUGHTERS The universal use of nuclear power, along with the transfer of nuclear technology to developing nations, has significantly increased the demand for fuels. As a result, uranium mining operations have expanded and increased numbers of miners are regularly exposed to radon daughters. In addition to potential exposures in uranium mines, other deep mines such as tin, gold, platinum and tungsten, also have potential exposures due to the distribution of uranium and its accompanying radium throughout much of the earth's crust. The energy crisis has also prompted interest in general population exposure to radon daughters in buildings. Many homeowners, using additional insulation and caulking to seal cracks and conserve energy, have reduced indoor ventilation to the point where working level exposure could become significant, especially in homes with unventilated crawl spaces. In fact, several serious exposure situations have occurred where mine tailings were used for building materials. MEASUREMENT TECHNIQUES Historically, rapid and convenient measurement techniques have been actively sought to improve the ability of ventilation engineers to limit mining exposures through ventilation control. A number of measurement techniques have been developed, including the Kusnetz method (further elaborated by Shalaynev) and techniques developed by Rolle and Tsivoglou. All, however, suffer from similar handicaps that prevent their usefulness in the mining environment. Their main limitation, in terms of minimizing employee exposure, is the elapsed time from the start of sampling until the results can be calculated. It is usually 40 to 90 minutes. This time delay presents both serious economic limitations as well as the potential for exposing workers to high radon daughter concentrations until calculations are completed and corrections made. Further reducing the utility of the Kusnetz and Tsivoglou techniques is the need for tedious calculations that increase the possibility of human error along with the need for cumbersome sampling equipment that is not ideally suited to the mining environment. INSTANT WORKING LEVEL METER To alleviate these problems, the idea of an Instant Working Level Meter was conceived by several groups. Several such instruments were proposed, built, and tested with disappointing results. Although the concepts behind them were sound, the instruments simply failed to measure working level without excessive distortion. In addition, their cost was relatively high, gamma background presented a problem, and sophisticated computations were necessary to determine working level. In short, these systems lacked the design engineering that would make them suitable for the demands of a mining environment.

Discussion by F.W. DeVries Comments on natural cyanide attenuation. The paper by Botz and Mudder in the November 2000 issue of Minerals and Metallurgical Processing had one disappointing aspect. Table 1 (p. 229) failed to include a significant species - neutral copper cyanide (CuCN). This compound has been most trouble-some in many plant-scale cyanide cleanup processes, includ- ing acidification-volatilization- reneutralization (AVR), hy- drogen peroxide cleanup and air/SO2 cleanup. It has also plagued many pilot efforts to use ion-exchange (IX) resin technology. This author elucidated the concept that, under some conditions, copper cyanide failed to precipitate out of treated effluents and appeared to exist as a filterable colloid that reported as copper and cyanide, with the latter measured as WAD (weak-acid-dissociable) cyanide in that analytical method. The concentrations measured were very near the levels of 0.2 ppm, often the regulatory limit for WAD cyanide. The copper concentration, using the 1 : 1 ratio for this com- pound, would then be more than 0.4 ppm, which could also be unacceptable. We discovered that it was unsafe to assume that the Cu(CN),- would surrender both cyanide ions simultaneously and allow cupric copper to be removed subsequently as, say, cupric ferrocyanide (Hatchett's Brown). This compound could be ignored as safely as the "iron blues," as essentially an inert solid, stable in geologic time if not exposed to sunlight. Under poorly controlled oxidation of the cyanocuprite ions (copper with four, three or two cyanides complexed to the copper), CuCN could well be formed and could not be assumed to precipitate out as a solid. The authors of the paper, by failing to include the CuCN species in their model, may have left users of the model prone to ignore the possible occurrence of the colloidal(?) form in the discharge, thus finding an effluent that failed to meet regulatory limits. (See addendum below.) This somewhat ephemeral material may well have been responsible for some large-scale failures of cyanide destruction technology to succeed at sites in North America and elsewhere. Two specific references alluding to this occurrence may be found: Griffiths et al., 1987, "The detoxification of gold-mill tailings with hydrogen peroxide," Journal of the South African Institute of Mining and Metallurgy, September, p. 282. DeVries, 1989, "Improved understanding in detoxification of cyanide leach liquors using peroxide" Rand01 Gold Conference, Sacramento CA, p. 15 1. It is advisable for workers in this area of cyanide removal or recycle to avoid assuming that CuCN will, with certainty, precipitate out of solution, or that the dicyanocuprite ion will part simultaneously with both cyanide ions and allow cupric copper to be dealt with by other reactions. One further piece of work may be incomplete. That is, a definitive study of the long-term behavior of CuCN that does precipitate when exposed to other compounds present in neutralized tailings. Addendum. The extremely complex reaction of cupric ion on cyanide- which, of course, results in oxidation of cyanide to cyanate, probably through the intermediate stage of forming cyanogen [(CN)2] from oxidation of HCN with its hydrolysis to cyanate and cyanide ion - involves two cyanide moieties and the reduction of the cupric ion back again to the cuprous state. This, then, can form the CuCN potential "solid" that was already the undesirable species. In cyanide cleanup, with either air/SO2 or hydrogen peroxide, copper is generally employed as the catalyst, so it is unclear what happens when the CU(CN)2-1 is ultimately exhausted. Introduction Deep open-pit mines invariably affect the local and regional hydrologic systems. Pit dewatering, occurring during mining operations, puts an obvious hydrologic stress on these hydrologic systems. However, post-mining hydrologic impacts resulting from the pit refilling with groundwater following the cessation of mining activity can also be significant. The prediction of the rate at which the post-mining pit will fill with groundwater is a critical aspect of assessing the long-term hydrologic impacts. Numerical groundwater flow modeling provides a method for predicting the groundwater refilling rate of the pit. The rate at which pit "lakes" fill depends on several factors: •the rate and duration of pit dewatering; •the depth and size of the ultimate pit and •the pre-mining hydrologic regime. These factors can be incorporated into a detailed numerical groundwater flow model that can then be used to assess the effects of dewatering and post-mining recovery on the local and regional hydrologic systems. A sufficiently detailed, numerical groundwater model provides the oportunity to: •account for complex geology near the pit; •assess the impact of active pit dewatering and •predict the long-term impacts of post-mining groundwater flow into the pit. A detailed groundwater model incorporating these items has been developed and applied at an operating open-pit mine. Developed by Durbin and O'Brien (1987), the three-dimensional, finite-element, groundwater flow model was used to represent the hydrologic system of an approximately 253-km2 (98-sq mile) area surrounding the pit. Historical groundwater elevation data, stream flows and meteorologic, geologic and geophysical data were used to establish the dimensions and initial conditions for the model. Steady-state conditions, representing the pre-mining local and regional hydrologic systems, were simulated using the initial conditions incorporated into the groundwater model. The groundwater model was then utilized to simulate various dewatering programs, to predict the filling rate and the groundwater depth in the ultimate pit once mining activities are complete and to assess the long-term impacts on the regional groundwater flow system. Development of pit lake model Groundwater modeling efforts were completed in two phases. The first focused on pit dewatering activities, while the second phase concentrated on the post-mining effects on the hydrologic system. The final estimates of groundwater elevations calculated during the pit dewatering simulations were used in predicting the post-mining recovery of the hydrologic system. The groundwater model was also modified prior to the second phase to account for the volume of rock removed during mining activities. To account for the actual volume of rock mined, the geometry of the post-dewatering model grid was modified to approximate the final pit geometry. The depth and width of the ultimate pit were divided into eight idealized stages that represented significant changes in the bench geometries. These eight stages were then introduced sequentially into the model according to the predicted water elevations within the pit. In this way, changes in the volume and depth of water within the pit were accounted for through time. Once the ultimate pit geometry was accounted for in the model, it was necessary to assign new hydraulic characteristics to those parts of the model grid (elements) that represented excavated rock. The solution of the numerical model requires that finite hydraulic conductivity values be assigned to the portion of the groundwater model that represents excavated rock. Therefore, the calculated groundwater elevations differ, somewhat, between the edges and the center of the open pit. These model-calculated water elevations at the edge and in the middle of the open pit represent the elevation of water that would occur in the pit lake. To minimize the error in the estimated level of water within the pit lake, the hydraulic conductivity was increased to a value that would: •minimize the predicted difference between the groundwater elevations across the open pit and •produce a numerically stable solution. Specific storage is the hydrologic parameter that accounts for the water produced by compaction of the aquifer matrix. To predict the groundwater volume that would flow into the ultimate pit, this parameter was assigned a value equivalent to the compressibility of water. This value of specific storage reflects the post-mining groundwater storage occurring as an open body of water. Additionally, a specific yield of 1.0 was assigned to the pit elements to represent the 100% porosity of the open pit. In

As the mining industry faces times of change, new challenges arise to ensure raw material supply for the younger and future generations. Different scenarios are currently shaping the way we mine and teach mining engineering. Led by an increasing demand for raw materials, net zero requirements for improving long-term operation performance, technological advancements such as automation and digitalization, safety improvements, environmental considerations and a need for social acceptance, mining is pursuing to change and adapt to these requirements at a faster pace. Such changing times raise new concerns, one of the most relevant is the lower number of students interested or enrolling in mining engineering and related fields leaving mining engineering as one of the less preferred career options between the younger generations. Nonetheless, it is essential to continue addressing and supplying the skill sets that are suited to the contemporary and future mining industry. To this end, globally, academia is currently undergoing several initiatives such as curricula updates and adaptation, up skilling, improving teaching practices and techniques, including e-learning techniques, enhancing industry-academia and inter-university collaboration, and much more. In countries like Australia, where mining plays a crucial role in the economy, the need for curriculum updates is more pressing than ever. As the mining industry evolves with new technologies and sustainable practices, there is a growing demand for a workforce skilled in these modern approaches. Recognizing this necessity, universities such as the University of New South Wales and Curtin University have taken significant steps to revamp their educational programs. By updating their academic offerings, both universities aim to equip graduates with the necessary skills to drive innovation and sustainability in mining, supporting Australia’s development as a leader in this critical sector. Moreover, the selection of topics that drive curricula update and the focus of the research institutions in mining engineering must extend beyond mere technological and technical aspects to include social and ethical dimensions. In this context, the Universidad Nacional de Colombia, in association with the Colorado School of Mines, has introduced the topic of Humanitarian Engineering (HE) in 2020. HE is a socio-technical approach that focuses on developing engineering solutions that promote the sustainable development of communities addressing their basic needs and aiming to improve their quality of life (10, 18). By focusing on sustainable development, community engagement, and equitable resource distribution, HE helps the industry build positive relationships with stakeholders, reduce conflicts, and foster social license to operate. As the mining industry seeks sustainable and socially responsible practices, future engineers require training in this area to understand the broader impacts of their work, fostering a mindset that prioritizes community well-being and environmental stewardship alongside technical proficiency.

With the advent of faster micro-processors, the use of numerical methods to simulate complex fluid dynamic phenomena in three dimensions for use in design has become prevalent in the automotive, and turbo-machinery industries. The Computational Fluid Dynamics (CFD) method divides the region of interest into small control volumes which form the mesh representing the physical characteristics of the problem, and uses the finite volume method to intergrate the equations for the conservation of mass, momentum, energy and species over each control volume. Recent developments in CFD software expedite mesh generation, and enable the use of unstructured grids, comprised of tetrahedral volumes in three dimensions and triangular areas in two. CFD more accurately represents complex geometries and allows for relative movement of meshes enabling simulation of multiple moving bodies. 'ibis paper presents two examples of how CFD simulation can be used to assess mine and tunnel ventilation problems formerly addressed by application of analytical solutions which were developed assuming ideal incompressible conditions. CFD simulation is used to evaluate the impact of varying the airflow in a descentionally ventilated airway on the layering along the roof of smoke and hot gases resulting from a vehicle fire. Control of the smoke layer is required to enable safe egress from the vehicle, particularly if the vehicle is for personnel transport, and to ensure control of the fire contaminants throughout the ventilation system. The airflow required to prevent layering against the ventilation direction, calculated from the Bakke and Leach relations (Bakke and Leach, 1962), is compared with the CFD simulation results. An evaluation of the pressures, generated as a vehicle enters a tunnel portal, using CFD simulation, is also presented for unflared and flared portal configurations. These simulation results are compared with predictions derived using an analytical method which assumes one-dimensional and incompressible flow. Results of the CFD simulation are presented in an animated video format. SIMULATION OF BACKLAYERING In designing a ventilation system for a transit tunnel, the ability of the ventilating air to control and prevent backlayering of smoke and hot gases resulting from a vehicle fire is of prime concern. The buoyant nature of hot smoke causes it to rise relative to the colder, fresh air provided by the ventilation system. If the vehicle fire occurs in a descentionally ventilated tunnel, the smoke may tend to move upgrade in a layer above the incoming ventilation airflow. The layer may become thick enough to engulf a substatntial part of the tunnel cross-section upgrade of the incident that comprises the evacuation route. This effect is termed "backlayering' and it is similar to the development of methane layers in mines for which most studies related to backlayering have been done. Prediction Techniques Analytical A number of studies have been conducted (Bakke and Leach, 1962) to define the characteristics of this phenomena and as a result have produced relations which are used both in the mine and transit ventilation fields to define the air velocities required to control layering. In the transit industry the air velocity required to prevent the backlayering phenomena from occuring during a vehicle fire is called the "critical velocity" (Associated Engineers, 1975) and is dependent upon a number of factors: tunnel height, cross-sectional area and grade; ambient air temperature and density; and the heat release rate of the fire. Common practice in transit ventilation design is to provide an airflow which meets or exceeds the critical velocity. In order to determine whether or not the critical velocity can be achieved with a particular ventilation system, a one-dimensional simulation of the tunnel network is typically performed using programs such as the Subway Environment Simulation program (SES) originally developed in the late 1970's (Associated Engineers, 1980). The results obtained from SES are compared to the critical velocity to determine the adequacy of the ventilation system. Computational Fluid Dynamics For the backlayering simulations, a commercial CFD code which has been used successfully in a wide variety of engineering applications, was used. It provides numerous options for modeling laminar and turbulent flows, multiple turbulence models, definition of multiple species and chemical reactions between them, a variety of boundary conditions (including constant pressure and constant velocity inlets) and the ability to apply user-defined FORTRAN subroutines. The underground ventilation system at the Waste Isolation Pilot Plant (WIPP) provides for the unparalleled ability to ensure the safety of the workers, the public and the environment. Although small spatially, the system can vary the airflow from 31.2 to 217.1 m3/s (66,000 to 460,000 cfm). The system can automatically incorporate HEPA filtration in the event of radioactive contamination. Remote-capable regulators individually control the four main splits, and they can be adjusted from the surface if necessary. A ventilation remote-monitoring and control system provides real-time information. Future areas of concern include DPM compliance, system psychrometry, logic-based real-time mine-ventilation simulation and automation using PLC technology. This paper discusses the evolution of this system.

A multielement extraction system is being used successfully to provide essentially interference-free geochemical analyses to aid in gold exploration. The Methyl isobutyl ketone-Amine synerGistic Iodide Complex (MAGIC) extraction system separates Ag, As, Au, Bi, Cd, Cu, Ga, Hg, In, Mo, Pb, Pd, Pt, Sb, Se, Sn, Te, T1, and Zn from interfering geological matrices. Quantitative extraction of these elements is accomplished over a broad range of acid normality, making it possible to economically determine all 19 elements from a single digestion or leach solution. The resulting organic extracts are amenable to analysis by inductively coupled plasma atomic emission spectroscopy (ICP-AES) and flame atomic absorption spectroscopy (FAAS). For many years the principal shortcoming of ICP-AES was the complex spectral and stray-light interferences that were caused by the extreme variability of components such as Fe. Na, and Ca in common geological matrices. The MAGIC extraction allows determination of the extracted elements with enhanced sensitivity, from a virtually uniform matrix, by ICP-AES and FAAS. Because of its simultaneous multichannel capabilities, ICP-AES is the ideal instrumental technique for determining these 19 extracted elements. Ultratrace (sub-part-per-billion) determinations of Au and many of the other extracted elements can be made by graphite furnace atomic absorption spectroscopy (GFAAS), following back stripping of the extracts. The combination of the extraction followed by stripping of the organic phase eliminates 99.999% of potential interferences for Au. Gold determination by GFAAS from these extracts under the specified conditions yields a fourfold improvement in sensitivity over conventional GFAAS methods. This sensitivity enhancement and the interference-free matrix allow highly reliable determinations well into the parts-per-trillion range.

10.1 I~RODUC1'ION In order to understand the effects of surface subsidence due to underground mining on the ground water hydrology, a brief introduction to the rate, direction, and general pattern of ground water movement in aquifers is necessary. Ground water movement in an aquifer is controlled by aquifer lithology, structure, permeability, water levels, topographic set¬ting, and pumping patterns (Sgambat et al., 1980). Fig. 10.1 shows an idealized flow pattern of ground water in a hilly terrain (Coe and Stowe, 1984). The hill is made up of a series of interbedded permeable aquifers (mostly sandstone) and confining units (mostly shale). Since sandstone is porous and permeable, ground water moves through it downward and laterally until it reaches the interbeddings of the confining unit immediately below. The ground water then moves laterally along the interbeddings, be¬cause the confining unit is less permeable, and comes out as springs on the surface at the intersection of the aquifer and the confining unit. If there is a ground water table in each aquifer, it is a perched water table (e.g., right side of Fig 10.1). On the other hand, if the ground water recharge is larger than can be drained out, the interbedded permeable aquifers and confining units will be filled with water and a ground water table will exist only at the uppermost permeable aquifer. This is the semi-perched water table (e.g., left side of Fig. 10.1). There are three ground water flow systems: shallow, interme¬diate, and deep. Shallow flow systems occur near the land surface and the surface drainage system. The flow depth ranges from a few to several hundreds of feet with a resident time of a few weeks to a few years after entry, depending on the permeability of the rock strata. In a shallow flow system, the drainage coincides with sur¬face run-off water divides. Intermediate flow systems occur in minor hills some distance away from surface drainage. The travel distance ranges from several hundreds to several thousands of feet, the travel time from several months to tens of years. These systems are less dependent on seasonal recharge or discharge. In deep flow systems, the ground water travels from thousands of feet to miles, and transfers between surface basins. The travel time ranges from several tens to several hundreds of years. The systems generally receive recharge over a large area on major mountains and dis¬charge into major stream systems. 10.2 CASE STUDIES There are two ways of monitoring water wells for studying the effects of dewatering due to underground mining, i.e., water level and piezometric level. The water level is the water elevation in a water well that has penetrated two or more aquifers. Thus it indi¬cates the combined flow of all the aquifers that the water well intersects during the time of measurement. The piezometric level is the level to which water rises in a piezometer cased to a specific aquifer, and coincides with the pressure level of water in that aquifer. Therefore piezometric level reflects the water condition in that particular aquifer to which it is confined, while the water level represents the total yield of a water well without regard to the source of water. For instance, if a water well intersects two aqui¬fers, and if the lower aquifer is affected by undermining and goes dry while the upper aquifer does not, the water level in the well will drop, but may never go dry. Under this condition, the data obtained by monitoring the water level do not indicate the true behavior of the individual aquifers, especially if they are located at widely separated heights. 10.2.1 WATER LEVEL EFFECTS The effects of underground mining on ground water flow have been the subject of many investigations (Booth, 1984; Coe and Stowe, 1984; Owili-Eger, 1983; Rauch et al., 1984). However, the problems are very complicated, as have been exemplified by the conflicting conclusions reached by various investigators in var¬ious case studies. The most dramatic examples were described by Coe and Stowe (1984). In the first case (Fig. 10.2), the coal seam was 5 ft thick with cover from 400 to 800 ft deep. The majority of water supplies came from a sandstone aquifer in most ridge tops. When the face of the Panel No. 3 passed under it, dug well WW-1, which was approximately 670 ft above the coal, went dry, while the water level in Borehole B- 1, which was located at the center of Panel No. 4 with the bottom reaching the coal seam, also dropped about 160 ft. In Panel No. 5, the developed spring DS-2, which originated from the surface of the sandstone/shale contact and was approximately 750 ft above the coal seam, stopped when the face passed under it. The water level in the dug well W-2, which was dug into the shale about 700 ft above the coal seam dropped about 22 ft, but the well did not go dry. Therefore, nearly every spring or well located above or near the active panels was affected by longwall mining. In the second mine (Fig. 10.3), the seam was 5 ft thick with cover from 200 to 400 ft thick. Dug well DW-2, the bottom of which was 35 ft deep and approximately 330 ft above the coal seam in a perched sandstone aquifer, went dry right after the longwall passed under it. Drilled well W-3, in the sandstone aquifer, about 220 ft above the coal seam, experienced a 75-ft drop in water level when the face was under it, but showed some re¬covery after the face had passed under it. Ponds P- I and P-2 were developed in shale bedrock and were spring fed. They were not affected by longwall mining. Pond P-3 was developed in the sand¬stone aquifer, and its water table showed some decline when the face passed under it. Spring ST-1, which originated from Pond P-1 and was fed from several tributary valleys, was affected by longwall mining, probably because it passed across the panel edges where tension cracks drained off the water. Although the overbur¬den in case 2 was about half of that in case 1, the majority of water resources were not affected by longwall mining. Coe and Stowe (1984) attributed this discrepancy to: (1) a higher percentage of clays, shales, and claystones, resulting in a lesser degree of inter¬connected fracturing, and (2) a less rugged topography resulting in a less localized ground water flow system. Therefore, in order to assess the effects of underground mining, the premining ground water flow patterns, topographical, lithological, and meterological conditions must be known. Booth (1984) also monitored the ground water effects of a longwall mine (Fig. 10.4) in a seam 5 ft thick and 300 to 800 ft deep. There were three major aquifers: Morgantown sandstone approximately 30 ft thick and 630 ft above the coal; Saltsburg sandstone of up to 50 ft in thickness and 520 ft above the coal; and

HISTORICAL BACKGROUND The American Concrete Institute defines shotcrete as "mortar or concrete conveyed through a hose and pneumatically projected at high velocity onto a surface." This definition thus includes what is traditionally known as gunite, which is a pneumatically applied mortar. In mining practice, the term shotcrete is restricted to pneumatically applied concrete, and this differentiation will be used in this chapter. In 1914, following the invention of the mortar gun in 1907, then chief engineer of the US Bureau of Mines (USBM) George Rice developed the gunite process for underground test work at the USBM facility at Bruceton, PA. After World War I, gunite was used extensively in American mines and was also utilized for underground civil works such as the San Jacinto tunnel in California. The greatest development was in Europe where, as early as 1911, gunite was successfully used as an overlay for deteriorated tunnel linings. In 1951, the Swiss firm Aliva developed a pneumatic gun capable of handling coarse aggregate, thus making possible the first use of shotcrete at the Maggia hydropower development. Initially, shotcrete was used to reduce manpower requirements for forming and placing conventional concrete. However, by 1954 Sonderegger was reporting that the structural advantages of shotcrete were derived from its flexibility and from the fact that it could be applied almost immediately after the opening had been made. The incorporation of wire mesh into the shotcrete led to the new Austrian tunnel method or NATM. The use of shotcrete in American mines has been implemented more recently. This delay seems to be due to previously unsuccessful experiences with gunite as a structural material and to the US reliance on wood or steel supports in main-line haulageways. The long experience with the apparently more substantial rigid supports led mine operators to be reluctant to accept the new and seemingly unrealistic lighter shotcrete support. APPLICATION REQUIREMENTS Shotcrete is a relatively new material for use in underground support systems. Consequently, experienced miners are not always available who are capable of applying the material effectively. Shotcrete, particularly in the small cross sections typical of mine shafts or haulageways, is applied in cramped quarters under less than ideal conditions. Adequate lighting should be made available. The surface should be clean and free of running or dripping water. It may be necessary to collect flowing water in plastic pipes or water collection devices. Any dry cement dust from previous shotcrete applications should be washed from the surface in order to assure a good bond. The US Bureau of Reclamation (USBR) while shooting test panels at the Cunningham tunnel in 1974, found that experienced shotcrete operators were able to obtain up to three times greater compressive strengths than were obtained by unskilled operators using the same equipment and shotcrete mix. ENVIRONMENTAL AND SAFETY REQUIREMENTS Since sodium and potassium hydroxide, as well as other moderately toxic compounds, are often contained in shotcrete (particularly where accelerators are used), safety precautions must be taken to prevent skin and respiratory irritation. Nozzlemen and helpers are required to wear gloves, protective clothing, and ventilation hoods with a filtered air supply. Respirators approved by USBM, equipped with chemical filters that will not pass the caustic mists, may be permitted in lieu of hoods if goggles or safety glasses are worn. Protective ointments are available to reduce skin irritation. All air and shotcrete feed hoses should be equipped with safety-type couplings and secured with safety chains at each coupling to prevent whipping in the event of a hose or coupling failure. Some environmental effects can take place down-stream from the development face being supported. The accelerator compounds, as well as the portland cement used in the shotcrete, will be found in the rebound material which falls to the invert of the heading. Since these compounds may be leached from the rebound material and carried by the drainage system, it may be necessary to install neutralizing or other water treatment facilities. Investigations may find that the final reaction with other compounds being leached from the mining operations may result in a more or less environmentally acceptable end product. USES OF SHOTCRETE General Uses Shotcrete, as a combination of cement, aggregate, and accelerator, is utilized for underground openings such as shafts, adits, haulageways, and service chambers for the following general purposes : (1) primary sup¬port; (2) final lining; (3) protective covering for excavated surfaces that are altered when exposed to air (the protective covering may be of a temporary or final nature); (4) protective covering for steel or wooden supports, rockbolts and rockbolt plates, heads, nuts, and other mats, including wire fabric, used to prevent rock-falls; and (5) as a lagging material in place of timber, steel, or concrete between steel or wooden supports. These applications can be grouped into three general use categories: shotcrete used as a rock sealant, shotcrete used as a safety measure, and shotcrete used as a structural support. Use as a Rock Sealant Thin applications of shotcrete can reduce or prevent slaking of shales or other rocks that are altered when exposed to the wetting and drying cycles created by mine ventilation circuits. While shotcrete may be effective in preventing such rock alteration, at the present time it is not as economical or efficient as other commercial sealants. However, if the sealant property can be incorporated into the structural support capability, the added contribution is usually helpful. GENERAL DESCRIPTION Shrinkage or shrinkage stoping refers to any mining method in which broken ore is temporarily retained in the stope to provide a working platform and/or to offer temporary support to the stope walls during active mining. Since ore "swells" when broken, it is necessary to shrink the muck pile a corresponding amount by draw¬ing some of the broken ore out as the stope is advanced-hence the name. Broken ore retained during stoping is drawn out after the stope has reached its limits. The stope may be left empty or may be filled with waste contemporaneous with, or subsequent to, the final draw. Traditionally the method implies conventional overhand stoping methods with miners working between the muck pile and the stope back, in a space which advances updip with mining and is maintained by balanc¬ing "swell" with "shrink." The shrinkage classification is also applicable to so-called "semishrinkage" methods in open pillar-supported stopes where broken ore is temporarily retained as a working platform but offers no wall support; and to various blasthole shrinkage methods which utilize broken ore temporarily retained in the stope for wall support, but which do not require miners to work from muck pile in the stope. The method is generally applied to steeply dipping veins of strong ore between strong walls. APPLICATION Geometry The geometry of a shrinkable vein is described in terms of dip, width, and regularity along dip. Overall strike and dip dimensions and irregularities along the strike generally impose no restrictions on the method. Dip is ideally 1.2 to 1.5 rad (70 to 90°). As dip falls below 1.2 rad (70°), the shrinkage draw begins to strongly favor the hanging wall side, thus leaving a poor working platform for conventional overhand work. This is particularly true in relatively wide stopes. The sup¬port afforded to the hanging wall also diminishes with decreasing dip, reaching nil as the dip approaches the repose angle of broken ore. Dips below 0.78 to 0.87 rad (45 to 50°) are not generally shrinkable except by open stope "seinishrinkage" methods. Minimum mining width is fixed by working space requirements in the stope-generally about 1 m. Shrink¬age in narrower veins requires that waste rock from one or both walls be broken with the ore and the attendant dilution accepted to achieve the minimum width. Nar¬row stopes are less suitable, encouraging hang-ups and bridging of broken ore, with the attendant problems of erratic draw and incomplete recovery of broken ore. Maximum practical width may be 3 m or less to over 30 m, depending upon the competency of the ore and its ability to stand unsupported across the stope back. This is a vital safety consideration in conventional over¬hand stopes, but is much less of a factor in blasthole shrinkage methods. Very wide veins and massive ore bodies have been mined by transverse vertical shrinkage panels separated by transverse vertical pillars which are either abandoned or recovered later by other methods. Regularity along the dip is a prerequisite of shrink¬age as there must be no serious obstruction to the flow of broken ore downward through the stope to the sill level. Gentle rolls along the dip are acceptable if the local footwall dip everywhere exceeds 0.78 to 0.87 rad (45 to 50°). Off-dip hanging wall and/or footwall splits can generally be mined selectively from a conventional shrink stope as they are encountered without ad¬versely affecting subsequent continuation of shrinkage mining updip on the main vein. Vertical offsets or major rolls along the dip which cannot be "smoothed over" generally require that a sublevel be established with new draw control development. Blasthole shrinkage methods are much less flexible (and thus less selective) in their ability to accommodate any of these irregularities. Ground Conditions The wall rock must be strong enough to stand with the minimal support afforded by the dynamic mass of broken ore in the stope. During active mining, local sloughing from the walls is restrained, but the broken ore affords little, if any, useful resistance to closure of the stope walls. Such squeezing, if present, may bind up the stope and cause the loss of much ore. Pillars left between and/or within stopes are effective in preventing closure but reduce overall recovery. Walls may be re¬inforced by bolting after each stope cut in conventional shrinkage but not in blasthole shrinkage. Ore in place must be strong enough to stand with no natural support across the stope width, although tem¬porary artificial support or reinforcement may be used locally in conventional stopes. Some spalling or sloughing is permissible in blasthole shrinkage as men are never present in the stope. Physical and/or mineralogical characteristics of the broken ore may impose restrictions on stope design and/or operational plan¬ning, and may even preclude the use of shrinkage al¬together. Examples include: ores which, when broken, are cohesive or which tend to pack or cement together under the influence of ground water, wall pressure, and/ or chemical reaction. Such conditions precipitate er¬ratic draw during mining and often result in difficult and/or incomplete final draw; pyritic ores which oxidize very rapidly in the stopes and may generate heat, imposing a fire hazard by spontaneous combustion; sulfide ores which oxidize sufficiently in the stopes to adversely affect mill recovery by flotation; and ores (es¬pecially those containing uranium minerals) which ex¬ude radon gas and thereby impose ventilation constraints on stope design. In most cases these problems can be minimized by limiting the size of stopes, by minimizing the duration of mining activity in each stope, and by promptly drawing each stope empty following comple¬tion of mining.

The effective staffing of personnel in a new concentrator facility is a key factor in the success of the operation. By selectively recruiting quality individuals, a company is in a strong position to build a positive work ethic which will become an integral part of it's culture. And culture, which is a set of standards that all employees work to uphold, is that intangible as- set that often determines whether or not a company will survive during difficult economic times. Recruiting and placement of personnel in a concentrator facility requires an emphasis on planning. Management must carefully analyze the following elements when designing a hiring plan: 1. Number of positions 2. Hiring schedule (timetable) 3. Critical positions 4. Lead-time for trainee posit ions 5. Characteristics of the ideal workforce This presentation will focus on a proven system that is efficient (and yet simple) for achieving a new concentrator facility's manpower requirements. IDENTIFYING THE STAFFING NEEDS As previously stated, the key to staffing is planning. Management will find that a basic manpower chart will provide the hiring schedule to meet deadlines. In fact, this system begins with a manpower chart (Figure 1). The chart basically works in reverse of the hiring requirements: the last scheduled hire is the first job on the list. This approach ensures that the company will not find itself compressed against the facility start-up date. A cardinal rule in recruiting a workforce is to allow sufficient time to orient and train employees to the procedures and culture of the system. Problems in selection of personnel begin when the hiring program is short-circuited for timing reasons. The quality of employee selected invariably suffers accordingly. The second section is the key to the success of the manpower program. This is the latest date by which a formal recruiting effort must begin in order for the hire date to be met. Leadtimes are usually as follows: 1. 90 days for company transfer positions 2. 60 days for experienced new hire positions 3. 30 days for trainee positions

Hydrometallurgy has a well-known and established role in the production of manganese metal (1) and manganese compounds, including battery grade manganese dioxide (2). Also, several leaching processes have been developed and applied at various times for the recovery of manganese from low grade ores (3). Recently, interest in the hydrometallurgy of manganese has been stimulated by the problems presented in the processing of sea nodules (4). Fumes and dusts from the ferro-manganese furnaces also offer a potential field for the application of manganese leaching techniques (5). In treating low grade manganese ores a major requirement of the leaching process is that it should dissolve manganese from a mixture of manganese and iron oxides. The most selective reagent for this purpose is ammonium carbamate applied after preliminary pyrometallurgical reduction of the ore (6). Since soluble carbamate complexes of the postulated type (7) are formed by both manganous and ferrous, but by neither manganic nor ferric, ions, selectivety of manganese leaching is achieved by control of the reduction operation to yield, essentially MnO and Fe304? A potential improvement to this two step process would be to simultaneously reduce and selectively leach the manganese in one hydrometallurgical operation. This possibility has been experimentally studied and the results are described below. "In the 1990’s metal prices were trending in a long term decline and the usual cost cutting exercises were adopted. Cuts to research and development made innovation difficult and the outlook was grim. But necessity is a strong motivator, and these conditions spurred the Mine-to-Mill movement which optimised across organisational “silos” and utilising new technology tools, innovative software and increased computing power. Many applications of Mine-to-Mill exploited the fact that comminution is usually the site processing bottleneck, and that blasting is more efficient at breaking rock than grinding. This approach sought to: • Understand and characterise rock breakage from mining to the mill • Develop models and simulators for blast design, fragmentation, crusher and mill circuits • Develop tools to measure in real time the particle size distribution of rocks on conveyors and Run of Mine (ROM) muckpiles • Ensure effective communication across the silos between geologists, blast design engineers, mining engineers and metallurgists These methods and the technology tools available in the 1990s were widely adopted at numerous sites around the world with significant benefits. SAG mill throughput increases of 10-20% were common. This was the advance the industry desperately needed. It was low capital cost; it was obvious. It was here to stay. Except, in too many cases, it didn’t. In the minerals price boom of the 2000’s Mine-to-Mill was no longer necessary to “survive”, even though it was still good business. Some operations, including some of the early success stories, slipped back to old habits of optimising within organisation silos instead of across them. Fortunately, other operators still embraced Mine-to-Mill and developed new techniques. Mine to Mill was still successful, but it not as widely adopted as we had expected it to be.Now the boom has ended and operations are again under cost pressure. Since these are the same circumstances that created Mine-to-Mill, it seems time to achieve the wider adoption. Since the 1990s many new or advanced technology tools are available for Mine-to-Mill projects: blast-hole sensors, new explosives formulations, new blasting techniques and modelling, ore tracking devices, improved image analysis to determine size, texture and colour of coarse ore, grade sensors, whole-stream simulation tools, even more powerful computing hardware and data analysis software. If we could achieve so much in the 1990’s, how much more can we achieve today when we have the same imperative, the same potential and a larger number of high technology tools?"
