The "Old Reliable" four million pound blast in March of 1972 marked the opening, as far as is known, of serious efforts to commercialize the In Situ concept. That was a coyote shot, and it was followed by three blasts at McAlester Fuel's "Zonia" operation which were surface hole shots. As the only individual who had a principal part in all four shots, it seems to be appropriate to present experiences in the developments and evolutions of the in Situ method of ore extraction. Some of the problems will be described, along with proposals for management of such projects in the future.

The United States Forest Service, as a land managing agency, is responsible for the surface administration of National Forest lands. The basic objectives of management are protection and utilization of renewable resources such as water, forage, timber, wildlife, recreation, and clean air. Much of the National Forest land in this country is open to mineral prospecting and development. When large de-posits of minerals are extracted from the forest environment, especially by surface methods, there are oftentimes conflicts between accepted mining methods and the objectives of other resource management goals. Such is the situation in Southeast Idaho where several members of the phosphate industry are operating on and adjacent to the Caribou National Forest. In 1966, the phosphate industry and the Caribou National Forest became mutually concerned with the problems of rehabilitating mined areas and minimizing potential damage to adjacent forest areas. A Cooperative Administrative Study was initiated with industry supporting the Forest Service financially and with equipment, material, and manpower, as well as interest and enthusiasm. The objectives of the study are to provide basic, applicable information pertinent to: 1. Protecting the quality of water emanating from mined water-sheds. 2. Providing for soil stabilization on mined areas. 3. Returning mined areas to surface resource production. 4. The feasibility of making mined areas esthetically acceptable. It was concluded that the following separate--yet intergrated--fields should be studied in order to obtain the desired information:

When systematically compared to other engineering fields, mining engineering is distinctive in 1) having a total systems concern. 2) dealing with encumbered space and 3) requiring full spectrum practice. The total systems concern results from having to design and then co-ordinate in space and time several major systems: excavating and bulk handling, ground control, life support and normal support. This requirement favors a generalist rather than a specialist approach. In coping with encumbered space especially in underground coal mining, the uncertainties of geologic conditions are compounded by tightness, roughness, remoteness and hazards. Into this difficult setting the total systems * complex is "stuffed," adding congestion and interference. Because of significant ground deterioration a flexible "rapid in-out" approach is usually vital to mining. Full spectrum practice arises from the need to manage, as well as to plan and design, a labor intensive operation. Since market conditions can also fluctuate most aspects of administration are needed in many respects, mining engineering functions relative to civil engineering in a way similar to industrial to mechanical engineering, with encumbered space being crucial. On this basis stress is placed on: 1) personal relations, 2) field work and 3) entrepreneurship, viewing time as money. Specific recommendations for improving engineering, safety and management and leadership are made. Since most new deposits are marginal, by applying these recommendations with high technology they could possibly now be mined on a widespread basis.

The measurement principle of the Coulter Counter for particle size analyses is described. The application of the Coulter Counter to cement particle content and size analysis and to the size distribution of clinker from standard grindability tests are described. Methods of calibration, sample preparation and data reduction are presented. The results of the analyses obtained are compared with characteristics associated with performance showing both concordance and non-concordance of test data., Future uses of the Coulter Counter for particle size analysis in research and plant control adaptations are indicated.

Metalliferous sediments and/or saline brines have now been discovered in numerous sea floor deeps along 900 km of the axial rift zone of the Red Sea (Fig. 1). The Atlantis II Deep remains the most interesting of the the brine deeps both in terms of intensity of submarine hydrothermal processes and in terms of potential economic importance. In fact, successful completion of a pre-pilot mining test in 1979 indicates that the Atlantis II Deep may become the first deep sea base metal sulfide mine (Mustafa and Amann, 1980). Under the most optimistic scenario, the Atlantis II Mine might be established 4-6 years after completion of a year long pilot mining test in 1983-84. If established, mining would produce about 100,000 tons per day of wet mud with about 200 tons per day contained zinc, and proportional amounts of Cu and Ag. Expected mine life would be about 15-20 years (Anon., 1981). In addition to direct economic importance, the Red Sea brines and metalliferous deposits provide significant insight into exploration for sea floor brine-related ore deposits and for analogous ancient deposits. In this paper I will concentrate on the economic potential of Red Sea deposits and sea floor exploration for brine related deposits, but some ramifications of relevance to ancient deposits are extant.

The adsorption behavior of silver in ammoniacal solutions on to activated carbon has been studied. The parameters affecting the adsorption of silver on to activated carbon included temperature, agitation speed, concentration of cations and anions as well as that of ammonia. It was found that the adsorption of silver from ammoniacal solutions was dependent upon the initial silver concentration in the solution and other factors. The recovery of silver from ammoniacal solutions was found to be not so effective as the case with gold reported earlier. The adsorption rate was relatively slow overall, despite a rather fast initial adsorption. The apparent activation energy for the adsorption was measured to be 30.2 kJ/mol. It was believed that the kinetics of the silver adsorption on activated carbon was limited by a mixed control mechanism.

Common methods of controlling gob gas in U.S. nines are by means of ventilation of gob areas and gas drainage through surf ace boreholes. Costs of drilling surface gob holes increase as deeper coalbeds are mined. Where gob holes cannot be drilled because of topography, ventilation is the only means of control. Even then, sufficient air may not be available to dilute methane in the bleeder entries to acceptable levels. Thus, new methods of gob gas control need to be developed that are independent of surface topography, and of the mine ventilation system, and less costly than present systems. Except for slight variations in procedures and equipment, Great Britain, West Germany, France, Belguim, Poland, and Czechoslovakia use a common methane control method that is different from the system generally used in the United States, This Bureau of Mines paper reviews European mining methods, mining conditions, and methane control technology and discusses their applicability to U.S. mines.

However, for each of these; education, training, technique, and experience are necessary for a long, continuous, successful relationship. Success, no matter how obtained, is easier to defend than almost success, regardless of the education or the degree of refinement of the seeker. Similarly, investment dollars are more readily available to a successful, uneducated and unscientific practitioner than to his beginning or unlucky professional counterpart.

Geological interpretations generally require projections from direct observations at the earth's surface. Crustal projections include mineral deposits as well as the geochemistry of the crust and its fluids, structure and tectonics. Drilling offers opportunities for verification of the required projections, and is thus a required step in furthering crustal understanding. Like any new science, the direct observations that drilling provides commonly generate major surprises and stimulate totally new ideas. Drilling is costly. There are many critically important scientific problems with societal and potential economic benefits in mineral deposits which have not been drilled because the holes are difficult to justify as economically sound risks for private capital. Such holes, however, are highly justifiable research goals for government because of the significant new opportunity for ore deposit insight and exploration that they afford. The earth science community is prepared with excellent drilling projects for research in mineral deposits.

Early flotation dealt primarily with the bulk concentration of sulphide minerals or the separation of one sulphide from another and was referred to as oil flotation because oils and fats were used as reagents. The separation or concentration of one nonmetallic mineral from another developed later with the use of fatty acids. Fatty acids are organic acids present usually as glycerides in tall oil and oils of fish, peanut, cottenseed, soya beans and ethers of veg¬etable and animal origin. Some, of these oils and their derivatives were used by the Phoenicians as early as 600 B.C. in making soap, and the use of such reagents in mineral dressing is referred to as "soap flotation". The first use of oleic acid for the recovery of minerals was the early agglomeration process.' The coarse particles of ore, from 1/16 to 1/4 inch diameter, were coated with large amounts of soap or oil and after screaming from the gangue were recovered by screening, hydraulic or table classification. In 1886, a patent was issued to Mrs. Carrie Everson in which the essential feature was the constituted commingling of pulverized ore, fat or an oil, either animal, mineral, or vegetable, for the purpose of effecting .a. union of the free metal or metallic portion of the ore with such admixed material whereby the same may be changed in subsequent separation of quartz or other rock therefrom by washing or other suitable means. The patent mentions the use of red, cotton seed, caster, sperm and linseed oils, In the early use of collectors the amount of oil for froth flotation was often 2 to 6 per cent by weight of the ore rather than pounds per ton.

"From June 16 to 19, more than 1,400 tunneling and underground construction professionals gathered in Chicago, IL for the bienial Rapid Excavation and Tunneling Conference (RETC). There, they were greeted by a full technical program and an exciting exhibit hall that provided a comprehensive look at the world’s bustling tunneling and underground construction industry.The successful conference was a reflection of the industry itself, which is to say, busy. As much of the world has begun to focus on creating a cleaner and greener environment, the global tunneling industry has seen an uptick in infrastructure projects move from design-build to construction phase. With a global shift away from the use of fossil fuels, major cities around the world are looking to increase public transportation options, which leads to the need for more transportation tunnels. And as urban populations continue to grow, the need for clean water calls for more tunnels, and as urban footprints continue to expand, the need to increase and update combined sewage overflow tunnel grows with them.During two and a half days, more than 20 sessions covering all of these topics were presented at the Hyatt Regency in Chicago, many to packed rooms in which every seat was taken and people were standing along the side and back walls.RETC is a biennial conference and one of the largest in the North America for the tunneling and underground construction industries. As such, it hosts a robust exhibit floor. This year 172 vendors occupied 205 booth spaces. The exhibit included everything from tunnel boring machine manufacturers, like Robbins and Herrenknecht, to the companies that supply all kinds of parts and services to the industry."

The Chinese energy and mineral industries are readying themselves for a period of dynamic transition, unprecedented in the country's long and sometimes turbulent history. The transition comes as a result of the government's new program of "Four Modernizations" in its agricultural, defense, industry, and science and technology sectors. The announced program is generally considered by Western observers to be a moderate, pragmatic approach to get China on the road to industrial parity with Western nations by the year 2000. The game plan calls for integration with the West to beef up Chinese know-how and the purchase of foreign technology to supplement areas where China lacks the ability to do so itself. While the role of energy and minerals is not specifically mentioned in the program, it was made clear to ME that China realizes the basis of any sustained modernization program is tied closely to the health of its minerals sector. Various published reports have indicated the existence of an already vibrant energy and minerals sector with world rank production in coal, iron ore, tin, antimony, cement, pyrite, asbestos and tungsten to name just a few. For the most part, except for the export metals, the primary focus of China's production has been on fulfilling domestic needs. Now the new initiatives are aimed not only at self-sufficiency, but also on propelling the country's natural resource clout into international prominence. With a mineral resource base that is considered by many westerners a potential bonanza, China's new long march toward modernization will be an exciting adventure, well worth watching. Big Projects Spark Excitement China's renewed commitment to a more liberal program is as much a desire to "walk on its own two legs" as it is a backlash from the frustrating years that followed the Cultural Revolution of the 1960s and early 1970s. Much of the early excitement was initiated by China's Premier and Party Chairman Hua Guo-feng in speaking to the fifth National People's Congress (NPC) in 1978. Here, Chairman Hua presented the Communist Party's 10-year blueprint for economic development. Specifically, the Party's plans called for completion of 120 large-scale industrial projects by 1985. "INTRODUCTION In recent years, there has been increasing focus on environmental and social impacts of the extractive industries, climate change and resource scarcity. The concept of the circular economy aims to replaces the “take-make-dispose” economic model with one that eliminates waste of all kinds and is restorative by design. Such closed-loop systems implicitly aim to reduce the quantity of primary extracted materials entering the economy, thereby affecting supply and demand dynamics, hence mining industry economics. For the metals industry, the ability to engage in, or adapt to the circular economy can be heavily affected by industry structure and geographical factors. Eco-efficiency initiatives that reduce waste and environmental impact may help the mining and metals industry align with some of the goals of the circular economy. This paper focuses on base metals, and explores case studies in copper, lead and zinc. It analyzes primary and secondary metal production, and recycling. It examines company structures and how these affect engagement with the circular economy. CIRCULAR ECONOMY PRINCIPLES Ellen MacArthur Foundation (2012) describes the circular economy as “an industrial system that is restorative or regenerative by intention and design”, which “replaces the ‘end-of-life’ concept with restoration”, and “aims for the elimination of waste through the superior design of materials, products, systems, and, within this, business models”. The concept is systems focused. For materials such as metals, a series of loops are considered, including maintenance of devices, reuse, refurbishment and recycling. Potential methodologies to achieve circular economy outcomes include disassembly and reassembly of manufactured goods, leasing rather than buying major appliances, and converting to renewable energy sources. The circular economy is partially aligned with the principles of eco-efficiency, which relate to reducing the environmental impact per unit of a material produced. PRIMARY AND SECONDARY METAL PRODUCTION Base metals (copper, lead, zinc and nickel) are essential ingredients in modern economies and are key commodities produced by the global mining industry. Metal production can be categorized as primary or secondary. Primary metal comes from the processing, smelting and refining of metal content extracted from ores, while secondary production comes from metals recovered from recycled streams (e.g. recycled lead-acid batteries, copper wire scrap, etc.). Metals are stored in natural, anthropogenic in-use and anthropogenic waste stocks. An example of the stocks, flows and processes associated with global copper extraction and use is shown in Figure 1."

A resource of 134,400,000,000 tons of minable trona and mixed trona and halite underlies an area of about 1,300 square miles vest of Green River, Wyoming (Culbertson, in preparation)(Figure 1). In 1982, the total domestic consumption of soda ash (refined trona) was 6,667,000 short tons (Kostick, 1983), approximately 90 percent of which came from Wyoming trona. This enormous resource occurs in the Wilkins Peak Member of the Creen River Formation (Eocene). The Green River Formation is derived from sediments deposited in a large lake (Lake Gosiute) that occupied the Green River Basin in south-western Wyoming 38-54 million years ago. The Wilkins Peak Member represents a restricted, evaporite-rich cycle of deposition during which time the trona deposits were formed. A total of 42 trona beds are known, of which 25 are of sufficient thickness and extent to be considered minable (Culbertson, in preparation).

A 16.5-kt/day underground molybdenum mine is being developed at Questa in Northern New Mexico by Molycorp, Inc., a wholly-owned subsidiary of Union Oil Company of California. Construction of the underground mine began in 1979, and first production is scheduled for early 1983. A gravity block caving method has been selected for mining the ore. Access to the mine will be through a service shaft, development shaft, and a conveyor decline. The shafts are being sunk under contract and the conveyor decline is being driven by Molycorp. The driving of the decline began in February, 1979 with a 10-man mining class. By the first of May, enough men had been trained to begin a continuous operation and by March 1, 1980 the face had reached the 1500 m mark. The heading is being driven with trackless rubber-tired equipment using a three-boom drill jumbo, 2.7 m3 LHD units and 7.3 m3 trucks. Ground support has been by rock bolts and wire mesh, followed by Fibercrete. A 16.5-kt/d underground molybdenum mine is being developed at Questa in northern New Mexico by Molycorp, Inc., a wholly-owned subsidiary of Union Oil Company of California. The new $200-million underground project will revitalize mining and milling activity at Questa, where small scale underground mining first began in 1920. Large scale open-pit mining was initiated in 1965 but now, because of the high stripping ratio, surface mining is being phased out. Construction of the underground mine began in 1979, and first production is scheduled for early 1983. The company expects full capacity - 9 Gg of molybdenum per year - to be reached in 1984.

The availability of concentrated brines rich iodide, bromide, chloride, sodium, magnesium and calcium ions has led to extensive chemical manufacturing operations in Michigan. The brines, ranging 1,000 to 8,000 feet below the earth's surface, are the remnants of ancient oceans which periodically covered and receded over the land area which is now Michigan. After pumping the brine to the surface, iodine and bromine are extracted via an oxidative process. Iodine and bromine find application in catalysts, disinfectants, flame retardants, oil field fluids, film, and gasoline additives. Addition of alkalinity to the brine precipitates magnesium hydroxide, used in high quality refractories needed for steel manufacture. The brines are also the country's primary source of calcium chloride, employed in ice and dust control.

The Bureau of Mines was created in 1910 by an act of Congress and subsequently directed to: "...conduct inquiries and scientific and technologic investigations concerning mining, and the preparation, treatment, and utilization of mineral substances with a view to improving health conditions, and increasing safety, efficiency, economic development, and conserving resources through the prevention of waste ..." Under this broad charter, the Bureau's responsibilities have changed and grown from an almost exclusive concern with coal and coal mine safety to the present emphasis on a full spectrum of mineral producing and consuming problems. In the past 30 years, the domestic consumption of coal, oil, gas, metals, and industrial minerals has more than quadrupled, in parallel with the rapid and enormous growth in industrial production. Of the scores of metals and nonmetals essential to the Nation's progress and security, many are scarce and difficult to wrest from domestic sources. Reserves of some ores are dwindling. Available ore resources are becoming leaner and more difficult to treat. In recognition of this many faceted problem, the Bureau has engaged in a continuing quest for new and improved technology to enable economic exploitation of marginal minerals and fuels, to find substitutes for minerals in short supply, and to create better materials to meet the expanding and diverse requirements of the growing economy. The current central concern of the Bureau is focused on meeting projected fuel, metal, and mineral demands at the lowest real cost by recovery from available resources by new and improved technology that minimizes waste, hazards, and social and environmental problems.

Forecasting mined grade variability from exploration information is a challenging task in mine planning. For effective planning of activities such as workplace scheduling, ore grade quality control etc. development of realistic numerical/simulation models of in-situ variability from exploration information is an essential first step. Geostatistical conditional simulation (GCS) is one of the well known methods to develop these simulations. Recently, stochastic fractal models based on the assumptions of scale-in variance and self-similarity have been used for developing simulations of several natural phenomena. It has been suggested that these models might permit generation of short-scale variability information from exploration data with greater fidelity when the data satisfies the attendant assumptions. In this paper the stochastic fractal models are reviewed and their relationship to geostatistical variogram models is examined. A comparison of the two simulation techniques has been per-formed using coal sulfur data from a mined out coal property. The results of this comparative analysis are also presented in the paper.

The world's biomass with its species-specific ability to concentrate metallic elements must provide one of the dominant concentration and transport systems for such elements. Given that about thirty elements are now considered bio-essential, for all these biomass may control their environmental behavior. Life appears to be present in almost all places where liquid water is present at temperatures near 100°C or below. In the surface environment a very large array of simple minerals are produced in living cells and such processes can lead to economic concentrations. Because of the specific nature of bioconcentration of elements, in all environments where biomaterials accumulate, interesting metal concentrations may occur or the molecular fragments from bio-degradation may allow specific metal transport and concentration. The scale of biological-inorganic interactions on our planetary surface is still inadequately appreciated.
