First Majestic Silver Corp’s La Encantada Silver Mine is a producing mine with a capacity of 3,000 tonnes per day. The La Encantada team is currently constructing two small-scale caving mines, including the San Javier breccia caving mine. The new mine is constructed within a mineralized breccia body composed of clasts of varying sizes and with very poor rock quality. Due to this poor rock quality, primary and secondary supports are required to support both the development and production stages. Since the proximity of the new mining levels to existing old workings, correct selection of the support system and proper production controls, instrumentation, and monitoring are very critical to maintain the stability of the pillars and fortification elements. An increased ground deformation due to the load transfer during the production stage is expected. This report reviews the primary and secondary support elements used in the different stages of mining, the monitoring of ground deformation, and the steps taken to analyze and visualize the collected data in order to enable the geotechnical team to manage caving stress and maintain pillar stability. INTRODUCTION First Majestic Silver Corp. (“First Majestic”) is a Canadian mining company focused on silver production in Mexico that operates six producing silver mines, including La Encantada Silver Mine (“La Encantada”). First Majestic acquired La Encantada in 2006. La Encantada is located in the northwestern portion of the state of Coahuila, in northern Mexico, in the municipality of Villa de Ocampo. The mine lies in the northern part of the Sierra Madre Oriental physiographic province. The mine location is shown in Figure 1. La Encantada is a producing mine, with a mill processing capacity of 3,000 tpd, and a 4,000 tpd capacity cyanidation leaching circuit equipped to process fresh underground ore and old tailings amenable to be reprocessed. The mine is currently employing several mining methods, including overhand cut and fill for narrow veins, small mantos, and other minor deposits. A subset of caving methods are applied on the larger, but weak, mineral deposits, such as at the San Javier breccia and La Prieta breccia. La Encantada consists of vein, manto, breccia pipe, and chimney deposits with concentrations of silver, lead, iron, and zinc in oxidized mineralization enclosed by calcareous sedimentary formations of Cretaceous age. At deeper levels, there is sulphide mineralization in skarn with zinc and silver concentrations associated with a granodiorite intrusion.

This paper describes research and development efforts leading to a wet process for the beneficiation of Western talc ores in which the values are primarily present as soft, platy talc mineral. The mineralogy of the ore, as it relates to the logic of utilizing an uncomplicated, attrition-scrubbing sedimentation process is described. Bench-scale laboratory testwork and a pilot-plant test program are described. The pilot-plant program included production of several tons of products. The thickened talc slurries were very difficult to dewater prior to the drying step. Dewatering difficulties were overcome by use of a high-speed centrifuge. The centrifuge cake was dried either by tray, flash or spray drying. The successful use of one high-grade talc product as titanium dioxide extender in paper is discussed. The talc product has extremely low abrasion values, an important characteristic for minerals used in paper manufacture. It is concluded that this wet process for soft talc ores is capable of producing high-purity talc products for paint, paper, cosmetics and other industrial uses re-quiring very pure soft talc.

Apart from a usable product and good 'mining conditions, the greatest asset for a profitable coal mining organization is an effective mine maintenance program. The first step in achieving this is to have good mechanics-or men who want to be mechanics and are interested in knowing more about the design and control of the machines in their charge. A good mechanic's knowledge and ability result from ambition, curiosity, and determination. Starting with these qualities, the aspiring mechanic can launch his career by learning all he can about mechanics, electricity, and hydraulics. Though the path is rough, the end result is rewarding. Mining machinery probably receives as much, if not more, abuse as any other heavy equipment in use today. Considering the conditions under which much of the repair work must be done, it is essential that the mine operator has the best men and tools to perform the work. Mining machines, from their inception, have utilized the electric motor; and down through the years of mechanization, this power source has undergone many changes to better adapt it to the job. The first motors used were direct-current (d-c) motors since d-c power was the most economical power source for mining at the time of early mechanization. These motors were large open-type machines which are seldom used in modern mining. Because of the mine environment, the d-c motor has been reduced in size to better suit the application in mining machines and is now manufactured with dust-tight or explosion-proof enclosures. The d-c motor is constructed with either (or both) series and shunt fields located on the stationary part of the motor (stator) and- an armature coil wound on the rotating part of the motor (rotor). Power is supplied to the armature by brushes which are held stationary and make sliding contact with the armature. The brushes requires regular and careful maintenance because worn or defective brushes will cause heat or arcing which can destroy the motor. D-c motors can be used as d-c generators when mechanical power is supplied to them by the rotating shaft. In the case of a locomotive, this principle is used in dynamic braking. The momentum of the locomotive drives the motor and generates d-c power. The power is regulated with resistors and provides opposition to the motion of the locomotive.

The stability of mine roofs in permafrost zones is determined mainly by temperature and ice content. The deformation resulting from creep and temperature dependent physical properties of frozen rockmass is the dominant component of total deformation. Roof bolts can consolidate the roof and control its deformation. In this paper, a finite element model for analysis of the effects of roof bolting in a frozen rockmass is presented. The model includes the variables normally encountered when analyzing the effects of roof bolting in rocks. It also accounts for properties unique to frozen rockmass, creep deformation and the change in Young's modulus with changing temperature. The model shows that, as bolt spacing decreases, there is a trade-off between increased roof stability from increased mechanical support and decreased stability from increased conduction of heat into the frozen roof. This result was expected, and shows that, for a given set of rockmass conditions, including ice content, temperature, particle size, etc., there is an optimum bolt length and bolt density for minimum roof deflection.

The Surface Mining Control & Reclamation Act is a complex piece of legislation signed into law on August 3, 1977. It is the culmination of more than six years of debate by the Congress over the need for a national regulation of surface mining as opposed to the prior concept of regulation by each concerned state. It departs from the more normal type of law in that it includes very specific requirements, limitations and performance standards. In its procedural aspects, it is somewhat similar to the Clean Air Act and the Water Pollution Control Act in that it places primary responsibility at the state level, provided the state meets minimum national requirements. At the time of writing this paper, in late December 1978, the Interim Regulatory Program has been in effect for seven months. The proposed regulations for the Permanent Program, the draft Environmental Impact Statement, and the draft Regulatory (Economic) Analysis ware available for eight weeks before the close of the comment period on November 27. We are now awaiting issuance of the final versions of these documents. The states in which coal is mined, for the most part, have made sere revision to their state laws and are in the process of revising their regulations, or have just completed the revision, to comply with the Initial Regulatory Procedures. They are now faced with another new major effort to analyze and plan for compliance with the Permanent Regulatory Program, which is expected to be promulgated by the Office of Surface Mining of the Department of Interior by the time this paper is presented.

"Preventing machine-related injuries is one of the major safety concerns in underground coal mines. Severe injuries and fatalities occur when a miner is struck, crushed, or pinned by mining equipment such as a continuous mining machine (CMM), shuttle car, or a scoop. Proximity detection systems (PDSs) have been applied in mining to reduce these types of injuries and fatalities. All of the PDSs that are currently approved by the Mine Safety and Health Administration (MSHA) for use in underground coal mines are magnetic-field based and could be affected by metallic objects such as trailing cables. Researchers from the National Institute for Occupational Safety and Health (NIOSH) investigated the influence of trailing cables on the performance of PDSs. In particular, the magnetic field coupled from proximity system generators to a de-energized trailing cable were characterized. The results show that significant energy can be coupled from the proximity system generators to a trailing cable when there is a closed loop in the cable. The effect on PDS performance from the magnetic field radiated around an energized trailing cable was also quantified for different current amplitudes in the cable. It is shown that the magnetic field caused by the electric current in the trailing cable mainly consists of a 60-Hz signal and its harmonics which cause little interference to the PDS. The results presented in this paper can help PDS manufacturers to design better systems that are more immune to these effects. INTRODUCTION An average of 250 injuries occur every year during operation of Continuous mining machines (CMMs), and 43 miners have been killed by striking or pinning accidents involving CMMs in the U.S. from 1984 to 2015 (Mine Safety and Health Administration, 2015). In addition, there have been 10 fatal accidents involving mobile haulage equipped with trailing cables from 2000 to 2015 (Noll et al., 2017). In response to these fatalities and injuries the Mine Safety and Health Administration (MSHA) promulgated a regulation in 2015 requiring the use of a proximity detection system (PDS) on all CMMs except full-face machines and proposed a regulation in 2016 which would require a PDS on other mobile underground equipment. Current PDSs approved for underground use are magnetic-field based. The PDS contains machine-mounted magnetic field generators that create fields around the machine. The other part of the PDS is a miner-wearable component (MWC) that reads the flux density of the generators. These systems use the magnetic field strength readings from the MWC to determine whether a miner is at a safe distance from the machine. A stable magnetic field is essential for the accuracy of the system."

Water occupies a dual role in our industrial society. It is the indispensable raw material, essential to life itself. It is equally an industrial nuisance, interfering with the production of industrial minerals, making construction difficult, flooding valuable land, and generally producing problems because it is in the wrong place at the critical time. The legal position of water as a nuisance, and the counter measures to be taken, have been well established procedures for determining the responsibility for damage caused by water, and the organization of drainage districts and flood control and levee districts have been legally tested many times. Thus there is rather adequate legal doctrine concerning water, the common enemy. But recently efforts have been made to regularize the position of water as a useful, industrial, commodity. Such laws are not new to the West, where the doctrine of appropriation for beneficial use is slowly becoming the water law. Elsewhere the University of Michigan has produced a "model" water law and efforts are being made to induce all of the states to use this law, or a slight variation of it, as the basis for legislation. There are many serious criticisms of the proposed "model"-law, and the writer strongly opposes many of the provisions. But the fact remains that water is, in itself, so useful and essential that laws have been, and will be, passed to insure the orderly development of our water resources and to prevent waste. The, most important aspect of these "water-use" laws is that, wise or unwise, the existing laws and the proposed laws have been "water oriented". "Water oriented" means that it has been tacitly assumed that the beneficial use of water, either surface water or ground water, is the overriding consideration.

INTRODUCTION The Panna Maria Uranium Project is located in South Texas, between San Antonio and Corpus Cristi, approximately 10 kilometers (6 miles) north of Karnes City, Texas. The tailings disposal facilities are located immediately south of the mill area and the central portion of the west pit. The mine and mill drainage pond is located north of the tailings pond. Location of the facilities is shown in Figure 1. The tailings pond is a disposal area for mill process wastes and has a capacity for storage of approximately 9 million metric tons (10 million tons) of tailings. This capacity is adequate for approximately 10 years of milling at a maximum rate of 2,700 metric tons (3,000 tons) per day. The tailings disposal facilities were designed to essentially eliminate discharge of contaminated waters to preclude degradation of surface streams or ground water. Water levels in the ponds will be maintained. through reuse in the mill and by evaporation. WASTE CHARACTERISTICS The sources of waste that is stored in the tailings pond include runoff from the mill area and tailings from the mill processing. The tailings consist of a sand slime slurry; the percentage passing the No. 200 sieve varies depending on the ore material, and it is generally in the range of 10 to 25 percent. The tailings have a density of approximately 1.2 metric tons per cu m (75 lb per cu ft) and an average specific gravity of 2.55. The liquid effluent from the mill consists of waste solutions from the grinding, leaching, extraction, and washing circuits of the mill. These solutions have an initial pH of 1.5 to 2.0 and contain the remnants of the leaching agents used in the mill process, sulfates, some silica as the primary dissolved solid, and trace quantities of soluble metals. This liquid is discharged with the solids into the tailings pond and is diluted by rainfall and runoff from the tailings dam. Runoff from the mill area, drainage from the mine area, and de-oiled water from truck washing facilities is discharged into the mine and mill drainage pond. Runoff from the mill area drains approximately 28 hectares (70 acres) from offices, shops, the mill site, the ore pad, haul roads, and adjacent areas. Mine drainage is collected in the mine area and pumped to the mine and mill drainage pond.

The conversion to the use of commercial grade ammonium nitrate (CGAN) for use in blasting at the Utah Copper Pit of the Kennecott Copper Corporation has presented unique problems for the Drilling and Blasting Department, In order to better understand these problems, a' picture of the Bingham Pit might be helpful. Some quarter of a million tons of ore and waste must be blasted daily in order to keep thirty-eight electric shovels operating. All material is blasted by "toe holes" of 24 to 28 feet in depth, drilled from prepared drill grades and sloped so as to bottom approximately 5 feet below the bench level. Horizontal spacing of these holes averages 22 feet, with exceptions being made where faults occur in the bank. These "toe holes" are drilled by 4-inch drifter machines, mounted on self-contained mobile drill units using .3-inch starter bits and bottoming at a minimum of 2 1/2 inches in diameter, "Toe-hole" drilling amounts to about two-thirds of the total drilling. In the higher bank sections of the Mine and wherever necessary, single rows of "down holes" are drilled to 28 feet in depth and spaced, on the average 23 feet apart. These holes are also drilled by a mobile drill. "Down hole" drilling amounts to about one-third of the total drilling.

INTRODUCTION Deformation measurements are some of the simplest and most useful measurements that can be made by the mining/rock mechanics engineer in assessing the sta¬bility of openings in rock. A number of tools and tech¬niques are presently available. This chapter will de¬scribe the most common instruments, their application, and present the equations needed for data reduction. MECHANICAL STRAIN GAGE Description of Instrument A mechanical strain gage of the Whittemore type shown in Fig. I is a useful instrument for measuring deformations of pillars, sidewalls, and roofs of under¬ground mines. Measurement gage lengths typically range from 51 to 254 mm (2 to 10 in.), and the dial indicator reads to 0.0025 mm (0.0001 in.). The instru¬ment measures the deformation between precision gage points which are anchored in the rock. The anchor points are typically grouted in small holes drilled 12.5 mm (1/2 in.) or so deep into the rock. Strain a is calculated from the measured deformation AL with the equation [ ] where L is gage length. A necessary accessory for the instrument is a master bar normally made from invar steel having a low co¬efficient of thermal expansion. This bar allows one to check the instrument for changes in the mechanical zero point and to correct for temperature effects on the measuring instrument. The instrument is available from Soiltest, Inc. for a cost of approximately $340; the cost of the master bar is approximately $55; and nonreusable brass inserts which are anchored in the rock are nominally priced at $0.27 each. All prices are for 1978. Applications Two classes of applications may be considered, one where only one measurement direction is involved and the second where three measurement directions are em¬ployed. Applications where only one measurement di¬rection is necessary include: monitoring crack or frac¬ture separation or shear movement with anchor points on opposite sides of the discontinuity; measurement of vertical strain in a pillar or sidewall; and measurement of steel support deformations with anchors in the steel members. The more general application involves a strain ro¬sette consisting of three measurement directions which for convenience are oriented 1.04 rad (60°) apart to form an equilateral triangle as shown in Fig. 2. Antoine M. Gaudin was a vigorously creative man and throughout his career an internationally respected leader of his chosen profession of mineral engineering. To his professional colleagues and clients and to his former students he was both "Professor Gaudin," their wise, inspiring, and enthusiastic teacher, and "Tony," their warm and beloved personal friend. Thus, his teachings and his unique inquisitive-creative approach to problems live on and grow in the accomplishments of his students. Antoine Gaudin was born at the turn of the century in Smyrna, Turkey, where his father was general manager of a French-owned railroad. It was there that he spent his earliest years, literally in the shadow of classic marbles from diggings at the site of Aphrodesias, which his father had rediscovered. From this, Tony developed an appreciation of the arts. He eventually surrounded himself with art treasures; he reveled in the beauties of nature, and he cherished his choice collection of rhododendron and azaleas. His artistic traits led him to take up painting when his daughter, Elinor, sought his help in blending her tints for a water color. In typical fashion he was not satisfied until he had become adept with pastels in capturing the muted tones of distant landscapes and the technical properties of light and color. Unfortunately not many paintings were produced. His paternal grandfather was Marc-Antoine Gaudin, for many years secretary of the Academie des Sciences in Paris, and a well known chemist and mineralogist whose primary interests included the synthesis of precious stones. In an autobiographical sketch written in 1939, Dr. Gaudin recalled: "As a child I saw many of the original synthetic sapphires and rubies which my father had inherited. This, coupled with my father's avocation of mining ventures and archaeology, early decided that I would become connected with the mineral industry." One can speculate that the archeological activities of his father, the mineral systhesis experiments of his grandfather, and his own early studies of mineralogy and geology formed a base from which his special talents as an experimentalist were to develop. Laboratory research under Professor Gaudin's personal guidance was often an intensive, fast- moving, and exciting experience--especially to a new graduate student. Introduction The need for water is fundamental to every minerals processing operation. Though this may sound rather elementary, it is one area that cannot be over- looked. Frank C. Quinn in his paper entitled "Water Is Water Is Water" (1967) said, "but it isn't as simple as that. Very often research is slowed down and production is hampered because of a lack of appreciation for the behavior of water." The quantity of water needed for any operation is determined from bench and pilot plant testing. The quality required by the process for both fresh and reuse water is also established during these two testing phases. Quinn's statements are true whether the process involves the paper industry, the minerals industry, or any other industry. It is not the author's intent to cover water quality, quantity, or re- cycle in specific terms, but to provide the reader with a general outline of the topic with reference to several valuable sources of information. The first part of the chapter will cover several of the areas that have been de- tailed by others and also provide a list of reference sources. The references at the end of the chapter are not all inclusive but will provide a good starting point. In the second part of the chapter, a detailed description, with flowsheet illustrations, is pro- vided on the evolution of the reclaim (reuse) water system at the Tilden concentrator. Mineral Industry Water Needs Beresford and Edler (1978) surmnarized the minerals industry's need for water this way: "minerals are necessary to a modern complex technological society. The minerals industry, while its water needs are relatively minor compared to large users such as agriculture, nevertheless requires a large quantity of water to carry out daily operations from mining to final product refining." In 1973 total water use in the United States was estimated at 15.14 billion cubic meters (4 trillion gallons) for the minerals industry. Of this, about 69% was recirculated within the system. In 1982 Watt and Horton stated that the percent of recycled water in the minerals industry had improved to 73%, showing the minerals industry is an efficient user of water and that steady improvement in water recycling is something the minerals industry can look to with pride. The development of the theory of reliability creates more and more possibilities of its application in different domains of technics. The methods evolved to date, both theoretical analysis of the engineering systems and investigations techniques in practice can be put in use a d translated from one science to another one [1,3,7J . It needs to consider the specific of the different sciences. But it is necessary to take account of the specific characteristic of each line of science. The reliability investigations needs, justified in technical and economical viewpoint appear too in mine ventilation technics and systems. The mine ventilation system is a complex of workings and ventilation plants, which serve to supply the networks with a sufficient quantity of fresh air from the atmosphere and then carry off the vitiated air. The condition necessary for a ventilation system to perform definite task is the correctness of all its elements, that is a capability to preserve in a expected range of tolerance, the values of basic parameters. The element of a system which ceases to work correctly is called failed. The basic parameter of all elements of a ventilation system is the characteristic curve, pressure loss - air quantity relation ?p = f(Q) (1) This curve concerning the workings and ventilation stoppings is given by the formula: ?p = R Q2 (2) thus the resistance R (of the workings or stoppings) may be taken as a characteristic parameter. The course of this characteristic f(Q) will be given in a complex form in concern with fans, ejectors, air curtains. The failure of a ventilation plant or working is therefore an event, relying on a change of its characteristic, thus for a definite time the losses of the plant's or working's capability set in for the fulfilment of its function in the ventilation system. The failures are divided in viewpoint of their nature on sudden and progressive. We are in concern with the sudden failures which are characterised by a violent change of the ventilation element parameter for example a fall of roof, or silt up of the working, opening or failure of the ventilation stopping, the stand-off of the fan or ejector etc. We distinguish two kinds of failures on the viewpoint of their action on the air flow: the "opening" failure and "closure" failure. The prevalence of factors, which causes the failures is in connection with the intersection in the mine of roads of haulage, roads of underground transport of materials and lining elements, roads of people motion with airways, as also depends on the rock pressure reaction on the workings lining and plants placed there. Other factors will yet be decisive upon supply decay of fans, ejectors and curtains. The appearance of failure of the ventilation element is therefore of random nature and determines the change of the element, when it is passing from operating state to unoperate. Qualifying the ventilation system element to one of these states is easy, when the characteristic change is clear and occurs suddenly, that was assumed. The investigations conducted by Patrushev and Karnaukh [91 in concern with the ventilation stoppings resistance change in the case of their opening, had shown the possibility of resistance value change in the range of several hundreds higher.

A study consist in 20 column leach tests was performed for the "EI Arco" Copper ore deposit, located on Baja California, Mexico. The main purpose was to define the basic criteria like recovery and sulfuric acid consumption, for a commercial heap leach system design, to process the oxide Copper (Chrysocola) of the deposit. Leach parameters such as, amount of sulfuric acid in the cure solution, cure technique, particle size of the material, leach solution's flowrate application, leach solution's acid strength and height of the lifts, were evaluated to choose those parameters in which the results were the best ones for that particular design.

Discussion by J.L. Weeks Discussion I wish to comment on Kissell and Sacks's paper "Inaccuracy of area sampling for measuring the dust exposure of mining machine operators in coal mines." It is well established in industrial hygiene that area sampling is not an accurate measure of personal exposure. To measure personal exposure, one must use a personal sampler. Kissell and Sacks, using data from coal mining, reached the same conclusion. This is the right answer but it is the wrong question. This issue arises because the machine-mounted respirable dust continuous monitor (MMRDCM) is being considered to monitor coal-miners' exposure to respirable dust. This device may be mounted on a continuous mining machine, and it would take a modified area sample. I refer to it as "modified" because a mining machine is not really a fixed location, as is the typical area sample. The concern with whether this machine would provide an accurate estimate of the machine-operator's exposure, however, overlooks important features of the MMRDCM. Specifically, it displays dust concentration as it occurs and at the place where it is needed, not 10 days later, as is the case with the current system. Used in this way, it allows for timely intervention to control exposure to dust and it leads to greater first-hand knowledge of specific conditions and mining practices that result in excess exposure. If one knows the dust level is excessive at the time the dust is being generated, it is possible to use known and effective methods of dust control to reduce exposure. By measuring again, one can determine whether control methods have worked. This is a generic procedure followed in any industrial process: measure, adjust and measure again. It leads to more effective and more efficient dust control and is preferred to taking a sample, waiting 10 days for the results and then trying to apply that information to a situation that no longer exists. The MMRDCM also records the dust level automatically, and it runs continuously, making it harder to tamper with. Dust monitoring in underground coal mines has been corrupted by some operators having submitted fraudulent samples (and being convicted on criminal charges because of it), weakening the credibility of the current system. The MMRDCM is, in part, a response to this corruption, and an effort to focus attention on dust levels and dust controls rather than on the perpetrators of fraud. Use of the MMRDCM is an evolutionary change from the current system. With the current system, one takes a personal sample of exposure of the "designated occupation" (DO, defined at 30 CFR 70.2 (f)), the occupation regularly exposed to the highest level of dust on a section. Typically, on sections using continuous mining machines, this is the mining-machine operator. The rationale behind DO sampling rests on some of the findings that Kissell and Sacks report. They reviewed several studies that showed that dust concentration varies with location on a mining section and that there is a concentration gradient with the highest concentration occurring closest to the face. The logic behind DO sampling strategy is that if the dust concentration at the place where it is highest is below the exposure limit, then concentration elsewhere on the section is also below the limit. In this way, one will have achieved the objective or keeping dust concentration below the exposure limit for all miners on the section by measuring the exposure of only one miner. The

INTRODUCTION The placement of concrete by means of pumping is one of the fastest growing practices in the construction industry and is widely used in mining applications. In¬troduced in the United States in 1933, this method has been adapted to many aspects of the industry, especially where space for equipment is either limited or inaccessi¬ble. Concrete pumping offers many advantages over other methods of placement. Using pumping equipment, the concrete mixture can be transported in a single operation from a central mixing site to numerous forms in many remote locations, eliminating the need for rehandling the mixture and reducing the labor costs to a minimum. Pressurized pumping provides an extra mix¬ing and blending step, resulting in concrete of improved uniformity and greater density. In turn, this produces high compressive strength and increased durability. Various placement defects can be reduced or pre¬vented by pumping. The steady and even flow of the concrete minimizes the form distortion and delays caused by vibration problems that are common to fast dumping of the concrete mixes. Segregation, planes of weakness, bleeding, and surface faults are diminished considerably. Perhaps the greatest advantages of concrete pump¬ing are the distances and volumes that can be handled. Depending upon the equipment used, pumping rates of from 8 to 115 m'j/h (10 to 150 cu yd per hr) can be achieved, with a horizontal range of up to 460 m (1500 ft) and a vertical range of up to 140 m (450 ft). Theoretically, almost any concrete mixture could be pumped. However, consistency is an important consid¬eration for efficient operation. Mixes that are too wet, too dry, too hard, or poorly graded can cause difficulties that increase the costs. Similarly, mixes containing aggregate material that is over the maximum size or that is porous and highly absorptive can also result in diffi¬culties and increased costs. For the best efficiency, the mix formulation must have a well-graded sand and aggregate combination, with enough fines to provide flowability. If additional water is required for pumping, additional cement must be used to meet the design criteria of the structure. Each pump manufacturer can provide recommended mix formulations for the specific equipment furnished. Since the 1950s, many improvements have been made in pumping technology. Originally, only rigid steel pipe of 168 to 245 mm (6.625 to 9.625 in.) diam was used; today, both rigid steel pipe and flexible conduit are available in diameters of from 76 to 203 mm (3.0 to 8.0 in.). Improved pumps have been developed, and the introduction of power-coordinated booms has in¬creased the versatility of concrete pumping. The older and more conventional placement methods can no longer compete with the flexibility, efficiency, and econ¬omy of the pumping method, and continued research and development can only improve the system and expand its use throughout the mining industry. PUMPING EQUIPMENT The three major types of concrete pumping units currently available are the piston pumps, the pneumatic pumps, and the squeeze-type pumps. Table I provides a comparison of capacities, horizontal ranges, and vertical ranges for pumps of all three types. Another record year vas experienced by the mining industry as the value of nonfuel minerals production soared to $23.5 billion-up 15% from the previous year. Based on preliminary estimates by the Bureau of Mines, US mine output was the basis for about $225 billion worth of minerals-derived materials. Metal mining accounted for $8.5 billion, or 36%, of the total. Of the 22 metals produced in the US, 11 showed quantity increases, while 16 had value increases. Business Week's survey of 1200 companies (Mar. 17, 1980, pg. 81) revealed that 21 metals and mining companies had sales increases of 30% with earnings up 104%. Higher prices and increased demand for metals were primary factors behind the improved performance. The steel sector reported a 30% decrease in earnings for the year, but the slump was primarily the result of a $383-million loss for US Steel coupled with a 17% decrease in earnings at Inland Steel. Other firms did well in 1979, with earnings up 279% at Interlake and 269% at Kaiser Steel. Major obstacles facing the steel industry included substantial tonnages of dumped and subsidized imports, environmental expenditures, runaway inflation, and price controls. Turning to nonmetallic production, of the 49 commodities reported by the US Bureau of Mines, 29 had higher outputs and 39 had increased values. While production statistics may seem encouraging, government regulations continued to stifle industry efforts to develop needed new capacity. A case in point may be publication of the Environmental Protection Agency's simplified procedure to streamline five permit programs by consolidating them into one. The five included: hazardous waste management, national pollution discharge elimination, dredge and fill, underground injection control, and prevention of significant deterioration. The new procedure, published by EPA in the Federal Register, took 149 pages. AMC's J.A. Overton, Jr., noted that (MCJ, Nov. 1979, p. 39) to visually depict the complexity of the proposed regulations, Sell Oil Co. developed a flow chart mapping a path through one section. The chart required 10 days to map and two weeks for two draftsmen, using computerized drafting techniques, to plot the results. Overton said, "Perhaps the greatest service EPA has performed in preparing its proposal is to demonstrate again that federal regulations have become a complexity compounded by confu¬sion that culminates in a conundrum." While regulatory agencies promulgate new regulations, the lack of a cohesive government minerals policy remained a matter of significant importance to mine management. A non-fuel minerals study to provide input to the Administration for a national minerals policy program was a dismal shock, according to Rep. Jim D. Santini (D-NV). He said the first phase of the program, which was to identify industry problems, failed to come to grips with the hard decisions necessary regarding these problems, their impact, and their interrelationship. Santini said the report failed to acknowledge government's role in the process and absolved the government of any adverse influence on the domestic minerals industry. In response to the phase one report, eight senior mining executives testified before Santini's House Subcommittee on Mines and Mining concerning mineral supply, access to foreign sources, environmental protection, conservation and recycling, national security, and capital formation. By year's end, Rep. Santini promised to prepare a hard-hitting committee report on problems affecting the non-fuel minerals industry to provide a better base for subsequent policy recommendations (MCJ, Jan. 1980, p. 34). On the technological front, interest again centered on mechanization, automation, and scaleup to improve and expand production. Computer use increased for calculation of ore reserves, mine planning, operations research, and mineral processing.

As the 2017 president of the Society for Mining, Metallurgy & Exploration Inc., I am pleased to present the 2017 issue of the Transactions of the Society for Mining, Metallurgy & Exploration Inc., Vol. 342. A significant portion of the contribution that we make as a professional society is the publication of professional and technical papers that accelerate the advancement of scientific knowledge and enable the transfer of technology. Communication within the mining community is the key to a successful society. This technology exchange continues a tradition that dates back to the 1871 meeting of 22 mining engineers in Wilkes-Barre, PA, that resulted in the founding of the American Institute of Mining, Metallurgical and Petroleum Engineers (AIME). Those individuals envisioned that these transaction volumes “would form a most valuable and greatly needed addition to our professional literature.” This volume fulfills that pledge. The 2017 Transactions contains some of the most interesting research and insights from the past year and features an international slate of authors spanning industry, academia and government. Papers include the latest findings from the U.S. National Institute for Occupational Safety and Health (NIOSH), a special review article on Heap Leach Modeling, and articles from two Special Issues on Rare Earths. The 2017 Transactions consists of a total of 54 technical papers, encompassing all 21 papers published in 2017 in the Technical Papers Section of Mining Engineering (Vol. 69) and all 24 papers published in 2017 in Minerals & Metallurgical Processing (Vol. 34). Additionally, this volume contains 9 papers that are being published for the first time in this issue. The papers presented in this volume were written by some of the most distinguished professionals in the industry worldwide. All of the technical papers were peer-reviewed. The process of review and publication requires much hard work by authors, reviewers and our Publications staff. As the 2017 president of SME and on behalf of all our members, I would like to extend our gratitude to all whose volunteer efforts contributed to the publication of this volume.

A new, large mine is about to be born. Many years and millions of dollars have been invested in exploration. An orebody has been found and proven. All necessary political and legal work to establish rights and conditions for development are complete. The feasibility studies are favorable. Financing has been arranged. Board approval has been given to proceed. The time has come to engage a contractor to design and build the new facilities in a location, as is the common case today, far re¬moved from the centers of advanced technologic development where the minerals will ultimately be used. A select list of Engineering and Construction (E&C) companies is asked to prepare proposals. At this point the common viewpoint among mining companies is that the company's sole remaining problem, a major one to be sure, is to select qualified contractors to design and build the project at the lowest cost and shortest time possible so that production can start generating a return on investment. The purpose of this discussion is to explore the viewpoint of the large E&C contractor toward such projects. It differs in important ways from that of the client mining company and it is these differences and the reasons for them that must be understood by the client if severe difficulties and misunderstandings with the contractor, starting at the beginning of contract negotiation and continuing through design and construction to final startup are to be avoided or minimized. Often enough, the difference is in degree, not kind, which only serves to obscure the fact that a difference exists.

INTRODUCTION The Waste Isolation Pilot Plant (WIPP) is a research facility located in Southeastern New Mexico. The WIPP is being developed by the U. S. Department of Energy (DOE) to demonstrate the safe storage of defense-related radioactive wastes in bedded salt. Since the WIPP is a research facility. a number of large-scale in situ experiments have been planned and are currently under construction (Munson, 1983). These experiments were designed to study various aspects of nuclear waste storage in bedded salt such as mechanical responses and creep closures of drifts, thermal response due to heated canisters, and thermally-induced fluid migration. One purpose of the WIPP is to develop and demonstrate a general predictive structural analysis capability for a bedded salt repository. One set of experiments, called the Geomechanical Evaluation (Room G), is heavily instrumented to study the creep around several rooms with different configuration. A Layout of the Geomechanical Evaluation room is shown in Figure 1. One portion of it consists of wedge shaped pillar where two drifts intersect at an angle of 7.5 degrees. The pillar can be seen at the bottom of Figure 1. One purpose of the wedge pillar experiment is to study progressive pillar failure in the tip region. Another is to determine how nonuniform pillar thickness affects creep closure of the drifts. An important aspect of the experiments is the correlation between experimental data and corresponding pretest finite element analyses of the site. The finite element simulations serve two purposes. First, the computer simulations aid in understanding the experimental results by providing calculated stress. strain and displacement fields that cannot be measured directly. Second, comparison of calculated and measured drift closures serves as a method for validating or improving the finite element models and the constitutive models employed. The wedge pillar geometry required a 3-D finite element creep calculation. Results from these 3-D calculations will be presented in this paper. A 2-D plane strain double drift model which approximates the wedge pillar geometry at a slice perpendicular to the drift has also been performed and will be compared to the 3-D results in this paper. FINITE ELEMENT COMPUTER PROGRAMS Two finite element computer programs. JAC (Biffle, 1984) and JAC3D (Biffle. 1986), were used. JAC is a 2-D finite element program developed for quasi-static analysis of non-linear solids. It employs the conjugate gradient iterative technique to obtain a solution Spatial integration is performed using a single gauss point in each four node quadrilateral element. An hourglass viscosity technique is used to control the zero energy modes that occur with single point integration. The single point integration combined with the explicit nature of the program and exploitation of CRAY-1 computer architecture results in very efficient execution J4: results were compared to results obtained with eight other 2-D structural creep computer codes in the second WIPP benchmark exercise (Morgan, 1981) JAC3D was derived from JAC to treat 3-D finite element models and has many of the same characteristics including single point integration and hourglass viscosity.
