After accepting the invitation to make this appearance today, it occurred to me that the subject matter which had been assigned to me, namely, the purpose and role of an advisor, was, contrary to what; some people might think, a controversial subject. In my brief lifetime, I have discovered that the world is full of advisors; that is to say, there are many people who undertake to render advice concerning subject matters upon which they may, or may not be qualified to speak. It shall be my purpose today to set forth what now appears to be the function of the members of the Advisory Council to the U. S. Public Land Law Review Commission; and, in so doing, I hope that I do not offend the Commission or any other-member of the Advisory Council with whom I serve. It has always been my personal conception of the role of an advisor that he should tender advice when it is requested, and then only if he has prepared himself concerning the matter upon which the advice is being given. I am sure it was the Congressional intent at the time the Public Land Law Review Commission was established indeed it was the hope. of Congress--that those of us who were to become members of the Advisory Council were informed upon certain particular subjects and then at the proper time express our opinions upon these subjects-and, by the same token, not attempt to enter opinions upon problems with which we have no experience in theory or in actuality. Some wag once said that if Columbus had had an advisory council, he would still be waiting at the dock in Spain, and there is more truth than fiction in that statement. With this problem in mind, let us examine the purpose of the Advisory Council itself.

Auriferous sulfide ores often contain very finely disseminated gold and other precious metal particles inside the sulfide crystals. The encapsulation of precious metal particles gives rise to the refractory nature of such ores to current extraction methods. As a result, these fractions are frequently lost in the tailings. The purpose of this work was to investigate the feasibility of pretreating these refractory tailings with bioleaching before employing standard extraction techniques such as cyanidation. Leadville gold ore tailings containing auriferous pyrite were first concentrated by froth flotation. The pyrite concentrate was treated for different periods of time with 12 weeks adapted thiobacillus ferrooxidans before cyanide leaching. The bioleaching of the concentrate before cyanide leaching increased the gold extraction from 32% to 95% and that of silver from 48% to more than 98%.

Anaconda exploration in the Rico mining, district from 1978 through early 1983 resulted in discovery and partial definition of the Silver Creek molybdenum deposit. Approximately 44 million tons of 0.31% Mo are drill-indicated, and projections suggest that the deposit exceeds 200 million tons. No source intrusion has been intersected by drilling, but its composition is suggested by silicic alkali-alaskite porphyry dikes of intramineral age observed at the surface and in drill holes. Age data and fluid inclusion studies indicate that the deposit was formed 5.2 ±2 m.y. ago and that more than 1,200 meters of cover has since been removed by erosion. Both emplacement of the hypothesized source intrusion, and the geometry of the molybdenum deposit, were influenced by three major intersecting faults. The most significant of these, the Last Chance fault, juxtaposes Precambrian quartzite and greenstone against Pennsylvanian clastic and calcareous sediments within the mineralized zone. Wallrock alteration associated with the deposit is characterized by potassic, phyllic, and propylitic zones in non-calcareous rocks, and garnet and anhydrite-diopside zones in the carbonates. All +0.2% Mo mineralization is within the potassic and garnet zones. Pre-mineral faults that intersect the deposit contain the only surficial molybdenum, tungsten, and fluorine anomalies. Pervasive dispersion haloes of the indicator elements were intersected at depth by drilling in the discovery phase of exploration, and are particularly well-developed in the hanging wall of the Last Chance fault.

"In July 2012 construction started on the Grosvenor project, a five million tonne per annum underground longwall mine planned for Moranbah in Central Queensland. Grosvenor is located immediately to the south of the existing Moranbah North mine which has been in operation since 1998. EPBM technology is being used for the first time in Australia for excavation of a coal drift. The TBM was used to build two drifts on the project, one for the coal conveyor which will transport to surface, and another for people and equipment to access the underground once the mine’s operational (as shown in figure 1). The TBM will pass beneath a steel archway roof that has been installed at the drift’s entrance and begin drilling into the ground to build the seven metre diameter tunnel, descending at an angle of one in eight until it reaches the depth of the coal seam approximately 160 metres below.INTRODUCTION AND BACKGROUND The first TBM used in a coal mine was in 1962, a Wohlmyer, in Westerholt, Germany. A further 75 km of tunnels were excavated in coalmines within Germany between 1971 to 1983. This paper will review the Grosvenor Mine project (Grosvenor) owned by Anglo American Metallurgical Coal (Met Coal) includes the construction of a new underground coal mine and surface facilities on the northern boundary of the town of Moranbah in the Central Queensland Bowen Basin coal precinct. The contract to undertake the underground development works was awarded to Redpath in 2012. The scope of the Grosvenor Project was to construct temporary office and workshop facilities, install 2 portal arches, backfill boxcuts and infrastructure, excavate by EPBM method 967 m of 1:6 gradient Conveyor Drift and 1,258 m of 1:8 gradient Transport Drift, development of 2,520 m of pit bottom area roadways and development of 10,550 m of the first longwall tailgate. In the following figures 2 and 3, is possible to see the aerial view of the job-site."

To accommodate the new Pier A expansion at BWI airport, a 1.8 m (6.0 ft)diameter stormwater pipe was constructed below active Runway 15R-33L. The jacked tunnel alignment runs east/west below the runway, and the depth the crown was 6.1 m(20 ft). Soil conditions consisted of very loose to medium sand and gravel, with some medium stiff clay and silt. Super Jet Grouting was selected as the ground treatment system, creating large diameter columns. All work was performed from the surface of the runway between the hours of 12 am and 6 am. Monitoring points along the tunnel in the grout zone indicated zero settlement during tunneling. Tunneling operations in front of and beyond the treatment zone experienced significant settlement. Super Jet Grouting in the treatment zone provided a low permeability continuous stable soilcrete that was readily mined while the runway remained in service.

A research project was undertaken to determine if coal addition tofluxed-magnetite pre-fired pellets would reduce nitrogen oxide (NOx)emissions during pellet induration. Iron oxidation rate tests, coal oxidation rate tests and calcination rate tests were conducted in a laboratory furnace to determine the amount of coal necessary to provide adequate heat for limestone calcination without producing detrimental effects to magnetite oxidation. Pilot scale pot-grate tests were then performed with and without coal in the pre-fired pellets to verify pellet quality parameters and nitrogen oxide emissions. The off-gas during each pot-grate test was analyzed for NOx, CO2, CO, SOx, and O2. There was approximately a ten percent reduction in NOx emissions with coal addition during the normal pot-grate firing cycle. There was a 75% reduction in NOx emissions during firing cycles that used 25% to 75% excess air during firing rather than the normal 300% excess air.

John C. Greenway was responsible for much of my success in the seven years from what I called the end of my apprenticeship in exploration until I entered the Army in World War I. I first met Green- way on my return from Promontorio and, as he was replacing Powell, he was to be my boss. Even at first glance you couldn't help liking and trusting him. He was tall, well built, and erect-an old Yale athlete. After college he became a captain in the Rough Riders and a friend of Theodore Roosevelt, distinguishing himself in the Cuban campaign. He made good friends in all ranks of the Rough Riders, some later becoming leaders of industry and others following Greenway where-ever he went. After the Spanish War Greenway worked for iron mining companies around the Great Lakes and when the directors decided that Calumet and Arizona needed a new manager the ones who were also prominent in Oliver Iron Mining Co. selected Greenway It was a lucky choice for Greenway and for me. He became the best manager among those who ran the big copper mines He was open-minded in encouraging discussion and even opposition-until he made up his mind. Then, in military fashion, everyone must follow his decision without question. I think this is an essential of good management. Unfortunately a few did not feel this way and they had to leave. It was characteristic of those times that respect for the boss was so great that in the 16 years in which he was one of my best friends I, like all under him, always called him "Mr. Greenway." Soon after he arrived Greenway asked the leading mine operators in the southwest, Dr. Louis D. Ricketts and James S. Douglas, son of the Dr. James Douglas who had made Phelps Dodge great, to do special work for Calumet and Arizona. I found later that the object of the study was to determine the terms on which the half-dozen Warren District properties of Calumet and Arizona were to be joined in one

INTRODUCTION The paper presents a broad overview of the geotechnical site studies required for siting uranium tailings dams. These studies, which are interdisciplinary in nature, touch upon such related fields as: hydrogeology, hydrology, and seismicity. Tailings dams are commonly used to develop tailings ponds for the storage of the waste products generated by mine milling operations. In the past, most tailings ponds have been developed either above ground on dry land, or in existing lakes. In the United States a majority of the uranium mines are located in arid or semi-arid regions and past practice has been to store the wastes above ground on dry land (1,2). Currently, the United States Nuclear Regulatory Commission (N.R.C.) recommends below ground disposal of uranium waste products, although they indicate that they will consider above ground alternatives (3). In Canada many of the existing uranium mines are located in a wet environment and past practice has been to use small lakes and depressions as tailings ponds (1,4). However, current practice in Canada leans towards above ground, dry-land storage (5,6,7), and the Atomic Energy Control Board (AECB) guidelines (5) indicate this to be the preferable method. In B.C., where a moratorium on uranium mining has been declared by the Provincial Government, there are no existing uranium tailings ponds. However, both the formerly proposed Birch Island and Blizzard uranium developments would have used dry land storage. Most of the existing non-uranium mill wastes in B.C. are stored behind tailings dams on dry land. The waste products delivered to the tailings pond comprise, the ground-up rock that remains after most of the uranium values have been removed and the excess chemicals used in the milling process. These waste products, which are called "tailings", are normally mixed with water to produce a slurry and then pumped to the tailings pond. Since the uranium recovered constitutes only a small percentage of the ore (usually less than 1%) (8), large quantities of waste rock and associated transportation water are discharged into the tailings impoundment area. Consequently, relatively large tailings pond areas are required for the uranium tailings. In recent years, major advances have been made in the design, construction, and operation of non-uranium tailings storage facilities (9,10,11,12,13,14, 15). In operation of column flotation of fine coal, the smaller bubbles are required to effectively recovery of fine hydrophobic particles. However, smaller size bubbles alone does not ensure an efficient flotation for fine particles. The sufficient available bubble surface area per unit column are essential for effective column flotation. The experiments are conducted in a lab-scale column using two different bubble size distributions and three different particle size distributions for flotation of Pittsburgh No.8 seam coal. The interaction between particle size, aeration rate, feed rate and wash water addition are examined in this investigation to establish the optimal operation conditions for flotation of fine coal. Despite of wide range of operation conditions used in this study, it is found that the experimental data fall in a single characteristic recovery-ash curve for a given bubble size distribution and particle size distribution. The major parameters affect the flotation performance points along -the characteristic recovery-ash curves are aeration rate/frother dosage, feed rate and wash water rate-.

The use of EPB shields in the so-called mixed face conditions has set new demands to man and machine in EPB shield tunneling. EPB shields were initially conceived to drive in the pressurized closed mode in soft ground, whereas hard rock TBMs were designed to work in the unpressurized open mode. The present use of EPB shields in hard rock and mixed face conditions requires the combination of both technologies by finding best compromise solutions. This paper deals firstly with the geotechnical and mechanical interactions between machine and ground. Further on the critical points such as tool wear and tool replacement are exposed, together with a proposal of best solutions.

There are bound to be changes with age, so I should not have been surprised or disappointed when what I had considered as high ad- ventures were much fewer and more widely scattered in the last 20 years of my long and active business life. But such adventures came until I was past 80 years of age and no one could expect more than this. Frequent visits to mines in this country and Canada and directorships in Bralorne and its subsidiaries, Homestake Mining Co., Bradley Mining Co., and the Bunker Hill Co.; and Copper Range Co. and its great new White Pine mine in Michigan, lasted far beyond the usual retirement age. The least happy part of my last two decades of active life was the death or sickness of many of my old friends. Hubert d'Autremont, whose friendship no one could replace, died suddenly in 1946. Henry Carlisle and Temple Bridgeman, for many years office associates, had heart attacks that cut down their activities far too soon. Many other less intimate friends died or became ill, but I knew that with advancing years such losses were inevitable. These memoirs would be endless if they covered all of the unusual work and associations I found in the last 20 years. So I must confine the rest of my recollections to expeditions that would have thrilled any engineer at any time. THE FUTUREGEN CLEAN Coal project will be the recipient of $1 billion worth of federal stimulus money by way of the U.S. Department of Energy (DOE), which announced the commitment to the project. The money is expected to kick off years of further work that could finally see the project completed. One of the companies involved, Ameren Corp., said the $1.2 billion project ? which will include some private funding ? still has a number of hurdles to clear.

INTRODUCTION The past decade has witnessed a literal explosion in formal modeling of energy systems and markets. This rapid development was stimulated primarily by policy issues arising from the energy price shocks of 1973- 1974 and 1979- 1980. The suddenness of this interest is illustrated by comparing the current and earlier editions of Mineral Economics. The third edition, published in 1976, includes an addendum to the section of projection and forecasting methods because, Since the foregoing chapter was written, major events in petroleum have caused an explosion in formal modeling efforts in the energy field.a In contrast, this fourth edition includes the present chapter on energy modeling, and a separate chapter on nonfuel minerals modeling. The considerable interest in formal energy models is based on the complexity of the system, in particular the interaction between technical and engineering data and designs, and economic behavior of energy producers and users. Energy is a vital component in the economic and social well-being of nations, and must increasingly be explicitly considered in developing economic growth and welfare policies. Energy models can contribute to policy development and analysis, both by improved understanding of the energy system, and of the interaction between energy markets and the economy, and as an explicit means of analyzing and comparing the implications of alternative policy actions. At their best, formal models can clarify and illuminate policy options. In this chapter we will survey the objectives, methods, and potential contributions and limitations of energy system modeling. Section 2 considers the objectives, scope, and approaches to energy system and market modeling. Methodological approaches are then discussed more formally in section 3. Our approach is to intro- duce each model type and method via relatively simple generic models, illustrating their use by a selective review of the applications literature. Section 4 shifts the focus from modeling methods to procedures for model evaluation and improving model credibility especially in policy research and analysis. We conclude with some brief remarks on directions and opportunities for future modeling research. ENERGY MODELS: OBJECTIVES, SCOPE AND APPROACHES The concept of a model usually evokes an image of a complex, computerized system of mathematical or econometric equations providing detailed information concerning the operation of the process being modeled. In fact. models may be simple or complex, formal or mental, depending upon the purposes for which the model is intended. Profit, product quality, speed of operations, reliability, operator confidence, safety and environmental improvements have all been enhanced as a result of the recently completed maintenance, renovation and construction program at Crown Central Petroleum Corporation?s (Crown?s) coke calcining unit at its Pasadena, Texas refinery. (Figure 1) BACKGROUND The calcining unit was built in 1969 - 1970 and has been operated continuously. Approximately 400 to 500 TPD of high quality metallurgical grade coke is manufactured, stored, and shipped to consumers. About 1/2 of the feed stock to the calciner is manufactured in Crown's coking unit and the remainder is received, via barges, from various sources. The green coke is off loaded from the barges with a conventional grab crane that discharges into a small travelling hopper over a conveyor belt that feeds a radial stacker, which forms a stockpile on the ground. The green coke, from the coking unit at the refinery, is moved to the calcining unit with front end loaders. Reclaiming from the stockpiles is also done with front end loaders. The coke is primarily handled by covered conveyor belts. The finished product is stored in steel silos and can be shipped via railroad cars, but the majority of it is shipped out in ocean going bulk carriers. Maintenance work in the calcining unit is performed by Crown's refinery maintenance department on an as needed, on call basis.

Efficient flotation of fine phosphate minerals from a deslimed waste phosphate stream (-74 microns) has been achieved by both bench-scale flotation and by flotation with a 2-inch air-sparged hydrocyclone (ASH) unit. A sample was collected from the waste phosphate slime stream at the SF Phosphate Limited Operations near Vernal, Utah, for flotation experiments at University of Utah laboratories. The collector used was a mixture of fatty acid, petroleum sulfonate and kerosene. Bench-scale flotation test results show that the minus 15-micron particles have a significant adverse effect on phosphate flotation. When the minus 15-micron material was removed by a classifying hydrocyclone, improved flotation recovery and concentrate grade were realized. A bench-scale flotation recovery of 86 % with a concentrate grade of 16% P2O5 was obtained from classified waste slime (74 x 15 microns) feed material containing 11.3% P2O5 In contrast, a 90% P2O5 recovery was achieved with a concentrate grade of 16-18% P2O5 by single-stage ASH flotation. With a second stage of ASH flotation, a concentrate containing 23% P2O5 was realized at an overall recovery of 75%. These results indicate that the industrial application of ASH flotation technology for phosphate recovery from waste slimes is promising.

"This paper describes the development of a 3D finite element model for predicting ground movements caused by construction of 7.1 m diameter twin bored tunnels for the Crossrail project in London using Earth Pressure Balance (EPB) machines. The model uses the commercial FE code, Plaxis 3D, to represent the face pressure, conical shield, grouting process and activation of precast segmental concrete lining systems through a set of boundary conditions that advance through the soil mass along a prescribed trajectory. Soil behavior is described using the Mohr-Coulomb soil model with input parameters calibrated from laboratory element tests. The analyses focus on the performance of the EPB tunneling machines in greenfield conditions beneath Hyde Park, where the tunneling occurs within deep layers of relatively uniform London Clay. The model predictions are in good agreement with surface and sub-surface vertical settlements measured at a well-instrumented section, but tend to overestimate the measured lateral displacements towards the tunnel. Ongoing studies are focused on the role of soil behavior and the approximations in FE model predictions of tunnel-induced ground deformations. Introduction Since their introduction in the 1970’s, closed-face Earth Pressure Balance (EPB) machines have become widely used for soft ground tunnel construction. The EPB design relies on a screw conveyor system to regulate the pressure of the excavated soil/spoil within the head chamber and hence control stability at the face of the machine. One of the key design issues in the application of EPB machines is to establish how control parameters, including the advance rate, face pressure and grouting processes (used to compensate for the tail void at the rear of the shield and to infill gaps between the precast lining rings and surrounding soil) affect and/or control the far-field ground movements. For closed-face systems, short-term deformations are associated with ground losses at the face, overcutting and ploughing of the shield and poor control of grouting in the tail void; while long-term deformations can occur due to consolidation and creep within the surrounding soil (and are closely connected to the seepage boundary conditions;e.g., Laver & Soga, 2012). The control parameters for advancing the EPB machine can have a significant effect on the magnitude and distribution of the far-field deformations. Therefore, analyses of the ground response to tunneling require accurate modeling of the soil stratigraphy and constitutive behavior as well as the construction process. Finite element (FE) methods have been used to simulate tunnel construction since the early 1980s, but only a few studies involved three-dimensional modelling of mechanized tunneling (e.g., Finno and Clough 1985; Bernat and Cambou 1999; Swoboda and Abu-Krisha 1999; Dias et.al. 2000; Melis et.al. 2002; Kasper and Meschke 2004; Möller 2006). In order to get a better understanding of the effect of the construction process and soil properties on the development of the ground deformations more comprehensive models of tunnel excavation and tunnel support are required in order to capture the 3D nature of mechanized tunneling and the effect of construction parameters such as advance rate, face and grout pressure."

Investigations of fine grinding of bituminous coal in a laboratory-scale pulverizer are described. The results indicate essentially "normal" breakage behavior at relatively coarse sizes (greater than about 20 µm) but show clear evidence for re-agglomeration in the fine size range (less than about 10 µm). A simplified population balance model for simultaneous growth and breakage has been formulated. Breakage rates and breakage distributions are assumed to follow the patterns typically observed in simple grinding systems. It is recognized, however, that solid particles and agglomerates may exhibit different breakage behavior. Agglomeration rates are assumed to be determined by contact probability, i.e. by the relative numbers of interacting particles. Based on comparisons of model simulations and experimental data, it appears that agglomerate re-breakage rates and fragment size distributions are quite different from those for solid particles. The result is that product size passes through a minimum and then increases with time as agglomeration begins to dominate.

Hyperbaric filtration was evaluated at the laboratory scale for dewatering fine coal cleaned by froth flotation. A laboratory pressure filtration procedure is described to obtain uniform cake structure from dilute slurries containing a significant amount of coarse material. Baseline tests were conducted varying filter operating parameters such as driving force, time, cake thickness, percent solids, viscosity and pH to determine optimum operating conditions for eventual application on a continuous pilot scale hyperbaric filter.

As lithium-ion batteries (LIBs) become more prevalent in the mining industry, new hazards of battery fire and explosion are emerging. Efforts must be taken to ensure that workers are safe from these new hazards, such as batteries undergoing thermal runaway in underground areas that may have explosive methane-air mixtures. Researchers at the National Institute for Occupational Safety and Health (NIOSH) investigated overpressures generated within a sealed battery enclosure filled with an explosive methane-air mixture and a single cell lithium-ion battery driven into thermal runaway using an accelerating rate calorimeter (ARC). For both iron phosphate (LFP) and nickel manganese cobalt (NMC) lithium-ion cells, the explosion overpressures remained unchanged with varying percentages of methane concentration in the atmosphere surrounding the cell. It’s likely that the gases released from the battery undergoing thermal runaway caused an inert atmosphere within the sealed canister. The results from this study will help mining equipment manufacturers develop proper measures to keep miners safe while working with lithium-ion batteries in underground gassy mines

According to statistics compiled by the National Safety Council, US Bureau of Mines, American Medical Association, and other agencies, accidental injuries cause more deaths than all the leading diseases. No one is immune to an accident. Probably the best way to describe an accident is to say that it is an unexpected happening. The automobile driver is not expecting a terrifying crash, the electrician does not expect to be electrocuted, nor is the coal miner expecting the roof to fall on him. All personal injuries will not result in death. There is a multitude of victims who are living proof of what accidents can mean to an individual-victims who are blind, paralytic, missing arms, legs, etc. In most instances the earning power of these individuals is gone, and they are utterly dependent upon family or welfare. For many years there seemed to be an attitude that prevailed in industrial America that accidents were inevitable, and that so many fatalities and injuries should be expected. This, of course, was utter nonsense. Since the birth of such organizations as The National Safety Council, American Society of Safety Engineers, and. the US Bureau of Mines, much progress has been made in reducing accidents. The enactment of compensation laws greatly contributed to the progress that has been made. Does this mean that all accidents can be prevented? Unfortunately, it does not. Human psychology indicates that men will work unsafely or perform unsafe acts for the following reasons : 1) Lack of knowledge or skill. 2) Conflicting motivations, such as: (a) to be more comfortable, (b) to save time or effort, (c) to be accepted by a group. 3) Physical or mental condition. Nearly everyone desires his own safety, but not all individuals are willing to do what they know to do to insure their own safety.
